ASHTON HAYWARD If someone ever
needed some good news, it was Pensacola’s mayor and he got it in bunches last week. On Tuesday, with unanimous approval of the City Council, the mayor signed a lease with VT Mobile Aerospace Engineering that will bring 300 jobs to Pensacola. The next day the council approved the 2014-15 budget. On Thursday, the council approved an EDATE for a $50 million project that will bring 300 apartments to downtown.
BURR FAMILY The University of West
Florida has announced a legacy gift totaling more than $770,000 from the estate of John Thayer and Joan Ames Burr. More than $500,000 of the gift will support high impact and undergraduate research initiatives in the College of Science, Engineering and Health. The remaining $250,000 is designated for UWF football and constitutes the largest gift to date. In recognition of the Burr’s legacy gift and its impact on UWF, the UWF Field House Lobby will be named in their memory.

Hayward has hired the former Escambia County administrator to oversee projects related to the April 2014 flood event. McLaughlin will be paid $2,000 for 20 hours work a month to help the city identify and secure state and federal funds to address infrastructure deficiencies related to the flooding. He was the county administrator for 2008-2010.

The teachers’ union has been battling the UWF administration over its collective bargaining agreement. The UWF Board of Trustees responded with its vote of confidence in Bense the following Monday.
ESCAMBIA SCHOOL DISTRICT
For months, the school board grumbled about law enforcement talking to students about possible crimes without the parents being present. Now we hear the district’s own investigators interrogated Escambia High football players without notifying parents and ordered them not to tell their parents about the questioning. One lawsuit has been filed. More may be coming.
U.S. SUGAR The large privately owned agri-
cultural business based in Clewiston, Florida has big plans. The Tampa Bay Times has uncovered them. U.S. Sugar and its allies are not just interested in influencing an upcoming water policy debate in Tallahassee. They are quietly pursuing big development plans for 67-square-miles of sugar land southwest of Lake Okeechobee, land the state has an option to buy to protect the Everglades. How big is the proposed development? 18,000 homes and 25-million-square-feet of commercial space in Hendry County, which only has 39,000 people. No surprise the company has been hosting secret hunting trips to Texas for Gov. Rick Scott and top legislators.

