Bodden Town’s UDP MLAs on Saturday underscored the distance of the area’s proposed waste-management facility from main roads and residential areas, promising a full environmental study before making any decisions.

At the same time, they told a neighbourhood meeting that a proposal to change Cayman’s electoral system to single-member constituencies was likely to boost costs, limit voters’ access to MLAs and create multiple demands for duplicate infrastructure in the new districts.

Speaking to a neighbourhood meeting in the Moonbeam Drive area of Bodden Town on Saturday evening, both Dwayne Seymour and Mark Scotland, also Minister of Health, addressed a series of local issues, but touched on wider questions of closing the George Town Landfill, replacing it with a Bodden Town facility, and the one man-one-vote petition campaign, seeking to redraw Cayman’s

Frena Gray-Davidson, an expert with many years’ experience in treating patients with Alzheimer’s disease and Dementia, has been giving some free workshops for caregivers.

The talks, entitled Speaking Dementia - transforming the dementia experience for elders and their caregivers are being organised by the locally-based Dementia/Alzheimer’s Support Group.

The workshop on Saturday morning was well attended at the Hibiscus Conference Room in George Town.

Ms Gray –Davidson articulated her knowledge and experience with reference to real life examples, whether they are professional caregivers or just friends or family members.

One of the pieces of advice she gave was to not let oneself get too emotionally drawn in with regard to moods that the Alzheimer’s sufferer is having, to ‘be there’ for them, but not allow oneself to get agitated with them.

“Don’t get too upset yourself because you will stay upset for the rest of the day, and perhaps till the next day, and maybe the rest of your working life with that person, meanwhile that person has forgotten all about

it. Remember, the blessing of dementia is the same as the curse of dementia,” she said.

One of the caregivers in the audience asked if Ms GrayDavidson could give some tips on how to handle “sun-downing.”

For those who don’t know what this term means, Ms. GrayDavidson explained: “Sun-downing is a period of regular extreme agitation.

Typically it’s called sun-downing because the majority of people who do have it will have it late afternoon to early evening.

During sun-downing people are very agitated: they may cry or be angry – they may be very accusatory towards the caregiver“You’ve taken this…that’s gone… you don’t care about me you, don’t love me.”

Sun-downing is often characterised by repeating themes, Ms Gray-Davidson said: “Whatever the theme is it’s often very upsetting for caregivers and that’s a pity, because you know sun-downing tends to be over after a couple of hours. Yes it’s difficult but it’s not as difficult as we choose to make it,” she said.

Ms Gray-Davidson’s advice was simple: “Agitation is very catching – have you noticed how when somebody you care about starts

to get agitated then you start to get agitated too. Then it goes backwards and forwards between the two of you, because you know, don’t you, that people with dementia have fabulous emotional radar.”

But sun-downing can also hold one of the keys to helping the patient too: “In sun-downing, the thing I find very intriguing and useful to us is you will hear in them that which truly upsets them - that which is their true sorrow, their true inner agony.

It’s very often the theme of feeling useless, not belonging anywhere, nobody cares about them, they are frightened, angry.

“You can choose not to be agitated but to be there. Sit with them if they’ll let you do that, and most of them will; Just sit the time out with them because their agitation can’t do a single thing to hurt you – most people in the short version of sun-downing are not violent,” she said.

There will be another Alzheimer’s Workshop with Ms. Gray-Davidson on Wednesday 28 March, at 5.30-7.30, also at the Hibiscus Conference Room. The sessions are free of charge.

UDP MLA’s BT meeting has small turnout electoral boundaries.

“You have all heard about the ForCayman Investment Alliance, the FCIA,” Mr Scotland told the audience of no more than 25, referring to the Dart-government $1.5 billion, 20-year programme of infrastructure and community development, intended to boost economic and employment opportunities in exchange for concessions on land and building permits.

“The proposed wastemanagement facility is just east of Midland Acres, about a mile off the road, north of Breakers,” he said, underscoring the remoteness of the FCIA project, estimated to cost between US$25 million and US$35 million, from local businesses and homes.

“We have a technical team of about 30 agencies,” he said listing various departments and authorities, “and Dart Engineering studying this. We are doing an EIA and are talking about how to mitigate any impact. The facility will replace the George Town site, but we are not moving George Town, which was never done properly.

“We will have one new site which will give us many years of waste management and we are looking at long-term plans to manage waste properly,” he said, pointing to an outline schedule, although he did not name any dates.

“The studies will be ongoing,”

Mr Scotland said. “There will be public consultations and meetings.

Following all of that review, then decisions will be made. Nothing has been decided yet,” he said.

Responding to an audience query, the Minister alluded to an earlier offer by Premier McKeeva Bush to lead community activists and others on a tour of similar USbased facilities.

“The question is about taking a wide cross-section of persons to look at waste-management facilities, which are mostly in Florida and Georgia,” he said.

“People think that this will look like the George Town Landfill,” he said, seeking to reassure Bodden Town residents, whose Coalition to Keep Bodden Dump Free have been vocal in their opposition to the proposal.

