STATEMENT of Purpose
Message from Peter C. Sullivan
GENERAL MANAGER / REGIONAL VICE PRESIDENT
Fiscal year 2013 proved to be another prosperous year for the facility under the management of Global Spectrum. The 20122013 season featured numerous major ticketed events including a Mexican National Team soccer match, a U.S. Women’s National Soccer team game, and a new motorsports racing event, Robbie Gordon’s Stadium SUPER Trucks. Global Spectrum and our stadium partners also continued to increase the event programming which takes place in the venue’s exterior spaces and parking lots. This past year they included five (5) recreational vehicle sales (11 total including interior events), multiple new/used car sales, ride and drive events hosted by Pirelli and Chevrolet, and Scout-A-Rama, an event attended by 10,000 area Boy Scouts during the same weekend as the International Sportsmen’s Expo. The opportunity to execute these types of events, many of which take place while different events are occurring inside the stadium, is a direct result of the operational partnership shared by Global Spectrum and the Arizona Cardinals. In addition to increases in exterior events and vehicle sales, Global Spectrum continued to secure many non-traditional stadium events including eleven (11) banquet/meeting functions, another high school prom, and a Goodwill of Arizona Career Expo. From a financial perspective, FY 2013 became the 7th year in a row in which Global Spectrum was able to provide AZSTA with an improvement to the operating budget of the facility. As a result of shared interest activities with Rojo Event Management (REM), Global Spectrum was able to achieve a net positive improvement over budget totaling $1,371,784 dollars. Since fiscal year 2007 Global Spectrum and its stadium partners have achieved a total combined savings, as compared to budget, of $9,264,809. These figures continue to be attributed to booking more events, creating operational savings, and improved food & beverage sales. Fiscal year 2013 also continued the trend of Global Spectrum creating and executing new events including the inaugural Festival Fiesta Volleyball Tournament, a Nissan New Car Sale, and two (2) weddings. As part of these efforts, the Global Spectrum team assisted and/or partnered with 3rd party producers to develop the event concepts, design floor plans, and execute marketing/ operational activities. In the case of the Festival Fiesta Volleyball Tournament, Global Spectrum partnered with a major volleyball tournament producer to create an annual reoccurring event at
the facility. In its first year the event generated over $57,000 in event value and the tournament is anticipated to grow in both size and revenue for 2014. Global Spectrum also continued to assist operationally with events staged by REM including the Big Red Rib & Music Festival, multiple vehicle sales events, and other corporate/social functions. As such, new events created by Global Spectrum and REM continued to drive incremental revenue and attendance for the stadium and its partners during 2013. In all, the stadium attracted and hosted 126 events (170 event days) and exceeded the budgeted financial benchmarks established for FY 2013. As we enter our 8th year of successful management, we remain excited about the opportunities which still exist to book and create new events and increase revenue from existing ones. As the event business continues to evolve, and consumer tastes fluctuate, Global Spectrum feels confident it has positioned the stadium well to capitalize on these changes and will continue to present first class entertainment for the citizens of Maricopa County. We are pleased to present this annual report on behalf of the Global Spectrum management team and we look forward to another successful year working with AZSTA and its board members.

Message from Tom Sadler
PRESIDENT & CEO, AZSTA On behalf of the Arizona Sports and Tourism Authority, and its board members, I would like to thank you and your staff for booking and executing another successful year of events at University of Phoenix Stadium. In addition to the Arizona Cardinals games and Tostitos Fiesta Bowl, the stadium hosted several other major events including two soccer matches; Mexican National team vs. Denmark and US Women vs. Ireland. Events including Robbie Gordon’s Stadium Super Trucks, a record eleven RV sales and the first Festival Fiesta Volleyball Tournament which generated $57,000 in event value its first year, demonstrates the facility’s multipurpose functionality and their ability to service a variety of clients/event types. In addition to the events mentioned above, the Global Spectrum staff continued participation in shared interest strategies with Rojo Event Management which drove incremental revenue for the facility and its partners. The AZSTA staff and board members appreciate the preparation and hard work required to manage the stadium in a first class manner and we look forward to another successful year working with you and your team!
Sincerely,
Tom Sadler President and CEO, Arizona Sports and Tourism Authority

