Boost for ICT sector ‘ICT had significantly altered entrenched economic orders and introduced entirely new industries, markets and jobs’ Johannesburg - The City of Joburg has entered into a five-year partnership with the Small Enterprise Development Agency (SEDA) to stimulate interest in the information communication and technology (ICT) sector and offer support to existing small, medium and micro enterprises (SMMEs) in the city. The two parties hosted an Information Communication Technology (ICT) Business Fair at the Metro Centre in Braamfontein on Tuesday, the first of such events to be held in the city over the next five years. SEDA falls under the Department of Small Business Development. Tuesday’s fair was attended by Small Business Development Minister Lindiwe Zulu, Economic Development MMC Ruby Mathang and dozens of members of SMMEs. MMC Mathang said ICT had altered entrenched economic orders and introduced entirely new industries, markets and jobs. “ICT is central to improved productivity, economic growth and job creation. In the City we have excel-

lent business and research capacity which, combined with the fact that we are a young City with a young population, creates an excellent environment for us to develop cutting edge ICT products and services. Unfortunately the reality is that access to the broadband internet is currently too expensive and inequitable, with a large number of the City’s poor communities and residents not adequately connected and up 50% of some of the areas unconnected,” he said. The MMC said it was against this background that the City’s Department of Economic Development had championed a number of initiatives to strengthen ICT capacity and connectivity. “We have laid the largest metro network of fibre optics that will enable us to provide free Wi-Fi to communities. We will over the next six months be looking at making this network more widely available as we accelerate the rollout of our free public Wi-Fi hotspots announced last year. We will also deploy 3 000

Inclusive approach needed on informal traders - report Johannesburg - A more inclusive approach is needed on informal traders in Johannesburg, says a report released by the Socio-Economic Rights Institute of SA (Seri). The report, titled The End of the Street? Informal Trader Experiences of Rights and Regulations in Inner City Johannesburg, was released on Tuesday. The Seri report argued that the City of Joburg’s regulations were restrictive, non-consultative, and orientated towards enforcement rather than development. It said the city sought to limit informal trading, privileged formal businesses and ‘tidy’ aesthetics, while ignoring legal requirements imposed on it by the Business Act. This was “most brutally represent-

ed” by Operation Sweep in 2013, where according to Seri, the metro illegally evicted 7 000 traders from the streets of Johannesburg. Seri said there were major gaps in the informal trading policy and the way informal trade was regulated. “The report concludes that an alternative vision is possible. A more inclusive approach, one that starts with recognising traders, whether they are licensed or not, will do more to contribute to inclusive regeneration than any interventions designed to eradicate informality,” Seri said. “This approach would also accommodate equal access to the economy that an authentically world class African city must surely provide,” the rights group added. Biostatistics is the use of statistics in a wide range of topics in biology. In this case, Wits’ research will be geared towards addressing some of the continent’s most difficult health challenges. The funds will be utilised by the Wits lead Sub-Saharan African Consortium for Advanced Bio-statistical Training, a group of mostly African and some European institutions. Examples of funded research include genetic analysis of drug-resistant malaria across East and West Africa and developing mental health programmes in countries where there is little or no investment. The programmes are led from universities and research institutes in Ghana, Kenya, Mali, South Africa, Uganda and Zimbabwe. All the programmes involve collaborations across the continent, including between French-speaking and

English-speaking countries and with international research centres. Professor Tobias Chirwa of School of Public Health is one of seven leading African researchers to receive major funding over five years to establish relevant research and training programmes across the continent. The funding comes from the Welcome Trust and the United Kingdom’s Department for International Development (DFID). Chirwa is the Head of the Division of Epidemiology and Biostatistics. He said in many African countries there is a shortage of well-trained biostatisticians. The few people that are trained are often overwhelmed. “In order to ensure that data is used to inform public health policy and practice for the benefit of the people in Africa, we need to prioritise training of African postgraduate biostatisticians who can provide the required analysis to a high standard.” DELTAS Africa scheme has awarded over R92-million to research over a period of five years. Province gets R3bn Chinese investment

