CHAIRMAN’S MESSAGE It is my great pleasure to present the shortlist of nominees for the 2020 National Infrastructure Awards. 2020 was not the year anyone expected. However, while the 2020 National Infrastructure Awards present us with the opportunity to celebrate excellence within the sector, it also provides a unique opportunity to reflect on the way the sector has and continues to successfully navigate the various health and economic challenges that have faced Australia as a result of COVID-19. The 2020 National Infrastructure Awards recognise excellence across the sector in ten categories: • • • • • • • • • •

While COVID-19 resulted in the initial postponement of this year’s awards, I am pleased we can still acknowledge the distinction and excellence that enabled the sector to come out of COVID-19 stronger and more resilient. The Cross River Rail project involves the delivery of a new 10.2 kilometre rail line from Dutton Park to Bowen Hills, which includes 5.9 kilometres of twin tunnels, four new underground and upgraded above-ground stations. The project will improve accessibility to the Brisbane CBD while increasing the capacity and efficiency of the entire network, and helping to unlock activity in precincts surrounding the proposed stations. With an estimated total capital cost of $5.4 billion, to be fully funded by the Queensland Government, the project represents a landmark undertaking for the state. The Tunnels, Stations and Development (TSD) package is the largest PPP transaction ever undertaken in Queensland. Cross River Rail is also the largest single public transport infrastructure project undertaken in Queensland to date. The PULSE consortium, which was awarded the PPP contract, comprises CIMIC Group companies Pacific Partnerships, CPB Contractors, and UGL, alongside international partners DIF, BAM and Ghella. The Cross River Rail PPP transaction advisors have been shortlisted for the Advisory Excellence award as recognition for the scale and complexity of the transaction, which utilised a multi-package delivery structure. The Judging Panel noted this was the largest PPP transaction ever undertaken in Queensland and will play a pivotal role in the transformation of Brisbane’s public transport network.

REGIONAL RAIL FLEET PROJECT + NOMINEES: ADVISIAN, HERBERT SMITH FREEHILLS, KING & WOOD MALLESONS, KPMG, SMEC, WSP

The $2.8 billion Regional Rail Fleet Replacement Project will see new rolling stock delivered to replace NSW’s entire regional and interstate rail fleet. Procured by Transport for NSW (TfNSW) as a PPP, the contract includes the design, build, finance and maintenance of a new fleet maintenance facility in Dubbo and 29 new train sets. The project also includes the upgrade and operation of the existing rail maintenance facility in Sydenham, Sydney, and new training simulators. The contract was awarded to the Momentum Trains consortium, which will deliver the project with Construcciones y Auxiliar de Ferrocarriles SA’s (CAF SA) Civity regional rolling stock platform, which has also won contracts in the UK and Netherlands in recent years. CPB Contractors will be subcontracted by CAF SA to design and construct the maintenance facility, with UGL Rail Services providing maintenance services for the fleet and maintenance facility. The financial structure on Regional Rail involves an expiry payment (debt balloon) at the end of the initial 15-year term. The notional debt amortisation profile is put in place over the longer period of 35 years, with the expiry payment only paid to Momentum Trains if the concession is not extended for one or more of the five-year extension option periods after the initial fifteen-year concession term. The Regional Rail transaction advisors have been shortlisted for the Advisory Excellence award for the innovative financial structure adopted to overcome various challenges. The Judging Panel noted the use of the PPP model to drive commercial and financial flexibility for TfNSW, while providing value for money for the taxpayers, pricing certainty and whole-of-life asset management.

SOUTH AUSTRALIA SCHOOLS PPP + NOMINEES: AURECON, EY, KPMG, MINTERELLISON, WHITE & CASE

The South Australian Department of Treasury and Finance (DTF) project will provide two ‘Birth to Year 12’ schools in the fast-growing regions in Aldinga to Adelaide’s south, and Angle Vale to Adelaide’s north. Each of the new schools will accommodate 1,675 students, including 100 inclusive places for students with a disability and 75 childcare places, plus 211 teaching and support staff, with capacity for future expansion. Both schools will serve as community hubs, with access to facilities for community engagement, sports and recreation out of school hours. The schools are expected to open before the start of the 2022 school year. The $469 million PPP contract to design, construct and maintain the schools was awarded to TESA Education, a consortium comprising of Tetris Capital, Sarah Constructions, ISS Services, DIF Capital Partners and ANZ. ISS will maintain the schools under a 28-year operations period, with the Department of Education retaining all core educational functions. The SA Schools PPP transaction advisors have been shortlisted for the Advisory Excellence award as recognition for the outcomes this approach achieved for local communities and SA taxpayers. The Judging Panel noted the value for money outcomes of the contract – estimated to be a 24 per cent saving when compared to traditional procurement over the life of the contract – driven by innovation in delivering whole-of-life efficiencies. The Panel also commended the outcome of providing access to sporting, cultural and community facilities to fast-growing communities, which is often a major challenge.

