ANNUAL REPORT

Who We Are The Fudan-UC Center on Contemporary China, based at the UC San Diego School of Global Policy and Strategy (GPS), is the first academic institution established by a major Chinese university in cooperation with a leading North American university. The center serves to connect all 10 campuses of the University of California (UC) system with Fudan University in Shanghai.

It brings together leading research scholars from both universities for academic events and facilitates cooperative research. The center promotes deeper mutual understanding between the U.S. and China.

Greetings from the Fudan-UC Center, which in 2015-16 continued to build on its foundation of a fruitful exchange between universities in China and the U.S. This year, we expanded our engagement with other disciplines and departments, including UC San Diego’s Geisel Library, Jacobs School of Engineering and the Department of History. As well, the China Research Workshop progresses as a popular forum for scholars to offer each other useful feedback on research style, methodology and sources. Our Young Scholars Conference brought together outstanding graduate students and junior faculty. And in the spirit of cultivating young talent, we launched a successful cross-campus essay contest for all Fudan and UC students to become thought leaders on Chinese affairs. We also hosted a conference on Christianity in China that provided timely discussions on China’s new policy on religion between practitioners and scholars from the People’s Republic of China and the U.S. All of these activities have furthered our goal of fostering a mutually beneficial relationship between the UC system and Fudan University and, ultimately, a mutually beneficial relationship between China and the U.S. We express our enduring appreciation and deep gratitude for the generous support the center receives, and we look forward to propelling many more important partnerships in the years to come.

Research Profile Dimitar GUEORGUIEV, assistant professor at the Maxwell School of Citizenship and Public Affairs at Syracuse University, received his Ph.D. from UC San Diego in 2014. He specializes in comparative political economy, authoritarian institutions, governance and survey methods. GUEORGUIEV had this to say about the China Research workshops: All schools advocate the importance of cross-pollination and collaboration, but rarely do such efforts succeed. Indeed, they often fizzle out soon after they begin. The workshops at the center are a clear exception. The program has attracted a consistent and diverse group of faculty, graduate students and visiting speakers from a wide range of fields, including economics, political science and sociology.

I have personally taken advantage of the workshops on multiple occasions to present my own research as well as to stay tuned in to what others are working on. Having recently transitioned from being a doctoral student at UC San Diego to a faculty position at Syracuse University, I hope to reproduce some of this same spirit and energy offered by the workshops for the benefit of the local China research community here in upstate New York.

In April 2016, UC San Diego Chancellor Pradeep KHOSLA visited Fudan University and signed a new memorandum of understanding with President XU Ningsheng to further research collaborations on U.S.China relations, boost visiting scholars and other exchanges and advance flagship international events such as the Shanghai Forum and the California-Shanghai Innovation Dialogue.

Academic Events Fudan-UC Young Scholars Conference: Social Sciences and China Studies

May 20-21, 2016 Fourteen scholars—Ph.D. students and, for the first time, junior faculty—outside of Fudan University and the UC system presented and discussed their latest social science research on China from institutions such as University of Pennsylvania, Yale University, Tsinghua University, Hong Kong University of Science and Technology and Columbia University.

Modern Chinese History Graduate Student Conference

June 13-14, 2016 Co-sponsored by the 21st Century China Center at GPS and the UC San Diego History Department, this conference gathered historians from East China Normal University, UC San Diego and Fudan University. It fostered in-depth exchanges regarding 15 dissertations, submitted and presented on by Ph.D. students, that spanned research on China’s socialist context, traditional drama, medicine, propaganda and environmental preservation during the Mao era.

Participants also explored archives and collections at UC San Diego’s Geisel Library.

U.S.-China University Think Tank Dialogue on Bilateral Relations

June 24-25, 2016 Held in Shanghai and in co-sponsorship with the 21st Century China Center at GPS and Fudan University’s Center for America Studies, this inaugural policy dialogue sparked deep discussions about improving U.S.-China bilateral relations in the 21st century. Attended by policy experts from the U.S. and China, the meeting stayed true to its theme that was domestic influences on U.S.-China relations, such as public opinion, economic interests, as well as policy process and

legislative politics.

New Developments in China’s Policy Toward Christianity July 11-12, 2016 This workshop featured an overview of China’s new regulations for managing religious activities and the specific implications for Christianity. Experts from China presented on how new religious regulations affect Christian communities and discoursed the relationships between Christianity, the Chinese government and traditions, as well as deciphered the impact of Chinese churches on the public good and global Christianity.

Public Events The center promotes a deeper mutual understanding between the U.S. and China by providing a regular forum for dialogue via hosting panels, talks and cultural events.

