ISAC'S COMPLETE GUIDE TO INTERNATIONAL SCHOOLS

FOREWORD It is with great pleasure that I write the foreword to ISAC’s Complete Guide to International Schools in Mainland China, Hong Kong & Macau (2014 - 2015 Edition). Choosing an international school for your child is very high on the list of priorities for any family moving abroad and can be a source of anxiety. Will my child settle? Does the school offer the curriculum I want? How big is the school? Where is the school? These are among the many questions that relocating families tend to ask. What we find in our Nord Anglia Education schools, and I suspect is the reality in many others, is that your child's experience of being in an international school will be really stimulating and enjoyable. In addition, they will learn well and think globally. And of course, if the child is happy in school, the family is more likely to be happy in their location so everyone benefits. Of course, each international school is different and they all have their own personality but when faced with a large choice, parents need and greatly welcome a chance to learn about the profile of the available schools and as a result, they are able to narrow down their options before visiting. The ISAC Guide gives a succinct summary of the offer from each individual school, allowing parents to see at a glance what is available and also learn how to find out more about schools that interest them. It is a really helpful and practical guide and a brilliant showcase for all of us that lead international schools in the region. Nord Anglia Education would like to congratulate ISAC on this publication and wish it every success. Kind regards,

Professor Deborah Eyre Education Director Nord Anglia Education

FOREWORD The English Schools Foundation (ESF), Hong Kong is pleased to be included in the first edition of ISAC’s Complete Guide to International Schools in Mainland China, Hong Kong & Macau (2014 - 2015 Edition) and I am honoured to be asked to write this foreword. ESF was established in 1967 to provide an English medium education. The Foundation currently operates five secondary schools, nine primary schools and a school for students with special educational needs in Hong Kong. Two “all-through” Private Independent Schools (PIS) and four kindergartens are operated by ESF’s affiliated company, Educational Services Limited (ESL), which also offers English language classes and sports activities. The curriculum, leading to the International Baccalaureate (IB), is adapted to Hong Kong and the Asia Pacific region. ESF recruits some of the best teachers in the world with experience of the UK, Australian and other international school systems. School facilities provide high quality learning environments. All schools offer a broad range of outof-school activities in Hong Kong and overseas. ESF schools are strongly supported by thriving and dynamic parentteacher associations. There are 17,000 students from more than 50 different nationalities in ESF schools, PIS and kindergartens. About 70% of our students have parents who are permanent residents of Hong Kong. ESF is proud of the high academic and wider achievements of our students; more than 95% go on to leading universities worldwide. ESF is very pleased to be part of the International Schools Alliance of China. In this Guide you will find comprehensive information on international schools in the Greater China region. We thank ISAC for publishing this guide and bringing the international schools community in Hong Kong, Macau and China together.

ISAC'S COMPLETE GUIDE TO INTERNATIONAL SCHOOLS

FOREWORD In the past ten years, membership of the American Chamber of Commerce in South China has grown from 211 to more than 2,300, accounting for nearly 40% of all China-U.S. business, trade and investment. This growth in part is attributed to the availability of high-quality international schools in the community which we serve. An example is the American International School of Guangzhou which offers excellent quality education to the children of our members. In nearly all cases when a corporate expert or executive is asked to move to South China, their first thought is “are there any quality international schools where I can place my children?” The International Schools Alliance of China (ISAC) now provides answers for the above and other education-related questions in a single guide, titled ISAC’s Complete Guide to International Schools in Mainland China, Hong Kong & Macau (2014 - 2015 Edition). With a large number of schools now offering educational services, having a dedicated organization to focus entirely on these schools has helped the process become far more efficient. I believe that the ISAC service will not only help all of us as parents feel more confident about our children’s future, but it will also help our companies attract qualified executives. This will naturally also help the success of our companies. I wish ISAC continued success.

