To meet the needs of the nearly 1.9 million displaced in Iraq, IOM has distributed more than 50,000 family non-food item (NFI) kits across the country since the beginning of the year. Utilising Rapid Assessment and Response Teams (RART), IOM Iraq delivers aid that is tailored to beneficiary communities and their needs. Since 11 October, IOM Iraq has delivered 14,000 fully winterized NFI kits, as well as 500 tents, to families preparing for freezing temperatures and harsh winter weather across ten governorates.

At a recent NFI distribution in Ainkawa, Erbil, children climbed on carpets stacked towards the ceiling as their parents expressed relief at the items provided by IOM. Winterized kits include thick blankets, heaters, stoves and plastic sheeting. “We are happy to receive these items, as we did not have a heater before. We can use it to stay warm at night and keep out the cold,” Rita, who takes care of her elderly father and uncle, told IOM staff. “My uncle is already napping on the mattresses with our new blankets; they are more comfortable than what we had before.”

In the past week, IOM Iraq distributed 4,457 family NFI kits to an estimated 26,742 beneficiaries at five locations, bringing the total number of NFI kits distributed in 2014 to 50,937 at 101 different locations.

Relying on data provided by the Displacement Tracking Matrix (DTM), IOM continues to assess the needs of displaced persons across Iraq and respond in a rapid and efficient manner, as security conditions permit.

An increase in 357,696 IDPs between 18 and 24 August

Due to the worsening security situation in Iraq, three major waves of displacement have resulted in nearly 1.9 million persons becoming displaced. With the majority being displaced since July, and with nearly 47% of internally displaced persons (IDPs) fleeing to the Kurdistan Region of Iraq, quick and accurate assessments and responses are essential to IOM Iraq’s emergency response.

Using data such as those contained in the Displacement Tracking Matrix (DTM), IOM can efficiently scale up its operations in response to rapidly changing conditions. As a result, the majority of the distributions and transport operations have taken place in proportion to the crisis, with nearly 40,000 out of the year’s total of 50,937 NFI kits having been distributed since June.

On 4 November, while distributing 203 tents to displaced Yazidi families currently in Qadia, IOM staff from Dohuk satellite office spoke with Haidar, father of 8. His family left with others in his village at the beginning of August, once they heard that armed groups had taken control of Sinjar. After traveling for 8 hours to the Syrian border, and after traveling through Syria for two days, Haidar and his eight children found themselves in Qadia along with hundreds of other families. “We arrived here having fled in order to save our lives,” he told IOM staff. “Until it is safe to return to Sinjar, we must stay here and do the best with what we have. We are very concerned about the strong winds and rain that winter will bring.” Before receiving IOM tents, 203 displaced families had been living in the open. “The tent that IOM has provided will help us

cope with the harsh conditions and low temperatures that we know we will have to face this winter, but we need all the help we can get,” Haidar told staff. “We have a family of ten, so shelter is very important.” After a process of identifying the needs of the displaced in Qadia and distributing tents, IOM shelter team personnel will return to the site to verify that the tents have been correctly set up in order to withstand the oncoming winter weather, and to further assess the needs of beneficiaries. IOM Iraq currently has funding to distribute an additional 12,000 tents to families such as Haidar’s, as well as 27,000 fully winterized NFI kits. More funding is being sought to provide greater levels of assistance to meet the needs of displaced people across the country.

IOM is responding to life-threatening needs in a rapidly changing environment, in addition to monitoring movements on the ground.
