rant & rave BP LESSONS BP has another deepwater rig named Atlantis which, believe it or not, is in even deeper water than Deepwater Horizon and has a similar record. Just short of six months after the BP oil disaster, the moratorium on deepwater drilling has been lifted, which means Atlantis and all 30 deepwater drilling rigs are free to carry on with business as usual. But is this a good idea? Does this mean that all deepwater rigs are now in compliance with current regulations? Will we avoid a similar catastrophe which sent shockwaves of ecological and economic destruction throughout the Gulf Coast? We can only wait and see, and hope. One thing is for certain: if such an event were to happen again, tomorrow, we would have the same disastrous “topdown” response with local communities and local knowledge being left out of the planning room. Millions of local citizens willing and able to help would be sent home and fisherfolk would be forced to work for the very company which would ruin their livelihood. Countless hours and dollars would be wasted putting out boom to keep floating oil off a coastline, while at the same time millions of gallons of toxic dispersants would be used to sink and dissolve the oil, making the booms ineffective and pointless. The purported reasoning behind using dispersants is to keep oil from impacting shorelines and shore animals. The use is supposedly an “ecological trade-off ”—sacrificing the deepwater Gulf environment for our coastlines and coastal species. Unfortunately, the process of using dispersants is no trade-off at all, but rather an addition of insult to injury. Over the long-term, dispersed oil will negatively impact any species which depends on the Gulf for food, including humans. Dispersants make it much easier for all aquatic species, not just oil-eating microbes, to absorb the cancer-causing components of the hundreds of millions of gallons of oil left in our Gulf. BP should have never been allowed to leave dispersed oil in our Gulf and we must insist on a change in the laws to avoid that and a haphazard response/“cleanup” in the future. If anything good did come from this disaster, it is the increased awareness of just how much our economic health is dependent on our environmental health. Merely the perception of oil-blanketed beaches was enough to cause economic destruction statewide, even though we were much luckier than our neighboring Gulf states.

Some folks have been preaching this very idea for years. Regrettably, the sermon typically fell on deaf ears and we were considered “job-hating environmental wackos” by those who have perpetuated a long, drawn out war of economic development versus environmental health. Will we allow that battle fought on a field of misconceptions to continue? Will we allow this terrible disaster to go by without holding industry and government accountable? Are we so eager to carry on like business as usual that we are unwilling to make the tough choice to reexamine our dependence on fossil fuels and insist on proof of safety rather than assuming safety until we have proof of catastrophe? We have an immense opportunity to not only avoid a similar disaster, but also to create jobs and stimulate economic development by finally paying proper attention to our air and water. Creating our current electric grid and transportation infrastructure were by far the greatest historical opportunities for growth in our country. Imagine the possibilities available which wait for us to move out of our comfort zone. We must not let the lessons learned from the BP oil gusher be ignored. RETREAT ON AIDS In recent weeks, some of President Obama’s strongest supporters have expressed frustration with his HIV/ AIDS policies. Unless the United States switches course and dramatically increases its funding for the global fight against AIDS, we could lose millions of lives and a generation of progress. Many AIDS advocates and I have a sinking feeling the HIV/AIDS strategy in the Obama White House is not getting significant senior-level attention. By contrast, I know that the AIDS crisis merited direct presidential involvement during the Clinton and Bush administrations. In 2008, then-Sen. Obama voted in favor of spending $48 billion over 5 years on the global fight against HIV/AIDS. On the presidential campaign trail that same year, Obama made his position clear: if elected, he would “provide at least $50 billion by 2013 for the global fight against HIV/AIDS.” There is little to explain the shift in President Obama’s priorities. But the shift is clear. The White House has fallen short in following through on its funding promises.

Take the White House’s own program, the President’s Emergency Plan for AIDS Relief (PEPFAR). Created in 2003, PEPFAR has provided $33 billion in funding thus far, making it the largest effort in history by a single nation to combat a single disease. PEPFAR is one of the indisputable successes of the past decade, and President Obama pledged to increase funding for the program by $1 billion annually if elected. Last year, though, the White House recommended virtually no increase in funding. As it now stands, PEPFAR likely will receive only a nominal increase next year. While campaigning for the presidency, Obama also pledged to dramatically increase America’s support for The Global Fund to Fight AIDS, Tuberculosis and Malaria. However, since Obama came into office, U.S. donations to The Global Fund have flat-lined. If funding remains at these levels, we could lose much of the progress we’ve made in the battle against HIV/AIDS. Marginal increases in funding and symbolic gestures just aren’t enough. Africa is ground zero in the AIDS crisis. The continent is home to about 90 percent of all HIV-positive patients. But the tide is turning. Over the past 10 years, the number of AIDS cases in 21 out of 25 of the most affected African countries has decreased. Much of this progress is due to the work of PEPFAR and The Global Fund. Congressional leaders have taken notice of how much ground we’ve gained. After attending the International AIDS Conference in Vienna, Austria, this summer, U.S. Rep. Barbara Lee (D-Calif.), along with 100 of her colleagues, sent a letter to President Obama urging him to make a 3-year, $6 billion commitment to The Global Fund. A pledge of that size will allow the international community to build on the successes of the past and provide even more patients with the AIDS medications they desperately need. Early next month, The Global Fund will meet at the U.N. headquarters in New York at which donor nations will make their financial pledges. President Obama will have an important opportunity to prove to his allies, detractors and the world community that AIDS funding is still a priority in America. He needs to take the opportunity to revise the White House’s position, and increase our country’s commitment to the fight against one of the world’s most devastating diseases. —Paul Zeitz, executive director of the Global AIDS Alliance

