Meet Turtle Bay Resort’s Pono, a sweet-as-a-candy cane Labrador Retriever. Stephanie Kendrick explains Hawaiian Humane Society’s ongoing mission to allow dogs in restaurants. Sweet girl Layla is breaking all the typical bulldog stereotypes. Of course she enjoys a good nap and takes as many as she can get, but this beauty is anything but lazy. Layla is happiest when she is on an adventure. Her hobbies include hiking, biking, kayaking, and paddle boarding. She also enjoys dressing up and attending all the pet-friendly events so say “Hi!” if you see her with her parents! Layla was born on the coast of North Carolina. When she was adopted by her family she had no idea how adventurous her life would be. She spent her first year exploring her home state from the mountains to the

sea. Later Layla moved to Southern California where the adventure continued until her family relocated to Hawaii. Since being in the Aloha State, Layla has logged many miles chasing waterfalls. But it’s not all fun and games for this cutie: she also has a job to do. Layla was a Marine Corps mascot for her mom Sheena’s unit. Naturally, she was a showpiece at ceremonies and extraordinarily helpful with Toys for Tots events. And even though her mom is no longer serving, Layla continues to support the Marines by offering her services as a mascot. IDM

f course it had to be a Lab. There were other contenders— Rescue shelters were visited, Labradoodles were looked at, and everyone wanted to nominate a pooch that reminded them of that special one they’d loved. But the new sweet, furry, face of the Turtle Bay Resort is Pono, a Labrador Retriever from the Big Island. The choice was made with a little guidance by Susan Luehrs of Hawaii Fi-Do, the organization that trains dogs for people with disabilities. She advised them to get an easy-going puppy so training could start early. That’s because the hotel has a lot of challenges, like stairs, elevators, and other dogs (Turtle Bay is pup-friendly, up to 25 pounds). Not to mention the folks that crowd around him when he cruises through the lobby to the Guidepost, an open-air concierge station with Alicia McCumbers, his hotel “mom.” Pono arrived at only 12 weeks old. He spent his early days at The Stables, which Alicia manages, getting used to an environment that included horses, chickens, and a couple of barn cats who weren’t too thrilled to meet him.

meet people. Lots of people! As Alicia says, “So many people just want their puppy fix. They miss their dogs and they show me pictures and share stories about them. And now people come up and say, ‘We came here because we wanted to meet him!’” Already, his fame is growing. Pono is featured prominently on the resort’s website, and @ponoturtlebay has more than 600 followers on Instagram. Folks find him when they explore the hotel online, then message, “We’re coming! Can’t wait to meet you!” There is even Pono swag available, including a lookalike stuffed toy. So cute! Although Pono is very mellow and loves to be the center of attention, he does have an inquisitive streak. “One time a couple got out of the elevator with a baby carriage with a little dog

inside that started yapping at him. So now he has to check out every baby carriage, hoping for another dog,” said Alicia, who takes him home with her and who’s in charge of his ongoing training. And yes, training is ongoing. Hawaii Fi-Do is also located on the North Shore, and a symbiotic relationship has developed as Susan brings dogs to work on Pono’s socialization and Turtle Bay raises funds and awareness for the non-profit, including the recent Howl-O-Ween party where Pono dressed up as Bruno Paws and collected donations. The goal is for Pono to be trusted to walk calmly through the lobby without a leash. Not this year, and maybe not next, but it’s only a matter of time. And patience. And love. The Hawaiian Humane Society has long championed the integration of pets into our daily lives. We hope to take a big step toward that goal by passing a law that would give local restaurants the option to adopt pet-friendly policies.

