he best of the City of Joburg will be on display this summer as Joburg Tourism embarks on a mission to showcase and educate the public on the landmarks that have made this world-famous city the envy of all.

Speaking at the launch of the Joburg Tourism Spring campaign last Friday acting CEO of Joburg Tourism Phelisa Mangcu said the city had a lot to offer by way of entertainment spots, restaurants and hotels, that it had become necessary to promote and showcase them to the general public.

“It was with this in mind that the

entity collaborated with the Vega School of Brand Leadership to sponsor a photographic competition. The competition, titled ‘Capture Joburg’, is aimed at encouraging, promoting and recognising the city’s young photographers; and promoting ‘Destination Joburg’ through photography on an ongoing basis.”

Joburg Tourism sponsored two of awards: the overall prize, which carried R12 000 in the form of a voucher from Kameraz, won by Lerato Maduna, for her entry titled ‘Larger in the City’; and the runner up prize of R7 000, also from Kameraz, which went to Tessa Voler, for her entry titled’ City 2’.

The other six winners will attend short photographic courses at Vega School. They are Denis Smit (Sports and Outdoor); Alex Masu (Eco Environment); Ihsaan Haffejee (Lifestyle); Bredtt Steele (Panaromic Landscape); Timothy Gerges (Fashion and Shopping) and Ursula Du Plooy (Open Category).

Mangcu said the city had come up with new products. These were ‘Capture your Joburg Spot’ and ‘Discover Your Backyard’. The photographs will be exhibited at the Vega School of Brand Leadership for a week. Thereafter they will be displayed at Tourism Joburg’s offices at Grosvenor Corner, 195 Jan Smuts Avenue, Parktown North.

he Consolidated Urban Cooperation housing group has sued the director of anti-eviction Inner-city Resource Centre, Shereza Sibanda, following a conflict on rent payments and service delivery.

The housing group’s managing partner Jeremy Bernman says Sibanda came to them needing a flat to move into urgently, and they allowed her in without signing any lease because they trusted her.

“We allowed her to move in since she was someone we trusted, and we did not do any TPN check on her. She paid her rentals well for the first six months, but she later stopped paying and started ignoring our calls,” says Bernman.

He adds that when the outstanding balance reached R35 000, they took the matter to their attorney, who sought to attach her asserts to the sum required for payment.

“Each time we went down the road with attachment of assets, she would send a rescission and delay the matter, costing us even more in legal costs. She would pay small amounts, just enough to stop the attachment and by now she has stayed for two years,” adds Bernman.

Bernman says Sibanda prohibited them from repairing the bath tub, and she took pictures which she uses to justify her failure to pay the money for rent.

“To date she owes R80 000 excluding water, sewerage and legal costs.

Three months ago we applied to the high court to have her evicted from our property and the matter was postponed three times. At the final court appearance, she decided to oppose the application, using her legal skills to steal more money from the system,” says Bernman.

Upon consultation for comment about the matter Sibanda said she was offered a place by Berman, and they entered into a verbal lease agreement and paid the deposit, as per agreement.

“Over numerous occasions Consolidated Urban Acquisition has tried to take me to court or obtain judgment behind my back, and they have always said that we had a verbal lease agreement. They have always been allowed access to my home when necessary despite me allowing them into my home to fix various things,” she added.

Sibanda said they have done more damage than good, as a result of allowing them access to her home and has exposed pipes in the kitchen and bathroom and various other issues.

“I hope this will be ventilated in court, and being involved in an NGO which assists indigent persons with housing issues I am aware of my rights and further when my rights are being violated. It is for this reason that I am continuing to defend the matters that are brought against me. I will also continue to help others in similar situations to ensure that people are not taken advantage of,” she adds.

he Stop Suffering help centre, an NGO based at the Universal Church in Claim Street helps to motivate the hopeless and bring them back to society, says project manager Pastor Solly de Oliveira.

He says the organisation helps mostly women in need, so they can better sustain themselves and their families, but the men are excluded because some of them abused the service.

“Some of them sold the food parcels we gave them and bought drugs with the money. We however still help to feed them when they come here,” he says.

