DTI-Siquijor celebrates Consumer Welfare Month SIQUIJOR, October 21 (PIA) --The Department of Trade and Industry (DTI) here marks the celebration of October as the “Consumer Welfare Month.” The theme for this year is “Consumer Protection: A Shared Responsibility.” It emphasizes the importance of working together among government agencies and businesses in ensuring that consumers are accorded the protection they need, said DTI Provincial Director Nimfa Virtucio. “Consumers are likewise responsible for their own protection. They should not only be aware of their rights as consumers but take measures to know and make informed decisions about their transactions,” she added. For this year’s celebration, DTISiquijor conducted a lecture to Entrep students of Carmelite College, Tinago, Siquijor on October 18, 2016. golden rays glittered the sea and the view on top was extraordinary. Before jumping off the board, my friends and I made sure that the water was deep enough and was

clear of any obstructions that will make our leap of faith safe and to make sure that we will end up alive. Diving before jumping was the decision. The sight underwater was clean and clear. There were no signs of trash and only a few corals and fishes were visible. It’s purely white sand and turquoise blue waters. Deciding to jump off the board took a while. It was a crucial decision since it was really that high. Despite the processing stage, without any hesitations I just jump off in a blink of an eye and never jumped again. The length of the jump made it more intense and the impact of my body in the water caused me bruises and a sore butt. Nevertheless, that one-time big time spontaneous moment made my heart pump and at the same time very ecstatic.

DOST starts radio drama series on science and technology

To bring science closer to the public, the Department of Science and Technology – Science and Technology Information Institute (DOST-STII) has launched a radio drama series titled “Handog ng Agham para sa Bayan.” The series is a segment of the primetime radio program “Radyo Henyo” anchored by Angelo Palmones and Ruby Cristobal over at DZRH 666 khz every Sunday at 4:00-5:00 pm. The drama series features stories of success of individuals whose lives were made better through science and technology.

Produced by the DOST-STII, “Handog ng Agham para sa Bayan” will initially air for one season. Inno, the “DOST man” character, is the storyteller of the drama series and directed by radio drama personality Salvador M. Royales. “I am awed by the stories,” Royales said. “The technologies and DOST projects featured in the stories are really relevant and eye-openers.” “I am happy that I am part of this series because I learned a lot,” Salvador said. The first episode is the story of a bright boy from an urban poor family whose family sees a brighter future for him after qualifying for scholarship at the DOSTPhilippine Science High School. Popularly called Pisay, the school offers a specialized curriculum in advanced science and mathematics to prepare

students for careers in science and technology. The episode is titled “Pagpupunyagi Laban sa Karukhaan” The second episode, “Abutin ang Pangarap,” presents the story of farmer whose produce increased drastically after using carrageenan plant food supplement, a DOSTdeveloped technology. “Matang Lumilipad” is the third episode highlighting the grit and genius of young Filipino engineers who developed Diwata-1, the first Filipino-made microsatellite. A wine- and vinegar-producing Zamboanga tribe who adopted technology to improve production – and consequently the group’s income — is featured next in the “Bukas Palad” episode. The fifth episode is the story of a high school dropout jeepney driver who invented an anti-car leak device. The story highlights how curiosity and concern to solve an emerging problem on road safety can lead to technological innovation, even minus a college degree. The rest of the stories are equally interesting and relevant especially for Filipinos who still prefer radio as their medium of information and entertainment.

The Department of Science and Technology (DOST) Secretary Fortunato T. de la Peña said during the National Research and Development Conference that the science department plans to include artificial intelligence (AI) on its research and development agenda starting 2017-2022. The National R&D Conference is a prologue to the crafting of a Harmonized National R&D Agenda (HNRDA) for science and technology, which intends to unify all R&D projects and initiatives in line with the Philippine Development Plan called “Ambisyon Natin 2040.” “Now we would like to pursue new areas, not necessarily new in the global sense but as far as local research and development is concern and that is in the field of artificial intelligence and space technology,” says De la Peña. He added that in the 80s, he wrote a scientific article on the future of technology where AI had been prominently described as the next wave of technological development in the global technological space. However, the former UP professor said that the government then had to focus more on other priority areas of development. Moreover, the DOST-Philippine Council for Industry, Energy, and Emerging

Technology Research and Development Deputy Executive Director Raul C. Sabularse confirmed the plan initiatives on AI by DOST. Engr. Sabularse shared that DOST is in talks with other R&D institutions to develop a program on AI consisting on various project components. “We are in the process of consulting experts and stakeholders to form a development program on artificial intelligence. This is something not totally new but it is a promising field for our researchers with applications in the industry,” explained Sabularse. He added that Filipino tech giant Dado Banatao is also involved in the talks but told that details are underway and may be included in the national R&D agenda for 2017. Artificial intelligence is intelligence exhibited by machines that has the capability to perceive its environment and takes the necessary actions to a given situation and carrying out a positive outcome. It is simply understood as machines capable of mimicking human cognitive functions in doing simple to complex tasks. The AI technology has a wide range of use including medical diagnosis, stock trading, robot control, law, remote sensing, scientific discovery and toy making. Currently, some applications are no longer labeled as AI. Sabularse said that DOST initially

