ASEAN ECONOMIC COMMUNITY (AEC)

AND THAI MANUFACTURING The goal of the ASEAN Economic Community (AEC) is to promote the economic unity of ASEAN countries. It will be implemented in 2015 and integrate ten member nations into a single market of more than 600 million people. It will also create a greater variety of goods, services, and investment opportunities in addition to a more skilled labor force and the flexibility for business to move within the region. However, these opportunities will also produce challenges to Thai industry. In many cases this will depend on how well business is ready to adapt. If Thai entrepreneurs prepare thoroughly the AEC will be of considerable benefit, providing multiple advantages. Thailand is fortunate to enjoy an excellent strategic location which serves as a gateway to the heart of Asia. The country’s location offers convenient trade with China, India and ASEAN and easy access into the Greater Mekong sub-region, where newly emerging markets offer great business potential. Moreover, the AEC in 2015 will create a single market and production base by accelerating liberalization of goods, services and investments. It will also provide greater flow of skilled labor and capital. The AEC will have the world’s third largest population, the sixth largest GDP, and the fifth largest export production. A single market base in AEC will create new production in new bases with strong potential in terms of raw materials and markets. The Community will bring forth greater opportunities for Thai businesses in areas such as tourism, electronics, electrical appliances, automotive, auto-parts and food processing. These industries will benefit from Thailand being a major production base due to its infrastructure, know-how, and labor capacity. The challenge for Thailand is to tap into these opportunities while being prepared for change. Thai entrepreneurs need to adjust and improve their manufacturing process so that the cost of a finished product is able to compete with other ASEAN countries i.e. bring in new machinery and automation to deal with labor shortages and adjust production processes by introducing new techniques and technology to improve the efficiency of workers. They should also consider providing training and introducing new production methods that can raise output per person and establish mutually beneficial business networks. Alliances and partnerships are one way to accomplish this, enabling companies to compete successfully against large multinationals. Another way for AEC members to tackle the competition is to establish a domestic network of allies who depend on the production chain. This will help strengthen the Thai manufacturing industry by creating a link in the production process that will result in a more efficient procedure. Also effective is the establishment of allies within ASEAN countries, especially in manufacturing industries that rely on imported raw materials from outside ASEAN. Thai entrepreneurs may need to use raw materials from member states instead. Thai entrepreneurs may also outsource some production parts to be produced in neighboring countries and bring them back to assemble in Thailand. By doing this they will make the most of integration within the ASEAN Economic Community.

- KEY TO INDUSTRIAL PROGRESS Supporting industries are those that manufacture and deliver raw materials or services to main industries which are vital to the economic development of the country. This includes the automotive industry, industrial parts, packaging, foundry and mold industries. The goal of the Supporting Industry is to build a solid foundation for these key industries and their products and help link the main industries and improve their overall value. This helps to increase competitiveness of the country’s manufacturing business. Following is the vision and direction of the recently appointed Director of the Bureau of Supporting Industries Development, Department of Industrial Promotion lead by Mr. Panuwat Triyangkulsri on how to enhance Supporting Industry so that it helps Thai entrepreneurs. Mr. Panuwat said that “the Supporting Industry” must provide full co-operation. Its aim is to boost the manufacturing process. For example, in order to produce one vehicle, there are many processes involving fabricated metal, the processing and forming of plastic parts etc. until all become part of a finished vehicle. These parts are made and formed by molding machines that manufacture these industrial parts. Overall the process is referred to as the “Supporting Industry”. “What is the role of government in developing supporting industries? Before we go any further we need to define the problem by collecting, studying and analyzing data collected from entrepreneurs. Then these issues will be passed on to the government so they can come up with policies and measures. For example, if on average one worker’s output is lower than someone in another country we will have to improve productivity of that worker. Or if one product unit’s manufacture requires too many workers then in the long term we will lose competitiveness. We can correct this by introducing machinery and