Pastor de Oliveira says the organisation started in 1996, and in 2009 started an HIV/Aids campaign.

“This is to motivate them to do something about their situation. We also conduct other projects, which include a soup kitchen in which we distribute about 200 cups of soup a day, Monday to Friday served in different areas in the city. We have also partnered with Vodacom to register the women to operate community payphones to help them generate sustainable income,” he said.

he DA’s shadow MMC for Housing Clr Tsepo Mhlongo (pictured above) has called for the Joburg Municipality to initiate an online housing waiting list.

He says this is because the municipality does not have a proper waiting list for all beneficiaries. “We have visited many communities around Joburg and noted that some people have been on the housing waiting list since 1996, and have not received a house.”

Clr Mhlongo adds that the housing department is failing to respond to these concerns because they do not have a proper and transparent database, or online database, where all satellite offices can access.

“This shows that the city’s plans of

addressing the waiting list are just a pipe dream which will never come through,” says Clr Mhlongo.

He adds that the online waiting list will promote fairness, transparency, accountability and monitor the process of identifying beneficiaries when housing allocations are made and minimizes corruption and power abuse by councillors.

“The ANC continues to disregard our call for an online database housing waiting list because it seeks to minimize corruption chances. We are determined that this is one of the ways we can root out corruption and continuous illegal sales of RDP houses,” adds Cllr Mhlongo.

He adds that their proposed solution is that satellite offices must be linked to a central housing database online, where all beneficiary details will be recorded from any satellite

office and also get reference numbers. “The Joburg Municipality website must have an online status check link, where beneficiaries can check their status online by simply using Reference a number or ID number.

All housing allocations must be done based on an existing housing waiting list and everyone can track the status.

“When the municipality approves new housing development with 500 units, the first 500 beneficiaries on the waiting list will be allocated to new development. Automatically number 501 on list becomes number 1 on the waiting list once allocation has been approved and everyone moves up.”

The public toilets at Time Square in Yeoville remain the most unhealthy sight around the area. I was there on Saturday and ought to have taken a can of disinfectant along so I could remove all traces of disease and stench from my clothing.

The men’s urination trough is blocked and has several hundred litres of urine in it – enough to drown a child. The actual toilets are mostly blocked and are filthy. The floors are soaked in urine and some people prefer to pee in the drain outside rather than use these disgusting facilities.

Lots of rats inhabit the place; soon they will be making their way to Nando’s and other restaurants nearby. This disgraceful, unhealthy place should be closed down once and for all, until the owners abide by the health and environmental regulations.

If there was a case for the dispossession of private property, Time Square is the perfect example. Do such people pay rates? I doubt it. They should be removed from our society; they are unfit to live and do business with us.

COMMENT As the debate about homosexuality heats up in many social circles, indications are that it is difficult for people to accept homosexuals in many communities.

A 2008 study showed a correlation between the degree of rejection by parents of lesbian and gay adolescents, and health problems in the teenagers. The research indicated that higher rates of family rebuff were significantly associated with poorer health outcomes.

According to the researchers, gays and lesbian youths have an increased risk of suicide, substance abuse, school problems, and isolation because of a hostile and condemning environment, verbal and physical abuse, rejection and isolation from family and peers.

Lesbian, gay, and bisexual young adults who reported higher levels of family rejection during adolescence were 8.4 times more likely to report having attempted suicide, 5.9 times to report high levels of depression, 3.4 times likely to use illegal drugs, and 3.4 times to engage in unprotected sex, compared with peers from families that reported low levels of family rejection.

Societal attitudes towards homosexuality range from casual integration, acceptance, to regarding it as a sin and repression.

Many historical figures, including Socrates, Lord Byron, and Hadrian, had terms such as gay or bisexual applied to them. Some scholars, such as Michel Foucault, have regarded this as risking the old-fashioned introduction of a contemporary construction of sexuality foreign to their times, though others challenge this observation.

Writings about perceived homosexual behaviours have been quite common since the birth of the discipline, though they have changed considerably in recent decades.

