Recycled materials in Queensland’s roads The Department of Transport and Main Roads (TMR) is committed to the Queensland Government’s new Waste Management and Resource Recovery Strategy, particularly working towards a circular economy. While research is continuing, many projects in TMR already identify ways to reduce waste and emissions to deliver sustainable infrastructure. This factsheet provides a snapshot of how TMR is using recycled materials to provide all Queenslanders with a cost effective and reliable road network.

TMR is finding ways to use recycled crushed glass as a substitute for sand and aggregate in road materials. Up to 10 per cent can be used in asphalt bases and up to 20 per cent in gravel bases. TMR is investigating the use of recycled glass in concrete, as bedding and backfill sand around pipes..

by June 2021. Used tyres are recycled and processed into crumb rubber, which is blended into bitumen to be used in asphalt and sprayed seals. Crumb rubber not only recycles old tyres, but can improve the longevity and performance of roads.

Insitu stabilisation of existing roads is undertaken by pulverising the road and mixing various stabilising agents (including cement, bitumen, fly ash and slag) which provides a strengthened rejuvenated pavement. This results in very little waste sent to landfill without needing to consume new materials.

Up to % reduction in greenhouse gas emissions from the use of fly ash. Fly ash and blast furnace slag are industrial wastes from coal fired power plants and steel production. These waste products can be used to replace up to 70 per cent of the cement used in pavements. Up to 35 per cent of the cement used in structural concrete can be replaced with fly ash, up to 50 per cent with a combination of fly ash and slag, and 60 to 70 per cent with slag alone.

TMR is continually researching innovative technologies and using recycled materials to construct sustainable resilient infrastructure which benefits the environment, community, and economy.

Plastics in infrastructure TMR is investing in research to understand the opportunities for incorporating recycled plastics into road infrastructure. The research is considering long-term performance benefits for Queensland’s roads as well as the safety and sustainability of the environment and the community now and in the future.

TMR is exploring new opportunities for the use of recycled materials in earthworks, drainage and concrete, focusing on diverting waste from landfill and supporting a circular economy.

Design Considerations Max span vs Deflection - FRP offers a high strength, low maintenance alternative to traditional materials in both substructure and superstructure. While FRP does not have the young’s modulus of Steel or concrete, it performs exceptionally well in tension and compression. Far exceeding traditional materials of the same mass. FRP is corrosion free, has no moisture absorption. FRP does not leach toxic pesticides, preservatives, and antifungal chemicals such as Chromium, Arsenic and Copper. Whilst fire resistance is difficult to engineer for in environments with a plentiful supply of combustible material, FRP is highly resistant to fire, due to the simple fact that glass does not burn. These factors combined with ease of construction make it an ideal construction material for public infrastructure. The Wagner part of the equation is the many years of experience in design and installation, combined with a high level of quality assurance and testing specifically to give our end users peace of mind.

NEWS from INNOVATIVE NEW SOLAR GENERATOR FOR MULTIPLE APPLICATIONS Sunna Design of France has acquired one of Orion’s American suppliers, adding exciting new products to our range. One example is Sunna’s RISE-On solar platform incorporating multiple applications as shown in this diagram.

The RISE-On range is a fully industrialized solar generator, with smart electronics, energy management and communications software for remote supervision and monitoring. Orion is now offering this solar generator in Australia and invites enquiries from anyone requiring remote power for public spaces or remote areas. The product was developed for the city of Saint Etienne in France on the occasion of an industrial design contest and is installed in the main city square. The lighting is activated by motion sensors and includes CCTV capability, environmental sensors, an advertising board, a WIFI hotspot and a USB charging station. Orion Solar has been supplying solar powered lighting solutions for local government, mining, aviation and marine applications since 2004. Anywhere that the electrical grid is unreliable, unavailable or expensive to access, solar powered lighting is the answer. Now, with the RISE-On solar generator, the same conditions apply to any electrical device with similar energy needs to street lights.

INSTRUCTIONS FOR USE

1 1. Clear pothole of loose debris and excess water to give clean solid supporting edges.

2 2. Add a 25mm to 50mm layer of UltraPatch.

3 3. Compact thin layers with a hand tamper or use a plate compactor for heavy trafficked areas.

The optimum thickness of UltraPatch is 50mm. Contact Boral about repairs deeper than 150mm. If using UltraPatch for a road repair, ensure compacted product is 10mm above surrounding surface. If minor settlement occurs over time due to soft base materials, add UltraPatch to return to the required level. It is best to lightly dust the surface with sand if repair is to be trafficked immediately by turning vehicles.