YEARS IN THE MAKING The City of Pensacola has signed a lease with VT Mobile Aerospace Engineering. The deal calls for an aircraft maintenance, repair and overhaul facility to be built at the airport that will add 300 quality jobs to our area. The lease was more than two years in the making. Work on it actually began in early 2012 under the code name “Project Stallion.” The Greater Pensacola Chamber “babysat” the details. A ton of money was needed to lure the Singapore-based company to Pensacola. Gov. Rick Scott kicked in Department of Transportation dollars for property acquisition and infrastructure improvements. But the chamber and city might not have been able to put together a worthwhile incentive package without the foresight of two leaders. In 2011, in the wake of the Deepwater Horizon oil spill, State Senator Don Gaetz sponsored and the Legislature passed the Oil Spill Recovery Act, which provided, among other things, that the eight coastal counties of Northwest Florida would have a presumptive preference in the use of tax incentives and economic development initiatives to diversify our economy. Lewis Bear, who was on the Chamber board at the time, lobbied hard in Tallahassee for the bill that also included a $10 million appropriation to promote economic diversification in the oil affected counties. The University of West Florida administered the fund and provided dollars to Project Stallion.
Mayor Ashton Hayward stayed committed to landing the facility. Scott Luth, the chamber’s vice president for economic development, juggled the details. Others made substantial contributions, including Jim Hizer, John Asmar, Jeff Helms, Brice Harris, Melinda Crawford and Greg Donovan. We almost lost the deal twice. In June 2012, Win Hallett, president and chief executive officer of the Mobile Area Chamber of Commerce, told the Mobile Press-Register that a delegation from Pensacola visited with ST Aerospace executives. That set off rumors that the Mobile facility was relocating to Pensacola. Mayor Hayward and Luth flew to Singapore to smooth over any misunderstanding with ST Aerospace leaders. In December 2013, Mayor Hayward signed a Memorandum of Understanding for the facility. He informed the media before the chamber had time to discuss the details with the Escambia County Commission. Luth, Bear and others intervened and persuaded the commissioners to pledge $8 million this spring in local option sales tax funds to the deal. Economic development success takes cooperation between state, county, city and business leaders. It also requires dedication, persistence and the ability to adapt to adversity. buzz ACLU AND PAE HOST UPDATE The
American Civil Liberties Union (ACLU) of Florida and the Pensacola Alliance for Equality (PAE) are hosting a gathering at Seville Quarter on Tuesday, Sept. 23 at which multiple local groups—including Sunday's Child, A Safe Port Counseling Center, HIVevolution, GayGrassroots of Northwest Florida and the Pensacola LGBT Film Festival (Oct. 15-18, 2014)—will provide updates on local programs, services and events. Those in attendance will also receive an in-depth legal analysis of marriage equality cases and their impact nationally and in Florida. Pensacola’s local plaintiffs, Lindsay Myers and Sarah Humlie, who were married in Washington, D.C., in December 2012 and joined ACLU’s marriage equality lawsuit against the state of Florida, will be recognized. Myers and Humlie will share their story and, along with the groups in attendance, will discuss the next steps for local actions to protect LGBT rights in our community. The event will begin at 5:30 p.m., Tuesday, Sept. 23 at End of the Alley at Seville Quarter.
SUNDAY’S CHILD OPENS MEMBERSHIP DRIVE One of the groups at the Sept.
23 ACLU-PAE event, Sunday’s Child, a new philanthropic organization serving Pensacola, has already announced that it will kick off a membership campaign for its inaugural year on Oct. 4. The group, modeled after Impact 100, will award grants to local charities in increments of $25,000 and $50,000. One hundred percent of the $1,000 membership (both individual and ensemble memberships will be available) will fund grant awards, with the goal of supporting community charities and also promoting a wider visibility and acceptance of the LGBT community. Criteria for grant applicants will include demonstrating their ability to be inclusive and promote equality. Membership in Sunday’s Child is open to both men and women, and to all LGBT and supporters of the LGBT community. The membership drive will run through Nov. 30. LARKIN INVESTIGATES AGAIN Mayor
Ashton Hayward has hired Rob Larkin of the Tallahassee-based firm Allen Norton & Blue, P.A. to investigate allegations involving the city’s webmaster, Derek Cosson. Earlier this month, Randy Hammer, president and CEO of The Studer Institute for Measuring and Improving Communities, delivered a letter to the mayor that said that Cosson had discouraged and possibly threatened Joe Vinson, an institute employee, not to run for the Pensacola City Council. According to the city’s employee manual, “While it is important that all citizens take an interest in and exercise their voting privileges, it is likewise of vital importance that City employees not use their position September 18, 2014

