Migrant Assistance Division Bangkok - Capacity Building Workshop on AVRR for Bali Process Member States The Capacity Building Workshop on Assisted Voluntary Return and Reintegration (AVRR) for Members of the Bali Process, held as part of the “Voluntary Return Support and Reintegration Assistance for Bali Process Member States” Project under the auspices of the RSO of the Bali Process, took place from 15-17 December 2014 in Bangkok, Thailand. Participants were comprised officials representing ministries within 16 Bali Process member states who are involved with return and reintegration activities. The workshop provided a forum to increase awareness and understanding of the modalities and mechanisms of AVRR among Government counterparts and to strengthen capacity among key governmental stakeholders to ensure the safe, dignified, and timely return of irregular migrants to their countries of origin with the view to enhance coordination and consensus between Bali Process Member States in ensuring a harmonized and coordinated approach to the return of irregular migrants. During the workshop, Bali Process member states identified priority areas of focus for future follow-up actions to overcome the challenges encountered in implementing AVRR in a structured and sustainable manner. The Migrant Assistance Division (MAD) provided its global input through its Head, Laurence Hart, who lead the sessions devoted to “AVRR Concept”, “International Practices and Standards”, “Special Considerations – AVRR Assistance to Victims of Trafficking and Unaccompanied Minors (UAM) : Case Studies”. Based on the feedback of participants, the success of the workshop can largely be attributed to the involvement of a wide range of AVRR actors from Bali Process member states and IOM offices globally. This allowed for the exchange of experiences and ideas, and exposed participants to a wide range of practices and contexts. The event enabled the establishment of relationships between practitioners and policymakers which will contribute to the advancement of bilateral and multilateral cooperation on AVRR.