SYDNEY METRO CITY AND SOUTHWEST AUGMENTATION + NOMINEES: ALLENS, ASHURST, EY, HERBERT SMITH FREEHILLS, MINTERELLISON, PLENARY GROUP

Representing the biggest public transport program of works in Australia, Sydney Metro City and Southwest is a new 30-kilometre metro line extending metro services from Chatswood under Sydney Harbour, through new CBD stations and south-west to Bankstown. Sydney Metro, together with signalling and infrastructure upgrades across the existing network, will increase the capacity of train services across Sydney from about 120 per hour today, to up to 200 services per hour beyond 2024. The metro network will be fully segregated from the existing Sydney Trains network between Sydenham and Bankstown, improving the reliability of services on the line. As part of the project’s delivery model, comprising over a dozen major contract packages, Sydney Metro executed a Contract Finalisation Deed with Northwest Rapid Transit, the consortium delivering Stage One of Sydney Metro. The Deed provided for potential changes to the original Operations Trains and Systems (OTS) PPP contract to take into account the delivery of extra trains and key rail systems for Stage One of the project. The Sydney Metro City and Southwest Augmentation transaction advisors have been shortlisted for the Advisory Excellence award as recognition for the complexity of relationships between project proponents (including government, Project Co, advisers and contractors) and also the challenges arising from the need to introduce flexibility into the original agreement.

UNIVERSITY OF MELBOURNE – STUDENT ACCOMMODATION + NOMINEES: ASHURST, FLAGSTAFF PARTNERS, MINTERELLISON

Ashurst advised the University of Melbourne on its first student accommodation agreement with AMP Capital through its Diversified Infrastructure Trust. The transaction, which achieved financial close in November 2018, involved 954 beds across two facilities being refurbished and constructed on behalf of the University at its Parkville campus. Ashurst then advised on the addition of a 42-year concession agreement with AMP Capital in 2019 for Melbourne Connect, an academic precinct with an additional 527 student beds. MinterEllison advised AMP Capital through the transactions. Under the agreement, the University of Melbourne will retain ownership and operational responsibility of the facility. AMP Capital bears responsibility for facilities management, which will be undertaken by Spotless, and takes occupancy risk for the 40 year operational term. The judging panel shortlisted the University of Melbourne Student Accommodation transaction advisors for the Advisory Excellence Award in recognition of the innovation in adapting and augmenting the original agreement to develop a long-term, quasi-PPP. The judging panel noted the structuring of the original agreement, which provided for Melbourne Connect to be added into the arrangement between the University and AMP Capital.

CROSS RIVER RAIL – TUNNEL STATIONS AND DEVELOPMENT PPP + NOMINEES: EY, KPMG, MACQUARIE CAPITAL, PACIFIC PARTNERSHIPS

Cross River Rail is Queensland’s largest infrastructure initiative, which includes construction of a new, 10.2 kilometre rail line from Dutton Park to Bowen Hills, 5.9 kilometres of twin rail tunnels under the Brisbane River, four new underground stations, upgrades to eight over-ground stations and the construction of three new stations on the Gold Coast Line. The Tunnel, Stations and Development (TSD) PPP, which was awarded to a consortium led by CIMIC Group companies Pacific Partnerships, CPB Contractors, and UGL, with international partners DIF, BAM and Ghella. Pacific Partnerships, DI, BAM and GI&P were project sponsors at financial close, while debt finance was provided by 11 international banks. On track for delivery in 2024, this will be the first PPP in Queensland delivered under an integrated ‘industrial equity’ model with majority participation by industrial partners across equity, delivery and operations phases. Pulse Partnerships will deliver technical and maintenance integration and commercial alignment in a way that has never been delivered before on a PPP in Queensland. The Panel shortlisted the project in recognition of the innovative and efficient financial model used, which will incorporate Queensland capital contributions during both delivery and services phases. This approach maximised debt funding available and reduced debt costs during the delivery phase, with an integrated approach to aligning incentives and managing risks.

EAST ROCKINGHAM RESOURCE RECOVERY FACILITY + NOMINEES: TRIBE INFRASTRUCTURE GROUP

The East Rockingham Resource Recovery Facility Project encompasses the design, construction, financing and operation of a greenfield Energy from Waste facility in the Rockingham Industry Zone, 40 kilometres south of the Perth CBD. The new facility will treat approximately 300,000 tonnes per year of non-recyclable residual waste from municipal, commercial and industrial sources and up to 30,000 tonnes per year of biosolids. The facility will also recover around 70,000 tonnes per year of bottom ash, which will be processed for use in road bases and other construction materials. The facility will generate 29 megawatts of baseload renewable energy and reduce emissions by more than 300,000 tonnes CO2-e per year. Developed by New Energy Corporation, Hitachi Zosen Inova Australia (HZI) and Tribe Infrastructure Group (Tribe), the facility will be owned by a consortium of co-investors comprising John Laing, Masdar, HZI and ACCIONA. Project finance was provided through a capital structure led by a senior debt group of five lenders, four of whom are first time lenders to the sector in Australia, supplemented by the Clean Energy Finance Corporation’s first subordinated debt facility, an $18 million recoupable grant from the Australian Renewable Energy Agency and an equity consortium comprising two firsttime foreign investors in Australia. The Judging Panel commended the range of unique characteristics of this project, including the range of waste, energy and financial arrangements required to establish commercial viability of the facility in an emerging and complex form of infrastructure delivery. The Panel also acknowledged the role this project has played as one of the first of its kind in Australia, creating positive momentum for other Energy from Waste projects and the development of a new domestic infrastructure market.