“That is not what the facilities are, so we will take that crosssection of people, they will see it and then return and they can pass the word to others. It’s clean. It’s friendly. It works. They are across the roads from shopping centres and residential areas. There is a big difference between a “dump” and a “waste-management site”, and Bodden Town is not going to be anything like the dump in George Town,” he said.

The disposal site, he said, would have “no effect” on Bodden Town business or residents. “In George Town, within one mile of the dump, we have businesses and 7,000 people living. The new site is a mile from the main roads, will have a buffer around it and the area can grow and develop. It will be done in a clean, green and environmentally friendly way. The site is between two old quarries, existing lakes, so not much can come close to it anyway.”

In a sort of tag-team handoff, Mr Seymour followed, adding that the new facility was “not being taken lightly. We will do our best to ensure it is done properly,” then handed back to Mr Scotland to address the electoral petition.

“We all support one man, one vote,” he said, but suggested that staging a separate ballot in November to apply to the 2013 election “would be costly”.

While saying it was up to each voter to decide, Mr Seymour detailed the UDP’s opposition in terms applying to any timing.

“Some things you couldn’t do.” he said. “In Bodden Town you can go to three representatives, four in George Town and West Bay, but not in one man, one vote. You can go only to one person.

“There is also a certain amount of infrastructure in each area, and each representative is going to want to show he’s doing something for his constituents, so they will want their own post office, their own police station, whatever, in their area. This will drive up costs.

“I think a lot of this is politics,” Mr Seymour finished, accusing the UDP’s opposition. “They are thinking ‘let’s put pressure on the government so the government doesn’t find employment for people, doesn’t do a wastemanagement facility for people.

“But this electorate is so smart.

You know how to sift out the silliness and do the right thing,” Mr Seymour said.

The Purple Dragon opens Tad Stoner

Minister for Health and Sports Mark Scotland opened the new Purple Dragon Martial Arts headquarters on Saturday in the Mirco Centre, welcoming hundreds of supporters and cutting the ribbon with a traditional Japanese sword.

The doors opened at 10am at the new “dojo” - a school for training in such Japanese arts of selfdefense as judo and karate - on the upper level of the North Sound Way centre, admitting throngs of visitors, including families and children of all ages, well-wishers and the merely curious.

The brief 11am ceremony officially unveiled the new 4,500 square foot facility, which includes a pro shop, offering equipment, clothing and literature; a work room with desks and computer work stations for students completing school assignments while at the dojo; expanded changing rooms; and an enormous purplecarpeted function room, fitted with dividers to enable separate and simultaneous lessons.

The celebration, which superceded all classes on Saturday, extended until 2:30 with awards, speeches, demonstrations and fights.

“It is not always used to fight, and Sensei Floyd and Sensei Geddes have been involved for many years here and are very much involved with the parents.

New Director of Immigration Boards Ms. Kimberley Davis is the Department of Immigration’s new Director of Boards and Work Permits. She brings to the position a depth of knowledge and experience from the private and public sectors, as well as experience as a smallbusiness owner.

Ms. Davis took up the position today -- Monday, 26 March.

Managing over 40 staff members in this section, she considers her top overall aims to be improving administrative efficiencies, decreasing processing times and enhancing the effectiveness of the boards.

These key initiatives will entail collaborating with the respective chairpersons to enhance the productivity of the Work Permit Board, the Business Staffing Plan Board and the Caymanian Status and Permanent Residency Board.

Her office also works closely with

the Department of Employment Relations (DER).

Ms. Davis has enjoyed a diverse career, blending civil service passions with private sector experience and exposure.

Before this move to Immigration Ms. Davis was the Deputy Managing Director of the Cayman Islands Government’s Public Service Pensions Board (PSPB) – her second stint with that organisation. She served as Head of Finance and Investments in an earlier attachment. Her key accomplishment then, she said, was updating the PSPB’s financial reporting backlog and implementing processes to better handle client applications.

Valuable overseas experience was gained when Ms. Davis worked with Deloitte Financial Advisory Services in New York City from 2005 to 2009. There, she served in several

capacities, including managing the firm’s corporate forensic think-tank and working with global partners to develop service-line offerings.

She had prior experience as a manager with Deloitte Financial Advisory Services in the Cayman Islands office.

During her time with Deloitte’s Cayman office, Ms. Davis became a Certified Public Accountant (CPA).

Bloody Bay Wall documentary film premiers at the Smithsonian A movie called “Exploring Bloody Bay Wall” will show at the Smithsonian National Natural History Museum March 25, as part of the Washington DC Environmental Film Festival. It is directed and produced by David Conover, an award winning American documentary film and television director.

His many credits include Islands in the Wind, Creating Synthetic Life, Sunrise Earth (a TV series), and The Vikings.

Bloody Bay Wall is a pristine coral reef wall located in a protected marine park off the coast of Little Cayman. In 2010, a group of scientists and filmmakers gathered to explore, dive and record changes on the reef.

Photographer Jim Hellemn captured the project with special equipment designed to create a super-size composite image of the wall.

Jim Hellemn created the image for the tile mosaic mural that lines the walls of the Caymana Bay observation tower, and his

work is on display in the Ritz Carlton Hotel on Grand Cayman.