LOCAL ATTORNEY NAMED TO BP PANEL Brian Barr of the Levin Papantonio law firm has been appointed by Federal Judge Carl Barbier to the Steering Committee that will oversee the hundreds of lawsuits filed against BP and its partners with regard to the Gulf oil spill. Barr is one of only four attorneys on the committee. The other three are Louisiana-based lawyers Jim Roy and Steve Herman, and Scott Summy of Texas-based Barron & Budd. Hundreds of attorneys were vying for these appointments. TAXWATCH SUPPORTS AMENDMENT 8 The Florida Legislature has placed on the November ballot Amendment 8, which asks for voters to change the Florida Constitution’s current “maximum” class sizes to school-wide “average” class sizes. Dominic M. Calabro, president and CEO of Florida TaxWatch, has issued a statement in support of the change. “Amendment 8 is the right choice for Florida, its education system, and taxpayers. Future projected spending on compliance with the original CSR requirements is much too high, both in terms of its small return on investment and the state’s

current budget outlook. Continuing on this path, Floridians will be faced with the potential for tax increases to finance the ballooning costs of compliance with the strict requirements under the current Class Size Reduction Amendment–tax increases that have already been seen in Broward, Orange, and Manatee counties.” According to Calabro, Florida TaxWatch analysis has shown that spending on compliance could average $4 billion annually over the next ten years. He believes that the more flexible requirements of Amendment 8 will create “savings of $350 million–$1 billion annually, which could be used to fund a variety of critical services related to education, such as retaining the best teachers and principals and other initiatives to better impact student achievement while providing the flexibility and balance to reduce implementation costs and still ensure our class sizes are reasonable.”

LAST BIG MAYORAL DEBATE The Pensacola Bay Area Chamber of Commerce is hosting a mayoral candidate forum on Oct. 26 at the Pensacola Civic Center. A meet and greet will begin at 5 p.m. with the forum beginning at 5:30 p.m. The forum, which is free and open to the public, features candidates Ashton Hayward and Mike Wiggins, Pensacola’s current mayor. IN publisher Rick Outzen is the moderator. WUWF and News Radio 1620 are broadcasting the debate live. “Election day is quickly approaching, and the community affairs team at the chamber wants to make sure local citizens are aware of the issues,” said Lewis Bear Jr. of the Pensacola Bay Area Chamber of Commerce board of directors. “We are pleased to give our members and the public the chance to hear from both candidates in the mayoral run-off race.” Outzen promises that the questions will be direct and the forum will be as lively as the ones held leading up to the August primary. 2010 Election Day approaches, Pensacola is firmly entrenched as the economic engine of the Gulf Coast. The hope and dreams that its citizens had for the past decade exceeded everyone’s expectations. The Pensacola Pelicans completed their second season in the Suntrust Stadium leading the league in attendance while winning the championship series. The maritime museum opened this summer to record crowds. Sofitel has broken ground on its first luxury hotel and convention center on the Gulf Coast, and W.L Gore & Associates has nearly completed its new headquarters for its 6,000 employees across the street on the site of the Main Street Sewage plant that was closed in 2004. The downtown Pensacola technology park has expanded. Intuit, the maker of Quickbooks, has joined Appriver and Avalex in this commerce park next to the newlyrenovated Pensacola Civic Center. While the rest of the nation is suffering a recession, Escambia and Santa Rosa counties are booming. Unemployment rates match that of Austin, Texas–7.2 percent. In fact, Pensacola has being called the “Austin of the Southeast.” Leading the economic boom has been the growth of minority businesses and the improvements in the public school system In 2002, the Pensacola City Council, Escambia County Commission, Emerald Coast Utility Authority and the Public School District jointly funded a disparity study that became the basis for their minority inclusion procurement programs. At the time less than five percent of all purchases of good and service and construction were done with minority-owned firms. Today, that percentage has jumped to over thirty percent. Subsequently, the percentage of people living below the poverty level has dropped to single digits and the reports of gang violence are rare. Instead of asking for money from city and county govern-