Kimberly - China has committed to invest $2.8 billion in the Northern Cape during the signing of trade agreements between the Hunan Province and the Northern Cape on Tuesday at the start of Friendship Week between the two provinces. The announcement was made during a media interview with the Vice-Governor of Hunan Province, Chen Zhaoxiong. The investment will be in the form of economic development including machinery, transport, infrastructure and engineering in the province. It also includes an investment of $40 million in the Port Nolloth harbour. The Chinese delegation included the Economic and Commercial Counsellor of the Chinese Embassy, Rong Yansong. During the opening of Friendship Week at the Mittah Seperepere Convention Centre Northern Cape Premier Sylvia Lucas said the event marked the “bringing together of business and leaders from China and the Northern Cape to deepen engagement to unlock business opportunities. “China remained our friend even during apartheid when the government oppressed its non-white majority and denied them rights to live as humans in their land. Mthatha - There have been a high number of pets and people infected by rabies in the province, and experts fear that the deadly disease is increasing in the Eastern Cape. Rabies is a viral disease that is transmitted from animals to humans, where the saliva of an infected animal comes into contact with an open wound. The OR Tambo District has already recorded 10 cases of rabies in animals this year, eight from the King Sabata Dalindyebo Municipality. Eastern Cape Chief Director of Veterinary Services Lubabalo Mrhwebi said: “In the past year we had 36 cases of rabies, 10 of which were in the O R Tambo District.” State Veterinarian Dr Yonela Nkubungu says if one is already diagnosed for rabies there is no way they can be treated. “The destination is that you will die from rabies. There is no treatment for rabies, but rabies is preventable, so we need people to get their pets to our state vets offices to have them vaccinated. We have a campaign that is running between June and September where we vaccinate all the pets for free and we urge people to bring their pets. That way we protect our communities.” SABC

New chief for Mutale communities Polokwane - King Toni Mphephu Ramabulana hopes that the installation of young traditional leader Ratshibvumo II Rambuda for the Ha-Rambuda communities of Mutale will speed up development in the areas. “We hope that Chief Rambuda, with his good education, will inspire the other young traditional leaders. We call on him to use his education to assist the government in ensuring that his communities get services and that the community poverty alleviation projects receive priority,” said King Ramabulana. The new leader was installed at the Tshiwangamatembele sports grounds on Sat-

urday. He succeeded his late father, Chief Azwihangwisi Rambuda. During the event, Madambi Rambuda was installed as ndumi, and Nakisani Rambuda as makhadzi. City seeks to declare crime disaster areas

Cape Town - The City of Cape Town has requested a legal opinion on whether it can declare serious violent crime taking place in parts of the metro a disaster in those areas. The request was signed off by Mayor Patricia de Lille last week, safety and security MMC JP Smith said. “This comes after the quarterly meeting of the disaster management advisory forum, during which a discussion took place about the crime situation in some parts of the city meeting all the criteria for being declared a disaster,” he said. A disaster is a natural or human-caused occurrence which causes or threatens to cause death, injury, or disease; damage to property,

