UK Ministers have told a Cayman Islands opposition delegation not to come to London because they are too busy to see the group, leaving organisers scrambling to find acceptable dates for a tour. At the same time, Opposition Leader Alden McLaughlin has replaced North Side MLA Ezzard Miller at the head of the six-member team, which had originally hoped to meet a range of UK politicians in mid-March. Telling Mr McLaughlin they were too busy, Henry Bellingham, Minister of Overseas Territories, and others said MPs were immersed in “Budget Week” and preoccupied by the Queen’s visit to the Houses of Parliament, among the busiest periods in the Westminster calendar.

Urge for independence Christopher Tobutt

Sir Ronald Sanders, international consultant and former senior Caribbean ambassador spoke on the topic “The Attractions of Nationhood: Illusion and Reality,” during the second day of the 50-50 Caribbean Conference at the UCCI. Sir Ronald referred to the recent histories of the six Caribbean territories still administered by the United Kingdom: Anguilla, Bermuda, British Virgin Islands, the Cayman Islands, Montserrat and Turks & Caicos during his address. “In almost all of these territories, a call for independence has surfaced from time to time. The urge for independence is often present among small vocal groups who link their non-independent status to slavery, exploitation and racism and who regard formal independence as a defining end to that experience,” he said. “The urge is understandable, but for small states and more particularly micro-states the practicalities of its achievement should restrain passion.” While acknowledging some of the achievements and benefits of Caribbean states who have opted for the path to independence over the past half a century, Sir Ronald also listed the drawbacks. These included, on average a much smaller income per head of population, sometimes amounting to only a small fraction of the nonindependent jurisdictions. Other drawbacks for residents of British overseas territories would include the right, made possible since May 2002 to become British citizens automatically, Sir Ronald said. “They are not subject to United Kingdom Immigration Controls and are ready to enter Britain to study or work, and to build up residence requirements relating to other benefits. UK budget’s hit on pensioners provokes anger LONDON (AP) — The British government faced an angry backlash Thursday to its decision to phase out age-related allowances, a move that’s been denounced as a “granny tax” to pay for tax cuts for the rich. The morning newspapers made uncomfortable reading for George Osborne, the finance minister, who unveiled his budget a day earlier. The biggest headline-grabbing initiatives were the cut in the top income tax rate from 50 percent to 45 percent, effective next year and a reduction in the corporation tax rate for businesses, that’s already encouraged drug maker GlaxoSmithKline to invest in its first new factory in England in forty years. But, having digested the small print, many newspapers that traditionally back Osborne’s Conservative Party were up in arms on the impact on retirees. “Osborne picks the pockets of pensioners,” said the Daily Mail headline, while the Daily Telegraph said Osborne had “mounted a 3 billion pounds ‘stealth’ raid on middle-class pensioners.” In a round of interviews Thursday morning, Osborne insisted, that “no one loses any cash from this budget.” Pensioners, he said, “will be better off because the basic state pension is going up in a couple of weeks time by over 5 pounds ($8) a week.” Documents published alongside the budget indicate that the Treasury expects a windfall of around 3.3 billion pounds ($5.2 billion) through to the 2016-17 fiscal year from the changes to the tax allowances to pensioners. “Anyone retiring in the future will face frozen personal allowances and tax rate thresholds meaning more of their income will be dragged into the tax net and more pensioners having to submit tax returns,” said Angela Beech, partner at the accounting firm Blick Rothenberg. While Osborne’s budget assumes that the British economy will grow by 0.8 percent this year, there was worse than expected

news Thursday on retail activity. The Office for National Statistics reported that retail sales fell by 0.8 percent in February, twice as much as expected. The January advance was also revised downward from 0.9 percent to 0.3 percent. “The data puts a real dent in hopes that the consumer may be perking up appreciably and tempers hopes that GDP will see a relatively decent return to growth in the first quarter,” said Howard Archer, chief European economist at IHS Global Insight. While Britain’s retirees were working out how they would fare from the measures announced, businesses generally hailed the decision to cut corporation tax from 26 percent to 24 percent. Drug maker GlaxoSmithKline was so cheered by the budget provisions that it announced

Thursday it is to invest in its first new factory in England for 40 years. It said it was investing 350 million pounds ($556 million) in a new factory in northwestern England, as well as improving two other factories. The company said the move comes in the wake of Osborne’s move on taxes and well as his longexpected announcement that the government would begin phasing in a “patent box” next year, eventually reducing the tax rate on patent income to 10 percent. “The introduction of the patent box has transformed the way in which we view the U.K. as a location for new investments, ensuring that the medicines of the future will not only be discovered, but can also continue to be made here in Britain,” said Andrew Witty, GSK’s chief executive. to blog visit www.ieyenews.com

Ministers too busy to meet MLAs Tad Stoner

tad.stoner@ieyenews.com

Continued from front page Mr McLaughlin said the trip would be postponed, but was unsure when he might reschedule, citing Premier McKeeva Bush’s recent announcement that the Legislative Assembly would convene for a marathon 4-13 April session. Meanwhile, he said, the delegation had expanded to include former Walkers’ attorney and past President of the Caymanian Bar Association, Wayne Panton, and Sister Islands MLA Moses Kirkconnell. The team, he said, would now comprise himself, Mr Miller, Mr Kirkconnell, Mr Panton, East End MLA Arden McLean and West Bay’s Concerned Citizens chief Alice Mae Coe. Mr McLaughlin had originally opposed the UK tour, fearing it would prove ineffective, wasting limited resources, but said yesterday his interest had been rekindled by recent events. “A number of things have transpired here that have given me increased concerns,” he said. “The first is the funds donated by Dart to East End, and the other thing is that it seems Mr Bush is not going to go along with the Electoral Boundary Commission and will try to add a seat to West Bay.” He had changed his mind about the trip, he said, feeling that, as Leader of the Opposition, his presence would lend weight to the effort, opening doors that might otherwise remain closed. “I never categorically said I would not go, but that I needed to be satisfied in certain respects,” he said. Mr McLaughlin’s renewed fears are a reference to two recent announcements by Premier McKeeva Bush - the first, on 28 February, when he said he would give $250,000 of ForCayman

