uprising, Vulindlel’ eJozi seeks to create opportunities for economically disengaged youths by removing barriers hindering them from entering the jobs market. The programme channels registered youths into five opportunity streams: formal employment, micro-enterprise/micro-franchise, formal training towards identified employment channels, work experience placements, and baseline literacy and numeracy upgrades. Since its launch, the R150-million initiative, a partnership between the City and Harambee Youth Accelerator, has identified more than 45 000 skills training, employment and internship opportunities, from which 19 117 candidates have already benefited. To date the programme has more than 100 000 registered candidates. It aims to achieve its target of 200 000 candidates by July 2016. “We’re a city where the young lead the call for transformation, demanding the opportunity to work, to improve their lives and become the best they can be. A city that knows that with just a little help, our youth are not the challenge some think them to be, but our greatest asset,” says Mayor Tau. Jak Koseff, Special Adviser on Priority Projects in the Executive Mayor’s Office, says Vulindlel’ eJozi will step up and intensify its corporate mobilisation drive, upscale basic skills upgrades and

expand its enterprise development offering. Linked to Vulindlel’ eJozi are the Jozi Digital Ambassadors and Massive Open Online Varsity (MOOV) Network programmes. The two initiatives see Vulindlel’ eJozi candidates channelled into these employment or upskilling and training opportunities. Koseff says the R80-million Jozi Digital Ambassadors programme aims to foster and improve basic digital literacy and online mobile literacy in communities and promote the City’s free Wi-Fi. Driven in partnership with the University of Johannesburg, the programme’s aim is to deploy 3 000 digital ambassadors to activate 750 000 Johannesburg homes.

inance Minister Pravin Gordhan’s first comeback National Budget tabled on Wednesday afternoon in Parliament was relatively calm and workmanlike one after all the expectations of tax hikes and spending cuts amid tough economic times. Personal income tax rates were not increased as was expected and as Nhlanhla Nene did last year, although about R18bn more will be collected in 2016/17. This will mostly be through yet another big increase of 30 cents per litre in the fuel levy as well as increases in capital gains tax, property transfer tax and an increase of about 7% in the usual sin taxes (alcohol and tobacco) A new tyre levy and a tax on sugar intake (only next year on sweetened beverages) will also be introduced. The expenditure ceiling was also cut by R25bn over the next three years to bring the budget deficit down to 2.4% of gross domestic product by 2018/19, and to stabilise debt as percentage of GDP around 45% of GDP. The public sector wage bill will be cut, but provision for contingencies like drought relief and additional spending has been made and increases in expenditure on for example on higher education and small business development continue. Gordhan stressed that the government would not burden South Africans with “austerity measures”, and that social grants will also be raised. • The budget deficit will fall from 3.2% in 2016/17 to 2.4% in 2018/19 (3.9% in 2015/16). • Debt stock as a percentage of GDP is expected to stabilise at 46.2% in 2017/18 (43.7% in 2017/18). • Government will lower the expenditure ceiling by R10bn in 2017/18 and R15bn in 2018/19 by reducing public sector compensation budgets. • An additional R18.1bn of tax revenue will be raised in 2016/17, with R15bn more in each of the subsequent two years. Spending programmes over the next three years • R457.5bn on social grants. • R93.1bn on transfers to universities, while the National Student Financial Aid Scheme receives R41.2bn. • R707.4bn on basic education, including R45.9bn for subsidies to schools, R38.3bn for infrastructure, and R14.9bn for learner and teacher support materials. • R108.3bn for public housing. • R102bn on water resources and bulk infrastructure. • R171.3bn on transfers of the local government equitable share to support the expansion of access of poor households to free basic services. • R30.3bn to strengthen and improve the national non-toll road network. • R13.5bn to Metrorail and Shosholoza Meyl to subsidise passenger trips and long-distance passengers. • R10.2bn for manufacturing development incentives. • R4.5bn for national health insurance pilot districts. Tax proposals • An amount of R9.5bn will be raised through increases in excise duties, the general fuel levy and environmental taxes. • Limited fiscal drag relief of R5.5bn will be

