Budget 2015 Unveils Goodies For First Time Homebuyers Budget 2015 which has the theme ‘The People’s Economy’ revealed many interesting things especially for first time homebuyers. The Budget saw the government placing more emphasis on providing affordable housing schemes for the public. The ceiling of household income for the 1Malaysia People’s Housing Programme (PR1MA) was increased to RM10,000 from RM8,000. A new Rent-to-Own scheme was also introduced specifically for individuals who are unable to obtain bank financing. Aside from that, the government is also looking into building over 100,000 units of affordable housing under various schemes. You can read more about the various schemes introduced in relation to the property industry on pages 34 and 37.

HAPPENINGS REA Group to Increase Stake in iProperty

Managing Director and CEO of iProperty Group Georg Chmiel said, “squarefoot.com.hk is the #2 property portal for the Hong Kong market. As a result of this acquisition, iProperty now owns both the #1 and #2 portals, providing us with a dominant position in a highly strategic market.” “The combined operations will be a dominant leader in both the property portal and property exhibitions space in the Hong Kong and Macau Region. We will have well over 1,000 unique real estate agencies paying to subscribe to our combined service and will deliver listings and property developer advertising to over 1.1m unique visitors in Hong Kong every month,” he continued. Subsequent to an integration period, the combined continuing Hong Kong operations are expected to be profitable.

iProperty Group Limited on recently announced that REA Group Limited will increase its stake in iProperty from 17.2% to 19.4% via the issue of 5 million new shares in iProperty at AUD$3.00 per share. The shares are to be issued as consideration for the acquisition by iProperty of REA’s Hong Kong business, squarefoot.com.hk. The acquisition remains subject to iProperty shareholder approval and completion is expected to occur by the end of 2014. iProperty already owns and operates Hong Kong’s #1 property portal, GoHome.com.hk, which recently turned profitable.

“iProperty now dominates two key markets in Asia – Malaysia and the Hong Kong/Macau region. It is also the clear #1 player in Indonesia. As the region’s property portal leader, we are excited about the prospect of working closer with REA going forward,” Chmiel added. Commenting on the transaction, REA Group CEO Tracey Fellows said, “This transaction is a great outcome for both REA Group and iProperty and further strengthens our relationship and commitment to each other. It will bring together two leading real estate portals in Hong Kong, enabling iProperty Group to strengthen its market position and reach a broader audience.”

Sunway Construction Wins Builder of the Year Award Sunway Berhad’s construction unit has been accorded Builder of the Year by the Malaysian Construction Industry Excellence Awards (MCIEA) 2013. In addition to this win, Founder and Chairman of Sunway Group Tan Sri Dr Jeffrey Cheah, AO, was also presented with the Prominent Player Award while Managing Director of Sunway Construction Kwan Foh Kwai was named CEO of the Year. Minister of Works Datuk Haji Fadillah bin Haji Yusof presented the awards to the winners at a gala dinner held at the Majestic Hotel. Sunway bagged the most number of awards at the ceremony and its construction division is the first construction company to have won the Builder of the Year award three times which occurred in 2003, 2005 and then 2013. The MCIEA awards are regarded as a premier accolade for all-round excellence in the Malaysian construction industry. The Builder of the Year award is presented to a Grade G7 contractor which has demonstrated overall excellence in its performance and project implementation. The winners are selected after a series of detailed evaluations by three independent panels of assessors

which are appointed by the Construction Industry Development Board (CIDB) Malaysia and are among the highest level in MCIEA. CIDB is a statutory body under the Malaysian Minister of Works which was established in July 1994 to coordinate all activities in the construction industry and increase its competitiveness.


HAPPENINGS Mah Sing’s The Coastal Hits Penang’s Shores development value of RM275 million and is expected to be completed 48 months from the Sales and Purchase Agreement (SPA) date. Tell us about d’Pristine’s new corporate tower and what makes it special? This project has a long list of advantageous factors first of which is its location in Medini, Nusajaya as it is not only in close proximity to Singapore but also within one of

Nusajaya’s prime spots. Nusajaya is an extremely dynamic area with many elements and sectors already set in place. Additionally, it has a solid back-up system in the form of Khazanah, which is the government’s investment arm. When an entity adds some soul and vibrancy to an area, it immediately becomes more attractive. Secondly, Medini is home to many corporate benefits. Aside from the exemptions from the Real Property Gains Tax (RPGT), foreign purchase requirements and corporate tax for selected businesses, there are a few notable incentives that investors will be able to benefit from. IDR-status (Iskandar Development Region-status) companies which are comprised of companies in the six approved fields mentioned below will be able to enjoy a 10-year company tax exemption on their business activities. Additionally, there are no restrictions in terms of the employment of expatriates/foreign workers. The industries mentioned are:

Due to these exemptions and the scarcity of land in Singapore, small and medium-sized enterprises (SMEs) as well as big corporations are relocating to Medini which has resulted in a large demand for office spaces. We are one of if not the first to develop a Grade A office tower here. Many developers in the area have great office spaces with good take-up rates but not all of them are Grade A spaces. Another reason we are confident that d’Pristine Tower will excel is because it truly is the jewel in the crown that is Nusajaya, Iskandar Malaysia. 3 Are there any features that stand out at d’Pristine besides its Green Building Index (GBI) certification? The building is GBI-certified but people often have the misconception that the certification is based purely on eco-friendliness. There is a point system which measures eco-friendliness, technical features, security and efficiency. These are all equally important aspects of a development.

to receive healthcare services in Iskandar Malaysia, he has the choice of going to Temasek or another centre further south. As Temasek is surrounded by various residences, hotels, shopping centres, theme parks and of course d’Pristine, it would be the likely choice due to its population and healthy activity. Because of scenarios such as this, I anticipate a great working relationship for everyone within the d’Pristine vicinity.

Some of the features we have are chilled-water cooling systems instead of split-unit air-conditioning. This not only helps save some money but is also a more environmentally-conscious approach. Additionally, the development harnesses natural lighting which reduces the usage of power and is also comprised of a good amount of green landscapes. As far as efficiency and security are concerned, there are certain expectations that come with a Grade A corporate office tower which we fulfil by providing a higher level of security compared to what one usually sees in an office building and elevators which have incredibly short waiting times.

Who do you think will be some of the tenants of d’Pristine Tower? The simple answer is it will be primarily comprised of players from the six industries mentioned above. In my opinion, it will also draw people from beyond Malaysia and Singapore. For example, we spoke with an accounting firm based in the UK only recently and they are currently looking at a space in our Grade A tower. Simply put, there is no reason for a company to not set up shop in Medini.

d’Pristine is set to receive a lot of added benefits thanks to its neighbours. How will this be reciprocated? If you consider it carefully, it is a win-win situation. The Urban Wellness Centre by Temasek and Khazanah is a good example. Compared to other wellness centres in Iskandar Malaysia, it has a significant advantage on its side. Should a well-to-do Indonesian, for example, wish

I expect that most foreign investors will start back-end operations in Medini because they will enjoy both the perks of the exchange rate as well as the short distance to Singapore. In particular, we expect many Singaporean companies to move their back-end operations to Medini. Instead of paying the high rental rates in their home country, they have the option of having a cheaper and more beneficial space here. As for Malaysian companies, the exposure they will receive to these international entities will definitely be in their best interests. It is anticipated to be a sought-after home in the future even among Malaysians who work in Singapore but wish to live on this side of the causeway to save money but not compromising on a higher quality lifestyle living. As a new player in the property game, what is your company’s approach to working on a new project? We are indeed a new player in Malaysia’s property market but that does not mean we are new to the scene. Among the Board of Directors’ members are experienced business professionals from different industries, some of whom have extensive experience in the property and construction-related sectors. However, I must admit that it does require some extra effort to conform to Johor’s property industry practices, regulations and culture.

