SERI AUSTIN: ISKANDAR MALAYSIA’S FIRST SMART HEALTHY CITY AND COMMUNITY TOWNSHIP Taman Seri Austin, a development by Dynasty View Sdn Bhd (a wholly owned subsidiary of UM Land Bhd), has been recognised as the first Township Role Model in Iskandar Malaysia in relation to the Smart Healthy City and Community Programme. Taman Seri Austin was accorded this honour as it was the first township in Southern Johor to offer its residents free high speed broadband as well as launch and implement the Effective Microorganism programme which emphasises nature-friendly developments with the Johor Bahru City Council. Furthermore, it is also home to the first designated bicycle lanes in Johor and has healthy township parks equipped with amenities. The day was marked by an announcement by Dato’ Mohamed Khaled Nordin, the Menteri Besar of Johor that a total of RM1.5 million has been allocated by the Federal Government for the purpose of upgrading and
providing cycling lanes and pedestrian pathways in Iskandar Malaysia. He also launched the cycling lanes, pedestrian pathways and two recreational parks in Taman Seri Austin. The parks have been gazetted as smoke-free parks and are the first of their kind to be in a township in Iskandar Malaysia.
TROPICANA UNVEILS ITS FIRST FORAY INTO KAJANG Tropicana Corporation Berhad, the company that pioneered the concept of resort-themed developments in Malaysia is set to create a new benchmark in the town of Kajang with the launch of its latest development, Tropicana Heights. A mere stone’s throw away from the growing Kajang town, Tropicana Heights encompasses 199 acres of freehold land replete with lush greeneries. 16 acres have been dedicated to the creation of a Central Park that features a 750 meter linear lake. Pedestrian pathways, jogging tracks, and bicycle tracks weave around to provide accessibility to every corner of the serene park. SIME DARBY PROPERTY INDEX GIVES NEW INSIGHTS INTO ACCESSIBLE HOMES IN KLANG VALLEY
Berhad in collaboration with the Faculty of Built Environment, University of Malaya. The first such private-public collaboration in the housing and property industry, the Sime Darby Property Housing-Income Index was developed to gain a better understanding of homeowners’ profiles in relation to owning a home in a total of 12 selected locations, mainly across the Klang Valley and Nilai. The Index found that taking into account current household spending trends, house prices and mortgage rates, certain groups of homebuyers interested in these areas have access to houses priced at 56 times their household income and can afford to spend up to 26% of their monthly household income to service a mortgage.
Homes in selected areas in Klang Valley are still accessible to homeowners who may be looking to upgrade or invest in a second home, according to a recent study spearheaded by Sime Darby Property
Additionally, the study identified strategic areas in Klang Valley which are considered not only accessible but have the potential to appreciate even further in value. These areas include Nilai, Denai Alam, Bukit Jelutong and Bukit Subang.
LAND & GENERAL BHD ANNOUNCES PROPOSED JOINT VENTURE PROJECT Land & General Bhd has officially announced that shareholders have approved a joint venture and shareholders’ agreement between its wholly-owned subsidiary Pillar Quest Sdn Bhd and Positive Valley Sdn Bhd, a wholly-owned subsidiary of Malaysia Land Properties Sdn Bhd. The proposed joint venture development will be built on a parcel of commercial leasehold land in Jalan Ampang, Selangor measuring approximately 246,860 sq ft and located close to The Elements@Ampang, another joint venture project between wholly-owned subsidiaries of both companies. This new project will comprise four 46-storey towers of serviced

apartments and has an estimated gross development value of RM788.7 million. There will be a total of 1,228 units with a size range of 550 sq ft to 1,010 sq ft and a proposed average selling price of RM900 per sq ft. Targeted at young professionals and newly married couples, the development will likely be built and sold in two phases. It will be launched at the end of 2014 or early 2015 and is expected to be completed 36 months later.

DC RESIDENCY REDEFINES LUXURY LIVING IN DAMANSARA HEIGHTS
GuocoLand (Malaysia) Berhad recently held a media preview of DC Residency, the residential element of its iconic flagship development Damansara City in Damansara Heights. The first mixed-use development in the affluent area, Damansara City is comprised of DC Residency, two Grade A office towers, a lifestyle mall and the five-star Clermont Kuala Lumpur Hotel. Spread over two 28-storey residential towers, the award-winning DC Residency comprises 370 contemporarily designed and luxurious serviced apartments comprising 1-bedroom to 3+1-bedroom units and penthouses. The typical units have gross built-up areas ranging between 899 sq ft and 2,705 sq ft. It will also provide fivestar hotel-inspired amenities such as an Olympiclength salt water infinity pool, Jacuzzi, sauna and steam rooms, private dining rooms, function rooms, multi-purpose hall, barbeque area and chauffeurs’ room among others. MALACCA GATEWAY’S RM40 BILLION VENTURE Developed by KAJ Development Sdn Bhd, the RM40 billion project known as the Malacca Gateway is set was launched on 7th February 2014. The launch, officiated by the prime minister, Dato’ Sri Najib Tun Razak, unveiled the master plan for the 609 acre-wide development. Malacca Gateway comprises two man-made islands and one natural island, and boasts a