Mr. Hellemn’s work will also be featured in an exhibit entitled “Creatures of Light” opening March 31st at the American Natural History Museum in New York. This exhibit

explores the phenomena of bioluminescence in nature.

Wife defends soldier accused in Afghan rampage SEATAC, Wash. (AP) -- The wife of a U.S. soldier accused of killing 17 Afghan civilians says her husband showed no signs of PTSD before he deployed, and she doesn’t feel like she’ll ever believe he was involved in the killings.

“I don’t know a lot about the symptoms of PTSD, so I wouldn’t know,” Karilyn Bales told NBC’s “Today” show. “He doesn’t have nightmares, you know, things like that. No dreams,” she said.

She defended her husband, Staff Sgt. Robert Bales, in a weekend interview with Matt Lauer that aired on Monday. Officials say Bales left his base March 11 in southern Afghanistan and killed eight Afghan adults and nine children.

The wife of the Joint Base LewisMcChord soldier said the accusations are “unbelievable to me.”

“He loves children, he’s like a big kid himself,” she said. “I have no idea what happened, but he would not ... he loves children, and he would not do that.”

He was formally charged Friday with 17 counts of premeditated murder and other crimes, and is being held at a U.S. military prison at Fort Leavenworth, Kan. Karilyn Bales was in a grocery store when she first heard of the rampage in a phone call from her parents.

“They said well it looks like a U.S. soldier, some Afghan civilians were killed by a soldier,” she said.

She learned more when she got home.

“I saw 38-year-old staff sergeant, and I don’t think there are very many of those, and I probably prayed and prayed that my husband wasn’t involved,” she said. “And then, I received a phone call from the Army saying that they would like to come out and talk to me. And I was relieved, because when you get a phone call, you know that your soldier is not deceased.”

She was told about the shootings.

“They held my hand and they just said that perhaps, you know, they thought that he had left the base, and gone out and perhaps

killed the Afghan civilians, and that was really the only sentence, and I just started crying,” she said.

The deaths of the nine Afghan children are especially difficult.

“It’s heartbreaking. I can’t imagine losing my children, so my heart definitely goes out to them for losing all of their children.”

Bales was on his fourth tour of duty in a war zone, having served three tours in Iraq, where he suffered a head injury and a foot injury. His civilian attorney, John Henry Browne, had said the soldier and his family had thought he was done fighting.

“It was a big shock because we weren’t on the schedule to be deployed again, to be honest with you. He didn’t want to miss out on any more of his kids’ life,” Karilyn Bales told “Today.”

Bales said she feels he was mentally fit when he was deployed.

He never told her about a traumatic brain injury he suffered while in Iraq, until he returned home.

“Not until he came back and said that he, you know, had been blown up,” she said. “He shielded me from a lot of what he went through.

He’s a very tough guy.”

U.S. investigators have said they believe Bales killed in two episodes, returning to his base after the first attack and later slipping away to kill again. He is reported to have surrendered without a struggle.

Karilyn Bales has spoken to her husband by telephone twice since

he was detained. The soldier called his wife first from overseas shortly after massacre, and then last week from Fort Leavenworth.

They didn’t talk about what happened.

“Not on the monitored phone call. So we couldn’t discuss those details. He was - seemed a bit confused. As to where he was and why he was there,” she said.

She says he’ll probably tell her about it when they meet.

“I don’t think anything will really change my mind in believing that he did not do this. This is not what it appears to be,” she said.

The couple has two young children, a girl named Quincy and a boy named Bobby. They are now living on the base at Joint Base Lewis-McChord.

The Bales family had a Seattlearea home condemned, struggled to make payments on another and failed to get a promotion a year ago. Karilyn Bales put the family’s Lake Tapps, Wash., home up for sale days before the rampage.

The youngest of five brothers, Bales grew up in the working class Cincinnati suburb of Norwood, Ohio. He joined the Army two months after 9/11, after a Florida investment business failed and after he had worked with a string of securities operations.

Karilyn Bales told the “Today” show she has set up a fund to help pay for her husband’s legal defense.

Pope Benedict wins over Mexico SILAO, Mexico (AP) -- Pope Benedict XVI headed to Cuba on Monday, hoping to inspire the same outpouring of faith on the communist-run island as he did in Mexico’s conservative Catholic heartland.

Crowds waving flags and Vaticanyellow balloons cheered Benedict at the airport and mariachi bands played as he left Spanish-speaking Latin America’s most Roman Catholic country and headed for its least.

“My brief but intense visit to Mexico is now coming to an end. Yet this is not the end of my affection and my closeness to a country so very dear to me,” he said on the tarmac.

“I wish to reiterate clearly and with vigour a plea to the Mexican people to remain faithful to yourselves, not to let yourselves be intimidated by the powers of evil,” he said, apparently alluding to drug violence and corruption. He urged Mexicans “to be valiant and to work to ensure that the sap of your Christian roots may nourish your present and your future.”

Benedict’s first stop in Cuba is Santiago, the island’s second largest city and home to the Virgin of Charity of Cobre, a tiny wooden statue that is revered by Cubans, Catholic and not.

