AIRPORT DELAYS New plan needs Students say to raise money, “no to conflict” say Canadians

The head of the Canadian company looking at modernising Owen Roberts Airport said yesterday it could begin work on the three-year project almost immediately, but would only focus on improving retail profits. Any long-term redevelopment is contingent upon shorter-term changes to make the airport a viable business, attractive to investors who will fund greater expansion, accommodating long-haul traffic from Europe and Asia. Don OIsen, director of business development, sales and contract structuring for the Ottawa-based Canadian Commercial Corporation (CCC), Canada’s official contracting agency, said Cayman’s Civil Aviation Authority was pondering the group’s proposals, made after months of study. “The authority board is meeting, and based on the outcome of that meeting, will decide the way forward,” he told iNews Cayman yesterday. “We did a lot of work, and the board is reflecting” on the proposals.

No to conflict at JGHS
JGHS teachers wearing special N2C T-shirts, join with students wearing the N2C wrist bands, in front of a special N2C mural that is being painted on one of the school walls

More and more John Gray High School students are saying No to Conflict, the name of a brand new campaign inspired from last year’s five fatal shootings in one week. The campaign, shortened to N2C was being introduced by teacher Glen Hewell to the kids from Tarpon, one of the four ‘academies’ that make up the school, at their morning assembly. “Can we stop conflict? No. You can’t put 1200 people and 135 teachers in a small place and not expect conflict. We want to reduce conflict in our school after the five killings. This is what started this, and we want to
reduce it,” he told the students. After introducing the N2C pledge he said that the students could wear the special N2C wristbands for the rest of their school career. Explaining the campaign, drama teacher Anthony Chipp said, “There’s a theatre group that meets on a Wednesday night in school, and they took on the name N2C and decided to make that part of their mission statement to end conflict on Cayman, a very noble aim. “They set about creating a Flash Mob, which is a performance that happens right away without much warning, and performed it at Camana Bay in front of the fountain and about 100 people watched it and it was covered

by television too, all to try to raise awareness of N2C within the school. “This idea is of the students standing up and saying, ‘right, let’s make the place better by ending conflict, by stepping in when other people are in conflict. They chose the term conflict because its broad, we’re not just talking about physical violence, we’re talking about conflict between friends, rumours and so on.” Two of the students Sashanté Lawrence and Amandy Jiménez, both 15, who took part in the drama skit, which featured kids saying no to a school bully, said that they wanted the N2C message to spread across the whole of the Cayman Islands, and from there, all over the world.

Better terminal facilities needed first
AFTER HOURS COMMENCING 20th FEB 2012 Owen Roberts International Airport
Tad Stoner tad.stoner@ieyenews.com
Continued from front page He said the project most immediately involved “expansion and rehabilitation of all the buildings, modernising the terminal block so that it would attract more airlines, and getting more stores to help support the airport with revenues.” Surprisingly, CCC proposals did not address long-standing calls to expand Owen Robert’s 7,000-foot runway, instead seeking to boost the airport’s commercial operations, ultimately drawing further investment in “airside” -- as opposed to “landside” retail – operations. “That’s another step, beyond CCC,” Mr Olsen said. CCC would likely be involved with the wider redevelopment, based on global experience building airports, but any decision would come later. If the board accepts CCC proposals, he said, the next step ‘would be to set up a date to come down to meet all the contractual needs, legal and financing”. Moves could start as quickly as “the to blog visit www.ieyenews.com
end of the fiscal year,” he said, “getting the legal and financing systems”, reviewing blueprints and designs, although he was careful to say that timing remained speculative and “could be shortened or expanded”. When work began, he said it would take between 24 months and 30 months, and cost between $215 million and $230 million. “That’s actually quite quick,” he said, and the price “quite reasonable. A lot of modernisation needs to be done”, but the tower, terminal and even the runway “were in good shape. The aviation authority has kept the runway in pretty good shape and the staff has been very professional.” Edward Jerrard, Island Air executive and UCCI lecturer in air transport studies explained the complexity: “A private company is not going to put in any investment until there is a revenue stream in place. You don’t want to do anything until you get a business proposal, and a private company needs revenues.” Making Owen Roberts profitable is likely to require an overhaul of its operations -- including general

aviation, airport handling and concessions – followed by development of a marketing and business plan. “You would put in a managerial team, a marketing team and a business team,“ he said, “and it would take 18 months, and then you could decide what you need and what you want to build, then take it to banks, to investors.” Following those decisions, Mr Jerrard sad, “you need to bring in planners to design the social, and business environment.” In a surprise statement, however, Airport Authority chairman Dick Arch, while otherwise tight-lipped, said yesterday that the board had met on Wednesday, but still had not seen CCC plans. “The meeting was a full quorum, everyone was there, and there was very little mention made of the CCC,” he said. “The reason for the mention was to remind our directors that the memorandum of understanding that we signed on 1 August last year was due to expire on 1 February. Up until yesterday, we had heard nothing from them.”

