Province, PNP readies for APEC 2015

SIQUIJOR (PIA)—The provincial government of Siquijor and the local office of the Philippine National Police (PNP) are preparing for the Asia Pacific Economic Cooperation (APEC) 2015 meetings to be held in Cebu. Governor Zaldy Villa said there is a good reason for Siquijor to prepare for APEC 2015 even if it is not hosting the meeting. He said that Siquijor is one of the major tourist destinations in Central Visayas so there is a possibility that the delegates and their families may want to experience the island’s natural beauty and serenity.

Police Sr. Supt. Erson Digal, during the coordination meeting at Capitol last week, said more than 3,000 international delegates are expected to be coming in and out of Cebu from August 22 to September 11 for the conference. To ensure safety and security of both local and foreign tourists, Digal said as task unit was created with him as the Task Unit Commander, Deputy for Operations P/Supt. Crisaleo Tolentino as the deputy task unit and the chiefs of police of the six municipalities as the sub-task unit commanders.

Siquijor Provincial Police Office Officer in-charge Erson Digal (above left) and Governor Zaldy S. Villa (right above) lead the coordination meeting on Security Preparations for APEC2015 held recently at the Provincial Capitol.

“Siquijor is not a venue for APEC 2015, yet we anticipate that some delegates, their families and party might decide to visit the mystical island known as the healing capital of the country, for an adventure and soul searching,” Digal said. He added that as prime movers of peace and order, they can assure them of security and safety during their stay in the island. PNP, he said, has coordinated with the government agencies, hotels, and beach resort owners and operators and other stakeholders for the formulation of the security plan with a series of coordinating conferences. It has also attended numerous trainings and refresher courses conducted by Police Regional Office (PRO7) as part of the preparations for APEC 2015. During the event, he said he will deploy overt/covert security personnel in all areas of destination where APEC 2015 delegates may choose to visit. He said the Siquijor Police Provincial Office (SPPO) has a total personnel of 246, 12 of which are police commissioned officers, 202 are police non-commissioned officers, and 32 non-uniformed personnel. On mobility and firepower, SPPO has 13 serviceable patrol cars, six serviceable motorcycles, 219 short firearms, and 71 long firearms for a total of 251. On communication devices, SPPO has a total of 24 handheld radios, although lacking repeaters, three base radios, nine cellular phones, three landline phones and one facsimile machine. All have internet connections except the platoon, added Digal. SPPO will also be utilizing t h e Tr a ff i c E n f o r c e r s , B a r a n g a y Peacekeeping Action Teams (BPATs), and other force multipliers from the six towns in coordination with the local chief executives to complement the efforts of the APAC 2015 sub-task units. “SPPO personnel has limited personnel and logistical resources, but no doubt we will be able to deliver sense of security and safety to all visitors wanting to experience the serenity, scenery, and tranquil atmosphere of the island,” Digal finally said. No smoking while breastfeeding, lactating mothers told Lactating mothers should avoid smoking, drinking alcohol, and using illegal drugs to ensure the safety of their child while they are breastfeeding. This is a reminder from breastfeeding experts and advocates here during a Kapihan forum on the importance of breastfeeding. According to Hilda Torres, breastfeeding program coordinator of the Integrated Provincial Health Office (IPHO), breastfeeding mothers should avoid vices such as smoking or drinking alcohol because its harmful contents can affect infants through breast milk. “It will pass through the breast milk. Breast milk is what the mother feeds her baby. Most probably, what the mother has taken in will also be absorbed by the baby,” Torres said. A s i d e f r o m t h i s , To r r e s also underscored the importance of proper diet during lactation. She noted that while it is important for mothers to eat nutritious food that will help increase their lactation, mothers should also keep track of the amount of food they are taking. The health official explained that if a mother is breastfeeding, she should have an intake of at least two servings

of vegetables to ensure her own nutrition since her baby is absorbing nutrients from her body when she is breastfeeding. Torres shared this to raise awareness on proper breastfeeding in line with the annual observance of National Breastfeeding Awareness Month this August. Breastfeeding is essential to achieve optimal nutrition for the baby, said Clarisse Sy, another breast feeding advocate and administrator of a blogsite called Dagit Dumaguete. “One of the goals of our group is to continue raising awareness about breastfeeding. We also want to help local companies and public offices to establish lactation programs to protect the right of lactating mothers,” Sy said. Just this month, Dagit Dumaguete together with the Rotary Club of Dumaguete held the 1st “Hakab Na!” event in the city to strengthen the advocacy on breastfeeding. A total of 178 mothers and babies participated in the event. The activity gathered breastfeeding families, lactation experts, peer counselors, and breastfeeding advocacy supporters to promote the importance of providing proper support to breastfeeding mothers.

“We are hoping that it will not be the last ‘Hakab Na!’ event in Dumaguete,” she added. For the part of the government, Torres disclosed that the IPHO is promoting exclusive breastfeeding to all rural health units in the province and based on their 2014 data, the percentage of mothers who are practicing breastfeeding is set at 60%. “IPHO promotes exclusive breastfeeding during the first six months of life,” Torres said. As for the programs of the Dumaguete City Health Office in relation to strengthening the campaign on breastfeeding, breastfeeding program coordinator Primrose Bueno also said they are set to conduct lecture on the importance of breastfeeding t o 2 0 b a r a n g a y s i n t h e c i t y. Aside from this, they also emphasize the health benefits of exclusive breastfeeding to pregnant women during their pre-natal check-ups. With these, breastfeeding advocates hopes that more mothers will be aware on the importance of breastfeeding in providing nourishment to their children. (rmn/ral/PIA7-Negros Oriental)
