local drug action committee empowers a community to take a firm stand against substance abuse in close cooperation with stakeholders such as the City’s Citizen Relationship and Urban Management, the South African National Council on Alcohol and Drug Dependence, faith- and community-based organisations and law enforcement agencies’ Johannesburg - The City of Johannesburg has entered into a partnership with the Gauteng Department of Social Development and other stakeholders to intensify the fight against substance abuse in various communities. On Friday, representatives of the provincial department and of the City officially launched the Klipfontein Local Drug Action Committee at the Klipfontein Community Centre. Similar committees are expected to be launched in other parts of Johannesburg within the next few months as the anti-drug campaign shifts into overdrive. A local drug action committee, which consists of local residents, is a coordinating structure that brings together all interested par-
ties to plan, discuss and implement preventative substance abuse programmes. abuse. It’s time communities take back their power,” Mathalise said. Mary Moyaba, of the Benefit Unit of the City’s Department of Social Development, said the initiative was part of Johannesburg’s vision of
striving to create a Smart City that included a drug-free citizenry. “The important thing is that we must give the baton to local communities to enable them to take a stand against drug abuse,” Moyaba added.

xecutives and board members of cement supplying company PPC Ltd were deeply moved during the company’s recent Mandela Day initiative at the Time for Change (TFC) NPO, according to PPC CEO Darryll Castle. TFC, which is based in the Joburg CBD, was started by Barbara Hill in 2003. It offers street children and rehabilitated sex workers a safe haven where they can be re-
empowered with self-esteem and life skills. Castle, along with executives and board members spent almost 24 hours walking in the TFC beneficiaries’ shoes. This included eating, sleeping, baking and selling baked goods with them on the streets, as well as getting a real understanding of the challenges they face. “Mandela Day offers the opportunity to reflect on our contribution to the country and society, and highlights how our efforts are able to bring change for communities that need it most,” said Castle. “We wanted to use this year’s initiative to get real insight into one of the organisations
we support, so that we assist them more effectively.” PPC’s support of TFC has included setting up a bakery at the premises so that they can sell bread, scones, muffins and cakes to the community, as well as supplying them with empty cement bags which the sewing team recycles into laptop and shopping bags to generate income. TFC founder Barbara Hill said they are grateful to PPC for its ongoing support and business guidance over the years. “Their sustained involvement has helped us to drive sustainability within our organisation, while also offering our beneficiaries real skills and opportunities to uplift themselves,” Hill added.
Johannesburg Central Police arrested a 26 year-old male for murder at Fatties Tavern at corner Jeppe and Loveday street on Wednesday, according to communications officer Warrant Officer Xoli Mbele. He says it is alleged that the suspect stabbed a 31-year-old male Sello Fredy Tshukutswane once in the upper body at corner Jeppe and Loveday streets on 22 May. “The victim was taken to hospital by ambulance and was declared dead on arrival. Suspect was on the run until the long arm of the law apprehended him. The motive for the murder is not yet known.” Warrant Officer Mbele adds that police also arrested a 35-year-old suspect for rape at his work place in Selby. “It is alleged that the suspect raped a 23-year-old female at his work place. There was a feast in their workplace where they were enjoying themselves; after the feast the victim went to her boy-friend’s room. The suspect came to the room of the victim’s boyfriend and forced himself on her.” Another man was also arrested on rape charges at the Octavia Hill building in Fordsburg. “It is alleged that the suspect raped a 24-year-old female. The victim and her friends were enjoying themselves in one of the taverns nearby, and then decided to go and spend the night in her friend’s place. They slept and in the early morning she was raped by the suspect. Police were contacted and the suspect apprehended.” Mnyamandawo robber held Warrant Officer Mbele adds that police arrested a 32- yearold male for common robbery at the abandoned Vinuchi building at corner End and Kerk streets on Sunday afternoon. “It is alleged that three suspects robbed a 31-year-old female at corner End and Kerk streets on Sunday. The victim was on her way to church when the suspects grabbed her handbag; she tried to resist but they overpowered her. She fell on the floor and the suspects fled into the dark building. They searched her handbag; took her cellphone, tablet and a wallet containing R150. After searching her bag they threw it down at her. The victim saw a police patrol and reported the matter. Police rushed to the building and apprehended one suspect; the cellphone of the victim was recovered from him and he took the police where he had hidden the tablet. The money was not recovered and two accomplices are still at large.”