There are a total of 1,395 freehold units available with Blocks A to C comprising serviced apartments while Block D is comprised of Small Office Home Office (SOHO) units. This project has the additional appeal of having a high level of accessibility thanks to nearby highways and the close proximity of the future Ara Damansara and Lembah Subang Light Rail Transit (LRT) stations. Additionally, it is located opposite the newly completed Tesco store and is surrounded by other commercial components such as Oasis, Citta Mall and more. Another exciting launch in the third or fourth quarter of this year is Mutiara Residences in Klang which comprises 39 units in total of 21/2-storey terrace houses. THE PROPERTY MARKET: OFF TO A SLOW START Previndran Singhe, founder and CEO of Zerin Properties weighs in on what 2014 has in store for Malaysia’s property market. BY ONG XIN YING
1 Since the year began, 2014 has been a rough road in regards to Malaysia’s property scene largely due to the implementation of the Budget 2014 measures that directly affect it. Two of the most talked-about cooling measures are the increase in the Real Property Gains Tax (RPGT) rates, which was designed to reduce speculation in the market, and the prohibition of Developer Interest Bearing Scheme (DIBS).

Additionally, the threshold for property purchases by foreigners has been raised from RM500,000 to RM1 million, while on the affordable housing front, a plan to establish a National Housing Council (NHC) dedicated to developing strategies and action plans for the building of affordable housing has been announced. AN OVERVIEW Speaking at EMKAY Group’s Chinese New Year celebrations on 12th February 2014, Previndran Singhe shared his professional opinion and insights on the Malaysia’s property market outlook for 2014. He drew attention to the fact that when comparing the third quarter results of 2012 to those of 2013, there had been a decrease in the volume of transactions but an increase in the value of said transactions. This slowdown, he said, was likely due to the tighter mortgage lending guidelines by the central bank, Bank Negara
Malaysia such as the 70% cap on the loan-tovalue ratio which was implemented last year. As for the commercial property sub-sector, the elections early last year had little impact on the buoyancy of Klang Valley’s commercial office market in 2013, as did the influx of new supply in the form of office project completions in that year. Office space leasing underwent a rebound post-elections as well, with much of the business coming from the oil and gas, information technology, and banking sectors. WHAT TO EXPECT? Previndran opined that the first half of 2014 would be a sluggish time for the property market as it adjusted to the various cooling measures that have come into effect and it would only pick up sometime in the middle of next year. He voiced expectations that the residential property sub-sector would be the primary driver of the country’s 2014 real estate and construction activities, largely due to the anticipated flood of first-time homebuyers taking advantage of the various affordable housing initiatives implemented in the Budget. In spite of the cooling measures, he believed that property prices in areas such as Bangsar, Taman Desa and Cheras would continue to hold due to factors such as location and scarcity, but the main hotspots would undoubtedly be places in close proximity of future Mass Rapid Transit (MRT) and Light Rail Transit (LRT) extension stations. He went on to say that the secondary property market would remain largely unaffected by any of these factors and would continue to perform as it always has.

He added that he did not believe the cooling measures would work as intended as the primary problem – a lack of supply – would remain unsolved. This situation, however, has the chance of changing for the better especially in light of numerous factors which are expected to boost the property market in the near future. Aside from the MRT and LRT extension lines, proposed new highways such as the Damansara-Shah Alam Highway (DASH) and Sungai Besi-Ulu Kelang Expressway (SUKE) as well as the proposed High Speed Rail (HSR) connecting Malaysia and Singapore will be a huge boon to the local property market. In terms of foreign investments, the ETP’s contributions to Malaysia’s economic growth and InvestKL’s activities should help increase international interest in the local property market, which already has the attention of investors from China and the Middle East.

The first half of the year, Previndran noted, would be particularly difficult for Kuala Lumpur’s commercial property sub-sector due to the large incoming supply of new office space but was confident it would bounce back in the second half thanks to Malaysia’s robust economy and the implementation of initiatives under the Economic Transformation Programme (ETP). KEEP IT TIDY A tight and clutter-ridden entryway is a bad introduction to have for one’s home as it immediately gives visitors the sense of being overwhelmed and leads them into expecting the rest of your home to be just as chaotic. As such, it is for the best that you keep this area as spacious and clean as possible by reducing the number of items that tend to pile up there. A good start would be to get a closet to keep all your footwear in instead of leaving them scattered in front of your door. AVOID DARK OVERTONES Guests want to feel warm and welcome whenever they arrive at someone’s home, and unless it is Halloween or you are throwing a supernatural- or spooky-themed party, you should avoid making the entryway so dark. Additionally, any windows should be dressed with light-fabric or light-coloured curtains in order to let natural sunlight into the home in the morning and create a brighter mood at night. Wall lighting which emits a soft, warm glow is also an option, but if you prefer overhead lighting you should use a more
decorative piece to prevent it from being too harsh. PUT UP A MIRROR OR TWO Mirrors are a classic but effective means of making small spaces look bigger than they really are, and entryways are no exception. Hang a large mirror on the wall, ideally over a large piece of furniture, to achieve this effect. As an added bonus, it will reflect any light in the vicinity around, making the entryway a brighter space all around. ADD A PERSONAL TOUCH Another thing that both makes your house inviting to your guests and a true ‘home’ to you is the presence of bits and bobs that say something about the person living there. Put a nice table or small display case against a wall in the entryway and decorate it with things that reflect who you are such as trinkets from past holidays.

