Escambia County Commission, he led last summer’s effort to take over the Escambia County Jail, publicly attacking Sheriff David Morgan and his leadership team. Morgan had requested $6.3 million to hire 83 detention deputies and 12 detention assistants. Last month, Escambia County issued emergency purchases orders totaling $13.3 million as the result of the late April flooding in the corrections complex and the explosion at the county jail. The sheriff’s request does not look that out of line anymore.

County commissioners voted last year to take over the Escambia County Jail, May was the lone vote against it because he believed the facility should remain under Sheriff David Morgan and the county should give him the funds needed to meet the Department of Justice’s findings. For the past month, he has struggled to help the guards, prisoners and their families deal with an explosion at the Central Booking and Detention Center. The other commissioners have quietly stepped out of the limelight.

RACE TO THE BOTTOM In 2010, the U.S. Department of Education issued a Race To The Top grant of $8,373,647 to the Escambia County School District. The funds were to be disbursed over four years to help improve our schools. In the application, the district listed Superintendent Malcolm Thomas as “one of ECSD’s major strengths.” Because of the superintendent’s high expectations, change and reform began at the top and cascaded throughout the organization, according to the application approved by the school board. “In the past two years, the ECSD has taken bold steps to improve the schools,” according to the application. “For example, a low performing middle school was closed and reopened under new leaders and a new teaching staff with successful negotiations with the union occurring to provide extra compensation to teachers taking on this challenge.” That middle school was Warrington Middle School, which earned a “C” in 2009 before Thomas reassigned the principal and fired most of the staff. Last year, Warrington Middle sank to an “F” after earning a “D” grade the prior year. The notion of excellence cascading down to the students simply because of the superintendent’s high expectations turned out to be poppycock. The 2010 Race To The Top grant was to set up two schools as the models to create a

framework for an instructional improvement system for the entire district. The model schools failed to improve Montclair Elementary was one of the model schools. It dropped from an “A” in 2010 to a “C” last year. For the 2013-14 school year, 51 percent of Montclair’s third graders had the lowest score possible, one on a five-point scale, on the FCAT reading test, and 59 percent had the lowest score in math. Warrington Middle was the other model school. There is no way to candy-coat this. Superintendent Thomas’s plan failed and millions of tax dollars were wasted. The public schools in Escambia County will not improve simply by fiat from a benevolent dictator. The federal and state governments and local taxpayers have invested millions and millions into improving Escambia County public schools. We have built new schools, increased school hours, closed schools in the inner-city, recruited tutors and mentors, and put more and more pressure on the teachers. Still the grades are falling. A more collaborative, open approach is needed that involves all segments of our community and elicits help from those school districts that had success under similar conditions. We don’t have to reinvent the wheel, just find ones that fit our car. {in}rick@inweekly.net

DEADBEAT CUBA The Independent

News shared a cup of coffee with Cuban human rights activist Rene Gomez Manzano and several of his fellow dissidents. Manzano, who is also an attorney, was in Pensacola to speak before the local Inns of Court, which is comprised of area judges and attorneys. He shared that his message for the lawyers was that anyone would be mad to invest in Cuba as long as the communist government is in power. “The only reason Cuba wants the United States to lift its embargo is so that it can get credit from the United States," Manzano said. “Cuba is trading with American companies now, but it has to pay cash. They are shady characters.” He and his friends explained that the

EMAIL MYSTERY UNCOVERED The News Service of Florida reported that just before a judge cleared the courtroom so a GOP operative could testify in secret, lawyers for groups challenging the Legislature’s 2012 congressional map revealed that a man associated with the plan denied he had anything to do with it. Alex Posada said under oath in a deposition that he did not draw the congressional map, did not submit it to the Legislature and did not authorize anyone else to do so on his behalf, a lawyer for a coalition of voting rights groups told The News Service of Florida.

Posada, a former Florida State University student who appeared at one of the Legislature’s public hearings on redistricting in 2012, also swore that he had no knowledge of the alexposada22@gmail. com email account used to deliver the map to the Legislature’s public portal, according to lawyer Vince Falcone, who took Posada’s deposition over the telephone. Lawmakers including Senate President Don Gaetz, who in 2012 was in charge of the committee handling the redistricting process, publicly praised the “Posada” map as the footprint for their congressional plan.

