ANZAC’S SPIRIT TO BE HONOURED AT ISAAC COMMUNITIES Standing shoulder-to-shoulder from the coast to the outback, Isaac residents will honour the nation’s most revered commemorative services this month. Residents are encouraged to attend dawn and morning services in Clermont and across our towns in Isaac for Anzac Day services on Sunday, 25 April 2021. Isaac Regional Council Mayor Anne Baker said the Isaac region will pay tribute to the sacrifices of diggers past and present. “We will remember the tenacity, resilience and heroism our soldiers have shown us,” Mayor Baker said. “We will honour the strong sense of solidarity, sentiment and pride as we come together to remember the Anzacs and all those who fought for our country. “This year also marks 100 years of the Royal Australian Air Force (RAAF) who were established following the First World War, building on foundations laid by its forerunner, the Australian Flying Corps.

MEDIA STATEMENT BY ACTING MAYOR KELLY VEA VEA On behalf of the people of the Isaac region, I wish to convey to the Royal Family our deepest condolences on the passing of His Royal Highness Prince Philip, Duke of Edinburgh. This is a sad and historic event. Many Australians will feel a sense of personal loss. Her Royal Highness Queen Elizabeth and Prince Philip have been constants in the lives of Australians since their marriage in 1947 and particularly since Queen Elizabeth ascended the throne in 1952. Prince Philip visited Australia 21 times and was a patron of many organisations in this country. In particular, he will be remembered for the Duke of Edinburgh awards scheme. More than 775,000 young Australians have participated in this international program of service and achievement since it began here in 1959. As the Governor-General, His Excellency General
the Honourable David Hurley, has said, while Australia mourns, we should also give thanks for Prince Philip’s lifetime of service, devotion and commitment. Flags at Isaac Regional Council buildings will be flown at half-mast. An online condolence book will be available at https://www.pmc.gov.au/pmc/condolencesform and residents can also sign a hard-copy condolence book at Council offices and libraries from Monday. Condolences will be sent to Buckingham Palace and archived by the Commonwealth and may be displayed at its national institutions, such as the National Library of Australia, forming part of the lasting record of Australia’s close relationship with The Duke over many decades. Online condolences will be accepted until 1 May 2021.
NURSING STORIES OF SHEER GRIT AND RESILIENCE SHINES An exhibition that chronicles the colourful past of Clermont and Blair Athol’s Hospitals will continue to show at one of Isaac’s premier museums. Reflections of Resilience, which dives into historical nursing tales, is now on display at the Clermont Historical Centre. Isaac Regional Council Acting Mayor Kelly Vea Vea said the exhibition will leave visitors fascinated by the sheer grit of Clermont locals who fought against all odds for a cottage hospital to tend to the sick in the 1800s. “Visitors can explore a make-shift 1960s hospital ward, browse a 1920s-1960s surgical instrument collection and view an authentic World War Two nurse’s uniform,” Acting Mayor Vea Vea said. Division 1 Councillor Greg Austen said the exhibition features a nine-metre long timeline to transport visitors back to an era where doctors, nurses and midwifes pioneered medical services in the district. “Their drive for compassion changed the course of Clermont’s history,” Cr Austen said. “Beatrice Huston, a local Clermont lady, challenged the status quo by becoming the first Queensland nurse to enlist in the Boer War in the 1900s. What an inspiring story we can share with our locals and visitors of the resilient nature of
Clermont women.” This exhibition accompanies Back on Track which focuses on the evolution of local racing clubs and stories of the characters, horse and jockeys. Clermont Historical Centre, which is located on Gregory Highway, will be open from Wednesdays to Saturdays between 9am and 3pm. Admission prices for entry are $6 for adults, $4 for pensioners, $3 children under 12 years and $15 per family with two or more children. The Back on Track and Reflections of Resilience exhibitions run from 24 March 2021 to 18 December 2021. DAM DREDGING TO ENHANCE CLERMONT’S WATER SECURITY A $1.36 million project to dredge Theresa Creek Dam will help future proof Clermont’s water security. Isaac Regional Council has engaged a contractor to remove 12,000 cubic metres of the dam’s builtup sediment by the end of May. Mayor Anne Baker said this essential project is just one of many that will improve critical water infrastructure needs in Clermont. “Council is very proud to have partnered with the Queensland Government to bring these works into fruition,” Mayor Baker said. “The dredging process will allow for full access to available raw water at different levels of the water tower. “This means more consistent quality of water can be obtained for the supply to the water treatment plant, and delivery to the Clermont community.” Deputy Premier and Minister for Local Government Steven Miles said the works are funded with the help of the $59 million 2019-21 Local Government Grants and Subsidies Program (LGGSP). “This program is designed is to help local governments deliver priority infrastructure and essential services that meet the identified needs of their communities,” Mr Miles said. “The Queensland Government has allocated $900,000 to the Theresa Creek Dam Water Storage project, which the Isaac Regional Council estimates will create or support 24 local jobs.”