Bloem police ponder over gruesome find

Residents oppose municipal merger Polokwane - The Vuwani community, says they are vehemently opposed to the decision of the Municipal Demarcation Board to merge some parts of Vuwani and Malamulele to form a new municipality. The protesting residents of Vuwani, Limpopo, handed a memorandum of their demands on Monday to the MEC for Health Dr Phophi Ramathuba in the area. Ramathuba received the memorandum on behalf of Premier Stan Mathabatha. The community’s Chief Mbhangiseni Masia said they never asked to be part of any different municipality. His comments come on the back of a pronouncement by protesting residents of Vuwani who have vowed to continue with protest action against the Board’s merger decision until their demands are met. Services have been brought to a halt and schooling disrupted. Residents say they want to remain under the Makhado municipality. Residents blockaded main roads demanding that the Municipal Demarcation Board reverse its decision to merge their area with Malamulele to form a new municipality. They dispersed peacefully after handing the memorandum. Health MEC Ramathuba promised to deliver the petition to Premier Mathabatha and the demarcation board. SABC
Bloemfontein - A fully dressed human skeleton was discovered lying under a tree in Brandfort Road, Bloemfontein, by construction workers, Free State police say. “The gruesome discovery was made on Thursday. The remains were found by construction workers who were installing an electric fence on the side of the road,” said police spokesperson Captain Chaka Marope. “The skeleton was still dressed in a pair of beige trousers, a grey T-shirt and black Lacoste shoes.” “According to preliminary investigation on the scene, the deceased is believed to be a male who died two years ago,” said Marope. “Further investigation will be conducted to determine the identity of the deceased through DNA tests.” Marope added that police registered an inquest for further investigation and that Parkweg police were requesting assistance from the public for any information. Any family who reported a missing person in the past two years are requested to contact investigating officer Det Warrant Officer Khaile Mathibela on 082 779 8868. ANA

Hostel dwellers fear for their lives Durban - Residents at Umlazi’s Glebelands hostel say they are living in fear after incidents in the past few weeks in which people were shot dead. The latest victim is Thandayiphi Cwele who was killed over the weekend. He is said to have survived two previous shootings and had received death threats. Cwele was allegedly shot in the busy road in front of a supermarket near the Glebelands hostel over the weekend. His death brings the number of people killed this year to 14. A hostel leader who spoke on condition of anonymity said the situation is tense. “We called for intervention from Community Safety last year and they promised to hold meeting between the rival groups, but noth-
ing has happened. There has never been peace in Glebelands since last year. Violence continues and people are killed like flies. We do not know the cause of the killings.” Police spokesperson Thulani Zwane has appealed to members of the public to come forward with any information. It is not clear if all these incidents are interlinked but the MEC has vowed to ensure that all the criminal activities are investigated thoroughly. The KZN department of Community Safety and Liaison spokesperson Kwanele Ncalane says there are various cases being investigated by police in relation to the killings. No arrests have yet been made in connection with Cwele’s killing. SABC
Bird-flu scare no threat to cold meat exporting