Buchanan wrote the Independent News that the “Guest Instagrammer” series on the City’s official social media platforms was his idea, which he presented to the mayor’s office. Prior to our Buzz article, the IN did make a public record request for any emails regarding Buchanan taking over the city site. There were none. “This was a concept born out of casual discussion to help tell Pensacola’s story that the City quickly adopted—nothing more,” Buchanan said. Buchanan said that anyone could apply to be a “Guest Instagrammer” for the city of Pensacola via its official Facebook page, facebook.com/cityofpensacola. “I can assure you, praise for any elected official is not a prerequisite,” he added. As of publication deadline, no one else had been named a “Guest Instagrammer,” since late April. According to Buchanan, the city suspended the program because of the flooding but he had been told it would start up again in June. {in}

The Goldfinch by Donna Tartt

Screw best-seller lists, this book won the 2014 Pulitzer Prize for fiction. Just in case you haven't heard anything about it yet, here's an overview of the plot: An orphan named Theodore Decker winds up in possession of a very important painting named "The Goldfinch." What follows is a coming of age story full of art and love.

The Vacationers by Emma Straub

If you can't escape to a remote tropical island this summer, reading this book is the

In fact, we believe this is where the entire notion of "summer blockbusters" came from. Even though two of the biggest films of the season are already out ("X-Men: Days of Future Past" and "Maleficent"), there are still plenty of buzz-worthy flicks on the summer movie horizon. And even if big-budget blockbusters aren't your cup of tea, there are more than enough comedy sequels, dramas and indie features to go around too. Our personal must-sees this season include a '30s-style dramedy about a psychic, a French tale about flowers growing in unlikely places and Garden State II (we know that's not the real name, but it should be). We'll probably end up seeing 22 Jump Street too—how do you say "no" to Jonah Hill?

Joseph Smith, an artist currently living in Lillian, Alabama, will serve as the juror for “Push It to the Edge.” Smith’s works—sculptures, paintings, and drawings—have been shown in the U.S., France, Switzerland and Germany. Within Pensacola’s arts community, Artel Gallery is known as a haven for experimental, non-traditional art. This summer, the gallery is challenging local artists to go even further beyond the usual in the exhibit, “Push It to the Edge,” which is open June 3 through July 11. “We strive to show contemporary, experimental works that you don’t typically see in surrounding galleries,” Suzanne Robbert, president of Artel Gallery, said. “Our motto is ‘Art with an Edge.’ In every show, we want people to push it to the edge, but I think this is a way of keeping the theme open and reminding artists to take that extra step.” Located on the first floor of the old Escambia County Courthouse, Artel’s main gallery hosts 8 to 10 themed, juried shows each year each comprising submissions exclusively from the community. Each of Artel’s shows is themed and each utilizes a different jurorcurator, assuring a different perspective on selection. matched in much of the indie rock world, “Glass Boys” brings discomfort to the surface. The band seamlessly intertwines discordant indie pop-rock with a vocalist who looks and sounds like he could be fronting Biohazard, and it just works. “Glass Boys” has been gaining steam since earlier this year on the back of three strong singles, ‘Paper the House,’ ‘Led by Hand’ and most recently, ‘Sun Glass.’ When I first caught wind of the impending album, I was excited for a couple of reasons. Primarily because the band went on hiatus in 2011 to settle a lot of personal matters following their masterful album “David Comes to Life.” The news also raised a few questions for me: How does a band take two years off and expect to follow up an album as critically acclaimed as “David Comes to Life”? Would they be able to pick up with the same amount of steam they walked away with? Will they tour within a five-hour drive? These questions have yet to be answered, but as far as the follow up to “David” goes, the drama, genius and approach behind “Glass Boys” is more than enough to appease their fans and calm our fears of the band being quiet on a permanent basis any time soon. It is with a clear conscience that I can absolutely say F**ked Up are one of the most

important bands on the radar right now. From the opening beeps of ‘Echo Boomer’ to the sudden repose of the title track, “Glass Boys” is their urgent letter of apology for being gone. “Glass Boys” is out now via Matador Records.