Nevertheless, as the perceived ‘new player’, our approach to our maiden project is fairly simple. Our strategy is to build up our brand as a developer which prides itself in anticipating the upcoming needs of our customers and raising the standards of living for them through the implementation of innovative development concepts. We are committed to delivering quality products and personalised service to each of our customers and we place a strong emphasis on delivering the best to our end users from beginning to end. This approach will be employed across the full range of our projects and is not just limited to Green Haven. What else is in store for your company? Looking at the oversupply of residential housing in Iskandar Malaysia, our management feels that there is not much competitive advantage to sticking to developing residential projects, at least in this region. Commercial developments are still viable options and we have plans to venture into the commercial market. There are also plans to work on something unique and innovative in the capital state. Nothing more can be disclosed for the time being.

Budget 2015: Was Enough Done? Did Budget 2015 address its predecessor’s shortcomings? - BY BRANAVAN ARULJOTHI

While the jury is still out on the effectiveness of the recently tabled Budget 2015, the one thing that can be said about it is that it may not have addressed all that it should have. With many provisions for affordable housing but none for first-time homebuyers having been announced, the ‘People’s Budget’ may not stretch across the vast and extremely diverse spectrum of Malaysian homebuyers. Could more have been done to cover all the bases? Aruljothi Kanagaretnam, president of the Chartered Tax Institute of Malaysia (CTIM) and Eric Lim, group managing director of Hartamas Real Estate shared their opinions on the matter. In your opinion, did Budget 2015 address everything that Budget 2014 failed to? What more should have been done? Aruljothi Kanagaretnam (AK): In planning a National Budget, the main challenge that the Prime Minister (PM) faces is how to balance meeting people’s needs and requests with ensuring that the deficit is kept at a low rate. Under these circumstances, I would not say that the Budget 2015 has addressed all the issues. As the PM mentioned, administrating Malaysia with its diverse communities is a big challenge. This challenge is even more pronounced since Malaysia has been having a deficit budget since the late 90s. Having this information and knowledge in the background, we can then look into the merits of the

Budget. The PM has seriously put in measures to strengthen the fiscal governance while taking into account the rakyat’s needs at the same time. Eric Lim (EL): Budget 2014 had a contractionary effect on the property industry which is still being felt today. Many had hoped for some degree of a booster for the lacklustre property market in Budget 2015, particularly one which would address the difficulty that genuine buyers face when purchasing their properties. Unfortunately, Budget 2015 had little to offer to the industry as a whole. We laud the government’s efforts in the Youth Housing Scheme which will clearly help many to own their homes. However, it is a shame the government did not heed calls to make the Developer Interest Bearing Scheme (DIBS) available for first-time buyers who struggle with managing interest costs while still paying rent due to the cooling measures. It is the middle-income group which is caught between a rock and a hard place – it has been hit badly by measures aimed at discouraging excessive speculation yet exceeds the maximum threshold for Budget 2015 assistance. Are the added 80,000 PR1MA homes (RM1.3 billion) enough to cater to the growing need of affordable housing, and location-wise, do you think it will match up to the transit homes in Bukit Jalil for example? Additionally, is the new household income ceiling price of RM10,000 too high? AK: The 80,000 PR1MA homes are definitely insufficient to address the shortage of housing. What is important is


that the government is trying to provide homes within its financial affordability. Purchasing private land within the city or town limits is rather expensive, and the government hopes that the private sector can join in to build these affordable homes.

We do think that the household income ceiling price of RM10,000 is on the high side. While we acknowledge the rising cost of living, we do not see the need for this significant increase over the previous level of RM8,000 which we believe was sufficient for this purpose.

Land is a state matter and the federal government has to work with the state to acquire land at a comparatively lower price. This may mean moving out a little further from city limits. RM10,000 as a ceiling income rate is not too high because purchasing a property of up to RM500,000 requires a substantial bank loan repayment.

There should even be a differentiation of qualifying income levels between urban and rural areas. Moreover, the ability to qualify for PR1MA homes while owning an existing property seems to deviate from the core purpose of providing for those who cannot afford private homes.

EL: Anecdotal evidence suggests that 80,000 homes nationwide are insufficient. With subsidy rationalisation and the impending GST implementation, the cost of living is expected to rise, making it harder to purchase new homes. As for location, we believe that there is no comparison with the transit homes in Bukit Jalil as the approach and concept of one widely differs from those of the other. Those seeking PR1MA homes would not qualify for the transit homes programme. Nonetheless, we believe the locations for PR1MA homes are appealing and suitable particularly in light of the widespread efforts to increase connectivity via rail transportation in the form of the MRT, LRT extensions and new lines.

Married youths between 25 and 40 are allocated 20,000 units of homes in Youth City on a first-comefirst-serve basis. Should something similar have been implemented for unmarried people keen on investing in a home? AK: The proposal to give special emphasis to those who are married between the ages of 25 and 40 is definitely a welcome move. Of course it would have been ideal to offer similar incentives to those who are umarried but unfortunately the government has to work within its limited available resources. A good parallel would be the HDB units in Singapore where priority is given to married couples. That is a model worth emulating and perhaps Youth City is a move in the right direction. EL: We believe the government’s focus on households over individuals is a good policy. The financial burden on households is much greater as they have many more commitments compared to individuals. The contribution of households into the economy is also greater than that of individuals. Malaysia is set to move into a self-assessment of the real property gains tax (RPGT) come 2016. How will this come into play and what will it change? AK: Since self-assessment was first introduced for income tax for the assessment years 2001 and 2004 for companies and individuals respectively, tax collection has increased substantially. With more tax audits being carried out by the Inland Revenue Board (IRB), taxpayers’ compliance has improved.

Similarly, when self-assessment is introduced for the RPGT, the taxpayers would have to exercise more care in maintaining proper records and computing the payable tax payable as well as filing these records promptly. The important change will be that the taxpayers have to become more responsible in managing their tax matters. This particular self-assessment regime goes hand-inhand with tax audits and any under-declaration will result in penalties and/or fines. EL: Just as the income tax filing has taken a selfassessment approach, we expect there to be little disruption to the overall process for RPGT. In fact, we expect this to translate into higher efficiency and speedy results as it shortens the process and reduces bureaucracy. It should also free up more resources in the tax department to focus more on enforcement. However, the transition must be clearly planned with the dissemination of property education and information to the public.

