thaca College announced last week the passing of Michael Palumbo, a resident director at the school, in an on-campus apartment. The school said that no foul play was suspected, and that there was no threat to the campus community in the wake of the death.

Palumbo, 28, had started work at IC in August after being hired at the Office of Residential Life and placed in charge of Terraces 7-13. Vice President of Student Affairs Rosanna Ferro said even in his young life, Palumbo had already built plenty of experience in residence life in different parts of the country, having worked at Indiana University before coming to IC. “On behalf of the entire Ithaca College community, I extend our deepest condolences to Michael’s family, friends, colleagues, and the students he served as they grieve his passing,” Ferro wrote. “Information on funeral or memorial services will be shared with the campus community when it becomes available.”

The release further announced that counseling services were being provided last week to his coworkers and the student staff. provided Thursday evening to his coworkers and to student staff. There was also a campus gathering at 4 p.m. on Friday in Muller Chapel to commemorate him.

Early voting’s impact on 2019 elections unclear In the first year of early voting in New York State, Tompkins County saw almost 10 percent of total votes cast during the early voting period -- but not much increase in terms of overall participation from years prior.

In total, 1,408 people voted during the early period of votes cast came during the extra time prior to Election Day in Tompkins County. On Election Day itself, there were 15,000 votes cast by the 56,023 eligible voters throughout Tompkins County, meaning 2.51 percent of total eligible voters used the early period (though that also means just under 10 percent of

people who did vote this year used the early voting option).

Stephen Dewitt, the Democratic commissioner for the Tompkins County Board of Elections, noted this year’s turnout is a slight decrease from 2017, the last time there were primarily local elections without the additional boost of a national mid-term or presidential election. He theorized this was due to the lack of contested races and having no races for seats on the Tompkins County Legislature. Notably, this election year saw 52 races in the county, but only 18 of them contested.

had some write-in challengers emerge for Common Council seats in the week before Election Day, 2,776 people cast ballots on Election Day, and 281 people took advantage of the early voting, out of the 12,248 eligible voters in the City. In Tompkins County overall, turnout wasn’t meaningfully different from other election years. Including early voting this year, 26.77 percent of registered voters voted, compared to: 35 percent in 2013, 25 percent in 2015, and 38 percent in 2017.

020 marks the fifth year of the Fab5 Awards, a series of local awards that celebrates the achievements of young professionals which is now opening its submission period for another year of recognizing exceptional young adults.

Anyone between the ages of 21 - 40 in Tompkins County who are excelling in their respective fields and in the community are eligible for the awards, which are announced in February. Laurie Linn, president of Communique Design and Marketing said the awards would look a bit different than what was seen last year.

“We really want the event to be driven by and for our young professionals,” Linn said. “In the past, the awards have been presented by established leaders in the community, but this year because we have four years worth of award winners, we’ve decided to have past award recipients present the awards to the 2020 winners. We’d prefer having young professionals presenting to their peers and briefly talking about how the award and exposure has improved their career, leadership or volunteerism in the community. We think this will only enhance the event and hopefully evolve into an ongoing tradition.”

During that time, this person has demonstrated noteworthy performance and deserves to be acknowledged.

Linn described some of the challenges judges face in deciding the winners of the awards.

“The judging committee receives so many outstanding nominations that it is really hard to choose,” Linn said. “We use a ranking system to help us navigate through all the great nominations. It’s exciting each year to see how many talented young people we have in this wonderful home we call Ithaca and Tompkins County.”

Linn reiterated that it’s important to recognize all the start-ups, growing businesses, rookies and volunteers impacting the community in a positive way. fter years of negotiations and anxiety, a deal has been reached between the developers of the new Carpenter Business Park and the Ithaca Community Gardens that was signed on Oct. 22. The memorandum of understanding (MOU) will keep the gardens in their current location in the Carpenter Business Park, even as the surrounding area is set for development.

Garden staff and the residents who use it had been nervous about the gardens’ future for years, especially as development interest intensified at the site. Currently, Carpenter Business Park is set to be redeveloped for a project led by Cayuga Medical Center and Park Grove Realty, with Whitham Planning and Design helping craft the proposal. The mixed use project would include four buildings, including a medical office and three buildings of

apartment units and parking.

With the deal in place, the gardens are now looking at long-term security along with some improvements.

“We’re working out the exact amount of money that comes through with the MOU but the gardens are looking at getting all new fencing,” Whitham’s Project Manager Yamila Fournier said. “Right now, the gardens have a challenge of dealing with a lot of makeshift fencing in order to deal with woodchucks coming in and stuff like that.

Unfortunately, for the last few years, each garden plot needs to have its own fencing so what we’re looking at doing is being able to provide them with enough funds so they can get a single fence that goes all the way around the gardens that will be strong enough to keep out all the different animals.”

Along with this, Fournier added, a new

water system will be set up for the gardens.

Currently, gardeners have to haul large hoses from spot to spot with scattered locations around the gardens. They’ve created more hose hookups to alleviate the problem of gardeners lugging heavy hoses around their garden plots. Building B in the development will have a cistern near it for rainwater to collect into for the gardens to use. Marty Hiller, leader of the Community Gardens has recognized that, while the deal has taken quite some time, the work is necessary for the gardens to have a secure future.

“We needed to talk back and forth enough to recognize that both sides win by working together toward a shared goal,” Hiller said. “We are getting an acre-foracre land exchange, and with the regrading, they’ve agreed to do along the railroad edge we will have a comparable amount of ‘gardenable’ land in the new Gardens.

Because of the NYSEG poles and access requirements, not all of the land is gardenable.”

Hiller said the developers of the site are paying $185,000 toward hard costs, continued on page 12

Seen: Last week’s election results - So, for those of you who have been on Ithaca.com in the last week, you’ve likely already seen the results of the 50 or so elections that happened around Tompkins County last week. But all that means is some of you haven’t. What follows is not an exhaustive list of the results from last week, but these are the outcomes of the most discussed and hotly contested races. All five City of Ithaca Common Council members who were up for re-election retained their seats.

UCode youth team takes aim at robotics and affordable housing

A

fter weeks of work, a team of elementary school students will put a wide-range of skills on display this weekend when they take their city shaping, affordable housing and interpersonal skills with hopes of advancing past the first round of the annual First Lego League competition.

