Solar panels setback In Tenants’ Times I referred to the Council’s plans to install solar panels to 2,000 council houses. Government’s proposals to cut ‘feed-in tariffs’ the payment for electricity generated means the Council’s aims are no longer viable due to circumstances outside our control. This is a blow to tenants who would have gained from saving on electric bills; jobs for those who would have carried out the work; and council tax payers as the anticipated income to the Council under the scheme will now not be received. But some good news on the way While the solar panel project has been abandoned the Council remains committed to carrying out energy-conserving improvements to council houses. One measure is an extension of

the external wall insulation programme. This and other plans being worked-up will help both tenants and the environment. New development wins National 2015 Award 2015 has seen our biggest council house development for 50 years with the completion of 108 new homes off Bader Close, built by Keepmoat. We were honoured to receive an award for Best Social Housing Scheme in the Country.

Mayor opens new skate park
''An absolute pleasure to open the new skate park, an amazing example of a community-led project and massive congratulations to everyone. Through my involvement with the Big Local Trust I saw the hard work put in to this project everyone should be very proud” said Mayor, Glen Chisholm.
This on-going project has been made possible with help from various local funding; the North West Big Local Trust, The SITA Trust, and Ipswich Borough Council’s North West Area Committee all contributed funding towards the design and construction of the new park. Rigorous consultation took place to ensure interests of skate park users and local businesses/residents were taken into account with design, placement and construction of the new skate park. Skaters were also invited to a consultation event in April 2015 and have been involved throughout the tender process.

The Scrutiny Panel has been looking at the Customer Contact Centre and your experiences of using this service. It has been a lengthy and challenging project.

How we went about this project We appointed tenant inspectors as mystery shoppers by ringing the call centre with genuine enquires, we sent questionnaires to tenants, and panel members visited the contact centre and interviewed staff. All the data and findings were collated and from that information

Bader Close homes win award Ipswich’s Bader Close council housing project has won a prestigious national prize. The Borough Council and builders Keepmoat scooped top spot in the Social Housing Development of the Year category of the annual Bricks awards. To win, Bader Close had to meet tough criteria on build quality, good site management and leadership along with great customer service. The judges clearly thought it had met the mark. The Bricks, run by LABC Warranty is in its eighth year and rewards hard work and high skills from developers and contractors. Ipswich Borough Council Leader David Ellesmere said: “We are delighted to be recognised as an outstanding site in the Bricks awards. Bader Close is a key part of our goal of building thousands of council homes to meet increasing needs of local people. We have developed a rewarding partnership with Keepmoat which is ensuring the Bader Close homes are built on time and to a very high standard.” The 108-home Bader Close development is the first substantial council house building programme in the town for 50 years. The first tenants moved in last Christmas, more will be picking up their keys in the next few months. Arthur receives French war honour

Wingate House resident Arthur Scoffield has received one of France’s highest honours to mark his involvement in the D-Day landings during World War Two. To commemorate last year’s 70th anniversary of the landings, the French Government offered all veterans involved with the mission the opportunity to receive the Legion of Honour medal.
Earlier this year, Arthur received his medal and a letter from the French Embassy thanking him for his service and confirming he has been appointed to the rank of Chevalier in the Ordre National de la Légion d’honneur, an honour comparative to an MBE. Arthur was a bomb disposal technician in the Royal Engineers and his squad landed on Juno Beach in June 1944 with just 20 minutes to clear the area of landmines before the main troops arrived. While proud of the role he played, Arthur is quick to say that he didn’t act alone and he is honoured to receive the medal in memory of everyone who served. Arthur was born in Dillwyn Street, round the corner from his current home, and after the war returned to Ipswich where he and a few friends helped to reform the Territorial Army. Arthur has enjoyed living at Wingate House for more than three years and is described as lively and well-loved by staff and fellow residents. Arthur is a few months shy of his 100th birthday and still enjoys going to the local bingo club every week.
Building works are progressing quicker than expected at MacClure Way off Ulster Avenue where the Council is delivering 22 new homes. The progress means the first tenants should be moving in early in 2016. The development of this site behind the Ulster Avenue shops in north west Ipswich is part of the Council’s housing delivery programme.