Events Actual Number of Events 126 Number of Event Days 170 Attendance 1,034,915 From July 2012 – June 2013 the facility hosted 529 public and private tours attracting approximately 10,093 guests to the stadium.
Revenue For FY 2013 stadium events generated $1,089,519 in event income $340,275 in Facility User Fees and $2,529,024 in tax recapture, totaling $3,958,818.
Expenses In regard to indirect expenses, a savings of $103,728 was realized for FYE 2013 as compared to budget. This savings was realized through cost savings initiatives throughout all Global Spectrum departments.
New & Expanded Event Attraction Initiatives As a the leader in public facility marketing and public relations, Global Spectrum places a high priority on the activities it undertakes to attract/ create events and make them successful. In addition, as part of these efforts, our team provides show producers/clients with marketing and promotional services which aid in achieving some of the event numbers listed above. Listed below are some of the highlights from FY 2013: • The Global Spectrum in-house marketing and public relations department was, once again instrumental in promoting major, non-Cardinals, stadium events and many of the facilities’ trade and consumer shows. The activities consistently included online and social media marketing, placement of paid media, public relations/press release writing, grass roots activities, and the handling of onsite and media interviews/events. During events such as Stadium SUPER Trucks, Mexico vs. Denmark, and The U.S. Women’s soccer match, the department acted in many roles ensuring the financial success of each event for the facility.
• From a technical standpoint, Global Spectrum continued to utilize its national GPS sales/lead generating system to share business leads throughout the companies’ 115 venues. As such, the facility was able to secure the LEGO KidsFest consumer show for July 2013. The event had taken place at a Global Spectrum managed venue in Richmond, VA, and a referral, and positive experience, generated from that facility assisted the stadium in securing the show. Global Spectrum also utilized its media monitoring service, TV Eyes, to capture and share with event producers/partners video news clips and media coverage generated by publicity efforts and marketing. • In addition to executing marketing efforts on behalf of existing events, the Global Spectrum sales & marketing team continued its efforts to secure large scale public and private events for the facility. As such, Global Spectrum completed, or assisted in the preparation of, numerous RFP responses and event attraction proposals during FY 2013. They included proposals to host WrestleMania (2015-2016), the new college football national semifinal game, a Mexican National Soccer Team match, a major concert event, and an international soccer game featuring Real Madrid. In addition, the sales & marketing team participated in numerous industry events and site visits in an effort to grow bookings in the corporate, social, and youth sports event categories. • During 2013, the stadium continued its participation in the Global Spectrum cooperative advertising program designed to pool marketing funds and enhance national exposure for the facility. The stadium was once again marketed, at a substantially discounted rate, in major industry publications EXPO Magazine and Trade Show Executive. In addition, the stadium was represented by Global Spectrum’s national sales team at industry trade conferences including the National Association of Consumer Shows and the International Association of Exhibitions. • On February 16-18, 2013 Global Spectrum created and executed it’s firstever, in-house promoted, girls volleyball tournament. The event was formed in partnership with a 3rd party promoter and featured 165 teams competing on 26 courts on the stadium floor. The tournament, which required over a year of planning, marketing, and logistics, created over $57,000 in event value for the facility. It is anticipated that the event will grow in 2014 to include over 200 clubs from across the country and Canada.
Shared Interest Strategies • Cross-promotional opportunities for Global Spectrum, the Arizona Cardinals, and the Rojo companies continued to expand under the shared interest strategies adopted in 2010?. During FY 2013 the partners worked together in promoting events including LEGO KidsFest, Scout-A-Rama/Sportsmen’s Expo, two international soccer events, and multiple car/vehicle sales events. In addition, the entities assisted each other from an operational standpoint during the Tostitos Fiesta Bowl, the REM promoted Big Red Rib Fest, and preparations for the first year of Cardinals Training Camp at the facility.