RAVENHALL REFINANCING + NOMINEES: TETRIS CAPITAL

The Ravenhall Correctional Centre is a medium-security men’s prison at Ravenhall, in Melbourne’s west. Opened in 2017, the prison was developed by the Victorian Government to address supply shortages for correctional services in Victoria. The project was delivered under a PPP, between the Victorian Government and the GEO Consortium, comprising GEO Group Australia, John Holland Group, Honeywell and Capella Capital. The Ravenhall Refinancing involved the refinancing of the existing bank debt through a successful US Private Placement (USPP) issuance. The USPP product had numerous benefits over a traditional bank debt solution, including the removal of refinancing risk from Project Co and the removal of base interest rate risk from the State. The $462 million, long-term senior secured, fixed rate private placement carries a strong S&P Arating with a tenor of 23 years. The refinancing through a USPP leveraged the current market conditions, being attractive long-term debt pricing due to increased competition from existing and new entrant funding providers. Combined with a historically low yield curve and a strong demand for quality Australian assets, the project benefited from opportune timing for targeting long-term debt for the infrastructure space. The Ravenhall Refinancing has been shortlisted for the Financial Excellence award to recognise the project having assisted in opening a new stream of investment for Australian PPPs, as one of the first successfully negotiated US private placements. The Panel also noted that the transaction provided benefits for the State and Project Co, and took full advantage of market conditions.

SYDNEY METRO CITY AND SOUTH WEST AUGMENTATION + NOMINEES: EY, PLENARY GROUP

Sydney Metro is the biggest public transport program of works currently underway in Australia and the biggest urban rail infrastructure investment in Australian history. The $3.7 billion Northwest Operations, Trains and Systems (OTS) PPP contract awarded to Northwest Rapid Transit (NRT) to deliver Stage One of Sydney Metro and operate it for 15 years was set up to allow it to accommodate future extensions. The augmentation process – enabling the extension of the metro network under Sydney Harbour, through the CBD and out to Bankstown by 2024 – commenced in March 2016. The OTS contract and a new PPP contract were combined to create the OTS2 PPP contract, with its size, scale and complexity unprecedented in Australia. The OTS2 PPP includes delivery of trains and systems, integration of foundation infrastructure works, and operations and maintenance of Sydney Metro until 2034. It also included refinancing of the OTS PPP debt (around $1.5 billion) and raised new debt and equity to finance the OTS2 PPP (around $1.2 billion). Sydney Metro and the NRT Parties achieved Contract Close on the OTS2 PPP on 21 November 2019 and Financial Close on 4 December 2019. The augmentation was shortlisted in recognition of the scale and complexity of the contract, with a range of challenges related to project scope, risk transfer and incentivisation that were resolved through innovative solutions, including a bid cost and reimbursement structure that incentivised the bid side Financial Adviser/Sponsor (Plenary) to drive towards financial close. The financial arrangements delivered positive outcomes for a range of parties, including strong value for money outcomes for taxpayers.

LOGAN ENHANCEMENT + NOMINEES: THE DEPARTMENT OF TRANSPORT AND MAIN ROADS, QUEENSLAND TRANSURBAN

The Logan Enhancement Project is a $512 million transport infrastructure project that has improved economic outcomes in the greater Logan area by reducing congestion and improving road safety and travel times. Developed and privately financed by Transurban Queensland, and constructed by CPB Contractors, the project was delivered on-time and on-budget. The project involved widening sections of the Logan and Gateway Extension motorways, improving key congestion hot spots and constructing new south-facing on and off-ramps on the Gateway Motorway at Compton Road. Construction was undertaken over two years, with 15 kilometres of new lanes constructed while allowing ongoing access to the Logan Motorway for 170,000 motorists each day. The Panel shortlisted the project in recognition of it being the first market-led proposal approved and completed in Queensland. The partnership forged between Transurban and the Queensland Department of Transport and Main Roads enabled the project to be completed on an accelerated timeframe, unlocking benefits for Queensland motorists sooner and minimising delays due to construction.

