Preface

Many projects and programmes are compared to going on a journey with all the excitement, twists and turns that can take place to travelling towards a destination. IPMA is a collection of people and organisations – a family – which is dedicated to projects, programmes, portfolios and how they are successfully managed. And IPMA is on its own journey – which in 2015 will reach its fifty year milestone. This is quite an achievement and is worth celebrating. This colourful volume is one of the means of celebrating the IPMA achievements and predicting the future.

Amongst the texts, charts and photographs within there are: explanations all about IPMA, descriptions of the goods, products and services which are provided and promoted by IPMA – it is an impressive collection when all put together like this, contributions from every one of over sixty Member Associations of IPMA – which demonstrate the substantial breadth, width and consistancy of the IPMA network, there is a history with some key characters and personalities.

So if you have only just heard of IPMA or you are a member of the family for many years you will find this book interesting, entertaining, informative and encouraging. You can read it from cover to cover if you wish. You can use it as a reference book to find information from time to time about IPMA and the global range of friendly national bodies. You can use it to induct potential or new members of the family or customers for the ever-growing goods, products and services. You can use it as a gift or prize in the right circumstnaces. This is a celebration of fifty years of IPMA, of project management development, of a professional community. It is also a foundation for many more years of going on journeys, travelling and searching for success. In the following section there are messages from the President of IPMA, the current Chairman of the IPMA Council of Delegates, the current Executive Director of IPMA and from a vice-President of Thales representing the corporate support of IPMA and its activities. These messages convey the spirit of IPMA, the achievements access fifty years and at the present, and confirm the strong foundations of IPMA going forward. They also suggest some celebrating.

Message from IPMA President

It is my pleasure as the current President of IPMA to say “Happy birthday IPMA!” What a wonderful anniversary. 50 years ago a few pioneers gathered and started IPMA as a network for exchange of experience in the field of project management. Today, IPMA is still following this great idea. Spread across more than sixty countries IPMA is a vigorous network of project management associations and supporting organisations, people, suppliers and sponsors moving the profession forward. The idea of a network fits more than ever to the current situation of the world. A network can adjust flexibly to changes in the context, lever the diversity of cultures involved and support collaboration between members (e.g. regional networks). A network needs a powerful vision as orientation for joint activities. Promoting competence throughout society to enable a world in which all projects succeed was agreed and adopted by the Council of Delegates last year. Competence is what differentiates IPMA from other associations. Competence is much

more than knowledge. It is the demonstrated ability to apply knowledge and/or skills, and where relevant, demonstrated personal attributes. IPMA standards cover the most important success factors. Besides the technical competences (project, programme and portfolio management) there are personal and social competences as well as the competence of dealing with relevant contextual factors. In an increasingly complex world technical competences are not sufficient anymore. We also address social dynamics and intercultural settings; communication, cooperation and coordination are the key words for success in projects, programmes and portfolios. This is why the 50th Anniversary of IPMA is just a beginning. There is a lot to do in order to reach our aspirational vision. Thanks to all the pioneers, volunteers, supporters and passionate people who have been helping IPMA to move the profession forward. Let´s go for the next 50 years of our journey!

The creation of IPMA, as the very first global project management association, was a milestone in the history of project management. Based on a unique vision in which professionals can dedicate their own free time for volunteering and contributing in project management development. The idea of IPMA has been accepted across the globe and today it is represented by around sixty national associations. The power of IPMA comes from strong commitment of each individual or Member Association involved and the firm belief that working together we can achieve much more. As we see at first hand in the IPMA Council of Delegates we also respect our many cultural diversities and ability to create consensus which brings benefits to the project management profession and to society. If you are with IPMA, it means you feel at home in so many countries across all five continents.