Small potted plants or flowers on a shelf or table near the front door work just as well; if you have no particular preference for a certain flower, go with something that has vibrant colours. PENANG: PACING FORWARD With all that seems to be mushrooming around the area, 2014 may just be dubbed the ‘Year of Penang’. - BY CAROLINE CHAN Penang is one of Malaysia’s most developed and economically significant states. Its well-developed infrastructure supports multinational corporations, educational institutions, medical centres, manufacturing hubs and a vibrant hospitality industry. Penang has successfully embraced modernity while retaining its heritage and traditions. Its colonial past as a Straits Settlement gives Penang a fascinating fusion of Eastern and Western charms that appeal to both Malaysians and foreigners. Despite the many economic opportunities accorded by market centres such as the

capital city of Kuala Lumpur and the southern corridor of Iskandar, Penang has successfully retained its local population while attracting outside talent. With its golden beaches, rich cultural heritage, a multi-ethnic population and a thriving commercial landscape, the island state offers an idyllic setting to live, work and raise a family in. Penang’s appeal has created a robust demand for its real estate. Property prices in Penang began showing a notable increase in the mid-2000s with areas on Penang Island, particularly Georgetown, experiencing the greatest
appreciation. Cooling measures introduced in Budget 2014 include an increase in the Real Property Gains Tax (RPGT) from 15% to 30% for the disposal of property within the first 3 years of holding, as well as 20% and 15% for the fourth and fifth year respectively. Removal of the Developer Interest Bearing Scheme (DIBS) and the rise in the minimal purchase price for foreigners from RM500,000 to RM1 million are additional measures which were implemented and are expected to have an initial impact on property prices in Penang. When speaking at the Real Estate and Housing Developer’s Association (Penang) annual conference on the Property Outlook for 2014, its Chairman, Datuk Jerry Chan, said that a slowdown in sales transactions is anticipated but he expects property prices to remain stable. He attributed the substantial increase in land prices and raw materials in the last five years as well as scarcity of land as the main factors in sustaining prices. Current land prices in Tanjong Tokong, Tanjung Bungah and other prime locations in the northeast district are between RM500 and RM1,000 per sq ft while land is priced from RM120 per sq ft. In an effort to prevent the adverse effects of a property bubble and to attract genuine buyers as well as deter speculators, on 1st February 2014, the Penang state government introduced new sub sale laws which impose a 2% levy on any property purchased from that day onward and sold within 5 years from the date of the Sales & Purchase Agreement. Additionally, homes priced RM400,000 and below on the island and RM250,000 and below on the mainland which are classified as affordable homes in Penang, must not be sold for at least five years. This regulation also applies to homes purchased under public housing, priced under RM72,500, where the nonsale period is extended to 10 years. In both cases, homeowners who wish to sell their properties may make an appeal to the state government for consent to sell.
The new policies have been well received by the public as well property professionals as they serve to discourage foreign purchasers who buy property in bulk for short-term speculative intentions. The general consensus is that genuine foreign purchasers who purchase for occupancy purposes or for long term investment will not be discouraged by the initial acquisition cost. The second Penang Bridge has contributed significantly to the rapid increase in prices on the island. Since its announcement in 2007, property prices have rapidly increased on both sides of the bridge. In Batu Maung on the island, land prices have appreciated by 500% while in Batu Kawan, in southern Seberang Prai, the increase is about 700%. The opening of the bridge in November last year further boosted prices. The spillover impact of the bridge also includes the opening of new townships consisting of mixed residential development such as Bandar Cassia and Pearl City, which are set to transform the southern part of Seberang Prai into Penang’s next property hotspot. The general industry view is that Penang’s property sector, especially its residential market for 2014, is likely to be cautious but optimistic. Prices are expected to grow but not as rapidly as seen previously. Longterm investors continue to view Penang as a lucrative market and the new RPGT rates will see homeowners holding onto their properties, thus reducing supply while creating a healthy demand.

The property market is seemingly still on the fence as far as investments are concerned. The full effects of the tightening and cooling measures by the government and Bank Negara Malaysia have yet to be realised, making it an ideal time for otherwise hasty investments. Penang’s rapid development towards a new property frontier is imminent and questions are beginning to pop up. Will the banning of mortgage-bearing schemes stunt the island’s growth? What about Penang’s stateimplemented sub-sale laws? Dato’ Sri Gavin Tee, President and Founder of Swhengtee International, and Mark Saw, the Penang State branch Chairman of the Malaysian Institute of Estate Agents (MIEA) spoke with iProperty.com on Penang’s unique features and why its state goals will be achieved.