While I didn’t like the title track on first listen, the singles that followed, ‘Black & White’ and ‘Instant Disassembly,’ hooked me in a big way, and hearing the whole album for the first time really made it all make sense. news of the weird WHAT'S IN A NAME Vanellope, Rydder, Jceion and Burklee head the latest annual list of the most common baby names on the Social Security Administration register of first-time-appearing names. There were 63 Vanellopes (girls), but only 10 each for Rydder and Jceion, the most popular debut names for boys. Other notables were Hatch (eight times) and Psalms (seven). (In other "name" news, among the finalists in April's "Name of the Year" contest sponsored by Deadspin.com were the actual monikers Curvaceous Bass, (Dr.) Eve Gruntfest, Chillie Poon and the winner -- Shamus Beaglehole. EDITORIAL PRIVILEGE To celebrate today's 25th anniversary of the weekly distribution of News of the Weird by Universal Uclick, Chuck Shepherd recalls a few of his favorite stories (among the more than 25,000 covered). • (1989) In the mid-1980s, convicted South Carolina murderer Michael Godwin won his appeal to avoid the electric chair and serve only life imprisonment. In March, while sitting naked on a metal prison toilet, attempting to fix a TV set, the 28-year-old Godwin bit into a wire and was electrocuted. • (1991) Dee Dee Jonrowe, leading the Beargrease Sled Dog Marathon in January in northern Minnesota, took a wrong turn and went 300 yards before recognizing her error. The mistake cost her team only a few minutes, but stopping to calculate her location allowed the dogs an unsupervised rest, and by the time she was ready to go, two of her dogs had begun to copulate. She was forced to wait on them for 25 minutes and lost the lead. • (1992) A 38-year-old man, unidentified in news reports, was hospitalized in Princeton, West Virginia, in October with gunshot wounds. He had been drinking beer and cleaning his three guns -- and had accidentally shot himself with each one. He said the first shot didn't hurt, the second "stung a little," and the third "really hurt," prompting him to call for help. • (1994) In Toronto in March, Sajid Rhatti, 23, and his 20-year-old wife brawled over whether Katey Sagal, who plays Peg Bundy on "Married With Children," is prettier than Christina Applegate, who plays her daughter. First, the wife slashed Rhatti in the groin with a wine bottle as they scuffled, but she dressed his wounds and the couple sat down again to watch another episode of the show. Moments later, the brawl erupted again, and Rhatti, who suffered a broken arm and shoulder, stabbed his wife in the chest, back and legs before they begged neighbors to call an ambulance. • (1996) A pre-trial hearing was scheduled in Lamar, Missouri, on Joyce Lehr's lawsuit against the county for injuries from a 1993 fall in the icy, unplowed parking lot of the local high school. The Carthage Press reported that Lehr claimed damage to nearly everything in her body. According to her petition: "All the bones, organs, muscles, tendons,

tissues, nerves, veins, arteries, ligaments ... discs, cartilages, and the joints of her body were fractured, broken, ruptured, punctured, compressed, dislocated, separated, bruised, contused, narrowed, abrased, lacerated, burned, cut, torn, wrenched, swollen, strained, sprained, inflamed and infected." • (1999) From a May police report in The Messenger (Madisonville, Kentucky), concerning two trucks being driven curiously on a rural road: A man would drive a truck 100 yards, stop, walk back to a second truck, drive it 100 yards beyond the first truck, stop, walk back to the first truck, drive it 100 yards beyond the second truck, and so on, into the evening. He did it, he told police, because his brother was passed out drunk in one of the trucks, and he was trying to drive both trucks home, at more or less the same time. (Not surprisingly, a blood-alcohol test showed the driver, also, to be impaired.) • (2002) The Lane brothers of New York, Mr. Winner Lane, 44, and Mr. Loser Lane, 41 (their actual birth names), were profiled in a July Newsday report, made more interesting by the fact that Loser is successful (a police detective in South Bronx) and Winner is not (a history of petty crimes). A sister said she believes her parents selected "Winner" because their late father was a big baseball fan and chose "Loser" just to complete the pairing. • (2004) The New York Times reported in February on a Washington, D.C., man whose love of music led him, in the 1960s, to meticulously hand-make and hand-paint facsimilie record album covers of his fantasized music, complete with imagined lyric sheets and liner notes (with some "albums" even shrinkwrapped), and even more incredibly, to handmake cardboard fascimilies of actual grooved discs to put inside them. "Mingering Mike," whom a reporter and two hobbyists tracked down (but who declined to be identified in print) also made real music, on tapes, using his and friends' voices to simulate instruments. His 38 imagined "albums" were discovered at a flea market after Mike defaulted on storagelocker fees, and the hobbyists who found them said they were so exactingly done that a major museum would soon feature them. • (1988) And finally, there was ol' Hal Warden, the Tennessee 16-year-old who was married at 15 and granted a divorce from his wife, 13. Hal had previously been married at age 12 to a 14-year-old (and fathered children with both), but the first wife divorced Hal because, she told the judge, "He was acting like a 10-year-old."