It is with great excitement that we welcome you to this extraordinary publication! 2015 was a very special year for all of us! Not only did we have the chance to look back on 50 years of growth, we could also celebrate 10 years of development of Young Crew which represents the project management talents below 35, and the 100 years of existence of the opening of the Panama Canal where IPMA’s annual Congress has taken place. These significant steps are a showcase of successful international project management. With the excellent support of our members, volunteers, service providers and only one employee for many years we achieved this development over the past five decades. After 50 years, IPMA as a leading professional association for project management continues to shape the profession in so many ways. The increasing number of volunteers and certified project managers involved in our network today covers 60 national Member Associations in the world. They are the driving force of IPMA and their commitment and

First of all, I would like to congratulate all IPMA members for this jubilee of fifty years dedicated to promote Project Management with respect to each member culture. Thales and IPMA share the same strategic goal: increasing partnerships between more than sixty countries around the world like a bridge between cultures. Merging both IPMA and Thales networks, integrating local specificities was significant to reinforce project management competences for individual as well as maturity of companies and organisations. In 2010, IPMA and Thales have started a certification partnership to recognize Project Managers competences. Based on the innovative Global Organisation approach, a successful alignment has been reached thanks to team spirit of Member Associations. Individual view on competences

How did you do it? It is a matter of fact that the “Contracting” world is an environment dominated by the men; and this is even more stringent in certain geographical areas. In any case, there are values belonging to every human being that are the richness for which I strongly believe any society have to invest to promote the development of the people: the Culture (all the multiculture) and the Instruction (education). On this I invested very much and I am still investing and promoting it, first to my two children and then to all my

I entered in a Greek Engineering University in 1989 after a tough selection process leaving my city Argos to join a University of Xanthi at approx. 1000 Km from my house. After my degree in 1994, I moved to the capital Athens where I began my working career in a small engineering company. Then I join Tecnimont in Milan in 1998. As soon as I entered Tecnimont, I had the opportunity to move to different discipline departments learning of “how to do things” to be become a Project Engineer and then a Project Manager. During this process, I had the opportunity to work on several projects in Europe, Middle East and Russia. I was interacting with different cultures which I studied and respected in all their values. I take this occasion to thank the Company for which I am working, Tecnimont, which promotes the competence and the entrepreneurial behaviours as the main characteristics to be considered. When I was proposed to become a Project Manager for a Mega Project like Habshan-5 in UAE and then for the Project I am presently managing in Kingdom of Saudi Arabia, I had long interviews with the Client Senior Management where it became evident that the respect of the person and due considerations of what she\he can do was not dictated by consideration about being female\male but about your know-how, experiences and capabilities to interact daily with a multicultural team co-operating with all the members in full respect of their cultures and sensitivities. Is it all that I described easy? Absolutely no: the work environment for a woman is not easy in Middle East as well as in Europe; but I am truly convinced that my current activities are evidence for all women that “we can do it” - avoiding to be influenced by stereotypes that it does not mean under evaluating the realty in front of us.

Governance Structure The IPMA Governance consists of a Council of Delegates with a Chairman, an Executive Board with the President and six VicePresidents, several Management Boards with a chairperson, working groups and project teams as well as an Executive Director with Secretariat and several contractors. The Council and Board Members are from all over the world and reflect the Global nature of IPMA. IPMA’s governance structure follows the governing structure of an association registered in Zürich (CH) after the Swiss Civil Code (Verein nach Art. 60 ff. des Schweizerischen Zivilgesetzbuchs). The by-laws which are drafted in conformity with Swiss Law define in its article (Article 10.1) that the Council of Delegates is the highest decision making body of the organisation. It is composed of representatives nominated by the Member Association according to their voting rights. It decides on important topics of the organisation defined in Article 11 of the by-laws. Among these topics is the election of the members of the Executive Board composed of a minimum of four vice-presidents. The Council also nominates the auditors of the organisation. It ratifies memberships of the organisation. The Executive Board manages the activities of the Executive Director who manages the secretariat of the organisation. It supervises the activities of working groups, programmes and projects and expedites progress. The chairs of working groups manage their members who should reflect the international composition of the organisation.

IPMA’s governance structure

Based on the bylaws, the Council of Delegates is the highest decision making body. Each Member Association nominates one Council representative (and one substitute), who attends the Council meetings twice a year. The Executive Board together with the Executive Director are responsible for the operational management of IPMA and sets the practical guidelines for all approved activities. The Executive Board and the Executive Director organise the administration, assess new candidates for membership and represent IPMA in all external relations. Certification of individuals IPMA certification started in 1998, the same year was published 1st version of ICB, v.1.0. Today, more than ever, everyone is demanding improved results from their project, programme, and portfolio initiatives. And others are now beginning to understand the importance of broad competences, that include behavioral and contextual areas. IPMA encourages a range of practitioner roles to explore essential knowledge foundations, then expand beyond knowledge, to achieve PM competence, and project success.

