Siquijor province marks high compliance to 4Ps conditions by Rizalie Anding Calibo

SIQUIJOR (PIA) -- Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries here marked high in their compliance conditionality of the antipoverty program. In her report during the 2nd Quarter Provincial Convergence Meeting recently, Social Welfare Officer III and Provincial 4Ps Coordinator Jessabel Tabares said beneficiaries in the province have a high compliance on Education, Health and Family Development Sessions (FDS) with

the average rates of 98.07 percent, 99.46 percent, and 99.20 percent, respectively from the six municipalities based on its June 2015 to March 2016 data. Siquijor town posted the highest compliance rate of 98.87 percent on education followed by Larena with 98.72 percent, Maria with 98.40 percent, San Juan with 98.12 percent, Enrique Villanueva with 97.15 percent, and Lazi with 97.13 percent. The towns of Enrique Villanueva and Larena posted the highest rates in the province with 100 percent on health,

followed by Lazi, 99.91 percent; Siquijor, 99.80 percent; San Juan, 98.80 percent; and Maria, 98.26 percent. Lazi town is highest on Family Development Sessions compliance with 99.57 percent, followed by San Juan with 99.40 percent, Larena with 99.16 percent; Enrique Villanueva with 99.07 percent, and Siquijor with 98.93 percent. Tabares said the high compliance rate is achieved due to the convergent efforts of both the field officers and the stakeholders coupled with proper

PNP holds 1st “Luthang” Olympics SIQUIJOR (PIA) - - The Siquijor Police Provincial Office (SPPO) held a shooting competition dubbed ‘Super Digs 1st Luthang Olympics’ for the Deparment of the Interior and Local Government (DILG) family composed of the PNP provincial and municipal stations, the Bureau of Jail Management Penology (BJMP), Bureau of Fire Protection (BFP), and employees of the provincial office of the DILG here. “Super Digs” is how Provincial Director Erson Digal is fondly called by his close friends who have seen how he initiated and made challenging activities like the Luthang Olympics. “Luthang Olympics” , PD Digal said is in support to Pres. Duterte’s anticriminality and illegal drugs campaign. A local term for a bamboo popper gun, “Luthang” could also mean to strike or shoot down, hence the term Luthang Olympics aimed to sharpen the shooting skills particularly of the men and women in uniform in the province of Siquijor. “We are very excited because this is the first time that we have the chance to join in such kind of competition. We only use our gun during training that is seldom done here,” a non-uniformed police (NUP) said.

She said some beneficiaries’ non-compliance are due to update and behavioural issues. 4Ps is a human development measure of the national government that provides conditional cash grants to the poorest of the poor to improve the health, nutrition and the education of children aged zero to 18 years old. Patterned from the conditional cash transfer schemes in other developing countries, 4Ps provides cash grants to beneficiaries provided they comply with a set of conditions. To receive the subsidies, the following conditions must be met by the household-beneficiaries: Pregnant women must avail pre- and post-natal care, and be attended during

childbirth by a trained professional; parents or guardians must attend the family development sessions, which include topics on responsible parenting, health, and nutrition; Children aged zero to five years old must receive regular preventive health check-ups and vaccines; Children aged six to 14 years old must receive deworming pills twice a year; and Children-beneficiaries aged three to 18 years old must enroll in school, and maintain an attendance of at least 85 percent of class days every month. Meanwhile, President Rodrigo R. Duterte in his State of the Nation Address (SONA) said he has directed the Department of Social Welfare and Development (DSWD) to provide rice

subsidies to the poorest families every month. To strengthen the delivery of social of services, the government will intensify its protection programs so it can use its resources and expertise to make a dent in the country’s poverty levels, said Pres. Duterte. “What we want is genuinely to reduce the vulnerabilities of our people, build resiliency and empower individuals, and families and communities,” the President said, citing that the beneficiaries of 4Ps shall be made to become independent and self-reliant after they have graduated from the program. “But the aim is to present it with other forms of assistance, so that they can stand on their own two feet,” Pres. Nationwide curfew can help reduce rate on teenage pregnancy

CEBU (PIA) – An imposition of a nationwide ban on minors seen loitering the streets at night could make a dent on the increasing number of teenagers becoming pregnant which is now described as an “alarming” trend. Commission on Population (POPCOM-7) regional director Bruce Ragas said he believes implementing a nationwide curfew banning children below 18 years old from the streets at night can actually help temper the rising rate of teenage pregnancy. President Rodrigo Duterte loudly voiced the need for a nationwide ban on minors from public streets starting at 10:00 p.m. until 5:00 a.m. as well as an alcohol ban in public places past midnight.

Though the nationwide ban on minors still has to take effect, some local government units are already imposing curfew on minors based on local ordinance that was passed in their respective areas. “There is a link between drinking and smoking to pre-marital sex among teenagers,” said Ragas citing the 2013 Young Adult Fertility and Sexuality (YAFS 4) Survey conducted by the University of the Philippines Population Institute and the Demographic Research and Development Foundation. The YAFS 4 Survey revealed that one of every 10 Filipino women between 15 to 19 years old has already given birth or is pregnant with her first child. Ragas said Central Visayas ranks

seventh among the regions throughout the country with the highest number of pregnant teenagers while the top regions are Region 2 and CARAGA. “But we have the youngest teenager that got pregnant at 12 years old,” said Ragas. The 2013 YAFS Survey in Central Visayas showed that two in five youths have sexual experience while there is a rise in the prevalence of premarital sex from 23.2 percent in 2002 to 35.3 percent in 2013. Likewise, the study revealed a rise in teenage pregnancy from 5.3 percent in 2002 to 13.1 percent in 2013 while more than 49,000 out of 376,411 females ages 15 to 19 have begun childbearing. Among the factors attributed to the early sex engagement are curiosity, expression of love, release of sexual tension for males and peer or partner pressure and expression of love for females, as cited in the survey. According to a preliminary data from the Department of Health (DOH-7), there are 5,197 cases of teenage pregnancy in Central Visayas as of 2015 while early exposure to sex including premarital sex are likely contributors to the increased teenage fertility in the region. Ragas said the President’s policy to enforce the Reproductive Health Law would be a big help to address the issue on teenage pregnancy by providing correct information and education. The problem however, needs collaborative efforts from all sectors in the community, said Ragas adding that a curfew on minors could curtail the opportunity to engage in physical intimacy.