The UCode Lego team, which has been meeting for two months at UCode’s Ithaca Mall location and working on the project, includes four students from two local schools. Avital Sagan, Shaan Jena and Eafan Chen all go to Elizabeth Ann Clune Montessori School, while Robert Kong attends Northeast Elementary School. They are coached by David Sagan, a Cornell physicist and senior research associate. The competition is being held this weekend in Corning, with 17 teams competing from around the region. If the UCode team is able to place in the top 40 percent of participants, they move onto the next round of competitors. UCode is a learning program that teaches kids coding and computer programming, among other tech-centric skills.

The team has been working to construct a course and program a robot since the summer. The robot is controlled by a computer that the kids have preprogrammed, mapping out its movements around a “city” that they have constructed using Legos. The course includes several

tasks that the robot, which is also made of Legos, should accomplish, including releasing a swingset and dropping an anvil, among others. The students have 90 seconds to complete all this, meaning they can’t waste much time with mistakes or missed tasks.

“It all depends how efficient we are,” Jena said at a recent practice.

The number of tasks they are able to accomplish are worth certain amounts of points that are added together to compile a final score, along with points picked up from other competition criteria. The robotics aspect makes up one of the three total portions of the competition. The other two are called Core Values, which measures how the teammates interact with each other and the way they handle respecting the other teams while in competition with them, and Innovation Project.

The Innovation Project requires teams to identify a societal problem and then create a solution for it, quite separate from the robot competition. Ithacans ought to be familiar with the problem the team chose to tackle: affordable housing. With so much discussion about that, though, the team wanted to choose a new potential approach to the problem, which led them to settle on a new kind of construction, modular housing, instead of the more conventionally discussed options. The team prepared a PowerPoint presentation, with

each member researching and making a different slide, to explain their solution.

Modular housing is made off-site in a factory, then transported to its site and placed on a permanent foundation. This is what separates it from mobile homes, as once they are set in place the intention is for them to stay there long-term. Modular housing is noted for its affordability, since their production is cheaper than on-site home construction, and also its energyefficiency advantages that are usually included during its factory construction.

The team said they felt that modular housing isn’t as discussed as other affordable housing solutions, and so, to keep with their intention of thinking outside the box, they chose it as their solution.

“We wanted to help the homeless, but we already have a homeless shelter here,” Avital Sagan said. “So we did research, and modular housing seems kind of underrated.”

Confidence is important as well. So, does the team think they will be able to win? When asked, the answer is a resounding “no.” Then a small pause. As they test the robot, they’re right, sometimes it doesn’t work; twice in a row its motions are not strong enough to set the chain of events in motion that will drop the anvil as it is supposed to do. On the third attempt, it works, drawing small cheers from Kong and Jena as they watch.

“It’s important to have positive expectations,” Avital Sagan said.

lan Shapiro grew up in Brooklyn and after graduation from Columbia University, began medical school at Mt. Sinai Medical School. During two years of med school, Elan observed that the model he was studying was based upon disease rather than on health and decided this was the time to seek out other models. After working for a year in a children’s psychiatric hospital, in 1971, Elan hitchhiked west with a backpack and a little money.

Wherever Elan stopped along the way, he met visionary people—as a yoga teacher training, through holistic health apprenticeships, as a harvester of wild foods, and as a wilderness instructor.

Along the way, he also visited and sometimes put down roots at intentional communities in New Mexico and California.

Throughout the journey, Elan expanded his understanding of how the world worked, often creating drawings and doodles of his observations. “I loved the combination of the visual with the verbal, believing that our neurological system was most receptive when those media are woven together.”

Eventually Elan’s journey brought him to the San Francisco Bay area. In 1986, Elan paused his trek to delve deeply

into the intersection of psychology and environmental awareness; earning a master’s degree in ecological psychology at Sonoma State University—connecting our mind and body with our sense of place and community. Elan called his thesis “Boundaries That Connect”: When we engage in restoring the places we reside in, we can also restore our broken souls and the broken parts of our community. We can connect to the place we call home.”

By the time Elan and Rachael married in 1994, Elan had lived in the Bay area on and off for 16 years and had taught about sustainability, ecopsychology and multiculturalism at the California Institute of Integral Studies, JFK University, and College of Holy Names.

While Rachael and Elan were raising their two young kids, they explored alternatives to raising children in a small nuclear family. Reading about and visiting intentional communities led them eventually to Ecovillage in Ithaca. “We had family in NYC and in Philadelphia, and when we visited Ithaca and Ecovilcontinued on page 7

Those-WhoBelieve-inScience. Vapers vs. Smokers. Cat People vs. Dog People. And now, the generational battle lines are being drawn. A coalition of millennials, Gen-X and Gen-Zers have adopted “OK, Boomer” as their rallying cry.

It’s not exactly “Remember Pearl Harbor”, but it’s better than the Boomers’, which is “Don’t you have a screen to stare at?”

Who’s better? The generations are about equally represented on the SBR panel and so it was decided that research was called for. The following statistics were gathered using carefully-constructed questions posed to a random sampling of respondents one evening at the southwesternmost corner of the bar at Maxie’s.

We posed our questions to two groups of people: those in the Millennial/Gen-X and Z age range (twenties/thirties) and those twice as old. Is there a Battle of the Generations? Since so many of the candidates are Boomers, next year’s election may hang on that very issue. You’ll see what I mean...

General Knowledge While 71 percent of younger respondents thought “France” was a continent, 56 percent of older respondents had updated their Facebook profile from “continent” to “incontinent.”

Eighty-nine percent of younger respondents think streaming has completely changed the face of media delivery.

Thirty-six percent of older respondents would discuss streaming only with their urologist.

One hundred percent of younger respondents were unable to accurately add a column of two single-digit numbers with only a pencil and paper. Ninety-eight percent of older respondents were unable to successfully access the calculator on their cell phone.

While it was determined that none of the younger respondents could identify their hometown on a paper map of their hometown, all of the Boomers confessed to yelling at their GPS navigation software apps.

younger respondents could define the word “implacable”, while all of the Boomers thought Tiktoks freshen your breath.

