A glimpse at manufacturing in Apulia The Mechanical-Mechatronics Sector The Apulia Regional Government, Ministry of Economic Development, with this brochure, aims to present Apulia’s mechanical industry, one of the most successful sectors in the region’s economy, in the hope that the level of excellence it has achieved will act as a springboard towards new markets and so create yet more opportunities for growth and jobs across the territory. Some branches of this sector, such as railway diagnostics, see Apulia in a leading position worldwide. Mechanics has always been present in the region, as a solid and now ever more innovative industrial fabric. In 2013 the sector counted almost 8000 companies with roughly 50,000 personnel, representing a driving economic force. Export income alone, which exceeds 2.2 billion euro, represents almost 30% of the entire value of Apulian exports. The sector is composed of large and medium firms, associated with an ample network of specialized sub-suppliers. The industrial system is then flanked by a highly specialized research and education system that supports innovation and 4
favors sectorial growth. Those companies that traditionally engaged in machine manufacturing have in recent years been joined by innovative enterprises that operate primarily in the fields of mechatronics – the fusion of mechanics and electronics. Thus Apulia has seen the birth of exceptionally high-profile manufacturing in the automotive area, in equipment for diagnosis of rail systems, in the design and construction of automated manufacturing lines, and in the biomedical area. Apulia’s exceptional performance on foreign markets in the field of mechatronics has actually been the subject of recent studies, on the part of several research institutions. The reason for the success of these enterprises lies in their great capacities for innovation and internationalization. The policies of the Apulia Region Government have supported these processes. Mechanical companies have in fact realized innovations thanks in part to regional incentives that are linked to EU structural funds. Drawing on these, mechanical and mechatronics companies have invested more than 350 million euro over the 2007-2013 program. The future of smart specialization and regional support find in this sector one of the most attentive and strategic interlocutors. 5
In Apulia, mechanical industry, particularly in the mechatronics area, has found fertile ground, becoming rooted throughout the territory and taking full place on the international scene. Among Apulia’s olive groves and field-stone walls, alongside its beaches and many ports, the region hosts an ample number of mechanical enterprises that bring “Made in Apulia� to the entire world.

THE ECONOMY
The heart of the Italian productive system, as in all Western nations, is the mechanical industry. This is a sector that encapsulates the full force of the manufacturing, engineering and technology that man has been able to create. Motors, sensors, industrial and agri-food machinery, biomedical diagnosis systems: mechanical industry enters into all aspects of daily life and is one of the sectors where the push towards innovation is strongest.

INDUSTRY,
High productive capacities, consolidated experience, a strong push towards innovation, and availability of highly specialized labor, propensity for internalization, and support from the Regional Government: these are some of the strong points of Apulian mechanical industry, representing excellence not only for southern Italy but for the entire nation. This is a sector where large firms, in some cases multinational companies, are flanked by small and medium enterprise and the research sphere for the creation of diverse and highly specialized lines of production. In addition to the traditional areas such as production of agricultural and food-processing machinery, heavy equipment, mechanical and electrical components and metalwork, the Apulian sector now incorporates highly specialized production chains such as in mechatronics. Some of the production areas within mechatronics itself are the automation of manufacturing processes and the engineering of diagnostic components for management of rail, naval, aerospace and biomedical systems. 12
Mechanical industries are present throughout the region but are particularly concentrated in the province of Bari, where a true hub of excellence has emerged, focused on industrial automation, fluid-dynamics drilling machinery and control equipment for rail systems.

BUSINESS CLUSTER
The Apulian Mechanical Business Cluster was created with the objective of sustaining sustainable growth in the sectorial companies, assisting them to address international competition with ever greater strength. Education, innovation and internationalization are the key terms guiding the cluster in the establishment of instruments that favor the actors of Apulian mechanical industry. The action strategies are: strengthening activity in industrial research; development of protocols for transfer of technology and know-how between research centers, universities and companies; development of common technological infrastructure; promotion of models for organization of the companies in the production chains; support for private sector marketing and internationalization operations.

