ASEAN Plus Three Tourism Youth Summit held in Siquijor by Rizalie Anding Calibo SIQUIJOR (PIA) -About 38 foreign participants and 16 Filipino representatives are now in Siquijor Island for the ASEAN Plus Three (APT) Tourism Youth Summit hosted by the Department of Tourism (DOT) on June 19 to 25 in the provinces of Siquijor and Negros Oriental. This is the second year that the Philippines is hosting the summit following the successful APT Tourism Summit in 2015 in Cebu and Bohol, said Department of Tourism (DOT-7) Regional Director Rowena Lu Montecillo. The summit is pursuant to the ASEAN Plus Three Tourism Cooperation Work Plan 20132017 adopted during the 12th Meeting of ASEAN, China, Japan and Republic of Korea (ROK) Tourism Ministers in January 2013 in Vientiane, Lao PDR, wherein the Philippines and Thailand were selected as the lead country coordinators. With the theme “Scenes. Senses. ASEAN Spirit”, the summit aims to strengthen the community and cooperation siprit among ASEAN, China, Japan and Republic of Korea, Montecillo added. It likewise seeks to operationalize the Memorandum of Cooperation signed by the ASEAN Plus Three Tourism Ministers during the ASEAN Tourism Forum in Manila this January. One of its objectives is to provide a venue for the youth delegates to immerse in cultural exchangwe and appreciate each other’s views and tradition, and for the houst country to showcase its natural and cultural treasures, she said. Siquijor parolees, probationers undergo training on gender issues SIQUIJOR (PIA)—Nearly 40 parolees and probationers here have undergone the phase 1 of the Gender Responsive Therapeutic Community Modality Training conducted by the Siquijor Parole and Probation Office (SPPO). The seven-day training is one of SPPO’s strategies to raise awareness on gender issues considering that one of the significant concerns of the agency is the lack of full implementation of Gender Sensitivity Training (GST)-Integrated Rehabilitation Program. Eventually, it hopes to make clients depart from “street behaviour” and commit them to right living, SPPO Officer-In-Charge Antonette Baldonado said during the event. Therapeutic Community (TC) Modality is one of the three flagship programs of the Parole and Probation Administration. It has been adopted as a community-based treatment program which aims to modify the behaviour of an offender whether convicted in drugs or other related crimes to make him functional and productive, Baldonado said in her project brief. She said it is traditionally an open program or a system that promotes change, a learning community that does not believe in word “punishment” but “learning experience.” In TC, she added, people come together to help themselves.

DOST Siquijor turns over PhP1.4M to SETUP, GIA beneficiaries SIQUIJOR, July 12 (PIA) - -A total of PhP1, 401,511 was turned over recently by the Department of Science and Technology (DOST) Siquijor to various Small Enterprise Technology Upgrading Program (SETUP) and Grant-in-Aid beneficiaries. The turn over ceremony held at the DOST Siquijor Provincial Science and Technology Center was spearheaded by Provincial Science and Technology Director Engr. Mario de la Peña and witnessed by DOST Siquijor staff. Elena’s Bakery and Pasalubong Center of Enrique Villanueva, Siquijor through its proprietor Elena Ibera received the check worth P300,000 while Manager of Larena Triad Coffee Shop Mariecar Masayon received P600,000 and proprietor Ernesto Balababa II of Dongon N Balababa Enterprises, P156,628. With the aim of helping these
beneficiaries become more competitive, DOST Siquijor conducted technology needs assessment. Te c h n o l o g y u p g r a d i n g i n terms of processing equipment was recommended. With the turned over amount, the beneficiaries can now purchase the recommended processing equipment stipulated on the notarized MOAs.
For 36 months, the SETUP beneficiaries will pay the financial assistance without interest. On another development, Brgy Poblacion of Siquijor, Siquijor and San Antonio Women’s Association for Better Environment (SWABE) received PhP 258, 000 and P86,883, respectively. The beneficiaries were reminded to spend the money based on the approved
Line Item Budgets of the respective MOAs. Prior to the turnover of checks, DOST Siquijor and the beneficiaries signed a Memorandum of Agreement for the corresponding SETUP and GIA projects in March 2016. In an interview, Provincial S&T Dir. Engr. Mario de la Peña is optimistic that these SETUP projects could bring additional employment and/or revenue while the GIA projects result positive development to beneficiaries. The Small Enterprise Technology Upgrading Program (SETUP) is one of the core programs of DOST which aims to capacitate the MSMEs to be more competitive and productive while the Grant-in-Aid Program provides grants for the implementation of programs/projects identified in the current S&T priorities. It is an effective environment where probationers/parolees can unfold and disclose their real feelings, emotions and secrets, Baldonado added. The training seeks to prevent drug relapse, recidivism and recurrence of criminal behaviour and promote correction and rehabilitation of offenders. It also hopes to provide clients with services such as psychological, clinical, medical, educational spiritual, vocational, sports and family services. It as held at the Civil Service Conference Room, Old Capitol Building, Larena, Siquijor from May 31 to June 9, 2016. Activities and topics ranging from TC and its hierarchical structure, organizing the TC Family Awareness of Self and Others, Addictive Behavior, Resistance and Process of Change to Reponsible Love and Concern through group and peer confrontation were facilitated and handled by Baldonado and her Senior Parole and Probation Officer, Christine Javier, with her staff Genes Kristian Gubantes and Elizabeth Gomos and the active Volunteer Probation Assistants (VPAs) in the province. Lingering effects of El Niño push up inflation in June 2016 Inflation in June 2016 rose to 1.9 percent from 1.6 percent in the previous month due to increases in food and non-food prices, according to the National Economic and Development Authority (NEDA). This is within the Bangko Sentral ng Pilipinas’ forecast of 1.5-2.4 percent for June 2016 and the median market expectation of 1.9 percent. “The hike in inflation can be attributed to the residual effects of the weakening El Niño and the slight recovery of oil prices,” said Socioeconomic Planning Secretary Ernesto M. Pernia.

“But the inflation trend in the first six months of 2016 was manageable. This is expected to continue for the rest of the year against a backdrop of expanding productive capacity of the domestic economy and persistently low oil prices,” the Cabinet official said. Rising prices in housing, water, electricity, gas, and other fuels drove inflation in the non-food group to 0.9 percent. Inflation in June also adjusted to the rise of oil prices for 2016. “International oil prices have yet to recover, but as global demand improves alongside the pressures brought by the Canada wild fires and the political unrest in Nigeria, the biggest oil exporter in
Africa, oil prices have reached its highest level in 2016,” the Cabinet official said. Food inflation also rose by 3.0 percent in June 2016. The lingering, though waning, effects of the El Niño, caused the uptick in prices of vegetables and livestock, among other food commodities. Rice registered a year-on-year deflation of -0.5% in June 2016 but prices picked up slightly by 0.2 percent from the previous month as El Nino-related droughts continued to negatively affect rice production. Pernia said government should start preparing for the upcoming La Niña while farmers recover from the impact of the El Nino phenomenon. “We should intensify monitoring.the status of flood control projects and the clearing of drains and waterways. We also need to improve the agriculture logistics chain by constructing more bridges to connect farming areas separated from markets by rivers that are non-traversable during the rainy days,” the NEDA Director-General added.
