Provl vet calls for serious concerns against rabies resurgence By Rey Anthony H. Chiu BOHOL (PIA) -- Anti-rabies advocates in Bohol urged more local government units to get serious in implementing anti-rabies program with the resurgence of the threat of canine rabies this year. "The only way dogs can get rabid is when they are not properly cared for," Dr. Stella Marie Lapiz said at the Kapihan sa PIA
The City Gov't. of Tagbilaran under the leadership of Mayor John Geesnell 'Baba' Yap II hosted the Association of United Development Information Officers in Bohol (AUDIO-Bohol) General Assembly Meeting & Bisita Opisina today at the Mayor's Conference Room at Tagbilaran City Hall.
NCC offers Bohol use of performance scorecard
recently. Lapiz said, Bohol's rabies program earned an award in innovation for drastically reducing cases from 10 in 2007, to zero in 2010. Getting five positive cases in 2013 is a serious drawback, Lapiz added. She said the province's anti-rabies program has empowered communities to report to the Bantay Rabies sa Barangay (BRB) presence of stray dogs which for want of vaccination almost always, spread rabies. BRB is the parallel barangay organization of the Bohol Rabies Prevention and Elimination Council (BRPEC), tasked to implement anti-rabies programs in their respective turfs. The BRBs conduct dog registration and vaccination, implement the Rabies ordinance in Bohol and spread the proper responsible pet ownership guidelines to dog owners. They also perform dog population control and management by catching stray dogs or allowing owners to reclaim them after paying penalties. The proof presented by five rabies cases this year indicated a need to go back to the drawing boards, a BRPEC member said. It can be recalled that in 2007, Bohol ranked fourth among the provinces under rabies-watch. To curb the problem, local rabies advocates based at the Office of the Provincial Veterinarian (OPV) planned for a multi-pronged approach to combat the disease which has become a public health concern. Bohol then implemented its Rabies Prevention and Eradication Program (BRPEP) which integrated expertise from several sectors to jointly focus on finding solutions to the problem. The BRPEP allowed advocates to campaign in communities to increase local community involvement. It also improved dog population control by spaying and neutering. It promoted responsible pet ownership through school based curriculum and mobilizing rabies scouts, dog shows and animal care clinics as well as underwent massive dog registration and vaccination. The program also improved dog bite management for human patients by establishing Animal Bite Treatment Centers and initiated veterinary quarantine for suspected rabid animals. It also instituted a risk management system that included improved diagnostic capacity, disease surveillance and monitoring, sums up World Health Organization which picked Bohol’s model for eliminating the rabies threat.
Rey Anthony H. Chiu BOHOL (PIA) -- Excited on Bohol's plan to establish a performance-based financial assistance system for its towns, the country’s top private sector representative at the National Competitiveness Council (NCC) of the Philippines offered a developed template for determining local government performances. Former Makati Business Club president and NCC private sector co-chairman Guillermo Luz offered to Governor Edgar Chatto its 30-indicator local government performance evaluation system which the NCC uses to rank the country’s cities and provinces against the best performance benchmarks in the world. At the NCC Roadshow on July 26 at the Panglao Bluewater, the Department of Trade and Industry (DTI) brought to Bohol the NCC to brief Boholano investors and local government units on the country’s competitive ratings as well as potential ratings for a spread of development initiatives the LGUs may venture into. The activity was part of the week-long series of fora that briefed people of the need for competitiveness in tourism for inclusive growth. Luz's offer also comes with a walk through of the system template so the rating system will be easy to use for Bohol. Luz added the offer also goes for getting Bohol into the NCC database so that Boholanos can see how the province and its towns rate against the other benchmark areas in the world. “We do not compare ourselves with other places in the Philippines, that way we remain intramural, we want to rank LGUs side by side with leading government units abroad, "according to Luz. Governor Chatto earlier shared to Boholanos the plan to use a scorecard in Bohol as basis for government assistance to local government units.