QUEENSLAND SCHOOLS PROJECT + NOMINEES: QUEENSLAND DEPARTMENT OF EDUCATION PLENARY SCHOOLS CONSORTIUM: DELTA FM, PLENARY GROUP, WATPAC

The $1.52 billion Queensland Schools Project is a key element of the Queensland Government’s plan for education in Queensland by catering to growing education demand in the state. Procured as a Public Private Partnership, in 2013 the Queensland Department of Education contracted the Plenary Schools Consortium to finance, design, construct, commission and maintain eight new primary schools and two new secondary schools, for southeast Queensland’s highest growth areas. The first package of schools opened at the start of the 2015 academic year, and the tenth and final school, Spring Mountain State School, welcomed its first students at the start of the 2019 academic year. Combined, the schools provide places for more than 10,000 new students and employ more than 650 staff. The judges shortlisted the Queensland Schools Project for the long-term outcomes of service quality and value-for-money locked in for the government through its partnership with the Plenary consortium, which provided 100 per cent of the equity for the project. The judges noted that the project had been delivered on-time, under budget, and had achieved strong user satisfaction.

RIVERINE RECOVERY PROJECT + NOMINEES: FEDERAL DEPARTMENT OF AGRICULTURE, WATER AND THE ENVIRONMENT, SOUTH AUSTRALIAN DEPARTMENT OF ENVIRONMENT AND WATER

The Riverine Recovery Project was the largest single investment in the Murray River wetlands in South Australia, which sought to recover up to 15 gigalitres of environmental water for the river. Through comprehensive ecological surveys, analysis, design, planning and construction of environmental regulators and other infrastructure, the project delivered environmental benefits to over 30 wetlands, and hundreds of kilometres of creeks and floodplains. The project significantly improved the ecological health of the wetlands through the re-introduction of variable wetting and drying cycles, while maximising water available to the environment by reducing evaporative losses. As part of the Murray-Darling Basin Plan, the project also enabled the return of valuable environmental water savings to the Commonwealth for environmental purposes within the southern-connected Murray-Darling Basin. The judges shortlisted the Riverine Recovery Project in recognition of the successful partnerships forged between the SA and Federal Governments and a number of Indigenous organisations, as well as local landholders and irrigators. The Indigenous partners were essential to ensuring cultural heritage was protected and preserved, and Indigenous interests and knowledge was incorporated into environmental and water management.

TELECOM TOWER TO ARCHER RIVER PROJECT, PENINSULA DEVELOPMENTAL ROAD + NOMINEES: QH&M BIRT, THE QUEENSLAND DEPARTMENT OF TRANSPORT AND MAIN ROADS

Telecom Tower to Archer River pave and seal project was delivered as the last of 18 projects as part of the Cape York Region Package, which aimed to facilitate economic growth in the Cape York region by upgrading key roads and infrastructure to better connect local communities to training, employment and economic opportunities. The project saw over 6,000 hours of employment and training for 14 local Indigenous people, as well as $3.7 million in contracts for local Indigenous businesses. The project also ensured preservation of very large boulders of cultural significance to the area and local traditional owners, as well as installation of a rest stop to enable visitors to appreciate the site. The judges shortlisted the Telecom Tower to Archer River Project in recognition of the genuine partnership established between the Queensland Government, contractors and local Indigenous communities. Arrangements with Traditional Owners unlocked significant benefits through improved outcomes for Indigenous employment, engagement and training. Infrastructure built to enable construction, such as dams, was also left for use by local graziers.

TELECOM TOWER TO ARCHER RIVER PROJECT, PENINSULA DEVELOPMENTAL ROAD + NOMINEES: QH&M BIRT

Telecom Tower to Archer River pave and seal project was delivered as the last of 18 projects as part of the Cape York Region Package, which aimed to facilitate economic growth in the Cape York region by upgrading key roads and infrastructure to better connect local communities to training, employment and economic opportunities. The project saw over 6,000 hours of employment and training for 14 local Indigenous people, as well as $3.7 million in contracts for local Indigenous businesses. The project also ensured preservation of very large boulders of cultural significance to the area and local traditional owners, as well as installation of a rest stop to enable visitors to appreciate the site. The judges shortlisted the Telecom Tower to Archer River project in recognition of the contractor’s engagement with local Indigenous communities before and during construction. The delivery of the project was managed with sensitivity and consideration to preserving the important cultural heritage of the area.

SYDNEY METRO NORTHWEST – TUNNELS AND STATIONS CIVIL WORKS PACKAGE + NOMINEES: CPB CONTRACTORS, DRAGADOS, JOHN HOLLAND

Australia’s first metro railway, Sydney Metro Northwest, opened in May 2019 on-time and $1 billion under budget. The project delivered Australia’s first driverless trains, first fully accessible railway, and an Australian-first customer safety technology. Between 2011 and 2019, more than 22,000 people worked on the project. For the Tunnels and Stations Civil Works package, delivered by a CPB Contractors, John Holland and Dragados Joint Venture, the twin 15-kilometre tunnels were delivered by four mega tunnel boring machines and handed over to the next contractor for fit-out 10 months early. Webuild (then Salini) delivered surface civil infrastructure from Bella Vista to Rouse Hill, including a four-kilometre skytrain and a 270-metre new landmark railway bridge over Windsor Road at Rouse Hill. The Panel recognised the project for the complexity of its engineering construction, including a range of unprecedented and elegant solutions to major challenges. The judges also recognised these achievements being delivered on-time and under budget as particularly noteworthy given it was the first project of its kind in Australia, and its success has helped to build support for the broader Sydney Metro program.

