he Johannesburg City Library was officially reopened this week after a R68-million renovation and extensions to the building. The upgrade has transformed this heritage facility, located in Beyers Naude Square, into a modern library. The first phase of the Internet solution had been completed, and outstanding work is to be completed by the end of May. It will now accommodate 566 people compared to its previous 255 seats. Study spaces, meeting and discussion areas, and computer literacy centre have also been included. Officially reopening the city library Johannesburg Mayor Clr Parks Tau said libraries are key drivers of programmes that address the development of reading, literacy and information skills from early childhood through to old age.

“This library will be a valuable resource for researchers; a sanctuary for music and art practitioners, treasure for information seekers; study centre for students and a literacy hub for the illiterate,” he said. The ceremony was attended by Carnegie Corporation president Dr Vartan Gregorian and his delegation, Joburg’s MMCs and representatives from various schools. Councilor Chris Vondo, MMC for Community Development said in South Africa libraries are playing an increasingly critical role in improving literacy levels. “This provides access to information that is so crucial for extracting the most from modern-day living. We are excited that this project is reaching fruition, and invite adults, students and potential entrepreneurs to visit our revamped library.” The structure was built in 1935 and has been a landmark in the CBD while providing access to thousands of books and information

This week police arrested a man for allegedly hitting a woman with a brick in the head in Hillbrow, police spokesperson Sgt Jenny Pillay says. “A community member informed a police patrol that a man who was running in their direction had assaulted a woman, and the police arrested him,” she says. It was revealed that there had been an argument between the suspect and the victim, which led to the assault, Sgt Pillay says. “The victim was rushed to hospital in a stable condition, and the man has been charged with assault with the intention to cause grievous bodily harm.” In another incident this week a man was arrested for alleged fraud at the Edgars Active Service shop in Pretoria Street, Sgt Pillay says. “The man attempted to pay with an Edgars shopping card. Upon scanning the card a shop assistant realised that the system was rejecting it, and later noticed that the previous day it had been used in purchasing R5 0000 worth of clothing from branches at Southgate and Clearwater malls. It was discovered that the card did not belong to him, the police were called tand he was arrested,” Sgt Pillay adds.

The funding was used for the upgrading of the database, purchase of books, the IT solution, furniture and signage. Clr Vondo added that the library is moving into a new era as a modern, world-class information hub, with its very special, rare and accessible collections totalling some 600 000 items. “The facility brings a modern element to the classical design of the old library, creating a seamless flow from the old to the new structure; returning the facility to its rightful place as the ‘Heart of the City’. The City is officially once again throwing open the doors to knowledge and enjoyment for all its residents.” The old theatre has also been restored and is now a conference venue. A coffee shop and refreshments area are also provided. Additional toilet facilities, modernised lifts, and upgraded airconditioning systems will also help make both the old and new sections of the library fully functional. A glassed-in double volume third floor is designed specifically for exhibitions, Vondo added. olice have arrested a man for alleged possession of an undisclosed amount of unlicensed ammunition, police spokesperson Sgt Jenny Pillay says. She explains that the police Robbery Reaction Unit received information which led them to a dilapidated building called Mnyama Ndawo at the corner of Soper and Catherine streets in Hillbrow. “They found the 24 year-old suspect with ammunition for a pistol and an R5 rifle, and also a toy gun. It is suspected that the toy was used in committing robberies.”

This is particularly happening in taxi ranks, homes and in workplaces. Our task as the ANCWL is to stop all forms of abuse and begin to change the patriarchal nature of our society to ensure equal rights and gender equality for all.” Ralehoko said the struggle for women liberation is not over until all forms of discrimination, violence and abuse against women and children comes to an end.

She added that the protest will serve as a reminder for the struggle of women who led the 1956 march. “We will draw inspiration from their bravery and militancy. Milton Court is to be renovated

COMMENT

The recent abuse of women at taxi ranks has created a flurry of criticism from various sectors of society. That was not the first time this happened, which shows an entrenched problem of physical, emotional and sexual abuse which the women face daily at home and work. No one has a right to insult or use abusive language against anyone, and that includes taxi drivers, as many such incidents point at them as perpetrators. The bold initiative taken by the ANC Women’s League to highlight the plight of women has to be commended. It is wrong that women’s rights be violated by a mob of irresponsible men at the expense of many caring men in the community. This paints a wrong picture of how most men behave, thus men must rally behind formations that seek to promote women’s rights. Women do not owe their lives to men, so men may not dictate to them on how to dress. The men who claim that wearing of mini-skirts is morally wrong have to admit that their perception is ridiculous. They seem to forget that the same culture they claim to be protecting allows for more exposure of women’s bodies. It is accepted for women to wear traditional gear which leaves most of their bodies exposed; which exposes the hypocrisy of these men. Therefore the drive by the ANC Women’s League is overdue. Perhaps this march should have happened a long time before many women experienced the barbaric behaviour of irresponsible men. However, it must not end with public demonstrations, civil organisations must stimulate its efforts to advance the voice of women in society.