Guest Services Program Our team wants to go above and beyond our customer’s expectations to make sure they are appreciated. The “How Are You Doing?” philosophy is a facility-wide customer service program which puts the customer first. It is a simple way to ensure that every customer has the best experience
The University of Phoenix Stadium continues to utilize the popular, Global Spectrum developed, customer service program How Are You Doing’? As part of the program, employees at the University of Phoenix Stadium welcome visitors with a smile and a “How Are You Doing?”
possible each time they visit the stadium. All full-time and part-time employees at The University of Phoenix Stadium are introduced to this philosophy when viewing the “How Are You Doing?” video, featuring stadium employees, and at customer service training sessions. In addition, a yearly staff rally is conducted at the beginning of each season to reinforce the principles of the program in a fun and interactive format that recognizes employees for a job well-done. Our goal at the University of Phoenix Stadium is to make every visitor’s first impression and lasting memory a positive one. The “How Are You Doing?” program encourages staff to go out of their way to make every guest feel more comfortable and treat them with courtesy during their stay. Customers are our “Most Valuable Players” and their experiences are what count the most. This philosophy gives our customers a chance to provide us with feedback on how we’re doing, as well as a chance to let us know how they’re doing. By asking the simple question “How Are You Doing’?” the staff at the University of Phoenix Stadium will constantly evaluate the satisfaction and enjoyment of every guest who enters the building. We believe it is the best way to provide the greatest customer satisfaction to all guests.

Guest Services Program During FY 2013, the Global Spectrum staff continued to utilize proven guest relations strategies to engage our patrons and encourage employees to promote and practice great customer service. These principles are reinforced by our “You Crew” team members who actively publicize the program during major stadium events. Global Spectrum also asks stadium vendors and suppliers to embrace the HAYD principles and the program continues to receive positive reviews from promoters who send us in letters praising the customer service demonstrated by our staff. As a way to reward our team members, employees are invited to learn and use the top ten principles of the program while at the facility. Employees who do so, and go out of their way to provide excellent customer service, are rewarded by receiving “You’re doing Great” cards. Annual Stadium Staff Rally FY 2013 became the 7th consecutive year that Global Spectrum hosted an annual employee rally to prepare all of the different stadium partner staffs for the coming season. The event traditionally serves as a vehicle to reinforce the customer service principles that we expect our staff to display as part of the HAYD program. Every year the rally has provided our employees the opportunity to learn about trends in customer relations and any new technology or changes related to the program. The annual rally also works to reward our full and part-time staff and allows them meet and interact with new team members. For the first time ever, the event was emceed by the Arizona Cardinals Spanish language radio broadcast team of Gabriel Trujillo and Rolando Cantu. The duo brought a Latin flare to the event with rousing renditions of famous Cardinals play-by-play calls from years past. The crowd was also treated, once again, to a sing along HYAD parity song, set to the backdrop this year, of “Let it be by the Beatles. In addition, video messages from Head Coach Bruce Arians and multiple Cardinals players were played prior to an in-person message from Team President Michael Bidwill. The evening also included the ever-popular raffle prize drawings, dinner, and a ceremony for the stadium employees of the year.

Customer Satisfaction Surveys The performance of Global Spectrum at the University of Phoenix Stadium continues to be measured through the use of a client satisfaction survey system. During FY 2013 the stadium switched to a new more user friendly/functional system with the national online survey company Survey monkey. The new surveys are sent via email to each licensee (promoter). Our customers are asked to rate their experience at the facility in a variety of areas. These areas included building cleanliness, staff knowledge, patron safety, professionalism, staff attentiveness, and overall impression of the facility. Global Spectrum has consistently maintained exceptional averages in these areas. In FY 2013 the Global Spectrum staff maintained a combined average rating of 4.81, out of a possible 5. In addition, when asked if clients would recommend booking the stadium to others, and using it again for their own events, the response, for the fourth year in a row, was a perfect 100%.