China Town Hall: Chinese Investment in the United States

Oct. 5, 2015 The eighth annual China Town Hall by the National Committee on United States-China Relations opened with a live webcast on the growth of Chinese foreign direct investment in the U.S., with Robert RUBIN, secretary of the treasury under President Bill Clinton; Sheldon DAY, mayor of Thomasville, Ala.; Daniel ROSEN, founding partner of Rhodium Group; and Stephen ORLINS, president of the National Committee on United States-China Relations.

Aporia of Ethnicity and the State

Oct. 19, 2015 Like other multi-ethnic nation-states, modern China faces challenges posed by cross-cutting and sometimes irreconcilable ethnic and national identities. Naran BILIK, director of the Centre of National Minorities Studies at Fudan University, and Dan Smyer YU, director of the Center for Trans-Himalayan Studies at Yunnan Minzu University, described the evolution of China’s policy on ethnic diversity from a global cultural perspective.

Are the U.S. and China Headed Toward a New Cold War? Nov. 13, 2015 In the wake of XI Jinping’s visit to the U.S., three of the world’s preeminent experts on China and the U.S.-China relationship offered an in-depth analysis of what ails relations between the two countries. They included Thomas CHRISTENSEN, William P. Boswell Professor of World Politics of Peace and War at Princeton University; Susan SHIRK, chair of the 21st Century China Center at GPS; and Orville SCHELL, Arthur Ross Director of the Center on U.S.-China Relations at Asia Society in New York.

Why the China Model Works

Dec. 1, 2015 Daniel BELL, Chair Professor of the Schwarzman Scholar Program at Tsinghua University in Beijing and director of the Berggruen Institute of Philosophy and Culture, discussed his theory and evidence on the nature of China’s political ladder and system of recruitment, promotion and leadership development.

Critical Issues in China’s Economic Reform and Transition

Jan. 7, 2016 Professors from Fudan University’s School of Economics CHEN Shiyi, CHEN Zhao and KOU Zonglai shared their latest research and insight on some of the top problems facing China’s economy today: energy, environment, industrial policy and indigenous innovation.

China: An Alternative Model for Innovation?

Jan. 22, 2016 Moderated by James FALLOWS, national correspondent for The Atlantic, this panel comprised GPS Professors Tai Ming CHEUNG, Dean Peter COWHEY and Barry NAUGHTON, who discoursed the evolving state of Chinese innovation, plus China’s prospects for success in science, technology and manufacturing and the potential impact on the U.S.

The Changing Geopolitics of East Asia

March 28, 2016 In the fourth annual Robert F. Ellsworth Memorial Lecture, Ambassador J. Stapleton ROY discussed the implications for the U.S. of the gradual erosion in its air and sea dominance in the Western Pacific caused by China’s rapid military modernization.

China After the One-Child Policy

April 19, 2016 Wang FENG, process at UC Irvine and Fudan University, addressed the demographic, economic and social imperatives that led to the much-delayed policy reversal of China’s one-child policy in late 2015.

Running a Bank in China

May 26, 2016 GPS Associate Professor Victor SHIH hosted a conversation with Ken WILCOX, emeritus chairman of Silicon Valley Bank, to get an inside look at how banking practices have evolved in a statedominated financial system and firms’ adaptiveness to recent financial crises.

Professor TANG Shiping, Fudan University

Research Profile Professor TANG Shiping was a Fulbright Scholar at GPS for the 2015-16 academic year. During his residence, TANG conducted research on regionalism, ethnic conflict, autocracy and political economy. He also concluded a yearlong project with his Fudan University research team that provided computer simulation-based predictions for Taiwan’s presidential and legislative elections, which may one day transform the field of election prediction and electoral analysis worldwide. He is the Distinguished Professor and Dr. Seaker Chan Chair Professor at the School of International Relations and Public Affairs at Fudan University. Widely published in forums for international relations, institutional economics, sociology and philosophy of the social sciences, TANG’s research focuses on regionalism, ethnic conflict, autocracy and political economy.

M e e t O u r M a n a g i n g A ssoc i a t e D i r e c t o r Xian XU, professor of economics at Fudan University, became the second managing associate director of the Fudan-UC Center starting in fall 2015. “Within these next two years, we must do something good for Fudan University and University of California (UC) but also do something meaningful for the U.S.China relationship,” XU said. As part of that effort, he hopes to amplify the center’s agenda beyond just UC San Diego. This means upscaling its cooperation across all 10 campuses of the UC system as well as organizing new workshops, conferences and stronger means to connect UC scholars with those at Fudan University. “Fudan University regards the Fudan-UC Center as the ultimate think tank,” XU explained. “This is very good for us (Fudan) to be here and help people understand both sides of the U.S.-China relationship.” In bolstering UC and Fudan’s understanding of U.S.-China relations, XU also hopes the center can engage in policymaking dialogues on government levels in China and the U.S.