4 4. Repeat steps 2 and 3 until the repair is at the required level.

Flexible Concrete Erosion Control Mat Australian Concrete Mats is a permanent hard armour erosion protection for the ground surface, whilst also supporting the natural environment. Engineered as an alternative to rock rip rap, the concrete roll is designed to control various types of erosion due to water, wind or vehicular traffic.

CASE STUDY KANGAROO FLAT AND GOLDEN SQUARE FLOOD MITIGATION STUDY A Model in the Benefits of Effective Community Collaboration The Kangaroo Flat and Golden Square Flood Mitigation Study was a wonderful example of how effective and well-planned collaboration between government bodies, experts and the community can deliver innovative and effective solutions to mitigate future flood events. While there had been no recent major flooding to the area, City of Greater Bendigo Council wanted to undertake a study to fully understand the existing flood risk and develop mitigation options. Maria McCrann from Bendigo Council explains that “when Bendigo Creek floods, Kangaroo Flat and Golden Square have a lot of properties impacted. And with climate change conditions, we’re definitely looking into how we can minimise the risk for that community.”

WHY WMS WAS AWARDED THE TENDER FOR THE FLOOD STUDY Bendigo Council has a stringent and detailed process for assessing and awarding tenders.

“There’s a strict criteria that weighs not only the cost of a proposal, but also the methodology and previous experience. WMS had very close knowledge of the flood study here in Bendigo. And that was definitely an advantage.” Maria McCrann, Civil Engineer at City of Greater Bendigo Julian Skipworth, Regional Manager in Victoria for WMS, agrees that his previous experience played an important part in securing the tender. He says, “Preceding this was the Bendigo Flood Study done around eight or nine years ago. I did most of the technical work on that. So I had a lot of local experience which I think helped. And certainly having a local engagement specialist (Make a Change) was a big emphasis in our submission, I’m sure that helped as well.”

COMMUNITY ENGAGEMENT – MAKE A CHANGE Julian’s decision to bring in local engagement specialists Make a Change was a master stroke and ensured the success of the project. Maria agrees, going so far as to say, “That was critical. This project was a very big project, and a lot of the community was interested in what was proposed. The community engagement was extensive. So it was certainly a critical step of the process”. Make a Change is a not-for-profit and certified social enterprise. Their vision is to support communities to make the changes they want. They work with councils and other organisations to deliver community engagement and development work. Karen Corr from Make a Change has realised that the old way of trying to solicit community involvement doesn’t work. These days, a couple of ads in the local paper and a community meeting or two just aren’t adequate. This is why they took a different approach with the Kangaroo Flat and Golden Square project.

Make a Change were also conscious of being inclusive, with Karen saying, “We made it clear everyone was welcome to participate. Everyone could contribute something”. Julian was impressed with the response achieved by Make a Change. He says, “In terms of community engagement, it was really effective and really successful. We had a huge turnout to our workshops. 60 to 70 people came along, probably the highest number I’ve seen for these type of studies, particularly given there’s not been a major flood even in recent years in the study area.” The advantage of involving a specialist communications person was that it ensured a high level of engagement, which was important to Council – they wanted to know the community were properly consulted with and had their say. Having a specialist engagement team in board also allowed WMS to focus on the technical aspects of the study, which in themselves were quite complex and challenging.

Clear messaging and multiple ways of disseminating information were key to reaching as many people as possible.

“We’re always looking for ways to increase participation and involvement. It’s a core foundation of our work. So with this project we created a really comprehensive communications and engagement plan. It was multilayered and multileveled, with a whole suite of activities to ensure that as many residents and businesses as possible would know about this project.” Karen Corr, Executive Director, Make a Change

THE BENEFIT OF COLLABORATION

Community meetings were run by Council and WMS with the help of Make a Change. Strong facilitation allowed the meetings to run smoothly and not be dominated by one or two people.

Everyone that worked on the Kangaroo Flat and Golden Square Flood Mitigation Study benefited, but the community gained the most from the process. Firstly, a solution was identified that has the potential to significantly reduce the flood risk to their homes and

Impressively, an initial list of 80 different mitigation ideas was compiled. Julian notes that “the community came up with around 40 to 50% of those ideas.” A smaller project control group helped reduce that list to around 45 ideas that were then tested by WMS through modelling. It became obvious that some wouldn’t be effective and so began the process of refining the list of ideas. Eventually, ten options were chosen for WMS to do further modelling on. Cost and environmental assessments were also undertaken, before final recommendations went back to the community for approval. Of the final recommendations, Julian says, “The preferred option involved looking at how an upstream dam called Crusoe Reservoir could provide increased flood mitigation capacity. We looked at diverting additional runoff into that reservoir from some of the upstream catchments, and increasing the amount of flood storage that’s available in that reservoir at the start of a large storm event. That ended up being one of the options that had the strongest feasibility, and also had significant community support.” There are also back up options in case that option falls through and is found to be not feasible after further investigation and study.

WMS IMPRESSES CITY OF BENDIGO COUNCIL City of Greater Bendigo Council was impressed with Julian Skipworth and WMS. The advantage of working with someone knowledgeable and experienced in the space of water modelling can’t be underestimated. Maria says, “Julian has been great to work with. It’s amazing how they delivered things on time. And they were really happy to work with us when we had queries. Julian has a lot of expertise. It was so much easier to have discussions with him.” Maria also noted that working with experts saved Council a great deal of valuable time. She acknowledges, “Julian has a very clear idea of what happens around Bendigo. He was really good at presenting to the community as well. So definitely a great asset.”

businesses. But more than that, they got to have input and have their voices heard. Maria explains that this was important to Council. She concedes, “If the community is more on board with these decisions, they’re going to value what we’re trying to achieve.” Karen from Make a Change also agrees that community involvement was beneficial. She says, “Floods are likely to happen in the future, and people need to know about it and need to be prepared. It fits with other work we’ve been doing around community resilience, and being more prepared and proactive in relation to extreme weather events and climate change.”

This Victorian flood study is a wonderful example of how different stakeholders with different interests, but a common goal, can work together and achieve a positive outcome for the whole community.

Springfield Central Sporting Complex Ipswich City Council / Ipswich On behalf of Lendlease Communities and in partnership with Ipswich City Council, Cardno has led the master planning, engineering design and overall management of the delivery of the Springfield Central Sporting Complex. The facility is a combination of two city-wide sporting complexes and a district level park located across 28 hectares of town centre land within Springfield Central. The overall layout includes four senior sized ovals, netball courts, tennis courts, playgrounds and recreation areas, as well as clubhouses to accommodate senior and junior AFL, cricket, rugby union/ league, soccer, netball and tennis. Cardno integrated the expertise from a range of allied disciplines including landscape architecture, traffic engineering, environmental engineering, civil engineering, electrical engineering and irrigation. Our team also provided a sports turf and media specialist to provide expertise in the development of the sporting complex, recreation areas and clubhouses

Grantham Redevelopment Lockyer Valley Regional Council / Grantham Following the devastating floods of January 2011, Lockyer Valley Regional Council took the unprecedented step of purchasing private land adjoining the existing Grantham Township in order to permanently relocate the Town and its residents to higher ground. Cardno was commissioned as the Lead Consultant (Project Manager) in April 2011 to manage the delivery of this significant project. Cardno has managed the preparation of the Grantham Master Plan which was incorporated in the Development Scheme by Queensland Reconstruction Authority (QRA) in July 2011. While the planning process proceeded, detailed engineering reporting and designs were undertaken, allowing construction of the first 90 lots to begin as soon as the Development Scheme took effect in July 2011, with completion including housing by December 2011. www.cardno.com


New Beith Road, Stage 3 Logan City Council / New Beith Cardno was engaged by Logan City Council to complete detailed design of New Beith Rd (Stage 3) which is between Pub Lane and Argyle St, a total of 1.7km, in New Beith, Queensland. The project involved preparing a detailed design to raise New Beith Road and the roundabout at the intersection of Spring Mountain Drive and Pub Lane to achieve 1% AEP immunity. The project also included the extension of Raglan Road through unformed road reserve between Muston Court and Roberts Road and the preparation of a creek stabilisation plan to return the creek to a natural state. Cardno’s commission included hydraulic design and modelling, lighting and electrical design, roadworks and ancillary works, PUP relocation design, environmental and cultural heritage impact studies and detailed structural engineering of 80m and 50m drainage structures respectively. Key deliverables for the project include RPEQ certified plans, detailed design documentation for construction, project cost estimates, flood models and written approvals from all service authorities including environmental and heritage approvals.