FY 2013 Signature Events Arizona Cardinals Football Games
AIA State Football Championships
2012-2013 was an exciting year on the field, and in the stands, for the Arizona Cardinals. The team continued its streak of selling out all home games, bringing the total, since 2006, to 73 straight games. During this time the stadium hosted over 634,000 fans, and new during 2012-2013, was the opening of the stadium’s plaza area for fans to enjoy prior to gates opening. As part of its major game day responsibilities, Global Spectrum continued to assist the club in numerous areas including enhanced plaza/security screening, TV productions, and sponsor activations.
On November 24, 2012, the University of Phoenix Stadium hosted another Arizona Interscholastic Association Division I 5A High School Football championship game at the facility. This marked the 7th year that the facility played host to event. This year’s match up featured Chandler Hamilton vs. Mountain Pointe with the Hamilton Huskies coming out on top 31-16.
42nd Annual Tostitos Fiesta Bowl
During FY 2013, the Global Spectrum staff created and produced the first ever Festival Fiesta Volleyball Tournament at the facility. The 3 day event played host to over 170 female volleyball teams from throughout the southwest and generated over $57,000 in event value for the stadium. With the stadium floor filled to capacity (24 courts) this year, the goal is to expand the tournament in 2014 and make it an annual signature event for the facility. The event also was responsible for 320+ hotel room nights in Glendale and surrounding areas and the hope is to double that number in future years.
August – December 2013
January 3, 2013
The stadium’s 9th college bowl game, the annual Tostitos Fiesta Bowl game, was hosted on January 3, 2013. Once again stadium partners, Global Spectrum, the Fiesta Bowl, and the Arizona Cardinals worked together to execute all of the onsite pre-game parties and associated pageantry for the event. Each year the event requires extensive pre-planning and coordination between the parties and the game continues to be recognized as one of the best produced bowls in the country. This year’s game featured two top ten teams, Oregon and Kansas State, in a match up that again drew large groups of visiting fans to metro Phoenix at the beginning of January.

Robby Gordon’s Stadium Super Trucks April 6, 2013
On April 6th the stadium hosted the inaugural event of Robby Gordon’s Stadium SUPER Trucks (SST) racing series. The high flying event featured a new breed of off-road racing which drew over 20,000 attendees to the facility for a night of motorsports action. The show was also taped for national broadcast on NBC. From a revenue standpoint, the Global Spectrum staff was able to sell in excess of $35,000 in premium seating and the event generated substantial parking and food and beverage income. As part of the first time event, 6,000 yards of dirt were trucked in and the Stadium received rent for 9 days of technical/production rehearsals.

U.S. Women National Soccer Team vs. Ireland December 1, 2012 The U.S. Women’s National Soccer Team returned to the Greater Phoenix area on December 1, 2012 when they faced off against the Republic of Ireland’s national club as part of their Fan Tribute Tour. The teams again used the favorable Arizona climate to train in metro Phoenix prior to the match which accounted for additional hotel room nights during their respective stays. The game marked the return of the women to the venue almost a year to the day since they tied Sweden 1-1 at the stadium in November 2011.

Mexico vs. Denmark January 30, 2013 The facility continued to host major international soccer matches during FY 2013 when Mexico’s National team played Denmark to a 1-1 tie in front of 43,345. The game, promoted by Soccer United Marketing (SUM), featured a Mexican side who had not been to the venue since the 2011 Gold Cup, thus generating one of the largest soccer crowds in the stadium’s history. Based on the success of the match, it is anticipated that SUM will continue to bring international matches to the facility and consider it in future years for the Gold Cup Tournament.

Graduation Ceremonies — 2013 During FY 2013 the facility hosted 23 graduation events, 21 High School commencements, and 2 collegiate ceremonies. The University of Phoenix Stadium remains the premiere venue for large scale High School and College commencements in the greater Phoenix area. The 21 High School ceremonies in one year set a new record for the facility and the collective events brought close to 90,000 graduates/attendees through the venue. The stadium’s reputation for hosting logistically successful ceremonies, and our ability to host multiple commencements on the same day, also continues to provide us with new/future booking opportunities in this event category.