The pope will celebrate an open-air Mass Monday evening in Santiago’s main plaza then pray at the sanctuary housing the statue Tuesday before heading to Havana, where he will meet with Cuban President Raul Castro - and presumably his brother Fidel.

Benedict’s three-day stay in Cuba will of course spark comparisons to Pope John Paul II’s historic 1998 tour, when Fidel Castro shed his army fatigues for a suit and tie to greet the pope at Havana’s airport and where John Paul uttered the now-famous words: “May Cuba, with all its magnificent potential, open itself up to the world, and may the world open itself up to Cuba.”

Those comparisons were also

evident in Mexico, which had claimed John Paul as its own during his five visits over a nearly 27-year pontificate. But with his first visit to Mexico, Benedict appeared to lay to rest the impression that he is a distant, cold pontiff who can never compare to the charisma and personal connection forged by his predecessor.

“Some young people rejected the pope, saying he has an angry face. But now they see him like a grandfather,” said Cristian Roberto Cerda Reynoso, 17, a seminarian from Leon who attended Benedict’s Sunday Mass. “I see the youth filled with excitement and enthusiasm.”

Each day, the pope addressed the issue of drug cartel violence, which has killed more than 47,000 people since President Felipe Calderon launched a militarised offensive against the cartels at the end of 2006.

Benedict also charmed the crowd at Mass by donning a sombrero for his popemobile tour through the estimated 350,000 people. He put on another one later Sunday night when he was serenaded by a

mariachi band as he returned to the school where he has been staying.

“We saw a lot of happiness in his face. We are used to seeing him with a harder appearance, but this time he looked happier, smiling,” said Esther Villegas, a 36-year-old cosmetics vendor. “A lot of people didn’t care for him enough before, but now he has won us over.”

While Cubans eagerly awaited Benedict’s arrival, the political overtones on the second leg of his trip were far greater than what he encountered in Mexico.

Cuba’s single-party, Communist government never outlawed religion, but it expelled priests and closed religious schools upon Fidel Castro’s takeover of Cuba in 1959.

Tensions eased in the early 1990s when the government removed references to atheism in the constitution and let believers of all faiths join the Communist Party.

John Paul’s 1998 visit further warmed relations.

But problems remain. Despite years of lobbying, the church has virtually no access to state-run radio or television, is not allowed

to administer schools, and has not been granted permission to build new places of worship. The island of 11.2 million people has just 361 priests. Before 1959 there were 700 priests for a population of 6 million.

The Catholic Church, however, is now the most influential independent institution in the country, thanks in no small part to Cardinal Jaime Ortega, the archbishop of Havana. He has negotiated with Raul Castro for the release of political prisoners, given the government advice on economic policy and allowed church magazines to publish increasingly frank articles about the need for change.

In the weeks leading up to Benedict’s arrival, the government cracked down on dissidents with detentions. But on Sunday, the dissident group known as the Ladies in White held its customary weekly protest outside a Havana church without incident.

The Vatican has said the pope has no plans to meet with the dissidents.

Our story last week on the mystery surrounding whether Weststar TV has been sold is still that – a mystery.

The CEO of Weststar Rod Hansen is adamant that the TV station has not been sold but admitted to me if someone came along with a substantial offer he would consider.

Although Weststar TV is at present the only legal cable provider there are other companies who have been “making waves” in saying they are going to be offering cable TV – these include Infinity Broadband (Randy Merren), Logic and LIME, although Infinity is the only one who have suggested a date (within 2 years).

What baffles me is that when the television licences were given in 1991/92 to CITN, CiTV and CTS all three providers had to maintain a free local broadcast channel. It was a very stringent condition and there were a list of hours the broadcast station had to adhere to in providing local programming. As far as I know

there is nothing now in the licences issued by the regulatory body, the Information & Communications Technology Authority (ICTA), for such a requirement. Having been the owner of CITN along with my wife, Joan, this condition was very costly and the advertising revenues one could even hope to achieve from this lone source would not and could not hope to cover the high costs.

The detailed press release handed out by Mr Merren makes no mention of a local broadcast station but says television viewers in Cayman may be able to access several hundred television channels from around the world.

Merren says Infinity Broadband has contacted several content aggregators, i.e. companies who sell packages of television stations to networks, to ensure that they will be able to offer a wide range of television channels to customers.

“We will be bringing our customers channels that they can already get via WestStar as well as new stations from the US, the UK

and elsewhere, including Spanishspeaking channels. We can bring television stations to our viewers from anywhere in the world, as long as they are on the satellite to which we are connected,” he confirms.

“Capacity is not a problem.”

Knowing how difficult and expensive it is to legally obtain television channels from overseas I am astonished at this statement. The owners of the programming content are in most cases not the actual TV stations – the rights are owned by the studios and producers who make the programming. This is why certain programming is blacked out on Weststar Cable. In the USA the TV stations have to have an overseas licence to even beam their station out of the USA. Subsequently, there is still a limited amount of legal programming available.

This is why the providers here in Cayman of satellite TV have to have an address in the USA for their download box to operate and are able to beat the rates of Weststar TV and offer more programming.