Cape Town - Two cases of bird flu have been confirmed among ostriches in the Hessequa and Kannaland regions in the Southern Cape and Little Karoo. The cases were discovered during routine tests which also confirmed the virus in the Eastern Cape. Authorities say the recent outbreak does not pose a threat to the export of ostrich meat. The low-pathogenic virus was discovered in Hessequa and Kannaland in May. In the same month, authorities picked up on the high-pathogenic virus near Jansenville and Graff-Reinet in the Eastern Cape.
Western Cape Minister of Economic Opportunities, Alan Winde, says there is no need to panic. “We are waiting for the final inspection of the EU who are coming through. We do note that in the Eastern Cape there were two cases where the high pathogenic was located and we will keep a close eye on it, but thus far there is no call for concern in Western Cape.” Meanwhile the EU lifted the ban on the export of ostrich meat earlier this month. CEO of the SA Ostrich Business Chamber, Piet Klein says the recent cases will not affect the export of cold meat.
Port Elizabeth - Veteran journalist and photographer, Dr Peter Magubane has exhibited images of former president Nelson Mandela in the Eastern Cape city. The launch took place at the Nelson Mandela Metro University on Monday night, where the 83-year-old veteran photo-journalist welcomed art lovers and historians to view his work. Magubane captured Madiba’s journey as an anti-apartheid activist until he became the first democratic president of the country. He said capturing the history of the anti-apartheid struggle hero was his way of fighting the apartheid system. “The aim is to fight apartheid with my camera and not use a gun and I am glad that I did not use a gun. I used my camera because the world was able to see my work through my camera.” The audience witnessed events and historical developments as Mandela became a historical figure. “I will be teaching young people who would like to do photography and other things because I think it is very important. I have not downed my tools.” Vice- Chancellor of Nelson Mandela Metro University, Derrick Swartz said Magubane captured images that leave a lasting memory. “Through his lens we can witness events and historical developments as Mandela became a historical figure, so it’s a huge privilege for us to have this exhibition of photographs that are so iconic.”
UJ students clean-up Joburg streets for Madiba Staff Reporter news@inner-city-gazette.co.za On Friday University of Johannesburg (UJ) students embarked in a clean-up campaign in which they cleaned the city’s streets as their 67 minutes contribution to Mandela Day. Before they went into the streets they gathered at the Drill Hall in Twist Street together with personnel from the city’s waste management agency Pikitup and other officials. Region F director Irene Mafune thanked
the students for their contribution in cleaning the city’s streets in recognition of the role Madiba played in the freedom struggle. She added that this is an annual partnership between Region F and UJ. Ward 123 Councillor Mzwandile Tyobeka also congratulated the students for recognising the importance of the role Madiba played in ending apartheid rule in South Africa. “May there be leaders in the future from among you who will lead us like Madiba did during the freedom struggle,” he added.

A motor vehicle hit two men at the Noord and Claim streets intersection on Friday last week. According to witnesses the two men tried to cross the street without realising that there was a motor vehicle bearing down on
them after the traffic light turned gree. “The vehicle hit them and they fell in the same spot. That was so unusual for two people to be hit by a vehicle at the same time,” said one. Police cordoned off the area and called paramedics. The men were treated at the scene and taken to hospital by ambulance.

Nairobi massacre mall reopens Nairobi, Kenya - The Westgate shopping mall reopened on Saturday nearly two years after al-Shabab Islamic terrorists from Somalia massacred at least 67 people there and held out for four days as security forces laid siege to the complex. Once an emblem of Kenya’s growing prosperity, the Westgate mall has since become symbolic of growing insecurity in the east African nation - and of President Uhuru Kenyatta’s inability to prevent frequent Islamist attacks. Images beamed across the world during the September 2013 raid dented Kenya’s image abroad and scared off tourists, damaging a
vital sector of the economy. Nairobi governor Evans Kidero said the reopening of the mall showed the resilience of the Kenyan people. “There will be apprehensions but, as a country, we are safer than ever and we will continue to work to ensure that our country is safe,” he said. Thousands of people turned up when the doors opened on Saturday morning, and shops and restaurants across the complex were crowded. Armed police guarded the entrance to the complex and new features include explosives detectors, luggage X-ray scanners and cameras to check for bombs underneath motor vehicles. Reuters
Mogadishu, Somalia - African Union troops have launched a new offensive against Al-Qaeda-affilated Al-Shabaab rebels in southern Somalia. The AU Mission in Somalia (Amisom) said Operation Jubba Corridor was launched on Friday in the Bay and Gedo regions south of the capital along with Somali government troops. “The operation will ensure all the remaining areas are liberated and peace restored,” Amisom said. The offensive was launched after a US drone strike killed 30 Shebab rebels, among them commanders. It also comes after last month’s Shabaab assault on an Amisom base which left dozens of Burundian soldiers
dead. Al-Shabaab emerged out of a bitter insurgency against Ethiopia, whose troops entered Somalia in a 2006 US-backed invasion to topple the Islamic Courts Union that was controlling the capital. Shabaab rebels continue to stage frequent attacks, seeking to counter claims that they are close to defeat after losing territory in AU and Somali government offensives, US drone strikes against their leaders and defections. Currently affiliated to Al-Qaeda, there has been mounting speculation that the group could shift its allegiance to the Islamic State group. Ouagadougou, Burkina Faso - President Michel Kafando has expelled Security Minister Col Auguste-Denise Barry, in a move seen as appeasing the country’s powerful army. The Presidential Security Regiment (RSP), an elite corps considered the best trained in the Burkinabe army, targeted Barry after pushing for the resignation of his ally Prime Minister Isaac Zida, who was kept in office but stripped of his secondary defence portfolio on Thursday. The RSP caused a political crisis in February when they demanded Zida be sacked after he called for the corps to be disbanded. Barry is seen as a key backer of Zida when the army pressures the interim government to hand over to an entirely civilian administration. Tensions had been rising between Zida, an ex-military officer who took power after president Blaise Compaore was ousted in October, and the RSP, the former leader’s right-hand men. Kafando meanwhile appointed regional co-operation minister Moussa Nebie as his new foreign minister. Party slams leader’s jail conditions
Kigali, Rwanda - An opposition group has decried what it said was a ‘sharp deterioration of prison conditions’ for its jailed leader Victoire Ingabire. Ingabire was jailed in December 2013 for 15 years for ‘conspiracy in harming authorities through terrorism’ and for playing down Rwanda’s 1994 genocide, in which at least 800 000 people were killed by Hutu extremists. She returned to Rwanda in 2010 to run for election against President Paul Kagame, but her party was barred and she was arrested after publicly asking that the perpetrators of crimes against Hutus should also be punished, comments said amounted to ‘genocide denial’, a crime in Rwanda. “Since July 10 the management of the Kigali central prison decided to tighten the prison regime of Madame Ingabire, leader of the United Democratic Forces (UDF), without any explanation,” wrote UDF party vice president Boniface Twagirimana. UDF alleged that Ingabire’s lawyer had been prevented from meeting her, ‘on grounds that he had nothing more to do at the prison since his client has been sentenced’. It also alleged that Ingabire’s books were confiscated and she was prevented from meeting visitors, which Twagirimana said ‘amounts to mental torture’. But prison service head Paul Rwarakabije said her lawyer had been denied access because he had visited the prison outside visiting hours. AFP

