The efforts by the regional government in recent years on the issue of “international relations policy” allow me to conclude that here in Apulia we have come a long way indeed. We have set up a dialogue with many countries, which has intensified over time, enabling us to work together towards common goals in areas such as rural development, business promotion on behalf of s.m.e.’s, infrastructure, transport, mobility, security and cultural issues. We have launched cooperation initiatives with China, Russia, Canada and the United States, as well as with Greece, Macedonia, Turkey, Montenegro and Poland, and we have undertaken fruitful discussions with Croatia, Bulgaria and Romania. The new powers devolved to the Italian regions allow for the implementation of regional policies that are more aligned to a new phenomenon linked to the globalisation of markets: territorial internationalisation. Internationalisation is the only way to beat the challenges of globalization. In recent years we have tried to make up for lost time, by immediately launching integrated initiatives for international business promotion, funded with regional, national and European Community resources. At the same time we have worked on reorganising the functions of the regional government in order to take on the new institutional role that the region intends at the international level. That’s not all: we have also put a lot of work into making incentives available for intelligent and innovative projects that will improve industrial processes and products, as well as strengthen the tourist industry.

Regional investments have focused on research and development, improving the manufacturing capacity of companies, advancing information technologies and international business activities. Thanks to these efforts, in recent years, Apulia has experienced an important recovery in its economy. We have put in place a series of special measures to stem the effects of the crisis we are currently witnessing. Significant progress has been registered in many of the region’s manufacturing sectors, especially where investments have been made in business process and product innovation. As the Bank of Italy recently pointed out, investments in Apulia, by way of EC funding, have put a much greater emphasis on investments in research and innovation which account for 15% of the public funds involved, compared to 8% in the other regions of southern Italy. In addition, the geographic location of Apulia makes it a fundamental reference point for neighbouring territories, an important crossroads towards the Adriatic and the Mediterranean. This location provides the region with key opportunities for growth both by projecting it towards becoming a logistics platform for container traffic in the new routes of global trade (especially due to recent investments in the Port of Taranto), and by improving institutional, trade and business relations with the countries of the Mediterranean Basin.

In recent years we have set ourselves a goal: assist companies to enter international markets, overcoming the difficulties caused by the drastic fall in internal demand. We have addressed the needs of companies in every business sector, both traditional and innovative, concentrating our attention on the smaller firms, especially those that would not normally manage to go overseas alone. We have also paid a great deal of attention to communication, not only with the aim of promoting regional initiatives but also of getting across the idea that, especially in times of a slump in domestic demand, foreign markets can represent a valid alternative for overcoming the crisis. In principle, a product has success on the markets if it costs less or has more added value, than its competitors. Being unable to lower labour costs we must necessarily concentrate on the second factor, by creating innovative products. This explains our focus on industrial research, which is funded by numerous regional incentives and initiatives. The region has likewise devised a range of aid packages for large, medium, small and micro Enterprises, interested in investing in Apulia.

In addition, between 2009 and 2013, we carried out 215 international business promotion initiatives that directly involved approximately 3,000 companies, business clusters and regional business undertakings. The current regional programme for business promotion (for 2013 and 2014), sets out almost 50 initiatives directed at the markets of 14 countries, whilst a “Call for proposals” for funding international business promotion projects, on behalf of regional business networks, aims to help increase the number of exporters. Future policies are aimed at strengthening the region’s “Smart specialisations”, that is the “intelligent” business sectors, as identified by the European Union’s “Europe 2020 Strategy”. To this end, we are bringing together regional policies in support of international business promotion with those for innovation. All of these initiatives strengthen Apulia’s position as an ideal partner for foreign companies and as a highly attractive territory for investment. In this brief publication we intend to present the sectors of excellence in Apulia, as well as promote our region as a dynamic and reliable partner, to the international business community. We will also highlight how Apulia has become the ideal setting for shooting films and a place to spend wonderful vacations: in short a magic place, where it’s great not only to live but also to work.