When did Penang see its property market boom, and what was the catalyst for the spike in the industry? Dato’ Sri Gavin Tee (GT): Penang has always been a competitive state as far as real estate is concerned. Foreigners and locals alike have made Penang a great destination for migration. Since 2007, Penang has welcomed a lot of foreign investors. These investors mostly arrived from Europe, Japan and Hong Kong. While things like Penang’s great tourism industry - which has recently attracted people from places like China, Hong Kong, Singapore and Indonesia - and the Malaysia My Second Home (MM2H) programme might have piqued their initial interest, they eventually started investing in properties in the area. One of the reasons for this spike is definitely the preservation of Penang’s history. What in the development stages may
1 have seemed pointless has now turned into factors that add value to Penang investments. Thanks to the declaration of Georgetown as a World Heritage Site by UNESCO, Penang’s preservation of its old architecture is now helping sustain the prices of its buildings. An example would be its heritage hotels that have a far higher asking price than even some fivestar outlets. This is a unique feature that is almost exclusive to Penang and Malacca. Property-wise, we have to remember that Penang is an island, and that island development has its limitations which is what will result in property price appreciation. Additonally, with Penang
2 becoming more urbanised and globalised in areas beyond just the island, prices will definitely continue to increase. What is it about Penang that makes it different from its counterparts Kuala Lumpur and Iskandar? GT: It is more valuable as far as history, culture and people are concerned. Tourism is also heavily developed there. As a financial centre, Penang is nowhere near Iskandar or Kuala Lumpur in terms of government focus. As far as tourism is concerned, however, Penang is at a far bigger advantage than other tourism-centric places such as Malacca and Kota Kinabalu. Southeast Asia is a leader in hi-tech industries and Penang has the potential to join in the game. In a recent speech of mine, I stated that Penang can become Asia’s version of Hollywood as foreigners have filmed quite a few movies in Penang. This year Penang should focus on commercial properties such as resorts, malls, hotels and medical facilities. Mark Saw (MS): Penang has a rich colonial history which, together with the UNESCO Heritage Listing for Georgetown, continues to allow investors to have a sense of belonging and creating history when they invest in Penang. In comparison, Iskandar is a totally new frontier land which requires a

lot of promotional effort from the Federal and State Governments as well as the developers in order to ensure its success. Kuala Lumpur, as the capital, always attracts different types of investors compared to those looking at Penang. How will the new sub-sale law in Penang affect potential investments in Penang in 2014? Will this affect the prices of other housing projects in any way? MS: Landed house prices will most likely remain static for the next six months before continuing on an upward trend. However, there may be some price adjustments for strata properties depending on the location. Will the revised real property gains tax (RPGT) rates and banning of the developers interest bearing scheme (DIBS) change anything in Penang’s property market? GT: There are many townships being developed in Penang such as Batu Kawan and its success depends on the kinds of developments it creates. Residential developments in Penang can be quite expensive but I do not expect a burst of the property bubble. Having said that, I also do not expect prices to drop, but the developments that can attract foreign interests will keep the commercial businesses ahead, especially since this sector will not be severely affected by the 2014 cooling measures. This is important because of competition from neighbouring nations such as Thailand which, once it solves its political plight, will definitely rise to the occasion. Cambodia and The Philippines are also strong competitors. Inflation here seems inevitable. Prices are increasing so it really is about the cost of operations which may increase. I do not think the whole market will get affected, but transactions will definitely decrease. Hopefully, however, this is to the advantage of our people as it should enable our people to acquire good properties, especially those who use properties for commercial purposes as those help drive the economy forward. We cannot depend solely on foreign investments. As with Medini in Iskandar and its exemptions, the cooling measures

are closing the doors to locals in favour of foreign investments. Penang, on the other hand, protects local interests and develops the economic centre as an island that opens its doors to the world. That said, I think the measures are good as they benefit the people and general homebuyers. It may not be fair to certain segments of the population such as new couples who want to upgrade a home, but a policy cannot be perfect and some
things need to be done. The RPGT revision is a great move to reduce speculation. We do not want the prices of homes to grow as quickly as they have over the past few years, but for us to achieve world-class city status, prices have to reach international prices like it has in Hong Kong, Bangkok and Singapore.

foreign investments (RM500,000 to RM1 million) affect potential investors? GT: For Penang, it has always been RM1 million for condominiums and RM2 million for landed properties. This benefits Penang because foreigners will spend that amount to invest in Perak, Pahang and the like, so they may as well invest in Penang. This makes Penang even more competitive. Penang should focus on MM2H even more through more cultural offerings rather than more financially-driven products.
It is fairer to use percentage in terms of value of purchase. 3% is not a very high amount, but in Malaysia this is the highest as far as foreign purchases are concerned. Even though Penang has all the makings of a great investment, it is not the first choice for foreign investors; those from places like Taiwan and Hong Kong prefer Kuala Lumpur and Iskandar. Penang needs more attractive policies for foreign investments, but in the right locations with the right properties that can generate revenue for the island.
Is the foreign investment application fee, which is now a 3% levy, a better option than the previously allocated RM10,000 per property, and if so, how? GT: Going by percentage is always fairer than fixed amounts. Applying a RM10,000 levy on a 400-sq ft property and charging the same for a 10,000-sq ft unit is not fair. On the flip side, management fees go by sq ft and that is unfair. For example, a 3-bedroom condominium with five residents has a fee value which is only a third of the fee for a penthouse with the same number of residents.
MS: Yes, a levy will ensure all foreign investors take stock and properly study investments before investing. In the past, the RM10,000 per property sum was too low when converted into US dollars, Australian dollars or UK Pounds Sterling.