infrastructure, or the environment; and is of a magnitude that exceeds the ability of those affected to cope with its effects. “In the context of failure of policing by national government, the legal opinion will seek to treat identified crime hotspots as it would any other disaster areas by making available additional policing and other resources to prevent crime and stabilise such communities.” The legal opinion would also explore whether the city could claim additional resources from national government in lieu of failure of the national police to secure certain communities, he said. MEC urges change in health legislation Durban - Health MEC Dr Sibongiseni Dhlomo has vowed to push for less stricter control of the pain management drug‚ morphine‚ which could allow nurses to dispense it, ensuring that more people with chronic ailments are spared pain and suffering. Dhlomo was speaking on Monday on the sidelines of the annual Hospice Palliative Care Association conference at Elangeni Hotel in Durban. The meeting was also attended by delegates from the US‚ UK‚ Uganda‚ Botswana and Nigeria. In South Africa‚ only doctors are allowed to dispense morphine‚ which is a Schedule 7 drug. Dhlomo said nurses in Uganda were empowered to dispense morphine‚ with huge success‚ and he saw no reason why the approach could not be replicated locally. “It is working in a country with limited resources‚ I don’t see why it can’t work here.” Dhlomo also reiterated the call made by the World Health Organisation for the promotion of palliative care‚ saying this would improve the quality of life of patients who faced challenges associated with lifethreatening and life-limiting illness from the point of diagnosis up to cure or death. “South African nurses already prescribe Pethidine, a drug similar to morphine, in maternity wards. And‚ unlike with doctors‚ South Africa had a good supply of nurses‚ which meant SA has more capacity to reach patients in need,” he said. RDM Newswire

Johannesburg - Evicted residents of a building in Jeppestown allegedly set it alight after the Red Ants forced them out on Tuesday morning, the city’s Emergency Management Services (EMS) said on Tuesday. EMS spokesperson Robert Mulaudzi said there were unconfirmed reports that the residents had set the three storey Dukathole building on 10 Ford Street, corner Wolhunter Avenue, on fire. Mulaudzi said no injuries were reported. “Firefighters extinguished the fire, which began while the Red

Ants were evicting the residents from the building,” he said. Police spokesperson Lieutenant-Colonel Lungelo Dlamini said he was not aware of any case of arson that had been opened with the police. Eyewitnesses said they do not know the cause of the fire, which is near Jeppe Hostel. The building, which housed about 3 000 people, was destroyed, along with everything inside, according to emergency services personnel. Some residents said they were not given notice of the eviction.

Armed robber nabbed in CBD Johannesburg - Police have arrested a suspect for armed robbery at the Cape York mnyamandawo building at corner Rahima Moosa and Nugget streets in the CBD. Warrant Officer Xoli Mbele says three suspects robbed a man at corner Lilian Ngoyi and Goud streets. “One of them pointed a gun at him while his accomplices took his cellphone and wallet before they fled. The victim followed them until he reported the matter to a police patrol. One of them was arrested and the cellphone recovered.” Warrant Officer Mbele adds that they also arrested a suspect for house robbery at corner Delvers and Albertina Sisulu streets on Monday. “Three suspects robbed a man at China Square. The victim sells sweets, cigarettes and airtime in his room. The suspects took airtime, cigarettes and coins. They fled and community members chased them. The suspects opened fire randomly and a bystander was shot. He was taken to hospital by ambulance. One suspect was arrested and a bag with stolen items was recovered.” Mbele says two suspects were also arrested for theft out of a motor vehicle at corner Nugget and Albertina Sisulu streets on Saturday. “The suspects broke the window and took his cellphone. Police apprehended two suspects.” Mbele says motorists must ensure that valuables like hand bags, wallets, laptops, Ipads and cellphones are not displayed in cars. .”

City’s to implement ‘blue economy’

Johannesburg - The implementation of Blue Economy programmes is getting closer to reality with detailed projects, timeframes and expected outcomes falling into place, according to the City of Joburg. The Mayoral Committee has given the go-ahead for the implementation of projects that will put Johannesburg at the forefront of innovations that can transform service delivery, create jobs and promote entrepreneurship among residents. A number of projects with high-potential for success have been investigated and feasibility studies conducted. The decision by the Mayoral Committee means that the practical implementation of the Blue Economy projects will start within the current financial year. Blue Economy is described as a model that will shift society from scarcity to abundance with what is locally available. In the Blue Economy there are no waste products. Materials are continuously reused through a “closed loop” process which turns them into new products, new components and new materials. The Joburg bread will use fruit trimmings to replace flour and create a healthier and more affordable alternative. This programme will help to address food insecurity which affects 1.4-million people in Johannesburg. Micro mushroom farms will turn a nutritious product into viable businesses for thousands of community-based enterprises. Organic waste will be diverted to bio-digesters to harvest gas for fuel and energy. Tonnes of rubble from illegal dumpsites will be converted into stone paper that can be used for eco-friendly packaging, containers and shopping bags.