Some experts are of the opinion that the journey towards becoming a developed nation brings along with it the lack of affordability in real estate. What is your opinion on this matter? Does a developed nation ultimately have to result in the majority not being able to afford property? I honestly do not think that has to be the case. Owning a property and living in a developed nation do not have

to be synonymous. A good example would be Germany; most Germans would rather rent a home than own one. What personal housing-related concerns do you hope get addressed in the near future? My biggest concern is the rapid increase in property prices all over Klang Valley. I am not keen on moving outside the area but it seems that as far as affordability is concerned, it may be my only option. Another huge concern is the difficulty in obtaining financing as a freelance worker.

Michael Chen, 32, is a producer who currently lives at home with his family while waiting for the renovation of his condominium to be completed. You currently own a condominium that is undergoing renovation. Did you start the renovations now with the April 2015 implementation of the Goods & Services Tax (GST) in mind? My renovation plans were motivated more by the fact that I had bought it over from owners who had done very little as far as renovation and upgrading are concerned. It is not a brand new condominium and therefore needs some basic renovation before my wife and I can move in. At what age do you think someone should purchase their first property, and what is holding you back from purchasing one aside from financial restrictions? Ideally, your late-twenties would be a great time but realistically, it is only a viable option for those who have lucrative jobs in big industries such as banking or advertising. For those of us who have more alternative careers, it is a lot more difficult but not impossible. It took me a while to purchase this place due to my preference for certain locations. As far as finances go, I was only able to own this place because of the combined income of both myself and my wife. Some experts are of the opinion that the journey towards becoming a developed nation brings along with it the lack of affordability in real estate. What is your opinion on this matter? Does a developed nation ultimately have to result in the majority not being able to afford property? To be honest, I am not very well-versed with the economics of how this works but from my limited knowledge, I can see the logic in this. The old school method of studying hard, working harder and saving money for a home is not necessarily the only way to go about things these days. To some, it may actually make

more sense to rent instead of being tied down to a longterm home loan. I think that everyone deserves access to a home but whether that home is rented or owned is completely up to the individual. I do believe that being a developed nation may lead to the majority of people not being able to own a property, but I truly think it applies more to owning a property that they want. Personally it was only difficult for me to find a home in the part of the city that I wanted. I would have been able to afford the kind of house I wanted had I opted to live outside the city in the slightly more underdeveloped areas with the hope that development catches up in the long term. Owning a home in a ‘developed nation’ will not necessarily become impossible if people are willing to compromise and live in a smaller place or maybe live further from the city. What personal housing-related concerns do you hope get addressed in the near future? I really hope that there could be some kind of easy-tounderstand guideline for the valuation of property. Given my recent investment, I am terrified of the pop of the proverbial bubble. If what I am paying now is someday deemed terribly overpriced as opposed to an increase in my property’s value over the years, I will be left without a supplement if the need to move to a bigger home was ever to arise. Speaking of bigger homes, I am always concerned that I will not be able to afford a bigger home. My realistic goal at the moment is to move back into my family’s terraced home and give up my condominium to my parents. As senior citizens, I would imagine that they find the stairs in a terraced home difficult to manage and a condominium may be a good solution. As for purchasing a whole new bigger place, I feel that aside from making a lot more money for myself, I do not see a way that would be possible.

The new Generation Y Cost of Living Index, which was released recently as part of the inaugural Knight Frank Global Cities 2015 Report, assesses the affordability of the Global Cities for young professionals to live.

James Roberts, Head of Commercial Research at Knight Frank, says, “Many of the new districts emerging around the traditional CBD’s have developed as vibrant and edgy places to live, and often appeal to young graduates starting out on their career. However, as the areas gain popularity, prices rise and often the young graduates struggle to remain in the area.

Hong Kong emerged as the least affordable city whilst Frankfurt topped the Index. All the seven Global Cities in Asia Pacific fall below top 10 on the Index. The results of the report’s Cost of Living Index shows that young graduates based in Frankfurt have the most disposable income, with around 60% of their net salaries left at the end of every month, compared to 4.61% deficit for a Hong Kong graduate.

“It can no longer be assumed that older employees want to move to the suburbs, instead they are joining younger workers in preferring a vibrant urban lifestyle so competition for homes in many of these edgier locations is hotting up. The challenge across many of these Global Cities will be balancing the conflicting demands of accommodating the new wave of firms, and their workers, in the same highly sought-after districts.”

New Thresholds for Foreign Property Ownership in Selangor There is a new set of guidelines in Selangor specifically targeted at foreigners’ ability to purchase property in the state. - BY LIM JO YAN

Foreigners, permanent residents and foreign companies (“Foreigners”) who intend to invest in Selangor will now have to observe the new parameters of acquisition set by the Department of Lands and Mines Selangor in their circular dated 28 August 2014 (“Guidelines”). The Guidelines were introduced to raise barriers for property acquisition by Foreigners and are effective from 1 September 2014 onwards. According to the Guidelines, residential, commercial and industrial properties are divided into three zones and foreigners are only permitted to acquire properties which

meet the minimum price assigned to each zone. Zone 1 encompasses the districts of Petaling, Gombak, Hulu Langat, Sepang and Klang; Zone 2’s districts are Kuala Selangor and Kuala Langat while the districts under Zone 3 are Hulu Selangor and Sabak Bernam. Foreigners are only permitted to acquire residential properties which are priced at a minimum of RM2 million for Zones 1 and 2. The minimum threshold for residential properties located in Zone 3 is RM3 million. As such, they are not able to acquire property under RM2 million (in respect to Zones 1 and 2) and RM3 million (in respect to

As for commercial and industrial properties, the Guidelines prescribe a minimum price threshold of RM3 million for Zones 1, 2 and 3. Note that Foreigners are only permitted to acquire strata and landed strata properties. The Guidelines highlight that agricultural land, Malay reserve land, non-strata landed properties and auction properties are not available for purchase by them. However, these Guidelines are silent on whether non-strata non-landed properties also fall under this restriction.

While the townships of Wangsa Maju, Gombak, Ulu Klang, Ampang, Rampai, Setiawangsa and Setapak lie on the eastern portion of Klang Valley, have enjoyed a significant amount of development in the last decade, they have continued to fly relatively below the radar compared to their more mature neighbours in Kuala Lumpur’s western region. Townships such as Damansara, Subang Jaya and Petaling Jaya have successfully established themselves as elite sought-after addresses. Nevertheless, the changing real estate landscape of Klang Valley as a result of population growth and scarcity of land issues has drawn the limelight to its eastern region. Townships such as Gombak, Wangsa Maju, Setiawangsa, Sri Rampai and Setapak which for years remained unchanged have come of age as a result of the unprecedented demand for commercial and residential developments, the upgrading of infrastructure and the entry of many new mixed developments boasting international standards. Although they have enjoyed the status of being the more premium neighbourhoods of this region, Ulu Klang, Taman Melawati and Ampang Jaya were never in the past considered to be on par with the wealthier residential hubs of Klang Valley’s west side. However, today these neighbourhoods are flourishing and commanding equal interest with the offer of prime bungalow land or luxurious, contemporary homes in well-planned gated estates. URBANISATION DRIVING RAPID DEVELOPMENT Kuala Lumpur has a population of almost 2 million people but less than 200,000 live in the city centre due to its high costs. Instead, most of its population is concentrated in its outlying areas and as a result urban centres situated in Eastern Klang Valley have seen an increasing demand for residential and commercial developments brought on by the influx of a growing urban population spilling over from the city.

