All the news you need to know I used to report the news, so it’s probably no surprise that I still spend a lot of time reading, watching and – in this day and age – sharing it. At this time of year you’ll find me searching for stories while I wait for the next hearing to begin at the Capitol or after we put the kids to bed. The more I consume the news the more I realize our issues are a lot like the challenges faced by police agencies across the country. Washington state is once again debating body-worn cameras after some high-profile officerinvolved shootings. The cases have ignited fresh debates about cameras, access to their data and ANDY SKOOGMAN

the cost of storing and auditing that data. It all sounds familiar.

The more I consume the news the more I realize our issues are a lot like the challenges faced by police agencies across the country. Our world is in the midst of another great technology revolution. Inventors are pushing new boundaries all of the time with innovations that solve persistent problems, but sometimes create new ones. That is why I appreciate the conclusion reached by the editors of one Washington newspaper covering the debate. They wrote that the effectiveness of new technologies really depends upon the policies and practices of a police department. The point really underscores the importance of training to the policing profession. We are about to gather at ETI in St. Cloud for our most important training and education session of the year. If I have learned anything these past five years, it is how important these four days in April are to MCPA members. This year you will hear from leaders like Gordon Graham, William Bratton and Richard Ross. They are all advancing breakthrough ideas in police procedure, training and community relations. Fake News has become a popular term and a real concern in our 21st Century connected world. In the pages to come and at ETI, you will see how illicit uses of technology can make it more difficult for investigators to trust previously credible sources of information. President’s Perspective

I’ll see you down the road If you spend any time on a motorcycle you are probably a fan of the open road. For me, there’s nothing quite like the scenery, even the smells and especially the opportunity to take some time to go for a ride and clear your head. It’s been one long winter. Hopefully we won’t have to wait much longer for riding season. By then, I will be a newly retired chief of police and my term as president of the MCPA will have come to an end. As you can see, I’ve made plans.

As retirement nears I also realize the people around me have plans too. My family is looking forward to spending more time with me. Colleagues still have ideas about other things they want me to do. These final few weeks will be especially busy as we gather in St. Cloud for ETI and legislators work to end their session in St. Paul.

I know I will continue to appreciate the work associations like MCPA do to advocate for our interests and advance law enforcement’s perspective as Minnesota wrestles with big challenges. We are living in a time where there is intense interest in the work we do. People across our country have ideas about how we should recruit and train police officers. Society is wrestling with big issues that will impact public safety from recreational cannabis and opioid abuse to firearms legislation. MCPA members and our legislative team have been at the state capitol day and night meeting and testifying on a wide range of proposals. I know I won’t like every idea raised but, as I take in all of this, I am grateful for the participation of members across Minnesota and take pride in all that we are able to accomplish. MCPA has worked hard to become a consistent and relevant voice for public safety in Minnesota. Our Wear the Badge campaign has been effective at not only reaching potential recruits but also given a voice to those who want to see more positive images of policing. We have been active in efforts to update law enforcement training to ensure it meets our individual agency needs and is actually funded. Whether it is at the capitol or in our communities, we have all taken the time to make plans to advance public safety. Each day we encounter others who have their own plans for us. Going forward, I know I will appreciate the work associations like MCPA do to advocate for our interests and advance law enforcement’s perspective as Minnesota wrestles with big challenges.