FOREWORD On behalf of GIVES, I am delighted to send our heartiest congratulations to the ISAC team for publishing ISAC’s Complete Guide to International Schools in Mainland China, Hong Kong & Macau (2014 - 2015 Edition). This first comprehensive and useful Guide, initiated and published by your Group, will be such an easy and convenient reference that can be used on a daily basis. This is even more so when you come to understand the demand and growth of international schools in recent years, as they not only service the many expatriate families working away from their home countries, but also the huge number of returned Chinese residing in the region. GIVES is especially happy to be associated with ISAC's new endeavour as our mission represents the friendship and support of the many expatriates working and living in Guangdong Province. As such we have a long and close relationship with international schools through our Hand-in-Hand projects to enhance people's lives. We have enjoyed the valuable generous support and contribution by the many families, teachers, students in our regular fundraising activities and projects with their talented performances, hands-on involvement of homemade food, organising interesting games and activities, selling tickets and participating on-site. WELCOME AND INTRODUCTION Welcome to the ISAC’s Complete Guide to International Schools in Mainland China, Hong Kong & Macau (2014–2015 Edition)! Choosing a school? Visiting schools? Securing admission? Not sure where to start? ISAC is here to help you! This Guide, published by the International Schools Alliance of China (ISAC), aims to provide you with a comprehensive, one-stop resource for all international schools in Mainland China, Hong Kong and Macau, so you can find the answers to all your questions and much more. ISAC is a new dedicated alliance, established in Mainland China, Hong Kong and Macau. Our purpose is to service and advise international schools, specialist colleges, kindergartens, Chinese private schools and Chinese national schools with international programs on matters of interest. ISAC was formed to cater to this rapidly growing sector, which was in need of having a dedicated organisation to focus entirely on these schools. Encouraged and supported by the high level of interest from across the country, our overall mission is to provide a central location for information for schools, administrators, educators, parents, government bodies, human resources and resource providers, through our website www.isacchina.com and this Guide. Mainland China, Hong Kong and Macau has a diverse and exceptional range of education options for students of all ages, but it can be a challenge deciding which one is best suited for your family. In the last decade or so, we have witnessed a tremendous increase in the number of international schools. Currently, the number of international schools registered in Mainland China, Hong Kong and Macau in 2014 is now an astonishing 438, compared to just 63 in 2000. The school numbers and enrollments continue to increase as the definitions of the schools change e.g. schools offering international curricula or schools offering national (overseas) curricula, or mixed schools offering international programs taught both in Mandarin and English. While the information provided in this Guide is as accurate as ISAC can provide, it is based on material provided by schools through our website www.isacchina.com and other independent research. Inclusion in the Guide does not imply endorsement of any school or its programs by ISAC. We are honoured to present ISAC’s Complete Guide to International Schools in Mainland China, Hong Kong and Macau (2014–2015 Edition) to your school and to the greater community.

EDITOR’S NOTE Dear Readers, For those of you looking to find an international school for your child, you've come to the right place. After all, as parents, this is perhaps one of the most important decisions you'll ever make for your child. As a product of international schools around the world, I can proudly say that I attribute my educational success to my varied and rich school life. As a third-culture child, I'm grateful that I can give my two children the same opportunity. When I look back to my childhood, I can recall many nuggets of wisdom recited by my parents over the years. But there was one was always louder than others — go to university. The advice was something that I took to heart. For me, I could think of no other path after high school except continuing my education. I am appreciative that I received the chance to go to an excellent university, as not all get the chance to pursue their dreams of further education. But I am going to let you in on a little secret. As an expat mother living in Guangzhou for more than 11 years, my biggest fear is that I’m going to make a mistake when it comes to selecting an international school for my children, especially when we are no longer in our own familiar territory. For my husband and I, it is a decision fraught with anxiety and one that we will soon be making. The experience that all children have during these formative years will have a profound effect on their skills, attitude and abilities later in life. It’s not an exaggeration to say that in choosing a school we are, to some extent, choosing the person that they will become and ultimately, the university and career that they will choose. With that in mind, I am extremely pleased to introduce you to ISAC’s Complete Guide to International Schools in Mainland China, Hong Kong & Macau (2014 - 2015 Edition) and to our website www.isacchina.com. We have spent a great deal of time and effort compiling this Guide to ensure that the decision of choosing the best school for your child is made easier and quicker. As parents, it is essential that we take the time to research the schools that are available to us. I am certain that the wealth of information provided in this Guide and on our website www.isacchina.com will be an asset to you, as much as it is for me. Going to school is truly a family affair. On behalf of ISAC, I look forward to joining you on your journey to choosing the best international school for your child. Lena Gidwani Chief Editor ISAC

THE BENEFITS OF AN INTERNATIONAL SCHOOL EDUCATION Source: Newsweek Showcase

The growing number of international schools around the world is allowing parents to choose an alternative kind of education for their children - an education for the real world of global communication, international opportunity and cultural diversity. This goes far beyond the confines of the classroom and sees in the learning process the chance for some remarkable lessons. International schools are no newcomers to the educational marketplace - but there are certainly different "types" of international school. Some Credits: British International School Shanghai, Pudong Campus international schools serve a largely expatriate community and focus on teaching a set national curriculum that provides access to tertiary education back in a particular home country. Other international schools have far more diverse student populations and offer opportunities for young people to graduate into a world-wide educational environment. However, in recent years, there has been a growing awareness amongst some international educators and parents about the need for an education that offers far more than a traditional academic curriculum. This is an approach to international boarding school education which offers a more child-centred and holistic approach to learning. These are schools which see an opportunity to specifically develop cross-cultural understanding, an international outlook and an ability to build quality relationships with people from very different backgrounds and creeds. International schools generally have students from different nationalities with different first languages. One international school, high in the Swiss Alps, has students from 60 different nationalities and 30 different first languages. Through a shared holistic approach to education, they find out about each others' cultures and views on the world. By sharing everyday parts of their lives; dining, sleeping, and helping each other tackle the challenges of an exciting outdoor education programme, they learn to develop tolerance. What is more, friendships are formed which transcend traditional barriers and differences. Ordinary day-to-day situations become opportunities to educate the students beyond their own cultural mindset. Students are exposed to diverse experiences and are encouraged to achieve their full potential across many different dimensions, academically, physically, spiritually and socially. It goes without saying that they are also encouraged to have a healthy international outlook! One of the great advantages of this approach to education is that, in the very fabric of everyday school life, students are naturally exposed to many different cultures, promoting a broad-minded spirit of multicultural interest and acceptance. The college encourages students to reflect on the divisions which characterise so many of the world’s problems to find values which see a common humanity behind the diversity. 28