Most of the young participants had never heard of John Bolton (though one thought he sang “When a Man Loves a Woman”), though mentioning Lil Pump met with blank stares by the older respondents. (It was speculated that maybe a Lil Pump was part of a car engine.)

As a skills test, some of the questions for the younger group were written in cursive, while the older group was challenged to turn on a laptop without getting a virus. Nobody fared well.

Local Issues When asked how the City of Ithaca might finance repairing the City of Ithaca’s infrastructure, 77 percent of younger respondents thought the city should start a free social network website, with no advertising or other source of revenue, and then sell stock to investors before the hype wears off. Ninety-two percent of older respondents suggested borrowing the money and letting the next generation worry about the whole mess.

When asked about the future of Ithaca’s Jungle, 74 percent of younger respondents wondered why the homeless didn’t just move back in with their parents after college. By coincidence, 74 percent of older respondents wondered if there was room at the Jungle for their college graduate children who had moved back home.

There were areas of consensus. Everybody thought Ithaca should win the Cortaca Jug and that Mitch McConnell is a jackass. It did get a little shouty, though, on the topic of whether “online” is a place or not. It was several rounds into the data gathering process.

In the end, the members of the Millennal and Alphabet Generations had to get home to take delivery of their dinner, and it was time for the Boomers to shout encouragement to Rachel Maddow on cable TV, leaving me to crunch the numbers. Which, since I can’t get the damn calculator on my phone to work, is going to be a bit of a problem...

“People warned us we were moving to the Arctic.” An ice storm froze Ithaca the night the Shapiro family arrived with their belongings, so the unpacking was a challenge. After settling in and doing educational work at Ecovillage, Elan was invited to teach at Ithaca College in 2001, where he taught sustainable community development, much of it through projectbased learning. He engaged students in

work, energy efficient, healthy housing and healthy food. Eventually, he launched the Just Sustainability initiative.

“Building a just and sustainable community is a long haul, but along the way, many people are creating so many fine initiatives, and the intersections of these causes is thrilling. … Healthy Food for All is making sustainably grown local food available to low-income families.

Groundswell’s Incubator Farm hosted many Southeast Asian neighbors eager to build up their gardening skills on land that Ecovillage made available. After the farmers’ two-to-three-year fellowships ended, some of the farmers wanted to stay on and they have. The Finger Lakes Climate Fund uses carbon offsets from

small teams with justice and ecologyoriented community projects, which included community mentors who were paid educators. He brought in speakers to explore with students the broad array of ways we can address justice and sustainability—alternative transportation, affordable green housing, community gardening, grassroots leadership skills.

“Many students felt their time spent with local leaders like Kirby Edmond, Laura Branca, Nicole LaFave exposed them to justice-oriented work occurring in the community and provided them with enhanced cultural competence. This type of community-based learning engagement has influenced many of the career choices IC students went on to make.”

The IC connection also led to his co-founding of Sustainable Tompkins, along with Gay Nicholson. Working with Sustainable Tompkins, Elan met so many people concerned about the environment who were quite separate from those focused on social and economic justice.

He tried to imagine a community where all people have a natural right to dignified

travel to help low-income families pay for energy-efficiency measures.”

Since retiring from Ithaca College, Elan has the time to observe the links between projects he helped facilitate. During this period, he co-founded Building Bridges, a coalition whose first principle is “We put equity and environment at the center of all we do… Building Bridges has coordinated Collective Impact initiatives across the county, that encourage groups to work across their familiar silos. Systemic challenges like racism and poverty can be more effectively addressed, with shared goals and shared assessment tools.

When we are clear on the overarching shared goal and we agree on the data we are tracking and the indicators we seek, we can maximize the impact of our ventures… We look for the overlap amongst the grassroots organizations.”

These days community members are wandering along a much-loved community trail, reciting or marching to the beat of Elan’s mural above, which is a pretty good summary of Elan’s journey so far.

am writing in regard to TCAT Bus 2506, which services various routes.

Riding this bus is like entering an MRI machine without prior warning.

At first glance, I thought this bus was a mobile clinic, protecting confidentiality of its users. I was shocked that it was in fact my TCAT transportation. My beautiful autumn days with colorful fall foliage are now observed through a haze. TCAT Bus 2506 now has all windows, except the driver’s, covered with 50 percent shade.

I have been a passenger on TCAT buses many times in the last six years, enjoying the opportunity of seeing the beauty of the four seasons.

Who decided to deprive passengers of the enjoyment and stress relief received from enjoying the county’s natural views?

All eyes must be looking through the driver’s window if you want to see any view. Wait, was that my stop?

The life of a second-class citizen isn’t pretty. Distressed I cry for a ride with a clear site. I do not appreciate having to ride in blinding billboard buses. Is our fee paying for this horror ride? I value the majestic views I enjoy while riding the bus, especially as sight may not always be with me.

It is my sincere wish that the advertising be removed from the windows of the TCAT bus and that riders can once more enjoy the scenery and moments of relaxation as they are transported to their desinations. Please consider removing the blockage from the windows that only causes stress and takes our moments of beauty away.

Do we have what it takes?

overnor Cuomo balled out National Grid for launching an unexpected moratorium on gas hookups downstate. He scolded John Rhodes at the Public Service Commission for failure to oversee utility planning.

Many applauded the governor, but they were wrong. I’ll explain why.

People have said “no” to pipelines and bomb trucks. But can we get off gas? The planet can’t support endless economic growth so we must cut consumption. Are we leaving it for our children to tighten their belts in 2030 while we head to Europe today?

Maybe we haven’t the discipline to do what we need to do to lower the global thermostat. Scientists tell us that our failure will condemn our children to droughts, floods, crop failures, climate refugees, and possibly a breakdown in civil society. If we are committed to our endeavor, then we understand that change won’t come from an EXXON trial in NYC or from an executive reprimand of National Grid. It won’t start in government at all.

Einstein said, “Setting an example is not the main means of influencing others, it is the only means.” Addressing climate begins with us: reject plastic; move to ground and air-source heat pumps; install solar panels; buy electric appliances and vehicles. Then we can demand gas moratoria from all the state utilities and actually make them stick.

Ask yourself, are you committed to this struggle? It won’t be cheap. It won’t be fun. And that’s if we are successful. The alternative is too awful to imagine.

