“Yellow” magic cast a spell on Siquijor By Rizalie anding calibo SIQUIJOR (PIA) -- Local politics here was once painted in red (“pula” or “pua” in local dialect), with the Fua clan in control of major elective positions in the island of Siquijor. But the recently concluded 2013 elections changed all that. Now comes the “yellow” magic, after the Liberal Party (LP) succeeded in getting majority of the top positions and ousting the Fuas in the congressional and gubernatorial slots they occupied for more than two decades. From what used to be a strong influence to one mere town in a number of years, the “yellow” party is now spreading like fire in three municipalities of Siquijor, the capital town, Larena, and Enrique Villanueva , composing the first district and a few in the towns of Maria, San Juan and Lazi, composing the second district. After the recently-concluded polls, the LP has taken over the congressional, gubernatorial, vice-gubernatorial and first provincial district councilors’ seats. The second provincial district however, is occupied by all Lakas - CMD (Christian Muslim Democtrats). Dr. Marie Anne Pernes was proclaimed the winner for the lone congressional seat of Siquijor province after the death of her husband Dr. Jay Samson Pernes of the LP a day before the election. The 49-year-old Pernes died of heart ailment on May 12 and was substituted by his wife, 48-year-old Marie Anne after accepting the responsibility and filing her certificate of candidacy (COC) 9:10a.m. on May 13. But his death did not stop him from garnering an overwhelming 29,530 votes over his opponent Orlando A. Fua Jr. who got 24,474 votes based on the Comelec’s official result. Newly-proclaimed governor shipping businessman Jecoy Villa got 30,143 votes over Orville A. Fua with 23,519 votes. Singer-actor Fernando “Dindong” Avanzado Jr. is also proclaimed the new vice governor with 27,817 votes over that of Arturo Pacatang’s 21,981 votes. It was an equal fight between the Sangguniang Panlalawigan of the two provincial districts. The first provincial district is ruled by all LP candidates Cyrus Olpoc, Clare Lucero, and Wawen Honrubia while in the second district are all Lakas CMD members --- Rebecca Padayhag and Edwin Quimno, incumbent mayors of Maria and San Juan town respectively, and Leonido Bonachita. It was also a landslide victory for Larena town LP candidates with Dean Villa emerging as the Mayor and incumbent

(related story on page 2) mayor Gold Calibo as the vice-Mayor. Proclaimed winners for the town’s Sangguniang Bayan (SB) members are Jucito D. Gom-os, Haidee Lucero, Clyde Omictin, Leonardo Lingcay, Dindo Larot, Cle Bern Paglinawan, Danilo Achay, and Bartolome Monte. In Enrique Villanueva and Siquijor towns, only two Lakas-CMD candidates made it to each SB seats, all the rest were from the Liberal Party. Proclaimed winners are Gerold V. Pal-ing for mayor and Leonardo Paculba, vice-mayor Proclaimed SB winners were: Porferio Inguito Jr., Editha Suminguit, Jerry Kitong, Belinda Inao, Nenita Baliquig, Joel Magsalay, Avelino Paculba and Ruth Aque. In Siquijor town, the father and daughter tandem were proclaimed the winners --- Mei Ling Quezon and incumbent mayor Richard Quezon. The SB members were: Ellaine May Avanzado, Joy Lopes de Andrade, Jim Joe Ambalong, Junnie Jumawan, Artemio Alvarico, Jimmy Duhaylungsod, Dionisio Capitan, and Romnick Angas. The trend in the second district (Maria, Lazi and San Juan towns) however, is almost opposite compared to the first three towns. Except for the winning mayor