EDITORIAL

"One of the great advantages of an international education is that you can create an environment in which young people from different cultures, nationalities and languages are brought together in one place." Says Dr. Jonathan Long, Headmaster of this Round Square school: "The nature of the problems the world needs to solve today cannot be solved at the level at which they were created. We need to see beyond the fragmented differences of culture, language and religion to a more fundamental reality. One of the great advantages of an international education is that you can create an environment in which young people from different cultures, nationalities and languages are brought together in one place. They have the opportunity to learn that what makes them human is not their cultural identity, language, or religion alone but it is also something essentially spiritual that transcends all of these things. In other words, they have the chance to recognise that there is a common humanity which transcends the differences at which world problems are often experienced today." "This is where an international and holistic approach to education offers some hope. It gives students the chance to rub shoulders with another human being at a more essential level. For example, in the challenges of outdoor education young people from varied backgrounds discover that they experience the same human feelings of fear apprehension and achievement. An international education is as much about the quality of the relationships that can be formed between human beings as it is about a particular curriculum or set of qualifications. These relationships become the soil in which other things can grow. To be effective and fruitful, the curriculum needs this kind of soil, but just as important as the curriculum is the methodology and the values used to deliver it." There are other more obvious advantages of an international education too. Students can learn a range of languages and become truly multilingual - many international schools run bilingual programmes and offer language support for non-native speakers. The students hear these languages being spoken by their friends outside of the classroom, thus adding a degree of reality to the language learning process. Most international schools enable students to graduate to universities throughout the world offering an enormous variety of experience. Universities are often impressed to see that a student has benefited from the unique challenges of an international education. Graduates also have lifelong access to their school’s international network of social and business contacts. Their multilingual and international social skills can provide a powerful springboard to becoming influential leaders in a global setting. Academic rigor is vitally important because academic qualifications are still the passport to accessing a good university and professional career. International qualifications are increasingly popular today and certainly help to promote a global perspective. But in addition to academic rigor, successful people often pay tribute to those elements of a more rounded and holistic international education which exposed them to a wider variety of experiences and learning for life. The main challenge facing education in the 21st century is to educate young people for the 'real world' of diversity and difference. Whether these differences remain as the fragmented divisions of hatred and intolerance will depend to a large extent on the kind of education young people receive. An international education offers the opportunity to celebrate diversity in a spirit of understanding and tolerance and to develop a positive regard and awareness of other people. This must be one of the most important challenges facing the world today - it is certainly a challenge which international education can face with courage and determination.

TYPES OF SCHOOLS IN CHINA By Eric van Wijk and Charles Chao

Credits: Yew Chung International School of Shanghai (Century Park Campus)

The types of international schools in Mainland China are very diverse, making it harder to define. Due to its complex nature, it is often a matter of how they are registered, named or by curriculum.

What defines an International School? International Schools in Mainland China can only cater to students who are not nationals of the host country, such as the children of the staff of international businesses, international organizations, foreign embassies, missions or missionary programs. Students from Hong Kong, Macau and Taiwan are also defined as expatriate students. According to regulations, local Chinese students cannot attend such schools. International schools can only be established by a Wholly Foreign Owned Enterprise (WFOE). In the eyes of the law, they are called ‘Schools for Children of Foreign Personnel’, in accordance with the Interim Regulations for the Administration of Establishment of Schools for Children of Foreign Personnel (released on April 5, 1995). This allows the word 'international' to be used in the name of the school. These international schools were normally registered with the Chinese Ministry of Education (MOE), but as of November 1, 2012, they are now registered with the Provincial Education Departments and filed with the Chinese Ministry of Education. It is recommended that students attend registered schools to ensure their safety and care. The following is an overview of the types of schools in China:

1) International Schools •Registration: Registered by the MOE or Provincial Education Departments •Curriculum: International curriculum e.g. International Baccalaureate (IB), GCE A-Level, American, Australian Canadian, English National Curriculum •Primary teaching language: English •Student body: Expatriate. Chinese nationals are excluded from being enrolled by regulation 30

ISAC'S COMPLETE GUIDE TO INTERNATIONAL SCHOOLS

The international school systems guarantee a smooth transition for children if the family needs to move back to their home country or to other English-speaking countries. Most of these schools are listed in this Guide. For more information, refer to pages 44 to 267 for Mainland China schools, pages 268 to 331 for Hong Kong schools and pages 332 to 334 for Macau schools. Alternatively, you can refer to our website www.isacchina.com for the most updated information.

2) Christian International Schools This is a special group of international schools. The only difference is the community in these schools are religious. Examples of such schools are Grace Academy Guangzhou, Kunming International Academy, Xining International School and International Christian School Hong Kong.