Opposition leader Alden McLaughlin

Investment Alliance (FCIA) funds to East End community projects, administered by district independent political candidate John McLean Jr, bypassing elected opposition MLA Arden McLean. The FCIA is a $1.5 billion, 30year partnership between Dart Realty and government for a series of community and infrastructure improvements in exchange for land concessions and building permissions. Mr Bush has rejected repeated opposition charges that the East End gift was a corrupt effort at political manipulation, while Dart Realty has declined to answer questions about its implications. Meanwhile, moving to counter efforts by both Arden McLean and Mr Miller to convert Cayman’s 13 multi-seat constituencies into 16 single-member districts, Mr Bush has instead sought to add one seat to his own four-seat West Bay stronghold, another to George Town and one to Bodden Town. The Bush proposal opposes the constitutionally mandated call

by Cayman’s Electoral Boundary Commission for 18 MLAs from single-seat districts. “I’m glad [Mr McLaughlin] changed his mind,” Mr Miller said yesterday. “We absolutely are still going, but were told we couldn’t see the Foreign Affairs Committee because of issues regarding Syria and some commonwealth matters. The Foreign and Commonwealth Office couldn’t get confirmation from the Minister.” Arden McLean said the delegation would leave as soon as they could schedule appointments. “Some couldn’t be made last week or this week. We want to meet Mr Bellingham, the All-Party Group and the Solicitor General.” Mss Coe said only that the group was “rearranging the date” because “Her Majesty is speaking to Parliament and some of the people we are seeing would need to be there, so we are just waiting to hear. The postponement is for valid reasons.” Mr McLaughlin said he was confident the visit would be

effective, only that “the dates have been complicated by the proposed LA sitting on 4 April, so we have not fixed anything. We are waiting for the governor. “The UK government has constitutional responsibility for good governance,” he said, contemplating the pending visit, “ and this would be directly within the governor’s remit. I am under no illusions, though, and there is nothing they are not aware of. “We all know what happened in the Turks and Caicos Islands,” he said, referring to the UK’s 2009 removal of Premier Michael Misick for corruption, and London’s resumption of direct governance. “No one wants or expects that to happen. We just don’t want the Cayman Islands to get to that point. “We have already seen what the UK is prepared to do, with the Framework for Fiscal Responsibility,” Mr McLaughlin said, alluding to November’s UKCayman financial-management agreement, “and there is no doubt in anyone’s mind this is about the whole operation of government.”

Hundreds celebrate outstanding Almost 500 people attended the RCIPS Outstanding Service Awards event at the Ritz-Carlton, George Town, on Friday night (16 March 2012). Six awards were presented at the event:- Police Officer of the Year, Support Staff Member of the Year, Community Award, Special Constable of the Year, Diversity Award and the Police Welfare Award. All profits from the event, which was completely underwritten by corporate sponsorship and tickets sales, will benefit the Police Welfare Fund. Last year’s inaugural event raised $50,000 for the Welfare Fund. This year’s event is expected to surpass that total. The Police Welfare Fund was originally established to assist children of police officers who died while in service. However, the Fund has now expanded to cover a wide range of circumstances, such as illness or injury, to support members and their dependents in times of need. In the past year $75,000 was provided by the Fund to help 25 RCIPS families. In addition, as a direct result of last year’s inaugural RCIPS Outstanding Service Awards

event, scholarships have now been offered to RCIPS staff and their children to the tune of $19,000. Commissioner of Police David Baines, in his introductions, shared his appreciation for the overwhelming support and generosity. “Tonight we celebrate all that is good about policing and community safety in the Cayman Islands,” he said. “All while benefitting a really great cause - the Police Welfare Fund.” Senior Police Constable Miguel McFarlane was named as Police Officer of the Year. Miguel’s beat is the George Town waterfront.

He is referred to by many as the face of the RCIPS and is held in high regard by tourists, residents and business people alike for his professional approach. Venice Tatum is the Administrative Secretary at Cayman Brac police station. She was named as Support Staff Member of the Year. Venice was nominated, by her colleagues, seven times and for two separate awards. She is described as the “backbone”, the “heartbeat” and the “engine” of the police station – and when she is not carrying out her daytime role, she is also a Special Constable.

This year two great finalists shared the Community Award. Ray McGuire, Edward Azan and Charles Ebanks, the three brave have-a-go heroes who, despite being threatened with a gun and pepper sprayed, heroically detained the suspects who had terrified staff and tried to rob the Blackbeard’s liquor store in Grand Harbour last May shared the award with three people who braved treacherous seas to try and save four men who had been thrown into the water when their boat capsized in June Peter Foster-Smith and Charlotte Roselev, of Sunset Divers, had been

valuable and popular member of the RCIPS team. Constable Sharon Baillie, of West Bay, picked up this year’s Diversity Award. Sharon has excelled in devising projects with the young and old to keep them engaged with each other and the wider RCIPS. She is responsive to the needs of everyone in her community and is a fine example of Neighbourhood policing. Finally the winner of the RCIPS Welfare Award was Sergeant Winsome Prendergast. Winsome was nominated for her unrelenting commitment to the Welfare of police staff. She is also the former President of the Welfare Committee. “We had a great response both from within the Service and from the Community when we announced that the nominations had opened,” said Commissioner Baines. “The standard of submissions was extremely high and the judging panel had a very difficult task choosing the finalists and the eventual winners. But it’s clear that everyone who was nominated, whether they are a police officer or a member of the community, should be considered a winner tonight. The fact that their bravery, their professionalism and their commitment to do the right thing inspired others to nominate them is testament to the great work that is taking place every day throughout these Islands – in the name of policing and community safety.”