Mutant mosquitos may be a human health risk
Paul Kennedy
paul.kennedy@ieyenews.com
GM mosquitoes created by a British laboratory and released in Cayman as part of an experiment could thrive in the wild to pose a risk to human health and the environment, it has been claimed. The warning comes from GM critics and is based on the release of details from a study commissioned by the company involved, Oxitec. The Oxford-based firm has dismissed the claims as ‘scaremongering’. However they will alarm the public and raise serious questions about the future of the technology. The firm has developed a technique to genetically modify a range of insects with the aim of protecting human health and boosting food crop yields. Generally, this involves inserting a lethal gene into males of the insects, which are released to mate with females in the wild with the result that any offspring die. Oxitec has developed a GM
6
mosquito which is designed to reduce the wild population in areas where they are responsible for passing on dengue fever to humans. Experimental releases have already taken place in the Cayman Islands, Malaysia and Brazil, while there are plans to repeat this in the holiday hot spot of the Florida Keys and Singapore. Oxitec has always argued that the male GM insects will routinely die a short period after being released and mating in the wild, so having no longterm impact. However, this has been challenged by Friends of the Earth, GeneWatch UK and the Third World Network organisation. They say the evidence of the company’s own research, some of which was released under the Freedom of Information Act, questions this assurance. The GM mosquitoes are created in such a way that they require the presence of the common antibiotic tetracycline to be born in the laboratory and thrive. Oxitec argues that once they are released into the environment they
no longer have access to tetracycline and therefore, after a short period, will die. However, the company’s study reveals that 15per cent of GM mosquitoes survived for some time after release through inadvertent access to low levels of tetracycline. In a joint statement, FoE, GeneWatch UK and the Third World Network, warned: “Biting GM females might cause unknown impacts on human health, such as allergies. “The ecological implications of GM mosquitoes surviving and breeding are also unknown.” Eric Hoffman of FoE America said: ‘Trials of its mosquitoes must not move forward in the absence of comprehensive and impartial reviews of the environmental, human health and ethical risks.’ Director of GeneWatch UK, Helen Wallace, said: “It is impossible to assess health or environmental risks if important information is concealed from public scrutiny. “This confidential document reveals a fundamental flaw in Oxitec’s
technology which should have halted their experiments.” Oxitec has plans to release GM moths into British fields in a bid to curb a population that is responsible for attacking cabbages and other crops. It says these tests, which may involve open release, could take place later this year. However, any such plan would have to be approved by the food and farming department, DEFRA. The chief executive of Oxitec, Hadyn Parry, denied any attempt to keep people in the dark. “This is poor quality scaremongering by FoE and GeneWatch and it is a pity they made no attempt to contact us before putting this material out in an attempt to confuse the public,’ he said. “in all countries there is a regulatory system where experts examine whether or not there is significant risk to human health or the environment. If there is, then no release can take place.” to blog visit www.ieyenews.com

Scotch in a can Georgina Wilcox georgina.wilcox@ieyenews.com
Oh my. Or should I say, “in the name of the wee man”? Instead of cracking open a can of beer I could be doing the same and instead of beer it’s whisky. Now this sounds like an Irish joke but in fact it’s SCOTCH whisky and it’s true and the company that makes it, Scottish Spirits Imports Inc. is part of Scottish Spirits Ltd a group of companies based in ………………… Scotland? Och no. It’s here at First Caribbean House, 3rd Floor, George Town, GRAND CAYMAN!! The company has announced plans to sell the product in the USA and Canada in non-resealable aluminium cans containing eight shots (12 ounces) of 80 proof single grain or blended 3 years old Scotch whisky retailing at only $5 a can. Thousands of Food and wine forums, bloggers and even media giants like CNN, have covered the Scottish Spirits’ story about the canned product. And what does it taste like? According to the company “it’s a top seller in Grand Cayman.” Hmm. I live here and on asking my ‘drinking’ friends they’ve never heard of it. I asked the landlord of a well known Irish bar along the West Bay Road if he stocked it. Yes, I know, I should have asked the landlord of a Scottish bar, but I don’t know one. His answer, “This has to be an Irish joke.” No. He had never heard of it and thought it was a “daft idea” . As for the cost at $5 a can he wondered at what sort of quality it would be. I cannot even find the distributor here of the whisky (if there is one) so if you have that information please let me know. So, being the only whisky in a can that has ever been marketed just selling one to a friend could be classed as a top seller in its respective market? As Alice said, “Curiouser and curiouser.” Interestingly, National Sales Director of Scottish Spirits USA, the company set up in Jan. 2011 to launch the product in the USA and Canada, Bart Schroeder told ‘The Toronto Star’ there were no samples available to blog visit www.ieyenews.com
as, “It’s not sold anywhere yet.” The photograph of the two cans of whiskey to be sold on Scottish Spirits Imports website (and shown here) states “this is only a concept of our packaging”. The company is opening a $25 million bottling and canning plant in Orlando Florida and the company’s press release says it will be 150,000 square feet with the production capacity for the first year estimated at 2 million cases of 24 cans and 5 million cases by 2015. “The company is currently looking to create strategic alliances and to appoint exclusive licensees and distributors worldwide in order to further expand the Scottish Spirits and Genie brands.” The canny (pun intended) Scots might be a little skeptical of the whole thing especially the last paragraph on the website that states: “To finance its expansion Scottish Spirits Ltd is actually raising $50 million through one of its subsidiaries via a Private Placement memorandum.” Of course it has nothing to do with the wonderful publicity the company is getting. The company says they are working on an attachment that will reseal the can for the USA market and says its Scotch will “keep qualitative and quantitative standards intact. Scotch in a Can maintains high quality
without compromising the tone of the beverage. This isn’t a one-serving beverage; the can is the right size for three people to share who can mix it with other things like cola. ‘Scotch in a Can’ is mainly promoted as an option for outdoor venues, as it’s light-weight and recyclable.” Mixing a “high quality” Scotch Whisky with “other things like cola”? Now that doesn’t sound right even to a Sassenach lass like me. Mixing Scotch with cola to a Scotsman must sound like murder! There would appear to be no evidence of Scottish Spirits having a distilling plant in Scotland although the company does say their whisky is “distilled and aged in Scotland”. By whom is the question? Lastly, is it legal to sell whisky in an aluminium can especially as it is a reactive material? Cola is sold in cans and that can rot nearly anything over time so I suppose the answer is “yes”. The Scotch whisky industry defines by law what constitutes Scotch but says nothing on the container you can sell it in. Can you actually imagine anyone buying a non-resealable can of whisky and when it is not used up actually pouring the rest of it away? The temptation will be to gulp what is left down. Drinking EIGHT ounces of Scotch? The thought frightens me.