for Maria town, who is an independent, and two each from LP for SB seats, all the rest are from the Lakas CMD party. Maria town proclaimed winners were: Meynard Asok for mayor and Fernando Orlando for vice-mayor. The SB members who won were: Candelaria Aninipo, Leo Enot, Frederick Padayhag, Jim B. Massiliones, Cayetano Malolot, , Exavel Ligutom, Meinard Mark Magsayo and DiosdadoDaug. For the town of Lazi, incumbent mayor and vice-mayor Orpheus Fua and James Monte remained with SB member Rommel Dimagnaong, Earl Aljas, Dale Dimagnaong, Romy Bation, Rose Mae Dalaygon, Remegio Sierras, Gary Tumapon and Henry Dinsay. Finally, for San Juan town, proclaimed winners were Wilfredo Capundag for mayor, Lilian Sumalpong for vice -mayor and SB members Rubilyn Maata, Zosimo Andos, Lyndon Jo, Michellee Barrete, Gladwin Bucol, Dammy Tumala, Freddie Calibo, and Dario Ocay. Provincial Science and Technology (PSTC) Director Engr. Mario de la Pena said the move is DOST’s continuing support to SMEs through DOST-SETUP to make sure that the department's priority sectors are assisted. This is in response to the government’s effort to strengthen the country’s entrepreneurs as the engine for job creation and wealth distribution, said de la Pena. As of this writing, the program has already released a total of P1.8 million to five SMEs. The first two was done in April and three others this month. SET-UP is a nationwide strategy that encourages and assists micro, small, and medium scale enterprises to adopt technological innovations that improve their operations and boost their productivity and competitiveness. The program enables firms to address their technical problems through technology transfer and technological interventions to improve productivity through better product quality, human resources development, cost minimization and waste management, and other operation related activities. SIQUIJOR,(PIA) — The P e r y a n g ’s F o o d P r o d u c t s i n Barangay Tongo, Siquijor, Siquijor has received P179,000 funding assistance from the Department of Science and Techonology (DOST) to improve its "peanut turon" processing technology. Under the agency’s Small Enterprise Technology Upgrading Program (Set-up), funding aims to increase productivity of Peryang’s Food Products which is owned and managed by Porferia Tangcay. Science and Techhnology interventions include introduction of
peanut turon processing technology and assistance in complying with food safety and GMP requirements Provincial Science and Technology Director Mario de la Pena said Peryang’s Food Products has pledged to extend their full cooperation for effective and efficient implementation of the project as stipulated in the Memorandum of Agreement. DOLE Siquijor conducts capability building seminars to workers' assns By Nole Torres
SIQUIJOR (PIA) --The Department of Labor and Employment – Siquijor Field Office conducted a series of capability building trainingseminars to workers’ associations coming from the informal sectors in the town of Lazi. The activity aimed to improve the capability of the associations to undertake administrative and financial aspect of the organizational works as well as to enhance the leadership capacity and commitment of the members of the associations. The various associations that took part in the seminars were Campalanas Women’s Associations, Lazi Farmers and Fisher Folks’ Association, Cangomantong Women’s Associations and Talayong Farmers’ Associations conducted respectively in their barangays last May 17, 18, 21 and 22, 2013. During the organizational assessments, participants actively took part in the discussions facilitated by Jerome Alam of DOLE Siquijor. Insufficient skills in organizational management, lack of commitment of both members and officers, lack of proper documentation, limited resources, competing demands on the time of members and financial constraints were among the weaknesses of the associations identified by the participants. On the other hand, sectoral livelihood programs of the National Government Agencies, participation of people’s organization in the decision-making and consultative bodies (participation in Bottom-Up Planning and Budgeting), innovative and open to adopting interventions to more effectively respond to their need were considered as their strengths.

To c a p a c i t a t e a n d strengthen the informal workers’ associations, topics on Teambuilding, Leadership, Communication and Networking were discussed by Nole Torres, also of DOLE. DOLE programs and services, livelihood availment, liquidation and responsibilities of beneficiaries, writing an eligible project proposal and livelihood sustainability were also introduced to the participants and handled by Alam. DOLE Siquijor recommended to the associations to fulfiill the reportorial requirements and proper documentation, devote more time on the enhancement of their skills in organizational management, and solicit support from National Government Agencies (NGAs), Local Government Unit (LGU), Non-Government Organizations (NGOs) and other People Organizations (POs). In a nutshell, the four associations had identified the most crucial economic challenges they are facing and forwarded to DOLE Siquijor Field Office the concrete project proposals to address them. CSC issues guidelines on grant of eligibility to Sangguniang members
Local government officials who complete their term of office may now be granted civil service eligibility. The Civil Service Commission (CSC) has issued the Implementing Rules and Regulations (IRR) of Republic Act No. 10156, otherwise known as ‘An Act Conferring Upon Members of

The Sanggunian Member Eligibility (SME) may be granted to Sanggunian Members if they meet the required number of years of service and educational attainment as defined under RA 10156. The Sanggunian First Level Eligibility is equivalent to a Career Service Sub-Professional Eligibility and is granted to Sanggunian Members who have served for an aggregate period of six years and have completed at least 72 academic units leading to a baccalaureate/bachelor’s degree. Meanwhile, the Sanggunian Second Level Eligibility corresponds to a Career Service Professional Eligibility and may be granted to Sanggunian Members who have served for an aggregate period of nine years and completed a baccalaureate/bachelor’s degree. Members of the Sangguniang Bayan, Panlungsod, and Panlalawigan who have been elected after the effectivity of the Local Government Code of 1991 (R.A. 7160) or on May 11, 1992 onwards and have met the requirements are entitled to the grant of Sanggunian Member Eligibility. Under the guidelines, the prescriptive period for Sanggunian Members who have completed six or nine years of service is within five years from the effectivity of the IRR or in May of 2013. For those elected in the May 2013 elections, prescriptive period shall be within two years upon meeting required number of years of service. The computation of the aggregate years of service of a Sanggunian Member shall be based on the actual number of years of service per official records of the Department of the Interior and Local Government (DILG) and its regional offices. Also, the number of years of service of a Sanggunian Member in any and in one or more positions may be accumulated for the purpose of computing and completing the required aggregate number of years of service. However, Sanggunian Members who were not elected (ex. president of provincial, city, or municipal chapter of the Liga ng mga Barangay) are not entitled to the grant of eligibility. The CSC Regional Offices are accepting applications from qualified Sanggunian Members whose last term of office or years of service were served in the province, city, or municipality under their respective geographical jurisdiction.