3) National International Schools (excluding Chinese schools) •Registration: Registered by the MOE or Provincial Education Departments •Curriculum: Follows the national curriculum of their home country •Primary teaching language: Teaches in the language of that home country •Student body: Mainly students from that country. Chinese nationals are excluded from being enrolled by regulation •Teachers: Mainly expatriate teachers from that country, with local Chinese teachers teaching Chinese as a second language The national school system guarantees a smooth transition for children if the family needs to move back to their home country. Examples of such schools are Ecole Francaise, Korean, Japanese, German and Swedish schools.

4) Chinese schools offering Kindergarten to 12 with an international curricula •Registration: Registered by local education authorities •Curriculum: International curriculum e.g. IB, GCE A-Level •Primary teaching language: English •Student body: Mainly expatriates. Chinese nationals are also accepted •Teachers: Mainly expatriate teachers, with local Chinese teachers teaching Chinese as a second language Even if these schools are not registered as schools for foreign personnel or as international schools with the Chinese Ministry of Education and Provincial Education Departments, they operate similarly to the true international schools with mainly expatriate students. The essential difference between private schools is how the school is run. These schools employ expat teachers and offer international curricula but allow local Chinese students (in limited numbers). The schools do not have to follow a Chinese curriculum. Examples of such schools are Beijing City International School, Keystone Academy Beijing and Shanghai high School International Division.

Students choose Chinese or international streams depending on post-secondary study •Primary teaching language: Bilingual in English and Chinese •Student body: Mainly Chinese nationals but expatriate students are also accepted •Teachers: Mainly Chinese teachers, with some expatriate teachers teaching international curriculum The schools have to follow Chinese curriculum and complete compulsory education from Year 1 to 9, but not in Year 10 to 12. Students do not sit for the highly competitive national college entrance examination, known as Gaokao. These schools provide a Kindergarten to Year 9 Chinese curriculum but also incorporate elements of an international curriculum. The Years 10 to 12 offer an international curriculum as a priority program but mixed with the Chinese curriculum. The reason the Chinese curriculum is offered is because it is a requirement of the US College Board to obtain an Advanced Placement (AP) score. Examples of such schools are Guangdong Country Garden School.

6) Chinese higher schools offering international programs •Registration: Registered by local education authorities •Curriculum: International curriculum e.g. IB, GCE A-Level •Primary teaching language: Bilingual in English and Chinese •Student body: Mainly Chinese nationals but expatriate students are also accepted •Teachers: Mixed expatriate and Chinese teachers These are also one of the fastest growing groups of schools in China. They only offer the international curriculum to Years 10 to 12 (Year 10 being a foundation year) after attending compulsory years in Kindergarten to Year 9. The students do not sit for the highly competitive national college entrance examination, known locally as Gaokao. Examples of these schools are Huamei Bond International College, Wuxi American School and Alcanta International College. There are also some unusual international (school) divisions are now being established by universities e.g. China Southern University (GCE A-Level) and Peking University (GCE A-Level) for Chinese students aiming to study overseas.

7) Other schools There are many other private schools in China, including English-speaking kindergartens. These are becoming more popular with the more affluent locals who can afford the higher fees and wnt their children to begin learning English from a young age. There are also several English colleges that offer approved English language proficiency exams such as Test of English as a Foreign Language (TOEFL), International English Language Testing System (IELTS) or Common Entrance Test (CET), in order for non-native speakers to gain acceptance into overseas universities.

CHOOSING THE BEST SCHOOL FOR YOUR CHILD By Eric van Wijk and Charles Chao

Moving to a new country is hard enough and for some, just downright daunting. Along with all the hurdles of relocation is the challenge of finding the right school for your children. Luckily for many, there is no shortage of international schools in Mainland China, Hong Kong and Macau – but that makes your decision even harder. Choosing the right school becomes even more difficult with additional constrains of location, curriculum, language taught and suitable graduating outcomes to overseas universities or back to their homeland schools.

Research Many parents are aware of their child’s needs and requirements and will conduct appropriate research to find a school that is a right fit for them. But often, this is not an easy task. Online information is often scattered and going to individual school websites can be tiresome. Some resort to listening to friends or colleagues or seeking advice from relocation companies or HR representatives. Others rely on school marketing brochures for information and even enrol their children before they actually arrive in China. But this is essentially one of the most important decisions that you will make as a parent; the right choice could put them on a path toward lifelong learning, a prestigious college education and a successful career. ISAC was formed to give parents a single, indispensible platform to research, compare information and to make informed decisions. This Guide, as well as our website www.isacchina.com provides the most comprehensive information available on international schools in Mainland China, Hong Kong and Macau. The following are some factors you may wish to consider in your quest to find the best school for your child.

Types of school The type of international schools is diverse and often a matter of how they are registered, named or by curriculum. Opt for a registered school that best suits your child’s needs and that is in line with your future preferences. For more information about types of schools in China, refer to page 30.

