African languages roll-out in schools
‘We need to pick up lessons from the shameful attacks on foreign nationals and defacing of statues and set an example to youths for them to live in a diverse world’ Johannesburg - Basic Education Minister Angie Motshekga has announced that the department will rollout the Incremental Introduction of African Languages (IIAL) to over 3 500 schools across the country as this will contribute to social cohesion. The announcement comes after the Department of Basic Education had piloted African languages at selected Grade 1 classes in 2014. “Through the promotion of African languages, we can address some aspects of social cohesion. As a country, we will better communicate and understand each other, if we understand those cultural and language idiosyncrasies that at times isolate us in our own land. The Sector is committed to strengthening all African Languages,” she said. The Minister’s announcement comes not long after the attacks on foreign nationals, as well as the defacing of several colonial symbols in some parts of the country, with government moving in to restore calm and normality through various initiatives. While an inter-ministerial task team
was established to engage with the affected communities, provincial authorities and law-enforcement agencies in relation to the attacks on foreign nationals, Arts and Culture Minister Nathi Mthethwa moved quickly to engage with the heritage sector to discuss the future of the remaining colonial symbols across South Africa. Minister Motshekga said the country needed to pick up a few lessons from the shameful attacks on foreign nationals and the defacing of statues in order to set an example to young people to enable them to live in a world that is diverse, different and forwardlooking. She said preparations are underway for the implementation of IIAL in the 3 558 schools across all provinces that don’t currently offer an African language. “We also have the responsibility as the Sector to ensure that the young people in our schools make a positive difference to their own lives and the lives of all, whom they live, work and learn with,” she said. When the Minister first tabled the department’s budget vote at the Na-
tional Assembly, she said young people needed to know the history of the country so that they are not swayed into participating in unlawful activities. On Tuesday, she said the revival of history in the curriculum, as well as the introduction of a diverse set of social cohesion programmes, will have different emphases. She said these would depend on whether foundation phase learners or the older children were being taught in terms of their civic and social responsibilities as Africans. “We now believe that diversity management, anti-xenophobia and antibullying programmes in all our departments and hotspots will require commitment and resources from government in the coming years, as we confront barriers to social cohesion and a culture of human rights, non-racism and non-sexism in our schools. In the same vein, we need to overcome that history which promoted cultural isolation and linguistic separation that today still causes tensions within our diverse society,” the Minister said. ver the weekend Joburg Mayor Parks Tau led the City of Joburg’s Environmental Day Cleanup campaign in Kaalfontein, in the city’s ‘Team Up To Clean Up Day’ initiative. The initiative was a partnership between Pikitup, LeadSA; and The Star newspaper, which coincided with the celebration of World Environment Day and came a few days after the hosting on Constitution Hill of the second annual Green Festival by the City

of Joburg and Constitution Hill. The Mayor was one of the estimated 10 000 people who sacrificed their Saturday to get their hands dirty in aid of the environment. The Mayor and some of the City’s leaders, including Environment and Infrastructure Services MMC Matshidiso Mfikoe, got down to pick up litter in a demonstration of the need to keep the environment clean at all times. “We need to make sure that, as individuals and as a City, we grow a culture of responsibility,” the Mayor said. The ‘Team Up To Clean Up
Day’ not only highlighted the importance of dealing with illegal dumping but also sought to educate communities about the negative effects of littering while seeking to promote general health and the long-term sustainability of the environment. The campaign was also well-supported by other City entities, including the Johannesburg Roads Agency. Pikitup also challenged its depots to each provide additional cleanup services and public information on waste management across the city. Pikitup’s Jacky Mashapu said all the waste col-
lected was sent to a sorting facility for processing and recycling. Suspects held in joint operation Yeoville - Twenty-eight suspects were arrested for various crimes over the weekend during a joint operation carried out by SAPS and JMPD officers in the suburb, according to Yeoville police Communications Officer Constable Thabo Malatji. He says the arrests were for crimes ranging from assault, malicious damage to prop-
erty, possession of dagga, theft, driving while under the influence of alcohol, possession of stolen property and shoplifting. “The public should expect regular joint operations between SAPS and JMPD; they are proving to be effective in the fight against crime. We dedicate ourselves to the protection of the community,” Cst Malatji adds.

