Displacement Tracking & Support Building for the Bangsamoro areas IOM Cotabato gives capacity building trainings to partners on how to use the displacement tracking tool This week, IOM’s global tool, the Displacement Tracking Matrix (DTM) has been “rolled out” in its test phase with key partners. IOM Cotabato and partners began the testing of its own community level assessments in selected areas in five provinces across the Bangsamoro. The testing phases follow a series of capacity-building activities designed to strengthen partners’ skills in data collection and analysis. The partners identified so far include the Department of Social Welfare and Development (DSWD) and its local counterparts, the Provincial and Municipal Social Welfare and Development Offices (PSWDO/MSWDO) and local NGOs. IOM’s DTM was tested in the provinces of Lanao del Norte, Lanao del Sur, Maguindanao, North Cotabato and Sultan Kudarat. Gathering baseline information by regularly tracking and monitoring displacement, the DTM provides data on multi-sectorial needs and makes recommendations for required assistance to the displaced communities (e.g. shelter, health, WASH, protection, livelihood support, education, among others). The DTM targets internally displaced people in host/returnee communities, resettlement sites and evacuation centres.

The testing activities organized by the IOM team in Cotabato were divided into two main parts; a focused group discussion and the administration of the DTM survey questions. Both were conducted in the communities and were participated by barangay officials, tribal and community leaders, barangay health workers, midwives, school officials, among others, to ensure that the identified issues and concerns were reflective of the needs of the community. Supported by Canadian Government’s Department of Foreign Affairs, Trade and Development (DFATD), IOM’s effort to institutionalize the DTM is part of its displacement tracking and support building for the peace process in the Bangsamoro areas. The initiative also includes increasing public awareness on the Comprehensive Agreement on the Bangsamoro, prevention of sexual and gender-based violence, and the promotion of referral pathways.