SA boxer Siphamandla Baleni is moving along the route that took Hekkie Budler to international recognition. Baleni outclassed Iviwe Mgema at the weekend to improve his record to 7-1, with one draw and three wins inside the distance. The 24-year-old minimumweight from Mthatha retained his Eastern Cape title when the fight at the Mdantsane Indoor Centre near East London was stopped in the fourth round. The champion has a long way to go to emulate Budler, the WBA and IBO champion in the division, but he enhanced his status with an impressive performance in Mgema’s hometown. Baleni dominated from the opening bell against an opponent whose professional record is reported to stand at two wins, a defeat and a draw. rlando Pirates coach Eric Tinkler says it is vital that his team starts the 2015/16 season strongly as the club targets a clean sweep of honours in the PSL. Bucs have not had an off-season as they remain active in the CAF Confederation Cup. Pirates take on CS Sfaxien in Tunisia on Sunday night in their second Group B tie, having lost 2-1 at home to Egyptian giants Zamalek on July 11. “My ambition is the same every season. We have the objective to win every competition we are participating in next season. First up is the MTN8. It’s important to get to the final and win. Then it’s the League. We need to start on a positive note. Last season we didn’t win our first game. It is vital that we start very well next season and ensure we don’t create the gap again like we did last season.” The Buccaneers will host Ajax
finals on August 5, while they will start their League campaign against SuperSport United six days later. Besides their continental commitments, Tinkler’s men are also contesting the annual Carling Black Label Cup against arch-rivals Kaizer Chiefs at FNB Stadium on August 1. Tinkler is impressed with new signings Felipe Ovono and Luvuyo Memela, following their performance at the King’s Super Cup in Swaziland on Saturday. Ovono made a number of saves, while Memela netted the opener as the match ended 1-1 in regulation time. “I believe Ovono is a great goalkeeper,” Tinkler said. “I think we are strong in that department with Siyabonga Mpontshane and Brighton Mhlongo. I thought Memela, who has just joined us, had an exceptional game. He was unpredictable, skillful and managed to beat players.” The Sea Robbers next face Tunisian outfit CS Sfaxien in the CAF Confederation Cup tournament on Sunday night.