Prince Charles makes 1st official visit to Sweden

Britain´s Prince Charles, centre, and Camilla, Duchess of Cornwall, right, are received by Sweden’s Queen Silvia at Stockholm Royal Palace

STOCKHOLM (AP) — Britain’s Prince Charles made his first official visit to Sweden on Thursday, nearly 40 years after Carl XVI Gustaf became the country’s king. The king’s wife, Queen Silvia, said she was glad to finally play host to Charles and his wife Camilla, the Duchess of Cornwall. “It’s very nice since Prince Charles during my time, unfortunately, hasn’t had the possibility to visit earlier,” the Swedish tabloid Aftonbladet quoted the queen as saying ahead of his arrival. “But we have a very close contact with the British royal family and so we’re very happy about their visit.” Sweden’s Prince Carl Philip received Charles and Camilla at Arlanda airport in Stockholm, where they landed after a three-day visit to Norway. At a nearby hangar, Swedish air force officials showed Charles and his wife the Nordic country’s Gripen jets, which took part in NATO’s air strikes in Libya last year. Later, they were welcomed by Queen Silvia to the Royal Palace and met with Swedish Prime Minister Fredrik Reinfeldt, who accompanied them on a visit to Fryshuset, one of Europe’s largest youth centres, located on the southern outskirts of the Swedish capital. On Friday, Charles and Camilla are to dine with Silvia and King Carl XVI Gustaf, who has been on the throne in Sweden for 39 years. Silvia has been the country’s queen for

Police: Islamic gunman dead after French standoff TOULOUSE, France (AP) — An Islamic extremist who boasted of killing seven people in an attempt to “bring France to its knees” died Thursday after jumping from his window, arms in hand, in a shootout with police, a French minister said. Interior Minister Claude Gueant said the suspect, Mohamed Merah, who claims links to al-Qaida, was found holed up in the bathroom after police entered his apartment Thursday morning to end a 32-hour standoff. Police and the suspect exchanged gunfire before Merah died, with two police wounded in

the firefight. Authorities said Merah, a French citizen of Algerian descent, espoused a radical form of Islam and had been to Afghanistan and the Pakistani militant stronghold of Waziristan, where he claimed to have received training from al-Qaida. Police said, in hours of negotiations Wednesday when the standoff first began, Merah admitted to being proud of killing a rabbi, three Jewish children and three French paratroopers in three separate motorcycle shooting attacks. They are believed to be the

first killings inspired by Islamic radical motives in France in more than a decade. Gueant earlier had said police wanted to capture Merah alive. Elite police squads set off sporadic blasts throughout the night and into the morning — some blew off the apartment’s shutters — in what officials described as a tactic aimed to pressure Merah to give up. A new set of detonations, known as flash bangs, resounded at 10:30 a.m. (0930 GMT), beginning the end to the standoff.

Gay marriage advocates declare victory CONCORD, N.H. (AP) — Gay rights advocates are declaring victory after New Hampshire’s failed attempt at repealing its gay marriage law, saying it resounds in a region where opponents have concentrated efforts to reverse momentum. The state House voted Wednesday to kill the measure, ending a push by its new Republican majority to rescind New Hampshire’s 2-yearold law. Nevertheless, both sides are pledging to continue fighting into the fall elections. “Today is a banner day for the freedom to marry,” said Craig Stowell, co-chairman of Standing

Up for New Hampshire Families. Stowell said the House, where Republicans hold a 189-seat advantage, was supposed to give conservatives their best shot at repeal. “They blew it,” he said. “This was supposed to be the most favourable legislative climate for repeal and they couldn’t even get a majority.” The National Organization for Marriage has pledged to spend $250,000 to help lawmakers running for re-election who support repealing the law. On the other side, the New Hampshire Republicans of Freedom and

Equality PAC is raising money to back Republicans who vote to retain it. The Republican-backed bill called for repealing gay marriage in March 2013 and replacing it with a civil unions law that had been in place in 2008 and 2009. Same-sex marriages occurring before the repeal took effect would have remained valid, but future gay unions would have been civil unions. The bill also would have allowed voters to weigh in on the issue through a nonbinding November ballot question.

Four rare white rhinos die suddenly in Australian zoo SYDNEY (AP) — Four rare white rhinoceroses have died in recent weeks at an Australian zoo after displaying mysterious neurological problems such as stumbling. The Taronga Western Plains Zoo near the New South Wales state city of Dubbo said in a statement Wednesday that it had begun a veterinary investigation to pinpoint the cause of the deaths and is working with rhino specialists in Africa and North America. The four rhinos — Izizi, Aluka, Intombi and her daughter Amira — began showing signs of neurological

problems two weeks ago, an unnamed zoo official told Australian Associated Press. The first rhino died soon after the symptoms became apparent and the fourth died over the weekend, the official said. Three other rhinos survived, zoo spokesman Mark Williams said. Williams declined to answer further questions. The zoo’s general manager, Matt Fuller, said bacterial infections, snake venom, toxins and many types of viruses have been ruled out as possible causes. Fuller said in a statement that no other

species at the zoo had been affected by the illness and the surviving rhinos, which have been placed in quarantine, are healthy. “The rhino keepers and veterinary staff know and care for every individual in the herd, so this has been a huge shock, and we’re all very sad and supporting each other through this difficult time,” Fuller said. Fuller said results of a microscopic examination of tissue from the rhino carcasses may be available next week, but he added that it could take several weeks to get results from virology cultures.

OPINION

The Editor speaks Secrecy

Colin Wilson colin.wilson@ieyenews.com

The Cayman Islands, since the publicity from John Grisham’s best selling book “The Firm” that was also made into a movie (and partly filmed here), has wallowed in the word ‘secrecy’. Secrecy and Cayman are ‘married’ together in people’s minds as ‘sugar and spice’. No amount of protestations, shouts of ‘foul’ is going to change the mindset of the public and especially journalists. It came as no surprise that BBC’s Business Editor, Robert Preston, who was commenting on the UK’s Budget would describe our jurisdiction as a ‘secretive tax haven’. Wow. Doesn’t that conjure up clandestine meetings between shady lawyers and bankers with suitcases of money being handed over from the trunks of cars? Mr. Preston commented on the increase in stamp duty in the UK budget on properties worth over £2m and questioned whether the British government would be able to collect the duty. He stated there were vast numbers of

expensive properties that had been transferred into the ownership of offshore companies. “If the higher stamp rate is restricted to companies whose only asset is a house, proving that’s the case won’t be easy for companies registered in secretive tax havens, such as the Cayman Islands,” he said. However, our knight in shining armour, with sword raised in hand was quickly there to come to our rescue. Anthony Travers (who has contributed to iNews Cayman in the past), the chair of the Cayman Islands Stock Exchange, said, “Preston, like many other British journalists, is perpetuating the most elementary of errors. There is nothing whatsoever secretive about the Cayman Islands. HMRC has full authority to make any investigation in relation to tax matters pursuant to the UKCayman Islands double tax treaty. Furthermore, the standard of antimoney laundering legislation and regulation in the Cayman Islands is such that the ultimate beneficial ownership of every Cayman Islands company is, thereby, available. Mr Peston would have