While IPMA manages the 4-L-C system, the Certification Bodies of our Member Associations perform the actual assessments and certification. The certification process involves several steps for the assessment of a candidate. The assessment steps for individuals are applied to each of the IPMA competence levels A, B C, and D. If the Candidate meets the Competence Requirements he can apply directly to the desired Level. The IPMA four-level certification programme is designed as an ongoing competence development process. Every step up the four-level competence stair incorporates adequate development in self-knowledge and verified competence. While each IPMA Member Association may have different names or titles, and some have additional roles at some levels, we all use the basic role-based certification approach, as shown in the model below.

The roles in the 4-L-C system, with their distinctive capabilities, include: IPMA Level A: Certified Projects Director manages complex project portfolios and programmes. IPMA Level B: Certified Senior Project Manager manages complex projects. Minimum five years of experience. IPMA Level C: Certified Project Manager manages projects of moderate complexity. IPMA’s 4-L-C demonstrates a level of rigor that helps to assure knowledge, experience, competence and performance for each role. For example, our guidelines on complexity, for our Advanced, professionally assessed, competence-based certifications, Levels A, B and C, require more than experience in simple projects. Instead, we require end-to-end responsibility and authority in projects of a certain minimum size, and organizational impact. Of all the persons leading projects around the World today, many do not have the authority, or manage projects of sufficient complexity, to qualify for our advanced certifications. Still our IPMA Level D, as with other knowledge-based certifications, is an excellent starting point for advancement. The IPMA certification is recognised worldwide. Over the last 10 years IPMA has certified more than 250,000 project managers in over 60 countries across the globe. Global corporations benefit from IPMA’s international presence and recognition. We enable them to use the same certification for the entire company in all countries. The examination process has no language barriers. Candidates always have the choice of doing the certification in their own language or in English. No matter where you live or what language you speak, you are always welcome to certify your competence with IPMA.

Certification of PM Consultants To fulfill the certification needs of PM Consultants, IPMA has extended the Four Level Certification (4-L-C) system with a Two-Level Certification for PM Consultants. The IPMA certification system for PM Consultants, like 4-L-C system for professional project managers, is used by the network of IPMA National Certification Bodies (CBs), each operating the certification scheme in their nation. Project, Programme and Portfolio Management Consultants (PM Consultants) are fulfilling an important role in project management practice. However, they are not accountable for the Project, Programme, Portfolio products and outcomes but, instead, they are advising project managers and organizations. The candidate shall be able to deliver PM consultancy services on a PM strategic, organisation and strategy implementation level (Executive level, Project Portfolio or Programme Responsible, PM Responsible).

The IPMA certification systems, including 4-L-C system and PM Consultant certification system, are compliant with ISO 17024 (Conformity assessment – General requirements for bodies operating certification of persons) with a few modifications that are appropriate to the area of project management. Eligibility criteria, functional areas and the responsibilities expected of PM Consultants are identified at each of the two levels of PM Consultants: IPMA PMC: IPMA Certified Project Management Consultant and IPMA PPMC: IPMA Certified Programme and Portfolio Management Consultant.

IPMA Advanced Courses In 1989, IPMA wanted to offer opportunities for advancing competences of experts in project, programme and portfolio management and thus launched the IPMA Advanced Courses. The IPMA Advanced Courses address a broad range of topics. In 2015, the following topics were covered: proactive preparation and start-up of projects; managing opportunity and risk in new ways; develop your charismatic project leadership; effective leadership in virtual project teams; advancing project management in organisations; programme management for effective change; and managing corporate project portfolios. Through the Advanced Courses the participants can benefit from respected experts with profound experiences in the topic, they can share their own experiences, and polish their behavioural skills.