With its proximity to Kuala Lumpur’s city centre, ample pockets of undeveloped land and scattered embryonic townships, the area has provided the perfect setting for large property industry players to build living and working environments which cater to a thriving a urban population. This region, which stretches from Setapak in the northeast toward Ampang in the south, extends into the city centre and offers a variety of landscapes ranging from flat land to the more challenging hilly areas that frame the slopes of the Titiwangsa mountain range. This has presented an interesting distinction in its different areas of development with more commercial-oriented townships such as Setapak, Wangsa Maju and Sri Rampai being concentrated in the flatland areas while residentialcentred developments which take advantage of the region’s undulating landscape are located in Taman Melawati, Ulu Klang and Ampang. Altogether, these distinctive townships of Eastern Klang Valley provide a charming diversity to city living.

PROXIMITY AND ACCESSIBILITY KEYS TO GROWTH Much of Eastern Klang Valley’s developments lie on the fringes of the city centre and share its transportation ecosystem. Areas which are further away are supported by an extensive road infrastructure which includes several key expressways such as the Genting KlangJalan Pahang Highway, Duta-Ulu Kelang Expressway (DUKE), Shah Alam Expressway (KESAS) and Kuala Lumpur Elevated Highway. Plans have also just been announced for the construction of the Eastern Klang Valley Expressway which will enhance accessibility to the areas of Gombak and Ampang. Wangsa Maju which serves as the pulse centre of Klang Valley’s eastern region is one of its fastest growing suburbs. It is serviced by the Kelana Jaya LRT line and provides an accessible gateway to the other townships in this area. There is also an LRT line which covers the residential areas in the south of Ampang that has helped ease traffic conditions in the Ampang area. A further boost to accessibility in this area will come in the form of the MRT Line 2 which is currently under construction. This orbital line around Kuala Lumpur’s city centre which will cover the Mid Valley, Ampang and Mont’ Kiara areas will help to create greater demand in these areas. The once lacklustre suburbs of Eastern Klang Valley in the last ten years have seen tremendous transformation. They have emerged as modern well-facilitated townships which command the same levels of interest as their older and more established counterparts on the western half of the Valley. More and more urbanites are also seeing the value in investing in these townships as they are part of the Greater Kuala Lumpur Transformation Plan.

Ampang Despite its location and escalating prices, Ampang’s property development seems inconsistent. Located at the border of Kuala Lumpur and Selangor, Ampang is governed by Majlis Perbandaran Ampang Jaya. Being one of the 4 planning blocks under MPAJ, Ampang has a size of approximately 1,880 hectares with an estimated population of 583,200 in the year of 2020 under MPAJ. The township is located pretty close to the Kuala Lumpur City Centre, and most of its facilities and amenities can be found in the city centre. There are also hypermarkets and commercial hubs within the township. Existing developments are mostly of residential followed by commercial, where low-rise properties seem to be the majority especially as it gets further from the city centre. Towards the very east of the township are hilly areas where developments are known to be difficult as far as approvals are concerned, and are less cost effective. One of the famous landmarks in the township is Ampang Point, where many of the commercial activities are concentrated. Near Ampang Point is a Korean Village where various Korean restaurants can be found, and these points of attraction have, in a great scale, attracted crowds from the city centre and the township itself. The major roads / highways connecting Ampang include the Middle Ring Road 2 (MRR2), Jalan Ampang and Ampang – Kuala Lumpur Elevated Highway (AKLEH),

while the main major internal roads are Jalan Kerja Ayer Lama, Jalan Dagangan Besar and Jalan Pandan Indah. As Ampang neighbours the city centre, traffic congestion is a daily phenomenon. However alternative roads have turned out to be a solution to ease the condition. The township is connected with the LRT rail services (LRT Ampang Line), where it connects the township to the comprehensive rail system. Other nearby rail stations include the Dato’ Keramat and Jelatek LRT stations. Sources revealed that possibility the future phases of the current MRT project might be extended to Ampang and if it is to be realised, the township would enjoy both a comprehensive rail system and ease of travel.

From the table, the average recored transaction prices for the existing condominiums / apartments are on a positive growing trend. However, some of the recorded prices in 2014 have shown slower movement as seen with Ampang Boulevard, Ampang Putra Residency, Tiara Ampang, Ampang Mewah Apartment and City Garden Orchid Court, with their prices being rather stable without much difference from the previous year. Additionally, Ampang Prima Condominium, Chancellor Condominium, GCB Court, One Ampang Avenue, Renjana Condominium, D’Casa Apartment, Merdeka Villa and Taman Dagang Apartment have reported an encouraging growth in 2014. Transaction activity remained consistent for the past few years but as at July 2014, the recorded amount of transacted units is barely close to 14% from year 2013. On the other hand, the recorded transaction prices for terraced houses is less consistent compared to condominiums / apartments, as these properties have more space for renovation, extensions and improvement. Transacted prices of the subsale market remained at a more affordable level despite being located merely kilometres away from the Kuala Lumpur City Centre. This is possibly due to the age of the buildings and its high density nature. Just like the condominiums / apartments, the recorded amount of transacted unit as at July 2014 has shown a significant change where close to 15% of the transacted unit in year 2013 were recorded. This is quite possibly caused by the competition from new products with new designs, new concepts, new levels of safety and ultimately, being a new product.

It seems as though if a developer wants to work on a specific and seemingly outlying area, the plan is always to build a township. However, what exactly does a township entail? Simply put, it is comprised of a residential area which is usually in the form of a condominium or estate of homes, retail or commercial spaces and occasionally an industrial park.