Location Being close to a school is a preference for parents when children are young. But once they get older and more confident and independent, they will be able to travel safely to schools further away. Generally, larger and wellestablished international schools have several campuses in different locations housing their primary and secondary www.isacchina.com

students. If you are unable to drop off or pick up your child, ensure that you enquire about school bus services, which are usually available for an additional fee.

Student body When looking at or talking to a school, ISAC suggests asking them about the mix of the student body i.e. is the school more populated in the primary section, middle or high school section; the size of the graduating cohort; or the types of students at the school e.g. number of Chinese students. This will allow you to assess if the school environment will be a good fit for your child.

Primary teaching language and other languages taught International schools teach in English. Depending on the curriculum, other languages are offered, including Chinese, which is generally taught by local staff. Some schools specialise in specific languages to satisfy the cultural requirements of specific communities e.g. French, Spanish or German.

Teachers and staff The quality of the school is determined by its teachers and the leadership of the school. Apart from qualifications and teaching experience, teacher turnover rates and teaching training are truly important factors to consider. If the teaching staff turnover is unreasonably high, there is usually a reason for this. The experience and qualifications of the Principal is also critical to the performance and direction of the school. Don't be afraid to ask the right questions.

School enrolment and class size Most international schools in China are small, with enrolments under 200. At the other end the more established international schools have enrolments in excess of 1,000. Generally international schools have class sizes to a maximum of 25. This varies with private schools that are not regulated to the same extent.

School fees All schools charge fees varying in amounts, with the more established international schools charging the highest amounts. Fees include tuition, resource fees, ESL/EAL fees, capital/building fees, enrolment fees, lunch fees, school bus fees, uniform fees and extra-curricular fees for events and excursions. Parents should be aware of any additional fees. ISAC recommends asking for an updated fee schedule at the time of enrolment. Many schools also offer early fee payment discounts. Generally this applies to full payments for three months before a closing date and may reduce closer to the closing date. Some employers provide support by paying all or part of the fees. Most schools also have individual policies regarding children of staff or additional children, which can benefit from family discounts. The ISAC website www.isacchina.com lists individual school fees provided by the schools. For more information about school fees for the 2013 - 2014 and/ or 2014 - 2015 academic year, refer to our detailed school profiles, starting from page 44 in this Guide.

ISAC'S COMPLETE GUIDE TO INTERNATIONAL SCHOOLS

The academic program of a school will vary depending on the curriculum followed and the philosophy of the school. Most schools will have a statement of their philosophy in the form of a mission statement or school principles on their websites. Parents, when approaching the school, should ask for these details. The age range for the larger international schools is Kindergarten to Year 12 but some schools will only offer Kindergarten 1 to Year 6, Years 7 to 12, only Years 11 to 12 or a mixture of years. Specialised programs for English and learning difficulties are offered by some schools, such as one-on-one teaching support programs. Christian schools offer religious studies as part of their curriculum. Increasingly, the larger Chinese cities now have international kindergartens. Local Chinese children are able to attend these kindergartens.

Entrance tests Many international schools will require an entrance test, usually in English and numeracy, to determine a students’ placement in the school. An oral English test may also be required. Often the evaluation test is short and conducted in the admissions office or with teachers in their classrooms. Sometimes, schools require that a student attend classes for a few hours to allow a teacher to assess if the student is a right fit for the school. Besides testing, the admissions office will also require documentation such as passport copies and school reports from a child’s previous school.

Look to the future Parents also need to know if a school can offer them the flexibility should they be relocated to a different city in China, back home or to another country. An international school offers the greatest flexibility but any school offering an international curriculum would also provide this. It would also be advisable for parents whose children are moving to secondary school to enquire about the compatibility of the primary curriculum to the new secondary curriculum e.g. a student coming from a national curriculum school and moving to a new school offering the MYP curriculum. For students graduating and moving to overseas universities, additional tests for admission may be required e.g. SAT/ AP, in addition to the normal school certification. Parents should consider this as part of the information required from the school of choice.

Other services As schools grow, there is pressure on resources and not all schools offer support e.g. ESL/EAL/Special Needs. Parents should research these areas if their child needs this type of support. Schools also provide additional services such as buses, a school nurse, canteen facilities, school lunches, school uniforms and counselling services.

ISAC GUIDE This Guide as well as our website www.isacchina.com, is a unique publication as no organisation (including the government) publishes such a guide. ISAC recommends and stresses the important of asking the right questions. Do not hesitate to ask for documentation to back up any claims. Take time to make the right decision, as the quality of your child's education will greatly impact his/her future. You will never regret the time you invested in making the right decision and providing the very best education for your child.