GUDGENBY HOMESTEAD REMOTE AREA POWER SUPPLY + NOMINEES: SOLARHUB

Evoenergy’s Gudgenby Remote Area Power Supply project involved the construction of a standalone power system to serve two heritage listed buildings at the southern end of the network in the Namadgi National Park. SolarHub were engaged to design, construct and provide ongoing maintenance to the electrical assets. This was the first time Evoenergy had engaged a solar contractor to perform work related to regulated supply and the first time SolarHub had been engaged to provide an off-grid system for a DNSP. The project allowed Evoenergy to decommission 6.5 kilometres of overhead high voltage power lines traversing through harsh bushfire prone terrain, reducing fire risk and maintenance costs to with these efficiencies fully offsetting construction costs. The judges shortlisted the project in recognition of the challenges of constructing in harsh terrain and conditions, with additional hurdles due to heritage and the location in a National Park. The Panel also noted the value for money outcome and reduced risks in a bushfire-prone area.

BANKWEST STADIUM + NOMINEES: LENDLEASE

Bankwest Stadium in Parramatta, Sydney was opened in March 2019. It was developed by the NSW Government with Lendlease as lead contractor. The $360 million project was constructed between December 2016 and March 2019. This timeframe included demolition of the old Parramatta Stadium and Parramatta Swimming Centre and construction of the new stadium. In just under two years, Bankwest Stadium was built from the ground up and opened for the enjoyment of Sydney crowds. Construction was accelerated through the use of pre-case elements, such as the seating plats, which were manufactured offsite in NSW and assembled inside the bowl while other works continued. The stadium was built using Australian steel manufactured and painted in Western Sydney, which was delivered to site ready for final assembly and lifting into place. The judges shortlisted the Bankwest Stadium in recognition of the construction of a world-class stadium that benefits local communities and sporting clubs in an accelerated timeframe. The Panel acknowledged the innovative use of pre-cast construction techniques and shortened supply chains, with the sourcing of more than $60 million in construction goods and services from Western Sydney businesses.

The Canberra Metro Consortium comprised CIMIC Group companies Pacific Partnerships, CPB Contractors and UGL, along with John Holland, Mitsubishi Corporation and Aberdeen, while CAF supplied, and now maintains the light rail vehicles. Operational services commenced in April 2019, with UGL and John Holland providing operations and maintenance services for 20 years. The project has exceeded patronage forecasts, provides a reliable and efficient link between Canberra’s growing northern suburbs and main commercial district, and represents the first stage in the ACT Government’s 25-year plan for a city-wide light rail network. The judges shortlisted Canberra Light Rail for its success in providing Canberra’s first light rail connection, and the positive momentum this creates for future stages of the light rail network. The judges noted its delivery as the first transport Public Private Partnership in the ACT, its seamless rollout and outstanding customer satisfaction results.

THE PONDS ON-DEMAND BUS SERVICE + NOMINEES: BUSWAYS, VIA

The Ponds On-Demand Bus Service, operated by Cooee Busways, provides a first and last-mile transport solution, enhancing community access to Sydney Metro and Sydney Trains services and increasing public transport ridership. Bus operator Busways was selected to run the on-demand bus service, with Via as the technology platform enabling a fully dynamic bus service, rather than a rigid system of fixed routes and schedules. The service includes six small buses which operate from 5 am until 9 pm on weekdays. The service has achieved positive outcomes, providing around 500 rides per day to commuters on average, with an average utilisation rate of 9.4 passengers per vehicle per driving hour, which is the highest utilisation rate in the world for a paid on-demand public transport service. The judges shortlisted the Ponds On-Demand Bus service for its integration with other services such as the Opal Payment system and fixed line public transport services. The Judges noted the service’s collaborative approach with government and industry, which placed user experience at the core of its service offering.

QUEENSLAND SCHOOLS PROJECT + NOMINEES: PLENARY SCHOOLS CONSORTIUM: DELTA FM, PLENARY GROUP, WATPAC

The $1.52 billion Queensland Schools Project is a key element of the Queensland Government’s plan for education in Queensland by catering to growing education demand in the state. Procured as a Public Private Partnership, in 2013 the Queensland Department of Education contracted the Plenary Schools Consortium to finance, design, construct, commission and maintain eight new primary schools and two new secondary schools, for southeast Queensland’s highest growth areas. The first package of schools opened at the start of the 2015 academic year, and the tenth and final school, Spring Mountain State School, welcomed its first students at the start of the 2019 academic year. Combined, the schools provide places for more than 10,000 new students and employ more than 650 staff. The judges shortlisted the Queensland Schools project for the industry-leading abatement of quarterly service payments, which represent outstanding operational performance for educational assets of this nature. The judges also noted the positive outcomes achieved in the standard of education and learning outcomes, which has been enabled through the long-term O&M contract of the schools to Plenary Schools.