The current water intake tower at Policeman’s Creek channel has four portals for the pumping of raw water to the water treatment plant, which supplies the township’s water source. This project will return two of the lower portals which are silted over, into service. Initial stages of the project have commenced, including preparing the site, earthworks and installing a bypass pump before dredging begins after the Easter long weekend. The Theresa Creek Dam desilting project is a joint initiative of Isaac Regional Council and the Queensland Government. The dredging is expected to be completed by May 2021. CLERMONT SEWER MANHOLE REHABILITATION WORKS Isaac Regional Council wishes to advise Clermont residents of sewer manhole rehabilitation works due to commence: Monday, 12 April 2021 to June 2021 6.30am to 5.30pm, Monday to Friday and 7am to 4pm Saturday Weather permitting Throughout the township of Clermont The project was recently awarded to contractors Nixon Plumbing Pty Ltd, to undertake rehabilitation of the sewer manholes within the township of Clermont. To undertake these essential works the contractor requires access to the sewer manholes, some of which are located within private properties. WHAT ARE WE DOING? Council has engaged contractors Nixon Plumbing Pty Ltd to undertake the project which will rehabilitate the sewer manholes within the area by adding or replacing precast concrete sections and greatly extending their service life. The works will be completed in stages and include the initial investigation of the existing manholes, followed by the rehabilitation works. The works will occur within the urban areas, including within residential and commercial properties and will require access to private properties to access the existing sewer manhole network. Affected property occupants will be given prior written notification. WHAT TO EXPECT Council will be working closely with our contractors
to minimise any impacts of this work on your daily routine. The sewer manholes will be rehabilitated by replacing and adding precast concrete components to existing manholes. During this time, residents may experience an increase in noise and vehicle movement. Machinery access to properties will be required to allow the works to be completed. This will generally consist of a small excavator and may include other equipment. Excavation or disturbance of your yard within close proximity to the manholes may be required to allow manholes to be rehabilitated. Your property will be reinstated to a condition similar to or better than that which existed prior to the commencement of works. The Contractor will ensure appropriate safety, noise and environmental controls are in place at all times and will endeavour to minimise any impact to the local community. There should be no disruption to your water and wastewater services. CLERMONT WATER RESTRICTIONS TRIGGER LEVELS UPDATE Isaac Regional Council wishes to advise the Clermont community that the water restriction trigger levels for Theresa Creek Dam (TCD) have been updated following results of a water supply analysis. Following community feedback, Council conducted a robust investigation into water restriction trigger levels to ensure the ongoing delivery of a sustainable and reliable water supply to Clermont from TCD. Preliminary data from the investigation became available in December 2020, which led to the introduction of an interim Level 1 trigger level of 2.1m below spillway. The final investigative report has now been received and the results support updating the water restriction trigger levels for Clermont from TCD. The assessment was undertaken with consideration to historic rainfall/evaporation, Australian Water Balance Model parameter sets, township demands, storage, spillway/weir discharges, initial water levels, recent bathymetric survey information, and infrastructure
operational criteria and concluded that changes could be implemented to all Levels of Water Restrictions in Clermont. Based on this information, Council adopted the updated Schedule 3 – Water Restrictions Trigger Levels Guideline for Clermont on Wednesday, 24 March 2021 as follows: Schedule 3 – Water Restriction Trigger Levels
EARLY BIRD DISCOUNT FOR RATES NOTICES Isaac Regional Council would like to advise residents that rates notices will be issued from Monday, 29 March 2021. Discount period closes Wednesday, 28 April 2021 Ratepayers who have encountered delays with the postal service in their area can register their email address with Council for an additional rates notice to be issued electronically. If you have recently moved or changed your contact details, please check that you have informed Council to ensure delivery of rates notices on time. Ratepayers who make prompt payment on or before Wednesday, 28 April 2021 will receive a 10 per cent discount on general rates. Rates and levies for families and other domestic
