Based on the minutes of the meetings held so far, we have drafted the following set of rules for the PAFs so that they can be conducted successfully. 1. No sets or backdrops can be made at the extreme right and left corners of OAT. 2. Animals cannot be used. Permission for specific case shall be taken from PAF nom well in advance and use should be done only after due permission 3. All the sets (the main structures excluding add-ons like flag posts, labels) and backdrops constructed on the quadrangle cannot exceed more than 12 ft. in height. Height of prod on centre stage should not exceed 17 ft. In case a team wants to exceed the height it has to submit the prod design to Prof. Kundu and GS Cult for approval 4 days in advance and get the structure checked 1 day in advance. The main criteria of judgment would be whether it is secure enough for students to build. 4. No sets can be constructed on the truss, balcony and judges arena. 5. The budget for each PAF will be Rs. 70,000/- , of which Rs. 35,000/- will in the form of reimbursements from the Institute funds and the rest Rs. 35,000/- will be from the hostel funds.
6. Tables, cots and bamboos will be purchased or hired from outside the campus. If the hostel wishes to make use of any hostel furniture it must have the approval of the concerned hostel warden and this must be submitted to the PAF Comm. in advance. 7. Each PAF team will get 3 or 4 days to set up the OAT as decided by the PAF Comm. 8. Professional / Carpenter can be hired for help in macro structures. BUT, it is strictly forbidden to use professional support for fine art structures. No points will be awarded to the sets in which professional help was used. 9. It is the responsibility of the next PAF to make sure the keys to the SAC gate are taken over by 1 am on the day of the previous PAF. 10. A caution deposit of Rs.5000 /- will be collected from the Institute funds sanctioned to the teams so as to account for any damage incurred during the use of OAT. 11. Fines shall be fined for any violation of property. Each PAF Nom must check SAC premises and ensure that the previous team has handed over SAC in the proper state.
The PAF Task Force To prevent any kind of forcing during the PAF work, a Task Force has been created on the lines of previous year’s PAF Comm. 1. There will be a PAF Task Force consisting of about 2 Professors and 2 students who will be approached by the PAF Comm. to seek their consent. These Professors, along with the Hostel Councils, the PAF Comm and Institute G. Secs will ensure that no junior students will be forced to work against their will. Prof. T. Kundu (Dept. of Physics), Prof. Gopalan are the faculty members in the Task Force 2. To ensure that the students are not working till late it has been decided that no first year students may work in the hostel after 1 am and when the hostel has occupied the OAT they may not work after 2 am under any circumstances. 3. If any person of the institute receives any complaints from a student w.r.t. the PAF then they should first forward the complaint to the PAF Task Force. Only in the event that the PAF Task Force has failed to resolve the issue, the complaint should be forwarded to the dean and he may decide the course of action. 4. Due to the stringent restrictions on the amount of sets that can be constructed, the chances that any junior students will be asked to work against their will are highly reduced. In case it does still happen in a few cases, then the solution suggested in point (1) is expected to take care of it. 5. At the same time, if any students are willing to work, voluntarily, till any time in the night, then they should not be stopped. However each student would be responsible for his own attendance in lectures and quizzes throughout the month of March, and no student should cite PAF as an excuse for irregularities in the same. A register of students working late night in OAT should be maintained.
6. It is the duty of the participating PAF team to ensure that the freshers sign an undertaking that they are only participating in PAF on a voluntary basis. At the same time, an attendance register should be maintained by the PAF team to record the time and dates of each participating fresher. Strict action will be taken if the PAF is found to not follow the rule.
Safety: 1. In view of the safety of all the students and the others present the PAF committee has decided to completely disallow climbing on the trusses due to any purpose whatsoever. Hostels will, however, be allowed to use the columns in the OAT. The provided ladder can be used for associated work. Random checks will by the PAF Comm and the PAF Task Force will be conducted to ensure that this rule is followed. 2. No use of fire will be allowed at any time during occupation of the OAT, unless explicit permission is taken from the PAF Committee for some restricted use. For any sort of use of fire onstage or offstage explicit permission of the PAF com is compulsory. During the performance very minimal use of fire will be allowed but FOR ANY SORT OF USAGE OF FIRE, WRITTEN PERMISSION OF PAF COM IS COMPULSORY ATLEAST 2 DAYS PRIOR TO THE PAF. 3. Water can be used. However, controlled use is important, ensuring that electrical are not affected and no flooding takes place which makes removal of the water difficult for the next participating team. No damage to any OAT equipment should occur. Still permission of the PAF com is compulsory. 4. The team occupying OAT should seriously take its responsibility of ensuring the security of everything in SAC. Use of the keys should be well-controlled and no unauthorized movement of equipment or unauthorized activities should occur in SAC. The hostel G.Secs is responsible for the same. Further, each team must ensure security of its own equipment and materials. 5. On the roof, all areas without railing will not be allowed for performance. 6. Sitting arrangement of judges will be pre-decided by the PAF com and if any team wants to change that arrangement, permission from the PAF com is required. 7. Particular care of Music Instruments/ Equipments, must be taken. 8. For any kind of welding etc., prior permission of PAF comm. is necessary.
Maintenance of discipline: Each hostel should provide a minimum of 10 volunteers who will assist the PAF committee in organization during every performance. The OAT will be divided into areas for each
hostel pair. The respective hostel G.Secs will be responsible for maintaining discipline during each performance in their area. Starting time The PAF team will take charge of the Gates at 8: 00 pm. Every team has to start its PAF at 8:30 pm. PAF should get over by 9:45 pm. After that, penalty will be imposed and performance will be stopped after 10:00 pm. The PAF team can start their performance earlier or late, but no extra time after 10 PM shall be allowed for any PAF. Penalty: For every minute exceeded over 75 minutes, 2 points will be deducted from the total score of PAF. After 90 minutes, light and sound system shall be disconnected. In case of a hostel failing to clear the OAT by the next handover time, appropriate penalties will be imposed by the PAF committee. The PAF Nom of the hostel has to ensure that entire OAT is cleared by noon next morning of the PAF.
Crowd Management Crowd management for the entry of audience during the opening of gates will be the responsibility of the PAF team. It will be accounted in the Overall Trophy for the PAF.
Handover The handover of the OAT to every team will be done at 02:00 hrs on the third morning before the performance. The respective hostel G. Secs have to put their signatures on a declaration assuming responsibility of the SAC at handover.
Facilities Provided After the handover of SAC, the following facilities are made available to the team: 1. A ladder 2. One big room in SAC for Production work (Assistance Room). 3. Two mics and amplifier for the days in the OAT 4. Yoga Room 5. Music Room (Room no 17) 6. 30 Tables, 400 Crates, 20 Cots(arranged from PAF teams) 7. Sounds and lights one day before the PAF apart from the day of PAF
NOTE: If any team does not clear the OAT after the performance, very strict action will be taken against them. Heavy monetary fines will be imposed. If any team does not follow rules specified by the PAF com, we are authorized to impose monetary fines and deduct PAF points.