Many Penangites claim that the prices of houses are too high. What is your opinion on this, and what can be done to remedy it? GT: Infrastructure can help locals purchase homes. Transportation costs are heavy when countries begin to develop and that increases expenses. People choose locations
ready to pay the asking price. So as long as a free economy reigns, one must allow it to find its own equilibrium. When do you foresee completion of the Second Penang Bridge (E28), and will its accessibility affect the prices of houses in Batu Kawan and its surrounding areas? GT: The prices have gone up even since its announcement. In the long term, however, it really depends on the upcoming economic activities in the area. The bridge can be a link or it can just be a way to reduce traffic. If it has well-planned commercial activities and job opportunities, then chances are it will benefit its residents even if prices go up. by taking vehicle traffic into account. Housing costs should ideally be 10% of an income, but if you are spending RM1,000 on rent, you are probably spending RM1,000 on vehicular expenses. If the government wants to reduce the strain, they should work towards building a more solid transportation system. This will enable residents to stay away from the prime areas and still be able to access it when they need to. You can build a Mass Rapid Transit (MRT) or Light Rail Transit (LRT) systems or even a tunnel. This will help younger people own houses outside of Gurney, Georgetown and Bayan Lepas but still work in the commercial centre. MS: Penangites will always claim prices are high but history has proved that every time they go up a notch there is a willing buyer
MS: The immediate surrounding areas of Batu Kawan have already seen land prices shoot up in the past few years and this will continue once the Second Bridge is opened. We have already seen a new influx of investments into the area, especially with the recent announcement of an IKEA branch which is set to open in five years’ time. Surrounding areas like Simpang Empat and Juru will see increased property values and Batu Kawan house prices should of course see an increase as well.

PAVING THE WAY FOR PENANG ARTS Penang’s pride in heritage, culture and arts has culminated into the fabulous PenangPAC Considered the premier institution for performing arts in the country, the Kuala Lumpur Performing Arts Centre (KLPAC) has been a hub for artists and performers for almost a decade. After falling victim to flood damage in Plaza Putra, The Actors Studio has now evolved and has branched out into three different venues. KLPAC, The Actors Studio and Penang Performing Arts Centre (PenangPAC) – are all managed by theatre stalwart Datuk Faridah Merican and her husband, Joe Hasham. Long considered the First Couple of Malaysian theatre, it only seemed fitting that the “theatre by the sea” to find a home thanks to them. Founded by The Actors Studio and Eastern & Oriental Berhad,

PenangPAC, a non-profit organisation, is the northern region’s first arts centre and only the second one in Malaysia after KLPAC. Its opening on 11.11.11 was officiated by Penang Chief Minister Lim Guan Eng. The space, run by The Actors Studio, is located on the 4th floor of Straits Quay marina. It occupies a space of 22,000 sq ft and is equipped with a 303-seater proscenium theatre, 140-seater black box theatre, 3 studios, 2 gallery spaces and other amenities such as production offices and box office. The space is wheelchair accessible and is open for visitors daily. AN ARTS HUB As the state’s sole venue provider for theatre performances, PenangPAC ’s resume of
performances has gone beyond expectations. actor Mano Maniam of Kopitiam fame. The programme ropes together people in their golden years and equip them with an avenue to express themselves as they wish. As with arts centres around the world, it will depend on additional funding from the private and public sector in order for it to be sustainable in the long-term. ‘SOMETHING’ BECKONS Art has long been the expression of the nascent nature of the beginning and the promise of closure in the end. Wei-Ling Contemporary is very pleased to announce The Beginning of Something, a solo exhibition by international contemporary artist H.H. Lim, set to be held at the gallery this February. The eastern philosophical tradition tells us that life is nothing but a perpetual cycle of life and death. What in a specific moment begins, has already had an end in the past and sooner or