In nearly every country in

Europe, the USA and Latin America the provider of satellite television must by law provide the local broadcast channels. That is not so here. When I owned CITN and was the licence holder of Weststar’s cable operation I fought for this anomaly to be rectified but it fell on deaf ears. When I raised the question when the ICTA became law why there was no provision for broadcast television included I was told this was a separate matter to be dealt directly with government.

Having heard our Premier, Hon. McKeeva Bush, say the government was proposing their own broadcast station I can now perhaps see why broadcast television has been omitted. Whoever controls the air waves has a very powerful voice and if there is only one voice……

Note: In case anyone still believes Joan and I have a financial interest in Weststar and/or CITN they are incorrect. It was not a happy parting. However, and no matter, if I feel something is wrong and there is no level playing field, my mouth will be heard.

Controversy continues around Trayvon Martin killing The killing of Trayvon Martin, a black, unarmed 17-year-old Miami Gardens resident who was shot Feb. 26 in his father’s gated community by George Zimmerman, a neighborhood watch volunteer is still very much in the news.

Zimmerman, whose mother is Hispanic and father is white, claimed self-defense and has still not been arrested, a decision that has prompted rallies across the nation, and that residents of Sanford, a city 20 miles north of Orlando, say has fractured this city of 54,000.

The Sanford City Council held a

special meeting at the Civic Center yesterday at which Martin’s parents were expected to speak.

Martin’s parents led an eightblock march to the Civic Centre.

“The events that have recently occurred here in the city of Sanford have certainly taken a toll on everyone,” acting police Chief Darren Scott said at a news conference. Scott was appointed to the position today by City Manager Norton Bonaparte after former Chief Bill Lee stepped aside last week.

The Orlando Sentinel, citing “authorities” whom it didn’t name, reported today that

Martin attacked Zimmerman and slammed his head into the sidewalk. That matches the account that Zimmerman gave police and was corroborated by eyewitnesses, the newspaper reported.

Julison, the Martin family spokesman, said today that the teenager was in Sanford because he was suspended from school last month for having a baggie that contained marijuana residue in his book bag. The family believes the suspension had nothing to do with the killing, he said.

Scott today urged patience for residents who want a “quick and

positive resolution in this tragic event.”

Dudus’ lawyer makes controversial statements The lawyer representing convicted Tivoli Gardens strongman Christopher ‘Dudus’ Coke is standing by controversial statements alleging complicity between United States (US) authorities and the Jamaican government in bringing charges against, and subsequently extraditing, his client.

Notwithstanding that the claims have outraged the Jamaican Diaspora here, attorney Stephen H Rosen was adamant he is correct in his assessment.

Rosen said the only part of his comments that he was prepared to retract was a reference to the US Secretary of State not wanting the Jamaica Labour Party (JLP) to win the last general election.

“I meant the State Department, not Secretary of State,” he said in a follow-up interview last week.

Rosen said that the previous People’s National Party (PNP) government had a close relationship with the US State and Justice Departments and charged that politics was responsible for Coke’s

arrest and subsequent extradition.

He said that the US government “has always seem to favour the People’s National Party”.

“One of the first acts by the US after the JLP took office was to issue a request for Mr Coke’s extradition,” the attorney noted.

Asked if he could provide evidence to support his charges, Rosen referred to the controversial ‘wiretap’ Memorandum of Understanding (MOUs) between the Jamaican and US governments, as well as information on the matter which he said are contained in documents from the Supreme Court of Jamaica.

by Dr Peter Phillips under the previous PNP administration, allowing the US to eavesdrop on local telephone calls, are pivotal to the prosecution’s case against Coke.

“I don’t know anything about Jamaica’s internal politics. I have never sat in a room with a Jamaican politician,” Rosen said.

Rosen also accused the previous PNP government of misleading the Supreme Court on the wiretap evidence.

Outside a Manhattan courtroom where he first made most of his charges two Fridays ago, Rosen sought to debunk claims that Coke’s removal from Jamaica had led to a reduction in crimes there.

“They moved him out, an election is called, the old government is voted out and a new one takes over, yet there’s more murders in the first few days than before,” he charged.

But in a sharp response, Irwin Clare, who heads the Jamaica Diaspora Advisory Board for the Northeast United States, described Rosen’s comments as “an insult to the intelligence of Jamaicans”.

He said that there was no evidence of US interference by way of preference in the last elections,

which he described as fair and clean.

Clare said that while he understands Rosen’s right to do the best for his client, he should not use his position to “attack our democracy and democratic institutions”.

But Rosen said that “we can prove the charge of complicity”.

He said that Coke’s defence team is now awaiting the next move by prosecutors in the case.

A week ago, Friday, the Coke defence team seemed to have won a major victory when Judge Joseph P Patterson ruled that prosecutors had not provided sufficient evidence to support their request for the imposition of the maximum 23-year prison sentence being sought under a plea-bargain agreement.

The parties are to return to court on May 22. Rosen has indicated that the defence could go into the discovery process if evidence to back certain claims by prosecutors are produced.