“Slumlords” On Notice

Will stronger enforcement improve housing for Ithaca’s vulnerable tenants?

oshua David Pace just needs an ID. Then he thinks things will be different.

Pace, now 47 years old, was adopted as a small child and has lived in abject poverty for the majority of his life. Complications related to his adoption and his birth certificate (where he is listed as Joshua David Martin) have made it difficult for him to secure an identification card, which would help him navigate the social services system more effectively and get a more stable job. Years of drug addiction and constant displacement didn’t help either, but Pace has been sober since he moved to Ithaca two years ago, with the exception of two brief relapses. Now, feeling cleaner and clearer than he has in years, Pace has two main goals, one that is unique to himself and one that plenty of Ithacans can relate to: first he wants to get an ID, then he wants to get to a better housing situation.

His current housing is at 106 North Plain Street, a three-floor apartment building with several units that also holds a tattoo parlor on its West State Street facing side. The location is a hub for low-income tenants, many of whom arrive there after being assigned to live there by the Tompkins County Department of Social Services when they apply for subsidized housing.

Pace claims that he has gotten sick and caught bedbugs from living in the building, a problem which was confirmed by a building department report from September 2019. The complaint, filed by another resident of the building, lists a bedbug and cockroach infestation, lack of a garbage receptacle forcing tenants to keep garbage in their rooms, and concerns about the building’s locked fire exit. Interviews with several tenants of the building, along with Pace, paint a fairly bleak picture of life in the building, though the conditions are not totally uncommon among older, lowincome housing buildings in the area.

be shouldering more of the responsibility for the upkeep of the building, largely pointing to things like trash build-up and drug activity as problems he sees regularly that he can’t constantly control. He’s made some efforts to combat that, including installing security cameras in the hallways that he says have helped, though tenants say they still fear the drug usage and dealing that goes on in the building, as well as the paraphernalia and used needles left behind.

Whether or not Pirro is even in the low-income market anymore in a few months could render the public’s focus on him moot. He said he has told the Department of Social Services that he may be restructuring his rental model to cater to a “different clientele” instead of low-income individuals, a result, he said, of a dispute over whether or not he or the agency should have to pay for trash disposal (trash, Pirro says, is the single largest issue in his low-income, multi-unit buildings and leads to many of the residual problems like infestations). Pirro said he would be pulling out of his agreement with Department of Social Services at the end of the academic year if the situation remains unchanged.

Some would celebrate that change around town, certainly. Using the conditions of his buildings as evidence, Pirro is often the target of accusations that he is exploiting his tenants and the fact that their alternative options are severely limited, since many other landlords are resistant to renting to low-income people (even with source-of-income protection laws coming soon statewide). But he says the housing he provides meets the minimum standards and even exceeds them, citing that he provides a bed, hot water, heat, etc.

“For people to say I don’t care, I find it insulting,” he said. “I go above and beyond what I’m required to do. [...] I feel that I do care. I don’t think that many of the tenants would agree, but that, unfortunately, is their problem.”

The city, though, has come down firmly on the side of tenants, particularly after Common Council passed a batch of new

housing regulations in March that included new penalties for renting rooms in condemned buildings, over-occupying buildings, operating under an expired certificate of compliance or avoiding inspections to renew certificates of compliance. Code Enforcement Officer Mike Niechwiadowcz said the City of Ithaca is moving forward with these regulations, sending out batches of letters to violating landlords over the last few weeks and will begin the prosecution process if necessary in the near future, mainly carried out by City Prosecutor Bob Sarachan.

“For those who fail to obtain a certificate of compliance after receiving one or more notices, the property owner can be prosecuted, with the primary purpose of obtaining compliance—that is, ensuring the safety and compliance of the rental units, as reflected in a current certificate of compliance,” City Attorney Ari Lavine said in an email. “Tenants are not typically displaced during prosecution for an expired certificate of compliance, but if they are displaced, the City Code requires the landlord to provide financial relief to the tenants.”

Keeping track of the city’s housing stock can be difficult, Niechwiadowicz admits. The housing inspection staff has stayed stagnant at three inspectors with a supervisor for several years despite the growing number of housing units within the city limits. And they’re limited by how much action they can take, since state standards for housing are fairly low and take precedence over codes the city might want to implement but can’t.

One example that Niechwiadowicz noted is an odd state law that allows for greater leeway in different types of housing, something that is perhaps more visible in Ithaca than in other areas because of its high student population. The state’s most

stringent regulations apply to collegeowned rental housing, which must be inspected once per year. Meanwhile, apartment or rental buildings (meaning buildings with three or more rental units) are only required to be inspected every three years, and duplexes or family homes must be inspected every five years.

“Realize the deterioration that can occur in between,” Niechwiadowicz said, noting that a demolition order can only be obtained through the state. “ I hate to even guess, but you can go around town and there are a number of vacant, deteriorated buildings. [But] they’re not deteriorated to the point that I can condemn them and order them to be demolished.”

Regulating housing, especially for lowincome populations, introduces a challenging balance for the City of Ithaca. The ultimate punishment against a violating landlord would be shutting a building down entirely, vacating it and forbidding it from being rented again until it’s either sold or fixed in whatever manner to make it suitable. But, as Niechwiadowicz laments, this necessarily makes the tenants collateral damage. Once the building is closed, tenants are forced out, and with few options for low income tenants already, losing another could logically lead to those tenants having to either sleep on the street or turn to the homeless shelter for help. Niechwiadowz said that reality can sometimes lead to tenants asking the building department for leniency for the landlord while still holding them accountable enough that the conditions change.

“Ultimately if the landlord does not want to resolve, and the problem is serious enough, we have to order the apartment or even the building vacated,” Niechwiadowicz said. “That can be pretty good leverage, because the landlord loses the rent. However, on the other hand, it puts the poor

So there are times when the tenant will say ‘No, don’t go that far, let’s give the landlord more chance to repair the place,’ or bring it up to whatever minimum standards. And frankly the standards are pretty minimal.”