There exists anthropological literature dealing with homosexuality dating back to the 19th century, which attempted to explain its biological basis.

The mammoth task which lies ahead for our generation is whether are we ready to take the struggle forward, as we are confronted with unbearable socioeconomic disparities, crippling families on a day to day basis.

with ailing economic conditions which have seen retrenchments resulting in a rapid increase in unemployment. This has particularly affected the youth by and large.

Young workers are still subjected to exploitation by labour brokers in various sectors such as the retail, automotive industry as well as the services industry.

The ramifications of these growing inequalities are growing frustrations of the youth which are in turn seen in service delivery protests around the country.

These conditions make our youth susceptible to druglords, crime, prostitution and other social ills.

Today’s youth should learn from the generation of the late Mama Sisulu and Comrade Kader Asmal; and not wait in the sidelines for economic transformation.

City signs deal with varsities Own Correspondent

Memorandum of Understanding (MOU) on strategic collaboration between the City of Joburg and the Higher Education Institutions (HEIs) has been signed at Metro Centre in Braamfontein, says spokesperson Nkosinathi Nkabinde.

The participants are higher education institutions located in Johannesburg, UJ, Wits and UNISA. Nkabinde says the MOU lays the ground for the development of collaborative partnerships between the city and

the HEIs. “It will assist to create a public agenda that empowers citizens and makes positive spatial, social, economic and environmental outcomes for Joburg and its citizens through interventions that promote desirable places for citizens to live, work, play and visit.”

He adds that cooperation between the City and Higher Education Institutions started in 2003 and has to date yielded positive results in the areas of economic development, corporate services training, internships and learnerships and environmental man-

agement. “Johannesburg Development Agency (JDA) and the City’s Health Department have been involved with Wits University in establishing the Hillbrow Health Precinct over the last six years. The City renovated a building in Hillbrow and made it available to Wits University for HIV related research and support work.”

Nkabinde adds that this partnership will be an important step in realizing the City of Johannesburg’s economic vision of a world-class city as set out in the Joburg 2040 Strategy (GDS).

he Corporate Clear enterprise, which is part of a group called United Fashion Outlets (UFO), Loxion Kulca and Barron Corporate Clothing has opened a branch in the inner city as part of their expansion drive, says the manager who provides his name only as Jan. He says they are a clearance centre for Barron Corporate Clothing company, and they sell all excess stock and endof- season items from their supplier at stock price.

Jan adds that they have 2011 and 2012 fashions from as little as R10 for men’s shirts.

“We also supply in bulk for those who want to do their own businesses in their locations and we also supply branded clothing for all buyers in the city and Barron is the biggest supplier for branded clothing in Africa,” says Jan.

He says they are strategically located, where long distance taxis from neighbouring countries park, and they have customers from Zimbabwe, Botswana and Mozambique.

Jan adds that they supply clothing for men, women and kiddies wear. “We supply quality clothing to individuals and traders at good prices. We are targeting long distance traders and local individuals. We are proud to be part of the rejuvenation of the inner-city and we are pioneers to move into the inner city, just like the Checkers and Mr Price retailers,” adds Jan. He says they are looking for tailors to do business with since some of the clothing may need alterations, depending on the orders they get.

Al-Qaeda leader killed Bamako - A high-ranking commander of Al-Qaeda in the Islamic Maghreb (Aqim), Nabil Makhloufi, known as the Emir of the Sahara, has died in a car crash in the northern city of Gao. Makhlouf was accused of abducting and killing foreigners across the Sahara. ECOWAS says it plans to send 3 000 troops to defeat the Islamists, amid concern that they could destabilise the entire region. However, the UN Security Council has not approved the mission, fearing the troops could get bogged down in a drawnout conflict.

Ansar Dine spokesman Sanda Mohamed said Makhloufi, an Algerian known as Nabil Alqama, died on Sunday. He was the deputy of Abdelhamid Abu Zeid, one of Aqim’s leading field commanders in the Sahara. Aqim has killed several foreigners, including Frenchman Michel Germaneau and Briton Edwin Dyer after they were kidnapped in 2010.

