You can probably tell just by the look and feel of it that this isn’t your average Inweekly. I mean, it’s not often that our page count mirrors that of a small book. The unusual bulkiness can be attributed to one thing and one thing only—Best of the Coast. Also known as 2014’s most comprehensive list of the greatest our area has to offer as voted for and decided on by you, our insightful and discerning readers. I know people tend to overuse phrases like “biggest” and “best ever” but this year’s Best of the Coast truly qualifies as both. For starters, it’s eighty pages (yes, you read that correctly), making it hands down the largest issue we’ve ever printed. This year’s ballot featured 322 categories, spread out over eight sections. Since each category has one winner and three runner ups, that’s a grand total of 1,288 people, places and things that earned your votes. And we wouldn’t be able to afford the print bill on such a monster issue without ad dollars, so to each and every small business that said “yes” to advertising, thank you. We’ve clearly got a lot of greatness happening around here, meaning we couldn’t even begin to fit all of the Best of the Coast action into one issue. So make sure you tune in and read up next week too for Rest of the Best—where we celebrate the runner ups. Because (with the exception of a few very random niche categories) finishing in the top four of your given field is something to be beyond proud of. Cheers to everyone who placed—you earned it!

losers BP The oil giant lost another court battle
in its fight to stem the tide of settlement claims related to the 2010 Deepwater Horizon explosion and subsequent oil disaster. BP cannot recoup hundreds of millions of dollars it claims to have overpaid victims, Judge Carl J. Barbier ruled on Sept. 24. The judge had ruled earlier this year to rework the claim process, but he refused to make those changes retroactive.
MARGARITAVILLE CASINO Owners of the Biloxi casino have filed for Chapter 11 bankruptcy protection hours before a hearing at which the landlord sought to seize the property. The casino shut down operations on Sept. 15, eliminating 371 jobs. The casino, which opened in 2012, licenses the name of the famous Jimmy Buffet song, but the singer is not an owner. WILLIAM “CADILLAC" BANKS The Santa Rosa Island Authority (SRIA) turned down the permit request from the promoter of Gulf Coast Summer Fest for another concert. The authority had loaned Banks $105,000 for this year’s festival and had to write off about $50,000 of it because ticket sales fell short. According to news reports, the ticket sales barely exceeded 1,000. Banks owes the SRIA another $10,000 for legal and user fees and is disputing half of that amount. He plans to go back to the SRIA board in October for a permit.

WAITING FOR CHARLOTTE The Florida Legislature passed this spring The Compassionate Medical Cannabis Act of 2014, and Governor Rick Scott signed the bill into law in June. The law makes it possible for families to purchase non-euphoric medical marijuana, commonly known as “Charlotte’s Web,” to help those battling severe forms of epilepsy. The timetable was for the Department of Health to finalize its rules by Sept. 30, the Florida Medical Association to establish an online course for doctors who want to prescribe the extract, and five nurseries to begin growing, processing and dispensing it by Jan. 1. That was the plan. Unfortunately the timetable has gotten off track, which is frustrating for parents like Peyton and Holley Mosley, the Gulf Breeze citizens who fought for passage of the bill to help their daughter RayAnn, age 11. The DOH proposed rules are cumbersome and will make it more difficult to get the products to patients. The state has been divided into five regions and lotteries will be held for one nursery license in each one. An applicant must be the owner of a nursery licensed by the Department of Agriculture for at least 30 years and have an inventory of at least 400,000 plants. The law called for cultivating, processing, and dispensing to all be done by one entity.
DOH proposes it all take place on one contiguous property, which means families may have to drive hours to get “Charlotte’s Web” for their children or the nurseries will have to provide home delivery for orders. Since retail and agriculture are separate zoning classifications in most counties, nurseries could face legal challenges from neighbors. Doctors can start writing prescriptions for Charlotte's Web on January 1, 2015. However, they must complete a licensing course that has yet to be written by the Florida Medical Association. No one knows how many physicians are interested in becoming qualified to prescribe. Last month, Costa Farms of Miami and Plants of Ruskin of Ruskin filed legal challenges with the Florida Division of Administrative Hearings. Judge W. David Watkins has scheduled a hearing for Oct. 14 and 15 in Tallahassee to hear the combined challenges. The challenges could add an additional 60day delay to enactment of the law. These delays could mean the estimated 150,000 adults and children like RayAnn, whose seizures are so severe that she wakes to bloody sheets, may not get the needed treatment until March or April next year. “We offer fresh versions of some of the old classics—not necessarily imitating, more like recreating favorites to suit today's healthier lifestyles,” explains Jen Knight, owner of End Of the Line Café. The food at End Of the Line (EOTL) is completely vegan, and Knight uses organic products as well as locally grown and/or sourced products whenever possible. It’s not a surprise that The Global Grill is still a local favorite when it comes to fine dining. Menu favorites such as the Heirloom Tomato Salad and Potato Crusted Grouper represent Chef Frank Taylor’s emphasis on using the freshest ingredients from local farms and waters. “We do that dish at the peak time of tomato season,” says Chef Taylor of the Heirloom Tomato Salad, stating that there can be up to as many as nine varieties of tomatoes included. “The Potato Crusted Grouper has been a staple item on the menu for 20 years,” the chef says, explaining that he modifies the dish based on what is available fresh from the Gulf, whether it’s snapper, grouper or triggerfish. Global’s wait staff also gets rave reviews from customers. “I absolutely think we have the best wait staff in Pensacola. We try to strike a good combination of being upscale, but also very friendly,” says Chef Taylor’s wife and partner Jane. “We try to always create a unique dining experience for our regulars, but love when people choose us for engagements, retirement parties, anniversaries and other special celebrations,” she states. “It’s a great feeling.” 27 S. Named after owner Sarah Noble’s daughter, Sky’s Pizza Pie dishes up pies like those found in Noble’s native New York. “I think Sky’s stands out because we have classic New York-style pizza, and we have the largest pizza sold in town, which is our 24-inch,” says Noble. Still, the most popular menu item at Sky’s is pizza by the slice. Standout pies include the House Specialty made up of salami and pepperoni, and the Bianca, loaded with tomatoes, ricotta, spinach and garlic. “Laid back and food focused,” says Blake Rushing, chef and owner of Type , describing his restaurant’s concept. “We are a big family at Type and want our guests to feel the same.” Type’s modern take on Southern cuisine truly sets them apart from the pack, especially with dishes like their ultra original smoked salmon under glass. “It’s our house cured and smoked salmon, but we serve it under a glass dome filled with the same type of smoke we used to smoke it,” says Rushing. “We change the menu every month, which keeps it very fresh.” Traveling and eating at the top spots in other cities is a must for Rushing to ensure his restaurant stays on top of current foodie trends. Tucked away between modern Vinyl Music Hall and the old-school Esquire Barber Shop, 5 ½ Bar operates as proving ground for cocktails that coincidentally blend the two eras from which its neighbors hail. “We offer many spirits and other ingredients that are unique to the area, so introducing those ingredients is an important goal of ours, as well as re-introducing well known but often polarizing ingredients like absinthe, Jagermeister and gin,” says Patrick Bolster, bartender and manager at 5 ½ Bar. The bar offers a range of craft cocktails and beer, and changes up its drink menu seasonally. “However, there will always be a spot on our menu for the drinks that have been crowd favorites, like the West Indies Paintbrush and the Cucumber Collins, also known as the ‘Cucumber Drink,’” Bolster assures us. BAR GAMES AND A STUFFED BEAR
The best bars have legends, and Coyotes Sports Bar is no exception. “It wasn't our intent to have a mascot, but he quickly became a fixture in the place,” owner Robin Dolph says of an adult-sized stuffed bear that she inherited 10 years ago. “Recently, he was abducted from the bar by some overzealous admirer but was returned two days later with no apparent physical injuries,” Dolph explains. Now back at its post, the bear is again presiding over events at one of the most popular bars in the Cordova Area. Commonly known as "yotes," the bar offers a non-corporate bar experience near the mall that patrons appreciate. “I know it sounds cliché to say it’s a ‘Cheers’-like environment, but I hear that every day,” says Dolph. With karaoke on Mondays, Drink and Drown on Friday nights, Bingo on Saturdays, free pool on the bar’s four tables each Sunday and a range of other games continuously running (“There's usually a game of Cards Against Humanity at the bar,” Dolph says), there is something different going on most every night. “Our bar is a place where labels and