later will end again, in an infinite cycle of impermanent existences. H.H. Lim’s Beginning is set anywhere in this circle: it does not matter, after all, whether it is the beginning of an end or the end of a beginning, because every moment is essential as much as the other ones to the continuity of life. In this undefined instant, man puts the universal cyclic nature back inside the boundaries of one’s own specific
existence, keeping constant the balance between necessity and fulfilment, between temptation and completion. In dealing with this topic, Lim uses his customary language, taking his inspiration from the images that fill contemporary daily life; the expensive objects scattered randomly across the Wei Ling Gallery’s floor are the leading elements of a perpetual tension process towards
to them and therefore to question their real significance. On the surface of the long canvas called Hard Rain, the flying helicopters are the mirror of our condition: one of external spectators and victims, of subject-object in the storm that shakes the world. Beaten by an unmerciful rain, we move forward, lost towards the hope of salvation, and as the young actor playing the lead character of the short-film Sunshine through the Rain by Akira Kurosawa, to whom Lim pays tribute with this work, we pursue a place which goes beyond space and time, where finally the circle will be broken and we will be given the comfort of an answer. This place is metaphorically represented by the roots of the rainbow, nothing but a sheer mirage, the glimpse of which the artist however impishly leaves us on the canvas. Born in Kedah, Malaysia, Lim has practiced art in Rome since the year 1976 and has remained since, finding himself continuously inspired by the city’s energy. A Neoconceptual artist with a disposition for colossal works, Lim is known to incorporate elements of everyday life into his works, which at times are recycled, repackaged and framed, taking on a different meaning and new life. In the past, Lim’s conceptual works have consisted of paintings, installations, performance art as well as recorded video and sound. possession, they are the fragile targets of the ephemeral passions of today’s man. To the artist, this recurrent search of stimulation and pleasure resolves in what he himself calls a “grown-up game”. The pleasure that man feels in using and then disposing of unnecessary goods, as well as the outcome of a consumerist society, can also be interpreted as the search for novelty and knowledge, similar to the one that pushes a baby to ignore a toy that he used to love as soon as he gets a new one into his hands. The artworks themselves become provocatively subjected to this logic of possession and abandonment and the drawings, dispersed so carelessly, as if they were the umpteenth leftovers of an alienated community, join the magnificent ornaments in a state of chaos, inducing the viewer, by contrast, to pay more attention
H.H Lim believes that artists are missionaries, and we are the testimony of what is happening in our time, that the showing of ideas is like a calling, a mission, and that he is in need of a public, an audience, to enliven the artwork, as visitors animate the artwork or dead spaces.To date, the artist has shown widely in Asia, Europe and the US and very recently having participated in the 55th Venice Biennale under the Cuban Pavilion as well as in the 6th Prague Biennale, both in the year 2013. REJUVENATION OF PENANG IN 2014 With many developments set to hit the ground running, how will Penang fare in 2014’s uncertain property market? - BY CHAN AI CHENG Penang is expected to experience accelerated development in 2014 due to several factors. Firstly, the RM4.5 billion Second Penang Bridge which links Batu Maung with Batu Kawan will serve as the Penang Island’s alternate access way. This will enhance property developments in Batu Kawan and Batu Maung, as well as surrounding areas. Batu Maung is blessed with natural advantages such as its close proximity to the Penang International Airport and the Bayan Lepas Free Industrial Zone. With the Penang Second Bridge having been completed, travellers on the bridge will be greeted with a new landmark, which

According to an AmResearch report, Penang’s attractiveness would be boosted by IKEA’s entry into mainland Penang in Batu Kawan, Seberang Perai Selatan. “Being the second IKEA outlet in Malaysia, the ground work is expected to commence
by end of the year or early 2015 and to be developed within five years. This is undertaken by Aspen to Ikano, a joint venture between Aspen Vision Land Sdn Bhd and Ikano,” explained AmResearch. A SPLASH IS HAPPENING AT GEORGETOWN On the eastern part of the island, Georgetown has been a gateway for thousands of 18th/19th century Chinese immigrants who arrived in search of fortune and a better life. Once a springboard for colonial ambitions or a bustling venue for spice trading and opium exchange, it is the site of the 152 acres RM6.5 billion The Light Waterfront development. This development will be developed in three phases by IJM Land Bhd. It will become a global village that integrates waterfront living with residential, commercial, hospitality and entertainment components into one dynamic hub. Besides The Light Waterfront, close to the (first) Penang Bridge is also another major waterfront development called the Penang World City. Located at Bayan Mutiara, this 102.5 acres joint-venture project is being developed by Tropicana Corporation Berhad (formerly known as Dijaya Corporation Berhad) and Ivory Properties Group Berhad. This development is expected to comprise luxury condominiums, commercial and retail spaces, business suites, serviced residences, an iconic office block, a waterfront entertainment city, a medical city and others. Close to this area is Paya Terubong, where Sunway Berhad has plans to develop a high-rise residential property project as well as a shopping mall on 9.82ha. of land.
CHALLENGING PENANG’S PROPERTY MARKET While Penang is expected to continue to prosper in 2014, the property market in Penang is expected to face headwinds in the future. According to the Valuation and Property Services Department’s Property Market Report 2013, compared to 1H 2012, Penang experienced a drop of 27.2% in transaction volume. In the residential subsector, volume of transactions contracted by 28.1%. The decline in transactions is likely to be attributed to the various property controls by both the federal and state governments. New controls from the federal government include the limiting of tenure of financing, the rise of the real property gains tax (RPGT) and minimum floor price of properties that may be acquired by foreigners, requirements for sales prices to be transparent, banning of developers’ interest bearing schemes (DIBS) and interest capitalisation schemes (ICS), and disbursement of loans based on net selling price.At a state level, the minimum floor price for foreigners to acquire properties was set at RM1 million in Penang, and RM2 million for non-landed properties situated on the island. With effect from 1st Feb 2014, a 3% levy is imposed on transacted price of properties purchased by non-residents. Furthermore, a 2% levy will be imposed on the seller for all properties sold within three years from the date of the sales & purchase agreement (SPA) from 1st Feb 2014. However, the 2% levy does not apply to affordable housing. CONCLUSION The opportunities and challenges in Penang is expected to create a complex situation in its property market.

