MARGATE JMW Turner Waves breaking against the wind, c.1835. Turner was a regular visitor to the seaside town of Margate, his first introduction came in the 1790s, the place was a small fishing town, by the 1830‘s it had become a bustling resort for Londoners to reach by steamboat in half a day. INTRODUCTION + BACKGROUND Margate is a seaside town within the Thanet district of East Kent, located along the north foreland of the coast line of the United Kingdom. It has miles of golden sand along its coastline and enjoys beautiful sunsets and qualities of light. It’s named in the thirteenth ‘Meregate’thought to refer to a pool gate or gap in a cliff where pools of water are found, often allowing swimmers to jump in. 2 It is one of the first English towns in the early 18 century to develop from its origins as a fishing town, to the seaside resort a destination for holiday-makers from London. It had many attractractions from health spa for sea bathing, ballrooms to dance in, to playing in the Dreamworld Theme Park, 1920. Its main attraction was a wooden Scenic Railway, now damaged by fire in 2008, it is one of the surving remains in the park along with a notable Modernist cinema 1935, by Architects Leathart and Grainger. The town was a vast playground of enterprise and innovation includng an exotic zoo in the early 1800’s and Grotto made of thousands of shells in the late 1700’s. Thousands of holidaymakers promenaded the long esplanades and sea walls, taking in the sea air, the sea bathing for health. British Railways Poster 1930’s
It is a town with an extraordinary and fascinating heritage of entreprenuers in business and property development from the early 1800’s. The richness of the architecture is in its Georgian and Regency buildings. The town’s principal income was derived from tourism and in its demise caused by the competition of European package holiday destinations, cheap modes of transport and ease of travel without borders . Long gone are packet steamers that made travel fromm London easy and quick. The current recorded population is 58,400, census, It has suffered a turnover population of 30% in a twelve month period, high crime levels and an over-reliance on public services. 3

TURNER CONTEMPORARY The most striking recent development in the town is the construction of the new Turner Contemporary gallery, designed by architect David Chipperfield. This is a controversial design and will present Margate as a cultural destination in contrast to its previous holiday seaside town.

OBJECTIVES 08 OBJECTIVES OF A PUBLIC ARTS STRATEGY FOR MARGATE CONSULTATION OF STAKEHOLDERS The regeneration of the town has a multi-agency partnership with many stakeholders; Thanet District Council, Kent County Council, South East England Agency, Arts Council England, The Heritage lottery Fund, English Partnerships and English Heritage and coordinated by Margate Renewal Partnership. Stakeholders are responsible for the funding, budgeting and well-being of an urban regeneration project. A PROJECT’S VISION People focused - communities shared goals
To create ‘the best seaside town in England for visual arts practice and experience’ 5 Tracey Emin - I Never Stopped Loving You Droit House, Stone Pier, Margate a new commission for Margate by internationally acclaimed artist. I Never Stopped Loving You is a neon text installed on the façade of Droit House, one of the most distinctive buildings on Margate seafront. MARGATE PERFORMING + VISUAL ARTS
Cultural Arts Project: New art strategies in contemporary life in our global society. Hall of arts, multifunctional spaces interior and exterior, its formation built from the module blocks of shipping containers Performing Arts and Visual Arts, Festivals, Carnivals, Arts and Crafts Markets. Fashion and Photography • outdoor concert stage • concert hall • expo space • video screen • arts library • art lounge • retail • F&B • artists in residence • artists forums
AREA 1
The Harbour Area has one existing café and gallery, building on this idea to extend a line of small, ‘artist in practice’ studios. Building on the theme of the bathing hut, and taking art inside and outside the structure creating a view of the individual signature studios. Similar to the theme of the container modules, these studios are contemporary designs of the older wooden version, with wheels for movement. The design form would reflect the design of glass and use of light design as in the Turner Contemporary architecture.
AREA 2
Margate Public Arts Place branded visual identity, to signature the town in a memorable and lasting manner. Create a strong brand image with colours and fonts, and imagery that defines and communicates the vision of ‘People focused - communities share goals to create’

The brand re-enforces the community’s involvement and sense of pride of place. This sentiment can be observed in a variety of blogs about Thanet, and its environs Performing simple internet searches for photographs often reveals a sense of belonging through commentary and communications.

