Heavy rains in Bentiu have resulted in further flooding in the PoC. IOM continues to work with key partners to respond.

Since conflict broke out in December 2013, 1.8 million have fled their homes. Many have crossed into neighboring countries (estimated 463,000 people have fled to neighboring countries of Kenya , Uganda, Ethiopia and Sudan individuals). 1.4 million individuals remain internally displaced and most are seeking shelter in remote rural areas across the country. Displacement patterns remain fluid, driven by violence, access to emergency assistance and floods. There are currently 100,437 internally displaced persons (IDPs) sheltering in UN bases across South Sudan. The current security climate in South Sudan is continuously monitored. There is ongoing tension in Lakes State which remains calm, yet unpredictable. Roads to Rumbek remain insecure from North to West. Sporadic armed actions in Renk and in Doleib hill in Upper Nile State were also reported this period. Heavy rains in Unity State have further deteriorated conditions in the PoC, 199 latrines flooded reducing the overall ratio of 96 persons per latrine. The ratio improved this week and now sits at 75 persons per latrine.

HIGHLIGHTS IOM is operating 5 high powered pumps to evacuate water from Bentiu PoC and over 180,000 sandbags have been deployed to mitigate flooding As of 9 October, Crisis Response Plan (CRP) partners have served 152,487 households with non-food items (NFI) and 53,242 households with shelter.

7,300 people have been displaced in Renk due to recent fighting. Most urgent needs identified by an initial assessment are: shelter, NFIs, food, education, protection and health. The humanitarian community and UNMISS have agreed on an expansion area for the existing PoC. UNMISS will be responsible for liaising with the Government to secure the land and for building the berms. Humanitarian partners will be responsible for all other site development work and for the provision of services in this new area. Work on the expanded area is expected to commence in the dry season.

CAMP COORDINATION AND CAMP MANAGEMENT (CCCM)

IOM is supporting ACTED in UN House PoC 3 with the construction of temporary bridges. 32 bridges have been completed so far.

The Camp Coordination and Camp Management (CCCM) Cluster facilitates the delivery of life-saving services to IDPs in displacement sites and collective centres throughout South Sudan. The CCCM Cluster ensures that basic humanitarian living conditions are provided, while also building the foundations for voluntary return and recovery interventions where it is possible and safe to do so. IOM and UNHCR co-lead the CCCM Cluster, in coordination with ACTED. IOM continues to act as CCCM state focal point in Upper Nile, Jonglei, Western Bahr el Ghazal and Warrap.

SITE DEVELOPMENT, EXPANSION & IMPROVEMENT

Relocation activities in Bor are underway

(CCCM and Shelter/NFI shared responsibilities) Efforts to increase capacity and improve living conditions continue at PoC sites in Malakal, Bor, Bentiu and UN House in Juba; and IDP sites in Mingkaman. IOM leads efforts to expand the PoC areas in Malakal and Bor and augments the capacity of partners for site works at the UN House, Bentiu and Mingkaman sites.

MALAKAL PoC Contingency planning is ongoing with all humanitarian actors in the event of a large influx of IDPs as a result of ongoing security situation in Malakal. An influx of an estimated 500 IDPs was already reported in the past few days. JUBA, UNHOUSE PoC 3 A total of 10,830 IDPs have been relocated from the Tongping PoC to UN House PoC 3. Relocation movements from Tongping to UN House PoC 3 are on hold until further notice due to an incident of violence that occurred on Friday 3 October. During this pause, NGO partners will focus on three main activities: improving community engagement, improving coordination with UNMISS and improving coordination within the camp management team and with partners. Other site management activities are on-going.

BOR PoC The new PoC site development is completed; some minor community structures are being finalized. Relocation to the new site started Thursday 9 October. 435 individuals were relocated as of 13 October. BENTIU PoC Due to the heavy rains on the 5th October, all the PoCs were flooded. CCCM and WASH partners are focusing on further improving drainage inside and outside the PoC. The Shelter NFI cluster supported CCCM partners’ flood mitigation activities with the provision of 180 000 sand bags. Five 4-inch trash pumps have arrived and will be used to drain water out of the flooded areas.