IPMA Ethics Moving the profession forward by acting ethically! IPMA adopted a new Code of Ethics and Professional Conduct in March 2015 to be mandatory for all people acting on behalf of IPMA and its members. The application of this code enables us to promote our core values of “integrity”, accountability and transparency”. IPMA recognizes that projects, programmes and portfolios, affect people, society and the natural environment in diverse ways, both locally and globally. Project, programme and portfolio management are fast developing disciplines in an increasingly globalized world. Through this growth, we are presented with new challenges, both in our individual endeavors as professionals and on the whole as a profession.

IPMA Code of Ethics and Professional Conduct

IPMA believes that by committing to acting ethically we will make our projects, programmes and portfolios better and that this will serve to further our profession. The IPMA Code of Ethics and Professional Conduct lays out the principles and minimum duties we hold towards the project, programme or portfolio owners, teams, stakeholders, society and natural environment. IPMA acknowledge that community spirit and the relations between professionals and their clients depend upon trust, mutual respect and the appreciation of our diversity. When working with clients, project owners and other stakeholders we endevour to act with integrity, accountability and transparency. IPMA realise that work in project, programme or portfolio management may present us with a variety of ethical challenges and IPMA believes that it is through these values that we will best be able to meet them. IPMA welcome the diverse origins of ethical norms - secular and religious alike - and seek to treat difference with respect. IPMA Expert Seminars The IPMA International Expert Seminars follow a established format by addressing particular and forward looking themes. These themes provide clear directions for the presentations and discussions. The results are brought to the plenum. IPMA Registration IPMA Registration is offered to IPMA Member Associations in 2009, as a method to engage with relevant Educational and Training organizations. Providers register their IPMA-related training programmes and courses. This improves the respect and visibility of organisations who desire competence improvement in project management. The audiences comprise the Project Management Educators and Trainers, and those who would engage them. The benefits are assurance that the learning aligns with IPMA’s broader understanding of the foundations for initiative success. The purpose of the IPMA Registration Programme is to provide IPMA Member Associations with an instrument to improve the communication between project managers or their organisations requesting competence improvement in project management –– and the organisers that administer and perform education programmes or training courses in project management. IPMA Registration in a country guarentee that the objectives and content of the registered programme/course is mapped by the organiser against the National Competence Baseline (NCB) issued by the Member Association, and that the claimed level of competence development opportunity is verified by the Member Association.

IPMA Research Conference IPMA Research Conferences aim to bring all researchers, experts, scholars and practitioners together to discuss and exchange research achievement and ideas on how to bridge theory and practice of project, programme and portfolio management. The IPMA Research Management Board aspires to enable all IPMA Member Associations to cooperate globally in future research. The German Project Management Association (GPM) hosted the first IPMA Research Conference 2013 in Berlin. The second Research Conference was held in Tianjin, China in the year of 2014 and the third one is planned to happen in Capetown, South Africa.

IPMA ProjeXchange ProjeXchange aims at bringing together experts for an exchange of ideas, experiences and know-how to develop the profession in a certain sector or direction. The focus of a ProjeXchange event could be a specific sector, a hot topic or a challenge which is interesting for the profession. It brings together people from different persepctives, e.g. countries, cultures, functions and or disciplines.

It can be offered as a 1 to 2 days onsite facilitated workshop, followed up with additional face-to-face sessions at regularly scheduled IPMA conferences, plus year-round virtual support. IPMA Standards Standards are essential in an increasing complex world. They should enable collaboration within and across organisations in order to improve effectiveness and efficiency in project related activities. Globalization forces a lot of organisations to undertake projects in an multi-national and cross-cultural context. Thus, standards should give guidance for people to involved in such activities. IPMA and its Member Associations are involved in standardisation since the late 1960s. Besides developing its own global standards IPMA is engaged as category A liaison to the ISO/TC 258 Project, Programme and Portfolio Management and actively participates in the work being performed. Furthermore, IPMA is a full member of the Global Alliance for Project Performance Standards (GAPPS), which provides independent reference benchmarks for project management standards and assessments.

IPMA Individual Competence Baseline (IPMA ICB 速) The core standard of IPMA is the IPMA Individual Competence Baseline (ICB), now available in Version 4.0. Various stakeholders, managers and team members of projects, programmes and portfolios are using the ICB for their competence development. Within the IPMA 4-Level-Certification system, the IPMA ICB serves as the baseline for assessments. Furthermore, it can be used as a guide for consultants, trainers, lecturers and researchers.

