IF IT SMELLS FUNNY TO YOU… Dear Doreen, After looking at almost 30 homes, I think this is it! (Thanks to you and Amy for all your patience.) This home has it all and something extra I don’t want: an odor problem. Each time I look at the house, I smell what seems to be either a pet or a slight smell of cigarette smoke. But the home appears quite clean. Once the owner’s stuff is out, will I have to buy new carpet, replace window coverings and paint the interior to remove the odor? That’s not in the budget. But, I sure want to buy this one! Super Sniffer Dear Super Sniffer, When a buyer enters a home they don’t turn off their other senses. The owners say the home is smoke-free and they don’t have any pets. But, that doesn’t mean the previous owners didn’t. If the odor is one you are this concerned about, you may want to pass and continue to look. I must add, neither Amy nor I detect the smell that offends you. ower of attorney is granted to an “attorney-in-fact” or “agent” to give that individual legal authority to make decisions for an incapacitated “principal.” In other words, that means once mom or dad are of the age they no longer can make good decisions for themselves (financially or medically), they choose an individual (usually a son or daughter) to make decisions for them. Some understand the importance of POA. But, in my 11 years experience, I found many seem to think POA stands for “procrastinate or avoid” making a decision. This is because having POA status is usually tough. After all, she’s is still your mom and when she says “I don’t want to leave my house” you naturally want to look past your fears and abide by her wishes. I estimate 70 percent of people I talk with are in denial about their parent’s deteriorating condition.

But with POA, it’s now your job to act in her best interest. Ask yourself (or someone who can be objective) the following: • Is mom a fall risk? (For example, if the doctor has told her to use a walker and she refuses, the answer is, yes!) • Is mom becoming forgetful? • Is mom eating nutritious meals regularly? • Does mom see other people throughout the week?

Murky Negotiations with AT&T Over Cell Tower By Amanda Niemerg aniemerg@anthemnews.com

A

fter months of negotiations, AT&T and Anthem Community Council can’t come to an agreement on the proposed installation of a cell tower at the Anthem Equestrian Trailhead at the southeast end of Anthem. The parties involved can’t even seem to agree on where they are in the negotiation process. Anthem’s chief financial officer Doug Greenstein said AT&T backed out. “AT&T sent us correspondence essentially withdrawing because they could not reach an agreement on business charters between AT&T and the Anthem Council,” Greenstein said at the June 25 ACC meeting. Morris Mickelson, senior site acquisition manager, told In&Out talks with ACC had broken down and AT&T is back at the drawing board. “After spending tens of thousands of dollars on this request with ACC, we are back looking for a suitable location to provide improved service in this area.”

However, AT&T spokesperson Karen Kruse said the deal is not dead. “The agreement has been reached except some of the financial terms. We’ll continue to work with the ACC on the remainder of the financial terms that are outstanding.” She did not disclose details of the terms. “We’ll consider options if there’s no agreement once negotiations are exhausted. With that explosive growth in data use on the AT&T network, we’re simply working to meet the demand,” Kruse said. That demand has increased 50,000 percent since 2008, Kruse said, due to the number of people using multiple devices over wireless networks. AT&T recently upgraded a tower at 9th Avenue and New River Road to its 4G LTE network, according to Kruse. During a public information meeting in March, some residents expressed concern about the location, while others were more curious about how it would improve their phone service. The proposed tower would bring better coverage to AT&T customers in Anthem, New River and Desert Hills. io

new app promises to put more crime-deterring power in the hands of citizens and help law enforcement apprehend and prosecute criminals. ICE BlackBox turns an Android or iOS phone into a mobile surveillance device allowing citizens to report crime to specified emergency contacts. The one-button recorder uploads the incident to the cloud—complete with video, audio and GPS data—and provides one-button 9-1-1 access.

How it Works ICE (In Case of Emergency) BlackBox is designed to be simple enough to use during stressful situations such as a threat of domestic violence or robbery. The app uploads and stores audio/video footage on a secure server. It also sends the recording to emergency contacts of your choice—or even directly to 9-1-1 operators, if local law enforcement are participating in the program.

Hitting the “9-1-1” button places an emergency call as usual and the caller could inform the dispatcher of the uploaded video. Transmission happens every few seconds while recording, according to the developer, and the video is not stored on the phone, so no one can force you to delete it.

The Portals ICE Black Box works independently, but becomes much more powerful when neighbors and law enforcement participate through ICE BlackBox web portals. Recorded incidents can map to one or two portals: the NSA (National Sheriffs’ Association) ICE Portal for law enforcement and/or the Neighborhood Watch NOW Portal for citizens. According to the National Neighborhood Watch, by using the portal, law enforcement can instantly determine the gravity of an incident and send a unit to the location to de-escalate, if necessary. In many cases officers can be dispatched while the 9-1-1 call is still taking place.