The Technological Clusters are non-profit publicprivate aggregations that operate in the sector of applied research, technology transfer and education. The activities and projects brought about by the clusters contribute to sustained social and economic development of the Apulian region, through the development and diffusion of knowledge.
THE TECHNOLOGICAL The technological clusters are linked in a network among themselves and with the international context. They favor scientific collaboration between the leading companies and the public agencies that operate in specific technological areas, hence acting as a lever for the industrial growth of the entire territory.

In fact through their programs, the technological clusters permit optimization of the excellence of the region’s scientific structures, and at the same time the development of a critical mass with interdisciplinary competencies and great innovative capacity. They thus favor both economic and social development, and the creation of new entrepreneurialism in Apulia.

APULIAN TECHNOLOGICAL
The objective of the Technological Clusters programs is to optimize the excellence of Apulia’s scientific structures, thus to contribute to the social and economic growth of the territory through development and diffusion of knowledge. The actions of the Apulian Technological Cluster of Mechatronics - Medis serve three objectives: bringing Apulia to leadership in the research-based development of mechatronic products, able to compete at the global level; consolidating and activating applied research activities for the development of new patents; supporting Apulian SME in the development of high value-added products, within the logic of territorial production chains. MEDIS also promotes projects for research and development in the key enabling technologies that the Region of Apulia has identified as strategic for future development: micro and nanoelectronics, photonics, advanced materials, and advanced production systems.

One of the strengths of the mechanical sector is the presence in Apulia of a highly qualified and specialized labor force. The region’s universities and institutes of higher education provide a broad offer of certificates, bachelors and advanced degrees in engineering, for both technicians and engineers. The presence of many departments of engineering and advanced research centers (public and private) contributes to the creation of a top-ranking research system, representing a motive force for the development of enterprises and of the entire region.

As in other economic and social areas, Apulia is in the vanguard in higher education. An example is the ‘ITS Cuccovillo’ Advanced Technical Institute for Mechatronics, the first institute in Italy with the mission of bridging education and work, founded by public and private partners. The success of this new model is demonstrated in the statistics provided by the Institute: 80% of the year 2013 graduates immediately obtained employment.

One of the keys to the success of Apulian mechanical industries is the highly skilled and qualified labor force.
The mechatronics production area operates at very high levels of innovation, serving as a driver for the entire Apulian mechanical sector. The area consists primarily of medium and large companies, often multinational, primarily engaged in the automation of productive systems and the engineering and production of mechanical components with very high technological content. In Apulia, mechatronics industry is concentrated primarily in rail transport, the automotive sector, recreational boating, aerospace and the biomedical sector, but is also functional to other productive sectors.
Multinationals and large and medium enterprises find fertile terrain in Apulia, thanks to a highly qualified labor force, the incentives for companies that invest in the territory, and a research system that strongly emphasizes public-private integration. The mechatronics enterprises in the region have always had a great capacity to read the changing markets, and in light of this to adjust their offer. One example is the case of a company that first specialized in the production of automated machines and systems, and then succeeded in converting its capacities to enter the biomedical sector.
MECHATRONICS In recent years the Apulia Government, in agreement with the companies of the mechanical sector, has decided to concentrate on the enabling technologies of mechatronics as a pivot point for technological and economic development throughout the mechanical industries. The birth of the technological districts, the increase in the number of graduates from the region’s engineering faculty, and the founding of the Advanced Technical Institute for Mechatronics are several of the elements that indicate the efforts from all the sectorial actors.

Apulian mechatronics is also recognized for excellence among major companies in the international panorama, particularly those active in the areas of protection, control and measurement of magnetic and electro-magnetic fields, with important applications in the biomedical and pharmaceutical sectors. Another case of Apulian excellence is the production of monitoring and diagnostic systems for rail infrastructure: a productive activity that first developed in Apulia and is now present throughout the world.