would like to respond to queries concerning the dilapidated buiding called Milton Court in Pritchard Street in Johannesburg CBD. The property is listed on the Bad Buildings database of the city’s Region F as one of the worst buildings. Legal action from Region F commenced on the matter of Milton Court during 2010. The city’s Revenue Department executed the property for arrear rates and service charges and subsequently sold it on auction. Legal action from the Region in regard to the non-compliance to the city’s by-laws in respect of health,

EMS building control etc was halted in order to allow the new purchaser to commence with the refurbishing of the building. The matter is currently on hold and is being handled by the Revenue Department and the owner or purchaser who will only commence with refurbishing once he is able to take transfer of the property. his is in response to a letter entitled We deserve better, which was written by Houghton Park residents and published in the 9 - 16 edition of Innercity Gazette newspaper. Concerning the issues raised above by our tenants at Houghton Park, we would like to respond as follows: • In the last six months most flats

have been repainted; • Most wooden floor tiles have been redone. We do face problems like any other property management company, but the problems are attended to as they come. We do have old wardrobes and kitchen sinks but they are not in a state of disrepair as claimed by the tenants, and those that are in bad condition are as

a result of vandalizing on the part of the tenants, especially given that some of these flats are overcrowded, which puts unnecessary pressure to the infrastructure. We try and control the numbers but we cannot entirely stop overcrowding. The drainage system is working, plumping problems do happen occasionally but it is nothing we

cannot handle. Neither do we have uncovered electric wires. Please note that we have just advised tenants of our normal annual increase in our rentals, and we suspect that these allegations are a response to the rental increase notices. Most increases are in the region of 10% and a few above that where the rentals were way below mar-

ket. Tenants were notified that this year’s increases were higher than last year, as last year the company decided on a much lower increase and absorbed most of the increase in operational costs. The Deputy Director for Inner city Economic Revitalisation in the City’s Dept of Economic Development Lebo Ramoreboli (pictured) says the scramble for investment in Joburg’s inner city is not driven by the promise of the original gold; instead by the boom in property investment and development. She attributes the surge in economic investment to growth in investor confidence in the inner city. Major investors include commercial and merchant banks, mining houses and private developers who are building new high-rise office buildings, hotels and hotel apartments. The conversion of offices in Braamfontein into student accommodation and other modern flats are some of the investments. She indicates that black economic empowerment, women and young investors have also taken advantage of the opportunities and have

invested in sectional title units. All are beneficiaries of the UDZ tax incentive, which has enabled them to claim up to 100 percent of their investments over time, says Ramoreboli. The tax incentive is aimed at encouraging the renewal of cities across South Africa. Any taxpayer, property owner, individual or entity may claim the benefits if they either refurbish an existing property or create a new development in specified inner cities. It comes in the form of accelerated depreciation on the amount of investment made towards buildings’ construction or refurbishment in the designated area. It reduces investors’ taxable income and inherently their tax burden. In addition, it is not limited to the investment-related taxable income and can be carried forward against the business losses. Since 2004, the City has demonstrated strong commitment to the promotion of the UDZ tax incentive by investing towards its marketing and the co-ordination of the inner city’s stakeholders’ inputs and support. This has contributed to the more than R9 billion worth

UDZ related private investment that was recorded at the end of the last financial year. The UDZ covers about 1.8 hectares from Bellevue/Yeoville in the north to the M2 freeway in the south. In promoting UDZ-related investment, the department points out that the inner city has state-ofthe-art infrastructure and is already a site of massive investment. According to Ramoreboli, the Inner City Charter compels the City, in partnership with private business formations and other role players, to address basic service delivery challenges to enhance the investment climate; and eliminate impediments that typically beset CBDs and downtowns internationally, such as urban decay, dereliction of buildings, crime and grime, and poor urban management, all of which lead to capital flight. The ICEDIP is being used to advance the inner city’s job creation economic imperative and strengthen service delivery to be carried out with all the role players. Several initiatives are envisioned under the ICEDIP, including: •21st Century Districts tax increment financing (TIFs) in Yeoville, Hill-

