ICI is currently underway on the implementation of a district-wide capital improvement plan within CUSD 205. In 2018, Elmhurst CUSD 205 passed a $168 million referendum to make district-wide improvements to their learning environments. ICI was retained through a competitive selection process to fulfill the role of the district’s construction manager for all improvements. Each of the district’s buildings (15 total) will be improved. The scope varies from new schools to renovations and expansions, to site improvements, to life safety upgrades. After an extensive preconstruction effort to further define the scope and determine sequencing, logistics, construction costs and scheduling, work began in 2020. Construction at each of the District’s buildings is targeted for completion in 2024.

District 202 hired ICI through a competitive selection process in the summer of 2019. The first major project ICI undertook as the District’s construction manager is a new 81,600 square foot, two-story elementary school. The new facility is the 18th elementary school within the District. The school was built on a green-field site near downtown Plainfield. The facility is of similar design to the other schools built during the District’s heavy growth period in the late 1990s and early 2000s. The new school helps create enough space in all the District’s elementary schools to allow for full-day kindergarten. It also provides additional space for special education classes and districtwide programs. [CONT.’D]

In a recent capital improvement project undertaken by the District, ICI completed a major expansion, renovation and site improvements to Elm Middle School as it transitioned to a true middle school; accommodating grades 6-8. The expansion / renovation also adds critically needed occupational therapy / physical therapy rooms for the school’s special education program. The majority of the renovation work took place while students and faculty were on break during the summer of 2020. The new construction component took place during the school year. The renovation work allows for a reorganization and a refresh of the existing building. Walls were demolished; restrooms were gutted; new technology was implemented; and the ceiling tiles, lights and doors were replaced. A fresh coat of paint was then applied throughout. East Leyden High School was built over 90 years ago. Although the building was diligently maintained and updated throughout the years, the District felt it was time to prepare the facility for the next 100 years. ICI was retained as Construction Manager to implement significant enhancements throughout the school and the project was successfully completed in early 2020. The renovation scope of work included creating a new safe and secure main student entrance with a dedicated bus lane. The new lane and entry allows students to move safely and easily between buses and the school entry. Within the school, students experience a large, new cafeteria and student commons area. With a capacity of 650 students, the new cafeteria allows the District to reduce the number of lunch periods from five to three; thus improving the students’ schedules. The new cafeteria features a mezzanine level offering a student-run coffee bar as well as athletic offices and meeting rooms. The project incorporates sustainable features including a [CONT.’D]

The facility includes two pools – one for competitive swimming and a second for diving and swim lessons. Patrons have access to an elevated seating area. Also included in the expansion is a fine arts wing. The new wing brings the choral and instrumental music rooms and the practice rooms together. The wing houses additional multipurpose space and an additional classroom. Last, a new preschool and daycare are included in the addition. Upon completion of these spaces, ICI renovated several existing areas within the building: a new girls locker room adjacent to the fieldhouse and four new science labs subsequently built in place of the girls locker room. The existing East Leyden pool was also renovated and converted into a new wrestling practice room. One of the most remarkable enhancements to the school is a courtyard created by the addition.

West Leyden High School’s existing building was more than 60 years old and in need of an expansion and major upgrades. The District engaged their longstanding architect, SPM Architects, and ICI to work with them to design and build a 21st century learning environment for their students. The High School is comprised of seven interlocking rectangular-shaped educational wings that create a circular courtyard at the building’s center. However, the existing cafeteria, media space and kitchen were undersized and antiquated for today’s educational priorities. ICI began the construction process by relocating the eating space of the cafeteria and media center to a newly constructed portion of the inner courtyard. The newly created space replaced and enhanced the original cafeteria into a social area where students enjoy a welcoming, daylight-filled environment. The enhanced cafeteria includes an exterior student commons in the courtyard that doubles as outdoor instruction space. Additionally, the second floor of the expansion houses a spacious, student-[CONT.’D]

ICI also constructed a major addition and renovation to East Leyden High School. The District’s ultimate goal in the enhancements to both their schools was to develop “confident problem-solvers through authentic and relevant experience.” The updated learning environments were built with the intention of enhancing instructional experiences now and in the years to come.

During the summer of 2014, ICI completed two concurrent expansion and renovation projects for District 401. In addition to an expansion and renovation project at Elmwood Elementary, the District embarked upon a major expansion and upgrades at Elmwood Park High School. Beginning in June, ICI constructed a 16,000 square foot addition housing six science labs, a tiered lecture area and common space for group collaboration. The labs allow the District to expand upon their current science curriculum; ultimately better preparing students for college. The expansion is situated along the front (northwestern edge) of the building for two reasons: it allows the school to develop a more secure entry point and it allows the school to repurpose several existing science labs into new learning space all while creating a dynamic, twenty-first century learning environment for the District. Construction Cost Escalation Predictions for 2022 Marc Poskin,CPE, LEED AP BD+C VP of Estimating, International Contractors, Inc.
Predicting cost escalation is difficult enough but especially now. As the pandemic lingers on, its effects on the economy and markets throughout the world make it nearly impossible to predict cost increases on future construction projects. But … having a construction manager on your team allows school administrators and boards to feel more confident when sharing cost information with their communities. A construction manager has the resources and experience to help school districts prepare accurate cost estimates on their future projects. How? Construction managers (CMs) have cost data, industry resources, connections to the subcontractor market, and bids from similar projects to help them more accurately assess the cost of your project. This information, in addition to an escalation factor, provides a comprehensive estimate for any project that your building team can rely on. One especially important number is the escalation percentage (EP), usually applied to the direct construction costs (trade costs) within a construction cost estimate. This number inflates the direct cost total to account for labor and material increases to a future time – either when the project breaks ground or goes out for public bid. Since most school districts plan a year or more in advance for a project, this factor is significant. Below is a summary of the industry’s most widely used construction cost indices averaged over a threeyear period looking at second quarter (Q2) 2017 through (Q2) 2020. Indices during this period are inconsistent when compared to each other as pandemic period cost reporting appears unreliable – revealing some confusion amongst the experts. Construction starts in 2020 came to a crashing halt as the pandemic settled in, then rebounded quickly in early 2021. As the industry tried to play catch-up, demand for construction labor and materials compounded. Demand for steel, insulation, lumber, and building equipment rose quickly, driving up prices through mid-2021. Supply-chain bottlenecks caused an increase in prices as multiple sectors (including K-12 Education) competed for construction industry services. The current upward cost pressure is somewhat tempered by subcontractors trying to fill their backlog for 2022. On Time. On Budget.
That’s the best your CM can do? The Top Three Ways to Evaluate Your Construction Manager Construction Managers will emphasize their “on time and on budget” project completion history as a critical evaluative component of their skills and accomplishments to a prospective School District. Shouldn’t that be a given, though? That’s what they’re paid to do. So, what are the true differentiators to evaluate when vetting a construction manager for your upcoming capital improvement project? This question can best be answered through lessons learned on a recently completed construction project:
