Sarasota County is on track to complete the “first pass” of storm debris collection within 90 days, Assistant County Administrator Jonathan Lewis told the County Commission on Oct. 11. Additionally, County Administrator Tom Harmer reported that staff is working with the Gulf Coast Community Foundation and the Charles & Margery Barancik Foundation on what he termed an “after action” review of the county’s readiness for and response to Hurricane Irma. He hopes to have that completed within 90 days, as well, he said. “We are starting to see an improvement with services from our vendor,” Lewis said on Oct. 11. CrowderGulf, with which the county has its primary storm debris contract, provided more trucks last week and again this week, he continued. (The firm is based in Alabama.) Even more trucks were expected late this week, he added. Further, Lewis reported, the county has eight of its own trucks working in both North County and South County, with the opening of more debris management sites having made that possible. When it comes to a paid parking approach for Siesta Key Public Beach, the director of Sarasota County’s Parks, Recreation and Natural Resources Department summed it up on Oct. 11: “It’s complex.” In response to County Commission direction in July, Carolyn Brown reported to the board on the research staff members had pursued, offering a wide variety of options. It took about 50 minutes before the commissioners agreed to have staff come back to them soon with more details on a plan that would create a total of 56 public spaces on property the Sarasota County Sheriff’s Office will be vacating at the end of the year at 6647 Midnight Pass Road. The land is owned by the county’s Public Utilities Department. Continued on page 38

Turtle Beach Campground upgrades delayed by Hurricane Irma By Rachel Brown Hackney Although Hurricane Irma delayed the completion timeline from Oct. 1 to Nov. 1, the Sarasota County project to move power and telephone lines underground was well underway at Turtle Beach Park, Manager Kyle Carson told about 35 people during the Oct. 5 meeting of the Siesta Key Association (SKA). Additionally, infrastructure that will enable guests to enjoy cable TV and Wi-Fi also is being put underground, Carson explained, and new sewer equipment is being installed. On a unanimous vote on July 12, the County Commission approved the $1,050,000 cost of the project, with a staff memo in the agenda packet noting that the water and sewer lines and electrical equipment date to about 1970. The county “inherited all the original infrastructure” when it bought the property in 2006, Carson explained, “including the bathhouse in its current condition.” He further noted that a lot of that old infrastructure at the campground was made of metal. People who have lived on Siesta Key for some time probably have “learned the hard way,” he continued, that “metal doesn’t work well right here on the Gulf.” Continued on page 22

During the February SKA meeting, President Harold Ashby talked about Sarasota County’s plan to paint “sharrows” on Ocean Boulevard where no bike lane exists, to make the road friendlier for cyclists. The approximately 825-meter stretch of Ocean Boulevard from Beach Road, through the Village, to Treasure Boat Way is the area targeted for the directional arrows, Patrick Lui, coordinator of the county’s Bicycle,

Pedestrian and Trails program stated. Ashby had anticipated the work would be completed during this summer. The sharrows topic arose most recently during the Oct. 11 County Commission’s discussion of paid beach parking and other transportation options for Siesta Key. Beach Bazaar recently commissioned local artist, Shawn McLoughlin, to paint an exterior mural on the backside of their Swim Wear wing, which faces Siesta Market. Although Siesta Key Is not known for its waves, the mural depicts a large surf wave known as a curl. McLoughlin said he was inspired by the beautiful wave curls captured by famous surf photographer, Clark Little. Ronald and Sania Allen of Osprey have accepted Sarasota County’s offer of $1.4 million for their parcel at 162 Beach Road. However, neither Wendy B. Cooper, trustee of the Burton M. Cooper Credit Shelter Trust No. 1, nor the Cooper family’s attorney has responded to the county’s offer of $1,450,000 for the Cooper property at 168 Beach Road, county Media Relations Officer Jason Bartolone told SNL in an Oct. 13 email. Staff was “in the process of finalizing a contract” with the Allens, Bartolone noted. In their first regular meeting after Hurricane Irma swept through Florida, the commissioners discussed counter proposals the Allens and the Cooper family made to the county’s offers for their property earlier this year. The commission has remained steadfast in refusing to grant a Coastal Setback Variance for construction on either parcel, because the residences would be fully seaward of the Gulf Beach Setback Line, the county’s line of protection from storm damage. After more than an hour of discussion on Sept. 13, including exchanges with attorney William Merrill III of the Icard Merrill firm in Sarasota — who represents the Allens — the board members voted 4-1 to stick with the county’s offer of a total of $2,850,000 for the parcels. Commissioner Michael Moran cast the “No” vote. The Allens’ counter proposal was for $1.7 million, while the Coopers wanted $1.8 million for their

property. Moran’s motion to split the difference between the $2,850,000 and the $3.5 million died for lack of a second. Merrill had talked of the potential of filing suit against the county over an illegal “taking” of the Allens’ land because of the board’s refusal to approve several requests for variances for construction. Commissioner Charles Hines challenged Merrill on that issue on Sept. 13. The commission never had been asked about granting a variance for a parking lot on the land, for example, Hines said, while Commissioner Nancy Detert talked of the potential for a beach cabana on the property, for another example. If the property owners took the county to court, Hines indicated he felt confident that the county would prevail. Neither the Allens nor the Coopers nor the Coopers’ attorney was present for the Sept. 13 discussion.

Sarasota woman linked to six burglaries of vehicles on Siesta Key and two cases of credit card fraud By Rachel Brown Hackney A 20-year-old Sarasota woman has been charged in connection with six burglaries of vehicles on Siesta Key, the Sarasota County Sheriff’s Office has announced. Sarah A. Young of 3616 Teal Ave. initially was arrested on Sept. 19, the Sheriff’s Office reported. She was linked to burglaries of vehicles in the 4800 block of Higel Avenue and the 5200 block of Siesta Cove Drive, as well as credit card fraud in both incidents, the Sheriff’s Office reported. She was taken into custody again on Sept. 22 after detectives allegedly connected her to a second incident on Higel Avenue, two on Island Circle and one on Roberts Point Road, according to Sheriff’s Office reports. In both cases, Young was ordered held on a $6,000 bond. She was released on bond from the county jail on Oct. 3. On Sept. 27, she entered a plea of not guilty and asked for a jury trial, 12th Judicial Circuit Court records show. Young is being represented by Assistant Public Offender Lori Huskisson. In announcing Young’s second arrest, the Sheriff’s Office added that detectives were continuing their investigation and expected to link Young to yet more burglaries. The investigation began on July 17, a Sheriff’s Office news release noted, when the first victim reported his credit card had been stolen from his unlocked vehicle on Higel Avenue. An online purchase costing $176.42 was made with the card at 4:06 a.m. on July 17, just hours after the burglary occurred, the Sheriff’s Office report pointed out. A package subsequently was delivered to a Tangerine Drive address in Sarasota, the report noted. On Aug. 8, the second victim reported his credit card stolen from his vehicle on Siesta Cove Drive, the news release added. That card allegedly was used to make a purchase that also was delivered to the Tangerine Drive address, the release noted. The Tangerine Drive house is on a corner lot at the intersection with Shade Avenue, according to a map provided by the Sarasota County Property Appraiser’s Office. “Detectives quickly gathered surveillance video from a nearby residence,” which showed a female suspect going through

Sarah A. Young vehicles at the second victim’s home, the news release said. After detectives obtained subscriber information for the internet account associated with the Tangerine Drive home, the release continued, detectives identified Young “as the suspect who made the online purchases.” She also appeared to be the person in the images pulled from the surveillance video, the release added. Detectives obtained a search warrant for the Tangerine Drive address, the Sheriff’s Office report pointed out. That led to interviews with the homeowners, who told detectives that Young had been living in the house and dating one of their sons. They also said she was working at the Tasty Home Cookin restaurant in Tuttle Bee Plaza on South Tuttle Avenue in Sarasota, the Sheriff’s Office reported. “It took approximately 5 hours to sort and inventory” the items recovered from the Tangerine Drive house after detectives first interviewed Young, the report continued. In the second Higel Avenue case — also in the 4800 block — the victim told detectives that on July 13, someone took his Titleist golf bag and equipment from his unlocked vehicle, which was parked in front of his home, the report noted. One of the items Young’s boyfriend and his mother turned over to detectives was a Titleist golf bag with clubs and a Bushnell range finder, the Sheriff’s Office reported.

The name on a tag on that bag matched the name of the victim, the report added. When detectives arrested Young and showed her a photo of the golf bag, the report continued, “she readily stated that she took the bag ‘from the back of a truck (SUV) on Siesta Key.’” The report also pointed out that Young earlier had admitted to numerous burglaries in a specific area of Siesta Key during June, July and August. Among the later cases, the first on Island Circle also was logged on July 13, the report said. It took place in the 400 block, the report added. That victim — who had left his vehicle unlocked in front of his home — told officers that he was missing miscellaneous items of clothing and a “VW embossed roadside emergency kit,” the report said. That kit was found among items in Young’s vehicle, the report added. The second case on Island Circle case — in the 200 block —occurred on July 13, as well. That victim told officers she, too, had left

her vehicle unlocked in front of her home. In this case, the victim said that a child’s violin case, a passport and miscellaneous jewelry were missing. The violin case, with the violin still inside, was among the items recovered from the Tangerine Drive house, that report noted. In the fourth case — also reported to have occurred on July 13 — the victim, who lives in the 3900 block of Roberts Point Road, told detectives, he, too had left his unlocked vehicle in front of his house. He said an Apple iPad Mini had been removed from it, the report continued. The iPad was recovered from Young’s vehicle, the report noted. During the Aug. 3 Siesta Key Association meeting, Sgt. Jason Mruczek, leader of the Sheriff’s Office substation on Siesta Key, told members that 10 to 15 burglaries of vehicles had been reported on the north end of the island in recent weeks. He reminded the audience, “Lock your cars; don’t keep anything in plain sight.”

