CEO of Innisfree Hotels Julian MacQueen has been named to the Hotelier Hall of Fame by the Florida Restaurant & Lodging Association. The Hall of Fame Award recognizes an industry professional with a personal record of achievement over at least 20 years, attainment of career distinctions and distinguished service to the industry, community, charitable organizations and family. Innisfree's corporate social responsibility program, The Hive, has taken on several projects, including the adoption of the Dixon School of the Arts; the building and funding of the Independence for the Blind of Northwest Florida Training Center, the creation of From the Ground Up Community Garden and the MacQueen School of Hospitality at the University of West Florida.
ERIC FINGER The Pensacola High School student started volunteering with three classmates at the Fricker Resource Center's afterschool program as part of the International Baccalaureate program's Creativity Action & Service initiative. Finger organized the Fund the Fricker Charity Tennis Tournament at the Pensacola Country Club and raised over $2,700 through entry fees and sponsorships that he donated to the Fricker Resource Center for purchasing sports equipment.
The Florida Office of Insurance Regulation has issued an order that gives contingent approval to an overall combined average statewide Workers' Compensation Insurance rate increase of 14.5 percent. The National Council on Compensation Insurance had requested 19.6 percent. On Dec. 1, the revised rate increase will be effective for new and renewal business, with no change in rates for current in-force policies.
FLORIDA ELECTRIC UTILITIES The League of Women Voters of Florida has called Amendment 1 a "Trojan Horse" that "Florida utilities have brought into our gates, under the cover of night during the chaos of a major presidential election, a cleverly masqueraded vanguard to upend the Sunshine's State's efforts toward clean solar energy." The group believes the amendment will slow, or perhaps even kill the solar momentum in Florida. It paves the way for barriers and punitive fees to solar and has worked in other states to stop solar in its tracks, such as Arizona and Nevada. PENSACOLA MSA The Pensacola metropolitan area was not on the list of Florida's 15 Metropolitan Statistical Areas (MSAs) that outpaced the nation in gross domestic product growth rate in 2015. Six of Florida's MSAs were ranked in the top 50 nationwide for over-theyear GDP percentage growth: Punta Gorda; Cape Coral-Ft. Myers; Naples-ImmokaleeMarco Island; Sebastian-Vero Beach; Palm Bay-Melbourne-Titusville; and North PortSarasota-Bradenton. The Okaloosa County MSA, Crestview-Fort Walton Beach-Destin, had the highest GDP growth, 3.0 percent, in Northwest Florida.

THE PRICE This week I had an opportunity to speak with a delegation of Latin American journalists that had been brought to Pensacola by the Gulf Coast Diplomacy Council as part of an International Visitor Leadership Program project looking at grassroots democracy. Because of my prior work with other international delegations, the State Department had recommended that we meet and discuss the role of Inweekly in reporting on government and local issues and generating discussion on important issues within the community. The journalists were particularly interested in how the media can act as an independent voice that advocates on behalf of citizens and their concerns. I talked with the group about our reporting on the BP oil spill, the deaths in the Escambia County Jail, and the landfills in the Wedgewood community. I mentioned the trail of the broken windows, slashed tires, fake blogs, and threats from the rich and powerful that come with nearly every investigative piece. We talked about how Inweekly was one of the few, if not the only, newspaper in the country that refused to take any ads from BP after the oil spill. The British oil giant had other avenues to deliver its spin. Of course, we had no idea how much BP would spend on advertising over the next two years. Our decision probably cost a hundred grand.
However, the pushback we receive is nothing compared to what those journalists face in their countries. Reporters Without Borders (RFB), an international non-profit organization that promotes and defends freedom of information and freedom of the press, reported this past July that no fewer than 21 journalists were killed in the first six months of 2016 in Latin America Mexico registered the biggest death toll, with nine journalists murdered in that period. Guatemala followed with five, Honduras with three, Brazil with two and Venezuela and El Salvador with one. None of these countries are in war zones. "When you add the countless attacks, abductions, enforced disappearances, threats and cases of judicial harassment, you end up with a climate of terror in which journalists are clearly no longer at home," said Emmanuel Colombié, the head of RSF's Latin America desk. Only two Latin American countries, Colombia and Mexico, have created national mechanisms for protecting journalists. However, in both countries, the mechanisms failed to serve their purpose. Journalists have been jailed for reporting on the illegal activities of their governments. The price my fellow journalists pay to preserve freedom of the press is steep. It's the price that we should respect every time we pick up a newspaper. {in}