Building department records show the difficulty of enforcing punishment for such violations and the agency’s toothlessness, at least before the new regulations were enacted earlier this year. The house at 117 Thurston Avenue’s certificate of compliance had expired in November 2015. The Building Department sent reminder letters to the property owners on the following occasions without being able to schedule an inspection and renew the certificate: October 2016, December 2016, January 2017, April 2017, March 2018 and July 2018. By the time the house’s tenants came to the department, and subsequently the press, with their complaints, it was October 2018. When Building Department officials finally were able to schedule an inspection that same month, they found that the student’s complaints were wellfounded, including that they had to use their stove to heat their apartment. Subsequently, Niechwiadowicz said, that was the closest the city has come to vacating a property as a result of repeated violations in recent memory; the property was sold in May 2019 by previous owners David and Barbara Lower.

Mayor Svante Myrick said additional steps beyond the new regulations and potential prosecutions will be announced in his work plan for 2020, due to be presented in the coming months, which will include the previously announced housing task force. Myrick said he knows the city has plenty of good, responsible landlords, No ve m b e r

but argues that fact provides further motivation to punish those who are not.

“I suppose it’s like any group that has some bad actors, they can give a bad reputation to everybody,” Myrick said. “They have a responsibility to provide a place that’s safe and that’s clean, and there are a handful of landlords in the city who don’t do that [...] We certainly want to drive bad landlords out of town.”

Even with the increased regulations, Myrick said, it’s more likely that the resulting impact on the city will be that landlords who repeatedly break code will be fined or prosecuted into obeying the codes and improving their housing, as opposed to chasing them out of the city for good.

“There’s two classes of tenants who get taken advantage of a lot, they’re the students and low-income tenants who are using vouchers and don’t have a lot of options in town,” Myrick said. “A bad one, who generally keeps their housing substandard and is not responsive to tenants, someone like Norfe Pirro, doesn’t get punished in our system because he still gets the rent because people don’t know that they should avoid him, if possible. [...]

Fixing slumlords isn’t something that legislation alone can do.”

Pirro isn’t the only landlord that does it, but is the only one Myrick is willing to name. Government regulation, market feedback, and creating more options for low-income tenants are all the solutions that Myrick wants to pursue in the near future, having just won a third term but also having watched this type of housing exist in the “elephant in the room” role in his city’s downtown.

after tasks for all manner of big events – NFL games, soccer tournaments, concerts (like U2) and many others. Jeff and I are longtime pals, and while he holds me in reasonably high regard (I think), he perceives Bryant as a mentor and a very significant role model.

You see, after a great college football

W

e’re in the thick of football season, and I can’t tell you how excited I am to write about the Bills. No, not the Buffalo Bills... Bill White and Bill Bryant.

For the past 33 years, most Ithacans have known Bill White as “Bill the Placemat Guy,” and they have enjoyed the placemats he has provided to the Glenwood Pines, Diamonds New Delhi Restaurant, Atlas Bowl and several other local eateries.

For the past 4 years, White has also been known as “Bill the Bus Driver,” and he loves getting kids to school and back home safely.

What most do not know is that in the 1970s White was a fleet-footed, sure-handed wide receiver for his high school outside Boston, and he was good enough to be recruited by Boston College. He suited up for BC for a year, then wisely focused on his academics and got out of there with a degree and an intact brain.

On Thursday, White will head back to New England to be among those inducted into his high school’s Athletic Hall of Fame. It’s a great story on many levels, but the best angle of all is the fact that Bill’s mom will be there to see it. Congratulations, Bill. The Placemat Hall of Fame is next. ● ● ●

On Thursday of this week, former ICSD Athletic Director and current IAC Executive Director, Bill Bryant, and I will be sitting in the Dawg Pound at FirstEnergy Stadium in Cleveland to watch the Browns as they host the Steelers. This experience will have interwoven storylines about which to write, and I have a feeling I will be circling back next week to share some updates.

One of the storylines is the fact that we will be going as guests of Jeff Grover,

a Spencer native who is now the General Manager of Facilities Housekeeping for Aramark at FirstEnergy Stadium. Jeff oversees a huge staff to run the before and

career (he set many receiving records at Ithaca College), Bryant had a shot at the NFL. He did very well in the Washington camp and actually made the roster for

another NFL team, and, had he not been injured (by a cheap shot to the back), he might have had a fine NFL career. When that dream was in the rear-view mirror, Bryant went into coaching, and one of his first jobs was as the athletic director and football coach at Spencer-Van Etten. Grover was one of his players, and he has told me many times that he has, since high school, held Bryant up as an example of how to conduct oneself on and off the football field. Jeff is thrilled to offer this opportunity to Bryant, Bryant is thrilled to go, and I’m tagging along with a big grin, very grateful for the opportunity.

Another storyline involves the fact that the NFL team Bryant was on the verge of playing with is the Pittsburgh Steelers. Watch for us on Thursday night. We’ll be the guys in the Dawg Pound, trying not to get beat up should we happen to cheer for a good play made by the Steelers.

The final storyline involves J.C. Tretter, the Browns’ center who was recently the subject of this Nov. 7 tweet from NFL reporter Ian Rapoport: “The #Browns and center J.C. Tretter are in agreement on a three-year, $32.5 million extension that includes more than $23M guaranteed.” Rapoport wrote, “Quietly, he’s playing his best football and is among the best in football. This extension is nothing less than Tretter deserves, as his consistently impactful play has been lost in the sheer dumpster fire that is the rest of Cleveland’s offensive line.”

For those wondering how the Tretter component wove its way into this Ithaca Times story, the final part of Rapoport’s tweet might clarify that question. Rapoport tweeted, “Tretter, by the way, went to Cornell, ever heard of it?”

Yes, Mr. Rapoport, Ithaca Times readers have heard of Cornell, and Big Red fans love it when former players make it to the Big Time. We like it even more when they work their way into the ranks of the league’s elite, and a 3-year, $32.5 million extension – for a lineman – suggests that Tretter has indeed earned elite status.

She also said the developers will be working with the gardens and the City on a budget reconciliation if the final cost estimates go above the set amount. Since the gardens don’t have any financial resources to contribute because the gardens is volunteer-run. The few fees the gardens do charge are enough to cover the garden’s year-to-year expenses. The primary challenge the gardens has faced is figuring out how the design work would be done.

However, Hiller is hopeful the work will further secure the gardens’ permanent future.