Conakry – An army colonel faces charges of a role in mass rapes and killings after soldiers opened fire on protesters in 2009. Lt Col Moussa Camara is the highest ranking official charged in the attacks on demonstrators gathered in a Conakry stadium to protest the military rule at the time. Tens of thousands of people had gathered to protest the rule of Capt Moussa Dadis Camara, who seized power in a coup. Kabila’s top advisor dies Kinshasa - President Joseph Kabila’s chief adviser has been killed in a plane crash, along with a co-pilot near Bukavu, the Interior Ministry reports. The official, Richard Ilunga confirmed the death of Augustin Mwanke, adding that Finance Minister Matata Mapon and Marcellin Cishambo, governor of South Kivu, survived the crash and has been admitted to hospital. “We do not know the cause of the crash and we await investigation, but there was no bad weather here in Bukavu,” he said. Ageing aircraft are used to traverse the vast country with dense forests, but without roads. Accidents are common as some airports lack even the basic facilities to function normally. Last July, dozens of passengers were killed when a plane crashed as it approached Kisangani airport. The aircraft belonged to Hewa Bora Airways which is banned by the European Union due to security concerns, as are all carriers certified in the DR Congo.

Mogadishu - In an online video Al-Qaeda chief Ayman al-Zawahiri announces that Al-Shabab has joined his group. “The good news will annoy the crusaders, and it is that the Shabab movement has joined al-Qaeda,” Zawahiri said. “The jihadist movement is with the grace of Allah, growing in its Muslim nation despite the fiercest crusade in history by the West.” In the first part of the video, al-Shabab’s leader Ahmed Abdi Godane, also known as Mukhtar Abu Zubair, addressees Zawahiri, saying: “We will move along with you as faithful soldiers.” Al-Shabab controls much of southern and central Somalia and has claimed responsibility for numerous kidnappings and bombings. The group said it was behind an attack on Wednesday that killed 11 people and wounded 34 in the capital. Al-Shabab, who want to overthrow the Westernbacked transitional government, first proclaimed their allegiance to Osama bin Laden in 2009. The group is facing increasing pressure from government forces and regional armies; Kenyan forces in the south, Ethiopians in the west, and 10 000 AU troops from Uganda, Burundi and Djibouti.

World observes C Cancer Month Daisy is a 30 year old HIV positive woman. She has just learned she has cervical cancer that is at an advanced stage. She blames herself for not listening to her cousins; they told her not to have a relationship with a white guy because it will cause problems, like cancer. Gradually the doctor takes her through the symptoms of cancer, the importance of prevention rather than cure, as well as explaining to her the most susceptible people to cancer. She is then eager to know if she can still to have children in the near future, how best can she deal with the condition and even help others in her situation. In commemoration of World Cancer Day, the Inner-City Gazette would like educate women on cervical cancer. What is cervical cancer? Cervical cancer refers to abnormal cell growth in the cervix. It begins when a woman becomes infected with certain types of Human Papilloma Virus (HPV). If the immune system does not clear the infection, normal cells become abnormal and turn into pre-cancerous lesions, which then become cancerous if not discovered and treated early. Who risks getting cervical cancer? 1. women who smoke 2. having multiple sex partners or a partner who has multiple sex partners 3. having sex before the age of 18 4. having HPV and/or HIV 5. infection How do I prevent cervical cancer? You can prevent cervical cancer

through screening for the disease, by having a pap smear done at your local clinic or doctor. It is government policy that every woman is screened for cervical cancer 3x in her lifetime from the age of 30 years onwards. Therefore, every woman should be screened of cervical cancer every 10 years, until age of 60. We also visited Kenilworth Junior School and Forest High School to secure dates for an STI and teenage pregnancy campaign. We discussed health programmes for schools, visited crèches and skills centres to see how we can work together,” she said.

Landis added that the Education Department was very helpful, and met with various stakeholders to ensure a smooth flow of service delivery. “All the activities will only start next month due to the year planners of the various departments. We will open our community clinic, Bellavista Clinic in March,” she said. She added that she also aims at ensuring the establishment of a recreation and life skills centre in her ward. Historical epic and dark comedy Events shift seamlessly from the grandeur of a battlefield in 1879 to the intimacy of a bedroom in 2011 Arts Correspondent

T

he Market Theatre, in association with Standard Bank and Think Theatre will present the production Abnormal Loads at the Main Theatre between 11 April and 20 May. The play was written by 2011 Standard Bank Young Artist Neil Coppen. It is directed by Jana Ramos Violante and the writer himself. Neil Coppen (creator of Tin Bucket Drum and Tree Boy), has set his latest play in a fictional battlefield town in the once war ravaged valleys of northern KwaZulu-Natal. It has been described in the national press as a breathtaking amalgamation of ghost story, love drama, historical epic and dark comedy. When 30 year-old loner Vincent Liversage meets 16 year-old Katrien Joubert (the rebellious daughter of the local NG