been correct had he been referring to other jurisdictions without these arrangements, eg Switzerland or Monaco,” Thank you Mr. Travers. And another of our ‘knights’ is North Side MLA Ezzard Miller. There is much secrecy surrounding the RCIPS investigation into our premier, Hon. McKeeva Bush’s financial affairs that has been ongoing for nearly two years. A letter Mr. Bush is alleged to have written (on Windsor Development letterhead) - a mysterious letter to Texan developer Stan Thomas asking for $350,000 over the rezoning of land. The letter which was handed to the police triggered the investigation. However, nothing has happened. Miller is baffled, and I think we all share his bewilderment, over the secrecy and the time it is taking to resolve the issue. “We need explanations from the police chief”, he said on Wednesday (21). “Who is it that is not cooperating? When an investigation is going on for some two years it makes one wonder how wide spread the investigation

now is and how far does it go beyond this particular bill.” “If the police can arrest the former chair of the housing trust board whilst the investigation into irregularities surrounding him continued, what is it that makes the premier so different?” he asked Police Commissioner David Baines. To date we have not heard of a reply. The trouble with secrecy is the speculation as to why? When it goes on for so long it triggers all sorts of theories. As Mr. Miller rightly points out the situation of McKeeva Bush being the subject of a criminal enquiry while remaining as the Cayman Islands’ leader was undoubtedly damaging the country’s reputation. “I think it is time for the premier to give the long overdue explanation for what he has described as a real estate bill and clear it all up,” Mr Miller said. “If there is nothing wrong he can easily show us the contract that it relates to or what it was that warranted the payment in connection with the re-zoning of land.” And so say all of us.

Philippines using US smart bombs MANILA, Philippines (AP) — Concealed by the night sky, the two aging Philippine air force planes unleashed a surprise hightech weapon: U.S. satellite-guided bombs that whizzed down with deadly precision toward a longelusive terrorist suspect and two other top radicals dozing with their men in Jolo Island’s jungle. The use of smart bombs, confirmed to The Associated Press by four senior Philippine security officials, marks a new chapter in the long-running battle against an al-Qaida-linked movement in the southern Philippines, viewed by the U.S. as a key front in the global effort to keep terrorists at bay. Successive blasts shattered a hillside rebel encampment of Abu Sayyaf, which remains one of Southeast Asia’s most violent groups despite a decade of battle losses. The Vietnam War-era turboprops roared away after delivering a bull’s-eye hit near mountainous Parang town around 3 a.m. on Feb. 2. Thermal imaging from a U.S. drone, described by two of the senior officials, depicted the aftermath: Several slain gunmen lay amid a clutter of destroyed trees, huts and tents, while survivors pulled away the dead and wounded in the pitch darkness. Although it remains unclear whether all three of the mostwanted terrorists were killed, the introduction of smart bombs reflects shifting battlefields and strategies. The U.S. has been assisting the Philippine military since shortly after the Sept. 11 attacks, providing advice, training, and intelligence, including drone surveillance, but the smart bombs are the first major high-tech hardware supplied to the Philippines. They offer a less manpowerintensive way to combat Abu Sayyaf at a time when both the Philippines and the U.S. militaries want to focus resources on tensions with China in the South China Sea.

16

They also dovetail with a change in recent years from massive offensives to surgical, intelligencedriven strikes that target holdouts of the battered Abu Sayyaf. The four senior officials said the strike on the Abu Sayyaf lair employed GPS-guided bombs, a previously unavailable technology acquired from the United States under a confidential military assistance project. They spoke on condition of anonymity because they aren’t authorised to discuss those details with the media. A Philippine military document detailing the project, a copy of which was seen by the AP, said that U.S. defense contractor Raytheon Co. was to deliver 22 kits last year to convert conventional bombs into precision-guided munitions that could be launched from the OV-10 turboprop. Accompanying that was crew training, equipment upgrades to allow the OV-10s to deploy the bombs and two test runs. A military spokesman, Col. Arnulfo Marcelo Burgos, said the Armed Forces of the Philippines “neither confirms nor denies the existence of such munitions citing operational security reasons. However, its pilots have been training vigorously to further improve their proficiency particularly in the precise delivery of munitions to its identified target.” Many Western, Middle Eastern and Asian countries have acquired smart bombs since they were first widely used by the U.S.led coalition in the 1990-91 Gulf War. They have guidance kits and fins and use the U.S. GPS satellite system, laser and other technologies to zero in on targets. Philippine Defense Secretary Voltaire Gazmin praised “the carefully planned precision attack” in a statement days after the strike. The well-planned assault, he said, avoided the military casualties often incurred in ground raids. Gazmin would not respond to

questions about the new bombs in an interview with The AP last week, but he said that technology from the Americans has given the military lifesaving skills such as enabling pilots to fly at night. Training with U.S. forces has focused on ways to avoid harming noncombatants and wasting resources, he said, citing last month’s airstrike. “We were able to trace that they were all together at a certain time so that was the time to hit,” Gazmin said. “So we took off early morning and bombed them, delivering four bombs. We were successful.” The Philippine military announced that a top Malaysian terrorist suspect, Zulkifli bin Hir, also known as Marwan, was among the dead, along with Singaporean martial arts instructor Muhamda Ali — whose rebel name is Muawiyah — and Abu Sayyaf commander Gumbahali Umbra Jumdail. But doubts have arisen about the fates of the two foreign terrorists, and two government reports seen by the AP contend that Marwan and Muawiyah survived the airstrike with minor wounds after they heard the buzz of the OV-10s and fled. Between nine and 15 militants were killed in the barrage but

others quickly dragged away the dead, making it difficult to confirm who was killed, according to military officials. Marwan is on the FBI list of most-wanted terrorists and has a $5 million bounty on his head. Jumdail had been a key target because he sheltered foreign radicals such as Marwan and Muawiyah and has been blamed for deadly bombings and kidnappings. The military presumes they are dead until an investigation shows otherwise, spokesman Burgos said, though he added that huge cash rewards for informants who helped find the militants have been put on hold. The airstrike shook the militants, according to the government reports. The precision of the attack, and that it came in the dark, told them that they were being targeted by more advanced technology. It also indicated there were government spies in their ranks and reinforced fears that harboring foreign fugitives would make them magnets for attack. “They have become very wary of things and equipment that are being brought into their camp, suspecting these were laden with beacons that can be used to track them,” Gazmin said. to blog visit www.ieyenews.com