DAMANSARA HEIGHTS As one of Klang Valley’s more exclusive neighbourhoods, Damansara Heights is still home to several exciting new developments despite its limited remaining land.
Damansara Heights, also known as Bukit Damansara, is a self-sustained township located merely kilometres away from Kuala Lumpur City Centre. It is predominantly lowrise residential and commercial in character, having been initially developed by SPPK Sdn Bhd for government servants decades ago. Currently, it has an approximate total of 25 purpose-built commercial buildings housing Fortune 500 firms such as Caltex, Shell and Hewlett-Packard. Residential properties within the township include terraced houses, semi-detached houses, low-rise apartments and bungalows which range widely from ordinary old bungalows to luxurious multimillion Ringgit self-built ones. Damansara Heights is accessible via several major roads and highways such as the Sprint Highway, Jalan Semantan and Jalan Maarof, with Jalan Beringin forming an inner circle within the town. At the moment, the only forms of public transportation available within the township are buses and taxis; no rail line or other forms of integrated public transportation exist at present.

However, in the near future the proposed Mass Rapid Transit (MRT), which will be operational in 2017, will have stations built in Semantan and Pusat Bandar Damansara connecting the township to other rail systems such as the Light Rail Transit (LRT), Keretapi Tanah Melayu (KTM) and the Monorail. The KL Sentral station will be just a station away from the Semantan station, enabling passengers to transit or change rail lines easily. Generally the transacted prices in Damansara Heights have increased since 2010 for both landed and stratified properties. Transacted prices for empty lands remained stable but not in the case of detached houses, especially the self-built ones, where the price difference is huge due to differences in regards to building materials and designs. As for stratified properties, Desa Bistari and Desa Damansara have shown steady increasing price trends; on the other hand, Prima Damansara and Clear Water Residence have shown less stable and to some extent decreasing price trends.

IS YOUR HEAD OFFICE BUILT TO LAST? What you need to know when heading your headquarters.
The ability of a business to own its own building or build a headquarters is universally seen as indication of the business or organisation’s achievement, success and of course, as a symbol of prestige. Being the CEO or MD at the helm of a company or organisation when it achieves the financial heft to own its own building or build its own building (or move into a bigger building) is more than just a great achievement. With the exception of countries like Hong Kong, Taiwan and maybe China, there is often little thought as to whether or not such a building has been designed to also enable the business to go the distance. Don’t believe me? Well, let’s take the example of a little company called Enron. Originally, Enron was headquartered in Omaha, Nebraska. It achieved good growth there, and then relocated to Houston, Texas. Now, the Feng Shui of Houston isn’t unfavourable, but we look at the photographs of the company’s headquarters

in Houston, we can see that the design of the building created an organisation of unscrupulous individuals. The headquarters of Enron has a curving pedestrian bridge at the area of the building. This means that the back of the building is cut by an inverted Blade Sha – it is like a cudgel buried in the back of the building. The building itself is round and cylindrical in shape, which makes it a Metal Shape Building. Blade Sha is a form of Metal Sha so here we have a formation known as Sword Fighting Sha, or two pieces of metal crossing each other. Sword Fighting Sha produces legal disputes that are the result of armed robbery, theft or unlawful activities, which is exactly the sort of thing that Enron was embroiled in at the time the business unraveled. BUILDING A BUSINESS TO LAST The first step in locating the headquarters of a company is to study the organisation’s primary business or core activity. For
example, financial businesses need to be supported by powerful water formations in order to achieve success. This is one of the reasons why New York is the financial center of the US and the world, and why a major stock exchange is located there. New York is known as a Flatland Dragon area, with small and very low hills. The key to the Feng Shui of New York lies in the unique water formations arising from the confluence and convergence of rivers such as the Hudson River. But when it comes to the actual building structure, there is one more question that must be considered. What goal or objective should the Feng Shui of the building be orientated towards? The common mistake is profit. It should be to ensure stability and long-term growth. Profitability of course is essential, but a business doesn’t just generate profit from its HQ. It generates profit from regional offices, sales offices, overseas operations and retail stores. But the headquarters is where the buck stops, and it needs to be able to stand the test of time. This is done through ensuring that the External Mountains and Hill Formations are lush, sentimental and are substantial sized mountains. Mountains, in the study of Feng Shui, are what govern people, and a business is only ever as good as its people. Mountains also relate to long-term and more lasting Qi. Perhaps the moral of the story is this: build your building so your business will be truly built to last, and the best way to do this is to stay out of the pages of Architecture Digest.