ments, the Gulf Coast African-American Chamber of Commerce is one of the largest contributors to the Pensacola Bay Area Chamber of Commerce’s Vision 2015 initiative. Escambia County has only one “C” school. The rest are “A’s” and “B’s.” The Pensacola Promise scholarship program, which was originally funded by Energy Services of Pensacola, has provided every high school graduate an opportunity to attend Pensacola State College or the University of West Florida. Intuit and W.L. Gore have now completely endowed the program, crediting Pensacola Promise for attracting them to the Pensacola area. The other attraction for economic development is the state-of-the-art public library system. After the Pensacola City Council finished the $10-million downtown library and auditorium in 2002, it embarked on an ambiguous new library construction program. Instead of using their local option sales tax dollars for computers and police cars, the city and county put the funds into improving the area’s literacy rate. The new libraries, as well as the school board’s decision to allow its abandoned schools to be converted to community centers, are credited with improving the county’s FCAT scores. The Pensacola to which these two companies have relocated is much larger than it was in 2000. The city began an ambiguous annexation program in 2001 and the city limits now stretch north to Ten Mile Road and west to Blue Angel Parkway. The city’s millage rate has dropped 20 percent and the new city residents are pleased with the greater police and fire protection. With less unincorporated area to cover, the Escambia County Commission has cut its budget and is able to reduce its tax rates, too. Dream little and only little things will be achieved. Best Bargain: Half-Off Monday Nights at O’Zone Pizza Pub Working at the IN definitely has its privileges, but a huge salary isn't one of them. So I'm always excited to save a little cash, and Monday nights at O’Zone are hands down my favorite way to do just that. The deal is pretty simple: half-off any large pizza. The only catch is that it's limited to dine-in only. The wait is normally a little bit on the long side, but it's more than worth it. And don't worry about them cutting corners or sacrificing quality to still make a buck on Mondays. I promise you, it's the exact same delicious O’Zone pizza you know and love, just a lot cheaper. Best Hummus: Hub Stacey's I eat a lot of hummus from a lot of places—seriously—a lot of hummus. And while I'm pretty much a fan of any hummus I can get my hands on, my absolute favorite of all time comes from Hub Stacey's. It's pretty simple as far as hummus goes—just tomatoes and sprouts on top—but that's what makes it so delicious. Well, that and the perfectly toasted pita bread that accompanies it, of course. Do yourself a favor and order some next time you're there, and you won't be sorry. Or, at least try The Baylen— a veggie sandwich featuring Hub’s hummus and homemade dill sauce.

I don't know that I've officially had any other “Greek-style” pizza, but if their pie is any indication, the Greeks know how to make a pizza the right way. Best Future Cheese Fix: Wine World Wine Bar Cheese Shop I don’t know exactly what this is going to entail, but it sounds like I’m going to enjoy it immensely. Best Vegetarian/Vegan Dish: Vegetarian Pita, Aegean Breeze I’m no vegetarian, but the Veggie Pita at Aegean Breeze makes me think it would be a breeze to be one. Spread with a garlic mayo, stuffed with artichoke hearts, roasted red peppers and eggplant, and topped with melted provolone cheese, it’s the only thing I’ve ordered there in the last three years, though I’ve tried to wean myself off of it. Best Bread Pudding: Bread Pudding with Bushmills Irish Whiskey Sauce, McGuire’s Irish Pub Along with Crème Brulee, Bread Pudding is one of my favorite desserts, and I think both deserve their own BOC categories. McGuire’s Bread Pudding is absolutely decadent—rich, creamy and semi-alcoholic. I usually feel about five pounds heavier after I eat it, but it’s worth it. n 2008, Edwin Banacia and Albert Lao set out on a mission of opening a different kind of club in downtown—a big city style venue that would revolutionize Pensacola nightlife. But now, at the peak of success and being voted Best Nightclub and Best DJ by IN readers, the two owners of Suite Ultra Lounge have decided to evolve—again. “Over the past two years we saw the progression grow, but I think we got to a point where we saw Suite as something that wasn’t unique and original for downtown,” he says. “I think we were getting to a point where the scene is catching up to us.” Banacia says he’s working on opening up another bar downtown in place of Suite, but adds that it won’t be a nightclub. Suite Ultra Lounge wasn't his primary focus when he returned to his hometown. When Banacia moved back to Pensacola in 2007, he was set on spending more time

with family and had seemingly postponed his music career for the time being. Nearly three years later he and Lao found themselves running one of most eclectic and successful nightclubs in the area. “(Lao) and I met in New York as we both worked in music for a long time. He wanted to open a night club/bar and we're in the process of doing that up there.” Banancia says he talked Lao into bringing that business here. And the rest is history. “It was really important for us to have a reflection of who we were,” he recalls. “When we first opened we hardly did any advertising and relied on word of mouth.” As for closing Suite in such a short time period, Banacia says he has mixed emotions about it but knows it’s for the best. “We have our regrets…we wish we could keep it open, but we are also excited to work on something new. sean@inweekly.net