School gets donation of calculators Johannesburg - The City Kids school in Joburg recently received 40 of the latest scientific calculators from Seartec in a project called the Seartec School of the Month initiative. They choose a school they feel is deserving of receiving for the school to use. “The Mathematics department will enjoy teaching our learners on how to use these calculators and obtain maximum benefit,” the school said in a statement. It added that ABSA employees recently
painted the senior girls’ toilets. It says the ABSA team consisted of Linda Van Rooyen, Jabu Sam, Leah Ngakane and Sifiso Jika. “They arrived at the school armed with paint, wall stickers, mirrors and buckets of enthusiasm. They spent the day repainting and dolling up the toilets. Our senior girls love it. Thank you for your CSI contribution and adopting CityKidz. It’s initiatives like this which enhance the lives of our children. You really have made a difference,” it said.

Health dept ropes in private ambulances Johannesburg - The Gauteng Health Department has announced that it is in the process of finalising an agreement with private healthcare ambulances in a bid to assist patients without medical aid. The department has responded to an apparent backlog in ambulances across the province. According to reports, Gauteng
is about 760 ambulances short and has not met the national target of one emergency vehicle per 10 000 people. The department confirmed this week that it will be unveiling 49 new vehicles and has roped in private emergency services to help solve the problem. Gauteng Health MEC Qedani Mahlangu said: “We have
more than 400 ambulances in the public sector, if we exclude the private sector and the ones that are bought by municipalities. We are also in the process of finalising our arrangements with private healthcare providers. By law, all ambulances, whether private or public, must respond to emergencies and pick up patients,” she added.
Robbers kill two in CBD shooting Johannesburg - Two people were killed and one is in critical condition in hospital after a shooting at corner Jeppe and Joubert streets in the Joburg CBD on Tuesday evening, according to police. Five unknown men allegedly opened fire after robbing the
King Spaza grocery shop in the area. Police spokesperson LtCol Lungelo Dlamini said the suspects allegedly opened fire outside the shop and killed a passer-by and a security guard. A woman who was also passing by was shot and wounded. The security guard’s firearm was also
taken by the suspects. Police said one of the men, aged 21, was arrested. Lt-Col Dlamini said: “We appeal to anyone who may have information that may lead to the arrest of the suspects to call 0860010 111, SMS 32211 or call the nearest police station.”

Dept to stamp out school gangsterism Kimberley - The Northern Cape Education Department has declared war on gangsterism and drugs in schools. As part of Child Protection Week, provincial officials are working on improving safety in schools following an increase in violence and drug dealing at schools. Northern Cape Education Department spokesperson Sydney Stander says: “In recent times, we’ve seen a lot of incidences that we believe do not belong in schools. Learners stab each other, use teargas against teachers and all sorts of things.” Education authorities are stepping up efforts to curb school violence. Together with police and parents, they are making sure that everyone plays their part in stopping gangsterism, violence and drug dealing. Stander adds: “We demand more accountability from parents, working with the department. We’re saying school governing bodies will start working to ensure that codes of conduct are applied to the letter.” Former gangster Earl Poonasaib says: “We need facilities; counsellors; social workers, and things that can keep the youth busy. Tik is the main problem, kids as young as 11 don’t go to school. They don’t sleep, they’re doing drugs. They’re stealing.” Poonasaib uses his experiences to convince youths to stay on the straight, but believes government needs to address issues such as poverty so that children are less attracted to the lifestyle gangsterism offers. eNCA