MAKING INFLATION WORK FOR YOU Inflation is a phenomenon as lethal as it is inevitable. Can you flip it to work in your favour? The topic of inflation is important as it seems like it’s about to start. Increases in fuel price and electricity are only some of the things that will push us towards significant, everyday inflation. Economists warn Malaysians to brace themselves for higher costs of living and aggressive price hikes in 2014as a result of the government’s subsidy cuts to address the national fiscal deficit. Soon, Malaysians will face the increase of daily expenses such as food and transportation. Rising prices pose a big burden, especially for those in the middle and low income brackets. Hedging inflation has become the biggest challenge for most Malaysians. Many of us don’t know how to use inflation to get rich. All know is that we end up

poorer as a result of it. For instance, employees are hurt by inflation because they can only sell their time, and time generally does not edge against inflation well. Additionally, people who have credit card debt are hurt by inflation because the banks generally raise interest rates to battle inflation. Much of bad debt is based on adjustable interest rates that go up in times of inflation, ultimately making debt payments more expensive. Also, people who believe keeping money in a bank is wise and prudent are prone to getting hurt as well. Banks are smart, and play by new rule of money. Banks pay interest on money that does not keep up with inflation. Money loses purchasing power as the bank uses your money to make money.
Getting rich from inflation is a simple process – leveraging and hedging. (Refer to previous issue for more info). In an inflationary economy and the housing loan repayment is fixed or monitored; it becomes less of a cost as the Ringgit loses purchasing power. Real estate has historically held its value against inflation quite well and, in most locations, will always be a thing of intrinsic value as compared to, for example, gold. And you get to live in it while it wards off the demons of inflation. Mortgage itself is a powerful fighter against inflation. Just as being owed money is a bad thing under inflation, owing it to others is a great idea. Over time, the value of your debt will naturally shrink in real terms. Put another way, the Ringgit value of the house will go up with inflation, but the size of the mortgage will not. That is bad for the bank, but awfully good for you. The latest update from the governor of Bank Negara Malaysia (BNM) Tan Sri Dr Zeti Akhtar Aziz is that BNM plans to introduce a new reference rate framework for banks to prices their consumer loans to better reflect market conditions. According to a circular released by BNM, the proposed changes

would stop lenders from offering debt at discounts to the BLR. It would also boost transparency and ensure charges better take into account institutions’ lending costs, funding structures and statutory reserve requirements. December 2013 – BNM calls for banks to price their loans more in line with the risks they take. The document sets out some requirements for banks to comply with by March 17. It states that the pricing of retails loans should be based on a risk-informed approach. BNM’s rhetoric in the document seems to suggest that they think banks are pricing household loans, especially mortgages, too low, in the sense that they are undervaluing the risks. They want to see more sensible pricing while letting the banks maintain ultimate discretion over pricing. Again, this shows that banks are earning marginal profit and real estate profits from rental, and that higher resell values could hedge against the inflation. (Current inflation rate record as of December 2013 is 3.2%) What could the impact be for mortgage? Is it a higher risk for real estate investors who leverage for their own investment? The new interest rate framework represents a change in the system of implementing monetary policy, and promotes more efficient pricing by banking institutions. It does not represent a change in monetary policy. Therefore, the introduction of the new framework is not expected to lead to any change in the general level of domestic interest rates. From my personal viewpoint, the mortgage deal with the bank is always associated with principle repayment and payable interest amounts over the agreed loan tenure. Regardless of mortgage structure, keeping individual account of a clear financial record will always give the investor a clear view for each investment return. Precise decision on every sale and purchase of property will give the best returns and minimal losses. As a smart investor, you should treat every investment as running a business, knowing that every single transaction counts for your profit and loss.

Here are 4 projects that turn the old into new. MAGNETIC SCRABBLE TILES We all have those ugly magnets that we’d rather throw out than use on our fridge. Why not turn it into some kitschy and cool? Remove the magnets from their bodies, and grab a glue gun. If you have an old Scrabble set, use the glue gun to stick the magnets on the back of Scrabble tiles. These not only make your fridge look better, they also work as a way to have fun making your grocery list to paste on your fridge doors. WINE LIGHTS We all enjoy good company over good food and wine, but what happens to the bottles of wine after we’re done? A sure-fire way to upcycle well, and make it look good, is turning the wine bottles into reading lamps. Get a wine bottle and a drill, and get yourself some cheap or used Christmas lights. Drill a small hole through the wine bottle, about 1-2 inches from its base. Make sure it is one that is big enough to fit the Christmas lights’ socket plug and big enough for the lights to go through. Once it is drilled, use sand paper to smooth out the
hole. Squeeze those lights in and leave the plug hanging from the end. Plug it in, turn it on and you will have a brand new, unique reading lamp. TOILET ROLL SORTING When you’re done with a roll of toilet paper, we usually dispose of its cardboard base. Keep them and use them to sort out that messy sock drawer. Fit one pair of socks through one end, and a second pair through the other. This method keeps them neat and tidy, and saves space in your drawer or closet. AN OLD, NEW PET BED If you have an old travel suitcase lying around, don’t throw it away just yet. Drop by your closest department store and spend a few bucks on cheap cushions and stuffed materials.