CYBERJAYA The country’s key Multimedia Super Corridor (MSC) component has quickly morphed into the centre of MNCs (multinational corporations) with many of the world’s leading businesses setting up shop in the apparent nucleus of Malaysia’s economy. Earlier this year, the township’s master developer Setia Haruman Sdn Bhd held a press conference to announce some of the area’s latest investors. Among the big players developing in Cyberjaya over the next four years are S P Setia Berhad, Paramount Property, Areca Properties and Setia Haruman Sdn Bhd themselves. gross development value of RM11.4 billion, are being built in anticipation of the township’s projected increase in population. “By end-2016, the residential population is expected to exceed 100,000 in the township. [Hence], we anticipate that businesses in Cyberjaya [will be successful],” said Liew Yeon Keong, head of sales and marketing for Setia Haruman Sdn Bhd during the April press conference for the Cyberjaya Premier Property Showcase (CPPS) 2014. Cyberjaya currently consists of a 50,000-strong daytime population of students and professionals. KOTA DAMANSARA It is hard to believe that only a few years ago, Kota Damansara was an inaccessible and far more affordable option compared to the more central areas of Klang Valley. While not many highways can be referred to as growth catalysts, the Penchala Link most certainly qualifies and the results can be seen in Kota Damansara. One long tunnel resulted in the explosion of what is now one of the most frequented areas in Klang Valley. James Tan of Raine & Horne International opined that prices in the area are only bound to go up. “Before the Penchala Link came to be, you could find a place in the RM400-RM500 per sq ft bracket. Now, it will take a lot of research to find anything below RM750 per sq ft.” Already a staple in the retail sector with its excellent integration of The Curve, e-Curve, IPC Mall and IKEA, Kota Damansara’s strategic location, commercial viability

and growing population are marred only by congested roads which the MRT is set to address at the end of 2016. KOTA KEMUNING When asked why she chose Kota Kemuning as the spot to purchase her first home, bank manager Shamini Subramaniam said it was the only place she could afford. “I lived in Puchong all my life while my husband grew up in Bangsar. After we got married, we spent months looking for a place which would be convenient for us both. I work in the heart of the city while my husband works in Subang Jaya. Kota Kemuning was the only place that offered a big home at an affordable price and was also connected well enough for us both to get to work.” She added that she had not expected to love living in the Gamuda Land township as much as she does now. “Moving here was difficult in theory as Puchong is already a well-established area with many conveniences nearby. I was shocked to find that Kota Kemuning was similar. The idea of townships works because you spend so much time travelling in the day that it is nice to not have to travel far for your everyday needs.” It is not hard to see what these townships have in common. Malaysians seem to love the convenience of nearby retail outlets, roads leading to a major highway or expressway and homes being available for a decent price. It does not take a rocket scientist to put together the essentials and see that keeping it simple is the way to go. Whether the many upcoming townships are going to work on a similar model remains to be seen, but if the trend is anything to go by, playing it safe works best.

The rise in property prices in Kuala Lumpur has consistently outpaced inflation since early 2000, with the exception of the economic downturn period of 2008 to 2009. Following that, the market immediately bounced back, with 2011 seeing an unprecedented rise of more than 12% in Kuala Lumpur’s property prices. The market continued its upward trend in 2013 and has remained positive in 2014. Malaysia’s attraction as the preferred investment destination in Asia continues to gain momentum due to its economic and political stability as well as relative affordability. Kuala Lumpur, as its capital and key investment destination, has earned its place on the global map as an iconic city with its impressive landmarks, world-class infrastructure and cultural diversity. Its recent accolades include being ranked the second most liveable city in Southeast Asia after Singapore by The Economist Intelligence Unit Global Liveability Survey 2012, and 10th in ease of doing business by the 2012 Edition of Cities Of Opportunity in a report by Price Waterhouse Coopers (PwC) and the Partnership for New York City. The report released by PwC also projected that Kuala Lumpur’s growth would continue to 2025. In addition to foreign interest in the market, property prices are also being driven by the lack of land in Kuala Lumpur. There is a rapid decline in the availability of prime residential land, especially as there has been an increase in the conversion of residential land to commercial in tandem with the city’s growing economic stature in the region. The potential of Kuala Lumpur is being further harnessed under the country’s Economic Transformation Programme (ETP). Kuala Lumpur and its outlying suburbs, which are economic and social hubs of activity, have been identified as the country’s growth engine and designated as a National Key Economic Areas (NKEA) under the programme. Known as the Greater Kuala Lumpur/Klang Valley, this centre of focus of the country will be propelled to greater economic and social importance through several well-defined initiatives, which are directed at achieving its vision of being the only city that simultaneously achieves top-20 ranking in city economic growth, while being among the global top-20 most liveable cities by 2020. These initiatives, which receive prioritised government support in the form of funding, top talent and market liberalisation, will have a huge impact on the property industry. Growth drivers of the vision, such as the positioning of Greater Kuala Lumpur/Klang Valley as a magnet for multinational corporations as well as professionals, is already beginning to positively dictate property prices.

GREAT INVESTMENT DYNAMICS Many international companies have set up their regional centres here, attracted by Malaysia’s low cost, investor friendly policies, tax incentives and the overall ease of doing business in the country. The influx of foreign investors and talent will continue as plans to improve Kuala Lumpur’s connectivity as well as business infrastructure begin to materialise over the next few years. The High Speed Rail link to connect Greater Kuala Lumpur/Klang Valley to Singapore and the construction of an integrated urban Mass Rapid Transit system are 2 key initiatives that will make Greater Kuala Lumpur/Klang Valley’s connectivity on par with the world’s top cities. State-of-the-art business infrastructure being developed to meet the demands of international corporations and world-class talent include the Tun Razak Exchange, Menara Warisan Merdeka and KL Metropolis. There is also a focus on enhancing Greater Kuala Lumpur/Klang Valley’s liveability by beautifying its attractions and heritage sites, developing its art and culture scene, as well as placing greater emphasis on the greening of the city and the upgrading of its amenities. The Greater Kuala Lumpur/Klang Valley vision will also see its current population of approximately 7 million increase to 10 million in 2020 with a strong proposition to grow the current foreign based talent from 9% to 20%. This translates into greater demand for property, as well as rental opportunity for investors, especially in the mid and high end residential market. Almost 50% of Malaysia’s population is below 35. The opportunities of urbanisation is drawing the youth segment to Greater Kuala Lumpur/Klang Valley, creating a progressive demand for homes that the government is trying to address. However, prices of residential properties have also continued to rise as a result of this. Greater Kuala Lumpur/Klang Valley is situated in the middle of the Southeast Asia, the world’s next high growth region which enjoys close proximity to Singapore, the region’s top destination for investment and residence. This, in itself, presents Greater Kuala Lumpur/Klang Valley with a geographical advantage that bears a positive significance on its property sector. Despite growing demand, the property affordability gap in Malaysia is still the lowest in Asia Pacific. Property prices in Singapore and Hong Kong are up to 5 times higher, making Greater Kuala Lumpur/Klang Valley with its potential for growth a more attractive option for the discerning investor. PROMISING FUTURE However, it is the transformation of Greater Kuala Lumpur/Klang Valley into a city of choice to live, work and play that will catapult the growth of its property sector, placing it on an equal platform with Asia’s leading cities such as Singapore, Hong Kong and Shanghai.

