Danielle Morin and Sarah Megas winners of the 2012 Prix Roland Parenteau Montreal, August 20, 2013 – The Institute of Public Administration of Canada is pleased to announce the winners of the 2012 Prix Roland Parenteau: Danielle Morin and Sarah Megas for their article “Caisse de dépôt et placement du Québec : Je me souviens …” (March 2012, Vol. 55, No. 1, pp.91-123). Danielle Morin holds the Roland-Chagnon Audit Professorship at the École des Hautes Études commerciales de Montréal (Université de Montréal), and Sarah Megas is currently engaged in her graduate studies in law at the University of Paris 1 PanthéonSorbonne. In their article the authors examine the crisis of the Caisse de dépôt et placement du Québec following the reorientation of its mandate occurring in the 2000s. They argue that when the Caisse’ Executive Directors embraced a strong market logic and turned it from a tool for the economic development of Quebec into an investment fund manager designed to yield profits for its depositor, they opened the door to its ultimate downfall. The article provides a critical paragon of analysis for the study of financial management of public funds and the pitfalls that market demands involve in the area. The Award was created in 1992 in honour of one of the preeminent deans of public administration scholarship, Roland Parenteau. It is the companion prize to the J.E. Hodgetts Award, also created in 1992, which recognizes the finest English article published in the Canadian Public Administration journal. Winners are presented with the trophies at IPAC's Annual Conference.