DISPLACEMENT TRACKING Biometric registration was carried out in Wau PoC where 447 Individuals and 217 households were registered. The Displacement Tracking Matrix round VII has been launched and preparations for biometric registration in Bentiu, Malakal and Melut are underway.

HUMANITARIAN HUBS The CCCM Cluster has established humanitarian hubs, a common office and accommodation space accessible by aid workers, at key displacement locations throughout the country. IOM, in collaboration with UNMISS, established and manage the hubs within the UNMISS compound in Bentiu, Malakal, and Bor. To date, all hubs have dedicated hub managers in place to oversee day to day activities at each location. Work continues to improve conditions of the hub including the construction of common facilities (e.g. common kitchens and foot pathways) and replace temporary structures with more durable structures.

SHELTER AND NON FOOD ITEMS (NFI) As lead of the Shelter and Non-Food Items (NFI) Cluster in South Sudan, IOM provides essential household items and emergency shelter materials to conflict and disaster-affected populations. IOM also manages the Shelter and NFI Core Pipeline, a mechanism to ensure that key NFIs and emergency shelter materials are prepositioned in strategic locations and ready to be deployed rapidly.

BOR With the capacity for 100, the Bor hub is currently occupied by 36 humanitarian staff. MALAKAL 228 humanitarian staff are currently accommodated. The capacity for the Malakal Hub is 200 and a program criticality review is needed to establish the allocation of space. NFI distribution in Leer County

As of 9 October, 152,487 households have been served with NFIs and 53,242 households have received emergency shelter through the Crisis Response Plan partners. This represents 76% of Cluster’s CRP target NFI and 59% of the target for shelter assistance. 4,511 metric tonnes of Shelter and NFI stock has been moved through the pipeline (93% transported by IOM). 151 requests have been served across 48 locations.

IOM FRONTLINE RESPONSE Since the start of the crisis, IOM's frontline response team has distributed NFI items to over 52,000 households, 703 of these households have also been provided with additional shelter material. A total of 39 distribution operations have been carried out across the country.

WATER, SANITATION AND HYGIENE (WASH) WASH Cluster State Focal Point IOM is the WASH Cluster State Focal Point in Upper Nile State. As WASH state focal point, IOM continues to lead the coordination of WASH response in the state. As state focal point, IOM is leading the development of prepositioning and contingency plans for WASH response in Upper Nile for the dry season. The state focal point is also working with WASH partners on the design and set up of WASH services in the new Malakal extension area.

This week, heavy rains continued, as of 5 October all PoCs were flooded. IOM continues to focus mainly on the drainage inside and outside the PoC. Pumps are being utilised to reduce water levels within the PoC Sites. IOM completed the construction of a drainage canal on the north-eastern edges of the PoC. The drainage canal successfully joined the Nyambul River. IOM has set up five trash pumps that allow for evacuation of flood waters outside the northern parts of the PoCs. Despite the flooding, efforts to construct latrines continue.

On 15 October Global Hand Washing day was celebrated in Malakal PoC. 500 children took part in hand washing activities.

Melut PoC Activities continue in Melut PoC. Ten communal latrine stands have been constructed and hygiene promotion messaging continues. 287 households (reaching 360 women) were targeted with promotion activities related to environmental cleaning and cholera. Community jerry can cleaning activities continue: 1,800 jerry cans were cleaned benefitting 280 households in PoCs 1 and 2.

HEALTH IOM is the Primary Health Care actor in Malakal and Bentiu PoCs providing clinical assistance to IDPs, returnees and host communities. IOM operates mobile health services to the South Sudan-Sudan border area of Wonthou (Joda).