INTERNATIONAL SCHOOLS FOR EXPATS IN CHINA By Jivaan Bennett

If you want a more ‘global’ education for your children, you will be pleased to know that there is a wide range of excellent international schools in China, which cater to students ranging from kindergarten to high school level. Currently, China boasts over 438 international schools with most located within cities with a high expatriate population such as Beijing, Shanghai, Guangzhou and Shenzhen. Most of these schools are geared towards sending their students to universities within their sponsoring countries; as such curricula include the International Baccalaureate Credits: Yew Chung International School of Shanghai (Century Park Campus) (IB), the English National Curriculum (leading to the GCE exams), American-based curricula, German-based and other curricula. Teachers are generally well qualified and utilise their students’ mother tongue as the main medium of instruction. Generally the standard of teaching at these schools is often in-line with those in the home (sponsoring) country, which allows for easy transition between schools irrespective of their location. In assessing the quality of education being offered, you may want to consider whether the prospective international school is accredited by any international or local bodies. Some accreditation bodies include the Council of International Schools (CIS - www.cois.org), Western Association of Schools and Colleges (www.acswasc.org), among many others. A list of member schools is usually provided on their individual websites as well as on the ISAC website and in this Guide on pages 44 to 339. You could also check to see if the school is a member of any school partnership organisation or association such as the East Asia Regional Council of School (www.earcos.org), The Association of China and Mongolia International School (www.acamis.org), The Independent Schools Association of the Central States (www.isacs.org), among others. Schools that are members usually have established a good reputation as an international school and benefit from various activities such as interschool competitions. Additionally, international schools are inspected by various inspectorates and government bodies. You should check for inspection reports for schools of other sponsoring countries (if available). Aside from the official accreditations of the above bodies, you should also visit the school yourself. Various pertinent questions to ask include: •What is the teacher to student ratio? This is to ensure that your child obtains as much teacher attention as possible. •What are the entry requirements for teaching staff? This is to find out whether a qualified teacher is teaching your child. •What is the teacher turnover rate and why are they leaving? •What is tha average annual investment in facilities? This is to ensure that school facliities are being upgraded.

•Are there any medical staff on premises or staff with first aid training? This is to ensure that you can depend on the school to take care of your child in the event of a medical emergency. •What are their grievances procedure? Is there a school board which hears and adjudicates over complaints? •Furthermore, if possible, enquire with your local High Commission/Embassy or company and request contact information of other expats that have children. You can solicit their views on international schools. As many international schools do not teach the national curriculum (unless they opt to), there is less information available online apart from what they provide so it is important to get as much information as you can from other parents. Tuition fees for international schools are relatively high when compared with other schools. In China, elite international schools in prominent cities may cost as much as USD$33,000 for senior year tuition. Fees generally vary based on several factors such as grade level, boarding, and extra-curricular activities, with cheaper schools still averaging in the price range of US$10,000 - $15,000 per year. As a rule of thumb, there is usually a small increase in fees each year. Despite these fees, international schools are in high demand and available spaces usually fill up quickly. To ensure the best chance of getting your children enrolled, you should apply well in advance of the new academic year. Enrollment procedures differ, but you should be prepared to submit your child’s passport and visa information, health records, previous school records and recommendation letters. In some cases, your child may be required to show up for an interview and an entrance exam. You should note that local Chinese students in international schools are in the minority if any at all, as they are only allowed to be enrolled in foreign international schools if their parents hold foreign passports.

OVERVIEW OF SCHOOL CURRICULUMS IN CHINA By Eric van Wijk and Charles Chao

International schools in China offer the following internationally recognised curricula. •The best recognised is the International Baccalaureate (IB) in the form of the IB Diploma Program (IBDP) for Year 11 to 12, the Middle Years Program (MYP) for Year 7 to 10 and the Primary Years Program (PYP) for Year 1 to 6. Examinations are external for the IBDP. •The UK National curriculum is also popular. Most British schools adopt the British system, consisting of the IGCSE (Year 9 to 10) and GCE A-Level (Year 11 to 13). Examinations are external for both the IGCSE and the GCE A-Level. The majority of the new national curriculum will come into force from September 2014, so schools have a year to prepare to teach it. From September 2015, the new national curriculum for English, Mathematics and Science will come into force for Years 2 and 6, while English, Mathematics and Science for Key Stage 4 will be phased in from September 2015. •The American system follows the national curriculum with the additional SAT/AP exams for public schools. Examinations are external for both the SAT and AP. •The Canadian system is province-based; the best known are Ontario, Alberta, Quebec, BC and New Brunswick. •The Australian curriculum follows the national curriculum from Foundation to Year 12. They provide a framework but each state is responsible for its implementation, with its own Year 12 examination for High School Years 11 to 12 e.g. HSC in New South Wales or VCE for Victoria. State examinations are external. •Korean/Japanese schools offer their national curriculum. •French schools offer their national curriculum and French

IB Diploma. Many schools will offer a combined curriculum in their secondary sections. Some of these include IGCSE + IB Diploma, MYP + IB Diploma, IGCSE + GCE A-level or IGCSE + National Curriculum (Years 11 to 12). International schools named after a country e.g. Canadian International School of Beijing or Shanghai American School will generally offer the international curriculum (in these cases, the MYP and IBDP) but not their national curricula. However some will stay with their national curricula e.g. Australian International School of Hong Kong and Ecole Francaise Internationale de Canton, as many may return to their home countries for tertiary study. Overseas universities do not specify which curriculum study they prefer, admitting students with international curricula results as well as national curriculum students. It is up to the university's admissions policy. For students wishing to study in USA, they should sit for the SAT/AP tests, which can be done at several centres around China and Hong Kong. 38

ACCREDITING AGENCIES FOR SCHOOLS IN CHINA The National Center for School Curriculum and Textbook Development, (NCCT) A semi governmental agency affiliated to the Ministry of Education of China. NCCT is the only accreditation-related agency approved by the Ministry of Education to carry out accreditation of local and international schools in Mainland China. Many international schools are in the process of seeking accreditation with NCCT generally at the same time as CIS accreditation. Both NCCT/CIS accreditation is a long-term process meeting rigorous self assessment guidelines, school assessment visits and ongoing requirements to maintain accreditation.