Escambia recently named Greg Voss as its first director. Voss has more than 25 years of experience working in non-profit management. Most recently Voss served as the executive director of Big Brothers Big Sisters of the 7 Rivers Region in Wisconsin. He has also held leadership positions with the American Red Cross and Little Brothers-Friends of the Elderly of the Twin Cities in Minnesota and is a graduate of the University of Wisconsin-La Crosse. TEEN BIRTHS DROP Teen births hit a new low in 2015 nationally, statewide and in Escambia County. The birth rates dropped by nearly half. New federal data shows nationally there were 22.3 births for every 1,000 girls ages 15 to 19–a 47 percent decline from the teen birthrate in 2009. For the state of Florida, the teen birth rate dropped 45 percent – from 37.2 for every 1,000 girls ages 15 to 19 in 2009 to 20.3 last year. While Escambia County has a higher teen birth rate than the national and state averages, its rate also dropped 45 percent – from 51.4 for every 1,000 girls ages 15 to 19 in 2009 to 28.5 in 2015. In 1996, the teen birth rate for Escambia County was 61.3. CAMPUS COUNSELING CENTER SEEK FUNDS With a 48 percent increase in the
number of students seeking counseling, Florida universities are asking for an additional $14.5 million in the coming budget year to hire more mental health professionals, including

psychologists, counselors, psychiatric nurses and prevention specialists. There has also been an increase in more severe cases, with campus counseling centers reporting 4,200 visits in the 2013-14 academic year that were classified as emergency or crisis visits, involving issues like severe depression, acute anxiety, and suicidal thoughts. The counseling centers also reported 300 students had to be involuntarily hospitalized under the state's Baker Act during that academic year. Dr. Rebecca Kennedy, Assistant Vice President and Director of the Counseling Center at the University of West Florida, was a guest last week on "Pensacola Speaks." She talked about the how the UWF campus counseling tries to keep up with the increasing demand. "Students are coming to us in larger proportions that are already taking psychiatric medications," she said. "Some of our students are coming with more serious psychological issues, but also students are just experiencing the world that we have around us, which is pretty stressful, and then in a college environment, which is very stressful as well." The UWF Counseling Center saw a six percent increase in students seeking help last year. "We're up more than 35 percent in terms of the student services that we offered five years ago," said Dr. Kennedy, "That's only with a handful of new additions to the staff. We really could offer significantly more services and students would still be coming." The UWF Counseling Center offers a 24-hour hot line, 474-2415, that students can call and speak with a counselor.4-hour counselor on call. "During the day, on Monday through Friday, they can just walk on over to see us," said Dr. Kennedy. "If a student is in a crisis, we will get them in."
OKALOOSA RECYCLES HERE Okaloosa
County will soon begin shipping its recyclables to ECUA's new $10-million facility located at the Escambia County's Perdido Landfill. Since West Florida Recycling went out of business in Escambia County, Waste Management has been shipping Okaloosa's recycling by the hundreds to a facility in Marietta, Georgia. City of Pensacola staff have told the City Council that the city may be moving its recyclables to the ECUA facility. The city had been transporting its recyclables to Infinitus Renewable Energy Park's Advanced Mixed Materials Recovery Facility in Montgomery until that facility abruptly shut down in October 2014. Currently, the City of Pensacola has a twoyear contract with Tarpon Paper Company that takes care of its recyclables in Loxley, Ala. The contract expires Nov. 5, 2016. {in} inweekly.net

We are an outcome-based agency tracking academic success, community relations, and behavior. What inspires you? Responsible adults have disappeared one by one. Neighbors are minding their own business, parents have gone to work, or sometimes just gone. My inspiration comes from seeing children change as another person gives so freely to share what most of us hold on to so dearly—our time. Other than your business, what’s on your local ‘best’ list? My local "best" list consist of my SOS group of friends, the

STAMPED is Growing Up by Jennifer Leigh
This year marks the fifth annual Pensacola LGBT Film Festival—now better known as STAMPED. From its humble beginnings at the University of West Florida, the festival has grown into a weekend-long event that celebrates individuality, equality, and compassion through entertaining and thoughtprovoking films. What hasn't changed is the festival's mission to bring a "vibrant, cultural experience" to Pensacola through the expression of films with a specific focus on the LGBTQ community to create awareness, inclusion, and diversity. The first film festival came from the idea of ACLU Regional Director Sara Latshaw, who saw a need to "create an inclusive society" according to STAMPED website. This is the first year that Latshaw will not sit on the board of directors, but because of her, the festival now has legs to stand on its own, said current board member C. David Newton. "This is our fifth year and we really wanted to take some joy in that," Newton said. "This year's theme is our fifth birthday—we'll have cake and streamers—we're really growing up."
CREATING AN EXPERIENCE
Newton has been on the board for a year, joining right before last year's festival. Up until the first film is shown, board members and volunteers are working feverishly to get everything just right. And already they're planning next year's festival. "It's all year-long," he said of the planning process. "We start spinning ideas of
what to do next year. We always want to make it better." Last year, the festival was named STAMPED in reference to the 1990s legend of money circulating around the Pensacola area stamped with "GAY MONEY" in red ink in response to some city officials trying to shrug off its gay-friendly image. Little dollar bills were your tickets into movies, which sparked a lot of conversations. Newton is chair of the experience committee, which just as it sounds, works to create a positive experience for attendees by looking at such details. It's not just about showing the films but creating a welcoming and comfortable environment. There are about 30 volunteers at the festival who are trained to not only know the ins and outs of the festival, including some knowledge about the films but bring a warm and inviting presence. The festival has already received praise for its volunteers, which Newton credits to board member Emily Williams, who does the training. "It's very important that from the moment you walk in you are welcomed with arms wide open," Newton said. "We don't know what their story is—what anxiousness someone may have. We would never ever want someone to feel uncomfortable; we're very sensitive to that." Newton thinks of his friend—a man in his 30s who has never talked to his mom about his bisexuality. He suggested that his friend go to STAMPED with his mom as an icebreaker. "This can be an avenue for him, we're helping to make that conversation happen,"
Newton said. "It can help bring relationships to a more authentic space." "You're not always going to change the heart of individuals," he added. "But to have a character speak in a way that you can't, may change perspectives. You might sit there and think ‘This is my neighbor, my friend, my brother…."