County has more than 1,200 acres of public water access

Sarasota County has a total of 1,218.84 acres on the water — beaches, bayside parks and other public water accesses — Shawn Yeager, manager of the Beaches and Water Access Division of the Sarasota County Parks, Recreation and Natural Resources (PRNR) Department, told Siesta Key Association (SKA) members during their Oct. 5 regular meeting. On Siesta alone, according to a document staff had compiled, 188.86 acres are divided among 13 accesses, Siesta Key Public Beach, Turtle Beach Park and Turtle Beach Campground, along with a couple of pocket parks, Nora Patterson Bay Island Park (part of which the City of Sarasota owns) and Jim Neville Marine Preserve. Irma delays wastewater plant project By Rachel Brown Hackney As a result of Hurricane Irma and a lot of rain that fell about two weeks before the storm blew through, the project to replace the Siesta Key Wastewater Treatment Plant with a master pump station has been delayed, Siesta Key Association (SKA) members learned during their Oct. 5 meeting. “I’ve been trying to make sure the county lives up to its commitment to get the plant shut down by the end of the year,” Robert Luckner, a member of the organization’s Environmental Committee, reported. County staff had foreseen completion of the project in November. “Now it’s in December,” Luckner said, but at least the schedule is not anticipated to run into 2018. The pump station work was about 80% complete as of Oct. 5, he continued, and the entire project was about 70% complete. The effluent will travel off the island through new pipelines, so it can be treated at county

plants on the mainland, staff has explained at prior SKA meetings. Staff also told him that the contractor hoped the pipeline connection across Midnight Pass Road to Shadow Lawn Way would be completed by Oct. 13, Luckner noted. About a week after that has been accomplished, he added, the blocked inbound lane of the street will reopen for traffic. Noting that Siesta Isles residents won a county grant to make improvements to the median in late 2015, Luckner pointed out that if the construction work damages the median in any way, the contractor is obligated to make all the necessary repairs. Staff also told him the construction on Shadow Lawn Way should be completed by the latter third of October, he continued. Although the original plan was to use a method called directional boring to install the new sewer force main underground,

Luckner explained, because of a problem the contractor encountered in one area, the contractor had to resort to the open trench method. After everything has been finished on Shadow Law Way and the system has been pressure-tested, Luckner said, the road will be repaved. Staff told him that should take place before Thanksgiving. Additionally, Luckner noted, staff reported that no problems had been conveyed to the county regarding the school bus stop on Midnight Pass Road, which is in the vicinity of the project. However, Luckner asked that if any of the SKA audience members knew of any issues the construction was posing to students at the bus stop, they should alert county staff. “We did have one odor complaint,” Luckner continued. Because the smell was similar to that of rotten eggs, he added, he feared that a problem had

(The odor once was a major focus of complaints among residents who live near the plant. After the SKA invited David Cash, manager of the county’s Water/Wastewater Division, to a meeting in April 2016, Cash and his staff worked to alleviate the problem.) As it turned out, the odor was a result of the contractors having to pump groundwater out of the construction site, Luckner told the SKA audience. Because of all

the rain, the groundwater level had risen considerably, he said. Cash reported back to him the same day Luckner asked about the odor, Luckner noted, and it was a weekend day, at that. The normal discharge from the wastewater treatment plant into the Grand Canal flows from a pipeline that is below the canal’s surface, Luckner added. “I’ll keep after ’em,” he said, in regard to the project’s staying on schedule.

Historic designation denied for house at 112 Sandy Hook Road South on Siesta Key By Rachel Brown Hackney Siding with their historical resources manager instead of the county’s Historic Preservation Board, the majority of the Sarasota County Commission voted on Sept. 26 to deny a formal historic designation to the house at 112 Sandy Hook Road South on Siesta Key. Only Chair Paul Caragiulo was supportive of the application from the homeowners, voting, “No” on a motion by Commissioner Nancy Detert. Robert Bendus, the county’s historical resources manager, told the board during a public hearing that the one-story, midcentury modern ranch house built in 1960 “has undergone later additions and alterations.” Further, he continued, “Research indicated that the original owners, the Gerlach family, does not appear to have made a contribution to the local, regional, state or national history for the association to be considered historically significant.” However, Lorrie Muldowney, the agent for the current owners, noted that during her 20 years of work in historical resources with the county, she co-authored the ordinance at the focus of the discussion that day. It was written to recognize “places that are important to us as a community but may not seem so important to others or be so well understood by others outside the community.” The Philip “George” and Caroline Gerlach residence, Muldowney pointed out, was part of the subdivision that renowned architect Mary Rockwell Hook helped develop on Siesta Key. Muldowney added that Hook “did want to retain some design control” over Sandy Hook homes. In 1906, Hook became the second woman to graduate from the prestigious Ecole des Beaux Arts in Paris, and she worked with a number of architects in the community who went on to garner national and international attention, Muldowney explained. “It’s kind of a ‘Who’s Who’ of significant Sarasota County architects.”

The County Code has specific criteria for granting historic designation to a property, Muldowney explained, and, in her opinion, the Gerlach house meets the preponderance of them. However, testimony during the hearing from a member of the county’s General Contractors Licensing & Examining Board, seemed to have swayed at least one commissioner’s vote. Morgan Skoegard said a contractor who had been involved with improvements to the house had appeared before the Licensing & Examining Board the previous week. The real reason behind the application for the historic designation, Skoegard added, was that winning that designation would enable the homeowners not to comply with what is known as the “50% Rule” of the Federal Emergency Management Agency (FEMA): If the owner of a structure in a floodplain wishes to undertake work on it, and the total expense will exceed 50% of the value of the building, then the owner must elevate the structure to the appropriate height to withstand storm surge. Muldowney told the board that the contractor Skoegard referenced was not involved with the current project team. Nonetheless, in seconding Detert’s motion, Commissioner Alan Maio pointed out, “We really need to honor what FEMA is trying to accomplish.” “The testimony by Morgan was a bit surprising to me,” Muldowney stated in a telephone interview later that day. “I really didn’t have any factual information to be able to corroborate or dispute anything he said.” The contrast between Skoegard’s remarks and those of the architect working with the homeowners probably confused the county commissioners, Muldowney added. In the wake of the board’s vote, the owners of the property at 112 Sandy Hook Road — George and June Shadoan — will talk with their architect, Dan Ionescu of Englewood, Muldowney felt sure, “to see what options

are available to them.” They were interested in the fact that the historical designation would allow them to forgo the 50% Rule, Muldowney pointed out. However, Muldowney added that found it unfair for members of the public to believe that owners of historic properties “are given a free ride, if you will,” by FEMA.

‘Property acquisition’ one facet of resolving flooding By Rachel Brown Hackney Midnight Pass flooding was in the proverbial spotlight on Sept. 26, as the Sarasota County commissioners debated the hiring of consultants to assist with stormwater projects. As discussion ensued, it finally became clear that county staff feels the use of eminent domain in obtaining land for a Siesta project ultimately may be necessary. The agenda item called for the County Commission to review the proposed ranking of projects for which the county will seek funding from the Southwest Florida Water Management District (SWFWMD). In reading through the list staff had provided to the board, Chair Paul Caragiulo noted the Midnight Pass Road item and asked, “This is a study to do a project, right?” Ben Quartermaine, interim stormwater utility manager for the county, responded that the item proposed for ranking as No. 4 out of seven on the county list does not include the construction phase. The total expense would be $300,000, the list said, with the funding split 50/50 between the county and SWFWMD — if the board of the water management district agrees to the grant. “I know we have tried mightily several times to fix a lot of the problems on Midnight Pass Road,” Commissioner Alan Maio said, “and we’ve been somewhat successful.” However, the average “layman out there on Siesta Key,” Maio continued, does not understand the complexity of the potential solutions. “People say, ‘Pipe the water to the [Gulf].’ It’s just not that easy. The water has to be contained, attenuated, treated. It’s just not that easy,” Maio stressed. Part of the difficulty in dealing with the Midnight Pass Road issues, Quartermaine responded, “is that we are going to have to condemn … to acquire property.” Therefore, part of the study for which staff has proposed seeking SWFMD funding assistance would help identify the most appropriate solution. “So when we do have to go in front of a judge and condemn, we have the backup to say, ‘This is the most cost-effective project,’” Quartermaine added. “I’ve looked at the area ad nauseam,” Quartermaine continued. “There’s just no route from Midnight Pass to the bay or to the Heron’s Lagoon without acquiring some property.” (Heron Lagoon is an enclosed body

of water south of Point of Rocks.) Flashing a bit of his well-known sense of humor, Maio told Quartermaine, “What you’ve achieved there is a massive shift.” Earlier, Caragiulo had talked of the increasing numbers of emails he has received from constituents about flooding issues since he has been on the board. Maio was referring to the fact that the Midnight Pass Road discussion was going to lead to many people contacting him instead of Caragiulo, as Maio represents Siesta Key as part of his District 4 territory. As explained in the detailed project information in the SWFWMD grant application, the Midnight Pass Road project “will develop a stormwater management plan to address the coastal, barrier island flooding on Midnight Pass Road and meet the adopted flood protection level of service for the evacuation route.” Midnight Pass Road from the Stickney Point Road bridge to the road’s southern terminus — a distance of approximately 3 miles — was designed as an evacuation route, the application adds, but the road has been reconstructed over the past 80-plus years without a “cohesive, engineered stormwater management system” that can handle the drainage from adjacent lands. “Redevelopment over the past 20 years,” the report continues, has increased the stormwater runoff volume directed to and stored in the Midnight Pass Road right of way “to the extent that the roadway is not passable during the more frequent rainfall events.” The application points out that the county’s flood protection level of service for evacuation routes calls for no water to stand on a roadway during a 24hour rainfall event that produces a level of flooding expected once every 100 years. The project staff envisions for the road will evaluate alternatives such as pumping stations; easement acquisitions, so construction could be undertaken over land; “potential land acquisitions for stormwater runoff storage with potential reuse opportunities; potential land acquisitions for stormwater treatment; modification to the existing Midnight Pass Road right-of-way for a stormwater management system”; and horizontal and vertical alignment changes to the road.

Dutch Valley Restaurant, A Sarasota Staple In 1972, the original Dutch Valley Restaurant in Sarasota opened just a few blocks away from the present location, at 6721 South Tamiami Trail. Landscape company employee electrocuted on Siesta Key was experienced in operating bucket lifts, co-worker and supervisor say By Rachel Brown Hackney A 50-year-old native of Guatemala who had worked in Sarasota County for several years was the victim of the accidental electrocution on Siesta Key’s Freeling Drive last month, the Sarasota Police Department has reported. Based on a detective’s investigation into the incident and the District 12 Medical Examiner’s report, it appeared that the bucket lift in which Juan Alba Rodriguez was positioned struck a power line as he raised the lift in an effort to reach tree limbs in front of a wall at 684 Freeling Drive. The incident occurred about 3 p.m. on Sunday, Sept. 24, the report added. Rodriguez’ co-worker, Julio Hernandez, told the detective that Rodriguez had been with Horticopia for four or five years, while Hernandez had been employed by the company about a year. “Hernandez stated that Rodriguez usually operated the lift and noted he was very good at it,” the detective’s report said. Rodriguez lived on 61st Avenue East in Sarasota, according to the police report. Mark Steinberg, owner of Botanical Solutions, told the detective that Rodriguez and Hernandez were working as subcontractors for him the day of the

incident. “Steinberg further confirmed that the decedent was a very proficient operator of the bucket lift and a very hard worker,” the detective’s report added. The detective recommended that the death be classified as accidental and the case considered closed, the report said. The federal Occupational Safety and Health Administration (OSHA) is investigating the case, nonetheless. In response to questions, spokesman Michael D’Aquino wrote in an Oct. 11 email that he was not able to provide a timeframe for when that investigation would be concluded. “However, the OSHA Act does require the agency to complete its inspections within six months (that doesn’t mean it will take six months),” he pointed out.