to further or prohibit the candidacy of an electoral applicant.” Larkin has handled the city’s union negotiations, successfully getting agreements with the police and general employees. He also conducted in 2013 an investigation into how confidential city documents got leaked to one of the mayor’s political opponents. Larkin was never able to determine who the leak them. However, State Attorney’s Office issued a report in July 2013 that revealed that it was City Administrator Bill Reynolds, who was subsequently fired by Mayor Hayward. Mayor Hayward declined an interview request on Hammer's letter from Inweekly, stating through a spokesperson that he would wait until the investigation was completed.
BREAKING THE RULES Superintendent
Malcolm Thomas released on September 12 the Florida High School Athletic Association’s (FHSAA) ruling on his investigation of Escambia High School’s football program. The association determined based on the district’s report that recruiting violations occurred. Seven players were declared ineligible for football. FHSAA fined the school $14,100. It also placed Escambia High on restrictive and administrative probations. “It is unfortunate that these FHSAA violations have occurred in spite of the progress that has been achieved at Escambia High School,” said the superintendent in his press release. “This type of rule violation cannot be tolerated.” Thomas also recommended to the School Board that Head Football Coach Willie Spears be fired. The board met on Tuesday evening, after Inweekly’s publication deadline, to vote on the recommendation. The parents of Terik Miller, one of the players declared ineligible, have taken Thomas and the School District to court seeking an injunction and declaratory relief to allow their son to play football. Miller transferred last January from Washington High to Escambia. He has a football scholarship offer from the University of Louisiana-Lafayette and has received interest from Wake Forest University, North Carolina State, University of South Carolina, University of Kentucky and University of South Florida. In their complaint, his parents asserted that their son was not given due process in accordance with Florida law and FHSSA rules. They were not notified of the initiation of any investigation into their son’s eligibility nor were they allowed to present any information or evidence to defend his transfer. Their attorney, Robert Rushing, pointed out in documents filed with the court that the FHSAA sent a memorandum to its member schools in June 2012 that clearly stated that the law requires “that no student be ruled ‘ineligible’ as a result of being recruited.” {in}

MRENC: A Collective of One by Sarah McCartan
Inspired by the scenery, heat, humidity, and subcultures, lifelong Floridian Eric Collins has been deep in the heart of the Florida music scene for a number of years. If you too grew up in Florida (and even if you didn’t), you probably best know Collins for his role as guitarist/frontman of Denison Marrs, The Dark Romantics and The Party People. In 2009, Collins moved on to create music as solo act MRENC and has recently released his debut album, titled “All Around Surround.” Saturday, Sept. 20 MRENC returns to the Gulf Coast to share his sounds with a community of friends. In the meantime, the IN caught up with Collins to learn more about his album and inspirations. IN: How did "All Around Surround" come about? MRENC: I previously released demos/ singles online, and then a split 7" and a split cassette via New Granada Records. AAS wasn't even supposed to be an album, but September 18, 2014
the songs kept coming and New Granada convinced me to stick it out and release the songs as an album (and I'm really glad they did)!

IN: How long did you work on the record? You recorded it yourself, yes? MRENC: It was over a year or so. A couple of the songs I had previously released as demos/ alternate versions, but then revisited them and completely redid them. I recorded it all myself at home, but then sent the songs to Jason Martin (of Starflyer 59) to mix. I'm not a big fan of mixing—it's a different skill than recording and producing, and also any excuse to have my music touched by Jason Martin is fine by me!
IN: You note spiritual undertones in the song “Your Call.” Are these undertones present across all of your music? MRENC: Most definitely. My faith and spirituality are an integral part of who I am. Like any other artist, who I am makes my art. I usually am either working out thoughts, ideas [or] situations that I have been wrestling with, or I am sharing my thoughts and feelings on something that I have come out of. When someone is listening to one of my songs, they are catching a glimpse of my personal journey. The listener can be comfortable knowing that an agenda is not being pushed on them, nor is a sneak attack waiting to ambush them. They can relate, or just observe, or even disagree, but everyone can sit back and enjoy an authentic moment of creation.
IN: Is everything a solo effort? Do you currently have others playing with you live? MRENC: I write and record everything on my own at home. It's more of a personal challenge and obligation that I have put on myself since it is a "solo" project. I'm not opposed to recording somewhere else or working with a producer, but those opportunities haven't come in a form that I can work with yet. I usually have a drummer, and when I can, I have a bassist. I tried playing completely solo back in the beginning, but I disliked it very much. I felt lonely and like I wasn't giving off enough energy. IN: On your website, you share a deeper look into the individual album tracks. Do you feel this helps outline your creative process? MRENC: I think so. I hope so. I've never done anything like that before, but I've been trying to open up more with my creative process in hopes that it adds to the enjoyment of the songs for the listener. I think with most artists, the artist "gets it" because the artist made it and assumes that everyone does too, but sometimes it's just not like that. I'm doing it to clue people into how much thought I actually do put into these creations. I'm not just a guy

MRENC: THE GHOST BEAT is a project that I've been working on (neglecting) for a while now, which is me experimenting much deeper with beats and sounds. I grew up loving experimental, beat-driven music and have always wanted to do something along those lines. I've been so focused on MRENC that I haven't put time into developing THE GHOST BEAT to what it needs to be. You've lit a fire under me to get that going. Thank you.