‘Kazakh’ anthem blunder KUWAIT: The organising committee of the International Shooting Grand Prix issued a statement yesterday regarding the accidental use of Borat’s parody national anthem in place of Kazakhstan’s real national anthem at a medal ceremony in Kuwait on Thursday.

The committee accepted responsibility and offered further apologies for the incident. “The committee gave an official apology to the Kazakh delegation to the tournament, and the national anthem was replayed correctly.

The Organising Committee of the International Grand Prix expresses its utter regret for this unintentional mistake and reaffirms its great respect to its brothers and friends from the Republic of Kazakhstan, and affirms the deep sports relations between the Kazakh and Kuwait shooting federations.”

The blunder received considerable international press coverage, even reaching the BBC’s number one spot of the most popular news stories and making the rounds among major news agencies and leading newspapers alike. Borat, the short name for ‘Borat: Cultural Learnings

Rugby players swept to sea off South Africa JOHANNESBURG (AP) -- A team of rugby players with championship hopes relished practicing on the beach, away from their impoverished township in southeastern South Africa.

But after going for a post-practice swim on Sunday, team members were swept away by rough seas and a strong current. One player drowned and five others remained missing on Monday. John Fletcher, coordinator for the Coastal Water Rescue Squad, said his volunteers rescued 15 of the players, but were unable to resuscitate one of the men, and five remained missing.

Capt. Andre Beegte, a police spokesman, said helicopters were being used as the search continued Monday. Searchers patrolled the coastline on horses and all-terrain vehicles, and police divers also were called in, Beegte said.

Mncedisi Mazomba, a playermanager for the Motherwell Rugby Football Club, said city officials have arranged for counseling for relatives of the dead man and for those missing and presumed dead.

He said the team was formed in 1992 as an outlet for boys and

young men from Port Elizabeth’s Motherwell Township. It kept them away from crime and other dangers, he said. The club had three teams that played other minor league teams along South Africa’s eastern coast, and even traveled as far as Cape Town, on the western coast.

They regularly practiced on the beach, enjoying “fresh air, beautiful scenery,” Mazomba said.

Sunday’s practice was in preparation for a local championship tournament in Cape Town. Mazomba added that Sunday was his birthday.

“The feeling was supposed to be a cheerful one, spending your birthday with your team,” he said.

“And at the end of the day, we lost six teammates.”

Oregan Hoskins, president of the South African Rugby Union, sent his condolences.

“To have their afternoon turn into a day of tragedy is shocking for the whole rugby community and our thoughts go out to their family,” Hoskins said.

Afghan soldier kills 2 British troops KABUL, Afghanistan (AP) -- An Afghan soldier shot and killed two British troops Monday at a NATO coalition base in southern Afghanistan before being gunned down by international forces, officials said.

The attack was the latest in a string of so-called “green on blue” attacks in which Afghan security forces have turned their guns on their international colleagues or mentors. Such attacks have become increasingly common over the past year, particularly since the burning of Qurans at a U.S. base in February.

Fifteen NATO service members, including eight Americans, have been killed by Afghan security officials or militants disguised in their uniforms so far this year.

Monday’s shooting occurred around 11 a.m. in front of the main gate of a joint civilian-military base in Lashkar Gah, the provincial capital of Helmand province, the governor’s office said.

Ghulam Farooq Parwani, deputy commander of the Afghan National Army in Helmand, said the shooter was from the eastern Nangarhar province and had been in the army for four years. The Afghan soldier arrived at the gate of the base in an army vehicle. He was able to get close to the British troops by claiming that he had been assigned to provide security for a delegation of government officials from Kabul who were visiting the base Monday, according to Parwani.

“He got close to the foreign troops - three or four metres (yards) - and he opened fire,” Parwani said. “Then the foreign troops killed him.”

Taliban spokesman Qari Yousef Ahmadi said the shooter was an Afghan soldier who was in close contact with insurgents and had notified the Taliban of his planned attack before carrying it out.

Since 2007, Afghan security forces have killed an estimated 79 NATO service members and wounded more than 110 others, according to the Pentagon. More than 75 percent of the attacks have occurred in the

A Western official in southern Afghanistan confirmed that the attack happened at the main NATO base in Lashkar Gah, Helmand province but declined to give further information. The official spoke on condition of anonymity because the information had not been officially released.

Monday’s attack also comes two weeks after a U.S. soldier allegedly went on a pre-dawn shooting rampage in neighbouring Kandahar province, killing 17 people and wounding six.

British Defense Secretary Philip Hammond confirmed the two killed were British service members.

“Details of the incident are still emerging but it appears that a member of the Afghan National Army opened fire at the entrance gate to the British headquarters in Lashkar Gah,” Hammond told the Commons. “Our thoughts, as ever,

are with their families, for whom this will be a deeply personal tragedy.”

The killings come at a time when international troops have stepped up training and mentoring of Afghan soldiers, police and government workers so that Afghans can take the lead and the foreign forces can go home.

The success of the partnership, which is the focus of the U.S.led coalition’s exit strategy, is threatened by the rising number of Afghan police and soldiers - or militants disguised in their uniforms - who are turning their guns on their foreign allies.