The first officer on the scene saw a chain saw lying in the grass directly below the bucket lift, the report said; the saw was not running, but the engine of the lift truck was, the report noted. A broken power line also was dangling directly above the lift, “which was lying across the tree tops,” the report added. After a Sarasota County EMS crew arrived on the scene about 3:11 p.m., the Fire Department requested that the electric grid for that area be shut down. Rodriguez was lowered to the ground, the report said, where the EMS crew pronounced him dead at 3:30 p.m. Hernandez, who also was on the scene at the time of the accident, told a police officer he was on the ground behind a wall, cutting up the branches that Rodriguez was dropping to the ground. Hernandez said he did not “know anything was wrong until a neighbor came running down the road and pointing to the bucket lift,” the report noted. Hernandez also said that he and Rodriguez had been working at the Freeling Drive residence since about 9 a.m. that day. Many areas on Siesta Key — especially neighborhoods on the north end of the

island — suffered significant tree damage as a result of Hurricane Irma’s track through Florida. The Police Department detective’s report noted that the house at 684 Freeling Drive is on the south side of the street; a cement retaining wall between 6 and 8 feet tall surrounds most of the property. The detective wrote that the bucket lift had controls both on the base of the unit and in the bucket. “The lift was positioned underneath the power lines and had stability legs in place on each side of the lift.” After investigating the scene, the detective determined that Rodriguez “lifted the bucket into the top power line that carried approximately 7,620 volts of electricity. The bucket controls,” he continued, “which are surrounded by a metal cage with a black rubber coating, showed evidence of impact with the power line at the top right portion of the control panel.” The detective noted that it appeared the lift struck the wire as the lift was moving up; electricity apparently arced through the all-metal bucket lift, where Rodriguez was positioned.

MUSICSEAFOODDRINKS On Sept. 24, after the power went out at the house located at 690 Freeling Drive, the resident went outside and looked down the street, the Police Department report said. The resident spotted Rodriguez “slumped over” in the lift, which was about 30 feet in the air, the Police Department report noted. The resident then asked a neighbor to call 911.

Warning about South Siesta Renourishment assessments By Rachel Brown Hackney An SNL reader sent an email on Sept. 29, saying, “We have found the proposed south Siesta Key beach assessments in the 2018 Notice of Proposed Property Taxes to be varying from 0 to $1700 for the same units in our complex.” In the spring of 2016, the county completed its second renourishment of an approximately 2-mile stretch of beach on south Siesta Key, including the area at Turtle Park. As with the first renourishment — in 2007 — property owners in the affected area are being assessed a portion of the expense. The reader continued, “We have contacted the County and apparently there was a problem in the computer calculation.” County staff assured the reader that the correct assessment figures would be on the property tax bills mailed in November. However, the reader warned that anyone being assessed for the South Siesta Renourishment Project should be vigilant in checking the tax bill. The reader also pointed out that owners of units on the beach side of one condominium complex on south Siesta are being billed higher assessments than owners on the bay side, even though the residents of that complex share the beach. The county staff was asked for details about the reader’s comments. On Oct. 3, Laird Wreford, the county’s coastal initiatives manager, responded: First, he wrote, “Due to a computer sorting error, some of the TRIM [Truth in Millage] notices had

inaccurate amounts for the South Siesta Key Beach Restoration assessments. Of the 474 parcels in the assessment district, 195 were inaccurate. Fortunately, this error was discovered prior to the final tax bills being printed, so those bills will be correct when mailed out in late October. Staff is in the process of sending notifications to the 195 parcel owners, providing them with the correct information.” Regarding the differences in the assessments for residents of the condo complex, Wreford continued, “The reader is referring to the Bay Tree Club residents. That was a unique situation, where the condo property runs from gulf to bay. There is one building that is gulf front (40 units), and two buildings that are bay front (80 units). It was decided from the first nourishment (and carried forward for the second) that the total assessment for the parcel would be split among the condo owners with the gulf front owners paying twice the assessment of the bay front owners. That split was based on the findings of the property appraisal expert hired by the County to certify the benefits to the assessment district parcels.”

that Rodriguez was working around power lines when it appeared he made contact with them “and was electrocuted.” Rodriguez’s son was the only other member of the family living in the area, Steinberg — the owner of Botanical Solutions — told the detective, according to the report. Steinberg added that he had asked his office manager and his girlfriend to notify the son about Rodriguez’ death, the report added.

There were a total of 12 crimes reported on the Key between 9/20-10/17/17

9/20/17 Grand Theft 9000 Blind Pass Rd. A man left his cell phone on the beach in the area of Turtle Beach. Someone else found the phone and set it by a wall at 9000 Blind Pass Rd. Another unknown person found the phone and took it. The victim electronically locked the phone and sent a text message requesting a call back from whoever had his phone. The victim received a call back from a man who negotiated $100 to return it. The suspect returned to the area. A maintenance man who was aware of the situation managed to snatch the phone from the suspect. Meanwhile, the victim’s wife had taken a photo of the suspect from a distance. The suspect drove away in a Pontiac G8. He later sent a text message relating that he still had the phone’s memory card and would not return it. Several attempts were made to contact the suspect. They were unsuccessful. 9/27/17 Battery 5200 Block Ocean Blvd. Officers responded to a battery at a Village restaurant. The victim had a laceration to the face and explained that he had been accused of stealing a wallet and was struck in the face by an unknown male. He stated that even if the suspect was located, he did not wish to press charges and wanted to leave. Officers attempted to have him sign a waiver of prosecution but he was drunk, uncooperative and covered in blood. According to the complainant, an employee of the restaurant, she received a complaint from the suspect that someone stole his wallet. Video cameras revealed the victim was in the vicinity of the suspect’s wallet before it was taken but there was no proof that he had taken it. When the suspect approached the victim to ask about the wallet, the victim pushed him and swung at him but missed. The suspect stated when the victim did this he struck him one time to get the victim away from him. Probable cause could not be determined due to the fact that the victim did not wish to press charges and failed to cooperate. It was also noted that the victim was ordered to never return to the establishment because he has caused disturbances there in the past.

9/28/17 Theft 1000 Block Peppertree Drive A part time resident reported a theft. She stated that sometime between October 2016-Januuary 2017 unknown person(s) took miscellaneous clothing from her apartment. She was out of town at the time and stated that the maintenance personnel and an unknown cleaning crew had access to the apartment. There was no evidence of forced entry. The clothing was valued at $4000. The victim filed the report for insurance purposes. 9/29/17 Burglary Residential 3000 Block Roberts Point Rd. A woman reported she checked on her brother’s residence and found someone had thrown eggs all over the driveway and garage. The driveway is long and would not facilitate a drive by egging. It is assumed someone must have entered the fenced in yard. The driveway gate was still locked. Estimated cost to clean the garage door and driveway is $200. The woman named a suspect she assumes is possibly involved because the suspect believes that the owner of the house’s business manager is using the house to conduct liaisons with the suspect’s wife. 9/29/17 Grand Theft 6400 Block Midnight Pass Rd. A man reported that an unknown person removed his bicycle from Access 12. The bike was secured to the access gate with a cable lock. The lock had been cut and the cable was left behind. The bike is a Specialized brand bike valued at $700. It is described as a men’s mountain style with bullhorn handlebars. It is neon green with black trim. The victim’s initials are on the bottom of the crankcase.

9/30/17 Theft 5200 Block Ocean Blvd. A woman advised she left her wristlet purse on a table in a Village bar and walked around taking pictures. She discovered her purse was missing when she attempted to pay her bill. The staff searched the premises for her bag with negative results. The purse was later recovered in the area of Access 3 on the beach and returned to the victim. The contents of her bag (credit card, driver’s license and keys) were all present except for $65 cash. 10/8/17 Battery 5100 Block Ocean Blvd. A Deputy responded to a call in reference to a domestic battery. The victim explained she and her fiancé of six months were involved in a physical altercation. She said the two began arguing over her car keys. She explained that when she attempted to leave the area and locate her car, her fiancé followed her to a nearby parking lot, pushed her into a bush and grabbed her keys. She stated that she attempted to get the defendant away from her and in the process struck him several times with the keys causing puncture wounds. Based on the interview with the victim, probable cause was found to charge the defendant with domestic battery. She suffered no visible injury but had grass and dirt on her from being pushed into the dirt. The defendant suffered minor puncture wounds due to the victim’s attempt to get away. She refused to make a sworn witness statement. 10/9/17 Burglary 1000 Block Sharswood Lane A residence under construction was burglarized. The home is a shell with windows and some doors installed. No door hardware (locks and handles) has been installed. A table saw and miter saw were being stored on the second story of the residence. The tools were locked together with a cable and padlock. An unknown subject cut the cable with a hacksaw. The table saw was taken but the miter saw was left behind. The home is in a gated community and has controlled access but no video cameras. The pedestrian gates are left open.

Redevelopment proposed for hotel on Stickney Point Road By Rachel Brown Hackney A limited liability company that owns the Siesta Key Palms Hotel and Resort at 1800 Stickney Point Road has filed a rezoning application with Sarasota County to allow the redevelopment of the 1-acre site. Sarasotaville of Siesta Key also wants to reactivate the Tourist Resort Redevelopment (TRR) zoning district that was moved to the inactive district list in 2003, when the county’s zoning ordinance was updated, according to the Sept. 18 application. A letter accompanied the application — written by Bo Medred of Genesis Planning and Development in Bradenton — points out that the TRR district is “designed to encourage the preservation and redevelopment of existing historic hotels and motels. This district is intended to apply to older transient accommodations and related tourism resort facilities,” the letter adds. “The intent of allowing rezonings to TRR for such properties is to facilitate their being redeveloped with ‘boutique’ motel or hotel resort uses,” the application explains. Such facilities would be smaller than traditional hotels — having fewer than 75 rooms — and they would have unique settings and accommodations, the application adds. The TRR zoning would allow a maximum of 36 rooms per acre, according to the application, but Sarasotaville of Siesta Key says the maximum planned with the redevelopment of the hotel is 30. The Siesta Key Palms website names prominent developer Henry Rodriguez of Osprey as the owner of the

facility. He is listed as the manager of Sarasotaville of Siesta Key in state Division of Corporations records. The hotel has 21 rooms, its website says. The application notes that six multifamily units and eight motel units stand on the site. Part of the property is zoned Residential Multifamily-4, while the rest is zoned Office, Professional and Institutional (OPI), the application says. Sarasotaville of Siesta Key is seeking to have all of the property rezoned TRR. Of the five buildings on the site, the applicant wants to preserve four and construct a new one. After Building 6 has been completed, the application adds, then Building 3 would be demolished “to make way for additional parking” for the motel units in the new structure, the application points out. Another goal is to add a new pool and spa. Two accesses to the site are on Dawn Street, with another two on Avenue B. Those would be closed, the application adds, with an access on Stickney Point Road relocated further south. Six-foot-wide landscape buffers would be provided

along the Avenue B, Dawn Street and Stickney Point Road frontages, the application notes. The project would not entail any increase in impervious surface greater than the 2,000 square feet proposed, the application says. However, in the event it appears that figure will rise, the application adds, low-impact design features “will be implemented by the engineer.”

