DOST conducts training on herbal oil extraction

SIQUIJOR (PIA) -- The Department of Science and Technology (DOST) Siquijor conducted a training on herbal oil extraction and massage oil formulation on June 3, 2013 at San Antonio, Siquijor. Participants are the Siquijor Womens Association for a Better Environment (SWABE), a women’s association engaged in the production of herbal tea. DOST Provincial Director, Engr. Mario E. de la Peña, in an interview, said the move is a way of empowering women in the community by providing livelihood activities in the barangay. The barangay of San Antonio, noted for the presence of endemic herbs species, can be more productive by introducing income-generating projects utilizing the locally available herbs in the surroundings, he said. “We knew that infused oil extracted from locally available herbs like, buyo, kukugbanog, tanglad, handalusa, luy-a, ganda and many more can be a perfect massage oil,” says de la Pena. Results of the project will also enhance the tourism development in the area because the association plans to set up a massage and spa center utilizing locally formulated massage oil and scents. DOLE-7 releases livelihood grant to Siquijor beneficiaries
SIQUIJOR, June 14 (PIA) --The Department of Labor and Employment (DOLE -7) released P343,575 to fund the livelihood projects of Carmelite Youth Association (CYA) of Carmelite College and informal sector workers of Siquijor town. The grant is under the DOLE’s Youth Entrepreneurship Support (YES) and Livelihood Starter Kits (LSK) Programs. In a simple ceremonial turn-over held recently at Carmelite College of Siquijor, DOLE-7 regional director Chona Mantilla with DOLE Siquijor field office head Ma. Teresa D. Tanquiamco handed the check to Sr. Mila Margaret V. Montregrejo, Carmelite O.L, who represented the Carmelite College of Siquijor, the Accredited Co-Partner. The grant assistance of P164,256 will be used to purchase heat press swing, pigment printer, 4 in 1 combo heat press, horizontal mug press machine, Epson printer T13, heavy duty button pin machine and raw materials to start-up custom T-shirts, unique gifts and personalized products business enterprise of Carmelite Youth Association.

During the turn-over, director Mantilla encouraged the beneficiaries to sustain their livelihood enterprises and urged them to practice a culture of saving. “You should save and become financially sustainable in the future. You should start changing your culture of spending beyond your means,” Mantilla said. Mantilla also encouraged them to spend less than their income and save the maximum possible amount so that they can invest more for growth and expansion of their business. Owners of private television and radio stations who shall fail to calibrate and synchronize their time devices with the Philippine Standard Time during their broadcast shall, upon hearing and due proceedings, be penalized with a fine of not less than thirty thousand pesos (P30,000) but not more than fifty thousand pesos (P50,000) in the first offense. A subsequent offense will merit a revocation and cancellation of their franchises to operate. The fine to be collected as penalty for the violation of this Act shall be deposited in the general fund of the National Treasury. The law also institutionalizes the first week of the year as "National Time Consciousness Week." The PAGASA, in coordination with the DOST, the NTC, the Department of Transportation and Communications, the Department of Interior and Local Government, the Department of National Defense, Department of Health, the Department of Education and the Commission on Higher Education (CHED), shall promulgate the necessary guidelines for the effective implementation of the calibration and synchronization of the timekeeping devices and implementation of this Act within ninety (90) days from the effectivity of this Act. DOLE holds TAV Validation Activity and orientation on Batas Kasambahay, Wage Order No/ VII-17 By Nole Torres SIQUIJOR, June 14 (PIA)--As an offshoot to the Technical Advisory Visit (TAV) orientation for small and micro enterprises (SMiEs) in the province of Siquijor conducted last year, the Department of Labor and Employment Siquijor Field Office (DOLESFO) held a TAV Validation recently at Larena Triad Coffee Shop, Larena, Siquijor. DOLE-SFO head Ma. Teresa Tanquiamco said the activity aims to monitor and document the status of improvements made by the enterprises as their commitment to voluntary compliance with General Labor Standards (GLS) including Occupational Safety and Health Standards. Tanquiamco added it will also conduct orientation on Wage Order No.17 and the salient features of R.A. 10361, “Act Instituting Policies for the Protection and Welfare of Domestic Workers otherwise known as 'Domestic Workers Act” or 'Batas Kasambahay'. The validation will thresh out issues and concerns encountered in the process of complying with the GLS and addressed them one by one. DOLE-7 regional director Chona Mantilla thanked business owners and managers who took time out of their busy day to participate in TAV validation activity, orientation on the salient features of the new minimum wage rate in Central Visayas and the Implementing Rules and Regulation of “Batas Kasambahay”. “Through awareness and dialogue with stakeholders, I am optimistic that voluntary compliance with General Labor Standards and Occupational Safety and Health will eventually take place in all establishments in Siquijor,” Mantilla added. DILG to train newly-elected official's roles, functions DUMAGUETE CITY (PIA) -- The Department of Interior and Local Government (DILG) has prepared an orientation-training for incoming local officials to build their capability as local development managers. The training forms part of the Newly-Elected Officials (NEO) program. The DILG said the program will benefit both old and new officials. This will enable them to translate vision and agenda into a feasible plan for their local government units (LGUs). This program is divided into four components, namely: Reinventing Public Service: A Guide to Action; Looking Forward to Better Governance; Specialized Courses; and Enhancing LGU Performance. The first component spurs the
whole program and aims to facilitate the smooth transition from the outgoing to the incoming officials, thus the directive to create local government transition teams. The next part refers to the state of local governance, development and financial capacity of their LGUs as a result of assessments through LGPMS and other tools. This also intends to establish strategic partnerships between the province and the LGUs as well as identify areas of cooperation and collaboration among stakeholders. It also maps out capacity development services and provides training programs for the development of all LGUs that encourages increased LGU
performance. With this, the DILG said it imperative for all newly-elected officials to enroll or register in the NEO Webinar Series since this can help them create their roadmaps to achieving local and national development goals. A “webinar” (coined from “seminar on the web”) is an interactive orientation workshop done over the Internet with the use of other web-based technologies. NEO Webinar is part of the Program’s blended learning strategy.