Six American troops were killed in what were believed to be revenge attacks for the burning of the Qurans, although it is impossible to know the exact motive because most the shooters were killed in the incidents.

On March 1, two U.S. troops were killed by two Afghan soldiers and an

accomplice on a joint U.S.-Afghan base in Zhari district of Kandahar province in the south.

On Feb. 25, two U.S. military advisers were found dead with shots to the back of the head inside the Afghan Interior Ministry in Kabul.

Two U.S. troops were killed Feb. 23 by an Afghan soldier during an anti-Western protest in Nangarhar province in eastern Afghanistan over the Quran burning.

The U.S. apologised for the burning, saying the Islamic texts were mistakenly sent to a garbage burn pit Feb. 20 at Bagram Air Field, north of Kabul. But the incident raised what had been simmering animosity toward outsiders to a full boil. Dog and cat food – the best and worst

This is another article I received from my friends at Care2 (www. care2.com). If you have a pet PLEASE read. It is very important.

Like buying candy for kids, we often think snacks that have been specially packaged for pets are the best treats in the world. Why would they want anything other than a tasty treat? But a lot of those packaged pet snacks and treats are the equivalent of candy. They are not a big deal, as long as you don’t do too much of it, since they are mostly devoid of nutritional value.

And just as we encourage kids to eat their veggies rather than another candy, we can also encourage a love for veggies in our pets. These low calorie, low fat, vitamin and mineral-packed “treats” are a great alternative to the packaged dog biscuits and kitty chews.

Which Vegetables Are Best and Which Vegetable Are Not Safe for Pets?

There are some plant foods that are toxic to pets, so you will want to be familiar with what to avoid and even prevent access to. If you are unsure, check with

your veterinarian to make sure that your planned treats are not going to be harmful to your pet.

Also keep in mind that dogs are omnivorous and thus more open to trying different kinds of foods. Cats, on the other hand, are carnivorous.

They are not just picky about what they eat — they are constitutionally incapable of digesting some types of foods.

Avoiding divorce

The failure of marriage may be the cause of inconsistency among couples in communicating and interacting with one another both physically and emotionally.

Every marriage hits a rough spot occasionally. Couples tend to hate each other when they do not compromise each other’s mistakes. This often leads to unhappy marriages and even result to divorce . And while not every marriage should attempt to be salvaged, a great many more than are saved today should and can be through concerted efforts.

Adultery is one reason why a marriage can lead to a divorce.

Records show that the involvement of the spouse in an adulterous affair could trigger the separation and the spouse has the legal chance to file for divorce cases. Some people may think that adultery has little impact on divorce. Some believe that it is a symptom for a divorce. Adultery is an act of abuse, damaging both the emotional and physical aspect of the relationship.

There are times that even when the couple lives together, both could no longer feel the presence of each other in terms of the emotional aspect of their relationship. The lack of love and affection triggers a couple in grueling conflicts and physical abuse, which leads to divorce.

So, the first step in avoiding divorce is recognising that the fact that you have come to this point in your relationship is not unusual, but it does indicate that something must change if it is to survive. But before you go through a mental litany of everything that needs to change as justification for giving up, realise that there is help out there and if you are willing to put in the time and commitment, you can make your marriage work even when it seems that you and your partner have reached the end of the road.

1. A couple must deal on all conflicting issues. It could be better for a couple to talk about their problems and be open to one another’s opinion. In this way, the couple may find ways on how they will resolve the problem.

They should make some effort to make up for some lost time together.

3. A person always has the option to choose the person that could be right for him/ her. It could be better if the person has the same perspectives and beliefs.

This could lessen any irreconcilable differences that would lead to divorce.

4. Make the relationship work as the best of friends instead of just being partners.

If there is friendship established within the marriage, there is a strong indication that the marriage can get stronger and even last forever.

Expressing anger is only normal but they need to make sure that it would only take a little time to release that kind of emotion.

6. It is important to take care of ones physical appearance.

Staying beautiful and handsome can spice up the relationship most of the time.

However, couples should stay healthy even when there is dieting involved in maintaining a perfect body.

7. Couples should be faithful and honest to one another.

To make a long lasting marriage there must be fidelity and honesty in the relationship. They should

not tell lies and should be courageous enough in bringing up any problems that may arise.

Chelsea and Tottenham fight for top four finish Tensions are running high for two London teams, Chelsea and Tottenham are both hoping for a top four finish by the end of the season.

Right now, as it stands Tottenham are fourth with 55 points, in front of them are their North London rivals Arsenal with 58, and trailing just 5 points behind Spurs are Chelsea. The race is on to get a third or fourth place finish, but seeing how Arsenal have won seven of their last 10 games, a fight for fourth is more likely.

Chelsea, despite the sacking of Villas-Boas mid-season, seem to be adapting well to the situation. Since AVB’s departure they have had one win, one loss and one draw – the draw was against Tottenham, in the Premier League. In the Champions League they managed to comeback from a 3-1 deficit against Napoli to get into the quarter finals, the only English team this season to have gotten to the quarter finals.