Two US men arrested on gay cruise in Caribbean ROSEAU, Dominica (AP) — Two California men on a gay cruise of the Caribbean were arrested Wednesday in Dominica, where sex between two men is illegal. Police Constable John George said police boarded the cruise ship and arrested the two men on suspicion of indecent exposure and “buggery,” a term equivalent to sodomy on the island. He identified the men as John Robert Hart, 41, and Dennis Jay Mayer, 43, but did not provide their hometowns. George said the men were seen having sex on the Celebrity Summit cruise ship by someone on the dock. The two were later charged with indecent exposure and are scheduled to appear before a magistrate Thursday morning. If found guilty, they could be fined $370 each and face up to six months in jail. The ship carrying about 2,000 passengers departed Puerto Rico on Saturday and arrived in Dominica on Wednesday. It departed for St. Barts without the men, who are being held in a cell at police headquarters in the capital of Roseau. The cruise was organised by Atlantis Events, a Southern California company that specialises in gay travel. President Rich Campbell, who is aboard the cruise, said in a phone interview earlier that he thought the two men would be released. He later said in an email that the company has organised many trips to Dominica and would “happily return.” “Many countries and municipalities that gay men visit and live in have antiquated laws on their books,” he said. “These statutes don’t pose a concern to us in planning a tourist visit.” Campbell said he expects the two men to be released on Thursday and that they only face misdemeanor charges. “The guests actions were unfortunate but minor in this case and have no bearing on our overall guest experience,” he said via email. The pastor of Dominica’s Trinity Baptist Church, Randy Rodney, praised the police for their

intervention. “I am very pleased that the police were called in and have arrested the people in question. I have warned about gay tourism and its implications for Dominica,” said Rodney, who is a vocal critic of homosexuality and lesbianism. The presence of gay cruises in the Caribbean has riled several conservative islands including Jamaica and Grenada, where antisodomy laws are enforced with strong backing from religious groups. According to Cruisemates.

com, no gay cruise lines sail to Jamaica or Barbados for fear of homophobia and possible violence. It said other places like the U.S. Virgin Islands welcome gay cruises. In 2010, the Cayman Islands rejected the arrival of an Atlantis gay cruise amid protests from religious groups even though homosexuality is legal on the archipelago. Don Weiner, a spokesman for Atlantic Events, referred all questions to Campbell, including why the company organised a trip to Dominica and whether it knew

about the island’s anti-sodomy laws. Elizabeth Jakeway, a spokeswoman for Celebrity Cruises, referred all questions to Atlantis. The last time authorities in the Caribbean intervened on a gay cruise was in February 2011, when agents with U.S. Customs and Border Protection arrested a California man aboard the Allure of the Seas, which had docked in St. Thomas. The man, Steven Barry Krumholz of West Hollywood, pleaded guilty to selling ecstasy, methamphetamine and ketamine to fellow passengers.

Tips to prevent accidental poisoning of children The goal is to create national awareness

Ann Pietrangelo info@ieyenews.com

“Emergency physicians see poisonings every day in the ER, which is why we urge people to learn about the potential dangers lurking right in their homes,” says the president of the American College of Emergency Physicians (ACEP), David Seaberg, M.D., FACEP. “Parents in particular should be alert to those items that might entice a child to put something in their mouth. Children act fast and so do poisons.” The ACEP wants the public to learn how to “prevent poison” during the 50th Anniversary of National Poison Prevention Week, March 18-24, 2012. The goal is to create national awareness about the risk of injury or death due to poisoning. From unintentional child poisonings with household products to prescription medicine abuse, poisonings and poisoningrelated incidents affect every community. Even a swallowed button battery can be deadly for a child. Child-resistant packaging on medicines and household products, as well as the ban on lead-based paint in the home are among poisoning prevention success stories. But emerging hazards involving pest control products, prescription medicine abuse, and button batteries have again reignited the need for increased awareness. Four million calls were placed to America’s poison control centres last year.

18

10 Tips to Prevent Accidental Poisoning of Children 1. Store all medicines — prescription and nonprescription — locked safely away from children. 2. Use child-resistant packaging properly by closing securely after use. 3. Never refer to medicines as “candy” when speaking to children. 4. Ask guests to keep purses, bags, or coats that have medicines in them away and out of sight when they are in your home 5. Keep cleaning supplies locked up and out of the reach of children. 6. Keep all products in their original containers with the original labels. 7. When products are in use, never let young children out of your sight, even if you must take the child or product along when answering the phone or doorbell. 8. Lamps or candles containing lamp oil should never be left within reach of a child. 9. Households with children should never use loose bait or loose pellet rodent control products. 10. Households with children should never use soft drink bottles or cups to hold paint thinner, turpentine, gasoline, or other household chemicals. Children may be tempted to drink them. Children do act fast, and those under age five are particularly vulnerable to accidental poisoning because they learn by touching and putting things in their mouths. From crawling to learning to walk, they quickly learn to reach and explore new things. The best way to baby proof the home is to get down to a child’s eye view. “Every household should have the national Poison Help Line phone

number posted by the telephone,” said Dr. Seaberg. “The Help Line, 1-800-222-1222, connects you to your local poison centre 24 hours a day, seven days a week, every day of the year.” Source: PoisonPrevention.org Citrus fruits can lower stroke risk Eating lots of citrus fruits may lower the risk of ischemic stroke by as much as 19 percent in women, according to a new study. Ischemic stroke occurs when blood flow to the brain becomes blocked. Flavonoids are a type of antioxidant found in foods such as fruits, vegetables, red wine, and dark chocolate. The researchers found that a particular sub-type of flavonoid called flavanone, which are abundant in citrus fruits, seemed to have a protective effect against stroke. Study participants’ main source of flavanones came from oranges and orange juice (82 percent), followed by grapefruit and grapefruit juice (14 percent). Women in the study who consumed the highest amount of flavanones had a lower risk of ischemic stroke when compared to women with the lowest intake. The research, conducted at Brigham and Women’s Hospital (BWH), was published in the American Heart Association’s journal, Stroke. Kathryn M. Rexrode, MD, BWH Department of Medicine, and colleagues from the University of East Anglia, UK, and the University