ratepayers in 2020-21 have been frozen at last year’s levels due to the difficult times families and businesses are facing due to the COVID pandemic, and Council taking a frugal budget approach. This financial year, Council granted an interest free period on all unpaid rates notices until 31 December 2020, helping support Isaac families respond to the impacts of COVID-19. If you have not received your rates notice by Friday, 9 April 2021 please contact Council. CLERMONT & MIDDLEMOUNT TOWNSHIP SEWER NETWORK RELINING Isaac Regional Council wishes to advise Clermont residents of sewer network relining works, which are due to commence in March and continue through until June 2021. The project was recently awarded to contractors Relining Solutions Pty Ltd, to undertake structural relining of the buried sewer pipelines within the two townships. To undertake these essential works the contractor will need to access sewer pipelines and sewer manholes, some of which are within private property. WHAT ARE WE DOING? •

Council has engaged contractors Relining Solutions Pty Ltd to undertake the project which will rehabilitate the sewer gravity mains to service the area by structurally relining the interior of the pipelines and greatly extending their service life. The works will be completed in stages and include the pre-cleaning and CCTV investigation of the underground pipelines, followed by structural relining of portions of the sewer gravity network using PVC relining materials. The works will occur within the urban areas, including within residential and commercial properties and will require access to private properties to access the existing pipe and manhole network. Affected property occupants will be given prior written notification.
WHEN IS IT HAPPENING? The works are scheduled to commence in Middlemount initially in March and commence
in Clermont during April, with works expected to continue through to June 2021. These works will be undertaken: 15 March 2021 to mid-June 2021 6.30am to 5.30pm, Monday to Friday and 7am to 4pm Saturday, weather permitting, throughout the townships of Middlemount and Clermont. WHAT TO EXPECT •

The new scheme will deliver a cohesive growth strategy with a consistent development policy framework across the Isaac region. Some of the key provisions in the new planning scheme include reduced assessment requirements for reuse of existing commercial premises, encouragement of nature-based tourism, as well as increased opportunities for infill development in our townships. The planning scheme addresses the State Planning Policy and provides a balanced approach to hazard mitigation and resilience, allowing for quiet enjoyment of private property whilst limiting private property risks in our vulnerable areas. You may have read community announcements on Facebook that the Clermont Show – the Isaac Region’s only show, will go ahead this year after COVID-19 forced the cancellation of shows and other events across the state last year. The Arts and Crafts Pavilion is one of the most popular attractions of the Clermont Show and it’s amazing to see the abundance of talent in painting, sewing, knitting, quilting, crochet, woodwork, Lego construction and other arts and craft in the community. If you’re needing that extra inspiration in watercolours, pastel drawing, alcohol ink painting, knitting or crochet, come and have a browse through the arts and craft books at the Clermont Library. The Show’s Lego section always has a large number of entries and the library has Lego books brimming with ideas for Lego enthusiasts preparing show entries.
PROJECT GUTENBERG Have you heard of Project Gutenberg? Project Gutenberg is an e-resource that can be accessed through the Library, Arts and Culture link on the Isaac Regional Council’s website at https://www.isaac.qld.gov.au/ library-arts-and-culture/e-resources Project Gutenberg was founded in 1971 by Michael Hart with the aim of distributing a trillion electronic literature files by the year 2001. Today, Project Gutenberg is an ongoing project to produce and distribute free electronic books. Have a browse through the catalogue and
you’ll find classic novels such as Pride and Prejudice by Jane Austen, favourite children’s books like The Tale of Peter Rabbit by Beatrix Potter and books with interesting titles that few people may have heard of – ‘Three Men in a Boat (To Say Nothing of the Dog)’ by Jerome K Jerome. There are also books in Languages Other Than English, including French, Hungarian, Italian, Finnish and Spanish. Whatever your genre preference, you’ll find something new or different to read through Project Gutenberg.

ANZAC DAY CLERMONT SERVICES
Coordinated by the Clermont RSL Sub-Branch with support from Isaac Regional Council. DAWN SERVICE A parade from the corner of Capricorn and Herschel streets will depart at 4.20am to the RSL where the dawn service will begin from 4.28am. MORNING SERVICE The community will gather at 9.30am for a parade from the corner of Box and Capella Streets to march down to Remembrance Way for the morning service at 9.50am. Participants are encouraged to maintain social distancing, use the hand sanitisers and not to attend a service or march if they are unwell.