When an incident is recorded, it maps to the portal allowing neighbors to track crime and suspicious activity and support each other in an effort to report and prevent crime. Pinal County will be the first law enforcement agency in the state, and one of the first in the country to adopt the new technology. Maricopa County Sheriff’s Office has expressed interest, according to Thompson.

The Deterrent Factor While the app is instantly useful by providing evidence to prosecute criminals, the crime deterring factor depends partly on creating an awareness among wouldbe criminals. “When criminals realize anyone can be a potential witness with the NSA-ICE BlackBox App, our hope is that [they] will think twice… out of fear of getting caught,” Thompson said, and could potentially have a significant effect on de-escalating domestic violence, defusing bullying, reducing neighborhood robberies and deterring rape and other opportunitybased physical crimes. Neighborhood Watch Groups have been around since the 1970s under the National Sheriffs’ Association.

The NSA scrutinized its program when, in 2012, the coordinator of a neighborhood watch shot and killed Trayvon Martin, an unarmed high school student. “The program in the incident was not part of NSA, nor was the group registered,” Thompson told In&Out. But the incident was instrumental in the development of the ICE Black Box program, Thompson said. The Anthem Neighborhood Watch is an affiliate group of the Anthem Community Council with about 20 block captains, according to Chairperson Teresa Pierson. Pierson sees potential value in ICE BlackBox’s ability to record crime such as vandalism, graffiti, theft, domestic violence, assault and reckless driving. “I am excited about it. I like that this is just about suspicious activity and crimes in progress. Anything that can help prevent crime is good.” Individual citizens can set up a neighborhood portal but, “It would be much more effective for the community as a whole to do it together,” Thompson said. “We’re only going to stop crime if we work together.” io

If your obligations and/ or bank account does not afford you the luxury of escaping the infernal furnace we call “home,” you can either get your chill on by roaming the aisles of our countless local malls, superstores and groceries, or consider these tips for sustaining life in the heat and surviving the utility costs that come with it. 1 Get with the Program If you don’t ● have programmable thermostats in

your home, put down this magazine immediately (after finishing my grippingly entertaining column) and purchase them. They cost as little as $20 (Honeywell One-week Programmable Thermostat Model # RTH221B) to as much as $250 (Nest Second Generation Learning Thermostat Model # T200577) but the savings are immediate. If you’re using the APS “equalizer” plan—and you don’t cheat—setting the thermostats to coincide with peak and off peak rates will give you instantaneous return on your investment. 2 Fan Yourself Turn on your ceiling fans—but only when you are in the room—and set them to run counterclockwise. The room will feel five degrees cooler, which means you can set the A/C five degrees higher.

Leaving them on when you’re not occupying the room will eat up the savings you accumulated, so practice diligent switch-flipping. 3 Block the Rays Sunscreens, window tinting, shutters, blinds, and heavy drapes all help keep the sun from burning up your savings, but at what cost? If you plan on living in the home for five years or more, these all make sense. Yes, foil works, too, but it’s as ugly as it sounds.

4 Picture This Turning down your water heater to 115 degrees or cooler, if you can stand it. This will lower your gas bill and give you a more refreshingly cool shower. My personal trick is to jump in the shower before I turn the water on. The water that is sitting in the pipes is being indirectly cooled by your A/C. I get about 30–60 seconds of bracingly cold water before the warmer water kicks in. Sorry for that visual.

5 Keep it Up Maintain your airconditioning system. Install CFL or LED lighting. Avoid your oven. Hold off running energy-sucking appliances until off-peak hours. Sticking to these tips will help ratchet the meter down.

other Nature decided the evening of July 3 would be her fireworks show. With rain spitting and lightning flashing, the cancellation came and the mass exodus began. MCSO deputies and Posse members controlled the flow, assisted by the newly formed North Valley MCSO Explorers, a youth squad working alongside law enforcement. Beyond the real-world experience the program provides, it’s also an opportunity for MCSO to educate and perhaps recruit future deputies. “It’s hopefully a recruitment tool for kids who are interested in this kind of work, or just learning great work ethic and professionalism,” said Sgt. Shawn Braaten. Before the festivities were cut

Aren Gallovich, 18, listened intently. “I got involved in this because I wanted to make a difference in my community and someday I want to pursue a career in law enforcement,” he said. He loves the on-the-job training. “I learned many things, like how to deal with high, extreme pressure situations, micro-managing, or how to deal with future planning of long-term events,” said Gallovich, who wholeheartedly encouraged other kids to join. “Do it. It’s the time of your life, man!” Guiding a disappointed crowd across Gavilan Peak, José Bivens, 18, confidently directed foot traffic as if he had done it a hundred times. With mother nature’s light show flickering all around, he echoed Gallovich’s sentiments; “I love it!”