Council of International Schools (CIS) CIS School Evaluation and Accreditation is an evaluation process that drives a school’s continuous improvement, through: rigorous evaluation against internationally-agreed standards; a blend of support and challenge, focused on a school’s development; and a peer-based model that brings together international educators from across the world of CIS-accredited schools. CIS is a non-national, non-regionally affiliated organisation and the status of CIS Accreditation confers an international recognition to stakeholders all over the world. The status of international accreditation demonstrates a school’s commitment to high quality international education to the school community as well as to the outside world: prospective families, educational leaders and teachers as well as universities, embassies, other government departments, and global companies and organisations. Accreditation by CIS is extremely intensive of the whole school including pedagogy, philosophy and mission, professional development, education management, finance and other detailed areas of the school.

Western Association of Schools and Colleges (WASC) The Accrediting Commission for Schools, Western Association of Schools and Colleges (ACS WASC) is one of six regional accrediting associations in the United States. The Accrediting Commission for Schools, WASC, extends its services to over 4,500 public, independent, church-related, and proprietary Pre-K to 12 and adult schools, works with 16 associations in joint accreditation processes, and collaborates with other educational organizations. The ACS WASC accreditation process fosters excellence in elementary, secondary, and adult education by encouraging school improvement. WASC accreditation recognizes schools that meet an acceptable level of quality, in accordance with established, research-based WASC criteria.

EdExcel (now Pearson) Edexcel is now a private equivalent of an Education Board based in the UK. It offers accreditation of schools offering UK curricula e.g. IGCSE and GCE A-Levels. The accreditation process is based on a set of criteria and a school is registered and able to use the EdExcel plaque. Schools are renewed annually.

The IBO is not in the true sense an accrediting agency but one that ensures quality control of a school through teacher professional development, school administration and teaching focus to meet the requirements of the IB curriculum. Unlike the CIS it is mainly concerned with the curriculum, its implementation and the school’s preparedness to offer the IB curriculum. As a result of this process, parents and students can be confident that each IB World School, no matter where it is located, has: • commitment to the IB philosophy with a focus on international-mindedness • a rigorous, comprehensive curriculum encouraging student curiosity and inquiry • teachers, leaders, and staff trained in the IB programme and philosophy • school leadership and administrative structures that serve its mission and support the IB programme • a comprehensive plan for implementation and sustainability of the IB programme. Once authorized, IB World Schools engage in ongoing professional development and periodic evaluation. They benefit from a wide range of materials and various regional and global networking and engagement opportunities.

College Board (USA) Curriculums in the USA are state-based, varying in content and accreditation. The College Board is responsible to ensure the curriculum content meets the academic standards for a post secondary education e.g. College and University as well as providing a common entrance examination i.e. SAT and the Advanced Placement (AP). The College Board seeks to ensure that every student in the United States has access to a high-quality education and is prepared to succeed in college. College Readiness initiatives promote curricula, assessment tools, district and guidance resources that help K to 12 students prepare for the academic rigors of higher education. The SAT provides entry from high school and examination subjects can vary i.e. subjects are chosen by the student. Through AP collegelevel courses and exams, high-school students can earn college credit and advanced placement.

Cambridge Similar to the IBO, Cambridge is a UK provider of international curriculums mainly the IGCSE and the GCE A-Level (as well as primary programs) and ensures registered school meet their quality controls in teaching, professional development and curriculum. Cambridge International Examinations is the world’s largest provider of international education programmes and qualifications for 5 to 19 year olds. They are a not-for-profit organisation and part of the University of Cambridge, one of the world’s top universities. Cambridge develops their qualifications according to our Code of Practice and the Cambridge Approach and are accredited as an awarding body by the Office of Qualifications and Examinations Regulation (Ofqual), the UK government’s regulator for awarding organisations and qualifications in England.