Cape Town - Three people have been killed in what police believe to be a vigilante attack in Lwandle in Strand. Police spokesperson Thembinkosi Kinana says the men were burned, and bricks were also found on top of some of the bodies on Sunday morning. The mother of one of the three men killed, Nozipho Zungu, says she witnessed residents dragging her child from his shack before he was beaten and then set alight. “I saw Lwazi, they tied him up. They walked not too far away from my house and set him alight. Lwazi was okay when he hadn’t smoked, but when he did, he become aggressive,” says Zungu. She also says even though her son was sometimes naughty he did not deserve to die this way. The men aged between 18 and 23 allegedly snatched a cellphone and R800 from a resident on the morning of their deaths. Police say when they arrived at the scene of the incident they saw a group of people chanting songs, as they drove further into the area they came across three burnt bodies. Kinana says they are investigating the deaths but no arrests have yet been made. SABC

This is a network of professional women and leaders who voluntarily mentor teenage girls with the objective of seeing more girls staying in school and receiving tertiary qualifications. Dreamgirls director, Noelle Ngobeni, said she became involved after reading about 52 girls from the same Limpopo high school falling pregnant in one year in 2011. “Since then I became especially interested in the role education could play in reducing
the number of teen pregnancies by getting girls into formal school environment. This led me to become personally involved with Dreamgirls to mentor teen girls in 2012,” Ngobeni said. Mapitso Matlona, a senior administrator with the National Prosecuting Authority, said mentoring became more rewarding as the years went by. “I’m passionate about seeing girls given a chance to succeed. In my line of work, I see many girls forced to drop out of school due to falling pregnant; which creates a cycle of poverty,” Matlona said.
Initiation programme gets R2 million Mthatha - The Eastern Cape Health department has injected more than R2 million into the circumcision programme to ensure all initiates survive the winter season. Last winter 36 initiates died in the province, and the figure dropped to 28 during the summer season. Government says it is serious about preventing initiate deaths. The national department of health has budgeted R40 million during this financial year. The department of health is also working with the University Research Company to train surgeons on safer procedures. In the Eastern Cape, the main focus will be on the OR Tambo region, which recorded
the highest number of illegal initiations last season. Thirty five vehicles are being roped in this season. Health MEC Dr Phumza Dyantyi said: ‘’It is vastly rural and has got very bad terrain and the second reason is that they had more deaths than any other district in the past season, and that they have more illegal or unqualified surgeons.” Although dehydration is still a concern, botched circumcisions and assault were the main causes of the death of initiates last season, Dr Dyantyi added. “Extra measures are to be taken to ensure the safety of initiates this season,” she said.
Durban - The daughter-in-law of a 67year-old murder victim was arrested on Monday along with two other suspects, police reported. KZN police spokesperson Major Thulani Zwane said Intsikeni police worked tirelessly to apprehend the suspects after the discovery of a dead body of a woman at Mncwaba location, Umzimkhulu. “Police embarked on an intelligence-driven operation following up on an investigation into the murder and arrested three suspects aged between 25 and 40. One of the suspects is the deceased’s daughter-in-law.” On May 28, the victim – identified as Alice Ntombencane Dlamini, was found dead inside her bedroom. “She was allegedly assaulted and strangled with an electric cord,” said Zwane. While Major Zwane reports that the motive behind Dlamini’s murder remained unknown, the three suspects have been charged with murder at the Umzimkhulu Magistrate’s Court. KZN Police Commissioner Lieutenant General Mmamonnye Ngobeni applauded the Intsikeni police for the arrests. “We hope that the killers will be effectively convicted and be given a harsh sentence for killing an old woman in such a brutal manner inside her home,” she said. Youth Month events begin this week