any local businesses have implemented pet-friendly policies in recognition of the role of pets as beloved family members. Restaurant owners, however, are prohibited from allowing dogs— even in outdoor dining areas—by state Health Department rules. Nine other states and many municipalities nationwide have passed pets-in-restaurants laws without jeopardizing public health. Dan Nykolayko travelled from Southern California to Oahu last year to participate in the Duke’s Oceanfest “Going to the Dogs SurFUR ComPETition” with his French bulldog, Cherie the Surf Dog. While they enjoyed their stay, he was surprised at the lack of opportunity to bring Cherie with him for a bite to eat. “There are many pet friendly counties in Southern California that allow dogs on patios and it definitely makes for a fun evening out with your pooch. If we were able to do that (when we visit) Hawaii, it would make for an even better island experience,” said Nykolayko. Hawaiian Humane is working to build support ahead of the next legislative session in January for a bill that would give Hawaii 42  ISLAND DOG MAGAZINE • WINTER 2018

restaurant owners the option to adopt pet-friendly policies for their establishments. Pets-inrestaurants bills have failed at the Hawaii Legislature in the past, so harnessing the support of pet owners, animal lovers and business leaders within the food service industry and beyond will be critical to the success of this campaign. Early supporters of the petsin-restaurants effort include Lisa Kim, director of marketing for BREW’d and REAL a Gastropub. “I personally love dogs,” said Kim. “Especially today, people love their animals like family. If an establishment says it’s OK and customers want to bring their companions, they should be able to do that.” Kim explained that there are already rules restaurants have to follow when cleaning up human-caused messes and she thinks they are adequate to address any health concerns. “I would expect owners to be responsible for their pets and respectful of staff and other customers,” said Kim. Casey Lovern, dog mom and Hawaii operations manager for Chambers & Chambers Wine Merchants, agreed that the law would be a strong incentive for

pet owners and their furry family members to work on their manners. “If taking (her dog) Ted out to eat is something that is open to us, we would do everything we could to make sure we were preparing him to be well behaved and comfortable in that setting. We would make sure we were abiding by the comfort level of the patrons around us,” said Lovern. “You want this to be a good experience for everyone.” Chambers & Chambers, a petfriendly business itself, supports the campaign and Lovern expects many of its clients in the Hawaii food and beverage industry will see the opportunity to adopt a petfriendly policy as an important way to serve an evolving community. The transformation of Kakaako is a good example, said Kim of BREW’d and REAL a Gastropub. She pointed out that Keauhou Lane, REAL a Gastropub’s new home, is pet-friendly. “There is a trash receptacle with poop bags right outside the restaurant,”

she said. “I was in Kakaako for a couple of hours the other day working on the new restaurant and I couldn’t believe how many dogs walked by with their owners.” Other businesses that have already signed on in support of a more pet-friendly community include Big City Diner, Hawaii Doggie Bakery, Kaimuki Superette, Mud Hen Water, The Public Pet and Town. My wife, Vickie, is totally blind and has been a guide dog handler for the past 18 years. I know firsthand how a well-trained service dog can help someone with disabilities, literally changing their lives forever. Four years ago, when I learned Hawaii Fi-Do Service Dogs was looking for an executive director, I happily came out of retirement to join their team. Fi-Do, founded in 2000, is a small but mighty organization that trains and provides legitimate service dogs, free of charge, to people here in Hawaii with disabilities other than blindness. There are currently 11 dogs in training. The organization also provides related education to the public, businesses and the government.

ost folks would love to have their doggies with them as much as possible. We totally, totally, get it, as we are dog lovers to the max! However... On January 1, 2019, a “fake service dog” law will go into effect. It will be illegal for a person to pose their dog as a service dog when it is not, with fines that can run from $100 to over $500! There clearly is a need for education, calmly and sensitively shared. Unlike some European countries, businesses in the United States generally have not allowed dogs into their establishments, thinking that many customers do not want dogs around when shopping. Further, state health departments do not allow dogs (except service animals) to be in establishments that prepare, sell or serve food. The ease of obtaining “service dog” vests and IDs on the Internet has been a serious problem, as people have been “passing off” their pets in order to gain access to businesses. This is wrong. The intent of the “service dog” section of the Americans With Disabilities Act (ADA) is to allow those with true disabilities to be helped by carefully trained dogs. “Really?” they ask, “What is the big deal? No one is getting hurt!” But there are at least three serious problems. Businesses are understandably growing more and more confused when trying to determine which dogs are legitimate service dogs. Because of this confusion, true service dog teams are increasingly being more heavily scrutinized, adding to the already stressful challenges the handlers have when just trying to cope with their very real disabilities. While service dogs are well trained, they are still dogs, and when they come in contact with untrained, misbehaving, or aggressive dogs, it can be a serious distraction. They can lose focus on performing the tasks they have been trained to do. This happens more than you may think. One personal incident that stands out, involving a medium-sized dog that the handler assured me was