The Council’s aim is to provide 1,000 new council homes in Ipswich by 2025. The new square is being named in honour of soldier Gary Barnes who was killed in action.
Action on anti-social behaviour Ms H, an Ipswich council tenant who caused significant nuisance and disturbance to her neighbours has been ordered to stay away from her Roper Court property for three months. Residents reported noise nuisance, and felt intimidated by the constant stream of people visiting her flat. The Council supported these complaints, claiming Ms H and her visitors caused a regular noise disturbance and many other issues including verbal abuse, criminal damage and
drug-related nuisance. It was reported Ms H was verbally abusive towards other residents, making them fearful to approach Police or the Council. Louise Siu, Housing ASB Officer, said: "We will not tolerate anti-social behaviour and unlawful activity in our properties, which is why we have supported Police with the closure order. Thank you to all the neighbours who came forward and gave evidence."

Positive Parenting Programme
Many parents want helpful information and support about parenting they can rely on and which is easy to understand. The Triple P Positive Parenting Programme was developed at the University of Queensland, Australia, by Professor Matt Sanders, a clinical psychologist, and is now run worldwide. The next Triple P Group is aimed at parents of Under 12s and runs for eight weeks beginning 26 January 2016. The programme includes help with raising confident, resilient children, group meetings and 1:1 sessions with help tailored for family need. Places are free and booking is required. sheltered social On Mondays the scheme has New Age kurling sessions. Special congratulations to Barbara for winning a bronze medal in a competition arranged by ActivLives (see page 9). There are regular lunch clubs with entertainment such as a recent visiting speaker who gave a slide presentation about South Africa including a visit to Robben Island. The Committee organised a sightseeing/shopping trip to Bury St Edmunds with a stop at Norton for lunch on the way which everyone enjoyed.
Morecambe Court is certainly a fun place to be thanks to the Resident Committee organising all kinds of regular and special events. During August Morecambe Court invited other schemes to their strawberry tea with homemade strawberry sponges.
Chantry residents charity fund raising
Volunteers and locals took part in both the MacMillan World’s Biggest Coffee Morning on 25 September where they raised £200 and also the Breast Cancer Campaign ‘Wear it Pink Fridays’ on 23 October where they raised £150. Volunteers baked cakes and donated goods and all the shop takings for both days were donated to the respective charities. ActivIpswich is a partnership project between ActivLives and the Council funded by Sport England. The project is targeted at anyone over 40 who doesn’t currently take part in sport but who might with a bit of persuasion. Women’s Walk Sport A group for ‘Women Who Can’. Weekly sessions at Suffolk New College sports centre designed to give women over 40 the chance to play sports in a friendly, social environment. Wednesdays, 6.30-8pm offering a variety of sports at a fast walking pace. “We know from other sessions sport at walking pace can be a great workout and a fun way to keep active” said project coordinator Mike McCarthy. The sessions include a structured warm-up, fun skills practice, games and cool down, led by qualified female sports instructors. No need to book. Wear trainers and comfortable clothing. A session is only £3, the first session is free. Changing and parking facilities are available at the venue. ‘Gotcha’ Boccia! Boccia (it sounds like ‘Gotcha’) is a paralympic sport suitable for anyone. It is played sitting down so it doesn’t matter how fit or strong you are. A ball game of skill, concentration, team work and technique. Boccia is at 10am-12pm on Thursdays at the Ipswich Labour Club, Silent Street. The first session is free, then it’s £2.50 including games, coaching, tea and biscuits. Rolling stones at the Town Hall The Council Chamber, Ipswich Town Hall hosted a New Age Kurling competition in October. The game, based on the Winter Olympic sport of ice curling is growing rapidly in Ipswich. Twenty competitors from Ipswich’s sheltered housing schemes battled the group and knock-out stages. Mayor Glen Chisholm kindly presented the winners’ medals. “Many local groups were represented including Cumberland Towers, Stratford, Hanover and Morecambe Courts,” said event organiser Kim Hickie “Today has been brilliant,” added CEO of ActivLives, Julie Stokes. “The standard of play and competition has been impressive but more importantly the event has provided an opportunity for people, mostly in their 60s and 70s, to meet and experience something new.” Medal winners: Gold: Marion Freeman, Viv Baker Silver: June Brooks, Christine Roberts Bronze: Ann Negus, Jackie Humphreys, Barbara Dines, Pat Spilling To find out more please telephone 01473 345350 or e: mike@activlives.org.uk