AUSTRALIA’S FIRST MOTORCYCLE TRAFFIC RESPONSE UNIT FOR OPEN ROAD INFRASTRUCTURE + NOMINEES: GATEWAY MOTORWAY SERVICES

Australia’s first Motorcycle Traffic Response Unit, delivered by Gateway Motorway Services, is a Traffic Incident Management Service deployed along the 64 kilometres of motorway, which includes 81 bridges – one of which is the 1.6 kilometre Gateway Bridge in Brisbane. The Motorcycle Unit consists of ex-police motorcycles being deployed upon the open road network to respond to traffic incidents that occur within peak periods that consist of congested traffic queues. The motorcycles possess the advantage of being small enough to safely attend the scene via the use of carriageway shoulders and lane filtering manoeuvres. This enables incidents to be resolved quickly and safely, as well as improving road user compliance with posted speed limits. The judges shortlisted Gateway Motorway Services for its innovative design and integration into the existing motorway structure. The judges noted the project had achieved a strong performance, attending over 150 incidents in its first six months of operation, and significantly reducing incident response times and improving user satisfaction by up to 300 per cent.

HAUGHTON RIVER FLOODPLAIN UPGRADE PROJECT DESIGN + NOMINEES: ARUP, HDR

Located 50 kilometres south of Townsville, the Haughton River Floodplain is one of the most complex floodplains in Queensland, with regular flood events spreading for up to 13.5km along the Bruce Highway. The project, which is currently under construction, will replace a series of sub-standard crossings with five bridges and two cane rail overpasses to effectively remove the flood vulnerability of the Bruce Highway across the Haughton River Floodplain in regional Queensland. The project has employed world-first commercial adaptation of new technology for hydraulic assessment and modelling, and Queensland-first design innovations including the use of tubular steel piles and adapting the use of pre-stressed concrete piles to meet updated standards for earthquake load cases. These approaches reduced cost and improved delivery efficiency, saving over 2,000 linear metres of bridges. The judges shortlisted the Haughton River project for its engineering excellence, consideration of long-term sustainability and investment for the future. The judges highlighted the multifaceted challenges in overcoming these problems, especially the projects hydrology and the design considerations given for future environmental challenges.

OPEN DATA & CAR PARK APIS + NOMINEES: TRANSPORT FOR NSW

In November 2019, the Open Data and Innovation team at Transport for NSW launched a real-time car park occupancy trial at four Opal Park and Ride car parks across Sydney, enabling data to be collected and released on the Open Data Hub for use by third party app developers. As a result, NSW commuters can access real-time information about the number of parking spaces available at each of the locations, as well as predictive occupancy patterns based on historical data, via the AnyTrip app and website. Partnering Opal Park and Ride with real time data has allowed public transport customers to efficiently plan their journeys, and the app helps them make informed decisions about electing various transport modes, such as walking, cycling, or catching public transport. Opal Park & Ride protects parking spaces for genuine public transport customers by giving them up to 18 hours free parking each day when they tap on and off with their Opal card. The judges shortlisted the project in recognition of Transport for NSW’s commitment to open data and enabling third-party innovation. This was the first of a number of data feeds for publicly-owned parking assets to be made available, unlocking benefits for thousands of commuters, improving transport network efficiency and encouraging multi-modal journeys that can reduce the number of private cars on the road during peak periods.

SUPPLIER RELATIONSHIP MANAGEMENT FOR SUCCESS PROGRAM + NOMINEES: SYDNEY WATER

The infrastructure delivery arm of Sydney Water overhauled how it partners with suppliers by implementing and continually improving Supplier Relationship Management for Success from 2014-2020. This partnering framework is comprised of three best-practice features which include an embedded procurement team, regionalised structure with a panel of approved suppliers and a reward-based system that awards work based on performance. The underpinning governance structure features tracking of six Key Performance Indicators, which are published monthly and reviewed at regular meetings attended by all contractors. The model enables competition, early contractor involvement and rewards contractors for self-reporting any project issues. Under the model, supplier performance has improved by six per cent across all KPIs leading to a 15 per cent increase in cost efficiency, 10 per cent decrease in headcount, improved supplier satisfaction rates and contributed to a 30 per cent increase in the capital target. The judges shortlisted the program for its streamlined procurement process, and innovative approach to enhancing collaboration while maintaining value-formoney outcomes. The program utilised key lessons from previous packages and implemented a more transparent performance measurement system.

LOWER SOUTH CREEK TREATMENT PROGRAM + NOMINEES: SYDNEY WATER, UGL, WSP JOINT VENTURE

The Lower South Creek Treatment Program is a $500-million wastewater program comprising three staggered plant-renewal projects in Riverstone, Quakers Hill and St Marys, which will support an additional 500,000 people in Sydney’s North-West region by 2040. The program pilots a purchasing strategy and collaborative partnering model, which sees Joint Venture partner, UGL and WSP, collaboratively manage risk, share rewards and innovate using market-leading technology. Effective government partnering has translated into better commercial, environmental and community outcomes. Approximately $8 million in savings have been achieved on the completed Riverstone project, with the treatment capacity of that plant increasing three-fold. Fourteen per cent, or $53 million in savings is forecast for the combined program, alongside a 56 per cent reduction in carbon emissions and reduced asset lifecycle costs. The judges shortlisted the Lower South Creek Treatment program because of innovative approach to managing risks and rewards with delivery partners. The judges noted the co-location of teams and shared goals allowed decisions to be made and issues to be resolved faster than through traditional procurement models.