“We have already moved gardeners out of the railroad side of the gardens, the part that’s west of Carpenter Circle, in anticipation of breaking ground on that side in the spring,” Hiller said. “The highway side will be done later, most likely over the winter next year. We will be working with the City over the next few months to get design approval and lease and land transfer negotiations done in time for spring construction. We’re expecting a very longterm lease with an option for permanence.

With the lot being developed, there should be an end to the ongoing uncertainty we’ve had about our future.”

was for the Tompkins County electorate.

He did note there was a great deal of positive feedback received by polling workers.

“I can tell that by feedback from our poll workers who were working the early voting that it was pretty much universal that people who did vote early liked it,” Dewitt said. “They like the convenience of it, there were no lines for early voting, which I think they liked. It’s a convenience where people who have busy lives try to cram their voting to one day, they have 60 hours or the nine days leading up to the election to vote early.”

Dewitt is confident that the more people become aware of early voting, the more it will become popular, as he has seen from trends in other states.

On election day, the highest polling locations in Tompkins County were the Caroline Center Church and the Brooktondale Fire Hall representing the three election precincts of Caroline. The Caroline first and third precincts were the only two places in the county to have over 50 percent of eligible voters cast their ballot.

A continued trend from last year is that Alice Cook House, the polling location for the City of Ithaca 5-3 election precinct had the lowest voter turnout in the county at 7.10 percent. This, according to Dewitt, is not uncommon for the Collegetown election precincts since this, along with the fourth ward polling location, St. Luke’s Lutheran Church, are primarily polling places for students, a transitory section of

Ithaca’s population. He said since students move around quite a bit, such as changing their dorm or moving to an off-campus apartment. However, their names remain on the books for being a part of that voting precinct. Other times they may not be in Ithaca anymore since they more than likely graduated and haven’t updated their voter registration.

There are still around 500-600 uncounted ballots for Tompkins County, consisting primarily of absentee or mail-in ballots, according to Dewitt, who said he’s confident the counting of those won’t be enough to change the outcome of any of the elections.

ally haven’t done [those] very well,” Myrick said. “We haven’t called people out by name and said ‘You’re doing a bad job, and you need to do better,’ and we haven’t done enough creating more affordable options.’”

However the city’s new tactics play out, Pace is hoping he has already moved out of 106 North Plain before any impacts can be felt. He just needs that ID, which has taken on a holy grail level of importance for him.

Pace maintains that he likes Pirro personally, but that he thinks the system has failed to hold landlords like him accountable. He sees what happened on Thurston Avenue as a prime example: the housing was substandard, the tenants, who were college students, complained and went to the press, then it was fixed. But Pace, who has held jobs during his time in Ithaca but not on a consistent basis, is certainly not the first to air grievances with Pirro or how he keeps his properties, so it’s hard for him to rectify the difference in outcomes between the two.

“They shut that place down up at Cornell because they were using their stove for heat,” Pace said. “But would they shut this place down if we were using our stove for heat? There are two Ithacas, man.”

Much like the City of Ithaca, low-income residents have their own balance they must constantly find when it comes to their housing. They are indeed glad to have shelter, but fear both the conditions of the building and complaining too much about them.

“I’m blessed to have a roof over my head, I know that,” another resident said, looking around the hallway of 106 North Plain Street. “But it can be better than this.”

As lighting & projection designer Joey Moro adjusts the light on the actress, and runs the projections of lightning and rain again, the sound cue gets worked on. A big boom for the scene transition but then a quiet build under the crying. Meanwhile scenic designer Sarah Lambert is rustling up the chairs that were removed from stage during the transition and placing them on the far ends onstage.

Director Godfrey Simmons is navigating the world premiere of “The Next Storm,” playing Nov. 15, 16, 22 and 23 at Cornell’s Schwartz Center.

“It is the year 2030 and parts of Ithaca are under water.… What happens when students and bureaucrats, parents and developers, idealists and realists come head to head over the best course toward climate resiliency?”

A co-production between Cornell’s Dept. of Performing and Media Arts (PMA) and Civic Ensemble, it is also Simmons’ swan song as Civic’s co-Artistic Director. In December he moves to Hartford, CT to begin his tenure as the new Artistic Director of HartBeat Ensemble.

Producer and PMA faculty Sara Warner states “I have long wanted to partner with Civic and applied for an Engaged Cornell grant to use my Theater and Social Change class to create a community-based play with students and local residents.” The first iteration, Climates of Change, was devised “from story circles and interviews with groups and individuals across the country. With The Next Storm, we added playwright and journalist Thom Dunn to our team. He crafted the material the students and community members generated into a futuristic tale set in 2030. It’s a wry comedy that involves the audience in the action.”

Simmons points out that he is juggling three different frameworks for creating theater with this production. “I’m not sure people realize how unique this is.” The Next Storm combines the academic theatre, the professional practitioner and the community-based approaches, each with “their own rigor.” Simmons sees his place as “holding space open for

everyone.” While inevitably there are compromises, there also is a compensating synergy in the work.

Fresh out of William & Mary, Simmons hit D.C. around 1988 intending to be a sports journalist. He got work as a medical writer, at the height of the early HIV/AIDS crisis.

But a second vocation had bitten him in high school, when he was “head-hunted” to add the diversity of a black boy to Yorktown High School’s show choir. He got a bug for acting, which he followed through college. Now in D.C., he auditioned and landed a role as a rookie cop in “Bluesman,” which garnered great reviews, and in a town hungry at that moment for teaching artists of color, he found his calling, working throughout D.C. the next four years.

Moving to NYC proved rough, until a connection made at D.C.’s Roundhouse Theatre got him a gig with People’s Light in Philly to play Haemon in Antigone and be a teaching artist. Simmons still tells his students at Cornell, “it’s about being good in the room.”

Auditions are less important to your career than the connections you build.

Back to NYC, 1994. First Off-Broadway show, with Leslie Uggams in The Old Settler.

Then originating a role at Playwright’s Horizons in Christopher Durang’s Betty’s Summer Vacation. Regional roles included two times at Syracuse Stage: “Raisin in the Sun” (2000) followed by “Blues for an Alabama Sky.” For “Settler,” he cut off his dreads, which he buried ceremonially in Syracuse, which may be, he jokes, why he keeps coming to central New York.