Apulian companies are particularly active in the production of plants for the olive-oil industry, and machines for agriculture, animal husbandry, zootechnics and the milling industry. In response to a market that is ever more attentive to sustainability, in recent years some companies of this area have expanded their activities to include production of systems and machinery for environmental protection, particularly for water treatment and collection of solid urban waste.
AGRI-FOODS AND The production of plants, power implements and machines for large and small enterprises in the agrifoods sector is an area that has long been present in Apulia. Today as in the past, the demands of the agrifoods and zootechnics sectors present new challenges to the companies active in the area. Here, technological research contributes to the invention of plants and machines that are continuously more versatile and responsive to new production systems and environmental sustainability.

Over time, the companies of the area have also developed high capacities in precision mechanics and in the production of different types of machinery, particularly in metal-working and for applications in the water, gas and petroleum drilling industries.

The production of earth-moving, construction and stone-processing machinery in Apulia has seen the emergence of leading companies at the international level, based on the strong capacities of these companies in the organization of the production chain and in responding to new market challenges, both internal and international.

The Apulian companies active in the telecommunications area include an important presence specialized in production of television broadcasting equipment, including 1kW amplifiers for ATSC-recognized systems (high-tech, digital TV) meeting the numeric transmission standards for U.S., Canadian and Central American states. Recently there has also been considerable growth in production of both electrical and mechanical anti-theft devices, with some companies reaching international leadership positions.

Overall the Apulia Region Government has activated investments of over 3 billion euro in its own territories, which is triple the base funds accessed from the public sector, at 865 million euro. For the next program of ERDF funds the regional government will provide allocations to the productive system of more than 2.4 billion euro, representing 44.36% of the entire regional ERDF Programme budget.
INCENTIVES FOR The strategic push towards synergies in the spheres of enterprise and production has created experimentation, innovation and transfers of knowledge and know-how. At the same time, the Regional Government has made available notable resources for the promotion and support of Apulia’s different economic sectors. The resources originate in large part from the European Regional Development Fund (ERDF), and are directed towards firms of different sizes, present in the various productive sectors active in Apulia.

Regional programme contracts for large enterprises 292 million euro were awarded to manufacturing firms for the development of activities and projects that have reinforced the competitiveness, the draw of investment and the development of employment in the region.
Regional programme contractS for the tourism sector With allocations of 50 million euro, this program has favored further growth in sustained off-peak tourism.
AID for medium-sized companies and consortia of small-to-medium sized businesses (Integrated Incentives Packages) 201 million euro were allocated for activities in manufacturing, service industries, agro-food processing and commercialization, to create employment, social stability and economic dynamism.
AID for medium and consortia of small-TO-medium enterprises active in tourism SECTOR (Integrated Incentives Packages for the Tourism Sector) Applying a budget of 54 million euro, this intervention has further raised the standards of quality and classification in the Apulian tourism offer.
Aid packages for micro & small business (Title II) Total allocations of 107 million euro have strengthened the economic activities of small and very small businesses, particularly through improved access to credit.
Aid packages for small Businesses for touristic sector (Title II – Tourism) This instrument provided 25 million euro in aid to small and medium enterprises active in the tourism and lodging sectors, in management of tourist port and beach services, and to small and medium businesses that undertook new tourism and hotel initiatives, including the restorationrenovation of architecturally significant and historical properties.

The program supported investment projects proposed by businesses already in operation.
Integrated incentive packages for small businessES Over 49 million euro were allocated to the most dynamic of small Apulian businesses, for consolidation, innovative restructuring and expansion.

The current call represents the first regional incentive program for business internationalization. With a budget of 20 million euro, the objective is to increase the number of exporters operating in Apulia.
New enterprise initiatives (NIDI) This initiative of the Apulia Region Government is directed at women, youth, the unemployed, persons subject to layoff, contract staff and the self-employed, who wish to begin a new business. The program provides 54 million euro in forgivable loans and mortgage financing, with investment insurance of up to 80% or 100%.
Regional technological clusters for innovation With a budget of 30 million euro, this instrument strengthens activities in industrial research, experimental development and innovation in micro, small, medium and large business, in the thematic sectors identified under the SmartPuglia2020 Strategy: Sustainable manufacturing; Environmental and personal health; Inclusive, creative and digital communities.