Own Correspondent President Jacob Zuma will lead South Africa’s Youth Month celebrations on Tuesday, June 16, at the Tshwane Events Centre, in Pretoria. On the same day, the President will also officially launch the Mara Mentor, an online youth mentorship programme, a partnership between the National Youth Development Agency (NYDA) and the Mara Foundation. June is celebrated as Youth Month in South Africa, with a specific focus on 16 June, which is also known as Youth Day. auteng Premier David Makhura has said he worries about the people of his province as many of them are from the rest of the African continent. Makhura was speaking at the recent discussion on pan-Africanism in the age of Xenophobia, hosted at Wits University by Wiser, (the Wits Institute for Social and Economic Research) and the Ahmed Kathrada Foundation. He said the dangers of xenophobia lie not only in the ‘absence of opportunities’ but also in nar-
row ‘national interests’. “If we want to build a great Africa we can no longer make ‘catching up’ with Western civilization our intention; we must offer something new and unique to the rest of the world. If there is something Western capitalism teaches us, is that in fact you can even become more less of a human being as your material needs are met,” said Makhura. The two-day symposium fostered dialogue on a number of issues affecting the African continent; including xenophobia, racism, tribalism, nationalism and colonial boundaries. Professor Suren Pillay. Neocosmos stressed that it remains problematic to associate xenophobia with poverty and that research shows that 65% of South Africans feel that the country’s borders should be secured through electric fencing, which is a good indication that xenophobic attitudes are prevalent throughout society. He also mentioned that people live in subhuman conditions and the assumption is that poor people can’t think, this means that we exclude them from what we think humanity is. “If we want to expand pan-Africanism it means we must expand knowledge,” Neocosmos said. n Tuesday Johannesburg Central Police arrested two suspects aged between 26 and 28 for armed robbery at corner Bree and Simmonds streets, according to Communications Officer Warrant Officer Xoli Mbele. He says it is alleged that three suspects robbed a 31-year-old female at corner Harrison and Bree streets at 18:45. “The victim was stationary at a traffic light when one of the males indicated that her car tyre was flat. She opened her window and the suspect pointed a firearm at her, then took her car keys. He was then joined by two accomplices and they took her two cellphones and fled the scene with her car keys. She followed them screaming for help; police came to her rescue and apprehended two suspects. Nothing was recovered from the suspects.” Warrant Officer Mbele says one suspect is still at large with the two cellphones and the firearm used in the commission of the crime, and investigation is under way. “We would like to sensitise motorists to refrain from listening to bystanders when they say their car tyre is flat. This is new modus operandi of
criminals when they want to rob or steal something from your car. When someone says your tyre is flat; don’t open your window or go out of your car. The best way is to drive to the nearest filling station or next to the nearest police station to check your tyre,” Warrant Officer Mbele warns. He adds that police also arrested two suspects aged 40 and 41 for car hi-jacking in Esselen Street, Hillbrow on Monday. “Four suspects allegedly hijacked a blue Hyundai Etios belonging to a 41-year-old male at corner Gwigwi Mrwebi and Gerald Sekoto streets in the Joburg CBD on the same day. The victim was inside his car with his 12-year-old daughter. One of the suspects opened the car door and pointed a firearm at him; they ordered him to get out of the car with his daughter. One suspect then jumped into his car and sped off; while his accomplices jumped into a black Mercedes Benz. The victim took down the registration number of the Mercedes Benz, which was later spotted in Hillbrow with two suspects inside. They were arrested and took the police to Jeppestown where the hijacked Hyundai Etios was recovered. Police investigation is under way, while two of the suspects are still at large,” he says.