Heart Matters As police officers, we understand the fundamental importance of ballistic vests. Body armor provides a level of protection against external physical threats, limiting the ability of projectiles from penetrating the human core where vital organs exist. Protection of the heart is further enhanced with both soft and hard trauma plates embedded within newer ballistic vest carriers. Further advances in bullet-resistant fibers along with improving fit and comfort lead to greater wearability, and ultimately, lives saved. each day as part of the uniform ensemble. Modern officer-safety campaigns, like the Below 100 initiative, focus on such preparedness and prevention measures, with one of their five core tenets being simply "wear your vest." Mandatory wear policies have become the norm in many law enforcement agencies. Similarly, there is greater awareness in the current generation of policing around the issue of cardiac health. Whether the Officer Safety & Wellness (OSW) resources from IACP or the Strength & Resiliency: A Tactical Approach to Wellness by Dr. Paul Nystrom through MCPA, law enforcement has recognized the need to educate and promote heart-healthy living for members of the profession. Incorporating cardiovascular and strength-training exercise with proper nutrition and other lifestyle choices, these efforts focus on internally improving our hearts. Just like research and development has improved external threat protection in ballistic vests, advances in medical science have increased our understanding of the inner workings of the human body, leading to greater levels of internal safeguards providing defense for cardiovascular health of police officers. Like wearing a vest, conscious choices about diet and exercise are required to move such knowledge and awareness to activate their medicinal application and benefits on the human heart. But what about the mental and spiritual aspects of cardiac health? Guarding your heart is equally important for the health of your mind and soul. From a basic understanding of human anatomy and physiology, if the heart is not working, the associated parts of your body are dead. Chief Law Enforcement Officers (CLEOs) face a myriad of professional challenges as the leaders of their respective police agencies beyond just the typical stress-related calls for service that members of this profession face in their regular duties as sworn peace officers. Whether a personnel matter, community concern, political issue, financial constraint, managerial conflict, or other workplace stressor, Chiefs are subject to a different level of organizational stress than their subordinate officers or even their peer department heads in other municipal areas of operation. It is easy for the accumulated effects of these sometimes daily stress-inducing circumstances to induce a lingering psychological trauma if not properly addressed throughout a law enforcement career.

Especially from a spiritual approach, guarding your heart requires diligence. This might mean the placement of appropriate relational boundaries to keep toxic persons from negatively impacting your soul. As a public-figure and law enforcement leader responsible to the community, being in that position can easily challenge your soul, even causing adverse health effects with physical symptoms. But rather than focus on the areas beyond your control, shift your mindset to dealing with those things within your control. Notice also how your words and actions flow out of your heart. When your heart is in the right place, you will lead better. Having the right perspective about even the most wrong of circumstances makes a difference in the performance of your duties as a CLEO and your overall personality as a human being. Guard what you are placing in your heart. Just like we are cautioned on matters of nutritional intake in terms of what we eat and the effects of food on our cardiac health, we should give equal consideration to the other stuff that we ingest that can have an equal or greater impact on our hearts. Whose voices do we choose to listen to? What are we watching or reading in our spare time? Where are we looking for affirmation in our lives? How do we spend our money? Some of you might be skeptical of this line of questioning, but ultimately such answers influence our heart. Please, take this message to heart (no pun intended). Individual healthcare begins with personal heart-care. Obviously, we must still do the work of CLEOs, but a few defensive measures and some offensive maneuvers will help guard our hearts in all aspects of life, including physical, mental, and spiritual. Professional networking and establishing positive relationships with your police chief peers is one way to promote your health, so hopefully many of you are taking advantage of MCPAâ&#x20AC;&#x2122;s annual Executive Training Institute (ETI) to connect this year in St. Cloud. More and more the people at the other end of a 9-1-1 call are in the midst of some type of crisis.

He says the cases range from mental illness to homelessness, human trafficking and addiction but unresolved trauma is a common factor in many of them. “I think this is a topic that is vitally important for law enforcement, particularly chiefs, to understand and get involved in helping develop better referral resources for children who experience trauma,” Bentrud says. His department and St. Cloud police have joined a central Minnesota collaborative working to identify the SPRING 2019

community corrections, medical personnel and counselors from a wide variety of organizations.” ACEs was first studied more than 20 years ago by Kaiser Permante and two scientists from the Centers for Disease Control. They discovered that young people who experienced abuse, neglect or were exposed to domestic violence or lived with parents suffering with mental illness were at greater risk for trouble themselves later in life. Researchers tracked thousands of adults who experienced childhood traumas and found them more likely

to suffer from chronic health issues such as depression and heart disease as well as mental illness and substance use. The central Minnesota collaborative was organized by CentraCare Health, the region’s healthcare system and Stearns County Attorney Janelle Kendall who believes taxpayers pay a price for unresolved childhood traumas that lead to repeat encounters with police and the criminal justice system. “We can pay now or pay later,” Kendall says in a documentary produced to highlight the work of the collaborative. "We know that what goes on with children as their brains are being formed affects their health and their behavior. If you are constantly living in crisis, your body and your brain form to live in crisis." Bentrud admits he was not immediately sold on the law enforcement connection when Kendall first invited him to an ACEs conference. But like most chiefs, he was seeing sharp increases in his agency’s yearly transports for mental health holds. He also started comparing his community contacts with police next door in St. Cloud