From Turning the Page to Respecting the Flag Betts Sentenced in Aftermath of Bayfront Drama After Donna Betts did her bayfront audition for the lead role in “Annie Get Your Gun” this past March, you had to wonder what the eventual consequences would be. The wife of legendary Allman Brothers Band co-founder Dickey Betts stood accused of aiming a rifle (later determined to be unloaded) at members of the Sarasota Crew rowing team as they readied for practice on the afternoon of March 27th. Betts was reportedly frustrated with the noise and distractions the daily rowing practices had brought to her formerly tranquil waterfront neighborhood across the bay from Siesta Key near Osprey. Other neighbors have expressed similar frustrations, albeit without the involvement of firearms. Betts was eventually charged with 18 counts of aggravated assault stemming from the incident. Up until as recently as last summer those charges could have resulted in a maximum sentence of up to 54 years in prison according to the letter of the law, as each individual count carried a minimum mandatory term of three years behind bars. Luckily for Betts, her passion play came after the Florida legislature struck the ‘mandatory’ and ‘minimum’ sentencing requirements from the statute in July of 2016. With those provisions gone, most figured the final sentence would end up being relatively light, especially given that no shots were actually fired and that society generally seems inclined to expect such outbursts from celebrities and those close to them, as they sometimes seem to behave as if jumping up and down on the stupid button is an occupational requirement. So it was no surprise when word came down that Betts, her attorney and local prosecutors had agreed to a plea deal on one count of aggravated assault without intent to harm, for which Betts was sentenced to 30 days in the county lock-up. She reported to Jail on October 3rd. She was also required to write a letter of apology to the Sarasota Crew. Oh, and maybe a voluntary ban on any future backyard Broadway revivals would be a good idea too...with the possible exception of a one time performance of “All’s Well that Ends Well,” as a humble tribute to the outcome here. This might have ended so much worse... for everyone involved.

Nice Work if you Can Get it... Like so many trendy municipalities these days, the city of Sarasota employs a ‘sustainability’ manager. But just what does a sustainability manager and requisite support staff actually do? It’s all a bit fuzzy, purposely so I imagine. But I think it has something to do with ‘sustaining’ the free and steady flow of money from the pockets of taxpayers to the pockets of those so employed in the form of salaries and benefits. And just how does one go about measuring the success of these folks? Well, it may take awhile, but you’ll know they did their jobs if nothing happens. As Winston Churchill might have said: “Never have so many, paid so much to so few for so little.”

Otherworldly Excuse Cops in Casper, Wyoming pulled over Bryant Johnson recently on suspicion of drunk driving. But Johnson had an explanation, one that had even seasoned officers scratching their heads. He said he had been time traveling, returning from the year 2048 to warn us all here in 2017 of an impending alien invasion. Johnson’s blood alcohol came in at .136, well over Wyoming’s limit of 080. But he had an explanation for that too, saying that in order to prepare him for time travel the aliens had to pump him full of alcohol. I wish the cops had asked him why the Aliens would send him back to 2017 to warn us of their invasion, wouldn’t that ruin the surprise? I’m sure his answer would have been as entertaining as the rest of his story.

More Comings and Goings on Local Media Front We reported on the departure of longtime local columnist Tom Lyons from the Herald Tribune in this space last month. Now another high profile news personality is moving on. According to information posted on Wielgus’ facebook page, the move has been made official by WKRN, though as of press-time, no similar announcement has been forthcoming from WWSB where as of press-time Wielgus is still prominently listed on the station’s website as an active employee; of late though she has been replaced as co-anchor by relative newcomer Jacqueline Matter. The new position is a significant career move for Wielgus, as she will jump from the nation’s 62nd to 36th largest market. Such leaps are not uncommon for WWSB alumni: the station has proven to be a launching pad for the careers of many young journalists. Last year around this time WWSB’s morning co-anchor Rebecca Vargas tearfully signed off locally for the last time after accepting a position with FOX affiliate WSVN in Miami, a top 10 market. Will there be a similar on-air sign-off for Wielgus? Unknown. If not, chalk it up to the often-mercurial nature of the news business where folks you invite into your living room and grow fond of sometimes disappear without a trace...Remember WWSB’s Don Brennan? One day he’s here, the next...Poof! Gone...akin to those out of favor party members in the days of the former Soviet Union who would suddenly become “non-persons.” By far the biggest winner in the WWSB career ‘Long Jump’ category though is Kevin Negandhi who was the station’s sports director for several years in the early part of the last decade (a position the station eliminated during the Great Recession and has yet to bring back). Negandhi went from covering Fiday Night Lights games between the likes of Riverview, Venice and Manatee high schools to the national stage as an onair personality covering collegiate and professional sports at ESPN. This fall the network promoted him, naming him host of their high profile weekend show “ESPN College Football on ABC.” As for Wielgus, her career goals are no less lofty. Constructed of a type of plastic, he said, they have a coating that will help them withstand the environment. A guest will find all the hookups the guest needs right on the pedestal, he noted. “A lot of new plumbing” was added to the bathhouse, as well, Carson continued. That facility has showers and a washer and dryer for campground guests to use, he pointed out. After all the work was completed, he said, the driveway would be resurfaced. Although he did not elaborate on the damage from Hurricane

Irma, Carson did tell the audience, “We’re pretty excited to get back open.” He and the other staff members are used to being outside most of the time, he added; instead, they mostly have had to stay in the office located near the Midnight Pass Road end of the campground. In her introduction of Carson, SKA Vice President Catherine Luckner noted how rare it is to find a campground adjacent to

the Gulf of Mexico. “That is what makes us so unique,” Carson agreed. “We are the only campground in Southwest Florida that has direct beach access,” though plenty advertise that they are on the water. “Either a major road blocks them” from direct access,” Carson said, or they are on an inlet. The campground also has a direct path to Turtle Beach Park, he noted. At the beginning of his presentation, Carson explained that for about six years before he came to Sarasota County, he managed the Rocking Horse Ranch Resort, which is in the Hudson Valley of New York State. “It was a great facility there,” he added, but “I needed a little bit more sun.”

He told the audience, “I got here literally a year and a day ago.” In discussing Turtle Beach Campground in general, Carson pointed out that guests come from all over the United States and from abroad. More than a few of them first visited the facility when they were children, he said, and they have started bringing their grandchildren. “We have incredible occupancy

… throughout the year.” One of the original staff members at what was called the Gulf Beach Campground, before the county purchased the property, still works with him, he said. “She’s a great resource.” The campground has 39 sites, he continued; among its major draws are that “it’s quiet and very small; it’s quaint.” The total piece of property is “not even 2 acres,” he pointed out.

Even before the upgrades, Carson noted, the campground offered full hookups. However, he added, camping in tents also is allowed. Asked about the maximum length of stay and rental fees, Carson explained that when the county bought the property, “the goal was to give access to as many people as possible.” Therefore, the maximum stay is 30 nights, so people will not be enticed to stay all year. “We want this to be a vacation place to enjoy,” Carson said. The campsites rent from $32 per night, plus tax, to $60 per night, plus tax, he continued. Discounts are available for people who stay a week at a time or a month at a time. The facility is not designed for large modern recreational vehicles, he pointed out. When someone calls to make a reservation, Carson explained, staff takes the time to find out exactly what types of vehicles they have, so their needs can be accommodated. Because the road into the campground provides both ingress and egress, he said,

people have to be able to back their vehicles or travel trailers into the sites. As for sizes of vehicles: He noted that only two sites can accommodate a motor home that is 38 feet long, and another two sites are set aside for travel trailers up to 28 feet in length. Asked about making reservations, Carson pointed out that county residents may book spaces up to nine months in advance, while those who do not live in the county can book no further out than six months. Given the demand for spaces, he encouraged the audience members to keep those rules in mind, as those windows are “exactly when you need to book.” Just before Hurricane Irma arrived, he continued, people were trying to make reservations for vacations in March. They would call “on the dot” at 9 a.m. to get the spaces sized to fit their vehicles’ needs, he added. Irma “put a big damper on that.” Because the campground’s phone lines went down, Carson said, it took a while before people once more could reach staff. He estimated “upwards of 60 phone calls from 9 a.m. to 9:05 a.m. just for one or two sites” after communications were restored. “So book early.”

approved tax. Among those, for example, are Beach Accesses 3b and 7 on Siesta Key. Yeager noted that, along with the county property it oversees, staff does manage some of the accesses owned by municipalities. One example, he said, is a portion of Lido Beach, which is a City of Sarasota property. The handout county staff had created provides property identification numbers (PID) for many of the access points, Yeager pointed out. Using that information,

a person may visit the Sarasota County Property Appraiser’s Office website and look up those parcels. The county’s GIS mapping system also enables the public to see a map of the property, he said. For example, among details about the larger portion of Beach Access 7 — 50,645 square feet — is the fact that the Property Appraiser’s Office valued the land at $10,255,600 this year. The county acquired the property in October 2007, working with the nonprofit Trust for Public Land, which is based in Tallahassee. SKA Vice President Catherine Luckner noted that county staff is at work, too on a document about the historical perspective of the public accesses on Siesta Key. The county acquired the first portion of Siesta Public Beach in 1954, Luckner added, thanks to help from the Trust for Public Land. Luckner further pointed out that one of the Siesta access points listed on the chart Yeager provided the attendees is Christopher Wheeler Park. “I just discovered this by happenstance recently,” she said, noting that the sign links the pocket park to the SKA, as well.

It is at the very end of Old Stickney Point Road, she added, beyond the Marina Del Sol condominium complex; it was created on property where the original Stickney Point Road bridge stood. “It’s a really neat place,” Luckner said. “That’s actually one of my favorite pocket parks,” Yeager replied. “Right now, it’s still feeling the effects of Irma,” he noted, though staff has been working to clear the debris. “It is peaceful,” Yeager said. “I’ve heard that it’s also very good snook fishing.” “Oh, really?” Luckner responded. “So it is a great spot,” Yeager told the audience. In conjunction with his remarks, Yeager continued, he wanted the audience to know about the new kayak launch at the Myakka River Park in Venice. It is attached to a floating dock, he explained. “You ratchet yourself up with your oars” after pulling up to the dock, he said. The “EZ launch” helps the kayak remain stable while a person gets in or out of the vessel, he added. “It’s a safer alternative than trying to stabilize yourself on a floating

dock.” In an Oct. 6 email to county administration, Carolyn Brown, director of the Parks, Recreation and Natural Resources Department, provided photos of that EZ launch. “We believe this system will be well used by residents and visitors,” she wrote. “We are planning for similar launches in the future.” Furthermore, Yeager reminded the SKA audience members about new amenities installed this summer at Turtle Beach Park. Among them are a kayak launch, more paved parking spaces, picnic areas and “a brand new beach shower that was just opened up about a week ago. … Let us know what you think of them,” he said.