Thanks to its strategic position, Apulia has always been a gateway to the Mediterranean for trade and cultural exchanges, and a meeting point of diverse peoples. Over time, the Greeks and Romans, the Byzantines, the Normans and Swabians, the Angevins, Aragonese, Spanish and French, have all contributed to shaping Apulia, gradually turning it into a unique region, where history comes together with modernity and innovation means updating traditions.

Apulia is the longest region of Italy, a territory rich in diversity. From the Gargano promontory, a highland extending into the Adriatic Sea, the terrain descends towards the Bari coast, backed by the hills of the Murgian Massif; then to the Salento, a fertile plain fronting on both the Adriatic and Ionian seas – the “heel” of the Italian peninsula.

Both freight and passenger traffic are served by a modern port system (three major ports, six secondary ports, marinas along all coasts) and four airports (two international, two domestic). Digital communications are also fast and effective thanks to wide-band Internet coverage that reaches 98% of the population, and a government strategy for creation of a “smart� region.

The main objectives for “clustering” are to develop integrated systems for research-education-innovation, with a strong emphasis on technology, to create of a network of qualified laboratories and to develop interdisciplinary competencies and capacities, capable of fostering new business set-ups. The agreement between the regional government and the MIUR has also brought about the development and strengthening of the technological clusters and other public-private aggregates, which have the objective of pursuing research projects that can stimulate regional economic growth.

RESEARCH Apulia is a territory with a strong network of university and independent research laboratories, flanked by centres of excellence in education. This has made it possible to create a new research model where education and research structures work together with local companies for testing and developing new materials, processes and technologies. Collaboration between research and industry is one of the major strengths of the Apulian government’s model, which has fostered the setting up of the regional Technological Clusters, on the basis of an agreement with the national Ministry of Education, Research and Universities (MIUR).

This success in exports stems not only from the high quality of Apulian products, but also from the regional government’s specific commitment to bringing “Made in Apulia” to the entire world, through a series of focused business incentives and promotion policies.

THRIVING With approximately 332.000 active business and over 1.5 million workers, Apulia demonstrates a level of vitality, unique among the southern Italian regions. The success of the local economy, promoted by the regional government, comes from the ability to bring together tradition and innovation, as well as from the strong push towards applied research in all sectors. Recent statistics on exports confirm the dynamism of the Apulian economy: in the first six months of 2014, regional exports totalled an overall value of 4 billion Euros, marking an 9.4% increase over the same period for 2013. New export destinations, such as Australia and the United Arab Emirates have joined the traditional destinations of Switzerland, Germany and France, while Apulian exports to Russia and the U.S. are constantly on the increase.

The regional government has supported regional industry by promoting the creation of Business Clusters as a means of promoting cooperation between businesses, research centres, public bodies and trade associations, with the aim of generating increased dynamism and wealth for the entire economy. The 18 Business Clusters active in Apulia also work towards overcoming the general association of clusters with a specific geographic localization, by aiming to creating a region-wide value chain, involving all the key players in each business sector.

SMART Thanks to the regional government policies , the extensive and varied manufacturing base in Apulia is rapidly moving towards a future where inclusion, sustainability, responsibility and innovation are the levers for growth, throughout the territory. The Apulian model for economic development aims at the creation of a regional economy that takes into account of the need for social responsibility and environmental sustainability, that invests in research and education, and at the same time provides for workers and their health.

TOWARDS SUSTAINABLE MANUFACTURING Manufacturing in Apulia is changing its accent: becoming sustainable, through development of a productive system that is attentive to the needs of the territory, man and the environment. The aerospace, mechanical, logistics, furnishing, fashion and stone-processing industries are sectors of excellence in Apulian manufacturing. With the support of the regional government, these sectors export their products throughout the world.

AEROSPACE Apulian aerospace is a strategic sector, active in the region since 1934, which has now won a leading position in the international panorama. Thanks to the synergies between large firms, SME, local administrations and research centers, Apulia is now a focus of excellence in the production of aircraft and related components. This is the only region in Italy with the presence of the entire aerospace production chain, from components to software. The Apulian Aerospace Business Cluster is the reference cluster for the sector. 52

MECHANICAL The Apulian region hosts a substantial mechanical sector, which has become a driver for the entire regional economy and gained international recognition, thanks above all to development in the mechatronics area. Major companies, sometimes multinational firms, are flanked by small and medium enterprise and the research sphere in the development of industrial machinery and equipment, with related diagnostics and component manufacturing. Advanced technologies are applied in both the historic and the most innovative areas of the sector, such as in mechatronics. The Apulian Mechanical Business Cluster is the referencefor the sector.