‘Eternal leader’ Kim’s body to be enshrined SEOUL, South Korea (AP) — North Korea said Thursday it will enshrine Kim Jong Il’s body in the palace housing his father, the national founder, deepening its veneration of the Kim dynasty as the country transfers power to a third generation of the family. The country also said it will erect a new Kim Jong Il statue and build “towers to his immortality,” while the ruling party called him “eternal leader” and gave his birthday a new title that underlines his military-first policy and links him more closely to his father, Kim Il Sung, who is still
revered as the “eternal president.” The North’s state media have sought since Kim Jong Il’s death on Dec. 17 to show his son, Kim Jong Un, as a strong, confident military leader, but outside observers are watching to see if he can impose his will over the military and government as strongly as his father did during 17 years of absolute rule. North Korea has quickly handed Kim Jong Un a slew of his father’s prominent titles and repeatedly connected him with his father and grandfather in an effort to add legitimacy to the young leader. North
Korea also has stepped up propaganda praising Kim Jong Il’s works and vowed to uphold his policies.
Karzai condemns video of urination on corpses WASHINGTON (AP) — Afghan President Hamid Karzai on Thursday condemned a video depicting what appears to be four U.S. Marines urinating on the corpses of Taliban fighters. A presidential statement described the act as “completely inhumane” and called on the U.S. military to punish the Marines. The Marine Corps said Wednesday it is investigating the YouTube video but has not yet verified its origin or authenticity. The case has being referred to the Naval Criminal Investigative Service, the Navy’s worldwide law enforcement organization. The Afghan Ministry of Defense also condemned the actions in the video,
which it described as “shocking.” The NATO-led security force in Afghanistan released a statement Thursday saying, “This disrespectful act is inexplicable and not in keeping with the high moral standards we expect of coalition forces.” The International Security Assistance Force said the actions “appear to have been conducted by a small group of U.S. individuals, who apparently are no longer serving in Afghanistan.” The statement did not identify the personnel or explain why the ISAF thought they had left the country. Sen. John McCain, a Navy veteran who fought in the Vietnam war, said the incident “makes me so sad.” McCain, the top Republican on the
Senate Armed Services Committee, called the Marine Corps one of America’s strongest institutions and said its image has apparently been tarnished by “a handful of obviously undisciplined people.”

Perry’s father apologises for remarks about Jews COLUMBUS, Ohio (AP) — A suburban Cleveland church where the father of pop star Katy Perry delivered a sermon that drew accusations of antiSemitism has released an apology in which he says he regrets his “hurtful and ugly language.” Pastor Paul Endrei of the Church on the Rise in Westlake said Wednesday that Perry’s father, the Rev. Keith Hudson, meant to compliment Jewish people’s prosperity when he said having money is what it takes to make Jews jealous. Endrei says the visiting Hudson was blessing businesspeople to blog visit www.ieyenews.com
during the Jan. 5 sermon and “just went too far.” “Even though this is wrong and it was not a right comment, he wasn’t preaching about Jews, neither was he ranting against Jews,” Endrei said, adding that he received only one complaint from among the roughly 300 people who heard the sermon. He said Hudson had referred to God telling Abraham, considered the father of Judaism, that he was to be blessed. “And then he started talked about being blessed so much that you would make a Jew jealous,” Endrei said.
In the apology released this week, Hudson said he is not an anti-Semite. “I deeply regret the hurtful and ugly language I used in my message in Ohio,” the statement said.

David Marchant’s OffshoreAlert colin.wilson@ieyenews.com is the unofficial eye on the offshore financial industry and its very name can strike like a lightning bolt into an offshore finance manager’s heart. It concentrates in writing about multi-jurisdictional, white-collar crime that includes money laundering, investment fraud, insider trading and market manipulation, corruption and bribery and organised crime. On Sunday, April 29 the 10th Annual OffshoreAlert conference takes place at the Ritz-Carlton Miami Beach, Florida, USA and runs until May 1st. The price of the pre-sale ticket was a mere US$1,195 (but that’s already sold out) whilst the standard conference ticket is only US $1,495. For that ‘bargain’ price you actually get FREE (note the caps) admission to “all of the Networking Events including two 2-hour Cocktail Receptions; continental breakfasts, luncheons and breaks on days when the conference is in session and certificate of attendance.” Among the fifteen sponsors is our very own Cayman National Bank and the US Immigration and Customs Enforcement. Most of the sponsors are law firms including one that represents ‘whistleblowers’. OffshoreAlert asked for representatives to speak and/ or be on the panels at their conference from Cayman but only the judiciary responded. Justice Charles Quin agreed to attend the conference and talk about some of the key decisions handed down by the courts this year and their impact on the industry. chaired by cross-border fraud and asset recovery attorney, Martin Kenney. According to Mr. Marchant the Cayman Islands sends more attendees to the conference than any other jurisdiction excepting the USA. He said, “They do an excellent job of showcasing the jurisdiction’s many positive attributes.” It is astonishing then that not only is no one from Cayman Finance going to speak at the conference, but Mr. Marchant never even received a reply nor an acknowledgement to his request. He had asked Cayman Finance Chairman, Richard Coles, last July to contribute agenda ideas and suggestions for the event. Cayman Finance is always complaining about the news articles by foreign journalist saying they are “uninformed.” Here was the perfect platform to state their case in hailing the many positive attributes the Cayman Islands has but they let the opportunity pass them by. Worse still they showed rudeness and utter disdain by not even sending a polite ‘no’. The days of ignoring the ‘devil’ - if that is what they consider OffshoreAlert is – is akin to burying your head in the sand. Especially as that ‘devil’ includes The Wall Street Journal, The New York Times, Bloomberg and Reuters. Do you think our snub is going to go un-noticed? It is not as if Mr. Coles was not given an advance notice. It is ALWAYS best to meet the devil, try to understand him, know him, make your case, and put him on the defense. If you aren’t there at his own event and you are invited, he will run you over.

Bullfighting Georgina Wilcox
georgina.wilcox@ieyenews.com
Bullfighting is one of the most famous customs upheld by the Spanish. It draws attention worldwide from people who just love the sport, and also from many others who are against this barbaric onslaught. I happened to attend this barbaric ‘sport’ some years ago when I was in Barcelona and was appalled and sickened by it. There was nothing exciting about it and most of the ‘Brits’ I was with were bored. Stuffed like sardines into a jampacked arena, avid enthusiasts who, in support of this sport, excite each other with roars of encouragement for the bullfight to commence. Cheers of, “Ole,” is how excited spectators greet this mighty powerful bull as he makes his grand entrance and presence known to all. Confused and not sure as to why he is the centre of attention, the bull decides to take advantage of his new famed popularity by giving a priceless performance to the maddening crowd. He does this by digging a hoof into the ground beneath him sending dust clouds swirling into the air while at the same time, from his steaming nostrils, he produces an encore of snorts. Looking more like a riot at football match the cramped stadium and all the commotion makes the beast very nervous. Why he was summoned here today he does not know - but he will soon find out. What on earth is the bull thinking? There is jubilation among
the crowds as the adrenalin begins to pump for all who have gathered to this event. It is only minutes away before the bullfight. Picadors armed with lances announce their presence into the arena on horseback to a stadium of screaming fans. All mounts are blind folded. The picador’s job is to tantalise and maim the bull before slaughter. This is done by following orders that, on departure from the ring, they must leave all weapons behind. They do just that - pierced between the shoulder blades of a very frightened bull. This is just the beginning of the end. Stunned dazed and hurting, the bull now with so many body piercings still manages a few breathless snorts. The reflection of his image is like that of a voodoo doll. It is not a pretty sight. If the efforts of the picadors were never enough at a bullfight, you next have the tercio de banderillas whose mission is to distract the bull. They do this by running in circles in and around the animal thus making him tired and dizzy. Stabbed and drained of his almighty strength and unable to raise his head due to his injuries this makes the bull an easy target for the mighty matador. In all his finery the matador enters the arena alone with a black beret, jewelled bolero red cape, a sword and breeches buttoned at the knees. This sight alone is enough to scare any bull. It is a common misconception that the colour red is supposed to anger the bull, because