AREA 3 FORMER DREAMLAND - RESPONSIVE ACTION - TEMPORARY
AREA 3 This is the heart of the regeneration the arts project is the PUBLIC ART ADVISORY COMMITTEE of representatives: local artists and crafts people, heritage arts and museums, designers, architects to collaborate, inform, advise, consult and interact with Public Art Co-ordinators. The art is created within this venue and its interaction with the community, this is an evolving social sculpture.

<<Set on 50 acres of Scottish countryside, Cove Park is an artist's retreat designed to stimulate and reinvigorate. Urban Space Management first brought in three repurposed shipping containers in 2001, and the center became so popular that more units have been added.
Creating a central Public Arts location in the town that has the flexibility to; change, rebuild, remove. stack, create large format block to small, constructed with ease and with the minimum time. This can evolve to respond to the needs that arise and develop. A museum, gallery, dance theatre, arts training, artistâ&#x20AC;&#x2122;s residencies and forums can be with a minimum of government controls and processes, leaving a larger amount of the time and budgets than a permanent facility would require. The Turner Contemporary has permanent facilities and a smaller space and a different approach on offer. Walkways through in and out, across the site will create the porosity of the activity inside the arts venue to the seafront and commerce in the environs.
Container City 2002, Urban Space Management added an addition, dubbed Container City II. Reaching five stories high, Container City II is connected to its earlier iteration via walkways. It also boasts an elevator and full disabled access, as well as 22 studios. Above, Temporary Container Shelter Four 20-foot containers make up the two-storey temporary shelter unit LiNX, which Dublin-based industrial designer Richard Barnwall had originally intended for construction workers use. However, by adapting the interiors, one can easily imagine its use as temporary or even permanent housing units.Â

AREA 2 SEAFRONT: MARINE DRIVE TO THE PARADE This represents the place to promenade, be seen and watch the passing crowds, the grain of the town. The town can be visually linked to the regenerative public art strategy with a series of brand messengers that establish and mark the area, this can broadcast the regeneration and create a buzz around the latest events, news and hub of arts activity. A town’s branding device can build the stature and add to a sense of place of note, it’s wellbeing and atmosphere. It can carry the good time memories tokened in the many activities and sharing of events in the town. The Thanet area has many events, festival, carnivals and markets that are well broadcast in printed communications, websites and blogs. The marking out of art routes with signage gives the area a sense of ‘happening’ and purpose. The positioning of permanent banners, archways and information signs can uniformly implement an identity scheme. Graphics denote colour, font, imagery in a cohesive and recognisable style with frequent positioning and placement, brand and strengthen the location to its values and sense of place. The Turner Contemporary Project Space, top left, located its operation in a previous store property, converting this into a functional place for the development of the new gallery building and its administration. The identity for this marks it out as contemporary, bright, fun and modernist. The seafront promenade reaches the Margate Harbour Arm and beyond, passing the new Turner Contemporary into the old town. A visual identity marking this line and denoting pedestrian and cyclist shared pathways would promote and broadcast destinations and linked activities.
Bicycle parking stations would encourage cyclist visitors and discourage arrival by car.

Chris Hodges, The White Flower, provides a focal point for Hunter Park at Balmoral. Blott Kerr-Wilson A community project connected to the local Doroch Firth wild mussel scalps. This project was part of the 2007 year of Highland culture.

IN CONCLUSION 20 Margate town is DORMANT, at a point of huge potential of E X P A N S I O N , delivered through it’s need to dissociate itself from its current malaise, declined and neglected as it is seemingly suffering. With a systematic and collaborative approach as acknowledged in this project, it has its sights set with many innovative and knowledgeable people with a practical approach to preservation, sense and resources of the Thanet community. There exists a generous amount of ‘groundswell‘ and latent pride, of Margate’s history and ‘notables’. Talent and enthusiasm is evident in all aspects, to make this a successful vibrant town. The Turner Contemporary will be the ‘the light in the storm’ of this activity and replace Margate firmly on the map for art & design practitioners, a leisure destination, a place to thrive and enjoy.