IPMA Organisational Competence Baseline (IPMA OCB 速) IPMA Organisational Competence Baseline (IPMA OCB) introduces the concept of organisational competence in managing projects. It is a holistic approach for organisations to strengthen their management of projects, programmes and portfolios. IPMA OCB offers insights for all organisations interested in understanding how to improve the ways projects, programmes and portfolios are managed in an organisation.

IPMA Project Excellence Baseline 速 (IPMA PEB) IPMA Project Excellence Baseline (IPMA PEB), aims at promoting competence in managing projects and programmes complementing our previous standards for individual competences (ICB) and organisational competences in managing projects (IPMA OCB). We now expect every excellent project to consider sustainability and environment with a long term perspective not as an option but rather as a default. In other words, IPMA have moved away from the past practice of allowing each project to decide what is in scope or not to a more normative approach of telling that considerations about sustainability and impact on the environment is a prerequisite for project excellence.

IPMA Training Aid Programmes (TAP) In 2008 IPMA launched its much appreciated and well-known Training Aid Programme (TAP) under its Education & Training Board. Under TAP, 1/2 – 1 day project management seminars are organized in interested non-IPMA member countries in association with local universities, government bodies, professional associations and other non-profit bodies. TAP offers training courses on project management either at an introductory level or at an advance level for audiences such as executives, managers, Government officials, and project Professionals. Project professionals are provided with new insights to the benefits of their PM competence. TAP is also a support system to help starting a new IPMA Member Association in a country with interests of moving the profession forward.

YOUNG CREW The Global Young Crew Workshop is the annual hightlight of the IPMA Young Crew family. Since 2005 Young Crew members from all over the world come together to learn, share experiences and develop Project Management during this three day event. Students and Young Professionals alike enjoy world class keynotes and interactive workshops and celebrate the international vibrant community. The Global Young Crew Workshop is the hub for ideas that creates new services and projects for the community such as GeCCo or the new Young Crew to Young Crew project.

Championships (PMC)

The 9th IPMA Global Young Crew Workshop attracted over 80 young PM enthusiasts from more than 15 countries. The Project Management Championships (PMC) Programme is a set of national competitions (projects) with an international final. The PMC is a global competition in which students studying project management in a higher education curriculum take on each other in project related rivalry. Purpose of the competition is to support project education, develop interest towards project management and at the same time provide a fun way to prove ones leadership and methodical skills. As with each IPMA project, participants will also have a great opportunity to network among other like-minded future professionals and organizations. During the academic year 2014/2015, 516 students from 6 countries- Spain, Finland, Serbia, Latvia, Lithuania, and Chile – competed in the Project Management Championships with the Finnish team winning the international finals. For the next project management championship’s with the final in Riga, we expect an even more challenging national round and a peculation final.

What interests me about the history of an organization such as IPMA is the many things that are present and we just take for granted – but actually have not always been there. Some may be quite recent; others are much older; but they all needed to be initiated, developed, refined and retained. They all sound just like projects – well initially – before becoming established, standard, operational and expected business-as-usual. And IPMA has been incredibly fortunate to have had some of the most eminent, talented, creative and committed mangers and team members. Many of these are recognized within this publication – as IPMA Honorary Fellows and as IPMA Presidents. And there are many others. Among the many projects and initiatives these people have contributed and delivered include: the established flagship World Congress and a fleet of other events, Expert Seminars, Master Classes, certification schemes, research initiatives, assessment and support of MA applicants, ethics and professionalism, ICB in many versions, representation on ISO and EU, and many more – across fifty busy years. I would really like us to recognize the so many other people that have not been named and have made their valued contributions as: Executive Board members; Council of Delegate members board, committee and panel members; judges, examiners; Young Crew developers; IPMA supporters and advocates in MAs; – not forgetting to give a name check to Otto Zieglmeier. All these names and people are the living history of IPMA – they have made the difference – they have made the IPMA described and illustrated in this volume - and Thank You all.