of Bari, Italy, studied 69,622 women using data from the Nurses’ Health Study. Following up with study participants over a 14-year period, the researchers were able to calculate flavonoid intake, as well as track the occurrence of stroke in the group. Vitamin C and potassium contained in citrus fruits may also play a role, say researchers. “I would certainly not recommend that anyone take flavanone supplements based on this research,” cautioned Rexrode. She went on to state what we all should know anyway — that a piece of citrus fruit is far better than commercial fruit juices containing added sugar and other ingredients. Also worth noting is that some citrus fruits, like the grapefruit, can have bad interactions with some prescription medications. The research was supported by grants from the National Institutes of Health. We must take this study with a grain of salt — or should I say a grain of sugar? Of course there are many factors that contribute to the risk of stroke and heart disease, and eating an orange a day is certainly not a cure all, as the researchers themselves point out. But a diet rich in fruits in vegetables, along with exercise, will go a long way toward your overall good health. And you’ll feel better, too. Reaching for an orange or other piece of fruit in place of a junk snack sounds like a pretty good idea. Orange you glad? to blog visit www.ieyenews.com

The meaning of dreams

Georgina Wilcox

georgina.wilcox@ieyenews.com

The interpretation of dreams is as individual as the people who dream them and was considered a supernatural communication or a means of divine intervention, whose message could be unravelled by people with certain powers. There are many records available especially from Greece and Egypt, and 1/3rd of the Bible is devoted to visions of dreams. To name just a few were Abraham, Joseph, Daniel, Ezekiel, Joseph (Jesus’ father), Mary (Jesus’ Mother), Paul, and Cornelius. In scripture dreams or visions are mentioned 224 times. The first two chapters of Matthew contain five recorded dreams that gave valuable warnings or advice? Then there is God’s own Son, Jesus, who was revealed in a dream. In modern times, various schools of psychology have offered theories about the meaning of dreams. Sigmund Freud, in his book “The Interpretation of Dreams” published in 1899, argued that the motivation of all dream content is wish-fulfillment. He said the instigation of a dream is often to be found in the events of the day preceding the dream, which he called the “day residue.” Carl Jung dismissed Freud’s interpretation as ‘simplistic’ and ‘vague’. There are a lot of websites on the Internet devoted to explaining the meaning of dreams by interpreting symbols. I found visiting these sites a fun experience and the explanations quite fascinating. Here are a few: Fog: Fog in a dream can be a manifestation of a lost or confused waking life. Fog can also mean you are beginning to explore different parts of your life or your personality. Gate: A gate can represent an entrance or an exit, depending on its context. It can also symbolise a beginning or an end. Illness: Dreaming about illness can be your body’s way of telling you there is something wrong. The subconscious mind can also sense things that the

conscious mind is unaware of. Keys: Dreaming of keys can indicate the keeping of a secret, or that you have been locking away your feelings. Mountain: Dreaming of climbing a mountain can be symbolic of achieving a goal or reaching for higher levels of success. Dreaming of coming down a mountain can mean you have overcome insurmountable odds, while gazing at a mountain in a dream can mean you are contemplating a major life decision. Owl: An owl is thought to be the symbol of knowledge and wisdom. In addition, the owl is often thought to represent the subconscious itself. Owls are often used to deliver important messages to dreamers. Road: A road in a dream can symbolise the direction or goal of the dreamer. A straight road may mean that everything is going smoothly, while dreaming of a bumpy or winding road can be a manifestation of perceived problems with your place in life. Stairs: Dreaming of stairs can indicate a rise or a reduction in your stature, finances or your spiritual life. What stairs mean depends on which direction you are going in your dream. Underground: Dreaming of venturing underground can represent a trip to the dreamer’s subconscious mind, or mean that he or she is wrestling with issues that need to be faced. Going

underground in a dream may mean that the dreamer is ready to deal with previously repressed issues. Angels: Angels are of course a symbol of purity and goodness, and their appearance in a dream can often represent the quest for spiritual goodness and enlightenment. In addition, angels often appear in dreams as guides or teachers, and many people take the advice of these angel dream guides very seriously. Animals: Animals in dreams are often seen to symbolise base, instinctual actions, emotions and desires. These base desires are often repressed so that we may live in a civilised society, but just the same they are there, lurking in the shadows so to speak. Different animals have different meanings in dreams. For instance, dreaming of cats may mean you have been repressing the intuitive, feminine side of your nature, while dreaming of lions could mean that you have been repressing anger. The key to taking meaning from animals in dreams is to think about the particular traits each animal represents. Black: Dreams about black, or black objects can be signs of evil or darkness. Blood: Blood in a dream can often be a representation of vitality and power. The meaning of blood in the dream is dependent on the context. For instance, violent and bloody dreams can indicate an emotional upheaval in your life or a loss of control, while dreams of

bloody hands can indicate feelings of guilt. Cars: Cars can represent a sense of freedom, and of being in control. Dancing: Dreaming of a dance can have many meanings, depending on the nature of the dance and its context within the dream. Dancing can symbolise marriage, romance or sex. Dance can also symbolise the freedom of movement or cooperation. Eggs: Eggs in dreams can be symbols of birth or renewal, or wholeness and fertility. Dreaming of broken eggs, or breaking eggs in a dream, can represent a shattered faith, or a breaking out of your shell, depending on the context. None of this is meant to be taken seriously and should be taken in the same way as you view the daily horoscopes. I read mine every day and sometimes they come true.