“She uses her body to say the things that she can’t say.” Death from Above 1979 decided to use these words to open their sophomore album, “The Physical World,” which comes almost exactly 10 years after its predecessor, “You’re a Woman, I’m a Machine.” When I first wrote about this impending album a few months ago upon the release of their single ‘Trainwreck 1979,’ I mentioned my hesitance toward adding output to a relatively legendary story. formulaic. Band writes and releases album of simplistic dance punk. Album blows up. Band breaks up. Album blows up further. Fans feel unfulfilled. Legacy is locked after one album. Then the book is re-opened and DFA fans everywhere clinch their buttholes just a bit, not knowing what to expect. I took the album for its first spin last week, and I breathed a very satisfying sigh of relief. Everything is intact. The reaching vocals, the danceable rhythms, the chaos and—most important part to me—the bass tone are all there. This is a strong addendum to an already remarkable career. The high point is the album’s second track, ‘Right On, Frankenstein,’ which is a raging grinder of a track that’s pure DFA. If you’ve had fears about this album tarnishing Death from Above 1979’s legacy, you can promptly squash them. “The Physical World” is out now via Last Gang Records.
I like U2. I have for a very long time. I will always think “The Joshua Tree” is one of the greatest albums ever written. However when it comes to much of their work since 2000, it kind of feels like they have been on auto-pilot and just tossing something out every few years. If you go back to the late ‘90s and hit “Pop,” that may have been garbage, but it was at least interesting. They were still trying to court us. Now it feels like we are in a loveless marriage. I don’t have many great things to say about the album musically. It’s very dry. It might as well be “How to Dismantle an Atomic Bomb part 2,” or maybe even B-

I don’t hear the word ‘savant’ often enough, but when it comes to Ariel Pink, it seems like this is the most popular word to use when describing him, though I tend to lean more toward oddball. Regardless of what you want to call him, the guy has a knack for making catchy, lo-fi pop and doing so at a pretty impressive rate. Last week, he released ‘Put Your Number in my Phone,’ the first single from his upcoming solo album, “pom pom,” and it is absolute throwback gold. Hopefully, the album will follow suit. Art Abounds in East Hill by Sarah McCartan
Angel’s Garden Gift Shop is bringing the New Beginnings Art Show to the East Hill neighborhood for its 17th year. After taking a two-year hiatus, this weekend-long art show returns, boasting a wide range of art forms including pottery, painting, jewelry, wood work, stained glass, garden accessories and more. Angel’s Garden has been in business for 20 years, the past 10 of which have been spent in its current location on 12th Avenue in East Hill. “The art show is something that the entire neighborhood looks forward to having right in their backyards,” owner Debbie Tracy said. Nearly 75 artists are expected to be present at the festival, several of whom Tracy regularly features in her shop. “A majority of the artists are local, but we have been blessed to have a few artists who are from outside the community,” Tracy said. “Quite a few of our past artists will be returning again this year, and we are excited to have some new additions as well.” Since the beginning, Tracy has used the art show as a way to partner with and assist Favor House of Northwest Florida. “Prior to Angel’s Garden ever opening, I knew I wanted to raise funds and awareness for organizations close to my

Favor House is not the only community non-profit with a presence at the art show. “ARC Gateway is also invited each year to showcase the talents that their organization possesses,” Tracy said. “Through both artwork and plants, they are able to raise community involvement and funds.” {in}