Village gets recycling containers at last For years, Michael Shay has been yearning to see recycling containers installed in Siesta Village. As maintenance manager for the Siesta Key Village Maintenance Corp., he has spent considerable time scouting out locations where people routinely throw cans and water bottles into the garbage. Yet, because the contract the County Commission approved with Buccaneer Landscape Management in August 2014 included no provision for recycling, Shay learned that recycling could not be added to the firm’s responsibilities. The Maintenance Corp. — which supervises and pays for the Village upkeep through an assessment on property owners — would have to wait until that contract ended and ask to get recycling included in the new one. Finally, with county Procurement Department staff working on a new vendor contract — recycling was ready to begin the first full week of October in Siesta Village. The bins — clearly marked for bottles and cans — have been placed at the Daiquiri Deck, Gilligan’s Island Bar, The Beach Club, Davidson’s and the gazebo. They stand next

to the regular garbage containers, he noted. “We’re starting with five,” he said. “The intent is if it goes well … and we find other areas where they should be installed, we’ll get more pails.” The contract does not specify a finite number, he added. “If we find a pail is completely empty” over time, he noted, and recyclables appear to be plentiful in a garbage can at another location, then staff has the flexibility to move one of the recycling bins to a different spot. Staff told him to expect the delivery of the first five bins on Oct. 4. They were to be “fully assembled,” Shay said. Staff members planned to notify him about the time they expected to arrive at the Village, he added, so he could assist in making certain the containers were installed in the designated spots. During the quarterly meeting of the Siesta Key Chamber of Commerce held in August , Shay reported, “The containers are going to be very standard, labeled recycling containers,” with signage stating they are for bottles and cans. They will have openings

needed to call each of the five firms approved by the county for recycling contracts and obtain information from the companies to assist county staff in settling on which will handle the Village materials. The plan is for a company to pick up the recyclables from the enclosure in the Municipal Parking Lot, where the garbage is placed for Waste Management. The vendor that ultimately will be awarded the new Village custodial contract will collect all the recyclables from the containers in the Village and then place the materials in ags for storage in two 96-gallon bins in the nclosure in the parking lot, he explained. If the recycling initiative becomes really opular in the Village, Shay added, it might be necessary to find another location hat would be able to accommodate more materials between collections than the two 6-gallon bins can hold. “We have to keep n eye on that.”

A new effort is underway to fight a developer’s proposal to construct a house seaward of Beach Access 10 on Siesta Key and to use the access as the driveway to the property. A property manager on Siesta Key, a yoga instructor and “an avid beachgoer,” Victoria Ochoa told about 35 people at the Oct. 5 Siesta Key Association (SKA) meeting that she is among creators of a Facebook page, Save Siesta Key Beach Access 10. On May 18, Saba Sands II, a limited liability company managed by Sarasota attorney William A. Saba, filed an application with Sarasota County staff, seeking a Coastal Setback Variance for construction seaward of the county’s Gulf Beach Setback Line (GBSL). The latter is the figurative “line in the sand,” as county commissioners and environmental permitting staff have put it, that protects the beach environment and property owners near the shore. The application says Saba Sands II wants to build a three-story house and pool west of the house at 655 Beach Road. If Saba wins, Ochoa told the SKA audience on Oct. 5, “we will all lose.” One major reason Siesta Key’s beach is so beautiful, she continued, is because of all its marshes. Those areas also are a primary habitat for wildlife, she pointed out. Any owner of property on the island will see the value of that land

decline if Saba is successful in winning County Commission approval of the variance, Ochoa said, because that would open the door to even more construction along the Gulf of Mexico. More buildings, she added, translate into less beach. “My intent today is to bring awareness,” Ochoa continued, urging the audience members to contact the county commissioners. “Tell them we do not accept this.” When asked about the status of the Saba Sands II petition, county Media Relations Officer Drew Winchester replied in an Oct. 10 email that Saba had yet to provide the additional information county environmental permitting staff requested during the summer.

Why no garbage cans on the beach itself? When Shawn Yeager asked for questions after his presentation to SKA members on Oct. 5, one issue an attendee raised has proven to pop up frequently in discussions about Siesta Public Beach: Why are there no garbage cans on the beach itself? “They seemed to work well,” the man told Yeager. “Now they’re gone.” “We moved them back to the accesses,” Yeager replied. “One of the biggest reasons why is for safety.” On a holiday weekend — such as July Fourth — or a busy weekend during spring break season, Yeager continued, the county’s garbage cans at Siesta Public Beach need to be emptied about every 30 minutes. If the cans were on the beach packed with people, he pointed out, it would be almost impossible to reach them without risking the potential of injuring someone. Continued on page 33

November means Thanksgiving and one of the things I’ve always been MOST thankful for is music. You’re reading this column, so that probably applies to you as well. Siesta Key is blessed with an embarrassment of riches in the various arts, making it easy to take for granted. Let’s not do that this month. This month, let’s make it a point to get out and enjoy our musical artists and let them know how much we value all their hard work and talent. When we talk about special talent and Siesta Key, the first name that comes to mind is Richy Kicklighter. Richy is kind of an “untypical” entertainer as the one thing he’s not very good at is blowing his own horn. In other countries, especially Japan, Rich is well known and appreciated, but here in his hometown he’s such a quiet, unassuming neighbor that it’s easy to take him for granted. Ever wonder why Rich named his music company (http://kicklighter. wixsite.com/blues) “Midnight Pass Music?” Those who have been here for many years will never forget the infamous attempt of man … well, a couple of men … to interfere with Mother Nature in an ill-fated attempt to move a mighty pass that was a force to be reckoned with; they were hoping to protect their south Key waterfront homes from the advancing water. Needless to say THAT didn’t work, and it screwed up Sarasota Bay badly. As a lifelong surfer and scuba diver, Rich was (like the rest of us) distraught over this foolish destruction. Everyone loved the now long-gone Midnight Pass; it was a rarity and a local treasure. But I digress. The point is that the water in general and Midnight Pass specifically, meant enough to Richy that he not only named his music company after it, http:// kicklighter.wixsite.com/blues but signed with Grammercy only on the condition

that it be non-exclusive so that he could keep his beloved label active. Rich’s writing ability matches his playing versatility in that he can ace everything from jazz to blues to “children’s music that doesn’t drive parents crazy.” His whole life can be heard in his songs, from the teenage years at Riverview High School, through his young adult years surfing on Siesta Beach and playing in local clubs, to a difficult time overcoming typical musician challenges and creative struggles on the road before he matured and found a good and balanced life back on Siesta Key, including a wife and children. Island Humor [ Aging Mildred was a 93 year old woman who was particularly despondent over the recent death of her husband Earl. She decided that she would just kill herself and join him in death. Thinking that it would be best to get it over with quickly, she took out Earl’s old Army pistol and made the decision to shoot herself in the heart since it was so badly broken in the first place. Not wanting to miss the vital organ and become a vegetable and a burden to someone, she called her doctor’s office to inquire as to just exactly where the heart would be. “On a woman,” the doctor said, “the heart would be just below the left breast.” Later that night, Mildred was admitted to the hospital with a gunshot wound to her knee. [ Four surgeons were sitting around discussing who they like to operate on. The first surgeon said, “I like operating on librarians. When you open them up everything is in alphabetical order”. The second surgeon said, “I like

operating on accountants. When you open them up everything is in numerical order”. The third surgeon said, “I like operating on electricians. When you open them up everything is color coded. The fourth surgeon said, “I like operating on lawyers”. The other three surgeons looked at each other in disbelief. One of them asked why. The fourth surgeon replied, “Because they are heartless, gutless, spineless, and their hinder and head are interchangeable”. [ At school, a boy is told by a classmate that most adults are hiding at least one dark secret, and that this makes it very easy to blackmail them by saying, “I know the whole truth” even when you don’t know anything. The boy decides to go home and try it out. Fundraising for Cudjoe Key Big Water Fish Market’s fundraiser to help rebuild Cudjoe Key, Florida, from the devastation Irma caused with a direct hit to the Keys, was met with generous support from friends and neighbors. BWFM was able to raise $2000 for this worthy cause. The funds raised were sent to Square Grouper Bar and Grill, which was demolished by the storm. The owner has already begun the rebuilding process and hopes to be open in time for tourist season. With a little help from Siesta Key they come closer to accomplishing this goal.

“Two crabs swim into a sand bar. The crustaceans ask, “Do you serve crabs here?” The sand bartender says, “Of course….we serve everyone.” Well your local fish markets are now serving crabs to everyone as well. The one and only Florida Stone Crabs are now available as crab season just started on October 15, 2017 and will continue to serve this Gulf Coast delicacy nicknamed “sweet meat” until May 15. 2018.

Here are some super fun facts about Stone Crabs that you might not know. • If a crab loses a claw, it will grow back making stones sustainable. (most of us locals do know that.) • A crab’s teeth are in its stomach. (I didn’t even know that.) • Males grow one larger claw. Its purpose is to impress the female crabs. • The largest variety of crab species in a single country is found in the US. Probably the main reason, we are the greatest country in the world. • Crabs have 10 legs making them bad dancers because of their 5 left feet. Also, they walk and swim sideways so I assume they dance sideways. • Crabs are carnivores, herbivores and omnivores. • Crabs are delicious as their taste reflects their diet of plants, fish and shellfish.

Chelsea Branch from Palmetto, FL with a big Sarasota speckled trout November offers Siesta Key anglers diverse opportunities. A wide variety of species are available this month, and multiple techniques will be successful. The key is adapting to the conditions; weather will become a factor at times. Water temperatures will be falling as it cools off and the days become shorter, and this will trigger fish to feed. Both Big Pass and New Pass will be productive spots to fish this month. Pompano will be targeted by many anglers, along with Spanish mackerel, bluefish, and ladyfish. Drifting with the tide and bouncing a jig off the bottom is a proven technique to catch pompano and other species. Yellow, white, and chartreuse pompano jigs work very well in deep, swift water. These jigs are small and compact, allowing them to sink quickly. These same jigs are effective in shallow water and on bars when cast out and retrieved back to the boat using short hops. Spoons and Rapala plugs are very effective when breaking fish are seen working in the passes. Pompano will also be taken on the deep grass flats, as will speckled trout, bluefish, mackerel, jack crevelle and other species. Soft plastics such as the Bass Assassin Sea Shad baits on a ¼ ounce jig head are extremely productive and a lot of fun to fish. A live shrimp either free lined or fished under a cork is the top choice for anglers who prefer live bait. Fish will begin moving south from the passes to the flats between Stickney Pt. and Blackburn Pt. and will be scattered

over a large area. Successful anglers will fish quickly until the fish are located. Redfish schools will be thinning out in the shallow water, but there will still be plenty of fish in the pot holes, along mangrove shorelines, under docks, and around oyster bars. Rapala plugs, weedless gold spoons, and Bass Assassin Elite Shiners on a Pro Elite jig head are all excellent choices for probing the shallow flats. These same lures will also catch snook, along with speckled trout and jack crevelle. Snook will be migrating through these areas on their way to their winter haunts and will be feeding heavily. Points, bars, and docks with current are prime ambush spots for game fish. Large live shrimp are deadly when fished under docks, although it will not allow anglers to cover as much water. Night fishing under lighted docks and bridges will also produce a lot of snook this month. King mackerel, Spanish mackerel, false albacore, cobia, and sharks will bend rods and test drags in the inshore Gulf of Mexico, provided the severe fronts stay away. Point of Rocks on Siesta Key is a prime fall spot to either sight cast to breaking fish or troll plugs and spoons. Live bait will also produce, especially once fish are located. Live blue runners and threadfins slow trolled on a “stinger” rig will catch some very nice kings along with sharks. Drifting a live shrimp or small bait fish will catch plenty of Spanish and albies.