ccording to Chris Labuschagne, CEO of FNB Credit Card, it is unlikely that you will go through life without ever taking on some form of debt. “Since most people are likely to take out a loan at some stage in life, perhaps to buy a house or a car, it is important to have had exposure to the discipline that comes with paying back debt and controlling the associated interest and fees. This can be taught by initially taking on small and manageable forms of debt, and never taking on more than you can afford to pay off.” In order to apply for a credit card, you need to be older than 18 years and you need to be able to show that you have an income. The bank will do a disposable income assessment on your profile and credit will be made available to you based on this assessment, in line with what you should be able to repay. Your past credit usage and adherence to the repayment terms
is also taken into account. Should you accept the offer made by the bank following your credit card application, you will have to sign a contract. You should keep this document in your personal files. In the contract you agree to make repayments by certain dates. This should not be taken lightly. Failing to meet the monthly minimum repayment by the due date, will impact your credit score and could consequently hamper your approval of future credit applications. “One of the most important things when deciding to apply for a credit card in your 20’s is to ensure that you are more than capable of making the repayments. Be safe and set your limits even lower than what you can afford and try not to spend more than what you are able to pay back in full on a monthly basis. Avoiding emotional shopping, gambling and living above your means is key to managing your credit effectively,” notes Labuschagne. Once you have your credit card,
make sure that you become familiar with the following: Building your credit score Familiarise yourself with the behaviour that will build a positive credit record. Ideally pay your credit card in full every month or exceed the monthly minimum repayments. Also make sure that the bills you receive are in your name and that you keep proof of payments and be sure to check your credit records at all credit bureaus to ensure that your information is correct. Remember you are entitled to one free report per year. Interest free repayment period Most banks offer an interest free repayment period on their credit cards. This functionality allows account holders to pay their accounts in full on a monthly basis, so that they do not have to incur interest. Interest on a credit card accumulates on your daily balances. Hunt for Hillbrow Eskom implements load shedding bar owner killers Johannesburg - Gauteng police have launched a manhunt for two suspects following the murder of a Nigerian bar owner in Hillbrow. The owner of the Emmanuel Bar in Hillbrow, Emmanuel Uche was shot dead in the early hours of Sunday morning, according to Gauteng police. Police spokesperson Lungelo Dlamini said two assailants opened fire on the businessman at the weekend, before fleeing in their car.
“Someone just walked in and shot him at around 01:00, Colonel Lungelo Dlamini said. “He died on the way to hospital. No arrests had been made and the motive is not yet known. According to a Facebook post by Intelligence Bureau SA, the victim was shot in the head. The post was accompanied by a photo of a large pool of blood on a tiled floor. The two assailants fled the scene in a white Toyota, the report said.
Court orders City to accommodate eviction victims Johannesburg - The City of Johannesburg has less than two months to comply with a 2012 court order on accommodating evicted tenants. Failing that Mayor Parks Tau can be held in contempt of court in his personal capacity. The court order relates to the provision of temporary emergency accommodation for some 43 people who face eviction from a dilapidated building in the Johannesburg inner city. Classed as one of the worst buildings in the city, the Chen Hua Man-
sions building is a rotting shell with no electricity, sanitation or water. The Socio Economic Rights Institute represents the residents of the building. The institute’s Litigation Director Nomzamo Zondo says they are still considering the latest housing offer. “So it’s still pending but the city undertakes to move us by 1 July and the court dismissed the appeal. It also means that the city manager has less than two months, if the order is not complied with then they can be held in contempt,” says Zondo. SABC
Johannesburg - Eskom will implement Stage One load shedding from 5pm, the utility said on Tuesday. “This is due to a shortage of generation capacity resulting from technical faults at some of our units,” said Eskom in a statement. Eskom said load shedding is implemented as a necessary measure to protect the power system and to ensure maintenance is carried out in
order to guarantee that the supply of electricity can be maintained in the long term. “Any unexpected changes on the vulnerable and constrained power system could lead to a change in the load shedding stage at short notice,” said the power parastatal in the statement. With the current cold weather, the utility has urged electricity users to
consider energy efficient ways of keeping warm. In the statement Eskom added that it would use the published load shedding schedules which are available on http://loadshedding.eskom. co.za for Eskom customers. Eskom customers can also contact the call centre on 0860 037 566. Municipal customers must contact their municipalities for information.