bulls, in fact, are colour blind The cape is thought to be red to mask the bull’s blood, although this is now also a matter of tradition. The matador uses his cape to attract the bull in a series of passes which serve the dual purpose of wearing the animal down for the kill and producing a beautiful display or faena. He may also demonstrate his domination over the bull by caping it especially close to his body. The faena is the entire performance with the sword and it is usually broken down into tandas, “series”, of passes. The faena ends with a final series of passes in which the matador with a sword attempts to maneuver the bull into a position to stab it between the shoulder blades and through the aorta or heart. Spurred on by the cheering crowds the matador produces the fatal blow. All attempts made by the disoriented bull to retaliate to the words TORO are not now that of a fully charged up angry irate bull. Amnesty is given to the bull should the matador miss his target. A slayer is called in to put the poor beast out of his misery by cutting
the spinal cord with a dagger. If the matador has performed particularly well, the crowd may petition the president to award the matador an ear of the bull by waving white handkerchiefs. If his performance was exceptional, he will award two, and in certain more rural rings a tail can still be awarded. Very rarely, if the public or the matador believe that the bull has fought extremely bravely, they may petition the president of the event to grant the bull a pardon and if granted the bull’s life is spared and it is allowed to leave the ring alive and return to the ranch where it came from. Then the bull becomes a stud bull for the rest of its life. To think a couple of hours before the bullfight this bull was chewing the cud in fields of green. Footnote: Since my visit to Spain, in 2006, Barcelona, declared itself an ‘Anti-Bullfighting City’ that was symbolic only as it didn’t have power to stop it. However from Jan 1st 2012 the bullfighting bann in Barcelona became law.

Two bodies left at Mexico mall; drug toll at 47,500
Police stand next to the bodies of four men that were found in the town of Medellin, near Veracruz.
MEXICO CITY (AP) — Two decapitated bodies were found inside a burning SUV early Wednesday at the entrance to one of Mexico’s most luxurious malls, feeding fears drug violence is infiltrating privileged realms previously thought safe. Police recovered the mutilated bodies before dawn off a toll highway at a shopping mall entrance in the heart of the Santa Fe district that’s a haven for international corporations, diplomats and the wealthy. The heads and a threatening message were dumped a few yards (meters) away, Mexico City prosecutors said in a statement. Hours later, the government released a drug war body count recording more than 47,500 victims in five years, echoing independent death tolls tabulated by Mexican media. Local media published images of the charred car and reported that a note written on hot pink paper was signed by the drug gang “Mano con Ojos” (Hand with Eyes). Mexican police had said the gang was weakened by the arrest of its leader, Oscar Osvaldo Garcia, in August. The victims, a man and a woman in their 30s, had not been identified, prosecutors said. They said the SUV with license plates from neighboring Mexico state had been stolen. The Centro Santa Fe mall where the charred car was found is one of the country’s largest and most glamorous, housing high-end retailers like Coach, Prada, Hugo Boss, Saks Fifth Avenue and Mexican department store Palacio de Hierro. The dump scene was cleaned up so quickly that shoppers weren’t even aware anything had happened. The car was left only hours before Mexico City Mayor Marcelo Ebrard to blog visit www.ieyenews.com
Mexican police recovered from the fire two mutilated bodies that were left inside a SUV at the entrance of Santa Fe shopping mall, Mexico City.
guided a tour of a bridge construction site 300 yards (meters) away. Ebrard spokesman Diego Gutierrez said there was nothing to indicate the bodies were a message to the mayor. Mexico’s sprawling capital has been something of a haven from the brutal cartel violence that has claimed thousands of lives along the U.S. border and in outlying states. But gangs have been fighting over an increasingly lucrative local drug market for more than a year, mainly in the capital’s working class outer neighborhoods and suburbs. The Santa Fe district has been spared much of that violence and managed to maintain its reputation as a manicured bubble built atop a former landfill on the western edge of Mexico City. The financial district houses the Mexican headquarters of major corporations, Hewlett Packard and IBM among them, and Iberoamerican University, one of Mexico’s top private schools. Modern, heavily guarded high-rises where wealthy Mexicans and foreigners live dot the hilly landscape. But as the fight among splintering drug cartels intensifies, brazen attackers have reached even into the country’s most guarded districts. “If they don’t put an end to this, it could become more frightening here,” said Christian Falbi, a 24-yearold college student who lives in an apartment building within walking distance of the mall. Erubiel Tirado, a security expert who teaches at Iberoamerican University, said the attack shows the government’s law enforcement strategy has not dissuaded increasingly brutal drug traffickers. “We are talking about an area that is
under 24-hour surveillance by police and private security and supposedly one of the safest in the capital and in the country, and yet they can act with impunity,” Tirado said. It was a regular day at the mall with dozens of cars parked in the lots and hundreds of shoppers visiting the jewelry shops, shoe and department stores. Roberto Herrera, a 52-year-old salesman for a bottling company headquartered in a building across the street from the mall, wasn’t surprised by the news. “We have lived with this situation for a while and we are no longer shocked because this is what’s been happening in Veracruz, Acapulco and Monterrey,” said Herrera, who was having lunch with a co-worker at the T.G.I. Friday’s restaurant inside the mall. In October, the “Mano con Ojos” gang claimed responsibility for leaving two severed heads on a street across from the nation’s top military base in Mexico City. The gang was once part of the Beltran Leyva drug cartel, and authorities say it has killed dozens while trying to forcefully recruit local drug dealers to its ranks. Nationwide, 47,515 drug-related killings occurred from December 2006, when President Felipe Calderon deployed thousands of troops to drug hot spots, through September 2011, the Attorney General’s Office said Wednesday. Drug-related killings rose 11 percent in the first nine months of 2011, when 12,903 people were killed, compared to 11,583 in the same period of 2010, the office said. The figures indicate that threequarters of all homicides in Mexico are now linked to the drug war.