Stone Crabs are a bit scarce this time of year since there are more people in the state of Florida who want to eat them then the crab boat captains can supply. Because of this supply and demand, it makes this particular crab a bit expensive at times. There are only a few places in our surrounding area that you can either buy or be served this Gulf Coast tradition at a reasonable price and on a consistent basis. Local Stone Crab boat captains don’t usually supply the big supermarkets, so you need to know the local spots to go.

Siesta Key Round-Up Additionally, Yeager explained, gulls will become accustomed to eating the remains in the cans, which would lead to their relying on that artificial food source. Moreover, he said, both gulls and crows will pull leftover food out of garbage cans and inevitably drop some of it elsewhere on the beach or in the Gulf of Mexico, which is an unhealthful situation. Yeager’s boss — Carolyn Brown, director of the Parks, Recreation and Natural Resources Department — faced a similar question in August during a quarterly meeting of the Siesta Key Chamber of Commerce. She pointed out that even using a golf cart to move among crowds on the beach to pick up garbage “is really an unsafe thing.” That is why county staff has been working hard to educate the public about using the receptacles at the accesses to the beach, she said. In response to a suggestion on Oct. 5 from SKA member Margaret Jean Cannon, Yeager said that if the

county installs stands at the beach accesses with bags for people to use for disposing of trash, “folks will just take ’em and use ’em for shells or whatever.” However, he told Cannon that he would talk with staff about the potential for county employees to distribute bags to people on the beach. In the meantime, he said, staff has been working to emphasize that people “pack out” what they take to the beach, so no trash remains on the sand when they leave. Yeager thanked the SKA members and all the volunteers on the island who assisted county staff members with handing out yellow bags for garbage collection over the July Fourth and Labor Day weekends. He added that he certainly did notice a decrease in trash on the beach after Labor Day. “That’s a tribute to each of you and your help.” Continued on page 37

How do we know hurricane season is over? One indicator is when the Snowbirds start winging their way south. And how can we forecast when this will begin to happen? Why, when we see that the first Masterworks concert of the season is to be performed by the Sarasota Orchestra. Florida Studio Theatre, the Urbanite Theatre and the Players all perform in smaller venues and can schedule shows all year long, but the Sarasota Orchestra, which performs in the 1,745 seat Van Wezel Performing Arts Hall, is the real harbinger of cooler weather. Cooler weather here, and the beginning of unpleasantly cold weather up north, brings thousands of Snowbirds to Sarasota. And lots of Snowbirds equals lots of fannies which means those Masterworks concert’s seats can now be filled for three days in a row. While it might be nice to open the season with a bang, Tchaikovsky’s 1812 Overture was performed by the orchestra just this past May at Ed Smith Stadium, so the opening big bang will have to be a metaphysical or metaphorical one. Dvořák’s Cello Concerto is the starting gun with guest artist Adolfo Gutiérrez Arenas performing. Gutiérrez, a Spaniard born in Munich seems like the perfect person to be bowing this masterpiece by a Czech composer. His debut with the London Symphony was in Madrid performing Elgar’s Cello Concerto in E minor in 2010 under the baton of ........... Anu Tali. It, and they, were exquisite, as Dvořák’s concerto should be, as well. And the big gun on November 10th, 11th and 12th? Mahler’s 5th Symphony. Mahler wrote the original version of this work in 1904, revised it in 1905 and again in 1911 (although this later version was not published until 1964, when the score was republished). It is this later version that we will hear. And see. Watching Ms. Tali conduct the orchestra is always a pleasure - the vibrancy and clarity of the SO under her is a joy to behold. With the arrival of masses of Snowbirds in November, and their ranks swelling in December, it might also be a good thing to book your tickets for the December Masterworks concert - entitled Symphonic Carnival - before the Snowbirds snap up too great a share of the tickets. {If you are a Snowbird reading this column - don’t worry, we really do love you}. True to the theme of this concert (performed on December 8th, 9th and 10th) the opening number is the Roman Carnival Overture by Berlioz. It is followed by Barber’s Violin Concerto, the Symphonic Dances from Bernstein’s West Side Story and Stravinsky’s Firebird Suite. Benjamin Beilman is the soloist on Barber’s wonderful concerto.

New Takes They say that there are no new stories, only old ones that are retold: time and time again. Whether that is true or not, this is the season for retelling. First up is one of the oldest - Oedipus. Sophocles wrote three plays about Oedipus. In sequence they were Oedipus (Oedipus Rex), Oedipus (Oedipus at Colonus) and Antigone. Oedipus / Oedipus Rex - also known as Oedipus Tyrannus (not to be confused with Tyrannosaurus Rex) - is the most famous of the three and was first performed in 429 BCE - 2,446 years ago - how

time flies). Sigmund Freud was the first to describe the Oedipus Complex (young males wanting to kill their fathers and have sex with their mothers) and declared it to be both natural and normal. While many may differ with his conclusions one must admit that this theme, or subtle variations of it, have drawn playwrights, producers, directors, actors and playgoers together for thousands of years. Many remakes try to make a show appeal to a new generation by changing the setting to Nazi Germany or mobsters in Chicago - steel helmets or vintage clothing from the 1920s do so much to change one’s perception of a play. But doing it straight permits the director and actors to really show their stuff - if they have it. And the FSU/Asolo conservatory for Actor Training usually does. With Oedipus, Greg Leaming is directing his seventh play with FSU/Asolo and has done another seven with the Asolo Repertory Theatre, after having served as Director of Artistic Programming for the Long Wharf Theatre in Conn. Later in the month Josh Rhodes is not only directing a new production of Evita, the Bio-Musical about the short unhappy/happy/unhappy life of Eva Perón, but has newly choreographed it as well. Like Jack Benny, this musical is only 39 years old and, given the state of affairs around the world, is still quite relevant. After all, the sexy wife of an evil dictator does have a certain allure. Ms. Perón, by putting her face and stamp of approval on government giveaway programs, was able to permit the corrupt administration of her husband to steal millions (billions, in today’s money) from the Argentine people. Puerto Rican singer and actress Ana Isabelle, chosen by 30 million Univision viewers as the next Latin music superstar, will become, for a month and a half, a small town girl who is able to sleep her way to international acclaim. Oedipus is at the Cook Theatre and runs from November 1st - 19th while Evita starts its run at the Mertz theatre on November 18th and continues through December 30th. How do you get to Carnegie Hall? Forget Carnegie Hall, how do you get to Rootabaga Country? Just head straight to the Sarasota Opera House on November 11th and 12th. While the vegetable called rutabaga contains high levels of manganese, potassium, phosphorous, and zinc, the Sarasota Youth Opera’s world premiere of Rootabaga County contains laughs, life lessons and lots of interesting characters. Where else than Rootabaga Country could you take a sky journey via the Zigzag railroad to meet up with the Potato Face Blind Man, and follow the exploits of Please Gimme and Ax Me No Questions as they strive to find out more about their mother, Alelia while traveling through a land of farms, trains and corn fairies. This new opera by Rachel Peters is based on stories by the composer Carl Sandburg. The stories were written, partly, because Sandburg thought that American children did not really relate to European fairy tales that were filled with royalty and knights - and Rootabaga Country certainly is miles away from Paris and Mad King Ludwig’s castle. In writing the opera Ms. Peters took a series of interrelated tales and wove them into one story with a plot that children, the intended audience, could understand. The opera is about an hour long and has no intermission so will be over before a child’s attention span has reached its limit. And if you, your children or your grandchildren are enchanted by this stage production, there are the books and a CD that you will be able to share with each other that contain the entire range of characters, including those that did not make it into the opera. Then, on March 7, Muldowney submitted the formal application for the historic designation, and on May 23, the HPB recommended approval, the memo notes. Historic Resources staff agrees that the house possesses three of the seven attributes a property needs to win historic designation, Bendus told the commission on Sept. 26: location, setting and feeling, based on the context of the Sandy Hook subdivision. On the other hand, Muldowney said during her presentation she believes the property meets four of the attributes: setting, location, feeling and association. “Staff opined that the only direct association is tangential in nature, represented by the sale of the lot by Mary Rockwell Hook to the Gerlach family and the possible, but unsubstantiated design review conducted by Hook,” the memo explains. Conversely, the HPB members “agreed that the residence possesses three attributes of integrity” as set forth in the County Code in regard to historic designation: setting, location and feeling, the memo notes, “and they believe it embodies the distinctive characteristics of a type, period or method of construction, specifically the Mid-Century Modern style.” The house is not listed on the National Register of Historic Places, and it is not eligible for such a listing, as confirmed by the State Historic Preservation Office, Bendus told the board on Sept. 26. Muldowney explained that she has nearly 30 years of experience in historic preservation and urban planning. Two years ago, she added, she resigned as manager of the Historical Resources Division to go into private practice. Muldowney said she believed staff was not relying enough on local factors in recommending against the designation for the Gerlach house.

Q: Dear Donnarose, I often see sequential numbers like 222 or 1111, etc. Then time will go by, and there they are again. I “bump” into feathers in the oddest places as well. What’s your take on all this? ~Thank you, A.F. A: “If it’s numbers or feathers you often find near, there may be a message to heed to, or a hello from someone you held dear.” ~ Donnarose Melvin