James says he’ll ‘be ready’ for next Heat game CORAL GABLES, Fla. (AP) — LeBron James plans to play Friday night when Miami visits Detroit, even though the Heat star is continuing to deal with the effects of a scary collision with Phoenix’s Grant Hill. James told The Associated Press that he was still recovering on Wednesday, one day after crashing into Hill in the final seconds of Miami’s win over the Suns. James was on defense and sprinting when he apparently did not see Hill trying to set a screen. Both players tumbled to the court, and James was down for nearly 2 minutes before being helped to his feet. “I feel good,” James said. “I’ve been better. I’ll be better by Friday. But I’ve been better.” James was appearing Wednesday night at a Miami Heat Charitable Fund event attended by all 15 players, executives including owner Micky Arison, team president Pat Riley, CEO Nick Arison, head coach Erik Spoelstra and some family members. Harbour House Marina ninth annual Rooster shootout announced Rooster Radio has announced plans for the Ninth Annual Rooster Shootout fishing tournament to be held March 23-25, on Grand Cayman. The Shootout features more than $20,000 in cash and prizes awarded to anglers in numerous categories including wahoo, dolphin, tuna, and marlin. The tournament has a new location, a new prize category, and a host of other improvements that will make this year the most exciting to date. Last year’s Shootout hosted 43 boats and 144 anglers. With the improvements to the Shootout for 2012, organisers expect an even larger turnout this year. “The big news is that the Weigh Station location has been changed to Harbour House Marina, this

year’s presenting sponsor,” stated Rooster General Sales Manager Cheryl Birch. “We’re certain that this venue will be convenient, comfortable, and welcoming to returning fishermen each day of the tournament. Harbour House Marina sundry shop will be open, they have ice and fuel and will have a mechanic on site each day to assist any boat that may need a repair before heading back out the next day.” Another innovation for 2012 includes a new category, “Rookie Boat” for watercraft that has never before entered the Shootout. A popular element introduced at the 2011 Shootout will return in 2012, the District Cup. This category rewards the Cayman district that

earns the most points from their top three scoring boats in the Shootout. The inaugural District Cup was awarded to the District of Georgetown with their top three boats scoring a combined 58 points in the tournament. Award categories for the 2012 Rooster Shootout include: Individual prizes for top weight Wahoo, Dolphin and Yellow Fin Tuna; heaviest combined weight per angler; Kirk Freeport will again sponsor the Captain Prize for the heaviest combined weight per boat. The Lady Angler, District Cup; and Rookie Boat of the year and the elusive Grand Whopper sponsored by Burger King are a few of the trophies up for grab for the participants this year. to blog visit www.ieyenews.com

Stella McCartney shows off her UK Olympic designs LONDON (AP) — How many ways can you stretch Britain’s red, white and blue Union Jack over finely toned Olympic athletes? Ask Stella McCartney. The famed designer unveiled her ideas for Britain’s Olympians on Thursday with uniforms that made imaginative use of the familiar flag. The designs, a closely guarded secret for months, were shown at the Tower of London in a gala event that combined fashion’s razzle-dazzle with the star quality of top Olympic competitors. Out with rail-thin fashion models, in with real Olympic stars. McCartney, who is serving as Adidas’ creative director for the Summer Games, said she hoped both competitors and the British public like the uniforms and are proud of the athletes who will wear them at the Olympics and the

Paralympics. “The basic message is to unify the team,” McCartney told The Associated Press backstage after the show. “The athletes all want to feel like one team. The other big starting point for me was the Union flag, an iconic flag, I think every Briton is so proud of it, but I wanted to look at it in a different way.” McCartney said instead of simply using the flag in its traditional form she broke it up and used various elements in an original way. “I wanted to make it slightly more delicate and feminine, while still keeping the masculinity in some ways,” she said. Britain isn’t the only team that has pressed a top designer into duty — Ralph Lauren is working on some outfits for the U.S. team, and Giorgio Armani is lending his skills to the Italian Olympians.

Support for Webb grows Support appears to be steadily growing for Cayman Islands Football Association president Jeffrey Webb who has been tipped to take over CONCACAF when elections are held in May. While Webb has not yet declared his intentions to run for the post, several CONCACAF members have already expressed their desire to see the seasoned football administrator lead the embattled organisation. The latest endorsement has come from Costa Rican Football Federation President, Eduardo Li who said Webb possessed all the right qualities to lead CONCACAF. “I have known Jeffrey Webb for many years and have worked with him on several occasions,” Li said recently. “He has been a strong leader and has contributed significantly to the football organisations and committees that he has been involved with.” He added: “I am confident that Jeffrey Webb is the one candidate with the knowledge, experience, integrity and ability to lead

the CONCACAF to be a better organisation. “I look forward to him accepting the nomination to lead and serve the CONCACAF members as its President.” Li’s comments come on the heels of those by Jamaica Football Federation President, Captain Horace Burrell who said last month he would throw his support behind Webb. The CIFA chief will bring an impressive resume to the job if he decides to put his name forward. He currently serves as chairman of the CONCACAF Youth Committee and is also deputy chairman of FIFA’s Internal Audit Committee and a member of its Transparency and Compliance Committee. CONCACAF, the continental governing body for football in North, Central America and the Caribbean, is set to elect a president at its congress, which will run simultaneously with the annual FIFA Congress in Budapest, Hungary on May 23. The vacancy arose after

Trinidadian Jack Warner resigned from the top position at the height of last year’s cash-for-votes scandal, which rocked the Caribbean football fraternity. Warner led CONCACAF for two decades during an era where he rose to become a powerful FIFA vice-

president. He also resigned that post last year. His tenure in charge of CONCACAF was expected to end in 2015. Alfredo Hawitt of Honduras has served as interim president since Warner’s resignation.

Focus on Woods shifts to injury ORLANDO, Fla. (AP) — Three times in talking about his left Achilles tendon, Tiger Woods said he was “good to go.” How good? Woods said it felt the same as it did before he had to withdraw midway through the final round at Doral two weeks ago, back when his health was not a popular topic. He had closed with a 62 in the Honda Classic. His game was on an upward trend, minus the winning. How long can he go? Not even Woods can answer that question. One week after tightness in his Achilles caused him to grimace in pain, limp and then pull out after 11 holes at a World Golf Championship, Woods teed it up at Augusta National for a practice round. Turns out it was a mild strain, and a few days of treatment had him back to feeling normal. Then, he played a two-day exhibition at Lake Nona, followed by the pro-am Wednesday at Bay Hill. He begins the Arnold Palmer Invitational on Thursday, and likely will wind up playing eight straight days. Could the Achilles flare up again on Thursday at Bay Hill? Thursday, at the Masters? “It could,” Woods said. “But hopefully, it won’t.” The next step starts at Bay Hill, on a course where he has won six times. Woods is playing Thursday morning alongside Ernie Els, who witnessed his 62 at the Honda Classic, and Hunter Mahan, with whom he shares a swing coach. Since his return to golf after the crisis in his private life, Woods withdrew from The Players Championship in 2010 with a neck injury, though he didn’t miss any time. Then, he spoke of a “minor injury” to his left leg suffered in the third round of the 2011 Masters that caused him to miss Quail Hollow. He returned at The Players Championship, felt problems in his left Achilles tendon on the opening tee shot and withdrew nine holes and 42 shots later.