Riot cops block opposition rally Abidjan, Ivory Coast - Riot police prevented an opposition demo from taking place on Saturday by blocking off the rally site and threatening would-be demonstrators with teargas, opposition supporters said. One of the protest organisers was arrested, the opposition National Coalition for Change (CNC) said. With a month to go until an election in which President Alassane Ouattara seeks a second term, the CNC had called on supporters to gather in Abidjan’s Yopougon neighbourhood. But protesters said they found the area occupied by armed riot police. “The slightest crowd was dispersed by teargas, activists were chased,” said one demonstrator. Denis Ayeka, responsible for mobilising the CNC, was arrested,” said Jean Enoc Bah, a founding member of the party. “We condemn the police barbarianism,” he said.

The CNC appealed for a fresh protest on Monday to demand “fair access to state media” in the run up to the October 25 polls. The opposition coalition is demanding the dissolution of the electoral commission in charge of the election, which it considers to be favourable to the incumbent president. Ouattara is the favourite to win next month’s polls, which are seen as crucial to restoring stability in the country after postpoll violence in 2010 and 2011 left more than 3 000 people dead. The unrest was triggered by former president Laurent Gbagbo’s refusal to step down and acknowledge Ouattara’s victory at the ballot box. In June, thousands of people demonstrated in the capital against President Ouattara, with some saying he has done “nothing” for the country that has been torn apart by years of political and military crisis. Renamo members killed in police shootout Maputo, Mozambique - Nine members of Renamo leader Afonso Dhlakama’s convoy died in a shootout, police said Saturday. Police spokesperson Armando Mude said armed men in the convoy opened fire on a minibus taxi carrying civilians near Imchope on Friday, killing the driver and injuring three passengers, while Renamo claimed the convoy was ambushed. It was the second time in two weeks that Dhlakama’s convoy was involved in a shooting. “It seems the minibus came too close to Renamo’s convoy, who thought it was at-

tacking, so they opened fire,” Mude said. “When police arrived a gunfight erupted and nine deaths are reported,” Mude said. Other Renamo members, including Dhlakama, fled into the bush. Renamo spokesman Antonio Muchanga said Dhlakama was unhurt and was in hiding. On September 12 Dhlakama’s convoy was hit by gunfire in the central Manica province. The political situation has been unstable with Dhlakama refusing to recognize results of 2014 elections and threatening to seize power by force in the northern half of the country. AFP

SA boxer retains title Ron Jackson SA boxer Makazole Tete beat Armando Hernandez Torres on points in East London last Friday night to retain his IBO intercontinental flyweight title. The undefeated South African won the entertaining 12-round bout at the Orient Theatre by 119-109, 118-110 and a more realistic 115-113. The 29-year-old Tete, who weighed in at 50.80 kg, started well and piled up points in the first five rounds, scoring with his jab and with stinging left hooks to the body. But the more experienced Mexican turned the tide in sixth and seventh rounds and put together his best round of the fight in the ninth, scoring with a two-handed attack to the body and head. Torres, 34, then finished strongly in the last round as Tete seemed to tire. Tete improved his record to 14-0, with one draw and nine wins inside the distance. Torres, who weighed 50.55 kg, dropped to a reported 2115, with 20 shortcut wins. The referee was Tony Nyangiwe. In the main supporting bout Macbute Sinyabi retained his IBO intercontinental featherweight title by beating former SA featherweight champion Sydney Maluleka on points; 15-113 on two cards and 115-112. Sinyabi, 28, missed a lot of punches by trying to score from too far out, but he landed enough to improve his professional record to 26-4, including three knockouts. Maluleka’s dropped to 15-7; 9.
