Last Friday 6 February, IOM held an event to present the “Central MindanaoBangsamoro Displacement Tracking Matrix (DTM) at the IOM Office in Manila. The informal morning event was attended by government partners, embassies, international agencies, NGOs and the private sector. The report was first launched in January in Cotabato City with local government partners and donors, and this event presented the same results to counterparts at the Manila level. The project overview was presented by Romina Sta. Clara, National Programme Coordinator and Hasim Guiamil Senior Operations Assistant in the IOM Office in Cotabato. The DTM analysis and results were then presented by Phyo Wai Kyaw, IOM’s Information Management Officer. The project was funded by the Canadian Department of Foreign Affairs and Trade (DFATD) and it contributed to assist the Government of the Philippines and humanitarian partners in conflict and gender-sensitive disaster context and promote peace-building in Bangsamoro communities.

The DTM, which is an IOM global tool to track displacement movements, is a flexible instrument, adaptable to diverse situations, changing information needs and external feedback. It gathers baseline information by regularly tracking and monitoring displacement and multi-sectorial needs. The DTM was rolled out in the Philippines during various emergencies such as Typhoon Bopha, Typhoon Haiyan and Typhoon Hagupit explained Phyo Wai Kyaw. The critical points according to the DTM results are that 1 out of 4 displaced persons are children under 18 years old and that the majority of the affected communities don’t have access to livelihood and agricultural facilities. The results also highlighted the priority needs and influencing factors for the return of internally displaced persons and gave recommendations for peace building priorities in the transition phase. IOMs Chief of Mission Marco Boasso said “the DTM is a great tool for the Philippines; we now call on our partners to help us to tailor and expand this tool and to use it to study other geographic and thematic areas.” For a presentation of the methodology and results please contact us at the email address below.
