Enclose the space to make the garden more private. Distance it from the traffic and passers by to create a more comfortable homely space.
Add a closed shape on the pole to stop bikes being lifted over poles and stolen.
This mural is a well respected piece of street art/graffiti because of the notoriety of the artist Keith Haring who died of aids over 20 years ago. The wall has been under constant discussion of how to be preserved. Personally i think it should be left to deteriorate naturally as it was never intended to be an everlasting piece of art.