Waite Park trained its department on ACEs a little more than a year ago. Bentrud’s officers have been taught how to recognize signs of trouble and make referrals. Those calls go to someone like Paige McConkey, a mental health practitioner embedded for several years with St. Cloud police. McConkey explains that he is not law enforcement or a social worker but a trauma-trained advocate who can help to get a child or family the appropriate services to help relieve a crisis. Waite Park trained its officers on ACEs about a little over a year ago. Now they have been taught to recognize traumatic experiences and have local resources they can use to make referrals for services, particularly

with younger people. That includes working with school resource officers and county health and social service workers. Across the area, dozens of children have been referred to trauma informed advocates who can connect them to the appropriate services for

each case. CentraCare also partnered with Twin Cities Public Television to produce the documentary called “Whole People” which highlights the collaborative’s work identifying and treating children with adverse childhood experiences.

Big league investigative results for police in Prior Lake Prior Lake, Minnesota, is a small city just 20 miles southwest of downtown Minneapolis. It has a population of more than 25,000 and, according to the local newspaper, Prior Lake American, the city’s police force is stretched thin. “The police department would need eight more officers to reach the average rate of police officer per thousand residents of similarly sized cities,” the paper writes. What’s more, the Twin Cities’ suburbs have boomed over the last few years, and along with the population growth, the crime rate has also climbed. Prior Lake Police Department officials are constantly working to address staffing and resources issues and that’s why, as part of the department’s technology modernization, they have introduced a critical tool to support police officers’ investigations: Thomson Reuters CLEAR.

Prior Lake prides itself on being “a wonderful place to live, work, and play for a lifetime,” which is something that Chris Schaefer, a Prior Lake police officer, thinks about, especially on patrol. Recently, CLEAR helped the department quickly determine that an arrested suspect was using a false name and had multiple warrants against him in multiple states.

The story of the arrest began at about 9:00 p.m. When Officer

Schaefer swung into the parking lot of a local fast food establishment, everything appeared normal. Then he noticed a vehicle parked in the back of the lot, far away from the main doors. As Schaefer drew closer, he saw there was someone inside. When Schaefer began his routine inquiries of the lone occupant, he smelled alcohol and saw an open 12pack of beer in the back seat. He then 21

also saw that the car keys were easily within reach and could be used to start the car at any moment – a potentially dangerous situation. “In Minnesota, you don’t have to be technically driving to get a DWI (driving while intoxicated/impaired),” Schaefer explains. “If you’re in physical control of the vehicle and those keys are right there on your person, you can be arrested for that.” As the questioning continued, Schaefer’s suspicions grew. “I was having a casual conversation with him, and I just started to notice that his answers were really vague. ‘I’m just here’ is not a normal answer. A normal answer is, ‘My kids are inside and I’m waiting for them to come out’ or ‘I’m meeting a family member here.’ He

I’m pretty well-versed in people providing false information, and that was when the red flag started going off.” After the suspect mumbled his name, gave a dubiously convenient birthday of 1/1/1981, and lied about

owning the wallet in open view on the passenger seat, Schaefer’s next step was to call the registered owner of the vehicle, who turned out to be the suspect’s wife. The name she provided for her husband did not match the name he had given, and she was uncooperative and belligerent on the phone. She came to the restaurant’s parking lot and started an altercation when she was not permitted to take the car. She also furtively confiscated the loose wallet. “That raised my suspicion again,” Schaefer says. “All of these small things are adding up.” Schaefer called for backup and, while his colleague helped control the situation, he had time to check the name and birthdate he had been given in the standard police database. The results came back as “Not on File” in Minnesota, meaning there was no record of this person living or working in the state. As the suspect provided other names, birthdates, and states where he lived, the search results came back the same: “Not on File.” Once the suspicious person was transported to the jail, he was fingerprinted. Those yielded no results because of the way they were taken. The officers were stumped. They had put every bit of information they had into social media and didn’t come up with anything there either. criminal, charged with second-degree burglary, possession of burglary tools, and possession of stolen property. For six years he had been evading arrest and using false information and various aliases.