Kerk dominie) an unusual friendship is forged and soon the two hatch a plan to escape the oppressive town of their birth. However, to obtain freedom they must first confront and challenge their divided family histories. As an annual town re-enactment from the Anglo-Boer war approaches, Vincent and Katrien find themselves cast in the roles of their long-lost ancestors, playing out and often unwillingly; repeating events from their ill-fated love affair. It isn’t long before the young lovers realise that history has a much stronger pull on them than they had imagined. Setting out to rewrite its undesirable conclusions is a task not without its own set of creative challenges. With a narrative that whisks audiences through two centuries of South African history, Abnormal Loads presents a

theatrical world in which the past runs in tandem with the present and events shift seamlessly from the grandeur of a battlefield in 1879 to the intimacy of a bedroom in 2011. Coppen’s acclaimed production features a multi-talented cast comprising of some of the country’s finest talents and acclaimed actors, including Allison Cassels, Mothusi Magano (of Tsotsi and Plein Street fame) (pictured top right) and Jenna Dunster (of Isidingo) (pictured bottom right). Once again, Coppen has collaborated across disciplines and mediums to bring his new work to life. Movement, sound, music, multi-media and shadow combine to create a unique theatrical experience. Indeed, Fourie was supposed to be one of the solutions to a tricky problem faced by the Stormers this season, the one related to the absence of a recognised star fetcher, now that Francois Louw, who used to perform that role for the Cape side, is playing for English club Bath. Fourie is so good on the ground and indeed in broken play that he has in the past been considered as a loose-forward when team selections have been made. he DHL Stormers have lost hooker Deon Fourie for the first part of the Super Rugby season at the weekend. In one of those uncanny twists Fourie broke his hand in the last warm-up fixture two weeks before the kick-off to Super Rugby; exactly the same stage they lost Tiaan Liebenberg to a knee injury last year. Fourie was injured in the 38-13 win over the Kings in Port Elizabeth, whereas Liebenberg sustained his 2010 injury against the Boland Cavaliers in Cape Town. It is not clear how long Fourie will be ruled out of rugby, but a broken hand normally takes a minimum of six weeks to heal. That should mean he misses the first three Stormers games as they have their first bye in the third week of competition.

amelodi Sundowns president Patrice Motsepe (pictured above) has laughed off rumours of a R500 000 salary for midfielder Elias Pelembe in a new three-year deal signed last month. Pelembe is said to have negotiated a R480 000 monthly salary, a figure that would make him the highest earning Premier Soccer League (PSL) player; ahead of his teammates who are also said to be earning huge salaries. “Pelembe is not the highest paid player at Sundowns,” said Motsepe. “I laugh sometimes

when I hear what we are said to pay our players, and we don’t pay as much as that. It’s not good for the club if you have a player who earns so much more than another. I’ve been told of a player at another team who earned so much other players told him ‘you earn so much, so go and win the game by yourself”. However, with the PSL brand prospering, local packages have improved significantly in the last decade to the point of being competitive with some European leagues’ salaries. Motsepe, the billionaire mining magnate, takes some of the

credit for that since taking over Sundowns in 2003; applying the same market splurge philosophy of Chelsea’s Russian owner, Roman Abramovich. Motsepe admits that the Brazilians have also started to tow the line to be up there with the rest of the market in terms of packages they may offer. This is designed to prevent football agents and players over-pricing their worth. “It’s crucial at times that you have got to pay what the market can take; it’s good to see other clubs paying good salaries. We make sure we pay in line with what the

market can take, because indeed we can artificially raise the market, but doing so won’t be good for our football. Some players ask huge amounts. Understand that we determine the player’s value and the player also has his own value of himself. There have been some good players where we’ve had to say ‘we are keen but won’t pay what you want.” Motsepe also touched on the Zimbabwean ‘Asiagate’ matchfixing scandal that is expected to conclude in March when an inquiry process is completed. Two of his players, captain Meth-

od Mwanjali and striker Nyasha Mushekwi were named among the more than 80 players said to have accepted bribes in suspect games played between 2007 and 2010. Motsepe, himself a qualified attorney, said he would take steps once the process was completed. “As a club we have to do what is not only legal but ethical. We have to engage whatever steps are needed in line with legal, ethical and moral obligations. Let’s leave it at that. But the club has been engaging with the players and let’s wait until March, where I will get involved when I have the evidence before me.” supersport.com