Video remand facility a reality GEORGE TOWN — (GIS) Persons detained at HMP Northward and Fairbanks while on remand will soon address the courts, and consult with their lawyers, from the confines of the penal system, following the introduction of CCTV links. This development is another component of the e-government drive which continues to evolve behind the scenes. Set to go live within weeks, the prison system’s new video link is located at HMP Northward. It will allow “virtual” remand hearings, thereby removing the need to shuttle prisoners from the secure compounds, and back. “We transport some 100 Category-A and -B prisoners and persons on remand weekly, including those charged with capital crimes,” said Prison Director Dwight Scott. Up until now, at least three prison staff and two vehicles have been dedicated to processing and transporting these prisoners. Royal Cayman Islands Police Service (RCIPS) resources will also be favourably impacted by this
iWorld
development, as officers will be relieved of transport and security duties. The CCTV system uses two separate soundproof rooms at Northward. One, with a ‘dock’, will enable the judiciary to confirm that the inmate is secured in custody, and allow hearings and questioning from the courtroom. A separate room, also equipped with CCTV, will allow confidential conversations between persons on remand and their attorneys. During a live test this week, the Portfolio of Internal and External Affairs’ Deputy Chief Officer Eric Bush congratulated the agencies involved in developing the system: “Deploying this technology removes the need to transport dangerous persons outside the prison gates, thereby removing many risk factors. Many issues were taken into consideration, including the human rights of those detained.” He added, “This is another example of how the Portfolio and its departments are deploying technology to improve efficiency, productivity and public safety and security all at the same time.”
The application of this “live” technology was coordinated by Government’s Computer Services Department, and included input by Hazard Management Cayman Islands as well as private sector companies Creative Tech and Aviation Communications. The system uses fibre-optic lines and secured microwave links to transmit the conversations, which are encrypted at both ends to prevent interference. Congratulating all involved in bringing the project to fruition, George Town MLA Ellio Solomon, who chairs the E-Government Committee said, “In addition to enhancing security, speed and access, the project will result in significant savings.” He said the initial cost of some $85,000 will be recouped within eight months, “following which it will result in a significant return on investment.” This use of technology is also in keeping with the objective of reducing demands on the judicial system and in keeping with public expectations regarding security.

Philippine Catholics gather despite terror MANILA, Philippines (AP) — More than three million Roman Catholic worshippers paraded with a charred Christ statue through the Philippine capital in an annual procession Monday despite a warning from the president that terrorists might target the gathering. The black wooden statue known as the Black Nazarene was displayed at the seaside Rizal Park where Manila’s Archbishop Luis Antonio Tagle led a Mass and offered prayers for victims of tropical storms and landslides over the past year. Organisers then brought the statue — believed to have healing powers — down from the stage for its threemile (five-kilometer) procession to a popular church as devotees rushed forward to touch it. Police estimated that more than 3 million people had joined the procession; up to 9 million were expected. President Benigno Aquino III
16
warned that several terrorists planned to disrupt the event and had reportedly been seen in the capital. But the threat was not high enough to cancel the procession and police were working hard to thwart any attack, he said. “The sad reality of the world today is that terrorists want to disrupt the ability of people to live their lives in the ways they want to, including the freedom to worship,” Aquino said in the nationally televised conference. The government banned cell phones and firecrackers at the event. Around 15,000 policemen were deployed with sniffer dogs, while ambulances and hospitals were on standby, according to an entry in Aquino’s Facebook page. Australia urged its citizens to avoid the procession and nearby areas. Interior Secretary Jesse Robredo said without elaborating that six to nine people from the southern Philippines may be involved in the plot, and officials gave no description of their
group or its motives. When asked if the threat came from the al-Qaida-linked Abu Sayyaf group, Aquino said that possibility had not been confirmed. Defense Secretary Voltaire Gazmin told reporters that raids had been conducted in several suspected terrorist safe houses Manila and nearby Rizal province but without any results so far. The wooden statue of Christ, crowned with thorns and bearing a cross, is believed to have been brought from Mexico to Manila in 1606 by Spanish missionaries. The ship that carried it caught fire, but the charred statue survived and was named the Black Nazarene. Some believe the statue’s survival of fires and earthquakes through the centuries and intense bombings during World War II is a testament to its powers. The Philippines is Asia’s largest predominantly Roman Catholic nation. to blog visit www.ieyenews.com