The first part of the Graffiti Bridge Project (GBP) involved photographer Rachael Pongetti visiting the railroad trestle at 17th Avenue every day for one year. The second part, pending funding, will involve production of an art book presenting the photographs and stories Pongetti captured during the 365 days at one of Pensacola’s iconic landmarks. The First City Art Center and the Pensacola Museum of Art, in conjunction with the GBP, will hold a kick-off informational and fundraising event at Joe Zarzaur’s office during Gallery Night. All proceeds raised at the event will go toward the GBP and making the next step a reality. For their donation, each attendee will receive a goody bag that will include a GBP T-shirt and a poster displaying

Loud and Quiet Can Be the Same Thing “My guitar isn’t even plugged in,” Shuttleswerth said. “So it’s kind of a joke because it’s impossible to be deafened by a guy playing without amplification.” Shuttleswerth usually takes the stage in costume and sings a few songs with the crowd karaoke style, with the words displaying across the screen on stage. “We’ll sing some fun things together like ‘Under the Bridge,’ by the Red Hot Chili Peppers or maybe something more upbeat from the Disney cannon of music,” Shuttleswerth said. And although Patrick usually sheds his Mardi Gras worthy costumes halfway through the show, he highly encourages others to wear a costume as well, organ themed or otherwise. “If people attending the show would like to come in costume, I think they’d feel very comfortable,” he said. “Dress as your favorite part of the human body and we can take all the parts and form a Voltron. Or come as your favorite state and we can all stand on each other’s shoulders.” Then at some point, Shuttleswerth will make up a song about the people in the
crowd, and follow that with several original songs of his own that the audience is asked to pick from.
“I’m a brilliant entertainer, but a mediocre songwriter at best,” Shuttleswerth said. “I’m not Kurt Cobain or the fucking lead singer of Earth, Wind and Fire. I’m just some white dude from the suburbs who wants to dance around unencumbered by a mic or amplification and just sing to the people who are there.” Lastly, all of the singing, audience participation and costume flaunting will take place under the watchful eye of a muted Seinfeld episode, playing on a large screen TV on stage. What would Jerry think? “Jerry probably wouldn’t have an opinion because he has the ability to ignore reality. But George Costanza, because he’s always panicked, would find it inherently offensive,” Shuttleswerth said. Whether you enjoy improv, shiny outfits, lyrics about cats, or the demonstration of loudness without a mic, there will probably be something you like about watching Shuttleswerth perform. “If you feel like having a good time, if you like to feel divine, and you are too fine for prime time, come on down to Sluggo’s round 9!,” Shuttleswerth said. {in}