plans to use AI for the manufacturing industries to optimize mass production of goods in the country. De la Peña added that the harmonized R&D agenda will pick research initiatives that are in line with the DOST’s 11 research agenda namely R&D for pressing problems, productivity, tap and manage resource potentials, application of new technologies across sectors, climate change and disaster risk reduction, utilization of R&D through technology transfer and commercialization, assistance to production sector, upgrading and improvement of S&T services, human resource development for S&T, capability building and involvement of regional R&D institutions, and industry and academe collaborations. The DOST, through Executive Order 128 of 1987, is the sole government office mandated to direct all scientific R&D activities with potential benefits to the socioeconomic development of its people. It is also mandated through Sec. 19, article 9 of RA 10055 that “DOST shall call for regular national conference of Government Funding Agencies and Research and Development Institutes in order to: promote multi-disciplinary, joint, and cross collaboration in R&D; coordinate and rationalize the R&D agenda; and harmonize all R&D agenda and priorities. “

South Korea-based OFWs to benefit from minimum wage hike starting 2017 The Philippine Overseas Labor Office (POLO) in Korea recently welcomed the new minimum wage rate of KRW 6,470 (P P268.73) per hour for 2017 as announced by the Ministry of Employment and Labor (MOEL). In her report to Labor and Employment Secretary Silvestre H. Bello III, Welfare Officer Manuela Peña, Officer In-Charge of the Philippine Overseas Labor Office (POLO) in Korea, said the new minimum wage rate for 2017, which is a boon to South Korea-based Filipino workers, represents an increase of 7.3 percent over the current minimum wage rate of KRW 6,030, or P250.46 per hour,” Peña said. Labatt Peña also said that more than 24,000 OFWs in both small and medium manufacturing industries employed under the Employment Permit System (EPS) shall be covered by the new base rate next year. The minimum wage, as defined in Korea’s Labor Standards Act, covers all employees, regardless of their employment status, whether temporary, daily or part-time employees; or nationality, including foreign workers. The new minimum wage translates to KRW 51,760 (P2,149.87) per day on an 8-hour

working day; or KRW 258,800 (P10,749.34) on 5 working days. This is equivalent to KRW 1,352,230 (P56,165.28) per month. The South Korean government, through its Labor Standards Policy

Search for ‘16-’17 Bayaning Pilipino nominations open October (PIA) -- The search for the unsung modern Filipino heroes continue this year as the Gawad Geny Lopez Jr., Bayaning Pilipino Awards 2016-2017 open for nominations until November 15, 2016. A joint effort of the ABS CBN Broadcasting Corporation and the UGAT Foundation, Gawad Bayaning Pilipino is conceptualized to enhance Filipino values system and recognize those who are engaged in grassroots development. Nominations are for three categories, namely for individuals, youth and institutions, said Fr. Nilo Tanalega SJ, Gawad project director. Criteria for nomination of individuals (Bayaning Pilipino), and institutions or groups (Bayaning Samahang Pilipino) include the following: interpersonal relationships, diligence, patience and courage, service to the poor and underprivileged, loyalty and honor and manifests loving fear and hope in God. Under interpersonal relationships, nominees must show respect and camaraderie for others, openness to praise and criticism as well as others’ ideas, can accept criticisms, has kind disposition and promotes equality.

For diligence, nominees must have offered self for service for others, shows determination amidst difficulties and shows courage under fire. Nominees must also show responsibility in the community, believes in the common good and is trusted and respected for his contributions to the community while he professes a disposition to continue projects that have been started with consistency. Nominees should also be free from getting involved in scandals and anomalies, performs the duties and responsibilities of a good citizen and promotes self worth. Finally, nominees must be humble, admits shortcomings, has a positive outlook in life and remains hopeful even in distressful times. For youth (Bayaning Kabataang Pilipino), the criteria is the same and seeks to see respect for co-teens and the aged, shows determination for work, keeps and sturdy vision and strives to attain it, is always ready, keeps a sense of volunteerism, commitment, has a concrete project or activity for youth or community. Police war on illegal drugs ups shabu prices

CEBU, October 13 (PIA) -- Prices of shabu in Central Visayas soared due to its dwindling supply as police continues its war against illegal drugs. The deputy chief of the Regional Operations and Plans Division of the Police Regional Office (PRO-7) P/Supt Arnel Banzon reported recently during the forum of the Association of Government Information Officers - Philippine Information Agency (AGIO-PIA7) that tackled the topic on the ‘War Against Illegal Drugs.” Banzon in his presentation of the Project Double Barrel said shabu is now priced at P300/deck or sachet and P16,000 to P18,000 per bulk or about five grams. In Bohol and Siquijor, the prices are even more expensive at P500/deck and P20,000 per bulk, said Banzon. “The street value is based on the PDEA (Philippine Drug Enforcement Agency) report as of September 26,” bared Banzon. In the latest Tokhang Report of the PRO-7, Banzon said that from July 1 to September 30, there are now 75,454 surrenderees in Central Visayas; 69,816 of which are drug users and 5,368 drug pushers. The continuing police operations against high-value drug targets netted 2,331 people broken down into 1,184 drug users and 1,147 drug pushers. As of October 11, 116 drug suspects were killed in legitimate police operations while 138 people were killed by unknown assailants, the report stated. Banzon earlier said there are three big drug syndicates operating in the country and these are the Filipino-Chinese, African ring and the Mexican cartel associated with a Chinese group to penetrate the Philippine market.