automation systems that improve manufacturing cost and output. These problems cannot be solved by just asking for opinions. Therefore, I encourage people to collect data and figures from entrepreneurs then analyze and evaluate so that the government can help and support at the right spot before we propose answers through seminars, or sending experts to help them.” “Labor shortage and lack of quality is a big issue,” the Director said. “Currently there are fewer people at working age. The Department of Industrial Promotion has helped by sending experts to educate and promote the adoption of machinery and automation but this is not enough to be competitive in the market. Therefore, an additional form of assistance, such as industry cluster should get together and form a “Supply Chain”. Then the government just needs to help the ‘stars’ in each group. These people can help to educate and support the rest of the group. This will result in using budget efficiently and enable use of the left over budget for other new activities such as Building Resource Centers for Supporting Industries, Libraries and use of electronic media. In the past, we have not had a Resource Center for Supporting Industry but we are now discussing this with the relevant institutions and the Ministry of Industry regarding the project. The Resource Center will be a place for a new generation to study, acquire information on the supporting industry and also see the full display of materials from up stream and how industrial parts from metal, plastics etc evolve into a car.

“Japanese SMEs stress the importance of investing in Thailand. Compared to other ASEAN countries, Thailand is ranked number one for the Japanese investor. This is because Thailand is not just a market of 60 million people but will become a market of 600 million people after the launch of the AEC. How are we going to attract business? And once invested here how do they survive? We need to see these investors as business partners. The key benefits of Thailand as an ASEAN manufacturing base are highly skilled labor and excellent infrastructure. With advanced technology and superior Japanese management, all will combine to make Thai industry stronger.” “What should government do? It should act as an intermediary by matching business and provide investors and Thai entrepreneurs and with a central organization to lend support in case of problems. Government must be able to reach out to the local administration in the provinces of Japan. Local administration provides support to SMEs to expand their business because 60-70% of state revenue comes through taxes from local entrepreneurs. Therefore, we need to invite a local administration in the provinces of Japan to join and bring investors and SMEs to come to join with Thai entrepreneurs as business partner.”

According to figures from the Thailand Board of Investment, Japan invested in 389 projects in the Thailand from January - June 2012. For example, the Sky train Project that will be arriving in the coming years. The handle belts in the train compartments can be manufactured here through Thai entrepreneurs. In each passenger compartment, there are about 70-80 pieces. Imagine how many belts are needed for just one train. Thai entrepreneurs must introduce innovation and compete with other manufacturers. But the government needs to help. Will Thai customers buy it or not? How much capital is needed to invest so people can recognize the brand? If we were business partners with the Japanese and provided parts to Japanese brands that are being sold around the world things would be better. Japanese SMEs are now facing three serious problems, 1st the relocation of large industrial group to other countries. 2nd the strong Yen. 3rd Labor shortages. Here is an opportunity for Small, Medium and Large sized businesses because Japanese investors want to move production bases to Thailand. If Thai entrepreneurs can form a joint venture with Japanese investors instead of trying to do everything themselves then this is a shortcut to success. Now it’s better to be a part of Japanese company that exports successfully around the world. Later when you are stronger and want create your own brand then you can try to claim the number one spot. Therefore, a shortcut is the best option for now.”

Departments of Skill Development and Training are needed to develop skilled labor. The government must set standards for each industry. Multi-skills are required because foreign investors, especially the Japanese, will then invest more in Thailand. Currently, 95% of direct foreign investment is from Japan. Other countries i.e. Korea, is also increasing investment in Thailand. Thailand is also able to send workers abroad and the foreign currency will flow back into the country. The problem was we had a simple folding machine that ultimately affected quality. So we started looking for new equipment.”

Mr. Tanabodee Tarasarnsombut, is the Deputy Managing Director and Ms. Navarat Tarasarnsombut, the Laser Cutting Department Manager, of Titan Steel Co., Ltd. - a third generation Thai business. They took over management from their father five years ago. Titan Steel was established in 1982 by their grandfather, who started the business selling steel in the inner Bangkok area.