OLD SCHOOL CHARM
The red lights of The Elbow Room have cast a comforting glow on guests for 51 years, and if Jonathan Owens has a say, they will continue to do so for many years to come. “I have been part of the ER family since I was a kid. My sister used to take me there back in the 70's, and Jim Flynn would make me pepperoni sandwiches that I would eat sitting on the bar,” says Owens, part of the team that now operates the landmark bar, including its infamous jukebox. “We try to keep it fresh with songs our guests relate to the vintage feel of the ER. The songs on the jukebox are regularly cycled through from a massive inventory we keep in a secret vault,” Owens explains. The ER also received nods for its food, bar games and ambiance, none of which will change anytime soon. The only upcoming addition may be a little outdoor seating, modeled after the Schlitz Beer Garden. 2213 W. Cervantes St.
believes the seasonal menus created by the bartenders (the fall menu will be available through November), including bar manager Jeffrey Knott, keeps things exciting. “Jeffrey has such a passion for his trade, and everyone who meets him can see it clearly,” says Garrett, who often hears that Knott has helped visitors find new favorites. Knott will also soon begin teaching whiskey seminars regularly. WHISKEY UP A LADDER
Open just over a year, Old Hickory Whiskey Bar has become one of the most popular establishments in town and continues to grow. The bar recently underwent renovations that added shelving to accommodate over 100 new bottles in the whiskey library (for a total capacity of over 400), and a bar extension paired with more seating. “In the end, it is all about our customers and giving them a great night out,” explains owner Katie Garrett. While a beach bar may not at first seem the most likely place for a proper pint of Guinness, on Pensacola Beach, Paddy O’Leary’s Irish Pub serves it up like a proper Irish pub. The name Sandshaker Lounge & Package is pretty much synonymous with the Bushwacker, having sold the signature chocolaty, creamy beverage since 1975. For over 40 years, Seville Quarter has been synonymous with Pensacola nightlife. David Apple, owner of Apple Market , got his start in the grocery business as a
bagger with Safeway Stores in Dallas, which began a career that eventually led him to Pensacola. “We bought Bob Joseph’s IGA from him in May of 1996. We have been called a specialty and gourmet grocery, and while that is true, we have all of the features of a conventional grocery as well,” says Apple. “Much of our item assortment is driven by customer requests as we work to accommodate the needs of the community. We have also been helpful to many other small businesses in helping promote newly developed food items produced by local entrepreneurs,” Apple says of the variety of goods offered, including Drowsy Poet coffee, Nippon Express sushi, and the store’s move towards stocking all organic produce. “We are passionate about what we provide to the community, and that is a great surfing and skateboarding experience,” says Sean Fell, owner, surfboard builder, screen printer and welder at Waterboyz.