The sixth iteration of the World Class Sustainable Cities conference placed the focus on the citizens of every community as the main players in making their city sustainable. The World Class Sustainable Cities (WCSC) Conference entered its sixth year with the theme ‘People Make Communities, Communities Make Cities’. Held on 25th September 2014, the conference was officiated by the Minister of Urban Wellbeing, Housing and Local Government Datuk Abdul Rahman Dahlan. Since its inception in 2009, the conference has brought in world leaders and game changers in urban planning, development and design. It is aimed at learning from best practices around the world on elements and factors necessary to make World Class Sustainable Cities, of which the city of Kuala Lumpur aspires towards. The conference organisers which are the Real Estate and Housing Developers’ Association Kuala Lumpur (REHDA KL), the Malaysian Institute of Planners (MIP) and the Institute of Architects Malaysia (PAM) with the support of City Hall Kuala Lumpur claimed that the mind-sets of professionals, city managers, the community and other stakeholders in city development have slowly opened up to new possibilities of making the city great and liveable. Attended by more than 500 participants, the conference was aimed at sharing successful initiatives in other cities

which were initiated by the people as well as projects that are aimed towards community cohesiveness and making cities vibrant. International speakers included Fred Kent, the President and Founder of Project for Public Spaces from New York, Professor Wulf Daseking, former City Planner for the Green City of Freiburg in Germany, Kerry Doss, Chief Planner from the Brisbane City Council, Queensland, Australia, Datin Paduka Dr Halimaton Saadiah Hashim, Principal Fellow from Universiti Kebangsaan Malaysia and Datuk Hj Mahadi Che Ngah, Deputy Director-General from Kuala Lumpur City Hall. In his speech, the minister highlighted that in the efforts to achieve a world-class city, importance should be given to planning and development with the focus being on the wellbeing of the people living in the city. Economic growth must go together with the happiness, safety and wellbeing of the citizens. Food, nutrition, water, landscapes, waste, transportation, infrastructure, housing, energy, safety and security, access to healthcare and the urbanisation process itself are interdependently linked to urban health and wellbeing, each influencing the other.

He informed the delegates that studies have shown a strong correlation between the environment and human wellbeing, and as such strongly called for all professionals to work together to find the best solutions towards city planning and design so that people’s mental, physical and spiritual wellbeing are incorporated in the design and planning of the cities they live in. In light of there being more than 71 percent of Malaysians already residing in urban areas, the Minister called for all local authorities to partner with communitybased groups on this matter. Communities could work to improve their quality of life by taking up issues and opportunities which matter to them and community participation is an important part of shifting from a passive, blaming culture to one of activity, integration and shared endeavour. A sense of community is important to establish peace and harmony in society. The division of work as well as feelings of association, togetherness and cooperation are all factors which could help in the establishment of a healthy atmosphere filled with unity, harmony and friendship. The event’s keynote speaker American Fred Kent has worked with hundreds of community groups in the US as well as several other countries around the world. Building public spaces in cities where people can meet, mingle and talk has transformed many parts of the city socially and environmentally. Cohesive communities have been formed from simple public spaces. In certain cities, crime-ruled streets have even been successfully transformed into safe places. The first presentation was titled ‘Celebrating Petaling Jaya’s Sustainable Communities’ and delivered by

Datin Paduka Dr Halimaton Saadiah bt Hashim who is a well-known figure amongst the planning and scientific community in Malaysia. She showcased examples of community engagement and initiatives which have been successfully undertaken in the city of Petaling Jaya. Community efforts have helped reduce the burden of the Council in managing solid wastes on top of creating many other programmes which have won accolades as well as national and international recognition. Professor Wulf Daseking’s presentation which was titled ‘The People Made Our City Green’ covered his home city of Freiburg, Germany which is one of the best examples of a city which was planned by the people. Focusing on the objective of wanting to be a low-carbon city, the Freiburg community took it upon themselves to make their city green, clean and low in energy consumption. This has saved the City Council a lot of resources which have been used for other programmes that benefit the people. Last but not least, Kerry Doss presented his paper ‘Together Managing Finance for the Growth of the City’ which focused on his home city of Brisbane, Australia. Listed as one of the top 10 most liveable cities in the world, it is also one of the top destinations for investments and business in the country. Its competitiveness comes from good city planning which focuses on green growth as well as attractive physical and economic incentives. The City Plan was formulated and evolved through continuous community engagement which has incorporated much of their needs to make the city a great place to live, work and play.

Are Properties in the Klang Valley Really Affordable? A study’s findings on current household spending trends, prices of homes and mortgage rates is examined. I recently met up with my cousin who is in his late twenties and we got to talking about properties in Malaysia. He was in the market for a double-storey house in the heart of Petaling Jaya but had to be content with searching for somewhere else due to the exorbitant prices of houses in Klang Valley. In the end, he resigned to a property in the outskirts of town – namely Kajang. I was able to relate to his plight as I, too, am finding it difficult to buy a family home situated at a convenient location, spacious enough for a family of three, as well as suitable for a growing child. Most importantly at an affordable, for me anyway, price. Needless to say, my options are extremely limited. The disheartening conversation still vivid in my mind, I couldn’t help but let out gasps of disbelief upon reading the front page news on a local newspaper on 18th February 2014. I am sure I was not the only one who was shocked. My immediate thought was – who came up with the data that led to conclusion that properties in Klang Valley are still affordable? For those who have missed out on this sensational piece of news, Sime Darby Property Bhd in collaboration with the Faculty of Built Environment of Universiti Malaya has conducted a study on current household spending trends, price of homes and mortgage rates. As MCA vice president Chua Tee Yong aptly puts it, the study is “a gross understatement of the difficulties faced by Malaysians”. I have no choice but to agree with him. Hopeful from the title that read “Klang Valley still affordable”, I continued to read on. The findings of the study quickly made me realise that my new found hope was premature. According to the study, the average monthly income needed to own houses in Melawati and in Mont’ Kiara-Duta Hartamas areas – both in Klang Valley – were a far cry from the average monthly income earned by households here. The survey went on to say that 68% of the planned housing schemes in Klang Valley are affordable. While I am aware that the word “affordable” is subjective – a 3-storey bungalow in Damansara may be affordable to a selective few – using the word “affordable” to describe properties that are not within reach of most of the high earning families in Klang Valley, is a gross error on their part.

and Basic Amenities Survey Report 2012 by the Department of Statistics state that not even the highest income group in Malaysia generates a mean monthly combined income of that amount? The top 20% of the income group in Malaysia generates a mean monthly household income of RM12,159 – nowhere near the RM14,580 income needed to purchase a home in Klang Valley. In fact, that figure is only achievable if both husband and wife are senior executives in the field of geophysics, according to iMoney’s infographic. The rest of Malaysians are generating a mean monthly household income of only RM4,573 (40%) and RM1,847 (40%) in 2012. Does that mean, for most of us (80%) who are not raking in RM14,580, we will have to say goodbye to our dream of ever owning a home in Klang Valley? Or perhaps resort to staying in more remote areas and travel into the city for work every day? Whichever way you look at it, the study has just statistically proven that the properties in Malaysia, especially in the urban areas, are slipping out of our grasp. For people in the middle income and lower income groups, the chance of owning a home is getting slimmer by the day. Now, don’t get me wrong. I do think that this study is a great effort by Sime Darby Property and it is timely as Malaysians need to know where they stand. I’m just not sure if I completely buy the study’s conclusions. Perhaps, the study can be better used to urge the authorities to do more to help the citizens to finally own a roof over their heads. Recovering Monies Due from Defaulting Strata Owners

Under the new Strata Management Act, parcel owners can be sued by the developer or JMB and upon conviction, be fined or imprisoned or have their properties seized if they do not pay their maintenance charges or sinking fund.