Disability Discrimination Act (DDA) 1992 – Auditing and Assessment Various The Disability Discrimination Act (DDA) 1992 and the Disability Standards for Accessible Public Transport 2004 have been implemented by federal and state governments to ensure public infrastructure and sites are accessible for all. Recognising the need for an easy to use auditing and assessment tool to assess public infrastructure and sites against these important legislative requirements, Cardno developed a mobile application which allows auditors to easily assess and collect crucial data to inform clients and stakeholders of areas which do not meet legislation. The mobile application, which is compatible with both Apple and Android devices, provides a structured and user-friendly interface that allows auditors to fill out a digital inspection form during an assessment in the field with pre-loaded legislative requirements. The application also allows auditors to take geo-tagged photos and videos of public infrastructure and sites being assessed to provide a greater understanding of the audited site. The data collected is fed through the application to a centralised location, checked and formulated into detailed reports for clients and stakeholders to provide them with an understanding of areas which are not compliant.

LCC Planning Study project Logan City Council Cardno was engaged by the Logan City Council to provide preliminary design of Road Planning Layouts for a number of major road corridors within the Council’s emerging communities of Park Ridge and Jimboomba. The planning layouts will be used to determine the Council’s future land requirements for the road reserve widths along 19 different road corridors. The proposed scope of service that Cardno provided included preliminary horizontal and vertical geometry to satisfy design, which meets the relevant standards outlined in Austroads and Council’s Planning Scheme Policy. The ultimate road hierarchy of each road corridor informs the land acquisition requirements for individual lots located adjacent to the proposed road corridor. Each road was designed to achieve 1% AEP flood immunity along each corridor and preliminary intersection design was undertaken in accordance with a specific brief provided by the Logan City Council.

Asphalt Reinforcement Pavement Rehabilitation Rehabilitation of the Runway 06 at Perth Airport in Australia: Effective asphalt reinforcement with HaTelitÂŽ C 40/17

Perth Airport, overview

Project Description Perth Airport is the fourth busiest airport in Australia in terms of passenger traffic, operating 24 hours a day, seven days a week. In 2009, after repeated maintenance works over many years, an effective rehabilitation of the extensively cracked Runway 06 Threshold was required to restore its serviceability. The existing pavement consisted of 300 mm concrete slabs constructed in 1960, which were later overlaid with 20 mm asphalt surfacing.

Challenge Due to the severely cracked condition of the existing pavement, resurfacing by using just a thin asphalt overlay was not expected to provide a long-term success. To solve this problem, the propagation of existing cracks and expansion joints from old concrete slabs into the new asphalt overlay needed to be prevented.

Solution To effectively retard reflective cracking and thus extend the service life of the rehabilitated pavement, HUESKER’s asphalt reinforcement HaTelit C 40/17 was used. This solution comprises a flexible reinforcement grid made from high-modulus polyester yarns with an ultralight nonwoven backing for ease the installation. Both the grid and the nonwoven have a polymer-modified bituminous coating (with a minimum of 60% bitumen content) to enable an optimum bond between the asphalt layers. The rehabilitation procedure involved firstly texturing of the existing asphalt surface and construction of a 25 mm thick asphalt layer. Subsequently, the asphalt reinforcement HaTelit C 40/17 was placed in accordance with the installation guidelines, and then covered with a 40 mm asphalt wearing course.

Performance In 2020, approximately 10 years after the rehabilitation, the condition of the Runway 06 was checked during a visual inspection. The pavement was found to be in an extremely good condition, without the propagation of the existing cracks and joints, well exceeding the expectations. Airport authorities have confirmed the asphalt reinforcement solution HaTelit C 40/17 to be highly successful in rehabilitation of what was once known as a very challenging runway pavement.

This case study demonstrates that through effective crack retardation, service life of the rehabilitated pavement can be extended considerably. Positive effects include increased maintenance intervals, lower maintenance costs and reduced disruption to flight operations. BASE GRADE

STABILISATION New research was completed in October 2020 into the development of a mix design procedure for Basegrade Stabilisation undertaken by our Technical Manager, Scott Young, who defines Basegrade Stabilisation as the process of insitu stabilisation of existing granular pavement materials that are mixed with subgrade materials and a suitable binder to improve the engineering properties of the combined layers. The objective of the research was to develop a procedure to enable optimisation of a trial mix design that would satisfy the requirements of a lightly bound application (UCS 1-2MPa) in lightly trafficked local government roads. Through laboratory experimental research, nine pavement types were examined. They consisted of three subgrade materials of medium to high plasticity and subgrade proportions of 20%, 35% and 50% in the pavement structure. Three binder categories were added to the nine pavement types. These were lime/cement/flyash triple blends, slag/lime blends and cement/flyash blends after lime pre-treatment. Unconfined compressive strength testing was the principal test used. The subsequent mix design procedure consists of nine trial mix designs being made available, based on preliminary assessment of the untreated basegrade structure. Elements for evaluation include percent fines, linear shrinkage and proportion of subgrade.