Facility Improvement Projects Each year Global Spectrum plans and completes numerous facility improvement projects to achieve cost savings/efficiencies, generate new revenue opportunities, or enhance the guest experience at the venue. Listed below are some of the projects completed in FY 2013. Major Lighting Fixture Retrofit
Refinishing of Colored Concourse Floor Areas
As part of a concerted effort to reduce power consumption, Global Spectrum worked with the stadium’s utility provider to negotiate discounted pricing on new energysaving fixtures with extended-life lamps. Utilizing the new equipment, the staff accomplished the following retrofits:
In the continued effort to enhance the durability and color of the stadium’s concrete entry and exit rays, Global Spectrum worked with a contractor to complete as many rays as possible this past year. We have worked primarily on the club and main levels and changed the top coat finish product to improve the durability and look of the rays. Work was done in coordination with event schedule and activities planned. The process will continue throughout 20132014 to complete the upper levels of the facility.
•Replaced 100 fixtures on the service level and reduced the total number of utilized lights from 170 to 100. •Converted over 300 lights on the main concourse, and under the south bridge, from metal halide to CFL fixtures •Replaced 25 fixtures in the loading dock/lot A area with LED/induction lights. As a result of these changes, and other prior cost saving measures, it is anticipated the facility will achieve a 15-20% electrical usage savings each month. The facility also received rebates from our utility provider for converting to new energy saving fixtures. In addition, a savings will be realized in service maintenance hours and the new lamps will provide enhanced light coverage in these areas.
Gutter Installation To reduce water damage, and associated maintenance, Global Spectrum contracted a vendor to install a gutter drainage system to capture and redistribute rain water at the entry/exit area near section 128. This was designed as a sample area to test the effectiveness of controlling the water flow during storms. The system allows for the majority of run off to be redirected around the doorways/entrances and eliminates the waterfall effect at the doorways. Moving forward the plan is to add to the number of entry/exit areas, including the administrative entrance, to alleviate rain water issues during Arizona’s monsoon season.
34
FACILITY Improvement Projects
Field Level Restroom Retrofits During FY 2013, Global Spectrum retrofitted all of the remaining public/service level restrooms with appropriate waterless urinals and hand dryers. As such, all public men’s rooms in these areas now contain waterless urinals/hand dryers and costsaving hand dryers were installed in the 5 women’s rooms.
Conversion of Exterior Water Fixtures In our continued effort to repurpose seldom used drinking fountains, Global Spectrum contracted a service contractor to remove four drinking fountains from the plaza and replace them with dual purpose ports. The four areas now have a ¾ inch and 1 ½ inch ports for hose connections, and are secured by a locked cage. Converting these fountains to more useful purposes provides a cost savings in running hoses from across the plaza to the gates or from disconnects in the landscaping areas to supply water for our port-a-cools and vendors. It also provides us with an alternate water source for events.
Composting As part of increased efforts to recycle refuse and food waste, Global Spectrum engaged the facility’s waste management company to set up a composting program to collect direct food waste from the stadium kitchen and suites. The program helped reduce food waste tonnage to the stadium’s trash compactor by close to 18 tons and the compost material is diverted from the landfill for use as fertilizer. The program has proved successful and we are now considering expanding the composting efforts to other areas of the facility.
Industry Associations & Trade Groups Global Spectrum continues to be involved in leadership roles with numerous civic and industry related organizations. This participation allows us to keep a pulse on local and national industry trends and maintain consistent interaction with business leaders, event producers, and venue management professionals. These public relation and industry advocacy efforts also allow the stadium to be positioned well, and recognized within, national industry publications and trade organizations.
Associations This past year Global Spectrum actively participated in the following industry trade organizations and pier groups: International Association of Exhibitions and Events (IAEE) Greater Phoenix Convention & Visitors Bureau (GPCVB) Arizona Office of Tourism (AOT) Phoenix Regional Sports Commission (PRSC) Glendale Convention & Visitors Bureau (GCVB) Stadium Managers Association (SMA) Valley Hotel & Resort Association (VHRA) Meeting Planners International (MPI) International Association of Venue Managers (IAVM) Arizona Lodging & Tourism Association
Awards (IAVM) Venue Excellence Award for stadiums During FY 2013 the stadium received the coveted International Association of Venue Managers (IAVM) Venue Excellence Award for stadiums. The Venue Excellence Award was created to annually recognize each of the four IAVM venue types (convention centers, stadiums, arenas and performing arts centers) which demonstrate excellence in management of public assembly venues and service to their respective communities. As the recipient of the award, the stadium demonstrated how it excelled in the four criteria listed below and how its staff delivers a positive customer and client experience at the facility. • Operational Excellence • Teambuilding/Professional Development • Safety & Security • Service to the Community