Tottenham haven’t had that luck in Europe, they didn’t get past the group stages. The Premier League

was a whole other story; they started very strong, winning 7 out of their first ten games, and were third until Arsenal got ahead last weekend.

Manchester United are in the right place to win title Manchester United boss Sir Alex Ferguson says his side is perfectly placed to beat rivals Manchester City to the Premier League title.

United can go three points clear if they beat Fulham on Monday night.

“It’s neck and neck now and I’d say it was an ideal time to be up with the leaders with only nine matches to go.”

While City currently top the table on goal difference, their 1-1 draw with Stoke City at the Britannia Stadium on Saturday has given United a chance to open a gap when they play at Old Trafford on Monday night.

Tiger gets back to what he does best ORLANDO, Fla. (AP) -- Tiger Woods hit so many great shots that he couldn’t single one out as the best. Winning was as sweet as ever, even after a PGA Tour drought that stretched over 923 days and 27 tournaments.

The best part about posing with the trophy at Bay Hill?

The conversation was back on golf, his favourite subject.

Just two weeks ago, Woods gingerly climbed into a golf cart and was taken off the golf course at Doral with soreness and swelling in his left Achilles tendon, the same injury that caused him to miss three months and two majors last year.

On Sunday, no one questioned his health. Woods marched to a five-shot victory in the Arnold Palmer Invitational that restored his confidence and gave him momentum going into the Masters two weeks away.

“This was coming,” Woods said.

“I’ve been close a number of times, basically since Australia. Just had to stay the course.”

Only a month ago, there were concerns that Woods could no longer make the important putts.

He had missed a 5-foot birdie putt on the last hole to lose in the second round at the Match Play Championship. He missed several putts just as close when he crashed out in the final round at Pebble Beach. But there he was at Bay Hill, knocking in two big par putts on the back nine to keep his distance from Graeme McDowell.

“I just never got close to him,” McDowell said.

And then there’s the book by his ex-swing coach, Hank Haney.

“The Big Miss,” which goes on sale Tuesday, has been such a sore spot with Woods that he lost his cool with a reporter earlier this month.

The book reveals a driven player who is self-centred and rarely satisfied, no big surprise except that it was a side of Woods he tried to keep private for all these years.

Woods added a chapter to his own book Sunday.

He won for the 72nd time

on the PGA Tour - one short of Jack Nicklaus in second place on the career list - and 84th time worldwide. It was the 16th time he won by at least five shots, and his seventh win at Bay Hill tied the PGA Tour for most wins on a single golf course. Woods owns both marks. He also has won seven times at Firestone.

“I think he really just kind of nailed home his comeback,” McDowell said. “Great to have a front-row seat watching maybe the greatest of all time doing what he does best - winning golf tournaments.”

The only thing missing was the host himself.

Palmer’s blood pressure increased during the final round from new medications, and he was taken to the hospital about 15 minutes before the tournament ended as a precaution. Alaistair Johnston, vice chairman at IMG and his longtime business manager, said Palmer would be kept overnight. “Nobody is overly concerned,” he said.

Woods goes to No. 6 in the world, returning to the top 10 for the first time since May 22.

“Heading home now and I can’t stop smiling. Thanks to Otown fans and everyone watching for all the love. Get well soon, Arnie,” Woods tweeted about three hours after his win.

On a Bay Hill course that was crisp, fast and dangerous, Woods ran off four birdies on the front nine to build a four-shot lead, then kept his mistakes to a minimum for a 2-under 70.

He quickly stretched his lead to three shots on the opening hole when McDowell, who closed with a 74, caught a buried lie in the bunker and made double bogey. After that, it was vintage Woods.

From 267 yards away in the fairway on the par-5 sixth, Woods hit a 3-iron that climbed over the water and landed softly to just over 15 feet away to secure a birdie. Two holes later, facing a tight pin over the water, he ripped an 8-iron from

182 yards that barely cleared the bank and caught a slope to within 4 feet for birdie.

The lead was four at the turn, and McDowell never got closer than three the rest of the way.

Ian Poulter had a 74 and finished alone in third, and while he never looked behind him to see what Woods was doing, he could hear it.

This is a win that will resonate.

“He’s always a force to be reckoned with when he’s not playing his best golf,” Poulter said.

“And obviously, he’s playing a lot of good golf right now. The shots he’s hit, just looking at the highlights, he’s got a lot of his game back. And when he starts rolling putts in, he’s dangerous. So he’s going to be a force for everybody at Augusta.”

Woods finished at 13-under 275.

Jeffrey Webb accepts Nomination For President Of Concacaf March 24, 2012 -­George Town, Grand Cayman: Jeffrey Webb, President of the Cayman Islands Football Association (CIFA), has accepted the nomination for President of the Confederation of North, Central American and Caribbean Association Football (CONCACAF).

CONCACAF, the continental governing body for association football in North America, Central America and the Caribbean, is set to elect a President at its Congress in Budapest, Hungary on 23 May 2012.

In accordance with CONCACAF’s statutes, to date, twenty-­five of the forty member countries, with representation from all three of the CONCACAF zones have exercised their right nominating Mr. Webb.