Just when he felt at a loss “financially, creatively and spiritually” a friend he had temped with in New York City mentioned a program at Cornell University, the Resident Profes-

sional Teaching Artist. So he landed in Ithaca, once again in the play Antigone, hired to play Tiresias by director David Feldshuh.

In that production, Sarah K. Chalmers plays the choral leader, and a relationship begins to develop between she and Simmons.

As he finishes his first year, New York’s Epic Theatre Ensemble comes calling, but Simmons asks them to hold off a year, for Cornell wants him to play Walter Younger opposite the Mama of Yolanda King, Martin Luther King Jr.’s daughter.

Epic has an extensive role in the schools program, including a Shakespeare Remix in which high school students add their own related writing to a cut-down Shakespeare play and perform it. It also had a racially conscious casting policy—there were always people of color in their productions. “I mean, I got to play Einstein off-Broadway,” Simmons said.

Obama’s election “rocked my mind and disturbed it”—the disturbance, the sudden idea among many white people, and perhaps a few others, that racism was over. He expected the pendulum to swing. So he toured the south and developed a play about the moment in time with co-author Brandt Adams.

Eventually Sarah Chalmers also joined Epic. Then, in 2010 Chalmers was invited back to Cornell as an RPTA, and then invited to teach after that program ended. When they realized they were going to have a child, they decided to plant themselves in Ithaca.

With that decision came another, founding a theatre company based on community engagement. Along with Jennifer Herzog, they founded Civic Ensemble, whose motto is “Theatre is everyone’s birthright.” Their work these past nine years has included several community driven works, establishing the Re-Entry Theatre Program that works with ex-convicts, co-productions with Cornell (All God’s Chillun’, Baltimore) and several professional practitioner productions, including three stunning works by Judy Tate, an Athol Fugard play and a commission from Ithaca and Romanian playwright Saviana Stanescu.

What does HartBeat offer Simmons—an established theater company with its own space, and a city that is 80% brown and Black, he points out.

In an interview in American Theatre he speaks of the theatre artist/actor as “someone who tells stories for a living in real time within a community. And if we go back historically to the griots, the people who tell the stories in our communities—I’ve always felt the calling to do that. To really try to facilitate those stories in our communities. Part of what makes it easier—and by easier I mean joyful, actually—is when I can help facilitate an audience or constituents made up of Black and brown folks who actually see themselves onstage.”

Sarah and their son Sam will remain through the school year in Ithaca, before joining him, as they transition Civic into the hands of two new leaders, Sage Clemenco and Julia Taylor.

IT: “Tough Crowd.” That takes me back.

ND: Yeah. Well, that show’s needed now more than ever. I have a ton of young fans who come up to me after the show – these are people in their 20s who go, “We found that show ‘Tough Crowd’ on the Internet. Why don’t you guys do that again?” And it really is needed now more than ever, because that was unfiltered, and people ate it up. [laughs] I think it would be hugely popular, you know?

IT: Can you talk about doing the traditional stand-up special for Comedy Central back in the day versus doing your streaming show and releasing your own specials now?

ND: It’s much better this way. That’s the beauty of the Internet: People are doing their own thing. You sort of cultivate your own audience, and you find ‘em, without the corporate bulls**t. [At] Comedy Central, you go to a meeting, there’d be eight people in there, and if one of them didn’t like you, depending on how much pull they had, you wouldn’t get the gig or whatever. This way, you get to be unfiltered, no TV baloney, no censorship. You get to be yourself. Don’t get me wrong, Comedy Central was great for me at the time when I was a young comic, and they had me on there all the time. It served its purpose, but like everything else, it evolves, and I’m enjoying this much more than I did that.

Nick Di Paolo harkens back to a different era of comedy

omedian and actor Nick Di Paolo (“Louie,” “Horace and Pete”) returns to CRT Downtown on Friday, Nov. 15 for another standup show. His live streaming show every morning at 11 a.m. has attracted 100,000 Youtube subscribers since January, and “Breath of Fresh Air,” his latest stand-up special, came out in May and will hit a million views by the end of November.

Newspaper:IT: You last came to CRT Downtown on “The Nick Is Right” tour. I’m assuming you’re still right?

ND: Oh yeah. F**k yeah. More right than ever. It’s very simple: I hate f**kin’ modern day progressives.

IT: Do you think your political stance has hurt your career?

ND: No. Well, I’m sure there’s gigs I don’t get now here and there. My manager doesn’t always tell me. As far as Hollywood

goes, we don’t really need that anymore.

I’m sure it’s cost me stuff, but also in the age of Trump, and the more the left try to silence us, I love it. We’re the counterculture now. I know there’s venues that won’t have me. The f**ckin’ left has a real problem with their intolerance. And even people on the left are gettin’ sick of it.

When you hear Bill Maher complaining, and people of his high profile, then you know there’s a problem. But then I say to Bill Maher, “You helped create it, with the way you vote, and the f**ckin’ dogs**t you’ve been spewing on HBO for the last 20 years.” It’s not Client: coming from the right.

Dave Chapelle, his politics are 180 degrees from mine too, but he just put out a whole special saying what I’ve been saying for years. Adam Carolla is doing this documentary and I direct-messaged him – he didn’t get back to me yesterday – saying, “Don’t forget to mention me when you’re bringing up this stuff, because I was saying this stuff in the late ’90s and the early 2000s on “Tough Crowd.” I’m the one who

Recalling the Dead A conversation with Dark Star Orchestra’s Rob Barraco

ow in its 22 year of recreating the Grateful Dead experience, Dark Star Orchestra returns to the State Theatre on Nov. 19 at 8 p.m. DSO keyboardist Rob Barraco is a die-hard (tiedyed?) Dead fan who saw the legendary 5/8/77 show at Barton Hall when he was a junior at New Paltz College.

“We set our sights on as many of the Dead shows as we possibly could that spring,” said Barraco, “and that happened to be the second to last one I caught, which was at Cornell.”

“I personally didn’t think Cornell was any better than any other show. I thought it was just a good show. We got there late and Barton Hall is a really awful place to see a show.” Barraco spoke to the Ithaca Times about DSO’s working methods and the right way to approach “drums/space”.

IT: When you guys play, you’re usually recreating a secret Dead set list.