Community Involvement The University of Phoenix Stadium Staff continues support our local community by engaging in various cause events and activities throughout the year. Since its inception in 2011, the Global Spectrum Community Service Committee has selected numerous different benefactors for our non-profit outreach and encourages all stadium staff to participate. During FY 2013, University of Phoenix Stadium staff participated in four (4) different charity events, in addition to supporting numerous organizations through the donation of event tickets and other in-kind items. Listed below are the community service initiatives executed in FY 2013. Ronald McDonald House As part of the community service program, a group of stadium employees prepared meals for children and adults at the Phoenix Ronald McDonald House. Having first volunteered at the house in 2011, the Global Spectrum staff returned in FY 2013 to donate and prepare a meal to its residents and staff. Ronald McDonald House provides families with children in area hospitals a place to stay and eat while their kids receive treatment.

COMMUNITY Involvement
Mothers Against Drunk Driving (MADD) March FY 2013 saw the third year that stadium employees participated, as a group, in the Mothers Against Drunk Driving (MADD) March. The event, which raises money and awareness of the dangers of drunk driving, took place at the Phoenix Zoo. The Zoo provided fun scenery along the designated walk route. Over 25 stadium employees and their families took part in this year’s March. AWEE Clothing Drive This year Global Spectrum and its stadium partners S.A.F.E. and Rojo Hospitality Group hosted a clothing drive benefiting AWEE (Arizona Women’s Education & Employment). AWEE is a workforce development organization focused on training and educating participants, both men and women, to excel in the workforce. The clothes collected specifically went to the Father’s Day Shop for Free Event. Employees from Global Spectrum, S.A.F.E. and Rojo Hospitality Group were able to collect over 1,000 pieces of clothing donating the largest volume of men’s clothing in AWEE’s history. Public Safety FY 2013 proved to be another highly successful year for public safety at the University of Phoenix Stadium. The facility continued to host nationally/internationally recognized events and guests while maintaining its excellent safety record and award winning security practices. During this time the stadium was free of any major security related incidents and, once again, was viewed as a model for instituting the NFL’s public safety initiatives. Listed below are some of the accomplishments/public safety highlights from FY 2013:
• For the 5th straight year the facility received a level 1 rating (highest rating possible) from the NFL in meeting or exceeding the NFL Best Practices Security Directive • Fully implemented the NFL mandated “hand wanding” security screening for all fans attending Arizona Cardinals Games & employed the same policy at the 2013 Fiesta Bowl game • Completed a facility-wide fire prevention evaluation and analysis • Worked with local, state, and federal law enforcement agencies to conduct active shooter training exercises and table-top disaster readiness programs • Attended NFL and National Center of Spectator Sports Safety and Security conferences to assist in formulating the new “clear bag” policy for the 2013 NFL season Additionally, we continue to work closely with local law enforcement, state officials, and federal homeland security departments in ongoing assessments, planning, and mitigation of threats against the facility and our guests.

GLOBAL SPECTRUM LOOKS FORWARD TO A SUCCESSFUL 2012-2013 During FY 2013 the stadium continued to be recognized as one of the busiest in the country and Global Spectrum anticipates maintaining that status during FY 2014. As such, the management staff has been working in earnest to grow the facility’s bookings and diversify its event schedule. In addition to announcing the venue will host college football national semifinal games (2016 & 2019) during this past fiscal year, Global Spectrum is hopeful to secure other events during 2013-2014 which may include a major concert, an international motorcycle expo, an expanded youth volleyball tournament, and the return of the hugely successful LEGO kidsFest. To ensure these results, the Global Spectrum team will continue to engage our local and national event producer contacts to program the facility or have them consider new event concepts for the venue. We will also assist the Arizona Cardinals in shared interest strategies with the goal of increasing exterior/parking lot events and corporate/social functions. In addition, we will continue to work with TV production companies, Destination Management Company (DMC) partners, and enthusiasts clubs, to book new commercial shoots, corporate team building events, and car/ motorsports shows. In the sporting event category, Global Spectrum is confident that the facility will secure one or more major soccer events during 2013-2014 and interest in the venue remains strong amongst sports content producers. In addition, Global Spectrum will be responding to, and/or assisting with, requests for proposals for events including the NCAA’s Final Four Men’s Basketball Tournament, CONCACAF’s Gold Cup Soccer Tournament, College Football’s National Championship Game, and other major sporting/entertainment events.