That is so great you see the numbers, as well as the “Angel” feathers as some of us like to call them. Whenever we see feathers, I feel it’s a sign of a positive nature every time. It tends to happen that when we have a deceased loved one heavy on our mind, if we could use some sign that they’re with us, a feather often appears. I also feel when there’s a life change, or something happened where we really could use some confirmation from our angels, a feather tends to appear. I personally have some great feather stories, and they happened at times I mentioned above. It’s such a sweet way of reminding us that no matter what, our loved ones and Angels are right here with us fully supporting us on our journey. As far as the repeating number sequences, when we see these numbers, I feel it’s definitely a sign to pay attention. And when we don’t, it’s often we can depend on our Angels to remind us over and over again, and often through these numbers. If at times it’s a challenge to heed the messages, immediately ask your Angels for help. They’re always here for us. ~♥ Q: Dear Donnarose, I can communicate with spirits who have passed on, and want to continue to do so. But I tend to hesitate because I’ve found that not all spirits are nice on the other side. And at times, they’ll bother me for a couple days. After doing well over eight thousand intuitive

medium readings within the past seven years, I’ve spoken to many thousands of spirits in full form the way I’d see someone alive. There are two ways I have successfully avoided negative energies from entering my space. One, is they know they’re not invited. Meaning, I have set boundaries and rules and attached firm energy on same. And two, is on a daily basis, I have a “knowing” that through God, I’m protected by Archangel Michael. Some use other names than the latter. But to me, Love is Love no matter what name we attach to it. It’s all good. If you prefer to say some words for protection, what works just as effectively, is you can silently or aloud say the following to whatever loving Higher power you use. “Thank you for clearing my body and space of any energy unlike love, for protecting me and keeping me safe, please and thank you.” It’s very important to trust and know it to be true that by saying the latter, you’ll be protected where just loving energies will be allowed into your space. Trust is key. Another thing, and this is very rare, well for me it’s been anyway. If you ever have a person enter your space whether it’s someone in a store, a client, a friend, etc., who has a negative energy attached to them, just silently or aloud, say the above “thank you...” statement but direct it to that person. Be sure to have firm and trusting energy attached to your words. And finally, as you can see, this process is kept simple, and that’s on purpose. As the sooner we’re silent, the faster we can receive. If you want to add crystals, and sage to the mix, that’s fine too. I wear crystals and have them around, as well as sage my space here and there. I enjoy it, and there’s nice energy attached to the latter. The Siesta Key Breeze remained popular through the summer, Sarasota County Area Transit (SCAT) staff told the SNL in October, though ridership was down quite a bit in September. In July, SCAT recorded 25,506 passengers on the open-air trolley that circulates between Turtle Beach Park and Siesta Village. For August, the total was 14,040, Kendra Keiderling, marketing, outreach & customer service supervisor for SCAT, wrote in an Oct. 9 email in response to a query about the latest statistics. In Sept., however, she noted, ridership was 5,165. “We knew it was not going to be good,” she said of the figure. Not only is September traditionally the slowest month for tourists on the Key, she pointed out in a telephone interview, but Hurricane Irma dampened that trend even more. “We had at least 6 days affected by the hurricane,” Keiderling wrote in the email. When the County Commission held its two public hearings on the 2018 fiscal year budget in September, County Administrator Tom Harmer made a point of reminding the board members that — at their request — SCAT had full funding for the Breeze included in that budget. Commissioners have remarked at length about the success of the trolley, including its reduction in motor vehicle traffic on Key roads.

Oct. 3 Village incident

An incident that prompted a reader to contact SNL about a number of Sheriff’s Office and emergency vehicles near the Beach Bazaar in Siesta Village involved an allegedly stolen vehicle and the driver’s fear he was suffering a major medical problem, according to the Sheriff’s Office report. The driver also did not have a valid license, the Sheriff’s Office report says.

After a deputy began talking with him, the report notes, the driver “complained of chest pain and stated he was having a heart attack.” The official report says that about 3:30 on Oct. 3, a woman walking near the Siesta Key Oyster Bar, located at 5238 Ocean Blvd., saw an older model Chevrolet Trail Blazer pull onto Ocean Boulevard across the street from her, with tires screeching. She added that it began to fish tail before she observed it pull into the parking lot near Beach Bazaar, which is located at 5211 Ocean Blvd., the report continues. “Concerned for the safety of pedestrians in the area,” the report notes, the woman contacted the Sheriff’s Office. Two other witnesses, it turned out, also had observed the vehicle; they provided similar descriptions, the report adds. The two deputies who responded found one person in the Trail Blazer near Beach Bazaar, the report says. When one of them checked the license plate of the vehicle, that deputy learned that the City of Sarasota had a report listing the vehicle as having been stolen, the Sheriff’s Office report notes. The male suspect then was placed in handcuffs, the report says, because of his actually being in physical control of an allegedly stolen vehicle. That was when the suspect said he did not have a valid driver’s license — which a check of records confirmed, the report notes. In fact, the report says, the man will not be eligible for a license again until

Sept. 14, 2018. After he was put in handcuffs, the man complained of chest pain, the report says, adding that he was transported to Sarasota Memorial Hospital. The suspect is Juan Carlos D. Acuchi, 39, of 510 Audubon Place in Sarasota. The Sheriff’s Office report explains that because Acuchi was admitted to the hospital without having been arrested first, the case information was forwarded to the State Attorney’s Office for review. SNL found no file on Acuchi that had been recorded with the Office of the Sarasota County Clerk of Court and County Comptroller as of Oct. 9. Because of a federal law regarding privacy in medical issues, the publication also was unable to learn whether Acuchi was still in the hospital.

Spencer Anderson, interim director of the Public Works Department, had provided the board an estimate of $507,000 for a shell lot on the site or $530,000 for an asphalt lot, adding 39 spaces to the 14 already available. Both Commissioners Alan Maio and Charles Hines indicated their surprise at the figures. Maio asked that Anderson and his staff undertake further work on the proposal, acknowledging that utility lines underground are a factor to be considered in any design. Staff should be able to get back to the board quickly on that plan, Administrator Tom Harmer responded. Additionally, at commissioners’ request, Harmer said staff will contact other nearby counties that have paid parking programs at their beaches to ask for information about the consultants they used and the expense of hiring that outside help. Brown made it clear to the board that no one in her department or Public Works has the expertise to handle the design of a paid parking program for Siesta Public Beach. “Parking management is a very highly specialized industry,” she pointed out. Maio suggested staff come back to the board more frequently on ways to tackle “smaller bites” of the array of options Brown laid out. “We could likely change your direction,” he told her, after initially indicating that Brown could make her next presentation in six months. “Definitely before the next budget cycle,” Chair Paul Caragiulo said of Brown’s timeline. Typically, the board begins its budget workshops in February. If a paid parking program at the beach is introduced ineffectively, Caragiulo pointed out, “you’ve now poisoned the well for an awful long period of time.” If the board does choose to put a payment system in place, he added, “it should be some sort of tiered system.” Furthermore, Caragiulo noted, “People need to know exactly where the money’s going, because that affects their behavior very much.” A survey of the Siesta Key Association’s members in August and early September — which netted 693 responses — found that 59.52% of respondents believe all the proceeds from paid parking at the beach should be invested in transportation and parking projects for Siesta Key, Brown noted. The Siesta Key Chamber of Commerce board voted in August, Brown added, to voice the view that all proceeds be used on the island, as well. Hines suggested that owners of property near the beach think about ideas they could offer the commission. For example, he said, Benderson Development Co. has been working on the proposed Siesta Promenade project at the northwest corner of the U.S. 41/Stickney Point Road intersection. That concept includes a hotel. Benderson could build an extra couple of levels in a parking garage for that facility, Hines said, and charge people to park there and then take a trolley to the beach. Brown noted in her report that the free Siesta Key Breeze open-air trolley operates seven days a week, from 10 a.m. to 10 p.m., between Turtle Beach and Siesta Village. The free service is funded through the 2018 fiscal year, with an annual cost of $863,700. Although grants are covering much of the cost, commissioners acknowledged that revenue from a paid parking system at the beach could pay to continue the Breeze’s operations after this fiscal year and to add legs to the route. For another example, Hines said, the county has a Sarasota County Area Transit (SCAT) transfer station in the Gulf Gate shopping center near the Stickney Point Road/U.S. 41 intersection. Perhaps the county could build a parking garage on the mall site, he added, so people could leave their vehicles there and then use a mass transit option to reach the beach. Although Brown and her staff had researched park-and-ride sites at schools such as Phillippi Shores Elementary — with the Sarasota County School Board having expressed interest in that potential — Hines pointed out that people want easy access to

the beach. Those schools, he said, are just too far from Siesta Key.

Pay or not? “My stumbling block is what is the point of paid parking?” Commissioner Nancy Detert told Brown. Is the purpose to create revenue for a new parking lot, she asked. Is it to try to encourage people to leave the beach sooner, opening up spaces for other visitors? Is it to enable property owners to incur less expense — through the allocation of permits at lower or no cost — so they can access the beach more easily? “I think you’ve hit the nail on the head with all of those potential results,” Brown responded. The money could be reinvested in maintenance of the beach park and in management of the parking area to create a more orderly process, for examples, Brown said. “The purpose of paid parking is to provide an opportunity for the parking at the beach,” Caragiulo said. Yet, both Detert and Commissioner Moran voiced opposition to making the public pay for parking at any of the county’s beaches. “Free beach parking is one of the few amenities that is so special to Sarasota County,” Moran said. From the wealthiest people to fixed-income senior citizens to growing families — all can go to the beach for free, he stressed.

Dr. Beach and the paid parking issue On Oct. 11, when the Sarasota County commissioners were reviewing research staff had undertaken about paid parking options for Siesta Public Beach, Carolyn Brown, director of the county’s Parks, Recreation and Natural Resources Department, noted that staff had sought the views of Dr. Stephen P. Leatherman of Florida International University — known worldwide as Dr. Beach. In an Aug. 16 conversation, Brown continued, Leatherman said he considers parking fees in relation to beach access, “including how reasonable the charge is and how the revenues are used” — for example, if the money goes toward operations at the beach or related activities, as well as reinvestment in the beach. He added that the free Siesta Key Breeze trolley is “a clear benefit to beach visitors,” Brown noted.

Highlights of the letter sent to the County Commissioners on October 9 from the Siesta Key Association Siesta Key Association (SKA) is aware that the Sarasota County Commission will be reviewing the possibility of instituting some form of paid parking at Siesta Key Public Beach, and possibly at other Siesta Key Locations. The Board of Directors of Siesta Key Association respectfully requests that the Commissioners consider the following position statement, which is based on the results of a member survey conducted by SKA during September of 2017. 1) Siesta Key Association strongly supports the implementation of some form of paid parking at Siesta Key Public Beach. However, SKA believes this can only be done effectively if accompanied by consistent enforcement of noparking zones on Siesta Key to prevent beach visitors from trying to evade parking charges by parking on restricted neighborhood streets. 2) While the majority of SKA members support fee-based parking at Siesta Key Public Beach, they also may be open to the Commission proposing paid parking at other selected Siesta Key locations. 3) While many SKA members believe that Sarasota County property tax payers should be able to park for free, the majority support some level of fee-based parking for property tax payers. The SKA Board of Directors recommends that Sarasota County offer one discounted parking sticker or pass to each property tax payer, whether

resident or non-resident. We leave it to the wisdom of the Commissioners to determine the fee, but the SKA Board suggests fees in the range of $25-50 per year as being acceptable to SKA members. We presume that County Staff and the Commissioners will review the possibility of fee-free off-peak hours with their Parking Management consultants. 4) SKA members strongly support the use of revenue from paid parking for maintenance of the Public Beach and beach access points, as well as for on-island and island access transportation. 5) Irrespective of paid parking on Siesta Key, SKA members are greatly concerned about restoring safe and reasonable traffic service levels onisland and to and from the island. The SKA Board of Directors strongly encourages the Commissioners to explore and implement off-island parking and transportation solutions as a high priority. The above points summarize the position of the SKA Board of Directors on behalf of its members. The detailed results of our survey have been made available to Carolyn Brown, Sarasota County Director of Parks and Recreation, to support the work of her staff in making recommendations to the Commission. The SKA Board of Directors would be happy to collaborate with Sarasota County Staff and Commissioners in any detailed discussions of parking and transportation initiatives related to Siesta Key.