Five charged for Garissa massacre Nairobi, Kenya - Five men have been charged in connection with the recent attack by Somali Islamist gunmen on Garissa University that killed 148 students. The assault on Garissa University on April 2, in which al-Shabaab gunmen killed Christian students, has piled pressure on President Uhuru Kenyatta to do more to secure the border and other regions. The effects of the assault are still being felt in Garissa County, where almost two-thirds of schools have had to shut, regional officials said. Four Kenyan and one Tanzanian were charged for conspiring to commit ‘a terrorist act at Garissa University’ and other related offences, court documents showed. Chief Magistrate Daniel Ogembo said a hearing would be held on July 11 to rule on whether
to grant bail to the men accused of involvement in the attack, the worst since al Qaeda bombed the US embassy in Kenya in 1998. Kidnapped Unamid contractors freed Khartoum, Sudan - Two Russian Unamid contractors abducted by gunmen in Darfur last January have been freed. Aircraft technician Sergei Cherepanov, 54, and manager and translator Mikhail Antyufeev, 26, were abducted on 29 January, when they were returning in an unguarded UN minibus from a market in Zalingei, to the nearby Unamid base. The kidnappers reportedly demanded a ransom. Foreign Affairs spokesperson Ali El Sadig announced that agents of the National Intelligence and Security service (NISS) freed the two Russians on Friday morning. He

President pledges ‘transparent’ polls

Woman in deadly suicide bombing Maiduguri, Nigeria - A female suicide bomber killed two people and injured four others in northeast Nigeria, while two people were injured when a bomb exploded near a military checkpoint, a police report said on Sunday. “A female suicide bomber detonated an improvised explosive device strapped to her body along the Baga-Monguno highway, killing herself and two others on Saturday,” said Borno state police commissioner Aderemi Opadokun. Opadokun said four other people were injured in the attack, which was the sixth in northeast Nigeria since Muhammadu Buhari took over as Nigeria’s new president on May 29. There have been 11 attacks in total and 93 dead, according to an AFP tally. Meanwhile, Opadokun said there was a blast at Tungushe village in the Konduga district of Borno, about 35km by road southeast of the Borno state capital Maiduguri, on Saturday. There was no immediate claim of responsibility for either incident, but both bore the hallmarks of the Boko Haram insurgents, which has previously used female suicide bombers and homemade explosives in its six-year insurgency. efending champion Lebogang Phalula sprinted the last kilometre to win the Spar Women’s Challenge in 33.36 minutes on Sunday morning in Durban. She ran much of the race with Nolene Conrad, who finished second in 33.39 minutes. Rutendo Nyahora was third in 33.53. “It was a tough race,” said Phalula. “I ran with Nolene for much of the way. She pulled away from me at about eight kilometres, but I knew that I had the speed to overtake her if she was still in sight. My body was feeling good, and so I sprinted the last bit to win. I was pleased it was Nolene and not Rutendo, because I don’t think I could have passed her. ” Conrad was delighted with her podium finish, which was only her second. “It’s the first time I’ve been in contention to win,” she said. “We didn’t start too fast, and Lebogang and I pulled away from the pack at about 4.5kms, and then I ran away from her. But she sprinted past me, and there was nothing I could do. But I’m happy to have finished second.” Nyahora was also very pleased with her run. “Everything went according to plan. I love the course, it’s pretty flat, and really suits me.” Phalula’s twin sister, Diana-Lebo, who won the Port Elizabeth leg of the Challenge series last month, finished in sixth position. Sisters Christine and Rene Kalmer, finished fifth and seventh respectively, while Cornelia Joubert came fourth. There have been three different winners for each of the Spar races this year, with Mapaseka Makhanya winning in Cape Town. With different winners and podium finishers in the three races so far, the battle for top spot on the Grand Prix ladder is still wide open. The next race is in Pretoria on August 29. The final race will be in Johannesburg in October.