The Strata Management Act, 2013, received its Royal Assent on 5 February 2013 and was gazetted on 8 February 2013. It is now known as Act 757. One of the important sections of the law in the Strata Management Act, 2013 (SMA) that has been passed by Parliament, but is yet to be implemented (pending the finalising and gazetting of its supporting Regulations), relates to payment of maintenance dues, charges, sinking funds and other outgoings that are justified. Without such payments, the Joint Management Bodies (JMB) and Management Corporations (MC) cannot function, even from the start. Just like the case of an automobile without the intake of petrol, the machine cannot run by itself even if the driver may have the ignition key.

We reproduce the pertinent sections of the laws for easier understanding of their actual formulated words and sentences. Strata unit owners are advised to get acquainted with the SMA, its rules and bylaws governing sub-divided buildings. THE RECOVERY OF SUM AS A DEBT DUE TO JMB Section 33 (1) The payment of any amount of money lawfully incurred by the JMB in the course of the exercise of any of its powers or functions or the carrying out of its duties or obligations shall by virtue of this section be guaranteed by the parcel owners for the time being constituting the JMB.


(2) Each parcel owner shall be liable under the guarantee referred to in subsection (1) only for such proportion of the money so incurred as the allocated share units of his parcel bear to the aggregate share units. (3) Where any parcel owner has not discharged or fully discharged his liability for the purpose of subsection (1), the JMB shall be entitled to recover from the parcel owner in a court of competent jurisdiction or in the Tribunal (i.e. Strata Management Tribunal that we have emphasised in our August issue of I-Prop) as a debt due to it. (4) Where for reasons of insufficiency of funds to meet the sum guaranteed under subsection (1), the JMB may, at an annual general meeting or at an extraordinary general meeting, determine the amount to be contributed by each parcel owner and decide any other issue or matter relating to the settlement of the said sum. PROCEDURE OF RECOVERY OF SUMS DUE Section 34 (1) Where a sum becomes recoverable by the developer from the purchaser in respect of his parcel by virtue of subsection 12(5), or by the JMB from the parcel owner in respect of his parcel by virtue of subsection 25(6) or 33(3), the developer or the JMB may serve on the purchaser or the parcel owner, as the case may be, a written notice demanding payment of the sum due within the period as may be specified in the notice which shall not be less than 14 days from the date of service of the notice. (2) If any sum remains unpaid by the purchaser or parcel owner at the end of the period specified in the notice under subsection (1), the developer or the JMB, as the case may be, may file a summons or claim in a court of

competent jurisdiction or in the Tribunal for the recovery of the said sum or as an alternative to recovery under this section, resort to recovery under section 35. (3) Any purchaser or parcel owner who, without reasonable excuse, fails to comply with the notice referred to in subsection (1) commits an offence and shall, on conviction, be liable to a fine not exceeding RM5,000 or to imprisonment for a term not exceeding three years or to both, and in the case of a continuing offence, to a further fine not exceeding RM50 for every day or part thereof during which the offence continues after conviction. RECOVERY OF SUMS BY ATTACHMENT OF MOVABLE PROPERTY Section 35 (1)The Commissioner may, upon sworn application in writing made by the developer or any member of the joint management committee, issue a warrant of attachment in Form A of the Third Schedule authorising the attachment of any movable property belonging to the defaulting parcel owner which may be found in the building or elsewhere in the State. (2) The warrant of attachment under subsection (1) shall be executed by the developer or a member of the joint management committee or by a person specially employed by the developer or the JMB to execute such warrant, in the presence of the Commissioner or an officer from the office of the Commissioner. (3) If the developer or the member of the joint management committee or the person referred to in subsection (2) encounters

CONTRIBUTOR | HBA difficulties in executing the warrant, such developer, member or person may seek the assistance of the Commissioner, and in providing such assistance, the Commissioner may request for the assistance of a police officer not below the rank of Inspector.

(4) A person executing the warrant (a) may, in the daytime, effect forcible entry into any house or building or any part of the house or building for the purpose of executing the warrant; and (b) shall, immediately after attachment, make an inventory of the property attached under the warrant and serve a notice in Form B of the Third Schedule on the person who, at the time of attachment, was or appeared to be in possession of the property. (5) Any tenant, subtenant, or occupier who, in order to avoid the attachment or sale of the movable property for non-payment of any sum due to the developer or the JMB by the parcel owner, pays such sum may— (a) in the absence of any written agreement to the contrary, deduct the amount so paid by him from the rent due or to become due by him to the parcel owner; and (b) retain possession of the property until such amount so paid by him has been fully reimbursed to him whether by deduction from the rent or otherwise. (6) The receipt issued by the developer or the joint management body for any amount so paid by any such tenant, subtenant or occupier under subsection (5) shall be deemed a discharge in full for the like amount of rent. (7) If any person whose property is attached disputes the legality of the attachment, he may, within 14 days of the date of attachment, apply to the Magistrate’s Court having jurisdiction in the place of attachment for an order for the release of the property, and the Magistrate’s Court, after making such enquiry as may be necessary, shall grant or refuse to grant the order. (8) If the sum due is not paid within 14 days from the date of attachment, the property attached or such portion of the property attached as may be sufficient to realise the sum shall be sold by auction conducted by the developer or the JMB under the supervision of the Commissioner unless within that period an application is made under subsection (7), in which case, the property shall be held pending the decision of the Magistrate’s Court and shall then be dealt with as the Magistrate’s Court may order.

(11) In any other case, the proceeds of sale shall be applied in satisfaction of the sum due together with the costs of the attachment and sale, and any surplus and any property not sold shall be paid or returned to the person who, at the time of attachment, was or appeared to be in possession of the property.

(9) If the Magistrate’s Court refuses to grant an order for the release of the property, and that decision of the Magistrate’s Court is reached within 14 days from the date of attachment, the property shall not be sold before the expiry of that period.

(13) Where any property is sold by virtue of subsection (10) before the expiry of 14 days from the date of attachment, the reference in subsection (7) to “an order for the release of the property” shall be construed as a reference to an order for the release of the proceeds of the sale of the property.

(10) Notwithstanding subsections (8) and (9), if the property is of a perishable nature, it may be sold at once, and in that case, the proceeds of sale shall be held pending the decision of the Magistrate’s Court and shall then be dealt with as the Magistrate’s Court may order.

(12) The costs of attachment shall include the expenses of the main tenance of livestock and the custody of movable property.

There are corresponding Sections 77, 78 & 79 in the SMA that relate to the same matter in regards to Management Corporation (MCs) and Subsidiary Management Corporation (Sub-MCs).

Realising the Aspirations of Homebuyers Staying true to its promise the government has made significant moves to address the lack of affordable housing. - BY CHAN AI CHENG

For the year of assessment 2015, individual income tax rates will be reduced by 1 to 3 percentage points. Tax payers with family and income of RM4,000 per month (or less) will not have tax liability.