Chronic diarrhoea in adults Part I Dr. Bella Beraha info@ieyenews.com
Chronic diarrhoea is defined as loose stools that last for at least four weeks. This usually means three or more loose stools per day. There are many possible causes of chronic diarrhoea. Chronic diarrhoea can have a substantial impact on your quality of life and overall health. At its mildest, diarrhoea is an inconvenience; at its worst, it may be disabling and even life threatening. CAUSES: A wide range of problems can cause chronic diarrhoea; some of the most common causes include: 1. Irritable bowel syndrome: Is one of the most common causes of chronic diarrhoea. IBS can cause “crampy” abdominal pain and changes in bowel habits (diarrhoea, constipation, or both). The pain and discomfort may occur in different parts of the abdomen. Pain usually comes and goes. The length of each bout of pain can vary greatly. The pain often eases when you pass stools or gas. Many people with IBS describe the pain as a spasm or colic. The severity of the pain can vary from mild to severe, both from person to person, and from time to time in the same person. Bloating and swelling of your abdomen may develop from time to time. You may pass more
gas than usual. 2. Inflammatory bowel disease: There are several types of inflammatory bowel disease, two of the most common of which are Crohn’s disease and ulcerative colitis. These conditions may develop when the body’s immune system attacks parts of the digestive tract. Both ulcerative colitis and Crohn’s disease usually run a waxing and waning course in the intensity and severity of illness. When there is severe inflammation, the disease is considered to be in an active stage, and the person experiences a flare-up of the condition. When the degree of inflammation is less (or absent), the person usually is
without symptoms, and the disease is considered to be in remission. Symptoms may range from mild to severe and generally depend upon the part of the intestinal tract involved. They include the following: • Abdominal cramps and pain • Bloody diarrhoea • Severe urgency to have a bowel movement • Fever • Loss of appetite • Weight loss • Anemia (due to blood loss) • Persons with IBD may have arthritis, skin conditions, inflammation of the eye, liver and kidney disorders, and bone loss. 3. Infections: Intestinal infections are a cause of chronic diarrhoea. Infections that cause chronic diarrhoea can be seen in people who travel or live in tropical or developing countries. Intestinal infections can also develop after eating contaminated food or drinking contaminated water or unpasteurized (“raw”) milk. There are a few infectious diseases that can cause chronic diarrhoea. 4. Endocrine disorders: An overactive thyroid (hyperthyroidism) can cause chronic diarrhoea and weight loss. Diabetes can cause chronic diarrhoea if the nerves that supply the digestive tract are injured as well as an under-active pituitary or adrenal gland (Addison’s disease).

Milan scrap Tevez talks AC Milan have abandoned talks with Manchester City over the transfer of Carlos Tevez. It is thought the negotiations for the forward ended after the decision of Milan’s Alexandre Pato to stay in Italy and not move to Paris Saint-Germain. However, City hope a deal with Milan can be concluded for Tevez, 27, before the end of the January transfer window. The development could reignite Inter Milan’s interest in the former Manchester United man. Inter president Massimo Moratti has previously conceded that he thought Tevez would join their rivals. Galliani had been holding talks with City and Tevez’s agent Kia Joorabchian in London, before Pato’s proposed £29m move to PSG broke down. City are holding out for a permanent deal for Tevez, and are not willing to let the striker leave on loan. Manager Roberto Mancini said on Tuesday he was confident Tevez would find a new club before the end of the January transfer window. “I think maybe we can find a good solution in January, also because it is important for Carlos. Now it is three or four months that he hasn’t played,” he said.

Clippers outlast Heat 95-89 in overtime
Miami Heat forward LeBron James (6) puts up a shot

Los Angeles Clippers forward Blake Griffin (32) goes for a rebound along with Miami Heat center Joel Anthony
LOS ANGELES (AP) — The Los Angeles Clippers couldn’t hit a basket in the final four minutes of regulation. The Miami Heat could barely make free throws. Two tired teams coming off road losses the night before staggered into overtime. Then the Clippers took over. They outscored Miami 9-3 in the extra session and earned the biggest win of their young season, 95-89 Wednesday night. “It’s good to get a win and get it by grinding it out,” said Blake Griffin, who had 20 points and 12 rebounds. Their next test against one of the league’s power teams comes Saturday against the Lakers. Chris Paul had 27 points, 11 assists and one turnover in nearly 45 minutes, Caron Butler added 20 points, and Chauncey Billups had 12 for the Clippers, 9-2 against Miami at home since 2001-02. DeAndre Jordan had 11 rebounds and six blocked shots to set the tone defensively. “They didn’t surprise us,” said Heat coach Erik Spoelstra, who got ejected with 5 seconds left. “We have great respect for them. “That was great compelling

playoff basketball in early January.” LeBron James had 23 points and 13 rebounds for the 200th doubledouble of his career, Mario Chalmers added 18 points, Dwyane Wade 17 and Chris Bosh had 16 points and 11 rebounds for the Heat, who have lost their last four games against the Clippers at Staples Center. “They are a good team, they are a really good team,” Bosh said. “They are going to have some battles and adversity is going to come. We’ll see how they handle it and just keep playing.” The Heat were coming off an overtime loss to Golden State, while the Clippers had lost at Portland a night earlier. In overtime, James, Bosh and Wade missed on a combined seven shots. Miami’s Big Three struggled in the fourth quarter, as well, combining to go 3 for 8. James missed three consecutive baskets in overtime and he was 6 of 10 from the line in the final 5:49 of regulation. Chalmers hit a 3-pointer for Miami’s only points in the extra session. The Heat were 20 of 34 from the line, with James accounting for eight of their 14 misses.
• Wedding receptions “I’ve been shooting the ball particularly well from the free throw line, but tonight I didn’t make enough. So I put our free throw shooting on me,” he said. “It’s kind of a rhythm when it trickles down to everybody else, so I’ve got to concentrate a little more and knock them down when I get fouled.” Wade added, “We haven’t missed this many free throws on this team, probably ever.” The Clippers’ shooting nearly let them down in the final 4 minutes of regulation when they missed on seven straight possessions, but were bailed out by Miami’s own problems. The Clippers led by two with 27 seconds left in regulation before James tied it 86 on a free throw. The Clippers called their final timeout and Paul dribbled around with James hounding him before putting up a shot that missed as time expired, forcing the Heat to the third overtime of their trip. “We defended and gave ourselves a chance to win, and that’s all you can ask for,” James said. “So we can be satisfied. I mean, you don’t like to lose, but we’re not going to hang our heads about this one.” to blog visit www.ieyenews.com