LOGISTICS Historically a bridge area connecting with the broader world, Apulia still represents the natural Euro-Mediterranean logistics platform for important sea, land and air routes. The logistics sector is one of the key strategic elements in the region’s industrial competitiveness, and is integrated with all economic actitivites: production, distribution and commercialization. Boating “From tradition to innovation” – this is the key to the success of the Apulian recreational boating sector. The boating industry stems from the millennial history of construction of fishing boats, necessary for one of the region’s long-stand sources of income and wealth. Today the sector has become a leader in research and innovation, where highly talented manual labor complements and integrates with modern technologies, high specialization and leading capabilities in design. The Apulian Boating Industry Business Cluster is the reference for the sector.

FASHION INDUSTRY Apulia is a land of beauty, not just for its cities, coasts and landscapes, but also for production sectors like fashion, where aesthetics and artisanal skill blend in a unique style, expressed in garments of refined workmanship such as in wedding and formal dresses. The Apulian system is now moving successfully on the international scene, in design and prototyping, the development of the Apulia brand and of individual collections. The Apulian Fashion Production Business Cluster is the reference for the sector.

HOME SYSTEM Housing-related production composes one of the liveliest economic sectors, particularly at the international level, where the regional system has been able to respond to change by transforming into a renewed, integrated productive chain. Eco-compatible furniture that inserts in bio-construction, virtual design and home domotics, are now integrated with traditional forms of production. In Apulia, the fusion between designer, artisan, and experts in new materials has brought about a system at the vanguard, responsive to new and historic markets. The Woodworking and Furniture Business Cluster is the reference for the sector.

STONE Apulia is a geographic region characterized by rock and stone resources. Man has always drawn on outcroppings and quarries for raw material in building. Apulia is one of the primary extractive basins for all of Italy, and its various stones are known throughout the world for their beauty and physical-chemical characteristics, which make them applicable in all kinds of building applications. HUMAN AND ENVIRONMENTAL HEALTH In Apulia, sustainability becomes synonymous with the health of the individual and the planet. This theme unites some of the productive sectors of excellence in the region, such as the green economy, agri-foods and the chemicals-pharmaceuticals field.

The green economy Energy, construction and the environment are three of the areas of activity in the Apulian green economy. Among Italy’s regions, Apulia is the leader in renewable energy, ranking first for production of energy from wind and photovoltaic sources and fourth for bioenergy production. Here, there is also attention to the environment in construction, which in Apulia is heavily focused on energy saving technologies. The reference sectors for the cluster include: ‘New Energy’ Apulian Renewable Energy and Energy Efficiency Business Cluster; Apulian Sustainable Construction Business Cluster; Environment and Reuse Business Cluster.

Agri-foods Olive oil, wines, grain, fruit: in Apulia, the earth becomes the source for products of excellence that are drivers of the regional economy. The high number of companies, the uniqueness of the prime materials, the constant improvement of production and processing methods, the attention to organic standards and quality in production are some of the characteristics of Apulian agri-foods that have become a major element in the identity of the region itself, extending to the international level. Apulian lands are also cultivated for flowers, plants and nursery products, which together represent one of the oldest economic traditions of the region. There are three clusters operating in this sector: Jonico-Salentino Quality Food and Drink Business Cluster; Terre Federiciane Quality Food and Drink Business Cluster; Apulian Floriculture Business Cluster.

Chemicals-Pharmaceuticals The health of the individual, a theme very dear to the regional government, is supported by flourishing research in the chemicals-pharmaceuticals sector. The sector is particularly active in biotech pharmaceuticals, where Apulia leads development in Italy. The Apulian chemicals system represents one of the most important regional economic sectors, and has always been a leading force in internationalization. The sector thus supports both the economy and the health of the citizens.