Last year, a German was killed and three others kidnapped by Aqim in Timbuktu. Ansar Dine has destroyed ancient Muslim shrines in Timbuktu, leading to widespread international condemnation.

Tripoli - Former head of military intelligence Abdullah al-Senussi is set to be tried, following his extradition from Mauritania.

US State Department spokesman Patrick Ventrell said Libya must take all necessary steps to ensure that Senussi is treated humanely and tried fairly in full compliance with international obligations.

Abdullah al Senussi Senussi is wanted by the International Criminal Court (ICC), accused of crimes against humanity.

Amnesty International head Marek Marczynski said Senussi should have been surrendered to the ICC. “Sending him to Libya - with its weak justice system and inadequate fair-trial guarantees - will delay justice for victims and could lead to violations of Senussi’s rights.”

In the arrest warrant the ICC said Senussi was an “indirect perpetrator of murder and persecution based on political grounds” in Benghazi. In 1999, a Paris court sentenced him in absentia to life in jail for involvement in bombing a French UTA airliner over Niger in 1989. Interpol wanted him for ‘fraud offences, including embezzling public funds and misuse of power for personal benefit’.

Shelling kills commander

N’Djamena – Amnesty International (AI) says prisoners are held in such inhumane conditions that a prison sentence risks becoming a death sentence.

In a report, the human rights group says it saw inmates kept in severely overcrowded and unventilated cells during visits to six prisons.

The document details incidents where nine prisoners died of asphyxiation and seven others were shot by guards. It adds that women prisoners face constant risk of sexual attacks. The group also says that its researches saw children as young as seven months old staying with their mothers in cells.

AI researcher Christian Mukosa said it is not acceptable for detention conditions to be so poor that a prison sentence risks becoming a death sentence.

“Most of the prisoners we met were emaciated and weak. Some were chained 24 hours a day; and many suffered skin diseases, sexually transmitted infections, Malaria or TB.” The report urges the authorities to investigate the alleged abuses. The government in of Idriss Deby has so far made no public comments on the issue.

Nairobi - A senior Al Shabaab commander was among seven people killed as Kenyan forces shelled the Somali port town of Kismayu.

Army spokesman Col Cyrus Oguna said the attack was part of a push by the AU’s AMISOM force to capture the city. “We killed seven al-Shabaab members, including a senior commander based in Kismayu,” said Oguna.

Tuesday’s bombardment was conducted from naval warships positioned strategically off Kismayu.

“We are preparing for our ground troops to enter Kismayu,” Oguna added.

About 149 insurgents were killed when AMISOM launched its push towards Kismayu. AU forces want to capture the port town, which is key to financing and arming the al-Qaeda affiliated group.

Kenya sent troops to Somalia last year, because the militants threatened its security. Kenyan soldiers have boosted the AU force to nearly 18 000.

Al Shabaab withdrew from Mogadishu last year after heavy fighting. It still however controls many areas in southern and central Somalia.

Response to rebel onslaught Kinshasa - Regional leaders have resolved to deploy a military force in the eastern parts in three months.

Ugandan International Relations minister, Henry Okello said the summit in Kampala welcomed Tanzania’s offer of troops, and called upon other members to do the same.

This is the third gathering in two months since M23 rebels launched war on the

DRC government in April.

DRC’s President Joseph Kabila, Jakaya Kikwete of Tanzania and South Sudan’s Salva Kiir attended.

The force will be deployed with the mandate of the AU and the UN. ICGLR states on the AU Peace and Security Council; Angola, Congo, Kenya and Tanzania were tasked to make a joint presentation for approval of the deployment, while

the AU was urged to seek UN support.

The fighting in eastern DRC has displaced over 226 000 people in North Kivu alone, while over 57 000 Congolese crossed into Rwanda and Uganda to live as refugees.

Meanwhile a man was arrested for alleged rape in Yeoville over the weekend, according to Yeoville police spokesperson Cst Thabo Malatji. “The suspect allegedly

took two girls aged between eight and nine to his place of residence and undressed them. He allegedly fondled them and let them play with his private parts. Soon after the children were reported missing he let them go. He was later arrested at his home and charged with rape,” Cst Malatji adds.

Partnership launches story writing contest At least 20 stories will be published in what will be an exciting home-grown collection Own Correspondent

he National Arts Festival in partnership with author Joanne Hichens calls for entries in its recently launched Short Sharp Stories Award for South African short-story fiction.

An anthology of selected stories will be published annually from submissions to the award, and the theme of the anthology will differ from year to year.

The prize-winning stories of the first collection, selected from the stories to be published by a panel of independent judges, will be announced at an annual launch event at the 2013 National Arts Festival in Grahamstown. This first volume, scheduled for publication in July 2013, will be devoted to crime-thriller fiction. At least 20 stories will be published in what will be an exciting home-grown collection.

said the new award aims to encourage, support, and showcase established and emerging South African writing talent. “Internationally celebrated crime-fiction author Deon Meyer will write the foreword to this first anthology, and acclaimed journalist and author Fred Khumalo has agreed to be a judge.”

Joanne Hichens, the curator of the award, is calling for the submission of thrilling crime fiction stories. “We’re hoping too that a number of stories will deliver that measure of justice so sorely needed in South Africa,” she added.

In addition to being published in the anthology, the prizes to be won include R20 000 for Best Story, R5 000 for Most Original Story, R5 000 for Most Thrilling Story and R5 000 for Best New Voice.

The story must be set in South Africa. The full rules and requirements for the stories can be

viewed on the National Arts Festival website: www.nationalartsfestival.co.za as well as at www. shortsharpstories.com.

The competition is open to South African citizens regardless of residency, and to residents of South Africa. Entrants must be 21 years of age and older. Stories must be previously unpublished fiction, written in English. Stories are to be between 3 000 and 5 000 words in, and only one story per author is to be considered in any one year. Closing date for entries for the inaugural competition is 30 November 2012.

Selected writers will be invited to read at, and to participate in events at the National Arts Festival in Grahamstown in 2013. Transport and accommodation will be paid for winning writers, provided they are resident in South Africa. Copyright of stories will remain with the writers, although writers may

be requested to publish in partnering online and print media.

The final panel of independent judges to choose the winning stories from the short-list of 25 stories will be announced in 2013.

Stories will be edited by author and editor Joanne Hichens, in association with the writers, in order to ensure a publication of the highest standard.

After consulting the submission details on the National Arts Festival website, entries can be emailed to enter@shortsharpstories.com. Submissions should be accompanied by the signed entry form (available on the website from 30 August), plus a covering letter conveying contact details, plus a brief CV and biography.

Gunmen attack meat van Akhona Zibonti akhona@inner-city-gazette.co.za This week gunmen shot and wounded the driver of an MTN Butchery meat supply van in Wolmarans Street in an armed robbery, according to eyewitnesses.

One witness who declined to be named said two men stopped their car in the middle of Wolmarans Street Street and started shooting at the van, with the intention to rob him.

“The driver of the van lost control and the

vehicle turned around and faced the opposite direction. The gunmen proceeded to shoot at the driver.”

The witness added that the gunmen took some money from the van and fled. The driver was rushed to hospital in an ambulance with undisclosed injuries. One of the alleged robbers was caught by community members and handed over to the police.

Police at the scene declined to comment about the incident, saying they first needed to gather all the facts about the matter.

The meat van faces the opposite direction of the one-way street in Wolmarans Street soon after the shooting incident.

Classic charms young and old A show which is authentic, allowing for costumes and props that are replicas of the original drawings, yet with the magical collaborative touch that audiences expect Arts Correspondent

production from Beatrix Potter’s eternally charming Peter Rabbit and other Tales has come to life at the People’s Theatre, Joburg Theatre complex, up to 7 October.

Besides their long ears, twitching noses and cute rabbity dispositions, Flopsy, Mopsy, Cotton Tail and Peter have been created by one of the world’s most famous children’s authors, Beatrix Potter, and they will be delighting young and old with their adventures.

Directors Jill Girard and Keith Smith have pointed out that this gives them an opportunity to produce a show which is all at once authentic, allowing for replica costumes and props of the original Beatrix Potter drawings, yet with the collaborative touch that audiences have come to expect.