Mancini and Gerrard’s tunnel bust-up
Liverpool’s Steven Gerrard celebrates his winner
Paul Kennedy paul.kennedy@ieyenews.com
Manchester City boss Roberto Mancini was involved in an angry tunnel exchange with Liverpool captain Steven Gerrard after his side’s 1-0 Carling Cup semi-final first leg defeat. Mancini felt a Glen Johnson tackle on Joleon Lescott should have been punished for being two-footed, claiming it was worse than the challenge that resulted in a red card for Vincent Kompany in Sunday’s FA Cup tie with Manchester United. But Gerrard disagreed and made his feelings known to Mancini. While Mancini had been waiting to talk to a gathering of journalists, Gerrard had approached him. The Liverpool captain, pointing a finger at the City boss then waving an imaginary card, said to Mancini: “You say to the press that Wayne Rooney tried to get Kompany sent off - and you try to get Johnson sent off.” While listening to him, Mancini said “I say what I want” and “yes, yes” but what he was agreeing with was unclear. Gerrard then shook his head, turned around and walked away to blog visit www.ieyenews.com

then Mancini shouted back at him but what he actually said cannot be understood. “Gerrard came to me and said I said something,” said the Italian, who clashed twice with the England international. “Steven Gerrard can say what he wants. I said what I think. That is what I am used to doing. It is not important what Gerrard or the other players have said.” Mancini claimed that his anger was directed at the inconsistency of refereeing decisions more than at Liverpool defender Johnson. “I said something [after the tackle],” he said. “It was not for Johnson. It is for the tackle. This tackle was worse than Vinny’s. Everyone can see it.” When asked if he agreed with Mancini’s view on Johnson’s challenge on Lescott, Gerrard told BBC Sport: “I don’t think so. It was a clear winner of a tackle.” The Liverpool midfielder, whose penalty resulted in the only goal of the game, went on to claim Mancini was guilty of hypocrisy. “He was talking about Wayne Rooney trying to get his player [Kompany] sent off and now he’s trying to get one of ours into trouble,”
he said. “I don’t think that works.” Liverpool manager Kenny Dalglish maintained that he had not seen the incident. Kompany, who missed the game with Liverpool after receiving a fourmatch ban for his tackle on Nani, will also sit out the league games against Wigan and Tottenham as well as the return leg with Liverpool an Anfield on 25 January. The Belgium international, who claimed his dismissal could lead to an unprecedented number of red cards in future matches, was replaced by Stefan Savic for Wednesday’s game. The 21-year-old endured a difficult evening against the Reds, giving away the penalty that led to Gerrard’s winner. However, Mancini believes the youngster will benefit from his battle with Andy Carroll, in particular. “Savic needs to get experience,” he said. “It is normal. He is young. Against a striker like Carroll, maybe he could have some difficulties. But, in the second half, it went better.” Mancini expects to know within the next 48 hours the extent of the ankle injuries that kept David Silva out of the match and forced Mario Balotelli off towards the end of the first half.

Webb takes up CFU “normalisation” role Paul Kennedy paul.kennedy@ieyenews.com
Cayman Islands Football Association President Jeff Webb has been appointed Chairman of the Caribbean Football Union’s Normalisation Committee. The committee has been set up after recent challenges within the organisation that resulted in the resignation of controversial FIFA Vice President Jack Warner. Webb – as revealed in iNews Cayman yesterday – is also the hot favourite to eventually replace Warner as President of CONCACAF , the Confederation of North Central American and Caribbean Association Football. Yesterday, as he helped make the draw for the Cayman FA Youth Cup, Webb said the crisis within Caribbean football has been “beyond any he could imagine”. He said: “I love football, I love the game and last year’s been an incredible year for Caribbean football for CONCACAF (the Confederation of North, Central American and Caribbean Association Football) and we’ve had a crisis beyond any we could imagine or even envision and the game has been at a standstill since May, nothing has happened. “We’ve found ourselves where the Safety Executive Committee could not function, could not conduct football regionally, so I pretty much stayed out of it in the beginning, but I started to get involved in it, and made certain recommendations to resolve the constitutional crisis with the helps of Bruce Blake and Maples & Calder. “We started out with a President’s meeting and then went full into an extraordinary congress which legalised the decisions that we’ve made so now we have a normalisation committee which is going to focusing on restructuring and creating a new chapter for Caribbean football.

going forward to be sustainable.” In addition, eight other football administrators have been appointed to oversee the operations of the CFU Normalisation Committee. The Normalisation Committee scheduled two upcoming meetings. The first meeting will be held in Havana, Cuba on February 2, 2012 and the second meeting in Bridgetown, Barbados on March 4, 2012.