Sand Castles Beautiful views from the Inlet

Silestone counters in the remodeled kitchen, Canadian wood flooring, and views of the Gulf and Blind Pass from nearly every room: these are just a few of the features of a recent listing in The Inlets, a condo community of 39 oneand-two bedroom units on the south end of Siesta Key. After just one week on the market, as of press time, there had already been several showings and an interested party, says Keith Redding, the listing agent and broker with Key Solutions Real Estate. The two-bedroom, third-floor unit was recently renovated, from top to bottom, and was listed because the sellers are relocating from the area. “The building is phenomenal,” says Kelly English, who owns the unit with her husband. “I think we live in paradise. But we live in the quieter part of paradise. It is much quieter than the main beach on Siesta.” The Inlets, at 9200 Midnight Pass Road, is a short walk to Turtle Beach, as well as three restaurants and Turtle Beach Marina, yet it is the quiet atmosphere amid shaded landscaping that English has come to love. “We are big walkers and we often walk to the Stickney Point Bridge. It is shaded on this side of the Key. There are a lot of regular walkers and that nice to see.” The charming community consists of 39 one and two bedroom units in a single three-floor building. The property lies between Midnight Pass Road and Blind Pass, which connects Turtle Beach Park and boat ramp to the Intracoastal Waterway and Little Sarasota Bay and the Gulf beyond. Community amenities include boat docks which are available on a first come/first served basis, a large pool overlooking Blind Pass, outdoor grilling, elevator and covered carports. Owners are permitted one small pet and rentals are permissible for a minimum of 1 month 12 times a year. Redding, the real estate broker, notes that The Inlets is unique for a Siesta condo community in that the majority of residents reside there fulltime or seasonally. Good price vales and reasonable HOA fees, as well as a one-monthminimum rental policy, tend to attract more residentowners rather than investors. Units here, Redding says, rarely come on the market, with only one recent sale over the past year. The Inlets offers condos for those who want to be on the water and close to the beach — “without the full pricing of being beachfront,” Redding told Siesta Sand. In addition, the HOA fees of $469 a month is very reasonable compared to similar properties, and is a good value when considering all of the amenities and excellent maintenance track record of the community, Redding adds. “There is a huge greenspace, with a lawn around the pool along the water,” Redding said. “It is almost like a golf course, the condition of the grass. It is a very well-kept community.” English has also served as Vice President of the community’s homeowner’s board. “It is an extremely well run community. We are a small board, and our reserves are very healthy.”

English says the board is focusing on year-round quality of life at the Inlets. “Most of the members of the board are permanent residents,” English told Siesta Sand. “It is our home, so we do all we can for it. It is not a community where the board sits around all summer, waiting for the winter people and plant flowers to get ready for that. We want to make sure it is pleasant for everyone all the time.” Recent Sales • The unit recently listed for sale, by Redding, of Key Solutions is a two-bedroom, two-bath unit with 922 square feet, listed for $375,000. The listing price comes out to $406 a square foot. The fully renovated condo unit has Gulf or Blind Pass water views from nearly every room. The recent, designer renovations include: Canadian maple flooring, silestone counters, stainless steel appliances, new cabinets, light fixtures and fresh paint throughout. Additional renovations include new bathrooms, vanities, counters, new electric window shades, and new HVAC. The enclosed lanai offers an additional 200 square feet of living space and provides the most amazing views of Blind Pass and the azure waters of the Gulf. • In November, 2016, a one-bedroom, one-bath unit sold for $275,000. Storm Debris Collection Earlier in the week, Richard Collins, the county’s emergency services director, announced that the county had closed Rothenbach Park on Bee Ridge Road so it could use that site for debris management. The park would remain closed until further notice, the county noted on social media. Altogether, Collins wrote in an Oct. 9 email, as of that day, 21 trucks were collecting storm debris countywide. Staff still was waiting on 10 rental trucks for which it had made arrangements, Lewis told the County Commission, but they should be in by the beginning of next week at the latest. Additionally, “staff has made significant progress” in its efforts to obtain signed “hold harmless” agreements, so workers can pick up materials on private roads and in gated communities, he said. Message boards are going up in neighborhoods on private roads about two or three days in advance of crews’ expected arrival, he said, so more residents will have the opportunity to turn in agreements. Contrary to misinformation that has been spread, Lewis pointed out, not every resident on a private road has to be willing to have storm debris collected for the county to send a crew down that road. When Commissioner Alan Maio asked how residents are being notified on private roads, Lewis responded that door hangers are being used along with the message boards. Contractors’ representatives also are going door-to-door to alert

people, he noted. Moreover, Lewis said, staff planned to begin using its CodeRed alert system to spread the word about the collection schedule. Harmer pointed out that the interactive map that staff created on the county website has been of assistance to residents. Anyone can enter his or her address to find out when storm debris collection is anticipated in the resident’s neighborhood, he added. The public also can see information about the areas where the first passes have been completed. “That map should be changing frequently as additional resources some in,” Lewis noted. Furthermore, the fees at the county landfill have been waived indefinitely for vegetative debris, Lewis told the board, and the landfill remains open on Saturdays for the public to bring in such materials. More than 25,000 tons of debris has been deposited there already, he noted. The landfill is located at 4000 Knights Trail Road in Nokomis. Commissioner Michael Moran then told County Attorney Stephen DeMarsh that he thought the Office of the County Attorney did “a phenomenal job” on the contracts with the vendors for storm debris collection. Although he is not an attorney, Moran said, he thought “a first-year law student could read [the contracts] and see that the punitive language in there was very specific, and it was designed for specifically this exact situation that happened.” Moran was referring to the fact that when the county began working on storm debris collection, subcontractors hired by its vendors learned they could make more money — twice as much in some cases — by heading to South Florida instead of staying in Sarasota County. That has led to the delay in Sarasota County collections. “Do you need or want anything from us to, as aggressively as possible, collect on some of the punitive clauses in the contracts?” Moran asked DeMarsh.

“I do not need anything from the commission today,” DeMarsh replied. “We are working with the administration to evaluate the best course to proceed.” If it appears a lawsuit will be necessary, he continued, he would seek the board’s approval of that step. As for the ongoing expense of the hurricane: In his Oct. 9 email,

Additionally, staff plans to bring in at least three professional emergency managers from other Florida counties to conduct a peer review, Harmer noted. A formal report will be produced and “ultimately presented to the board for discussion, review and support,” he continued. “Are we paying somebody to facilitate this?” Commissioner Nancy Detert asked. The foundations offered to assist with the process, which will include the Sarasota County School District, Harmer replied. “A facilitator charges,” Detert said. The county has not budgeted for that, Harmer told her, though “there may be a cost.” He reiterated his statement that the foundations had offered to be “part of the process.” “We’re not paying for that service [of the facilitator]?” Detert asked again. That has not been finalized, Harmer replied. “There’s a charge for a facilitator,” Detert said. “We’re in the early stages,” Harmer told her. Then Emergency Services Director Collins pointed out that staff is “working through that process now,” including

researching the expense of a facilitator. “I think you did a great job,” Detert said of staff’s response to the hurricane. “There’s two little blips,” she added, but “I don’t think we need to pay a facilitator. … I’m just not interested in paying a consultant to tell us what we did right or wrong. If you all have the time and money, you’re on a different planet from me, quite frankly.” “I do think that the system needs to be audited,” Chair Paul Caragiulo responded. “Arguably, [the county’s assistance to the public in an emergency is] the most significant and important thing that we can do. It is the reason why you have government in the first place.” Considering the number of people involved and the fact that people suffered little damage, he added, he thought things “went very well.” Nonetheless, he said, “I absolutely want somebody from the outside to take a look at this.” Commissioner Maio said he thought Caragiulo’s “use of the word ‘audit’ is appropriate. … But, overall, we just did a phenomenal job.” An audit will provide guidance on the number of shelters it should use, shelter locations and the need for backup generators for special needs shelters, for example, for a future emergency, Maio

pointed out. The participation of the foundations in the review “only further drives home the point of how important it is,” Caragiulo said. As for bringing in the emergency management professionals: Harmer explained that as the design of the Emergency Operations Center was underway a few years ago, staff brought in emergency managers from counties where such facilities recently had been built to ask them for their thoughts. The county paid for their lunches and possibly some of their travel expenses, he added. “That return on investment was tremendous. … We’re not looking to spend a lot of money in this review.” Detert told Harmer that the only problems with the county’s efforts for the hurricane that she would call “blips” dealt with the lack of shelters in Venice and the need to communicate better with the municipalities on shelter space they can provide their residents. “People should have a list; they should know where they’re supposed to go,” Detert added, and they need to know that “well in advance.” “It’s definitely an area we are going to be reviewing and responding on,” Harmer told her.

City of Sarasota update In his Oct. 6 newsletter, Sarasota City Manager Tom Barwin reported that as of the middle of that week, “approximately 40% of the storm debris throughout the city limits has been picked up during the first collection cycle. Crews are working in all areas of the City now and we expect they will finish the initial pass for the entire City by October 20th,” he added. “Approximately 75% of the debris north of Fruitville Road has been collected, as contract and city Public Works crews continue to work from north to south,” he noted. “Additional crews are now in neighborhoods south of Fruitville Road and on the barrier islands. “So far, a total of 20,000 cubic yards has been picked up. We calculate the amount of debris created by Irma is almost the same amount of yard debris our crews would pick up over two years. It’s an enormous task made even more challenging with so many communities throughout the southeast seeking the same resources,” Barwin pointed out. “The Storm Debris Hotline is still active and will continue to take calls as long as necessary,” he wrote. Staff has been waiting “to get through their queue. … The project is planned and it’s funded.” During the Oct. 11 County Commission discussion, Commissioner Michael Moran asked whether the members of the county’s Bicycle Pedestrian Trail Advisory Committee had discussed the sharrows and a proposed bike-sharing program for Siesta. Paula Wiggins, the county’s transportation planning manager, responded that the committee members had talked about the plans. She added, “We are coordinating with our partners in the municipalities, and we are working on a scope [of work] to seek those firms that have the experience and the proficiency” to handle the bike-sharing program for the county. She told the board that staff expects to have the draft of that scope completed “as early as this month.” “That is great news,” Commissioner Alan Maio responded. Maio has been pushing staff to get bike-sharing programs underway in the county. A sharing program — typically implemented for trips ranging between half-a-mile and 3 miles — entails the picking up and dropping off of bikes at multiple sharing sites. Automated kiosks and racks are installed for customers, Brown said. During the Oct. 11 discussion, Brown further noted that residents have told staff they would use their own bikes to reach the beach if they had better ways to secure the equipment at the park. Therefore, staff plans to implement a pilot program through which it will install two bike lockers that can store two bicycles each, she said. Bike racks also might be a good addition to the beach accesses on the island, Commissioner Maio told Brown.

This monthâ&#x20AC;&#x2122;s Island Girl is Logan of Toledo, OH. She moved to Sarasota two years ago after graduating from Newberry College in South Carolina majoring in Biology with a minor in Chemistry. Logan played college volleyball and especially loves sand volleyball on Siesta Beach. She plans to enter Dental School at the University of Florida.