implemented for individuals, focusing on lowerand middle-income earners. • Adjustments to capital gains tax and transfer duty will raise R2bn. The effective rate on capital gains tax for individuals will rise from 13.7% to 16.4%, and for companies from 18.6% to 22.4%. Transfer duty on property sales above R10m will be raised from 11% tot 13% from March1 2016. • Government proposes to introduce a sugar tax on 1 April 2017 to help reduce excessive sugar intake. • A tyre levy will be implemented, effective October 1 2016. • The general fuel levy will be raised by 30c/litre to R2.85/l for petrol and R2.70/l for diesel, effective April 6 2016. The Road Accident Fund levy will stay the same on 154c/l as it will be replaced by the Road Accident Benefit Scheme. • Tax credits on medical scheme contributions are increased to maintain the current level of relief in real terms. • The plastic bag levy is increased from 6c to 8c per bag. • Personal income tax will bring in 37.5% of government revenue, company tax 16.9%, VAT 25.6% and fuel levies 5.5%. Radovan Krejcir Sentenced Johannesburg – Radovan Krejcir has been sentenced to an effective 35 years behind bars. The Czech fugitive is in prison for attempted murder, drug dealing and kidnapping. His five co-accused were sentenced to 15 years each. Earlier, Krejcir launched four applications, but they were denied in South Gauteng High Court. Krejcir asked to have his cuffs removed, to call his lawyer, to call witnesses and requested special entry. He then accused the judge of showing bias, saying he hasn’t been given a fair opportunity to argue his sentence. Krejcir says he will be appealing his 35-year prison sentence. Judge Colin Lamont argued that he has been given ample time.

She said that she will be away from all the group’s performances starting in March to focus on her ancestral calling. According to The Soil, the search was “open to all female vocalists who believed they had

Matshoba from Dobsonville, Soweto got the ultimate prize.” Theo said that it came as a shock when she was announced the #ExperienceTheSoil winner. “More than anything, I am shocked because the ladies there were really talented. Buhle’s shoes are really huge to fill, but I am not trying to be her, I just want to make her and the group proud”, said Theo Matshoba.

Cape Town – A Cape Town toddler remains in a stable condition in hospital after falling out of a moving train carriage and landing on the railway track. The incident was reported between Diep River and Heathfield stations yesterday. The two-year-old was with her parents at the time. There are unconfirmed reports the train’s doors allegedly opened before coming to a halt at the station. The Red Cross War Memorial Children’s Hospital spokesperson Angelique Jordan said, “The two-year-old girl was admitted with head injuries yesterday, but she is conscious and in a stable conditions.” Metrorail says the matter is under investigation.

World’s poorest nation heads to the polls Opposition warns no easy poll victory Niamey - Niger’s opposition warned there would be no easy victory at the polls for incumbent Mahamadou Issoufou despite his vow of a first-round “knockout” blow, as voting continued. Issoufou is seeking a second five-year term. In an interview with AFP last week, the 63-yearold leader said he was “absolutely” confident of a swift victory in Sunday’s first round of the poll. “If (Issoufou’s) knockout blow fails, that will be a victory for us and a setback for him, because he made a point” of pledging a quick outright win, said Oumarou’s spokesperson Moussa Harouna. Should he fail to win a firstround victory, his rivals, who have accused him of planning to rig the result, have agreed to unite behind whoever scores highest among them.

Bujumbura - A dozen people were injured in at least 10 grenade blasts overnight in Bujumbura, police said, as UN Secretary General Ban Kimoon visited Burundi. An officer said two soldiers were among the injured as well as civilians after the series of explosions in outlying parts of the capital. Ban arrived in Bujumbura on Monday afternoon, hoping to bring fresh impetus to stalled efforts to resolve the 10-month-old crisis that has left more than 400 dead, caused over 240 000 to leave the country and seen violent attacks in the capital become routine. The UN chief is due to hold talks with President Pierre Nkurunziza on Tuesday after meeting with leaders of political parties and civil society. Afterwards Ban will travel to the Democratic Republic of Congo on the second leg of an Africa tour that will also take him to South Sudan, where civil war erupted in December 2013. At least four people were killed in attacks ahead of Ban’s arrival Monday. It remains unclear who carried out the grenade blasts, which have increased in the past few weeks. Security forces, rebels and the opposition all blame each other for the killings. Credit goes to the security forces for ensuring the UN chief’s visit was “less violent” than expected. Most of the grenades exploded in deserted places, which shows that these criminals only want to show the UN secretary general that there is no security.