CROSS RIVER RAIL EXPERIENCE CENTRE + NOMINEES: CROSS RIVER RAIL DELIVERY AUTHORITY

Cross River Rail is Queensland’s largest infrastructure initiative, which includes construction of a new, 10.2 kilometre rail line from Dutton Park to Bowen Hills, 5.9 kilometres of twin rail tunnels under the Brisbane River, four new underground stations, upgrades to eight over-ground stations and the construction of three new stations on the Gold Coast Line. The Cross River Rail Experience Centre leverages a 3D Digital model of the project – one of the most advanced digital project models used for a rail construction initiative. The Centre aims to make visitors’ experiences more personal, immersive and interactive, using a virtual reality station, mixed reality theatre, interactive video wall and ‘maker space’ to enable a fuller experience of the project, its development, and the cultural heritage of project sites. The Centre has provided useful for community engagement and school groups, as well as engineers, planners and designers. Professionals can use the mixed reality theatre to explore options for the stations, tunnels and city precincts being developed, and to better understand issues related to cultural heritage, building heights, sight lines and density options. The judges shortlisted the Cross River Rail Experience Centre for its innovative approach to providing immersive vistor experiences. The judges noted the centre’s virtual setting facilitated feedback from disability groups and allowed visitors to gain an understanding of the Indigenous history of the sites on which the projects run. Additionally, the utility of the Centre for a range of audiences will enhance project outcomes over time.

NEWCASTLE INTEGRATED TRANSPORT + NOMINEES: AURECON, KEOLIS DOWNER, TRANSPORT FOR NSW, WSP JOINT VENTURE

Newcastle Transport, an integrated transport service for Newcastle and Lake Macquarie, is focused on delivering public transport across multiple modes of travel. Keolis Downer has been awarded a 10-year contract through which they are responsible for designing and operating Newcastle Transport bus, ferry and light rail services. In early 2018, the new bus and ferry network was launched, introducing more than one thousand extra services each week, with buses covering more ground across increased operating hours. This provided improved frequency, better connections between modes and a new on-demand service. Newcastle light rail was launched in 2019, creating a multi-modal transport network for the city. The 2.7 kilometre light rail line connects Newcastle Interchange with Newcastle Beach. It is the first in Australasia to be entirely ‘catenary-free’ – meaning that it has no overhead wires. The high frequency, turn-up-and-go services during peak times can transport 1,200 people per hour, with key improvements to the frequency of refurbished ferries, new light rail, and bus services on key corridors. In the first month of operation alone, patronage numbers on the network were almost double the forecasts. The Aurecon and WSP Joint Venture was supported by Transport for New South Wales and Downer EDI to deliver the light rail system, which forms a key part of the NSW Government’s Revitalising Newcastle program. The joint venture was responsible for delivering comprehensive design, engineering and project management. Revitalising Newcastle aims to transform the city - attract more people, create job opportunities, build public spaces, and deliver enhanced -integrated transport services. The judges shortlisted the project because of the integrated transport solution not seen anywhere else in Australia. The judges noted the extent to which the project has redefined the mobility network in Newcastle through its implementation of an innovative, integrated and multimodal system of travel, which reduced car-dependency while also catalysing urban renewal in Newcastle.

OPAL NETWORK CONTACTLESS TRANSPORT PAYMENTS (CTP) + NOMINEES: TRANSPORT FOR NSW

Contactless Transport Payments (CTP) is an Australian first in public transport ticketing, giving customers a seamless ticketing experience across all modes on the NSW Opal network. CTP enables customers to tap on and off the Opal network with credit/debit cards, smartphones and wearable devices linked to American Express, Mastercard or Visa card. Integrating CTP into the existing Opal ticketing system increases choice and convenience for customers, as well as increasing efficiencies for TfNSW. CTP customers receive the same fare and travel benefits of an Adult Opal card and can pay as they go, removing the need to pre-pay. Fare payments have been greatly simplified, adding convenience for customers and operators. For Sydney visitors, contactless is an attractive alternative to pay – enhancing the appeal of public transport. The judges shortlisted the Opal Network Contactless Transport Payments because of the substantial uptake of the technology across different modes within the public transport network and the high level of customer satisfaction. The judges noted the access the service provides for ongoing customers and tourists to the transport network through phones, smart watches and other devices.