ADDRESSING PUBLIC HOUSING NEEDS Various public housing programmes were also announced to address the issue of affordable housing. Under the People’s Housing Programme, with an allocation of RM644million, the National Housing Department (JPN) is expected to build 26,000 units. Syarikat Perumahan Negara Berhad (SPNB) is expected to build 12,000 units of Rumah Mesra Rakyat (RMR) and 5,000 units of Rumah Idaman Rakyat. SPNB will also build 20,000 units of Rumah Aspirasi Rakyat on privately-owned land.

There is also a restructuring of individual income tax where the chargeable income subject to the maximum rate will be increased from exceeding RM100,000 to exceeding RM400,000. The current maximum tax rate at 26% will be reduced to 24%, 24.5% and 25%. This will result in the existing taxpayer enjoying a tax saving of at least 5.3%.

With an allocation of RM1.3billion, 80,000 units are expected to be built under the 1Malaysia People’s Housing Programme. The ceiling of household income for this programme is raised from RM8,000 to RM10,000. Based on these numbers, a total of 143,000 units of public housing is expected to be initiated in the near future.

The reduction of individual income tax will allow for more disposable income on the part of home buyers, potentially offsetting to a certain extent increases in expenses resulting in rises in prices of products and services.

STARTING A HOME EARLY The introduction of the Youth Housing Scheme, which involves a partnership between the government, Bank Simpanan Nasional, Employees Provident Fund and Cagamas, was a pleasant surprise, as it is a welcomed measure that can alleviate the burdens of married couples in securing their first home. Specifically for married youth aged between 25 and 40 years old with a household income not exceeding RM10,000, the scheme offers a funding limit for a first home not exceeding RM500,000 with a maximum loan

The Government is also providing a 10% loan guarantee to enable borrowers to obtain full financing, including the cost of insurance. Borrowers can also withdraw from their EPF Account 2 to top up their monthly instalment and other related costs. In view of these developments, while some measures are a continuation of housing policies initiated by the government in previous years, new measures have been introduced to support homebuyers and their aspirations to own their first home.

Flooring: It Defines Your Space Some history and insight to flooring materials commonly found in SouthEastAsia to help you select what’s right for you.

Beginning with the cave to the modern day home, flooring has evolved from the ground up (pun intended). From natural materials to man-made ones, the choice has never been so abundant, and even some ancient types and techniques are still in use today. Common flooring can be categorized under resilient, man-made/natural stone, and wood. Depending on where you are in the world dictates what’s popular and available, often due to climate, budget, and fashionability. RESILIENT: RUBBER An example of resilient flooring is rubber, which first appeared around the 1200s, remained trendy until the 1600s, and is now rising in popularity once again. This hardy material is especially suitable for kitchens and bathrooms; it comes in a variety of shapes, colours, sizes, and textures, and is a trendy alternative to the commonly found ceramic tile. Often made from recycled rubber, it is water-, fireand slip-resistant. Ranging in price, it can sometimes be a costly affair, depending on the quality. Polishing rubber floors with a water soluble wax protects it from UV discoloration and damage, whilst cleaning it with

a mop and clean warm water is sufficient thanks to its antibacterial properties. MAN-MADE STONE: CONCRETE It has been dubbed the Cinderella of flooring materials, having made the transition from fringe fashion to invogue status. Used for both commercial and residential purposes, concrete is low-cost, low-maintenance and highly durable. It can be treated in a multitude of ways to achieve an almost limitless choice of textures, colors and finishes. Concrete stays cool, which is perfect for our SE Asian weather. Be warned, as concrete is not as simple to install as you may think. It is highly recommended that a specialist contractor be hired to follow the correct and timeessential process of installing concrete flooring. Seal the concrete regularly (every 2-3 years), as it is vulnerable to moisture, cracking and staining (so it may not be acceptable to perfectionists), but be assured that maintaining it is simple and looks très ‘rugged chic’. NATURAL STONE: MARBLE Straight from the bowels of the Earth, marble is a common stone used for flooring in SE Asia, due to its


ability to stay cool and look luxurious. Just like rubber, it comes in a range of prices, according to quality, grain and color. It requires some maintenance, like being sealed and cleaned regularly with a mild detergent, but is worth it for its beauty and uniqueness. Marble is a durable and robust hard stone, that, with appropriate polishing and sealing, can be protected from stains and last you a lifetime. If cost is an issue, a less expensive alternative is cultured marble, a hardened mixture of natural marble dust and resins. WOOD: MERBAU Wood has been used for flooring as early at the Middle Ages, and is still a popular choice today due to its environmental profile, resilience and restorability. In SE Asia there are many types of woods available, but one of the most commonly used ones is merbau. Merbau is a termite-resistant hardwood that is durable and possesses a high resistance to moisture, deformation and weather, therefore making it especially suitable to our climate. Hardwoods can be a little tedious to maintain, as they are susceptible to dents, scratches, staining and color fading. Keep curtains closed during the day and clean with a gentle cleaner formulated specifically for hardwood floors to keep it vibrant. Though hardwoods can last a lifetime, it may break the bank, so a frequent and budget-friendly alternative is vinyl flooring. Durable and easy to maintain, there is a great variety to choose from, for you to achieve a realistic wood-look. Whatever your choice, do remember to consider your climate, usage, budget and how much effort you’re willing to put in for maintaining your beautiful floors.

Throwing a housewarming is the perfect way to introduce your new home to friends and family. Don’t worry if you’re not living in your dream home yet. A home is always a work-in-progress, so there’s no need to wait until your home is at its best to send out invites. Even if you are renting, you still have every reason to throw a housewarming party.

HOURS Housewarming parties are typically just cocktail hours with your basic drinks and hors d’oeuvres. But the party should suit your tastes and your new abode. If your place has a backyard, an outdoor barbecue might be best. Or, if you want to show off the kitchen, try a morning brunch.

GUEST LIST Think about the people you want to invite. You could have different groups of friends over on different days. It could be easier to entertain smaller groups who already know each other.

HOUSEWARMING GIFTS Housewarming gifts are optional. If some guests do bring presents, don’t open them in front of everyone, so that those who did not bring any present would not feel bad. Handwritten “Thank you” notes would be a nice touch to thank all those who brought presents and made it to your housewarming.

INVITATIONS Invitations for your housewarming party should include the date and time, a description of what you do or do not want guests to bring, such as food to share, gifts, and so on. When you have recently moved, it is thoughtful to include both your full address and detailed directions with a printed map to ensure that no one gets lost on their way. MENU If you host a housewarming party, make sure you have food. It doesn’t need to be a big fancy meal. Snacks and buffet style might work best as people can eat what and when they want. Try to pick dishes that can be mostly prepared before the party. TIMING THE PARTY If you are just looking to have a casual do with close friends, then don’t worry about a proper setting. You could do this even within days of moving in as your close friends would not be expecting the whole nine yards. However, if you want to wow your guests with your decorating ability, give yourself enough time to settle in to your new home. Etiquette dictates that you can throw a housewarming party up to three months after moving in, so take your time in making your home your own.