“Audiences young, old and in between can expect six of Beatrix Potter’s most beloved stories, including The Tale of Mrs Tiggywinkle, Peter Rabbit, Benjamin Bunny, Johnny Town Mouse, Jemima Puddleduck and the Flopsy Bun-

nies, all portrayed through her famous characters and brought to life by the talented cast. The variety of Potter tales being performed in this production engaged four professional South African actors to perform all the various characters in these legendary stories.

The cast includes Sean Neville McGrath is a young performer who made his debut into the industry at the Peoples Theatre; Trix Vivier, a dancer, actor, singer, personal trainer and group fitness instructor; JT Medupe whose stage experience includes Peter

Begging to be Black book writer Antjie Krog

he production Without Time and Place/Antjie in Berlin is to be staged at the Market Theatre’s Barney Simon between 2 and 14 October.

The presentation takes the audience on an aural journey based on a number of letters written by Antjie Krog while on a residency in Berlin and included in her recent book Begging to be Black. Part sound installation, part concert performance, it brings the talents of Jill Richards, one of South Af-

rica’s premier pianists, together with those of sound technician Shaughn Macrae.

Composer Rudiger Meyer builds on the music concealed within the spoken word, creating a space for reflection within a landscape of loudspeakers that take on a nearly sculptural aspect.

Recordings of Antjie Krog reading aloud the letters originally written to her mother, form the point of departure for the piece. The letters themselves cover topics from simple

descriptions of daily life in a foreign town to deeper reflections on global issues and moral questions. It is however the particular quality of Antjie Krog’s specifically South African voice that plays a crucial role in the composition.

How much atmosphere does a voice carry with it and what kind of melodies does it contain? What kind of music could it lead to?

Antjie in Berlin had its premiere at the National Arts Festival in Grahamstown earlier this year.

he Hillbrow Karate Club won 22 medals in the Funakosh Shotokan Karate Championship over the weekend at Lenasia in Soweto.

In the Funakosh Shotokan Championships, Mukosi Mushavhanamadi won the Under-7 gold medal in Kata (demonstration) and another gold in Kumite (fighting), Zubenathi Mapapu won the Under-12 silver medal in unison Kata (team demonstration) and a bronze in Kumite, Mohau Masehela won gold in Kumite and Kata, Junior Ngwenya won gold in Kumite and bronze in Kata, Sandile Ncube won the Under-12 gold in Kata and sil-

ver in team Kata; and Audrey Mdluli won the Under-16 silver medal in Kumite. The team won a total of 22 medals; nine gold, seven silver and six bronze medals in the championship.

Mushavhanamadi adds that some of his students will participate in cage fighting, which will be held in Pretoria on 21 September, where the ‘last man standing’ is set to win R2 500 ,and also in the nationals that will be on 20 October.

ast week hundreds of City of Joburg staff members took part in the Employee Games at various venues throughout the city.

Employees representing various departments and municipal entities, including JMPD, City Power, City Parks, Joburg Water, EMS and Pikitup; engaged in games like cycling, soccer, darts, volleyball, running,

tennis, netball and squash.

Games spokesperson Krishna Pather said emphasis was on maintaining a healthy lifestyle through sports, a point the City has been promoting among its employees.

The Games’ venues included Wembley Arena and Nike Football Training Centre in Klipspruit, Soweto.

Because of its capacity to host the majority of the sporting codes and accommodate bigger crowds, the

Klipriver Sports and Recreation Centre was the main venue.

This was the fifth edition of the annual extravaganza since the games were introduced.

“What try to get as many employees as possible to get actively involved in sports because it helps to maintain a healthy body, mind and soul,” said Pather.

He added that the event had helped them to prepare for this year’s South

African Local Government Association (Salga) Games to be hosted by the City next month.

Panther expressed concern at the dwindling number of participants.

“The number of participants in this year’s event was 300 compared with last year’s 500. Something has to be done to get people back in the games,” he said.

He urged all departments to encourage their employees to take part.