Zimbabwe seizes unlicensed mines Senegal President Macky Sall

“Today the government is taking over mines in Chiadzwa and Chimanimani” Harare - Zimbabwe on Monday said it was seizing diamond companies that were operating without licences and had spurned an offer to join a state conglomerate. “Today the government is taking over mines in Chiadzwa and Chimanimani,” Mines Minister Walter Chidhakwa (pictured) told a news conference in the capital. “The government is hereby requesting the diamond companies to stop all operations and shut down all processes, to cooperate in the handover and takeover and to immediately vacate the mining areas without any items,” he said. Zimbabwe last year ordered diamond companies, including joint ventures with Chinese companies mining

gems in the eastern Marange, to come under the aegis of the Zimbabwe Consolidated Diamond Company government conglomerate. The company was formed “to explore, recover and sell all diamonds in Zimbabwe” following concerns over the disappearance of diamonds and trading on the black market, leaving only little revenue trickling into state coffers. “It has since come to our attention that the joint venture companies have been operating illegally as permits which had been granted expired and were not renewed over the last four or five years,” Chidhakwa said. The government announced plans last year to merge a total of six companies operating in Marange in the eastern Manicaland province - including one wholly-owned by the state - into a single entity. Chidhakwa said authorities wanted to retain control over diamond regions unlike some west African countries which he said had been destabilised by rogue trading.

Senegal opposition slams President Macky Sall Dakar - Senegal’s main opposition party has accused President Macky Sall of going against a constitutional mandate after he announced that he will complete a seven-year mandate that runs until 2019. According to a statement released by the Senegalese Democratic Party (SDP), the president “failed in his duty” as he went back against his word. Sall had told voters in the West African country in 2012, that he would shorten his current term by changing the constitution. While the U-turn is not expected to destabilise the country, it could prove politically costly for Sall. Sall said he will hold a March referendum on a package of constitutional changes, including the shorter mandate, although they will only take effect after the current term. The leader’s promise to shorten the presidential term was welcomed in a continent marked by leaders eliminating or extending term limits. Sall’s statement sticking to a seven-year term comes at a time Yoweri Museveni goes into office for the fourth decade as one of Africa’s longest serving leaders, after Equatorial Guinea’s President Theodore Obiang Nguema Mbasogo, Angola’s Jose Eduardo Dos Santos, Zimbabwe’s President Robert Mugabe and Cameroon’s Paul Biya.

Pacquiao loses Nike sponsorship

hilippine boxing hero Manny Pacquiao is holding sponsorship negotiations with sports apparel companies after US giant Nike dropped him over his controversial comments on same-sex couples, his business manager said Tuesday. Nike cut ties with the eight-time world champion last week after he described gay couples as “worse than animals”. The 37-year-old’s comments, which Nike described as “abhorrent”, touched off a firestorm of international criticism, particularly from US athletes and the lesbian, gay, bisexual and transgender community. “There are several already now in the pipeline. They (the Pacquiao camp) were actually negotiating with some already,” Pacquiao business manager Eric Pineda told AFP without naming the companies. He said they included a “multi-million-dollar” brand that would likely replace Nike as the supplier of Pacquiao’s sports gear. Pineda also said no Philippine-based companies had dropped Pacquiao as a commercial endorser despite the furore over his comments. “They will still be sponsoring Manny. Just look at his shorts,” he said, referring to commercial logos that cover the training togs of Pacquiao, who is preparing to fight US foe Timothy Bradley in Las Vegas in April and then retire from boxing. Pacquiao, a national hero in the Philippines, has made a fortune endorsing products and brands ranging from automobiles, motorcycles, car batteries, pizzas, beer, a bank and even property firms. A devout Christian, Pacquiao has issued a public apology while also defending his comments, saying he was merely quoting the Bible.

Johannesburg - Kaizer Chiefs dropped points in the Absa Premiership after playing to a 1-1 draw against Polokwane City at the FNB Stadium in Johannesburg on Tuesday night. The result leaves Chiefs in third place on the league standings with 39 points, seven adrift of leaders Mamelodi Sundowns, but having played a game more. The draw for Polokwane see them remain in 13th place with 22 points from 21 games. Chiefs started positively with the first effort on goal in the fourth minute when Camaldine Abraw got on the end of a George Maluleka cross, but the former headed wide of the target. Polokwane threatened for the first time in the tenth minute when Muzikayifani Ngidi met a cross from Thobani Mncwango, but his header also went inches wide of the post. Maluleka came close to breaking the deadlock five minutes later when Lucky Baloyi slipped him through on goal, but the Glamour Boy was superbly denied in a one-on-one situation with the keeper.