also referenced in certain films and is just one more reason why STAMPED is so important. For every victory, such as SCOTUS striking down the ban on same-sex marriage, there's a tragedy, such as the shooting at Pulse nightclub this past summer. "We still live in a culture that does not always think too highly of LGBTQ folks," Newton said. " A number of the selected films relate to transphobia, which until very recently has often been an ignored community. "According to Human Rights Campaign, at least 21 deaths of transgender people were due to violence," Newton said. "In most cases, the victims are transwomen of color. What we hope is that people take more time to look into one of those letters in the alphabet soup." Newton admits that he still continues to learn new things. The festival just ensures that those conversations continue to happen. "Going with the birthday theme, I would make the wish that folks have their own distinct ‘a-ha!' moment and have a greater understanding or desire to learn more," he said. "Maybe you have a conversation, or make a new friend. We hope you gain something from the experience." {in}
Newton and fellow board members narrowed down the 88 film submissions that came from all over the world down to the final 14. "We looked at whether the film was educational, insightful, challenging … it's not solely about entertainment," Newton said. The films, which range from a sweet, three-minute short film that revolves around an answering machine message to a feature-length documentary about the "omnisexual" photographer Rosemond Norbury, are categorized as LGBTQ films because they discuss issues within that community. But they are so much more, and that's why the festival is for everyone, not a select group. "We're really talking about human issues," Newton said. "At the heart of all of these stories are real people with real struggles just trying to make it through love and friendship. news of the weird FRONTIERS OF SCIENCE Large kidney stones typically mean eye-watering pain and sudden urinary blockage until the stone "passes" (often requiring expensive sound-wave treatment to break up a large stone). Michigan State University urologist David Wartinger told The Atlantic in September that he had recently happened upon a pain-free—even exciting!—way to pass stones before they become problems: the centripetal force from a roller coaster ride. In a 200-trip experiment preparing for a validating "human" trial, he successfully passed stones in his hand-held, silicone model kidney (using his own urine) about two-thirds of the time when sitting in a rear seat at Disney World's Big Thunder Mountain Railroad. PERSPECTIVE With about 30 states having adopted some form of "stand your ground" defense to assault (or murder) charges, five membership organizations, charging up to $40 a month, have signed up a half-million gun owners concerned that law enforcement treat them fairly should they someday be forced to shoot—providing instructions and a "hot line" to coach members on what to tell police, plus liability insurance and help getting a lawyer. Critics say such organizations are also useful to those who might be prone to shooting people and want advice on how best to get away with it. The U.S. Concealed Carry organization's walletsized card, to give to police, asks that the shooter under suspicion be given the same consideration as the officers might give to their own colleagues under suspicion. AWESOME! Diego the giant tortoise, believed to be more than 100 years old, now lives in semi-retirement on Santa Cruz Island in the Galapagos, but from 1976 to 2010, Diego brought an almost-extinct species back to life by fathering about 800 babies in the captive breeding program on Espanola, another of the Galapagos Islands. Biologists did not realize Diego's prowess

until 2010 when DNA tests identified him as the father of 40 percent of all tortoises on the island. Even on Santa Cruz Island, Diego keeps busy, with a "harem" of six females. (Another Galapagos tortoise species did die out in 2012 when the last male, the centenarian Lonesome George, maintained his celibacy until death.) COMPELLING EXPLANATIONS The New York City Council, grilling police officials in September about their practice of freely seizing money from detainees under suspicion, asked for a thorough accounting of that money (suspecting that innocent victims rarely get it back unless aided by high-powered lawyers). Though (in "crimefighting" hyperbole) NYPD routinely boasts of its half-million annual seizures, an NYPD official told the council it would be "impossible" to account for everything— that keeping track of it all would cause its computers to crash.

THINGS YOU THOUGHT DIDN'T HAPPEN Wanda Witter, 80, had been living on Washington, D.C., streets for 10 years, but insisting to anyone who would listen that the Social Security Administration owed her sums that recently reached $100,000, and that she had documents to prove it. However, given her circumstances, most regarded her as just another luckless person confused by homeless life. In June, though, after social worker Julie Turner took a closer look and found, improbably, that Witter was indeed owed $100,000 and even more improbably, that all of her paperwork was carefully organized among the unimpressive possessions she hauled around daily, SSA paid her $999 on the spot, and the remaining $99,999 arrived in August. {in}