RIVERINE RECOVERY PROJECT + NOMINEES: COMMONWEALTH DEPARTMENT OF AGRICULTURE, WATER AND THE ENVIRONMENT, SOUTH AUSTRALIAN DEPARTMENT FOR ENVIRONMENT AND WATER

The Riverine Recovery Project was the largest single investment in the Murray River wetlands in South Australia, which sought to recover up to 15 gigalitres of environmental water for the river. Through comprehensive ecological surveys, analysis, design, planning and construction of environmental regulators and other infrastructure, the project delivered environmental benefits to over 30 wetlands, and hundreds of kilometres of creeks and floodplains. The project significantly improved the ecological health of the wetlands through the re-introduction of variable wetting and drying cycles, while maximising water available to the environment by reducing evaporative losses. As part of the Murray-Darling Basin Plan, the project also enabled the return of valuable environmental water savings to the Commonwealth for environmental purposes within the southern-connected Murray-Darling Basin. The judges shortlisted the Riverine Recovery Project for Industry Choice in recognition of the positive outcomes for local environments, a number Indigenous stakeholders and communities, and business, which all rely on the Murray River.

WESTCONNEX M4 EAST + NOMINEES: CPB CONTRACTORS, JOHN HOLLAND, SAMSUNG C&T, WESTCONNEX TRANSURBAN

The WestConnex M4 East project was a landmark project for the NSW and Federal Governments, its delivery partners, and for Sydney, as it was the first tunnelled section of Australia’s largest road transport undertaking. The project provided employment and training for the more than 15,000 people inducted onto the project. The scope of work for the project included four interchanges, eight ramps, two ventilation facilities, a motorway control centre, support facilities including eight substations, extensive utility relocations and a total of 6.5 kilometres of motorway. At the peak of construction, there were 21 road headers in the ground and over 2,000 people working across 10 sites, all in the densely populated inner-western suburbs of Sydney. The motorway integrates state-of-the-art technologies including wayfinding, traffic monitoring and communication technology and incorporated innovative approaches to traffic movement and design. The judges shortlisted WestConnex M4 East for the ongoing tangible benefits the project has provided to users and surrounding communities. The judges noted the community- focused, design process and the substantial time savings for commuters.

GREAT NORTHERN HIGHWAY – MUCHEA TO WUBIN STAGE TWO + NOMINEES: GNH INTEGRATED PROJECT TEAM: ARUP, JACOBS, MAIN ROADS WA

The Great Northern Highway – Muchea to Wubin Stage Two involved the upgrade of 79 kilometres of highway across a 218 kilometre section north of Perth. Arup and Jacobs in a Joint Venture, with Main Roads Western Australia as the client, formed an Integrated Project Team to oversee the design and delivery of the the project. The $375 million project was funded by the Federal and WA Governments, and comprised seven construct-only procurement packages. The procurement strategy for the program was to create packages of work that suited mid-tier contractors, providing a pipeline of work and opportunities for them to work on the Main Roads network. The project was shortlisted in recognition of its outcomes in improving road safety, increasing freight efficiency, and being delivered on-budget. The Panel also acknowledged the broader benefits of the project, providing training and skills development for local communities and engaging with local Aboriginal workforces and businesses.

Australia’s first metro railway, Sydney Metro Northwest, opened in May 2019 on-time and $1 billion under budget. The innovative project delivered many unprecedented elements and outcomes, with Australia’s first driverless trains, first fully accessible railway, and an Australian-first customer safety technology. Between 2011 and 2019, more than 22,000 people worked on the project. For the Tunnels and Stations Civil Works package, delivered by a CPB Contractors, John Holland and Dragados Joint Venture, the twin 15-kilometre tunnels were delivered by four mega tunnel boring machines and handed over to the next contractor for fit-out 10 months early. The project required a range of innovative and complex engineering solutions to be delivered within tight timeframes. Webuild (then Salini) delivered surface civil infrastructure from Bella Vista to Rouse Hill, including a four-kilometre skytrain and a 270-metre new landmark railway bridge over Windsor Road at Rouse Hill. The Panel recognised the project for the complexity of its engineering construction, including a range of unprecedented and elegant solutions to major challenges. The judges also recognised these achievements being delivered on-time and under budget as particularly noteworthy given it was the first project of its kind in Australia, and its success has helped to build support for the broader Sydney Metro program. The judges shortlisted the Sydney Metro Northwest for Project of the Year because of the game-changing role it played in Sydney’s transport network. The success of the project built a strong social licence for future stages of the Sydney Metro program, and paved the way for other major metro projects in other parts of the country. The judges also recognised the complexity of the project’s construction, innovative approach to solving challenges, genuine partnership between government, contractors, operators and advisers to delivering the project on schedule, under budget and with strong community support and good customer satisfaction.

This is significantly higher than original forecasts as included in the project business case and approaches the patronage numbers forecast for 2021. The judges shortlisted Canberra Light Rail for Project of the Year because of the transformative role it has played in Canberra’s transport network and infrastructure investment pipeline. Stage One has far exceeded patronage targets and built strong community support for future stages of the light rail network. The new light rail system is also helping to stimulate urban renewal, supporting active lifestyles and create employment and skills development opportunities.