What have we done to deserve the doling out of deafness from a person whose name sounds only vaguely familiar? “My name is Patrick Shuttleswerth—I don’t have a middle name for religious reasons,” Shuttleswerth said. “I don’t desire your deafness—what I desire is your attention.” In attempts to acquire that attention, Shuttleswerth puts on quite a show. One that often has three distinct parts and involves almost no amps or the use of microphones.
“I’ll eventually take requests from my own list of songs, but I’ll ask the crowd something like, ‘OK guys, would you rather hear a song about a feral cat giving birth under a house or a song about falling in love when you’re 17, but you don’t really know what love is so you’re just obsessed?’” Shuttleswerth explained. With all the audience participation and singing that goes on, you’re more likely to leave one of these shows mute than you are deaf, or at least a little hoarse. Theatrics play a big role for Shuttleswerth and not simply for aesthetics alone. “When I was a teenager, I would see this ska band Pain, from Alabama, play a lot. news of the weird NEW FRONTIERS IN AMERICAN VACUOUSNESS The WE cable network disclosed in August that it had ordered a nine-episode adaptation of a British series, "Sex Box," in which a couple enters a large opaque chamber on stage and has intercourse. The pair, pre- and post-coitally, are clothed and seated before a panel of probably D-List celebrities, and will respond to questions and comment on their feelings and techniques (likely enduring praise and criticisms about their "work"). The series will debut sometime in 2015. (However, as the Daily Beast website pointed out, it might also be true that still, in 2015, even a split-second's glimpse of a female nipple on any broadcast TV show would create a national scandal.) THE ENTREPRENEURIAL SPIRIT The "trendy" 25hours Hotel Bikini Berlin, located adjacent to the Berlin Zoo and offering some of the best views of the city from its floor-to-ceiling windows, has famously positioned the rest rooms of its Monkey Bar in front of the windows, also, and those heeding nature's call are clearly visible to gawkers. Guests are merely warned, by the Trip Advisor website and by the hotel itself (with the admonition, "Please be careful. Not only the monkeys are watching"). • London designer Gigi Barker recently unveiled the Skin chair (priced at the equivalent of about $2,500), made of leather but with a "pheromone-impregnated silicone base" that makes it feel (and smell, perhaps) like one is "lounging in the fleshy, comforting folds of a man's belly." The Skin was scheduled for exhibition this month at the London Design Festival. • China's insurance companies offer some of the world's quirkiest policies, according to a September Reuters dispatch from Hong Kong. People's Insurance Group, for example, will pay out in case a customer's children display disappointingly "mischievous and destructive" habits. The Ancheng company offers a policy protecting a customer in case his mouth is burned eating "hotpot." Ping An Insurance Group (actually, the world's second-largest by market value) has recently offered an "accidental pregnancy before honeymoon" policy, and is one of three companies that competed to sell couples compensation in case a marriage is disrupted by a "concubine." FINE POINTS OF THE LAW In July, a panel of the U.S. Court of Appeals for the 6th Circuit in Detroit, ruling on a judicial corruption complaint, managed to describe the actions of a Michigan state judge, "Hon." Wade McCree, as "often reprehensible"—in that he had been carrying on a romantic affair with a woman involved in a child custody case he was judging. (The woman, of course, received favorable rulings.) However, the Court of Appeals judges told the unlucky

father that McCree cannot be sued because judges are generally immune from lawsuit. • Nick Olivas, 24, is a rare American. At age 14 (an age that, in Arizona, makes him legally incapable of consenting to sex), he fathered a daughter with a 20-year-old woman—paternity that he learned of only two years ago. The mother filed against Olivas for child support that now totals $15,000. Olivas is rare in that most states exempt rape victims from child-support orders—except that, since Olivas never made a police report of the incident, Arizona Child Support Services will not exempt him, and instead has obtained an order garnisheeing his wages at $380 a month. • According to legal scholars consulted by the Associated Press, it is conceivable that Nicole Diggs, of Yonkers, N.Y., even if convicted of negligent homicide in the upcoming trial in the death of her severely disabled 8-year-old daughter, could nevertheless inherit the remains of the child's $2 million trust fund originally established for her care. Evidence is strong that Diggs had neglected the child's hygiene and diet for stretches at a time and overtrusted her less-caring new husband with the girl's well-being, but New York law uniquely still allows, in principle, a convicted mother to inherit from the child as long as she did not "intentionally" harm her. LEAST COMPETENT CRIMINALS (1) Clearwater, Florida, police pulled over a "suspicious" car on July 24 and ultimately arrested the driver and his passenger. The back seat was loaded with potted plants—in fact, potted pot plants (i.e., marijuana), so crowded that the leaves and branches of some plants were sticking out of the car's windows. (2) Daniel Warn, 28, was arrested in July in Costa Mesa, California, and charged with the burglary of an El Pollo Loco restaurant—a caper that was captured on surveillance video. Police were notified later that day when Warn—wearing the same distinctive hat and bright green shirt worn by the burglar—came to the restaurant to order a meal. OF COURSE! Jonathan Thomas, 50, was charged with DUI and disorderly conduct in Washington Township, Indiana, in August after driving through two backyards one Friday evening and getting his vehicle stuck in the second. Police reported that Thomas "show(ed) his teeth to officers" and later "growled" at hospital security staff. Thomas' day job is director of the Porter County Animal Shelter. {in}
