inventory, it’s imperative you find a buyer’s agent who’ll work hard for you; someone who works in this market daily. Work with your BFF agent on traditional sales, but for short sales you need a short sale specialist who will be well-versed on the very different process of negotiating and closing a short sale. Ask colleagues/neighbors for a recommendation. Look at short sales listed and pay attention to names you see repeatedly. Call an agent—like Amy or me—to see if we know of anything coming up but not yet listed, or a home about to fall out of escrow. You can catch your dream home but you may have to change your strategy.

Parkside HOA Rules Need Revisiting
I
am all for a total review of the HOA rules, especially the ones not enforced. A classic example here in this community (Arroyo Grande—remote from the rest of Anthem) is the RV rule. Many have had their RV in the driveway for months with no permit. Being on the neighborhood parks committee, I see what people in the Parkside communities do to their parks. If we as homeowners want to keep our property values up, we need to police these parks and stop the litter and destruction of property. Of special interest is that there are no speed barriers in Arroyo Grande and people drive at excessive speed on the approaching New River Road and the interior roads. Not just the homeowners… the couriers (FedEx and UPS), the school busses and many other vendors. I recommended: 1) Speed bumps. But no one wanted to pay for them or have them at all. Some said that they would just have drivers going up on the sidewalks to avoid them. (Come on!) 2) A gate. Some said that was excessive and would not solve the problem because the majority of speeders were homeowners. 3) More police in the area. Not likely. The nearest station is Black Canyon City. A few weeks back, a school bus was unloading children with its lights flashing and the stop signs out, but a blue pick-up sped past, risking life and limb of the children. —Billy Gwin (Anthem NW–Arroyo Grande)

hile Anthem East is still celebrating a judge’s recent order to deconsolidate Anthem’s wastewater rates from those of the Agua Fria district, the real-life effects of the three-year plan to back ratepayers out of that arrangement are not likely to cause much commotion in your monthly bill. Here’s why: The lower wastewater prices will be nearly matched by higher water usage rates the first year, and Epcor can still file for a rate hike the following year. So while you’re looking on the bright side, and silently thanking the red-shirted citizens and the ACC for fighting the good fight downtown, it’s really time to get a grip on how to use less. 14 |

They also cut their dishwasher use to a minimum, acknowledging this might not work for larger families.
The average Arizonan uses 100–150 gallons per capita daily (GPCD). Scottsdale sets the bar for bad behavior with an average of 250 GPCD. In Arizona, the vast majority of home water use goes to outdoor irrigation, so conservation practices that target outdoor use can be very effective at lowering your bill. hile only Council gets to vote on this issue—awkward, as it appears Council staff would likely benefit most from a ‘yes’ vote—it is attempting to solicit homeowner feedback. Several community forums have been held with predictably low participation from homeowners. The proposal would allow ACC staff to spread out a little, provide a welcome center for newcomers and a possible substation for MCSO, as well as classroom and meeting space. Financial considerations include $2.3 million for the purchase of the building, nearly $1 million additional in interest payments and $1.5–$2 million in renovations. The $5 million would come from the enhancement fund, which currently has a balance of $4.7 million. The proposal is slated for discussion (community comment will be accepted) and vote by the ACC Board of Directors Wednesday. 20 |