DIGITAL, CREATIVE, INCLUSIVE COMMUNITY A

CREATIVE APULIA Apulia is a land of creativity, a territory of visual arts, music, dance and theatre, but also of new media, design and technology. And it is precisely the creativity so typical of this region that has been chosen as the catalyst for policies of sustainable development, for the creation of a system where culture transforms into enterprise capable of providing added value for the entire region. There are two reference clusters for this sector: ‘Creative Apulia’ Business Cluster; ‘Dialogoi’ Communications, Publishing, Graphics and Paper Products Business Cluster.

In Apulia the digital sphere, one of the most important themes in current everyday life, becomes a vehicle and instrument for creativity and inclusion for the community of today and tomorrow.

ICT Apulia looks to the future and becomes “smart”: an intelligent region, working towards sustainable and inclusive development. This is the objective of the information and communications technology sector, which is supported by the regional government as it moves towards changing the life of the entire territory, involving enterprise, public administration and the citizenry. The Apulian ICT Business Cluster is the reference for the sector.

ARTISANAL ACTIVITY A concentrate of history, culture and landscape beauty, Apulia offers many materials that in the hands of man become objects for household use and true works of art. Local artisanal activity is an important economic resource for the entire region and is supported by the targeted policies of the regional government, through dedicated financing, lightening of the bureaus, and training and education programs. Overall the Apulia Region Government has activated investments of over 3 billion euro in its own territories, which is triple the base funds accessed from the public sector, at 865 million euro. For the next program of ERDF funds the regional government will provide allocations to the productive system of more than 2.4 billion euro, representing 44.4% of the entire regional ERDF Programme budget.

INCENTIVES FOR The strategic push towards synergies in the spheres of enterprise and production has created experimentation, innovation and transfers of knowledge and know-how. At the same time, the Regional Government has made available notable resources for the promotion and support of Apulia’s different economic sectors. The resources originate in large part from the European Regional Development Fund (ERDF), and are directed towards firms of different sizes, present in the various productive sectors active in Apulia.

Regional programme contracts for large enterprises 292 million euro were awarded to manufacturing firms for the development of activities and projects that have reinforced the competitiveness, the draw of investment and the development of employment in the region.

Regional programme contractS for the tourism sector With allocations of 50 million euro, this program has favored further growth in sustained off-peak tourism.

AID for medium-sized companies and consortia of small-to-medium sized businesses (Integrated Incentives Packages) 201 million euro were allocated for activities in manufacturing, service industries, agro-food processing and commercialization, to create employment, social stability and economic dynamism.

AID for medium and consortia of small-TO-medium enterprises active in tourism SECTOR (Integrated Incentives Packages for the Tourism Sector) Applying a budget of 54 million euro, this intervention has further raised the standards of quality and classification in the Apulian tourism offer.

Aid packages for micro & small business (Title II) Total allocations of 107 million euro have strengthened the economic activities of small and very small businesses, particularly through improved access to credit.

Aid packages for small Businesses for touristic sector (Title II – Tourism) This instrument provided 25 million euro in aid to small and medium enterprises active in the tourism and lodging sectors, in management of tourist port and beach services, and to small and medium businesses that undertook new tourism and hotel initiatives, including the restorationrenovation of architecturally significant and historical properties.

Integrated incentive packages for small businessES Over 49 million euro were allocated to the most dynamic of small Apulian businesses, for consolidation, innovative restructuring and expansion.

The current call represents the first regional incentive program for business internationalization. With a budget of 20 million euro, the objective is to increase the number of exporters operating in Apulia.

New enterprise initiatives (NIDI) This initiative of the Apulia Region Government is directed at women, youth, the unemployed, persons subject to layoff, contract staff and the selfemployed, who wish to begin a new business. The program provides 54 million euro in forgivable loans and mortgage financing, with investment insurance of up to 80% or 100%.

Regional technological clusters for innovation With a budget of 30 million euro, this instrument strengthens activities in industrial research, experimental development and innovation in micro, small, medium and large business, in the thematic sectors identified under the SmartPuglia2020 Strategy: Sustainable manufacturing; Environmental and personal health; Inclusive, creative and digital communities. 99