MORE ON THE IB

Schools offering the International Baccalaureate Diploma (IB Dip) prepare students for university entrance by following the IB Programme over the final two years of high school. This involves taking six subjects (three at higher level and three at standard level). In addition to the six academic subjects (two languages, a Mathematics, a Humanities, an experimental Science, and a sixth subject representing the Arts or an additional course from the previously mentioned five subject areas), all IB students have to follow a course in Theory of Knowledge (an epistimology course which questions the basis of knowledge. They also have to write a 4,000 word research-based Extended Essay (on a subject of the student's own choosing) of college level standard and accumulate over 150 CAS hours. CAS stands for Creativity, Action (e.g. sports) and Service to the community. Assessment is based on a combination of final examinations and course work, which are evaluated by external examiners worldwide and (in some cases for coursework) by internal assessment. IB examinations for each subject are held on the same days for all students worldwide; May in the Northern Hemisphere and October in the case of most Southern Hemisphere schools. Each subject is scored from 1 to 7, and up to 3 additional points may be awarded for Theory of Knowledge (TOK)

ISAC'S COMPLETE GUIDE TO INTERNATIONAL SCHOOLS

If the school has been an IB School for several years (and in rare cases, a decade or two), look at the school's most recent results but more importantly at their own cumulative pass rate (%) and average score (out of a top score of 45) over the total past years. In many cases, their cohort may not be large and averages can be affected by the performance of a few students. The IB is more holistic than most exams and systems and looks at the overall result. A pupil can get a decent Diploma with high marks in their higher-level courses and relatively low marks in their standards courses. There is much room for misinterpretation and so the global score is the best measure. Also, look to see whether the school restricts access to the IB Diploma Programme to only the most able students, as is the case in many IB schools (in fact, as in the case in many school systems - always try to ascertain whether the school has manipulated its apparent results this way, whether with the GCSE's, AP exams or National Latin Exams). If a school is not highly selective but nonetheless produces good IB Diploma results, it is an indication of good 'added value' education. Universities like the IB Programme and many universities seek to recruit IB students because they offer both breadth of knowledge and depth, particularly in their higher level subjects. The British Universities and Admissions Service (UCAS) has developed a new tariff system which now gives greater currency to the IB scores over A-Levels. An IB score of 38 points out of a maximum of 45 is equivalent to five A grades at A-Level. 30 IB points reflects three and a half A's at A-Level, which is enough to gain admission to most good universities in the UK. Universities like Oxbridge would require higher results. For more information about the IB Programme, please check www.ibo.org.

essays and for the Extended Essay. A minimum of 24 points is required to obtain the IB Diploma while 45 points is the maximum. A school that has 35 diploma candidates in a given year, out of which 32 passed, has a pass rate of 91%. You can judge the results for yourself by knowing that the world average pass rate is approximately 82%. (Pupils may also opt to take certificates in the individual subject areas though these on their own may be insufficient for university entry.)

MAINLAND CHINA China, officially the People's Republic of China, is comfortably the largest country in the world today, with an impressive 1.36 billion (excluding Hong Kong and Macau). Over the past ten years, expatriates with a sense of adventure and the right skills are flocking here and loving what they see. Shanghai and Beijing are the most popular destinations, while Hong Kong and Guangzhou has been an expat success story. In addition, a change in policy allowing Chinese students to attend Chinese-owned and run international schools has blown open the doors for school developers looking to the meet the increasing demand from China’s expanding middle class. With a surging private sector economy and growing middle class fueling demand, particularly for Westernstyle systems and school strategies, international schools in Mainland China are experiencing phenomenal growth. Currently, there are 183 international schools in Mainland China. All of these schools are listed in this Guide, by city and alphabetically. You will also find detailed profiles of each school, listed once again by city and alphabetically. For more information, visit www. isacchina.com.

The Swedish School Beijing (SSB) was founded in 1994 and is open for all Scandinavian students. SSB follows the Swedish National Curriculum. SSB accepts students aged 2 to 12 years. Classes are taught in small groups, so each student can be monitored progressively. Due to a longer Chinese school day, SSB is able to hold English and Chinese classes. The school is a small, community-focused institution that is able to provide individual support for students. SSB has a supplementary Swedish program for children aged 6 to 18 years and “Språkglädje” for children aged 3 to 5 years. Our tuition fees are substantially lower than those of the international schools, since the Swedish School Beijing is partially financed by Swedish government grants.

CHANGSHA

Changsha WES Academy is an international Kindergarten and Elementary school located in Changsha, Hunan Province, People's Republic of China. Changsha WES Academy (CWA) is the first English-speaking international school located in the vicinity of Changsha City. CWA was established by the Changsha Economic and Technical Development Zone Administrative Council (CETZAC) in co-operation with China-Singapore SIP International Education Services Co. Ltd. (CSIES) and Worldwide Education Services Group Pte. Ltd. (WES) to provide an international education for the children of expatriate families living and working in the area. CWA started classes on 1 September 2010 with just four children aged 6 to 10. On 14 February 2011, the Early Years Programme started with ten children aged 3 to 5. As the number of foreign families relocating to the Changsha area is increasing, we anticipate that the school will rapidly grow. Currently, CWA offers classes for children aged between 3 and 11. As the international community in the Changsha area grows, we intend to expand upwards and eventually offer classes up through Grade 12. Mission

CWA aims to create a vibrant school community where everyone works together to challenge and support our students as they strive for excellence in academics, an appreciation of the arts and active participation in sports. The school wishes to develop our students a sense of understanding and compassion for others, foster a spirit of innovation and experimentation and instil in them the courage to act on their beliefs.