something was off, but they began to be concerned. What if they were wrongfully detaining someone? As Schaefer resigned himself to merely issuing a ticket for providing a false name and releasing the suspect, the arrested man suddenly corrected the address listed on the citation. Schaefer quickly ran the new address through CLEAR. That one piece of information yielded a real name and from that an accurate birthdate, both of which are required for a National Crime Information Center (NCIC) query or an interstate warrant check. The corrections officer ran the information through the system and the results yielded several warrant hits from different states. The suspicious character in the restaurant’s parking lot wasn’t just a guy enjoying a couple of beers in the front seat of his car. He was a wanted

After spending a few weeks in custody in Prior Lake, he was extradited to Missouri. The Prior Lake Police Department has also been informed that other law enforcement agencies are looking into possible crimes and violations connected with this individual. Schaefer finds a lot of satisfaction in bringing this criminal to justice, and credits CLEAR with being the critical factor in making it possible. “I’ve had a couple of good arrests, but this is the best one,” he says. “In the past, we didn’t have CLEAR – and now that we do, having the technology has been great. I love it!”

As Schaefer notes, the Prior Lake Police Department is a small agency and CLEAR allows officers to do a lot more investigative work on their own. “It goes to show, this program has a place in a big department or small,” he says. “The database works in different areas of law enforcement and it can be very helpful to even the small agencies and the regular street officer who’s investigating everything from a major crime to a small crime.”

THE BRIDGE BETWEEN SUICIDE AND LIFE Sergeant Kevin Briggs /(retired), California Highway Patrol Kevin Briggs spent more than 17 years patrolling the Golden Gate Bridge. During that time, he encountered hundreds of people who were troubled and had lost hope. They were ready to jump off the bridge and end their lives. INVESTIGATING THE LAS VEGAS SHOOTING SAC Aaron Rouse / FBI On October 1, 2017, Mandalay Bay security guards were dispatched to alarms from various rooms inside the hotel. Before long, they along with a crowd of concert goers in the plaza below, realized they were dealing with an active shooter. The incident remains the nation's deadliest mass shooting with 58 deaths and 851 injuries, over 400 of them by gunfire. FBI Special Agent in Charge Aaron Rouse led an investigation with information collected from nearly 1,000 agents who contributed to the investigation in the U.S. and 25 countries. THE AUSTIN TEXAS SERIAL BOMBER Chief Brian Manley / Austin Texas Police Department The Austin serial bombings occurred between March 2 and 20, 2018, mostly in Austin, Texas. In total, five package bombs exploded, killing two people and injuring another five. The suspect, 23-year-old Mark Anthony Conditt blew himself up inside his vehicle after he was pulled over by police, also injuring a police officer. Police received more than 1,200 calls about suspicious packages. Over 500 FBI and ATG agents assisted Chief Brian Manley’s police department. Representative Michael McCaul called it "probably the biggest investigation since the Boston bombings." Texas allocated $265,000 in government spending for the investigation.

Minnesota POST Board approves LEOSA Trainers, Inc. for 6 credits of law enforcement continuing education With nearly 300,000 Minnesota permit to carry holders, plus armed visitors from other states the likelihood that there may be some contact with lawfully armed citizens by law enforcement officers is greater today than ever before. There is an expectation that all law enforcement officers know the laws, but without training, that is unlikely. So, training is now available statewide. At the end of this training, participants will: 1. Be familiarized with training offered to citizens who desire a permit to carry 2. Have a better general understanding about armed citizens 3. Be familiar with Minnesota’s permit to carry law and laws related to the lawful carry and possession of firearms 4. Be familiar with citizens use of judicious force training 5.