Christmas is just around the corner, supermarket shelves are full of tempting treats and there’s delicious food advertised on television. The festive season can be a time of over-indulgence, but come the New Year Live Well Suffolk will be on hand to help Ipswich residents rediscover a healthy lifestyle. The organisation has four of its popular (and free!) Lose Weight with Live Well Suffolk courses starting across Ipswich in January. The courses run for 12 weeks and aim to help participants lose 5% of their body weight which can reduce the risk of heart disease, strokes and Type 2 diabetes. What sets the Live Well Suffolk courses apart from other well-known weight loss programmes is their practical and engaging approach. Clients are supported to make small changes to their diet and exercise levels in order to achieve and maintain long term weight loss. Each weekly session includes not only nutritional education, but 30 minutes of physical activity too. Best of all, they are completely free! Below are some clients from previous Lose Weight with Live Well Suffolk courses who collectively lost 19 stone - the equivalent to 135 bags of sugar.

Home safe home
It is easy to overlook home safety at Christmas but take a few moments to check your home security and that of any vulnerable family member. Being burgled can be especially distressing over Christmas. • Hide presents from view - leaving them under the tree can be tempting to more than just children! • Don’t keep lots of cash at home. It is the burglar’s favourite Christmas treat. • Store any valuable items away from the master bedroom in a secure, secret place. • Empty houses attract attention - leave lights on timer when you’re away. Don’t leave doors unlocked for family members out celebrating; opportunists will strike at any time. Check doors are locked even when you are in. • Registering your gifts at www.immobilise.com makes it easier to prosecute criminals and return items stolen from you if the worst happens. • A secure shed and tidy garden can protect your house. Tools left outside can help burglars to break in. • Alarms deter burglars so consider getting one fitted and don’t forget to use it. • Beware deals too good to be true. Tenants tell us how
Over the past few months tenants have been taking part in focus groups to help us improve some of our methods. They have helped us revamp our rent statements, arrears letters and court guidance making them more effective and easier to understand. They have also given valuable feedback on the information we give to new tenants when they sign for their new home. All of this valuable input from tenant volunteers is helping us to improve the service we give and work towards accreditation for good practice in rent collection. Again we are looking at the opportunities we offer for tenants to guide how we deliver

Ipswich Borough Council’s Waste and Recycling Team recently begun working with The Salvation Army to increase the number of clothes and footwear donation banks across town. Banks have recently been installed at several Council sites and supermarkets to make it easier for residents to donate their old clothes, shoes and textiles. Great (recycling) result for Ipswich this season! So far this year, residents have recycled nearly 45% of household waste by using both blue recycling and brown garden waste bins. You can recycle even more in your blue bin, including books, drinks cartons, empty aerosols and metal trays, pots and pans, too! Pop your unwanted clean clothing in a council textile bag and seal it tightly before putting in your blue bin. Loose textiles get dirty and cannot be accepted for recycling. HEARS to help The Home Emergency Alarm Response Service (HEARS) is a personal alarm service that has been established for over twenty five years and works to improve the health and well-being of people in Ipswich and the surrounding areas including Woodbridge, Stowmarket and Felixstowe. HEARS enables people needing support to live as independently as possible in their own homes, for as long as they are able and wish to do so. The service works by providing a personal mobile button, which can be worn as a pendant or wrist strap. An alarm unit is also provided and this is connected through a home telephone socket to the Ipswich based 24 hour control team. The alarm can be used in an accident or medical emergency, such as a fall.