RB: We’ll take a look at what we’ve done in Ithaca the last three or four plays, and we’ll try to pick something that’s a little

different, or we’ll do what we call an elective: We’ll just make up our own set list. It’s kinda cool because it keeps people guessing, and then all of a sudden there’ll be one obvious tune thrown in there, like a Jerry Garcia Band tune, which, of course, the Dead wouldn’t have ever played. For those who are savvy, they pick up on it. We also need to keep it interesting for ourselves, so we try to keep the set lists different every night, different eras every night, so we’re constantly challenging ourselves.

IT: And at this point, you’ve played more shows than the Dead.

RB: Oh yeah. We’re way over now.

We’re in the 3000 range now.

IT: I think I could pitch in musically on just about any Dead song, but I don’t know what I would bring to the nightly “drums/space” section. I think that’s when I’d go get a glass of water.

RB: Well, the cool thing with drums is, our drummers, what they do every day, if we’re doing a recreation, they’ll listen to what Mickey [Hart] and Billy

[Kreutzmann] played, and get a sense of the instruments they were using. Like in the ’80s, they had a very specialized drum set up, they had all these huge toms, and this thing called “The Beam,” which was this huge steel girder that was stretched with piano wire that Mickey tuned to specific frequencies, and he would put them through processors and play that. So our guys will listen, and we’ve got all those instruments, they recreated all of them.

So they’ll come up with patterns to play over and then they just improvise. When they’re done, Jeff Mattson, our lead guitar player, and I get up, and we just start playing and we see where it goes. The both of us are pretty well versed in improv, and we

just kinda riff away and see where it takes us, and the rest of the guys join in, and we never know where it’s gonna go. So it keeps it real fresh for us all the time, and it’s a cool trip for the audience ‘cause obviously they don’t know where we’re going, either. [laughs] IT: I guess that’s the only way to do it.

RB: It is the only way to do it. When you’ve played as long as we have, you just get to a point where it’s just second nature.

It’s something I do every day. As soon as I get off the phone with you, I’m gonna sit down for two or three hours and play, and I’m constantly coming up with new ideas and working on old stuff. It becomes second nature.

Shane Bauer: I think part of it was just the experience of covering American prisons for a few years. It’s really difficult to get access to prisons and as journalists you’re always trying to figure out how to get inside – whether that is corresponding with prisoners, which takes a long time, and it’s really hard to verify, or doing public records requests, which a lot of states habitually ignore, unless you sue them, and when you do get records the numbers only say so much.

So there is general difficulty getting inside of prisons and then also knowing that private prison companies are particularly secretive.

IT: In your recent book, “American Prison,” you report that America’s population is nearly 5 percent of the world’s population, but it is nearly 25 percent of the prisoners on the planet. Why this is such an issue?

SB: Well we are talking more than two million people in prison, and the incarceration rate is only [exceeded] that I know of by the Soviet gulags. So it’s a human rights issue for one. It’s an issue that affects all of our communities – people who go into prisons for relatively minor crimes often come out worse off. Whether it’s for violent or non-violent crime – the punishment regime is very extreme and even if you don’t care about that stuff it still costs a lot of money.

Which is why private prisons came into existence because states are having a hard time affording locking all of these people up.

IT: What it was like for you to work at the Winn Correctional Center in Winnfield, Louisiana for four months. And what did you discover?

SB: It was a difficult job. It wore me in ways I didn’t expect. I took the job as a prison guard as a way to get inside the prison and the job itself really started to change me in the way I related to prisoners pretty quickly. I’m a former prisoner and I guess I went in there with a sympathy to some extent with the prisoners. But I was mostly interested in the conditions for prisoners. But I found myself in a nine dollar an hour job, that our morale was really low, that was very low staffed – I’m talking 24-25 guards for about 1,500 prisoners. And it’s literally impossible to do all the things you are required to do. I worked in a unit with 350 prisoners and just one other floor officer.

So you get drained really quickly and

you inevitably have issues with prisoners.

And the issues that I saw relate to the fact [that] this is a private prison and a company trying to cut corners to save money.

The big one is guard’s wages, medical was really bad – I met a guy who lost his leg to gangrene because he couldn’t get the prison to send him to the hospital.

IT: Because it would have cost them.

SB: Exactly, they would have had to pay that bill. The security was really low – I mean there were stabbings all the time and somebody escaped while I was there in the middle of the day. The prison kind of melted down and the state actually had to come in for a period of time and took

it over. And the state tried to show the company how to run it.

IT: There is an effort underway to shut down public prisons in America – such as in Texas which has closed eight of its prisons because of falling crime rates such as property crime. What are your thoughts on this new direction toward less incarceration and more effort for special programs to help troubled people get back on track?

SB: I think it’s absolutely necessary. The only way to solve the issue of prison and many of our criminal justice issues is to let more people out of prisons. And put people in prison for way lower amounts of

time. I think many people agree, including Republicans, that the criminal justice system has gotten out of hand. And we need to have lower prison populations. And for some Republicans it’s purely a fiscal issue, but no matter how you look at it – it is so over inflated.

I will also say it’s not just an issue of non-violent crime, and even if we let all those people out of prison we are still going to be the most incarcerated country on the planet. And we still need to deal with how we punish violent crime.

And we need to think about: do we need to put people in prison for thirty or forty years for violent crime? Most developed western countries do not do this.

Choral Director, Sam Kwan, begins her fifth season with IGMC. She is an alumna of Ithaca College’s Voice Performance and Music Education bachelor’s program.

IGMC is into its eleventh season of singing and a group of seventeen members will be on stage in a program of accompanied music and a Cappella arrangements.

IGMC was founded in 2009 and first appeared as a guest of the VOICES Multicultural Chorus. VOICES and IGMC are members of Affiliated Choruses of Ithaca, formerly known as Ithaca Community Choruses, an organization providing opportuni-

ties for Tompkins County residents to perform in professionally directed choral groups. IGMC is the only inclusive non-audition choral group in the Ithaca area performing arrangements for the male voice.

IGMC performs regularly throughout the community and has received grants from the Community Arts Partnership. Recently, the chorus appeared at the Pride Day at the 2019 NYS Fair and Ithaca’s 2019 Porchfest. IGMC performs at fundraisers, special events, and private weddings throughout the community. The chorus would like to thank the First Baptist Church of Ithaca for providing rehearsal and performance space since its inception.