Tiger Woods hits a shot from the eighth tee during the Pro-Am round at the Arnold Palmer Invitational golf tournament at Bay Hill, Wednesday, March 21, 2012, in Orlando

He wound up missing three months, including two majors. Woods had his third WD in as many years at Doral. In the previous 14 years on the PGA Tour, he had withdrawn from tournaments only twice — at Riviera in 2005 when he had the flu, and at Pebble Beach in 1998 when he chose not to return seven months later to complete the rain-plagued tournament. “It was just tight when I was warming up,” Woods said about Doral. “And I did my normal warm-up routine in the gym and everything, and everything was fine. I got to the range, started warming up, started getting tight. And as I said before, I’ve been through this before. I recognise the signs.” What gave him a sense of calm about the most recent calamity is having been down this road before. “I’ve had tightness before, but not to that extent,” Woods said. “But treatment afterwards always gets it right back to where it should be. And that’s one of the reasons why I wasn’t really that concerned about it, that I would come back and play these events.” Injuries have been such a big topic recently that Woods caused a stir in his pro-am when he backed off a tee shot on the par-5 sixth hole. He paced behind the ball, grabbed at his lower back and stretched. Then, he took his hand off the club before finishing his swing, though

the ball went long and straight. The concern didn’t last long. Turns out it was a camera click that made Woods flinch. “I guess one of the so-called professional photographers took a picture right in the middle of my downswing,” Woods said. “I stopped it, and then felt a pretty good twinge in my back. Walked it off and then tried to hit one down there. Hit it in the fairway, but didn’t feel very good. But after a couple of holes, it loosened up. And I’m good to go now.” Woods has never missed Bay Hill except for when he was returning from the crisis in his personal life in 2010. It typically is his final tune up before the Masters, where he is a four-time champion. Another four-time Augusta winner — and the tournament host at Bay Hill — is curious to see if Woods has the game for the first major. “I think that to win, you have to be on top of your game at Augusta, and there’s no question about that,” Palmer said. “And so Tiger will have to be. Does it make it more likely that he’ll win there? Only in that he will probably work very hard to get his game ... in shape to win. There’s certainly that possibility. Will he win? I don’t know. “I’m not sure that I could say that he’s in that good of shape right now, but I know he’s working for it.” to blog visit www.ieyenews.com

Carlos Tevez key for title push - Roberto Mancini Manchester City boss Roberto Mancini says Carlos Tevez can play a crucial part in their Premier League title pursuit after six months out. Tevez has been a virtual outcast since he allegedly refused to play in the Champions League loss at Bayern Munich. But he set up Samir Nasri’s winner in the 2-1 win over Chelsea to reduce Manchester United’s lead to a point. “In 10 days or two weeks Carlos will be fitter and in better form and it will be important for us,” said Mancini. “He is maybe not 100% but he knows football and it was an important, incredible assist for Samir’s goal. “When he plays he knows where he should take the ball. He is an important player but he maybe needs another two or three weeks. I spoke to Carlos after the game and he was happy, like the other players, but I have been speaking to him every day for the last month and it is normal.” The Argentine came on as a substitute after Gary Cahill’s deflected shot put Chelsea ahead, superbly creating Nasri’s winner five minutes from time after Sergio Aguero had equalised from the penalty spot. And Mancini believes City’s show of character in making the comeback could also be vital in the title run-in. “We had the desire and we wanted to win,” the Italian manager told BBC Sport. “The guys were fantastic because they wanted to win until the last second. “Tonight we took three points but not only three points, more than three points. “It was an really important goal for us. I think that after tonight something changed inside us. “We have nine games to go and we have a very difficult game on Saturday against Stoke, but this game might not only be important for the three points but for what happens after this victory.” Mancini removed Mario

Carlos Tevez when he signed for Manchester City

the decision, explaining: “I did not like how he played. It was a tactical substitution.”

Cameron Gray training with Chelsea FC and Swindon Town FC

By West Bay Sports Foundation

Following on from the successful visit of the Swindon Town FC Under 13 football team in February, 13-year old Cameron Gray from Academy SC this week began training with the Chelsea Youth Academy in England and is scheduled to train with the Swindon Town Centre of Excellence later this month. Cameron is the first young player to benefit from the relationship established between Swindon Town’s Centre of Excellence, the Ministry of Health, Environment, Youth, Sports and Culture, the Cayman Islands Football Association and the West Bay Sports Foundation. This opportunity to train with the highly successful Chelsea Youth Academy and Swindon Town’s esteemed Centre of Excellence came about following Cameron’s stellar performance for Academy SC against Swindon Town’s Under 13 team during their recent tour. Founder of the West Bay Sports Foundation, Ardin Rivers, said,

“This is the primary reason the West Bay Sports Foundation was established; so that Cayman’s youth would be recognised and have an opportunity to excel in sports. This type of partnership with professional clubs such as Swindon Town FC has helped make this opportunity for Cameron possible. The Foundation wishes him all the best.” The February tour was organised by the Ministry and the West Bay Sports Foundation in collaboration with a number of sponsors from the private sector. One of the major reasons for bringing over the Swindon Town Under 13 team and establishing this ongoing relationship with the English Division 2 outfit was to gain opportunities such as this for Cayman’s young players to experience training with a professionally based academy. Young Mr. Gray attends St. Ignatius High School and has been a member of the Academy SC under the tutelage of Virgil Seymour since

2009 playing for the Under 13 and Under 15 teams. During this time, he has travelled extensively with the club competing in the Schwann’s US Cup in Minnesota, the Dallas Cup in Texas and in a number of training games in Jamaica. Commenting on this opportunity for Cameron, his coach Virgil Seymour added, “Cameron has always shown great determination in his training as he always gives 100%. He has had the benefit of being part of a proper youth development programme since the age of 9, which has allowed him to train consistently, travel regularly to international tournaments and play against teams from all over the world. I believe Cameron is ready for the challenge he now faces and as a club, we are proud and very excited for him.” Cameron is expected to spend up to a month in England training with Chelsea FC and Swindon Town FC.