The IOM Bentiu health team continue with their regular activities which included vaccinating children against childhood diseases, antenatal care consultations. The team continues with health education sessions. This week 54 mothers attended sessions on the benefits of breast feeding.

The IOM Health team in Malakal continued with their regular activities, including health promotion, reproductive health services, nutrition screening, vaccinations and testing.

IOM’s seeks to enhance the mental health and psychosocial well being of the conflict affected populations living in PoC sites throughout the country. Through the provision of direct services in the Bor PoC, mainstreaming mental health /psychosocial support (MHPSS) through the CCCM cluster and capacity building, this project aims to improve access to Psychosocial Support (PSS) and improve the integration of psychosocial programming into existing interventions.

PROTECTION

A rapid assessment was implemented in Bor PoC as a follow up from the assessment conducted in February. Stress related to daily challenges was ranked high. High levels of alcohol abuse were reported. The community in the PoC identified internal resources for stress management such as organized group support activities and working with individuals who have a background in PSS. 12 members of the IOM Health Rapid Response Team were provided with an orientation on Mental Health and Psychosocial Support in Emergencies. IOM is participating in the mapping of services in MHPSS in collaboration with PSS Task Force as well as leading efforts to implement a coordinated strategy with multiple partners in delivering trainings.

REFUGEE RESPONSE As the lead provider of WASH at Doro refugee camp, IOM continues to meet the needs of the refugee population. All key water, hygiene and sanitation indicators are above the minimum standards. The need remains to maintain these standards to prevent the outbreak and spread of waterborne diseases amongst the refugee population and surrounding host communities during the course of the rainy season. In the past week, 7,776 individuals were reached with hygiene and sanitation promotion messaging and 2,312 individuals participated in community clean-up activities. 87 shared household latrines and hand washing stations were constructed. In four villages within Doro Camp. Regular assessment activities took place throughout the reporting period and repair/maintenance was undertaken.as necessary; 2,968 latrines/hand washing stations were visited—95% are functioning to current standards. Bi-weekly soap replenishment successfully completed. Planning for the relocation of refugees in low-level flood prone areas of the camp to higher areas is on-going.

RAPID RESPONSE TEAM (RRT) IOM’s rapid response team is part of the humanitarian communities’ efforts to establish a response mechanism to improve the delivery of humanitarian assistance in hard to reach areas. IOM’s RRTs is multisectoral, composed of experts in the sectors of CCCM/DTM, Health, Shelter NFI and WASH. The RRT can be deployed to respond in several locations simultaneously based on the needs identified on the ground. The RRT is able to respond within seven days of receiving a request from the ICWG Operational Working Group. This week four teams have been deployed to remote locations in Jonglei and Upper Nile for WASH and Shelter/NFI response. Planned response is as follows: 

11 October: Assessment and verification for NFI support in Mathiang for 2,000-3,000 households

13 October: WASH intervention to support and improve existing infrastructure in Pagak due to influx of IDPs

COMMON TRANSPORT SERVICE The IOM operated Common Transport Service (CTS), a free service for transporting humanitarian supplies in South Sudan, is helping partners to deliver aid across the country. CTS trucks remain strategically positioned across the country to provide transport assistance to humanitarian partners. This week, the distribution took place as follows

RAPID RESPONSE FUND The Rapid Response (RRF) is a flexible funding mechanism allowing for swift disbursement of grants through NGO/Community-Based Organization (CBO) partners in response to onset emergencies. Presently, eleven grants are active under the RRF programme benefitting the following; water and sanitation in Juba UN House POC 1, Nutrition support in Fangak county, Jonglei State, Hepatitis E prevention in Mingkaman, Cholera response in Upper Nile State and Eastern Equatoria, Camp Management in Bentiu, the provision of health care in the Juba Tongping Poc. The latest RRF project is funding a national NGO to cover WASH response in UROR County, 21 boreholes in three payams will be rehabilitated.