ability of this new law. The ADA specifically states establishments cannot require service dog IDs and vests nor inquire about a person’s disability. But there are two questions that can be asked. “Is this a service animal required because of a disability?” and “What specific task has this service animal been trained to perform for you?” Why is this a good law? Because it’s the beginning of a badly needed education process! We believe most people are law-abiding citizens, and, once they know the law and the intent behind ADA access, will begin to rethink what they are doing. Some may continue to break the law, but this will be the beginning of positive change. If you know someone who has been doing this, please try to find a way to sensitively talk about it. Tell them how the ADA access law was intended to help those with true disabilities, and that they are causing problems affecting true service dog teams. The more vocal abusers say: “Well, it’s not against the law!” That all changes January 1st. To understand further, look at the intent of the ADA law. For about 100 years, there have been service dogs available to those with disabilities. But not all establishments allowed service dogs entrance. The ADA changed that by requiring businesses to allow access to service dogs and their partners with disabilities to wherever people would ordinarily have access. The operative word here is “disabilities.” The two components to be a legitimate service dog team are a person with a disability and a dog trained to perform meaningful tasks specifically related to the disability. Complicating the access issue are two other federal laws—the Air Carrier Access Act and the Fair Housing Act. The former requires airlines to allow emotional support dogs on flights, and the latter allows emotional support dogs to live with their people partners in housing that otherwise does not permit pets. I believe many of these owners confuse emotional support animals with service animals. While they play an important role in the mental health of their partners, both the ADA and Hawaii State law specifically state they are NOT service dogs and do not have the same access. Whether this should be changed is a matter outside of the purview of this article. We are not naive about the enforce-

Windward Oahu’s First Dog Park Paws for Celebration

T

he Windward Dog Park Hui (WDPH) has reason to rejoice with the announcement of the opening of an off-leash dog park–the first one in Windward Oahu. Wearing their traditional green T-shirts, Hui members assembled in Kailua under October 2’s blazing midday sun to celebrate as State and City officials and landowner representatives described plans for a multipurpose community park, including said dog park. The 6.8-acre parcel of land on Hamakua Drive between Aoloa and Akoakoa streets was donated by Alexander and Baldwin. The community park is envisioned as a state-of-the art facility with a rock climbing structure, playground equipment, workout machines, a community garden and water features for our furry friends. The state has budgeted $3.8 million for development and the city is expected to manage the park once it opens. The project marks a victory for the WDPH, which has been campaigning for a dog park for nearly four years, and for those who paved the way some 20 years ago. “It also demonstrates the ability of our Windward lawmakers to address the community’s needs,” said Janine Tully, WDPH president. “Special kudos go to Rep. Chris

The Mission Continues in Kaneohe The group continues to work with Councilman Ikaika Anderson, who has taken the lead in finding a suitable site in Kaneohe. Anderson has been steadfast in his support for a city parcel next to Bay View Golf Course as a potential dog park site. Once the parcel is assessed by the City Department of Environmental Services, it will go to the Department of Parks and Recreation, which manages dog parks. “This is not about having a dog park for Kaneohe or Kailua folks only,” said Tully. “It’s about providing our district with a safe place for people to take their dogs closer to their homes.” IDM
